"INTRODUCTION These inspection standards have been prepared for use as a guide for the Federal inspection of anthracite mines. They are a revision of ""Tentative Inspection Standards for Anthracite Mines,"" published as Bureau of Mines Information Circular 7231 in January 1943 and used as a guide for Federal inspections. Numerous changes in the original standards have been made, due in part to recognition of shortages of some types of safety equipment due to the war, in part to need of additional standards to cover certain mine conditions and practices, and in part to conditions not foreseen when the original standards were prepared.Throughout these standards reference is made to determining the methane content of the mine air by using a permissible flame safety lamp. The Bureau has approved various electrical devices for the detection of methane, but it is recognized that new devices for determining the percentage of combustible gases as well as the percentage of oxygen, might be perfected for general use in mines, and therefore it may be necessary to revise certain standards to include the use of such equipment if and when the device is accepted as being permissible.About one-fourth of these standards are marked with an asterisk (*) as being of particular importance in preventing accidents in many coal mines; however, failure to carry out the suggestions made in such of the other standards as are applicable may also lead to loss of life.With continuing change in mining methods, some of these standards may become inapplicable, and further revision will be advisable. Therefore, question regarding these standards and suggestions regarding new standards should be brought to the attention of the Bureau, so that changes may be made from time to time. Numerous changes proposed by mine operators and by State mining departments have been incorporated in these standards."

In November, 1932, an investigation of silicosis was undertaken at the, McIntyre Porcupine Mine, Schumacher, Ont., atfer a discussion of the problem with Sir Frederick Banting and his, staff. As a result it was decided to carry on dusting experiments with animals at the mine in a manner that would duplicate as far as possible actual industrial conditions.At that time 50, guinea pigs were placed in the crusher nouse tunnel of the mill where a considerable quantity of fine dust, containing approximately 35 per cent., of free silica, was being constantly produced. These animals lived in this atmosphere for periods up to one year, and, while on autopsy large amounts of dust were found in the lungs, not a single case of silicosis had developed. These negative results suggested, among other things, that the mine gases might be a predisposing factor in the production of silicosis, and the results of this investigation led us to undertake the study of the hydrogen-ion concentration of the condensate of the atmosphere, both in the mine and in various sections of the mill.The C02 combining power of blood serum on a series of 400 miners was also studied at this time. While these results were inconclusive, the variation in the hydrogen-ion concentration of the condensate between the surface and underground atmospheres encouraged us to investigate the effect of neutral, weak acid and alkaline solutions on the solubility of silicious materials. Gye and Purdy were the first to point out that the chemical reaction and not the physical presence of silicious material was responsible for the production of the fibrosis in silicosis. This work was investigated by Gardner and Cummings who showed that the tissue reaction to quartz was definitely proportional to the size of the particle. They found that 1-3 micron particles of quartz produced an acute proliferative fibrotic response while the 10-12 micron particles produced only a foreign body reaction up to a period of three years. It is accepted that the dangerous silica particles retained by the lung are under 5 microns in diameter. We assumed that if the solubility of the silicious material retained in the lung could be reduced sufficiently by the addition of some non-toxic element or compound the usual fibrotic respohse would be modified. We found that the addition of certain compounds to silica would reduce its solubility in the beaker to a slight extent. But these compounds, when mixed with quartz...

A great many labor leaders and others advocate shot-firers as the acme of relief for all the dangers connected with solid shooting, and where large quantities of powder are used in one blast in coal mines. Legislative bodies in several mining States have enacted laws providing for shot-firers in mines under such circumstances, the blasting to be done at night after the miners have left the mine. With all due respect to the opinions and honesty of purpose of these advocates of shot-firers, it is evident that a great many of them are not considering this important question in the broad sense it deserves and should be considered.

The Donkin-Morien Mine in Cape Breton, Nova Scotia, has successfully completed the excavation of a 7.6m (25-ft) diameter access decline over a distance of 3.5km out under the Atlantic Ocean. The tunnel, completed in December 1984, was driven through a sedimentary sequence of sandstone, siltstone, mudstone and various gassy coal seams prior to intersecting the Harbour Coal Seam where development work will commence. The tunnel was driven by a Canadian prototype tunnel boring machine (TBM) manufactured by Lovat Tunnel Equipment, Inc., Toronto, Ontario. The 7.6m (25-ft) diameter full-face shielded TBM operated at various grades from 0-20%. This paper outlines the TBM design, excavation, support and backup system utilized in the drivage. Problems encountered and drivage rates will be addressed.

"Taseko Mines Limited recommenced operation of the Gibraltar copper-molybdenum mine in 2004 and embarked on series of development projects to modernize the mine and increase throughput capacity. The Gibraltar Development Plan 3 (GDP3) project included a second stand-alone copper-molybdenum concentrator, a stand-alone molybdenum separation plant and associated services. Ausenco was contracted to commence the detailed design in 2Q2011, commissioning commenced in 4Q2012 and first ore was processed in 1Q2013. This paper discusses the design, implementation and commissioning of the GDP3 Concentrator.INTRODUCTION The Gibraltar Mine (Gibraltar) property is located in the Cariboo Region of south central British Columbia, approximately 360 kilometers northeast of Vancouver. The site is accessed via an 18 kilometer paved road from the town of McLeese Lake, which is located on the province’s main north-south highway between the cities of Williams Lake and Quesnel. Gibraltar was originally developed by Placer Development and commenced production in 1972. Gibraltar was acquired, while on care and maintenance, by Taseko Mines Limited (Taseko) in 1999 during a period of unusually low metal prices. Taseko recommenced operations at Gibraltar in 2004, and embarked on series of development projects to modernize the mine and increase throughput capacity. The 1972 Gibraltar process flowsheet incorporated two-stage crushing followed by rod and ball milling and flotation. In 2008 Gibraltar completed their first development stage that included the installation of a SAG mill, converting the existing rod mills to ball mills and adding additional flotation capacity. Gibraltar continued development with the installation of an in-pit primary crusher, expansion of the bulk regrind circuit, expansion of the cleaner flotation circuit, replacement of the tailings pumping system and replacement of the concentrate filters and dryer."

An increase in concentration of a Zn-containing volatile complex for synthesis of ZnO films was investigated when processing their target by ultraviolet radiation emitted by mercury lamp. The experiments were carried out using a flow-type quartz reactor. ZnO tableted target was preliminarily irradiated during 2 to 7 hours. H2O2 (98%) vapor at 25Pa passed through the reactor with ZnO target at 373K. As substrate material, five subsequent quartz cylinders were used at 423K. The experiment lasts 4 hours. H2O2 decomposition on ZnO surface was accompanied by formation of a Zn-containing volatile complex which passed in gas phase and decomposed on the substrates with isolation of final ZnO. The concentration of the Zn-containing volatile complex (N) in gas phase increases with UV pre-irradiation time (t) (without irradiation N = 1.05 1011 particles/cm3; after t=2 hours, N = 5.19 1011 particles/cm3, after t=4 hours, N = 9.95 1011 particles/cm3; after t=7 hours, N = 1.86 1012 particles/cm3.

A study was conducted for the Bureau of Mines, U.S. Department of the Interior, to provide information which will lead to an increase in the recycling of mineral materials, in order to help conserve the Nation's mineral resources. Data were collected on energy requirements to recycle prompt industrial and obsolete scrap for nine metal commodities: Iron and steel, aluminum, copper, zinc, lead, stainless steel, titanium, tin, and nickel and nickel alloys. Major process routes for recycling were considered, starting from the first collection point through scrap preparation, transportation, smelting and/or refining to the molten metal, ingot, or other semi- finished form approximately equivalent to a primary metal of a similar composition. Available data for 1976 were collected on the amounts of each metal commodity recycled by major scrap categories. In addition, energy requirements were estimated for separating municipal solid wastes into four major categories: Refuse-derived fuel, and magnetic, aluminum, and glass cullet fractions. Finally, areas of research were identified to enhance recycling and/or increase the efficiency of energy use.

BHP Billiton?s Cannington facility is a mining and minerals processing plant near Mt. Isa in Central Queensland, Australia, producing silver, lead and zinc. Mine ore is processed in a concentrator, which consists of grinding, flotation, thickening and filtration. Grinding is carried out in a fully autogenous (AG) mill. The mill operates in closed circuit with a pebble crusher. Throughput is approximately 380 tph. Cyclone overflow from the grinding circuit is fed into a flotation circuit for the recovery of lead, zinc and silver. Two concentrates are produced (lead and zinc), which are then thickened and filtered. The filtered concentrate is transported by road to a rail receiving station. From here the concentrate is railed to port in Townsville for shipment to the smelter. Matrikon and Engineers at BHP Billiton?s Cannington Mine have used ProcessACT to develop a flexible, nonlinear dynamic simulator for the grinding circuit to further enhance process understanding, as well to investigate various optimization strategies. An online charge volume estimator was also developed for the AG mill to aid in the understanding of overload conditions, which for the previous two months had been the primary contributor to downtime. The models were developed using a combination of first-principles modeling along with input-output dynamic responses. Examples of models used include: Morrell ?C? model for power and charge shoulder/toe angle prediction; Whiten?s mixing model for breakage and hold-up; Nageswararao cyclone model for predicting cut size; slurry recovery and water recovery. The composite model simulates system dynamics starting from the stockpile reclaim system and finishing at the feed for the flotation process. The objective was to provide a tool that assisted Cannington in understanding their Grinding Circuit and allowed them to develop and evaluate circuit optimization strategies. BHP Billiton Cannington Mine is now considering development of a Grinding Circuit Optimizer utilizing the models developed for the simulator.

A challenge on many industrial flotation circuits is controlling concentrate mineral grades using measurements that are provided infrequently. The mineral grades in concentrate streams are a critical performance indicator in any industrial flotation circuit. Failure to achieve concentrate mineral grade targets has significant financial consequences on a flotation operation. A violation of gangue mineral grade limits by the concentrator may also result in significant penalties.Online grade analysers which can provide reliable real time grade measurements are essential for effective grade optimisation. The Blue Cube MQi analyser (by Blue Cube Systems) has recently come to prominence for its ability to rapidly determine mineral concentrate grades online and has the benefit of operating in-stream. This has provided excellent insight into the actual process dynamics in the flotation circuit, and hence enabled real-time control and optimisation of concentrate mineral grades.MintekÆs Measurement and Control division, specialising in advanced control solutions for mineral and metallurgical industries, has had the opportunity to link the FloatStar Grade-Recovery Optimiser to the measurements provided by the Blue Cube system at the BCL nickel concentrator plant in Botswana. The project focused on stabilising the final concentrate grade while ensuring the final tailings are minimised, resulting in an improved nickel recovery. This site already had the FloatStar Grade-Recovery Optimiser for several years, but the original grade measurement device was unreliable and ultimately failed. The system was reactivated once the Blue Cube system was installed, replacing the old analyser. The pile capacity gain with time evaluated and implemented for the construction of the Route 21 Viaduct in Newark, NJ, U.S.A is discussed in this paper. The project consisted of the replacement of more than 3.2 km of viaduct and ramps. The project site consists of thick residual materials deposited by the Wisconsin Glacier over sedimentary rocks. The upper portion is glacial-lacustrine deposit underlain by marginal morainic till and stratified drift. Subsurface investigations identified significant variations in layer thickness and grain size consistency. The site was characterized into 4 Soil types, based on subsurface soil behavior. Closed end 600 mm and 450 mm diameter driven pipe piles were used for the foundation. Loading tests conducted during an advanced construction contract, established that a significant soil set-up could be expected. For the first construction contract, a pilot loading test program consisting of 112 dynamic loading tests and 77 re-strikes (at 2 to 4 weeks) using the PDA (Pile Driving Analyzer) with CAPWAP (Case Pile Wave Analyses Program) was conducted to establish the soil set-up behavior. Nine (9) quick static loading tests were conducted to substantiate the long-term pile capacity. Based on the loading test results, average set-up factors were established and utilized for developing production pile driving criteria. Bearing resistance with depth was analyzed and reviewed. The set-up factors varied significantly, ranging from 1.05 to 1.89, and averaged about 1.30. Conclusions are derived. Set-up factors behavior for each soil type plotted by linear regression are presented and discussed. An appropriate set-up with time relationship for a glacial soil is suggested.

In heavy mineral sands ilmenite, rutile and zircon are present in economic concentrations. These minerals are important sources of Fe, Ti and Zr for various industrial uses. The beach sands of northern KwaZulu-Natal, along the Zululand Indian Ocean coastline in South Africa, have been mined for 30 years. The various processes involved in mining and processing these minerals have been controlled by time-consuming and labour-intensive analysis methods which, in some cases, can be replaced by X-ray powder diffraction (XRD)-Rietveld analysis. Heavy minerals are concentrated in the plant to produce a heavy mineral concentrate (HMC). The heavy mineral extraction plant is controlled and informed of the proportions of minerals in the HMC according to their magnetic susceptibility. The different fractions are called magnetic, paramagnetic and non-magnetic fractions and quality control is based on their magnetic fraction weights combined with X-ray fluorescence (XRF) elemental analysis. This current quality control process is very time consuming and labour intensive. We have aimed to show that we can, by XRD, identify and quantify all the minerals in the HMC and also in the magnetic separations. These results are then compared with results obtained by Mineral Liberation Analyser (MLA) as well as with the results from the physical separation. It was possible to detect all minerals present in the material by XRD and use the Rietveld method for a full bulk mineral quantification. A maximum of 15 minerals can be included in the Rietveld refinement due to computational restraints. Major minerals detected are rutile, ilmenite and zircon and minor minerals are quartz, epidote, anatase, amphibole, monazite, magnetite, titanite and augite. The XRD and MLA results correlate relatively well and detailed results will be presented for HMC and magnetic fraction samples. Small differences were observed for some minerals due to the different ways in which minerals are detected or due to preparation methods within each method. Rutile seems to be more abundant in the XRD analysis and the detection of Anatase is possible by XRD, but not MLA. Leucoxene (consisting of mainly microcrystalline anatase, rutile and titanite is not detectable by XRD since it is not a mineral, but ilmenite alteration phases are observed instead. There is, however, a correlation between anatase, titanite and rutile detected by XRD and leucoxene analysed by MLA.

Gangue-cemented paste backfill (GCPB), is a well-established green mining technology and significantly improves the recovery rate of mineral resources, prevents mine dynamic disasters, reduces surface subsidence, and consumes a considerable amount of solid waste. The addition of an early strength agent as an additive in cement-based materials provides several security, technical, and economic advantages. In this study, the early strength agent on the early age (3, 7 and 28 days) strength of GCPB is evaluated experimentally. The GCPB specimens have an initial sodium sulfate early strength agent concentration of 0%, 1%, 2%, 3%, and 4%, and the obtained samples were analyzed by testing for uniaxial compressive strength (UCS) and scanning electron microscopy (SEM). The test results show that the UCS of the GCPB specimens with sodium sulfate is much higher than that of the blank specimens. When cured for 3 days and 7 days, the strength of GCPB with 2% sodium sulfate increased the most, by 131% and 116% respectively. When cured for 28 days, the strength of GCPB with 1% sodium sulfate increased by 135%. Scanning electron microscopy (SEM) results showed that the GCPB with 1% and 2% sodium sulfate had better internal structure compactness, thicker acicular crystals, and more flocs. As a kind of early strength agent, sodium sulfate can react with calcium hydroxide to generate calcium dihydrate sulfate and then react with calcium aluminate; the hydration product (C3A) quickly generates calcium sulfoaluminate hydrate (AFt) needle-shaped crystals, forming an early skeleton and improving the early strength.

A case study is presented on the optimization of cable bolting patterns in cut-and-fill stopes at the Chikla Mine, MOIL, India. Rock mass characterization, using Bieniawski’s RMR and Barton’s Q, indicated that the stopes lie in the “no supports required” to “spot bolting required” support categories. In contrast, the current practice of cable bolting in a 2.0 m by 2.0 m grid pattern for stope widths less than 12 m displays different results. Numerical modelling results are in line with the rock mass characterization study. It can be affirmed, as well, that no cable is carrying rock loads greater than 5 t. This fact is derived from observational behaviour of the crown pillar of an experimental stope with open stoping operations and hanging cables in the cut-and-fill stopes of the mine. An increase in the cable bolting grid spacing is, hence, recommended for implementation by mine management, based on the study described in subsequent sections. It is also suggested that the mine adopt the open stoping method, provided results of a rock mechanics instrumentation program in an experimental stope with a cable bolting grid of 2.5 m square are favourable.

"This paper supplements the information provided annually at the Canadian Mineral Processors Operators Conference regarding the education of Mineral Processors in Canada. The purpose of the paper is to provide information regarding the engineering accreditation process in the United States and the universities that offer programs in Mineral Processing and Extractive Metallurgy in the U.S.There is a critical shortage of trained Mineral Processors and Mining Engineers world wide. The Society for Mining, Metallurgy and Exploration (SME) formed a task force to evaluate the national needs for trained engineers and to track the number of engineers who graduate from U.S. universities each year. The statistical information for Mining Engineers is well-developed. The current effort is to assemble similar information regarding students who graduate with expertise in Extractive Metallurgy and Mineral Processing as well as to explore the limitations of the accreditation system in the United States and its impact on the education of Mineral Processors. The long-term objective is to develop a data base regarding Mineral Processing programs and Mineral Processing graduates that is as complete as the one that has been maintained by the Canadian Mineral Processors.INTRODUCTIONIn the United States engineering curricula are accredited by ABET, which was formerly known as the Accreditation Board for Engineering and Technology. The objective of ABET accreditation is to ensure that educational programs in applied science, computing, engineering and technology meet quality standards set in conjunction with the professional organizations that represent professionals in the industries which hire students graduating from those educational programs. For example, the Society for Mining, Metallurgy and Exploration (SME) is the lead society for accrediting Mining Engineering programs in the U.S. For Materials Science and Metallurgical Engineering programs, the lead society is The Mineral, Metals and Materials Society (TMS). SME is a cooperating society for accrediting Metallurgical Engineering programs. Cooperating societies for the accreditation of Materials Engineering include the National Institute of Ceramic Engineers (NICE), the American Institute of Chemical Engineers (AIChE) and the American Society of Mechanical Engineers (ASME)."

"Taseko Mines Limited Gibraltar copper-molybdenum mine recommenced operation in 2004 with the initiation of a series of development projects to increase throughput capacity as well as modernize the mine.In the second staged development project, a VTM-1250-WB regrind mill was selected to replace the existing conventional ball regrind mill to achieve a target grind size of 80 % passing 45 µm. In the third staged development project, a second VTM-1250 regrind mill was selected for installation in Concentrator #2, to match the existing Concentrator #1 Vertimill. This resulted in approximately 25% spare regrind capacity in the Concentrator #2 design, complete spare parts interchangeability and potential future expansion capacity to 50,000 t/d with no circuit upgrades.In this context, a study was initiated to assess not only the performance of a Vertimill grinding circuit processing a copper concentrate to a particle size of 80% passing 17 µm but also to provide Taseko’s New Prosperity project specific design information for grinding to particle sizes below 80 % passing 25 µm.The objective of the work described in this presentation was to explore Vertimill ultrafine (sub 100 µm) grinding test methodologies at both the lab and pilot scales, compare the scale-up data with operational data from the VTM1250 at Gibraltar Mines and subsequently apply this information to particle sizes down to 80% passing 17 µm. Minutes after the Friday afternoon October 16, 2009 announcement that the 80 year old Lake Champlain Bridge was closed to traffic out of concern for public safety, emergency detour planning started at VTrans and NYSDoT. The closure severed a cross-lake link between Addison, VT and Crown Point, NY, which created a 76 mile detour and significant hardship for commuters, farmers working on both sides of Lake Champlain, and businesses relying on both traffic and employees commuting between Vermont and New York. Rehabilitating the bridge was determined to be economically and technically unfeasible and the design of a replacement bridge was accelerated for a spring 2010 construction start. In the meantime, a temporary ferry alternative was to be rushed into service beside the original bridge by February 2, 2010. This paper presents the case history of the fast-tracked ferry dock design and construction on the Vermont side. Twin 300-foot-long pile supported approach spans, a loading slip system and ice deflectors were designed, fabricated and constructed in 90 days in the fall/winter of 2009-2010. This chronicles the project from initial concepts through the extraordinary cooperation between state and federal agencies, and near round-the-clock winter construction on Lake Champlain. This project and its companion project on the New York shore succeeded by virtue of exceptional cooperation between seasoned regulatory, design, and construction participants and warrant this case-history presentation of the Vermont project to share within the industry as an example of overcoming extraordinary challenges.
