THE purpose of these conferences has been to find some basic principles to guide us in the chaos which confronts us, to arrive at elements of a national policy. None such exists, nor, as a matter of fact, have there been any concerted efforts by the public or the mineral industry to evolve one. In the absence of such a policy the administrative agencies of the government can hardly be expected to be consistent or really effective in their handling of mineral problems, domestic or foreign. Basic Facts MINERAL reserves are unequally distributed among the nations. The principal world supplies are grouped around the north Atlantic, and nearly three-fourths of the world's total is controlled politically and commercially by English-speaking people. No one nation has a complete supply of the minerals necessary for modern industry; specialization, reciprocity, and large-scale movements between the nations are inherent in nature's unequal distribution of them. The principal sources of supply are relatively few compared with the nations to be served-a fact which determines broadly certain natural outlines of the world flow. National isolation with regard to minerals can be accomplished only through backward steps in industry and lower standards of living even in the nations possessing the most of the mineral supplies. A certain measure of unified commercial control, international in scope, is a natural consequence of the limited number of the large sources of supply. Mineral supplies for the world as a whole are so large that there is little need for concern about early exhaustion, but every nation has important problems of early exhaustion of particular minerals, which must affect their policies.

"A t last the legal red tape which has tied up flow-through share financing has been cut. New rules effective for deals signed after 1986 simplify flow-through financing by removing the necessity f or cumbersome agency relationships. But there is no free lunch-the new rules require increased government reporting. And beware federal tax reform promises to have a good look at the new flow-through share rules. IntroductionFlow-through shares have always worked better in theory then reality as an effective financing tool. The concept is straightforward: a transfer of risks, tax deductions, and potential returns. But the mechanics of the old flow-through rules made the transfer of risk impractical to impossible by placing the responsibility for incurring Canadian exploration expense (CEE) on investors. The new rules are significantly more realistic, shifting that responsibility to the issuing corporation. However, every silver lining must have a few clouds around it. In the case of the new flow-through rules, the more obvious negatives are increased reporting requirements and reductions in CEE eligible for flow-through by amounts of assistance received. The new rules are effective for deals signed after 1986, however, so a few old-style deals are still around. Practical Difficulties with Old RulesThe old rules which applied to investments in flow-through shares were structured so as to make it the responsibility of the investor, rather than the issuing corporation, to perform the Canadian exploration expense for flow-through. Since most investors had neither the expertise nor the inclination to incur the CEE, this requirement necessitated the use of cumbersome arrangements whereby the investors would appoint an agent (usually the issuing corporation) to incur CEE on their behalf. Although the issuing corporation might consequently be the party which actually spends the flow-through share funds on CEE, the awkward legal structure of such an arrangement made the investor the ""principal"" incurring the CEE. As such, the requirements of the old rules were met and the investors could receive their flow-through share s."

The Bureau of Mines investigated the role of imported natural flake graphite in dolomite-carbon refractories used in steelmaking processes. Fundamental engineering data were obtained to enable the evaluation of substitute materials. Changes in oxidation resistance (2,000° F), hot strength (2,750° F), and deformation under load (2,7500 F) caused by 10-wt-pct additions of five different kinds of natural flake graphite and increasing quantities (0 to 30 pct) of a 90-pct-carbon natural flake graphite were studied. Results indicated that carbon purity of 10-wt-pct-graphite additions did not influence hot strength or deformation under load. When the quantity of 90-pct-carbon graphite addition varied between 0 and 30 wt pct in a dolomite-carbon brick, hot strength was highest and de-formation under load lowest with 10-wt-pct additions. As hot strength test temperature was increased from 5000 to 2,750° F, the strength difference observed between 0-and 30-wt-pct additions of a 90-pct-carbon graphite became smaller. Additions of a boron-treated graphite caused significantly higher strength and lower deformation under load at high temperatures, while an addition of ball clay significantly reduced strength and increased deformation.

An airborne dust cloud is an ensemble of particles of varied size, density, shape and states of aggregation. An understanding and quantifying of the dispersion and deposition of the dust generated in mines is essential to the development of measures for reducing worker exposure to dust. In coal mining, the major portion of the dust is generated during the cutting of coal using either a shearer or a continuous miner. The major phenomenon affecting ambient concentration is the deposition of dust. Particle deposition may take place due to the effect of gravitational, inertial, electrostatic, and thermal forces, and mechanisms such as Brownian and eddy diffusion, and inertial impaction. The three major mechanisms of deposition in turbulent flow in mines are diffusion (Brownian and eddy), sedimentation and inertial impaction. The mechanisms determining particle deposition are size dependent.

Spatial continuity as described by a variogram is a reflection of the underlying mineralisation/geology. Modelling of the spatial continuity (variogram) must account for both the quantitative data (ie sample grades), on which the variogram calculations are based, and the qualitative information as provided by the geological interpretation. An understanding of the geology and the variogram interpretation tie together the sample values and allow us to go beyond the actual data (Journel, 1995). Variography makes geology transportable and allows the geological interpolations to be channelled downstream into mine planning, ultimately affecting the economic decisions surrounding a deposit. As such the process of variography and resource modelling is critical. Thus consistent expert decisions need to be made which force geologists to have a closer look at the available information and the geological interpretations. The aim of this paper is to provide an overview of the latest developments in visualising variography and to demonstrate their usefulness in decisions regarding the spatial continuity of mineralisation. New ideas concerning potential future developments in visualising and modelling spatial continuity through variography are introduced.

The U.S. Bureau of Mines has demonstrated in laboratory tests that drilling with surface-charge-neutralizing concentrations of polyethylene oxide (PEO) polymer solutions simultaneously improves penetration rates and extends bit life. The applicability of this additive to improve drilling performance in coal measure rocks was demonstrated under field conditions at an abandoned mine land site in Pennsylvania and a producing coal mine property in Ohio. Penetration rate improvements ranging from 15 to 50 pet were obtained when core drilling through a variety of coal measure lithologies. Drilling cost analysis indicates that the small added cost of using the polymer is more than offset by the savings that result from demonstrated increased drilling penetration rates, which translate into drilling cost savings of about 10 to 30 pct. This report also gives chemical analyses of a variety of coal measure rocks and some corresponding local drilling water samples, obtained from a wide geographical base, along with threshold concentrations of PEO required to effect the improved drilling performance in these rocks. From these data, the threshold PEO concentrations needed to ensure improved drilling performance can be estimated for any coal measure rock suite. Proper techniques for mixing PEO solutions are also presented.

Fox several years the Fansteel Products Co. has been engaged in the production and development of various of the rarer metals. It is at present engaged in the commercial production of tantalum, tungsten, and molybdenum in a very high state of purity. The information contained in this paper is partly a general compilation from various sources and partly information obtained as a result of recent years of work in the laboratory of this company. Tantalum, tungsten, and molybdenum form a group peculiar to themselves among the commercially available metals. Their very high melting points (tantalum 2770° C., tungsten 3350° C., and molybdenum 2550° C.) set them apart so far as the metallurgical processes for their production are concerned. Further, when properly prepared and treated they will stand a somewhat unusual degree of cold work, that is work below the temperature at which marked crystal growth takes place. Such cold-worked metal may show a high tensile strength; tantalum to 130,000 lb. per sq. in., tungsten to 490,000 lb., and molybdenum to 260,000 lb., in the form of fine wire. In physical appearance, these metals are not unlike some steels; they may be better described by saying that polished tantalum some¬what resembles lead; polished tungsten, iron; and polished molybdenum, nickel. The polished surfaces of all three remain untarnished in ordinary air. Air containing corrosion-producing impurities will, in general, show molybdenum the least resistant to corrosion and tantalum the most resistant. Molybdenum has, however, a high degree of resistance to corrosion by hydrochloric acid, a property that should render it of commercial interest. On the other hand, it is markedly attacked by some of the weaker organic acids.

In-hole detonation pressure measurements are unusual in the production environment of a mining operation, partly owing to the hostile conditions to which recording equipment and pertinent probes must be subjected and, partly by the constraints of the production cycle. In recent decades, detonation pressure measurement techniques have been developed using low carbon resistors (LCR)-based gauges. They are cheap, relatively easy-to-operate, robust and with a high percentage of success in both open-pit and underground mining. Detonation pressure measurements are extremely important when carrying out numerical modelling to simulate explosive induced vibrations, since simulation results are highly dependent on the pressure-time history applied on the blasthole wall. Analytical equations have typically been used to model the pressure-time history; however, they usually do not adequately represent the behaviour of the explosive in terms of: peak pressure reached, rise time, mean frequency, decay and shape of the signal. Experimental records may be directly used instead of utilizing synthetic signals if they are available. In this work, (LCR)-based gauges are used to measure detonation pressure inside a production blasthole. The operation principle of the gauges utilized and the instrumentation layout is described in detail. A flexible resolution USB oscilloscope with high sampling rate has been used to catch the elusive pressure peak event. Measurements were carried out in production blasts fired with ANFO (0.86 g/cm3) in an underground mine––this also includes velocity of detonation (VOD) records––. A procedure based on the shock impedance matching has been developed to calculate the detonation pressure due to the characteristics of the gauges prevent its direct measurement. Detonation pressures obtained range from 1.71 to 2.97 GPa (248.01 to 430.76 ksi) which are in line with pressures calculated from the VOD records. Mean frequency and rise time analysis shows that 2 of 3 signals cannot be described using typical analytical equations.

In these trying times of proration and low oil prices, it is decidedly necessary for all branches of the petroleum industry to accord full recognition to the economic phenomena that contribute to its varying state of welfare. Perhaps no other single factor has a more important bearing upon the general oil situation than the supply and demand of gasoline. Year after year, the records have shown that the degree of prosperity or depression accompanying the industry's developments has been to a large extent influenced by the degree of balance maintamed between the supply and demand of gasoline. More and more it is being realized within the industry that equilibrium between the supply and demand of gasoline forms the basic structure of crude and product market values and, consequently, the deciding factor in the financial results of the industry as a whole. The influence of the gasoline situation upon the market and financial structure of the petroleum industry was effectively demonstrated during 1930, when excess accumulation of gasoline undermined not only the refined oil market but the crude market as well. In fact, it was a top-heavy gasoline situation that defeated the realization of benefits that might have accrued from an otherwise favorable statistical position in the producing branch of the industry. Indicative of this is the fact that crude oil production was curtailed to the extent of 98,323,000 bbl. last year, while refinery runs to stills were maintained at an excessive rate until late in the year, creating an excess gasoline production of 6,663,000 bbl. above actual requirements. Nevertheless, the movement to curtail refinery operations during the closing months of the year prevented a far worse situation, although it came too late to turn the ebbing momentum of the general oil market. Despite the severe depression of the market values that accompanied 1930 developments, it can be said that the results attained during the closing months of the year, in the direction of production control, marked a decisive turn in the industry's economic affairs. In fact, a review of the oil situation from every angle points definitely to a better general understanding and recognition of the workings of the economic law of supply and demand. The solubility of wollastonite and its Hallimond flotation behavior as a function of dodecylamine concentration and pH are examined. The flotation response is characterized by adsorption and surface energy in the presence of amine. The methods of UV-Visible and FT-IR spectroscopy for adsorption and sessile-drop contact angle for surface energy estimation are employed. The results of wollastonite dissolution clearly showed its non uniform dissolution. The surfaces are depleted with calcium ions and became rich in silicon within 10 min of flotation time. Maximum flotation of wollastonite corresponds to a half monolayer coverage of amine, which is substantiated by the surface energy parameters. A good correlation between flotation, adsorption and surface energy as a function of amine concentration and pH was observed. The sudden increase in wollastonite flotation and amine adsorption at and above 5x10-5 M initial amine concentration is thought to be due to two-dimensional precipitation of amine on surface in accordance with the recent 2D-3D precipitation model of amine adsorption on silicate minerals.

THE opening session of the Institute was held at Hazle Hall, Tuesday evening, October 27th, with a large attendance of members. President Raymond called the Institute to order, and after a few introductory remarks, introduced Mr. I. Lowthian Bell, President of the Iron and Steel Institute of Great Britain, and Honorary Member of the American Institute of Mining Engineers. Mr. Bell was received with great applause, and made his acknowledgments in a brief speech, of which the following is the substance: He desired to thank the Institute personally for the honor conferred upon him in his election to membership, and also for the invitation extended last year to the body of which he was President. The difficulty felt by many members of the Iron and Steel Institute, of leaving for a long journey the works of which they had charge, aggravated by special industrial troubles at the time of the invitation, had obliged them to conclude that it could not then be accepted in a fitting manner. The iron manufacture of this country is a subject of great interest to Englishmen, who look with pride upon the achievements on this side the water of the descendants of a common ancestry. His own reception in this country had far surpassed in cordiality even the well-grounded anticipations he had formed from the assurances of the President and other friends. Notwithstanding the flattering manner in which his friend, in introducing him to the Institute, had spoken of his contributions to the science of iron metallurgy, he could not take to himself alone the significance of this welcome. He knew it was a recognition of the services rendered by the body which he had the honor to represent; and he was glad to see present a member of that body, Mr. Thomas Whitwell, who had fortunately been able to make the journey at this time, and whom he had had the pleasure of meeting on the shores of Lake Champlain. Safety management, both personal and that associated with catastrophic hazard, helps to define the success of mining companies. Personal safety management, often categorised by slips, trips and falls, has been widely addressed, with numerous approaches successfully adopted. Catastrophic hazard can lead to a single accident (eg ground collapse, underground fires etc) causing multiple fatalities. Catastrophic hazard management in mining is an emerging discipline, and as such there are various pitfalls to demonstrate its effectiveness and success; it is much more than simply meeting regulatory requirements. Various standards, guidelines, and leading practices are available for reporting key performance indicators. While measuring and reporting safety related key performance indicators (KPIs) such as Total Recordable Injury Frequency Rate (TRIFR), Lost Time Injury Frequency Rate (LTIFR), are important, they often lack detail, and give little insight into the effectiveness of catastrophic hazard management strategies and controls. Catastrophic hazards are low likelihood, high consequence events, and as such demand a different management approach. Companies cannot use the suite of personal safety metrics to help demonstrate management of catastrophic hazards. In-field verifications have revealed that senior management commitment to safety is often clear, well organised, and resourced. However, there are often some inconsistencies between what management promotes and plan, to what the operational teams understand and implement. Communication and clear understanding of expectations were the common themes identified to help empower supervisors to reinforce requirements of catastrophic hazard management. A lack of specific, measurable, and time-sensitive goals and objectives for the short- or medium-term, making it challenging to track progress was another key observation. Development of an integrated, multi-disciplinary auditing process executed by an experienced team of technical subject matter experts, provided an in-depth understanding of the requirements of catastrophic hazard management. Areas such as underground fire prevention, explosive storage, electrical safety, mobile vehicle interactions, ground control, inrush, and shafts and winders management have substantial overlap and intertwined processes, and similar strategies for emergency responses. Auditing of catastrophic hazards and safety management systems compliance is only the first step in safety assurance. Completing operational performance audits in technical areas and benchmarking the site verification of safety management documents and verifications forms a critical part to clearly demonstrate industry leading safety practices. No longer is it the external inspection or regular hazard management plan review requirements that dominate, but rather the culture of continual hazard identification, management, controls verification, underpinned by improvement and follow-up verifications of the corrective actions.

Part II of a four-part series on the history of steelmaking in the US, points out the inadequate safety and living conditions that existed in steel mills at the turn of the Century. Also defined are furnace and process developments. OPERATIONS in steel plants today are highly mechanized. Men work in light, clean, orderly melting shops, making it difficult for old timers to convince young men that primitive, hazardous conditions existed in steel plants at the turn of the century. Working conditions then were very poor as compared to present day standards. In small plants especially, sanitary, locker, and washroom facilities, first-aid practices and stations were un- known Accidents were frequent and severe. Workers had a fatalistic attitude toward getting hurt. He who had an accident was looked upon as a hero. A dirty bandanna often served as a bandage. Infections were frequent. Electric cranes were in their infancy and broke down often Cables had not as yet replaced chains. Pig iron and scrap iron were loaded by hand in the stockyard, and stockyard locomotives were un- known; mules served as the usual motive power. It was not unusual to see recorded a delay of ½ hr in charging a furnace because of a balky mule. Furnace operations A few plants had primitive charging machines, but most furnaces were charged by placing scrap or pig iron on the paddle of a long peel, which rested on a bar across the furnace door opening. Laborers at the handle end of the peel, using the bar as a fulcrum, would heave the material into the furnace by a down and sideward motion of the peel handle. In time they became expert in placing these materials in the furnace, but it was hard, hot work, and a long time was required for charging. Cold charges of 25 tons required more than 12 hr for melting and re- fining the steel. Ports, doors, and frames were not water cooled. The charging and working area in front of the furnace was covered with steel plates. They were hot and often warped by the intense heat of the un- insulated checker chambers directly below. In the summer, working conditions on the charging floor were almost unbearable. Silica refractories were of poor quality. Because of this, and the inadequate training of furnace men in fuel control and furnace operations, roofs, front and back walls, and ends burned out rapidly. Dolomite machines were unknown; consequently, furnace banks and hearths were fettled with dolomite by the use of hand shovels. The round system required six or more men. Each man took a shovelful of dolomite and, in his turn, deposited it on the back wall and bank by a dexterous forward swing and twist of the shovel. The upward swing of the shovel partially protected his face from the searing heat of the furnace coming out through the wide-open door. Considerable skill and stamina were required to do this job properly. Reverse valves, usually of the cast-iron butterfly type, were located below the charging floor. They were operated by long levers on the charging floor level men they became warped, because of heat and abuse, great strength and skill were required to reverse them. Furnace operations were difficult. The quality and quantity of producer gas coming from irregularly stoked, hand-operated gas producers was uncertain and unreliable. "The availability of fresh water to meet present and future needs in Ontario is of concern to an increasing number of people. Rain and snow are the source of our potable water and provide, on the average, some 180,-000 billion gallons of water annually. This amount is reduced to 94 billion gallons a day as a result of the evaporation and transpiration of water and our inability to construct the necessary reservoirs for capturing surplus stream flow.The water used for domestic, irrigation, public supply and industrial purposes amounts to some 7 billion gallons daily at present and will reach 21 billion gallons daily by the year 2000; however, only about one-fifth of the water used is actually consumed, and this, along with the possibilities of water re-use, improves the water supply picture still further.The need for adequate pollution control has accompanied industrial and urban expansion and is an important factor in the extent to which our surplus water is used. In the 10-year period since the formation of the Ontario Water Resources Commission, the cost of water and sewage works constructed in the Province has exceeded one billion dollars. A special effort is now being made to control the industrial pollution situation.Numerous federal and provincial agencies are engaged in hydrologie studies in the Province, providing in-formation of benefit to those involved with water resources management."

An improved methodology is presented for assessing the economic feasibility and effectiveness of recycling MgO-C and Al2O3-MgO-C refractory bricks, which are widely used in the steelmaking industry. Since approximately 28 Mt of refractory bricks are discarded each year, it is logical to recycle them. When furnaces and ladles are relined, the spent refractory bricks become mixed up, and need to be sorted before recycling. This study examined the use of a hand-held X-ray fluorescence analyser (HH-XRF) to distinguish between spent oxide-based and oxide-carbon-based refractory materials, with special emphasis on spent MgO-C (MC) and Al2O3-MgO-C (AMC) bricks. HH-XRF analysis was conducted on 18 oxide-carbon refractory bricks as well as on MgO-chromite and bauxite-based refractories. X-ray diffraction, reflected light optical microscopy, and scanning electron microscopy with energy dispersive spectroscopy were used to characterize the MgO-C and Al2O3-MgO-C bricks to confirm the accuracy of the HH-XRF analyses. This study also underlined the importance of calibrating the HH-XRF analyser for the refractory bricks to be sorted. The HH-XRF was successful in distinguishing between the different oxide-carbon-based refractory bricks both before and after cleaning. This result is important as it proves that HH-XRF provides a method whereby spent MC and AMC bricks can be sorted quickly and reliably.

The proposed EU directive on the restriction of the use of certain hazardous substances in electrical and electronic equipment promotes the substitution of lead in consumer electronics to reduce emissions from lead in the end of life phase. In this paper, the consequences of substituting lead in solders is assessed using the Eco-Indicator-99 method for the examples. The base metal production system is considered as an interconnected network modeled dynamically in Simulink 4 and Matlab 6 (Mathworks Inc 2000), where the recovery and production of metal components of the assessed product partially overlap. This approach requires global modeling of metal production processes and mass balances and resulting allocation choices. It also reveals the susceptibility of LCA scores to different choices in the modeling and data availability and uncertainty. Besides the comparison between lead-free and lead-containing solders, other side effects are revealed. Lead is carrier material for the recycling and production of many co-elements in the interconnected production and recovery system. Substitution may have adverse effects such as temporary shortages of other connected metals that are often not considered in normal LCA assessments, thus leading to erroneous results. The suggested approach provides directions for including these extemal effects and for further assessment of the environmental effects of substituting lead. This paper shows that in order to assess the environmental aspects of metallurgy, dynamic modeling of the total system is required based on the fundamental thermodynamics in each metallurgical reactor, the basis of this dynamic model. With this the true environmental impact of metallurgy can be explained. In the case of lead free solder, it is shown that the mining of substitutes has a very much larger impact.

Vertical flow systems (SAPS, vertical flow wetlands) are increasingly used for passive treatment of mine drainage that is net acid. Data on 30 systems in eastern US show that well designed systems typically add about 40 g/d/m2 of alkalinity to influent net acid water. If they are designed with a conservative loading rate of 25 g/d/m2 and carefully constructed, they produce net alkaline water. Alkalinity added depends on influent acidity, Fe, pH, and retention time, and ranges widely, from 7 to 484 mg/L, so this is not a useful design criterion. Some waters may benefit from retention times longer than the conventional 12 - 16 hours, but the design must be partly based on cost-benefit considerations. Systems with fine limestone added to the compost layer perform better than average, perhaps to an alkalinity generation rate of 80 g/m2/d. A variety of problems are noted in the 30 systems and others reported in the literature. Systems with high influent Fe (> ~75 mg/L, varying with pH) tend to gradually decrease in flow rate because of precipitation and settling of Fe hydroxides on top of the compost layer. Some high-Fe systems precipitate Fe in the limestone layer, suggesting inadequate compost thickness, or short-circuiting through thin spots. Systems with Al exceeding about 10 mg/L tend to plug because of Al hydroxide precipitation in the limestone layer. Flushing only removes a small part of this precipitate, but can extend life. Some systems are ineffective because of failure of the inflow system. Some systems are uneconomic because they are oversized. A continuing program of inspection and maintenance is necessary for long-term performance.

Lead concentrates from Kuroko (black ore) mines, which contain Cu 4 ? 7%, Pb 55%, Zn 3 - 7%, As 0.5 - 0.9% are treated by hydrometallurgical process in order to smelt the product by electric furnace smelting together with other lead resouces from Kuroko. The hydrometallurgical pretreatment involves sulfuric acid leaching at first stage, ferric leaching at second stage. This paper describes the short history of lead recovery from Kuroko and the performance of laboratory test, pilot plant and commercial operation.

The productivity in coal mines, measured in terns of the output per manshift depends largely on the efficiency and speed of men and materials transport between working faces and the surface. The mechanization of coal winning and material handling processes has led to a great rise in the mine productivity (1). Early applications of power in U. S. coal mines were mainly electrical. The excellent traction available with the DC motor and the ease of the distribution of the DC power have made trolley wire installations for haulage very popular. In shallow mines with very limited emissions of methane it did not constitute a major hazard but as mine depths increased and corresponding emissions of methane also increased fire and methane ignition hazards have become very serious. Conveyors have proved economic where intense mechanization of coal faces generates a large output of coal from a single face, but the fire and respirable dust hazard associated with them are no less serious. Recognizing these shortcomings, the Federal Coal Mine Health and Safety Act of 1969 laid down numerous provisions for the safe use of trolley-wire haulage and conveyors (2) which generally improve safety but in some cases complicate mining operations and have decreased productivity significantly since 1969. In course of time as coal mines become deeper and hence gassier and as the emphasis on safety increases it would be inconceivable to use trolley-wire haulage under ground as already witnessed in several other countries with deep coal mines. With rising capital investments and cost of the protection against fire and respirable dust, the use of conveyors may also have to be limited to special areas, e.g. main entries. Indeed, there are only two alternatives available, namely; (1) Degasify the coal seams prior to mining and use conventional electrical power, or (2) Develop alternate sources of power which would be safer and yet efficient and cheap.

In late 2014 the Flinders Power Management Team was executing business improvement plans to ensure continued electricity generation until 2028 and beyond. Six months later, in June 2015, the Board announced the closure of the Flinders Power South Australian business, including the Leigh Creek Coal Mine, the Northern and Playford Power Stations located at Port Augusta and the 250km railway line. The announcement was preceded by a brief period of internal planning. A date was soon set for ceasing coal mining operations, being November 2015. The mine is unique in many ways. Located approximately 550km north of Adelaide the site has over 100 years of history and was formerly operated by the South Australian Government. Privatisation in 2000 saw the mine continue operation under Perpetual Leases from the South Australian Government. The leases included exemptions from multiple sections of the Mining Act 1971, obliging primary regulation under the Mines and Works Inspection Act 1920. The coal, being a low rank sub-bituminous brown coal, is prone to self-heating and spontaneous combustion. The mine and company town Leigh Creek were the economic and cultural heartbeat of the community. Facilities at the mine were shared by the community and vice versa. While many mines across Australia and the world enter periods of care and maintenance, few have been actively closed to the point of relinquishment (Bennett and Lacy, 2016). A swift decision to close, followed by a short mining operations shutdown period, presented significant technical and regulatory challenges for both the mine operator and for Regulators. The subsequent joint risk mapping process employed by Flinders Power and South Australian Mining Regulators was a unique real-world example of collaborative mine closure planning and execution.
