Risk management has taken on renewed vigor since the economic crisis of the late 2000s. The resources of governments, individuals, and corporations are being stretched to a point where only the most promising projects move forward. Risk management is a crucial part of the decision making process, yet it remains a broad term that includes disciplines from engineering to finance. A collaborative effort will be necessary to ensure that the most auspicious and appropriate projects are the ones moving forward. Risk management can be quantified to an extent by comparing the likelihood of an instance with the result of consequence of the instance occurring. In this manner it is possible to assign risk factors to instances and ultimately, begin to associate monetary value to the instance. Carbon sequestration is an emerging field that has a number of unique challenges. Risk management and mitigation must be an integral part of the overall picture. This begins with the planning and design phase, continues through implementation and production, site closure, and does not cease until termination of liability. The ability of carbon sequestration projects to successfully assess, mitigate, and recover from leaks will be a decisive characteristic of overall success. The costs of mitigation and failure will need to be analyzed on a test level, but will still need to be reliable enough to extrapolate to a commercial level operation. This paper will build a risk management profile based on case studies and field tests in Tennessee and Virginia. These tests are scheduled to commence in late 2013 and consist of small-scale injection tests in unconventional storage reservoirs with an emphasis on enhanced coalbed methane (ECBM) recovery and enhanced gas recovery. The ultimate goal will be to provide a clear and concise direction to move carbon sequestration from the test phase to commercial scale. While it is necessary from a risk management perspective to analyze all risk points, the scope of this paper will focus on pre-injection risk assessment for carbon dioxide (CO2) leakage potential. Despite the differences between the two tests, CBM compared to shale among other differences, a framework for analysis and mitigation can be developed pertaining to leakage risk. The probability of each type of failure will be assessed and analyzed, and plans to mitigate or reduce these risks will be reviewed.

The prime movers of the Centralia Project, the surface coal mine and the power plant, private utilities are very aware of public attitudes. They have established and maintain the reputation for leadership in public service and are genuinely concerned that this project initiate the pro-grams and design the hardware to answer the question :What will be the impact of the mine and the plant on the physical environment, i.e., the air, soil and the water." So in the beginning almost as soon as the decision had been made to go ahead with the project, officials of the two private utilities, Washington Water Power and Pacific Power & Light went on record and publicly stated time and again that the overall approach of the Operators would be to do all that was reasonably possible to safeguard the environment. This attitude became part of the thinking of the project planners, part of the design of the power plant and part of the plan for the surface mine. The coal to be mined is from the Skookumchuck formation. The formation is Late Eocene and is made up of poorly consolidated marine and non-marine deposits. The major overburden removal equipment is a bucket-wheel excavator -conveyor system and a 56 yard dragline. Mining of the coal will be done with truck and shovel. The coal is processed, washed and crushed to 1 ¼ " for delivery to the power plant. The muddy water created by the washing process is chemically treated and the solids removed by a thickener-vacuum filter system.

IN 1949 an orebody containing some 10 billion lb of recoverable rare earth metals was discovered in the Mountain Pass district of San Bernardino County, California.' The following year Molybdenum Corp. of America purchased a number of claims at the deposit and a mill on the property which had been constructed to process the district's gold ores. Average composition of ore from the San Bernardino deposit is less than 0.1 pct Tho2, 25 to 35 pct calcite, 10 pct rare earth oxides, 15 to 20 pct silica, and 30 to 40 pct barite.' Rare earth content of the ore analyzes 50.7 pct CeO2, 4.2 pct Pr6O11, 11.7 pct Nd2O3;, 1.3 pct Sm2O3,, and 34.3 pct La2O3 and others.' By floating the barite and depressing the bastna-site, Molybdenum Corp. of America produced a concentrate that contained 60 to 70 pct rare earth oxides. More than 25 pct of the rare earths, however, was lost in flotation. It seemed likely that a more economical method could be found. At the present time most of the rare earths in the concentrates are converted to rare earth chlorides, which are either fed to ion exchange columns for separation of the individual rare earths or reduced to misch metal. Current investigation shows that solvent extraction may achieve this separation more economically than ion exchange. The study reported here was undertaken to develop an economical method of preparing a pure rare earth nitrate mixture from California bastnasite ore. Results indicated that more than 98 pct of the rare earths could be recovered. Several possibilities were considered for processing bastnasite ore, but only the method outlined in Fig. 1 was investigated. This involved leaching the calcined ore with nitric acid. The nitric acid process is discussed under the following headings: 1) calcination of the ore, 2) leaching of calcine, 3) filtration studies, 4) solvent extraction, and 5) nitric acid recovery. Calcination: Since California bastnasite ore contains 25 to 35 pct calcite and about 10 pct bastnasite, calcination was needed to reduce the violence of reaction with nitric acid. Weight losses of 26 to 30 pct were obtained by calcining the ore at 900°C for I hr or at 800°C for 4 hr. Longer periods resulted in no further weight loss. When it comes to safety in the mining and extractive industries, success is literally a matter of life and death. Anything short of perfection is not acceptable. In recent years, the mining industry in the United States has made tremendous strides in terms of health and safety for its workers. Part of that success has come with an increased focus on the issues of safety, an intense examination of procedures, liberal sharing of best practices and a focus on the synergy between safety, reliability and environment. During his closing keynote address of the Safety Management & System Reliability Conference in Minneapolis, MN on Nov. 15, Joe Driscoll, vice president of Great Basin Gold, showed a calendar from the coal fields in Pennsylvania from the early 1900s. The calendar marked the number of mine-related deaths each month. Some months, the number was as high as 50. It was an illustration of how far things have come, but there is still much more work to be done.

The major fluorite producer in British Columbia was the Rock Candy Mine, inactive since 1942. Other deposits of economic interest include the Rexspar deposit, in which fluorite is associated with uranium and rare earth mineralization, and the Eaglet and Liard River occurrences. THE former Rock Candy fluorite mine, located 26 km north of Grand Forks, is the only major past producer of fluorite in British Columbia. The deposit was in production from 1918 to 1929 and again in 1942; total output was about 36,000 tonnes with average grade between 22 and 32 per cent CaF2. The fluorite body occupies a steeply-dipping vein structure, approximately 175 m long and up to 12 m wide, in porphyritic syenite. The chief vein-filling minerals are quartz and fluorite with local small len ses of barite. Fluorite content decreases with depth and the deposit becomes silicified. The Rexspar (or Birch Island) fluorite deposit is located 130 km north of Kamloops. The deposit is complex with rare earth elements and high uranium values, but !1uorite mineralization forms an independent zone adjacent to the uranium orebodies. Fluorite is present as fine-grained impregnations and as breccia cement in strongly schistose or brecciated alkali feld spar porphyry. Reported reserves are 1,088,000 tonnes of 22 per cent CaF2 or 450,000 tonnes of 29 per cent CaF2. 268 Another potential deposit of fluorite is Eaglet, situated on the north side of Quesnel Lake. Fluorite occurs as a stock work with scattered veins and irregular lenses up to 20 centimetres wide and as impregnations in altered Proterozoic Kaza Group feld spathic gneiss over an area of 1,500 metres by 500 metres. To date (1983) approximately $2 million have been spent on the exploration of this property and reserves of 18.8 mimon tonnes grading 11.59 per cent CaF2 have been outlined . A group of significant occurrences is known from north of Liard River Hot Springs Park , where fluorite occurs in small zones up to 17 m thick along the interface between Middle Devonian Dunedin Formation limestone and Middle Devonian to Mississippian Besa River Formation argillite. Fluorite, associated with witherite, barytocalcite and barite, is present as replacement bodies, breccia fillings and minor veins.

THE observation of the flow layers, or Lüders' lines, produced in mild steel when it is stressed into the plastic range often provides considerable useful information for the study of the fundamental mechanism of the plastic flow of metals. It is a commonly observed fact that as soon as the upper yield point in a mild-steel tensile-test bar is passed, an unstable condition develops in the equilibrium, the load on the testing machine drops and if the surface of the bar contains a thin mill scale, the latter begins to flake off rapidly along certain "lines." These "lines" are in reality traces of wedge-shaped flow layers and are formed by the inter-section of the surface of slip and the surface of the bar. The average plane of the flow layer itself has been found by various experimenters to be inclined at an angle of approximately 45° to the axis of the test bar. In a body of more complicated shape stressed in possibly a different man-ner, the tangent planes to the flow layers at each point seem in many cases to be inclined at an angle of about 45° to the principal stress direc-tions at the point. As examples of the latter may be mentioned the logarithmic spirals obtained when a rivet hole is punched in a thin plate, or when a tube is subjected to internal pressure only, etc. Hence if the flow layers are observed from an experiment, the shear-stress trajectories -the curves indicating the directions of the maximum shearing stresses in the body-may then be approximately determined. Since the latter curves form an orthogonal family inclined at 45° to the principal stress directions, the family of principal stress trajectories, or the curves indicating the directions of the principal stresses, may be thus obtained. Although the discontinuous type of stress-strain curve at the yield point is commonly observed with test bars of mild steel, more recent experiments have shown that this is by no means the only material exhibiting this interesting phenomenon. A similar effect has been observed in zinc and cadmium crystals, by Becker and Orowan;1 in duralumin and other aluminum alloys, by Dawidenkow, 2 Elm,3 Fell, and others; in copper and copper-alloy crystals, by Elam;5 in brass by Elam;5 in brass wires by deForest;6 in higher carbon steels, tungsten steel, and

A frequent challenge in mine water management and mine design is estimation of precipitation and extreme rainfall given a short record of site meteorological data. For remote mine projects, typically only a few years of rainfall data are available, which is far too short for estimation of design rainfall event, such as the 1-in-100 year storm. A frequency-paired approach is presented for comparing daily precipitation records from a mine site with a long-term regional station and provides the basis to transpose the long-term record to the mine site. This allows a long-term synthetic precipitation record to be developed for the mine site that can be used to undertake site water balance studies, determine pond storage requirements, assess water supply options and address other surface water management issues. Conventional approaches are based on chronologically-paired data and when applied to daily data generally yield poor correlations between stations. In the frequency-pairing approach, statistical distributions (two-parameter gamma distribution) are fit to daily data from two stations and used to calculate daily and extreme precipitation values for the short-term site (which is typically a mine or other project site). The method is demonstrated using data from two meteorological stations located along the south coast of British Columbia, Canada. Use of a fitted two-parameter gamma distribution (or other distribution) provides a sound theoretical approach to comparing precipitation data from two sites and the basis for transposing a long-term record to generate synthetic precipitation series and extreme rainfall values at mine sites.CITATION:Millar, R, 2013. The introduction of 'post' pillar mining at the Strathcona mine represents a new approach to ground support in cut-and-fill applications. The method has also shown significant economic advantages. It is believed that the development of this concept is one of the few examples where rock mechanics principles have successfully been applied in the development of a stoping method. The paper describes the evolution of this method and contains discussions on the theoretical analysis of the technical, operational and economics aspects of the system. Pillar design procedures and field observations on the practical application of theoretical analysis are also outlined.

The Bureau of Mines designed and tested a hardware-software system for measuring on-line corrosion rates of materials in a rod mill in operation. Currents ranging from 10-6 to 10-3 A and potentials in I-mV increments were converted to a digital signal. The digitized data were frequency-modulated and transmitted from a rotating ball mill to an FM receiver, where they were decoded by computer and then processed in real time using assembly language software. This design approach would allow accurate measurement and control of systems where signals of small amplitude and large ranges are present.

"The authors have successfully developed an innovative rehabilitation concept, which meets actual technical standards and minimizes the impact on the operation of a key conveyor tunnel. A flexible and stepwise ground support rehabilitation program utilized a combination of yielding steel arch sections with grout filled fabric hoses, which represents a fast and safe backfilling support system. The system was developed and successfully installed at Bingham Canyon Mine, the world’s largest open pit copper mine, which also includes numerous underground structures. The mine is owned and operated by Kennecott Utah Copper (RTKC) a fully owned subsidiary of Rio Tinto. The system was implemented at a conveyance tunnel, which was originally designed as a railroad tunnel, but was re-commissioned and is currently used as a conveyor belt tunnel to transport ore from the open pit to processing facilities outside the mine. The existing structure showed signs of overstressing due to movements in the surrounding rock mass, which had to be addressed with a yielding support system in order to provide safe access into the tunnel. However, the impact on the conveyor belt operation due to support installation was to be limited to the bare minimum. Keywords: rehabilitation, yielding support, mining, stabilization, and grout filled fabric hose.PROJECT DESCRIPTION The C6 Tunnel is considered a critical asset for the operation of the Bingham Canyon mine as it comprises the standard route for transporting crushed ore from the open pit to the processing facility on a continuous conveyor belt system. The C6 tunnel was originally built as a railroad tunnel. Construction was completed in 1959. The original horse-shoe shaped cross section of the tunnel was 18 feet wide and 24-1/2 feet high [8]. The tunnel length was approximately 18,000 feet. During its service life, the railroad tunnel has undergone several transformations. The length of the tunnel towards the Bingham Canyon pit was shortened over the course of mining operations and the railroad tracks in the tunnel were removed. The invert was partially backfilled (3 feet typical) and a 72 inches belt conveyor was installed. Currently, the C6 Tunnel is nominally only approximately 21 feet high and 15,000 feet long. Ground Support and Rehabilitation Measures prior to 2014 The C6 tunnel was mined mainly with conventional mining methods, using drill & blast as the typical one. However, the weak geological sections, such as those encountered in the Fortuna fault, were excavated by shaping and chipping with machine-held moils [8]."

"An existing four lane section of US 27 was widened to eight lanes. The project lies in the rugged Valley and Ridge Province of the Appalachian mountains starting at the Tennessee River in Chattanooga, Tennessee and extending 2.6 km north to Signal Mountain Boulevard. This terrain presented many challenges to accommodate the road widening in the narrow, rugged topography. Multiple tiered wall systems consisting of large tieback walls, post-tensioned reaction blocks, and gravity MSE walls for a total of approximately 30 retaining walls were required. The retaining walls served to stabilize the thrust faulted geology while also minimizing right-of-way acquisitions. The cut walls consist mainly of a tiered system of tied-back soldier piles walls with cast-in-place concrete facing. Cast-in-place pile shear walls were required along the toe of existing MSE walls to maintain stability during construction. This paper discusses the design methodology, which includes a hybrid (rather than traditional) earth pressure diagram intended to reduce life-cycle maintenance and long-term performance. Further this paper addresses wall construction, slope stability analysis, landslide mitigation alternatives, soldier pile wall design features, site challenges, monitoring and performance (to date) of the wall systems.INTRODUCTIONThis project involves the proposed widening of US Highway 27 (State Route 29) from the north end of the Tennessee River Bridge at Manufacturer’s Road to State Route 8 (Signal Mountain Road), approximately 2.64 km of roadway (Fig. 1). The project site is located adjacent to the Tennessee River on the north side of downtown Chattanooga, Tennessee in Hamilton County. The existing, limited access highway is to be widened from four lanes (two northbound and two southbound) to a minimum of eight lanes. Some portions of the alignment will expand to as much as ten lanes where northbound and southbound ramp acceleration/deceleration lanes coincide.In addition to the number and heights of cuts and fills involved, a major factor in determining an economical design for the alignment is the complicated geologic conditions along the roadway alignment. The existing roadway is situated between several steep cut slopes, some of which are only marginally stable or currently exhibit signs of instability. Due to the proximity of the project to the downtown area, the steep slopes along the alignment, and the relatively dense population near the alignment, widening the pavement and constructing cut and fill slopes to a stable configuration would result in major land acquisition for slope right-of-way."

Fission Uranium Corp.’s Triple R Uranium Deposit at its Patterson Lake South Project is located in northwest Saskatchewan in Canada’s Athabasca Basin. As part of pre-feasibility studies for the project a detailed metallurgical test program was completed to provide process design criteria. The testwork program encompassed preparation and analysis of test composites, comminution testing, uranium acid leaching, liquid-solid separation, solvent extraction of uranium, precipitation of uranium yellowcake products, tailings and effluent treatment, tailings physical and chemical characterization, and environmental testing of prepared tailings, as well as investigations of gold and silver recovery from the mineralization. The paper provides mineralogical information, testwork methodologies and test results which were used to arrive at process design criteria and the selection of the process flowsheet for the project.

THE Mackenzie River Valley proper extends from Great Slave lake to the Arctic ocean (see map, Figure 1). From Fort Providence, near Great Slave lake, to Aklavik, near the Arctic coast, the distance by river is 1,000 miles. This will give some idea of the extent of the region. Throughout the length of the river valley, the Precambrian complex rocks are overlain by unaltered sedimentary rocks several thousand feet in thickness. These sediments are dominantly marine and Palaeozoic in age. In places, the Palaeozoic strata are overlain unconformable by Cretaceous an Tertiary sediments. The strata have been folded and, in general, the inclination of the beds to the horizontal is comparatively gentle. Here, then, we have the essentials for potential oil fields covering an area over 1,000 miles in length. This is probably the largest comparatively unexplored potential petroleum region in North America, and surface evidences of oil in the form of seepages occur in several places. Many of these seeps were known to the early explorers, and the first Geological Survey report on the Mackenzie River region, containing the results of field work carried out by R. G. McConnell in 1887-88, noted the petroliferous character of the Devonian strata and the indications of petroleum(l). This region is, however, handicapped by distance from markets and sources of supply of materials; by lack of modern transport facilities; by short season for river transport, and mountainous country separating the valley from the Pacific seaboard; and by the long winter season with weather that makes outdoor work difficult. These factors have tended to discourage the enthusiasm of would-be promoters, and so development in this region has been slow In 1920, a test well drilled about fifty miles northwest of Fort Norman discovered oil in commercial quantity, and three additional wells proved a small area to be productive.

One of the common methods of increasing recovery of oil from partly depleted oil sands is to inject natural gas, air, or air-gas mixtures into the sand, thereby supplying energy to move oil into the well bore. Where natural gas is not available, air or an air-gas mixture is used as the repressuring medium. Air-gas mixtures are obtained from the casing-heads of oil-producing wells in the areas repressured with air or air-gas mixtures and consist usually of varying amounts of the hydrocarbon gases, nitrogen, oxygen, and carbon dioxide. Laboratory experiments have been conducted by the Bureau of Mines to determine the effect of air on crude oils.4/ In these experiments the crude oils were oxidized by the air, and the degree of oxidation depended not only upon the chemical composition of the crude oil but also upon the duration and method of contact between the oil and air, the temperature of the fluids and the concentration of the oxygen. When the crude oils were oxidized the following results and changes in the oils were obtained:

IN addition to its base-metal and coal mining operations, the United States Smelting Refining and Mining Company has, for the past quarter century, been one of the few large American mining companies interested in dredging. Its activities in this field are confined to gold, and to Alaska, but it is the largest operator in that territory, with twelve huge dredges available to work during the summer on the frozen ancient beach sands at Nome and the gravels of Fairbanks. These operations will be described separately.

This report looks at the application of Shaft Boring (SB) as an alternative methodology to conventional mechanized Drill and Blast (D&B), Shaft Sinking. Various Continuous Mechanized Shaft Sinking concepts, equipment and projects are also reviewed in this report. Their significance relates to designs and systems related to Shaft Boring. Shaft Boring is increasingly a method considered for the excavation of deep and increasingly large diameter shafts for mines in hard rock. Many methods have been used as an alternative for D&B Shaft Sinking.

Many gold-bearing ores in the Western United States also contain small amounts of mercury. The presence of mercury creates potential pollution and health hazards during several steps in gold processing. An investigation was undertaken by the Bureau of Mines to develop techniques for removing mercury from cyanide mill solutions by selective electrowinning to reduce the potential hazards. Sixty-five percent of the mercury was selectively electrowon from synthetic carbon strip solution at applied potentials of 1.00 to 1.50 V when using a mercury-coated platinum or copper plate cathode. Increasing the active surface area by using mercury-coated copper wool resulted in up to % pct of the mercury being electrowon from mill carbon strip solutions that contained 1.9 to 20 ppm Hg, 20 to 345 ppm Au, and 0.35 to 39.5 ppm Ag. About 98 pct of the silver was electrowon with the mercury onto the mercury cathode. Gold extraction ranged between 0 and 20 pet. Results of the investigation showed that choice of cathode material was critical to the success of the process. Selectivity was not achieved using uncoated steel wool cathodes.
