This report describes the linkage of all mining sectors with all other manufacturing, services, and final demand sectors of the U.S. economy. Besides being a basic data source, it provides a framework for aggregate economic impact analysis with respect to the mining industries. The framework is an open-static input-output model specifying 48 mining industries as classified in the Standard Industrial Classification Manual for all mining activities and 76 nonmining industries which collectively exhaust, all economic activities. The 124-sector model used in this report is an expansion of the preliminary 82-industry aggregation estimates made by the Department of Commerce. In the expanded model, 48 ruining industries are substituted for the original 6. The methodology used to ascertain the industry-by-industry procurement cost estimates and product ion flows necessary to the construction and expansion of the basic 82-sector model included personal interviews, case studies of specific mining activity analysis, and published and unpublished data from the Bureau of Mines and the Census of Mineral Industries, The end products of this study are two tables arranged to show the direct purchases necessary for each industry to support the level of economic activity and the total purchases generated in each industry throughout the economy by each $1 of aggregate economic demand in 1958. The tables may he used for economic impact studies and market analysis by firms engaged in or closely associated with the mining industries. Some illustrations of their usages are presented.

Point-attack picks are one of the most widely used tools for the mechanical excavation of rock and coal. In the literature, some practical formulas have been developed to estimate their performances under varying cutting conditions such as the pick geometry, cutting depth and cutting geometry. In this study, it is shown that Evans?s theoretical model, the most cited in the literature, has serious limitations concerning the changes in the cutting geometry. Analysis of the two independent full-scale linear rock cutting experimental data reveals that both his theory and its recent modification can not fully explain the mechanism of rock breakage under asymmetrical attack. The cutting force predictions made by employing such models are shown to be too significantly weak to be of any service in practice. In this study, a semi-empirical approach was followed by means of which cutting forces under varying cutting geometries could be made. By analysing the full-scale rock cutting test data, prediction equations of the peak cutting force and mean cutting force have been developed. Comparisons of laboratory determined and predicted force values indicate that the suggested prediction equations are applicable to quite different rock materialsm which have uniaxial compressive strength in the range of about 30?170MPa, and valid for different cutting geometries. It is also shown by regression analysis that the established prediction equations are statistically significant.

Disposable-tip emf cells at present used in liquid steel can be used to measure the state of oxidation of high-iron slags produced in non-ferrous smelting. This provides a new tool for the control and evaluation of pyrometallurgical operations.An investigation of oxygen potential variations throughout a typical nickel smelter using the flash smelting technique gave a valuable insight into the process. Correlations of oxygen potential with ferric to ferrous oxide ratio and nickel content in slag were in reasonable accord with equilibrium data in the literature indicating that the probes may be used both as a plant investigation tool and possibly as a means of obtaining thermodynamic data for slags.

The management of the Anglo Platinum (AP) mining technical systems (MTS) embarked upon a process of defining the strategy for the MTS department. The newly established department forms part of the greater Group Information Technology (IT). The strategic process took place within an environment that had witnessed a dramatic proliferation of IT implementations across the group within the last three years. The IT department has been structured in terms of the classical plan, build and run functions with the applications and integration streams running perpendicular across these three functions. The application stream is divided into commercial and mining technical systems with business systems integration the third stream. The mining technical systems department supports mine management to effectively gather, analyse and disseminate data relating to the ore reserve by integrating a number of strategically selected IT applications to ensure that the safety, legal and operational requirements are met. This service to business is rendered by management of a strategic outsource partner via tightly controlled service level agreements (SLAs). The framework used for creating a mining technical systems department that is empowered to add value to business was formulated using the AP value chain as both the starting point and guiding process to ensure alignment to the greater internal strategy of the business. Komatsu America International has introduced two new hydraulic excavators. They can work in congested and confined areas. The tight tail swing radius of the PC128US-2 and PC22-8USLC-2 enables the excavators to minimize the work space. The units can operate in confined work settings that are inaccessible or counterproductive to traditional machines. Even the door is designed for tight working conditions. A convex door slides open along the exterior curve of the cab, rather than swinging out on hinges past tracks. And the excavators’ tight tail swing design allows them to load within the track width of the machine.

Various nondestructive testing (NDT) inspection methods are available to evaluate the structural integrity of cast-in-place shafts. The widely used methods include Cross Hole Sonic Logging Testing and Low Strain Testing. Due to its advantages such as low cost, easy operation, quickness and flexibility (no need to plan ahead and prepare inspection tubes or other devices), Low Strain Test is frequently specified in quality assurance programs of many countries or when doubts arise as to the integrity of the finished shafts/piles. The method is well suited for small to middle sized shafts. However it is an indirect NDT testing method and has certain limitations. Data interpretation requires proper training, experience and judgment and, therefore, inconsistent conclusions and reporting may be provided by different testers. To avoid or reduce such inconsistencies, it is best to follow a standardized data interpretation and record classification system. In this paper, a new classification method is presented with examples. A step-by-step data evaluation and interpretation procedure is proposed with examples of real cases to help understand the LST data. The paper also makes recommendations for measures to be taken when anomalies are detected in tested production piles.

An elongate belt containing granodiorite stocks with associated stockwork molybdenum mineralisation in west Nelson is correlated with the I-type Separation Point Suite of mid Cretaceous age. Trace element characteristics of the 'Mo-granites', and the Separation Point Batholith strongly suggest a primitive, subcrustal origin for these granitoids, by partial melting of oceanic basaltic crust or upper mantle material in a subduction zone. They were emplaced in the upper crust without undergoing significant differentiation or contamination by sialic crust. Molybdenum, which is at levels of approximately 5 ppm in unaltered granite, is not significantly reduced in altered (but unmineralised) granite. This suggests the metallisation has a magmatic, subcrustal source and is not derived by hydrothermal leaching of upper crustal rocks or the granitic host rocks. Geochemistry of the 'Mo-granite' belt, in particular low K2O, calc-alkali to calcic Peacock Index, high Sr and TiO2, and low Rb, Nb and F, suggest classification as calcic granitoids similar to those which host porphyry copper deposits, indicating grades of mineralisation are likely to be low.

Researchers at the National Institute for Occupational Safety and Health partnered with the water well industry to develop engi­neering control technologies and training products to address noise exposure at the job site. Noise­induced hearing loss continues to be a problem in the well drilling industry. Research con­ducted by NIOSH found that air rotary drill rigs produce sound levels more than 90 dB(A) over the course of an eight­hour workday. Sounds levels above 90 dB(A), identified during hammer drilling and the hammering of casing, exposes workers to levels that can damage hearing. A typical air rotary drill rig provides no barrier, for noise and dust pro­tection, between the drill’s control panel and the drill stem. The development of a partial cab is the clearest example of NIOSH’s research partnership with the water well industry. NIOSH researchers determined that an engineering noise control to protect the oper­ator at the rig’s control panel would be effective, based on typical work site conditions. Many surface rigs do not have full cabs as a result of the original equipment manufacturer design or the high cost of aftermarket products. Developed as a partial cab, the NIOSH engineer­ing noise control design addressed stakeholders’ needs associated with cost, transport, and worker usage (Figure 1). Field tests found the partial cab effective in reducing sound levels at the rig’s control panel, a typical location for a drill rig operator. Sound levels at the control panel were reduced from 104 to 96 dB(A) (Figure 2). Coupled with continued use of personal protective equipment, such as hear­ing protection devices, the partial cab can help to reduce noise exposure. NIOSH researchers created a CD with informa­tion about noise exposure and the partial cab. Most important to well drilling companies is information on how to construct and attach the partial cab to drill rigs. The CD can be viewed on a standard computer and includes a video of the partial cab in use on a work site. Computer­aided design drawings are included on the CD and provide detail of the cab design as well as information on construction mate­rials and design details. Additionally, the CD provides background infor­mation on noise­induced hearing loss and hearing protection devices to increase knowledge about this occupational health concern. This information can be viewed by all company employees to help promote the partial cab’s importance to workers using the cab. More information on the partial cab noise control technology can be downloaded from www.cdc.gov/ niosh/mining NIOSH researchers also examined the health and safety training needs of workers in the ground water industry. It was quickly realized that most workers learn health and safety on the job and do not attend any sort of formal training. In addition, there is not a lot of time for daily “tailgate talks” or “shop talks” on health and safety issues. As a small business industry, the owner is often operating a drill rig along with his other employees. In general, new employees learn the job in an apprentice style sys­tem. As a result, workers and owners have few opportunities to access uniform health and safety information based upon the job — an outdoor work environment with daily change in work sites. With this information, NIOSH researchers devel­oped two products that deliver health and safety information to fit into the daily work of well drillers. This report focuses on the U.S. Bureau of Mines research regarding desensitization and malfunction of delay detonators and cap-sensitive explosives. Delay blasting in underground coal generates tremendous shock waves and rifting forces that fracture and heave coal. The shock waves from charge explosions radiate outward in all directions through the coal, impacting neighboring charges with later delays. The impact phenomena have debilitating effects, causing degrees of reduced charge performance ranging from misfires or weak detonations to out-of-sequence detonations. Impaired charges react poorly, fracture less coal, and produce fumes with higher toxicity. Coal-mine, underwater, and simulator tests were conducted to more thoroughly understand the shock damage mechanism. Recently the U.S. Bureau of Mines partially resolved the malfunction problem by demonstrating the feasibility of formulating a rugged explosive. This rugged cap-sensitive candidate passed the requisite tests for certifying an underground coal-mine explosive. With natural aging the formulation rapidly lost initiation sensitivity. The charge formulation had to be rebatched to finish the testing and therefore could not be certified.

"Exploration and development of mineral resources in developing countries by Canadian-based multinational mining companies is becoming increasingly common. One problem being encountered is that the objectives of the governments of developing countries can differ from those of developed countries. These objectives are not always consistent with maximizing returns from the projects, which can create conflicts between the mining company's responsibility to its shareholders and the desire to be a good corporate citizen. This article discusses how a mining tax regime can be designed to make the social goals of a government consistent with the economic goals of the company.IntroductionAt the recent International Seminar on Mining Taxation organized by CIM and the United Nations there was considerable discussion about the role of international mining companies operating in developing countries. Not surprisingly, given the diversity of backgrounds of individuals attending the Seminar, there were different opinions about what this role should be.Government PositionRepresentatives of governments pointed out the strong desires of their countries for technology, high-level technical training of their workforce, increased employment, and development of social infrastructure. They pointed out that, to a large extent, these objectives could be more efficiently met by mining companies operating in the country than by the governments themselves. For example, a multinational mining company (""MMC"") would have extensive knowledge of the various technologies available, and would have performed a detailed evaluation of the mineral resources before choosing the most cost-efficient technology for that project. They would, therefore be in an ideal position to assist the country in importing and developing such technology. Similarly, the company could provide opportunities for hands-on training, both at the technical and managerial levels, which would otherwise be unavailable to the government."

The peacetime activities of the Bureau's petroleum and natural-gas program have been reoriented to serve the needs of a national-defense program. When the United Nations sent troops to Korea after the North Korean Army crossed the 38th parallel in the latter part of June 1950, the Bureau's coordinated national program on petroleum and natural gas, with each major project forming an essential member of its framework, was carefully reviewed by those in charge of the work. As a matter of fact, the era of normalcy in which the petroleum and natural-gas research of the Bureau of Mines prospered during the fiscal year 19502/ was no sedative to the need for alertness on a national-defense front. The program, although conducted along peacetime lines in general, was scanned critically and repeatedly during that period to see where - if the need should arise -the emphasis could be shifted from peace to defense or war. Judging from the experience of two wars, it would not be long before the Bureau would be asked to use its trained technical personnel in applying techniques already learned in peacetime research to the requirements of munition and fuel needs of national defense. Near the end of January 1951, petroleum and natural-gas engineers of the Bureau of Mines began a comprehensive study of reservoir conditions in the Canyon Reef fields of Scurry, Borden, and Kent Counties, Tex. This work was preceded by published analyses of crude oils from Scurry County as early as April 1950. Well-informed persons in industry have estimated that these fields hold reserves that will yield 3 to 6 billion barrels of stock-tank oil. Although generally accepted good operating practices have been followed, engineering tests have shown that the natural energy, except in some favorable parts of the reservoir, will not be adequate for obtaining a high percentage of recovery. Correct information regarding the extent and availability of this vast reservoir of hydrocarbons is therefore of great concern to the Petroleum Administration for Defense in carrying out its responsibilities under the Defense Production Act.

A comparison of microstructures associated with W single-crystal ([001], [011], [111]) rods prior to deformation (as grown), and after quasi-static compression (at a strain rate of ~1/s) by transmission electron microscopy (TEM) shows several orders of magnitude difference in dislocation density. Dislocation substructures were not significantly different amongst the deformed sample orientations. In contrast, [001] W rods penetrated into steel targets, at impact velocities of ~1.3 km/s, exhibited heavy dislocation densities and dynamic recrystallization as very distinct microstructural regimes accommodating the penetration process. Twinning on {112} also occurred as a precursor to, or remnant of, these microstructures near the projectile head. These results suggest that deformation accommodating the extreme strains and strain rates associated with the penetration of a single-crystal rod into a metal target is not adequately represented by conventional deformation

"A dynamic simulation of a mine-mill complex has been conducted using networked microcomputers (IBM PC/AT and IBM PC/XT). These models allow simultaneous operation of an open pit using shovels and trucks, a primary crusher, and a secondary crushing plant. Each process transmits information via the network, linking all operations together. The effects of blasting, ore quality, equipment utilization and configuration on productivity can be studied either interactively or from a report listing at the end of each shift. Programs are menu driven leading the user through the decisions required in day to day operations. The mine-mill simulator is currently being used as a teaching tool at Queen's University to provide senior mining and mineral processing engineering students with an experience and appreciation for the operating problems across the mine-mill interface. The need for coordination and close communication between the mine and mill can be aptly demonstrated using these models. The simulator could be used to contribute to the training of operating personnel in a real mining operation. INTRODUCTIONThis paper describes a computer simulator that is capable of showing the interactions and operating strategies between a mine and a secondary crushing plant. The simulator uses two models developed at Queen's University; one for open pit mining and the second for secondary crushing. PITSIM is a dynamic shovel/truck haulage model origin2lly developed by P.D.D. Chick (1) and K.G. Fytas (2) to solve shovel/truck scheduling problems. CRUSHSOFT is a dynamic secondary crushing plant model developed by R.J. Tucker (3) and C.A. Harris (4) to study alternative operating and control strategies in a crushing plant."

Arizona construction aggregate industry remains in the crosshairs of public debate, caught between the need for aggregate-based building materials and alternative, high-value land-uses. To better manage lands and improve land-use decisions, the Arizona State Land Department has need for a system to assess potential aggregate resources on State Trust lands, and assign dollar values accordingly. Thereafter aggregate values can be compared to residential, commercial, agricultural, recreational, and habitat values -- in a determination of highest and best land-use.

"The South Bay Division of Selco Mining is located fifty-four miles northeast of Ear Falls Ontario on Confederation Lake. The concentrator operates five days a week and processes six hundred tons per day of copper zinc silver sulphide ore. The concentrator is comprised of crushing, grinding, differential flotation, thickening and drying circuits. The major constituents of the concentrator feed are: chalcopyrite 7%, sphalerite 20%, pyrrhotite 3%, pyrite 25 - 30% and felsitic volcanics 40 - 50%. The mine went into production in March 1971 with an anticipated three year life and is now scheduled for closure in the summer of 1981. Recent mine production has been limited to three cut and fill stopes which have widely varying ore grades, therefore mill feeds vary from 0.25 to 4% copper, 3.5 to 27% zinc, 0 to 0.4% lead and 15 to 30% iron.In mid 1977 Selco negotiated a six month rental purchase agreement with Outokumpu Instruments Canada Limited for a five stream analyser system. The Minexan 202 probes were the first Outokumpu probe type analysers installed in Canada although Outokumpus' Courier systems are well known. Installation of the system took place in April 1978 and after numerous hardware faults the six month evaluation began in August. By December it was obvious that the Minexan 202 probes with proportional detectors did not have adequate resolution to determine low copper values in either of the tailings streams. Outokumpu offered to replace the tailings analysers with a new prototype solid state detector probe the following summer. The evaluation on the five Minexan 202 probes continued until August 1979 when the new solid probe was installed. The Minexan S (solid state) probe was evaluated with the three remaining Minexan 202 probes until December 1979 when Selco elected to purchase the system."

Author's Note: Since the paper on "All-Flotation at North Broken Hill Limited" was read and discussed, the metallurgical results obtained have conclusively justified the adoption of the All-Flotation treatment.At present the shipping grades of lead concentrate produced from North mine ore range between 74% and 75% Pb, carrying approximately 43 oz. Ag and 4.5%-5% Zn. The lead recovery in lead concentrate is recording 95%-96% of the lead content of crude ore, and the milling and treatment cost on 6400 tons crude ore perweek of 96 hours has dropped to 6s. 3.6d. per ton on ore. With an increased ore tonnage, and with a new mill, considerable further reduction in costs is certain.New flotation machines, with 30 in. vertical depth of overflow (instead of 42 in. depth), are now being tried for the secondary granular treatment, with advantageous results. The treatment to-day is practically the same as that outlined in the paper, excepting that additional concentrate is returned for retreatment in the existing units.(Signed) A. LOWRY.Mr. T. A. "This article investigates the complex problem of a budgeting process for a large mining operation. Strict adherence to budget infers that financial results align with goals. In reality, the budget is not a predetermined entity but emerges as the sum of the enterprise’s operational plans. These are highly interdependent, being influenced by unforeseeable events and operational decision-making.Limitations of stochastic simulations, normally applied in the project environment but not in budgeting, are examined and a model enabling their application is proposed. A better understanding of budget failure in large mines emerges, showing that the budget should be viewed as a probability distribution rather than a single deterministic value.The strength of the model application lies with the combining of stochastic simulation, probability theory, financial budgeting, and practical scheduling to predict budget achievement, reflected as a probability distribution. The principal finding is the interpretation of the risk associated with, and constraints pertaining to, the budget.The model utilizes a four-dimensional (space and time) schedule, linking key drivers through activity-based costing to the budget. It offers a highly expressive account of deduction regarding fund application for budget achievement, emphasizing that ’it is better to be approximately right than precisely wrong’."

The State of California, Department of Transportation is currently retrofitting a major interchange near the San Francisco area. The project is located in a highly traveled area of Oakland with light rail commuter service near many footings. Over 600 micropiles are being used in conjunction with CIDH piles for footing stabilization. A specially designed Soil Nail pile will support footings for a new light rail utility structure. Pile testing features in this contract serve as points of interest for future foundation designs. The presentation focuses on substructure issues of this incterchange retrofit. A maximum acceptable level of 2 mg/m3 of respirable coal mine dust in active mine workings was established, effective January 1, 1973, under the Federal Coal Mine Health and Safety Act of 1969. It is generally agreed that, as a result, coal mines in the United States are significantly less dusty than they were a decade ago. For example, operators of underground mining machines were exposed to between 3.9 and 6.5 mg/m3 of respirable coal mine dust during 1968-69; now they are exposed to between 1.3 and 1.8 mg/m3. Also, the incidence of underground sections cited for exceeding acceptable levels of respirable coal mine dust decreased during 1976-78, and the vast majority of all working sections are now in compliance. This improvement is very substantial by world standards. It must be regarded as a creditable accomplishment by the coal mine operators, federal agencies, and mine workers involved. Most of the improvement has been brought about by the use of existing technology to control, suppress, and collect respirable coal mine dust. Research and development by the Bureau of Mines has contributed significantly to the accomplishment by improving the methods for sampling, control, suppression, and collection.
