"Starting January 1, 1987 employers, employees, and other taxpayers are confronted with a new set of rules dealing with the taxation of travel and housing benefits relating to isolated posts in Canada, and tax deductions relating thereto. The new rules may not be the simplest in the world, but they are reasonably fair and at least offer a hitherto unknown degree of certainty as to how such allowances are to be treated. IntroductionThe first shoe fell on February 26, 1986 when Finance Minister Michael Wilson' s first budget presented the framework for the future tax treatment of travel and housing benefits (so-called ""northern allowances"") provided to residents in remote regions of Canada. The second shoe fell some ten months later on December 22, 1986 when the Minister of Finance filled in the earlier announced framework with detailed rules. We now have a complete picture of the tax treatment of northern allowances. Here is what the picture looks like with effect from January 1, 1987.According to Revenue Canada, the net housing benefit to employees will be equal to the value of the accommodation provided, less any rent they have paid. In major centres such as Yellowknife and Whitehorse, having a developed rental housing market, the benefit amount will be based on the fair market value of the rental accommodation in that location. In other areas, employers will be required to value the housing benefits and, to assist employers, Revenue Canada has provided the following guidelines: Common shelter- $100 per month including the value of subsidized utilities Apartment! duplex-$270 per month excluding the value of subsidized utilities, or $400 per month including the value of subsidized utilities House-$450 per month excluding the value of subsidized utilities, or $650 per month in- c1uding the value of subsidized utilities.The amounts established as the values of accommodation will be adjusted annually after 1987 based on the housing component of the Consumer Price Index."

INTRODUCTION THE problem of mechanization is one of the most vital in the minds of Alberta coal operators today. In these times of constantly increasing operating costs, any way of decreasing the cost of a ton of coal must be explored to the limit. There seems no better field for such effort than the successful application of power to the mining and loading of coal. We are fortunate in having neighbours to the south who have made .remarkable progress in recent times along these lines. Higher tonnages per man have resulted in higher wages to the employee and lower cost to the employer. It might seem that our problems could be solved merely by imitating our neighbours. Unfortunately, neither practice nor experience substantiate this conclusion. It is with the purpose of reviewing our accomplishments, as compared with practice in the United States, and at the request of the Prgoramme Committee for this meeting, that this paper is written. The Committee believes that such a general discussion and comparison may well lead to further advances in our mining methods. SUMMARY OF PRACTICE IN THE UNITED STATES A visit to the highly mechanized coal mines of the United States is always most instructive and encouraging.

The disposal of residual material from processing and combustion of coal, from incineration of domestic refuse and sewage sludges kind to the environment is a prior task for the future. Deutsche Montan Technologie (DMT) has developed a new technique which makes possible to fill-up goaf cavities behind running caving systems in coalmining. In a mixing and pumping station on the surface high concentrated suspensions are produced from the above mentioned materials. The paste is pumped through pipes to the coalfaces and via trailing discharge pipes stretched to the fracture zone in the caved-in goaf. Since three years a special designed plant is working successfully on a coal mine of Ruhrkohie AG.

This report describes serious injuries occurring to bulldozer operators working at U.S. coal, metal, and nonmetal mines. The period covered is 1988-97. The data were collected by the Mine Safety and Health Administration (MSHA). A total of 873 injury records are examined. These injuries resulted in 18 fatalities and 31,866 lost workdays. All of these injuries occurred to dozer operators while they were doing common production tasks. An injury classification system was developed to code the narrative information that describes the circumstances surrounding the injuries. Injury records are categorized by activity (task being done), incident result (what apparently happened to the dozer), and operator impact (how the operator was injured). Where information is available, contributing factors are identified. This classification system supplemented the standard injury/illness data classification system compiled by MSHA. The results of the study indicate that, from 1993 to 1997, the number of serious injuries to dozer operators declined by 30%. The reduction in serious injuries was accompanied by a decrease in days lost due to injury. Although the number of reported injuries has decreased, dozer operators being jolted and jarred accounts for the largest percentage (70% of the incidents) and severity (75% of the workdays lost) of serious injuries while operating the equipment. Vertical jars (while backing up the dozer) resulting in injury to the operator accounted for a sizable percentage of jolting and jarring injuries. Working near an edge carries significant risk for fatal injuries. Of 116 incidents where the dozer fell over an edge, rolled over, or fell into a hidden void, 14 (12%) resulted in fatal injuries. In cases where the dozer operator either jumped or was thrown out of the cab in a fall over or rollover, 7 out of 26 were killed. Overall, 80% of the fatalities occurred while working near an edge or hidden void or on a steep slope. Further reductions in injury risk will require more widespread use of seatbelts, field and laboratory research interventions to better assess the effect of alternative engineering (e.g., seat and seat suspension) designs to dampen or isolate the effects of shock and vibration, and continued focus on hazard awareness, recognition, and response.

The degree and manner of packing of bulk materials influences all phases of their loading, such as by a front end loader or a dragline, and their mechanics of flow, such as through a binhopper or an ore pass. The most important quantity in analyzing the handling of a bulk material is its shear strength which depends primarily on the same parameters as those that determine the packing state. Some of these are size, size distribution, moisture content, particle shape, particle orientation, and cohesion. The variables that affect the packing state arc vibration, pressure, intensity of deposition, velocity of deposition, and, when the material is confined, container used. The analysis of packing by a number of investigators has been done almost entirely with spherical particles. Most of these studies have dealt with monosized spheres. There is scant information on particles with angular shapes. Since most of the investigations by far have been concerned with ceramics and powder metallurgy, the particle sizes and ranges of size distribution have been small compared to those generally found in mining after fragmentation.

The efficient management of the distribution of goods and services is important throughout the minerals industry. From the scheduling of processing plant operations, to the routing of work crews in mines, to the planning of product development, vast amounts of time, energy, and money are wasted due to poor planning and scheduling. Thus, the U.S. Bureau of Mines is investigating computational algorithms that can be used to minimize the economic losses related to scheduling and allocating resources. Although there is commercial software available for tackling many scheduling problems, there has been little relief provided for solving the difficult traveling salesman with time windows problem (TSTW). The TSTW problem is a "derivative" of the classic traveling salesman problem, and can be used to minimize the distance traveled by vehicles or personnel to visit all points on a tour, with the additional constraint that each point on the tour must be visited within a specified time window. This paper is a survey of published work in which genetic algorithms have been used to efficiently solve the traveling salesman problem and its more difficult derivative, the TSTW problem. A genetic algorithm is a search algorithm based on the mechanics of natural genetics, and has been used to solve a broad spectrum of engineering optimization problems. Results indicate that the versatility, searching power, and simplicity of genetic algorithms can be used to provide substantial improvement in the area of scheduling and resource allocation.

During the past year considerable work dealing with the mechanical properties and microstructure following the anneal under uniform condi-tions of certain types of commercial rolled brass has been done in this laboratory. Since these experiments were conducted with the active cooperation of the Bridgeport Brass Co., involving free use of its product, and have thus furnished information which is characteristic of some of its special mixtures, full publication of the numerical relationships and comparative results encountered does not seem justifiable. Some of the more general features of this work are, however, available and it is our present purpose to use the material in question, along with some results of special tests, in discussing the characteristics of recrystallization as related to the degree of hardening by strain and the ordinary annealing variables. We desire to make acknowledgment of the many courtesies extended by Mr. Charles Ferry, Metallurgist of the Bridgeport Brass Co., and the value of his cooperation, which has greatly stimulated the study of brass in this laboratory. A clear and systematic presentation of the principal relations between temperature and time of anneal, the changing physical properties and microstructure and the degree of previous reduction by cold-rolling, was first made, in the case of rolled brass and copper, by the French engineer, C. Grard,' in 1909, although much fragmentary information of this general character had appeared earlier and the main facts involved were undoubtedly known to many brass specialists through their own private research. "PREFACEA general description of the activities and results of bauxite investigation by the Bureau of Mines at its bauxite project in Saline and Pulaski Counties, Ark., has been given in Report of Investigations No. 4251. The factual data obtained during the project are reported in a series of Reports of Investigation beginning with No. 4251, of which this is the fourth. The data are accompanied by maps showing the location of holes drilled and the deposits developed.Each area upon which work was done is reported by half townships. Each bauxite deposit investigated was assigned a name and a number for ready reference and identification, and its location and name are shown on the appropriate half-township map. The description of each half township is followed by a description of each deposit developed in that half township.The 14 half-township maps and 77 detail maps of the bauxite deposits in this series of reports give the locations and numbers of all the holes drilled on the project except the deep holes drilled to test the geophysical anomalies. The locations of those holes show on Figure 13 in Volume 1. The descriptions of the deposits developed are followed by complete detailed logs of the drill holes.Many of the widely spaced exploratory holes did not discover bauxite of minable thickness and grade. The pertinent information obtained from the widely spaced exploratory drill holes has been summarized and tabulated, and a table for each half township is given with the discussion covering that area."

Soviet precursors to Cunningham’s Kuz-Ram model from 1983 are described. They are rooted in the mean fragment size and Rosin-Rammler (RR) fits to sieving data and rely on approximations. Three versions of the Kuz-Ram model are presented and all three are de facto based on the median fragment size x50, even if the term mean is used in the papers. This discrepancy caused Spathis in 2004 to suggest a correction procedure for the Kuz-Ram rock factor A, which was said to explain some of the missing fines in the model. This correction, while applicable to Cunningham’s 1983 paper, does not apply to his 1987 paper, in which he presents his own A factor.Common fixes of the Kuz-Ram model’s fines issue are fragmentation models where the fines are mainly generated in a crushed zone around a blasthole. This is contradicted by careful model blasting tests. The lack of a largest block size in the RR function may lead to spurious values of the uniformity coefficient n, eg in conjunction with image-based fragmentation measurements or crusher modelling. These issues may be solved by using the transformed RR function, which has a largest block size xmax or its replacement by the Swebrec function, such as in the KCO model.The mean to median issue is investigated in some detail and it is found that using x50 instead of the mean:has a sounder theoretical backgroundis less prone to errorsis not contradicted by the original Soviet data.It is finally suggested that future work on fragmentation prediction equations focus on the use of distribution independent quantities like percentiles, eg x50, x20 and x80. Some previous work in this direction is briefly analysed and one consequence is that the n-value of the Kuz-Ram model should depend on specific charge.CITATION:Ouchterlony, F, 2015. The Mount Sisa orebody on Misima Island, P.N.G., consists of goldsilver mineralisation associated with massive carbonate and amorphous iron-manganese oxides in fractures and breccia matrix. The orebody forms the northern extension of the Umuna deposit, which lies within a three kilometre strike length of a northwest trending, 300 metres wide, high angle fault zone. The structure is deeply oxidised, with the magniferous oxide material resulting from oxidation of carbonate. The wallrocks are metamorphosed basement psammopelites and basic volcanic rocks, extensively intruded by microgranodiorite. These are dominantly epidotised and sericitised. The precious metals are associated with anomalous Cu, Zn, Pb, Mn, As, Ba, Ga, Sb, and Mo. Many of the features of the Mount Sisa mineralisation are characteristic of volcanic-hosted epithermal deposits of western North America.Lithologic and textural gradation is observed between the carbonate hydrothermal breccia-fill at Mount Sisa, and the quartz dominated brecciafill and dilational fracture-fill mineralisation which forms most of the Umuna deposit to the south. This gradational relationship is analogous to that in the Amethyst-OH vein system at Creede, Colorado, where it is shown to be indicative of deposition from laterally migrating fluids.

"PURPOSE OF REPORTMany bituminous coal-mine officials realize that coal dust presents an ever-present coal-mine explosion hazard, and that persons forced to breathe large quantities of it may be more subject to respiratory infection than persons working in less dusty atmospheres. As an outgrowth of the realization that coal dust should be allayed at its source, many mining companies have expressed the desire to install dust-allaying equipment, and in a number of mines, water or wetting solution is being applied on the cutter bars of mining machines, on mobile loaders, belts or conveyors underground, and tops of mine cars. Spraying equipment also has been installed on dumps to allay dust during dumping operations. Dust-allaying equipment has not been standardized, however, because manufacturers have found that many prospective purchasers of such equipment have different ideas. These manufacturers wish to standardize, so far as feasible, the types and placement of such equipment. Many mine officials, although interested, do not know the best or most effective methods for allaying dust.For a number of years the Bureau of Mines has advocated allaying dust by applying water or, more recently, water modified by a wetting agent on the cutter bar of mining machines and by applying water to loaded and empty mine cars in order to keep as much dust as possible from spilling onto the haulage roads. In recent years this Bureau has also advocated applying water with or without a wetting agent during mechanical loading of coal and during unloading of coal from trackless cars or buggies and from elevating conveyors. It has now become apparent that specific arrangement of pipes, hose, and nozzles should be standardized to at least some extent. It is the purpose of this report, therefore, to give in detail suggested arrangement of dust-allaying equipment in the hope that both manufacturers and mine officials will have available dust-allaying equipment with maximum efficiency to do the desired work."

Presently, only a few large copper refineries are able to produce Grade A cathodes from copper scrap. Today's technology needs large plants for smelting, converting or refining the main impurities and casting the anodes for electrolytic refining. A new ECUPREX® PROCESS, by-passes all pyrometallurgical operations and produces directly copper cathodes starting from copper scrap with high lead and tin contamination. Copper scrap from chopped cables, copper cements and electronic scrap are suitable feed for ECUPREX® PROCESS. This process uses a non-conventional electrolyte and produces a surprisingly high quality, smooth cathode assaying only few ppms of total metallic impurities. Bench-scale work followed by a successful mini-pilot plant run, has led to the construction of an operating pilot plant equipped with a 1,000 Ampere cell. The results of the operations of this pilot plant are presented and described in this paper.

Literature has shown that spinel Co-Mn ferrite have potential application in magneto-mechanical sensors, due to its relatively high magnetoelastic sensitivity. In this work, Co-Mn ferrite was processed by means of the ceramic method, using Fe2O3, MnO and Co3O4 as raw materials. Samples were liquid-phase sintered, using Bi2O3 additive as liquid-phase former. X-ray fluorescence analysis was carried out in the raw materials in order to evaluate their impurity content. Atomic absorption spectrometry analysis was used for quantifying the Co/Mn/Fe proportion in the ferrite. The microstructure of the sintered sample was analyzed by means of Scanning Electron Microscopy. The magnetization and magnetostrictive behavior of the ferrite were evaluated, obtaining curves for magnetic hysteresis, magnetostriction and magnetoelastic sensitivity. The impurity inclusions and the Bi-rich particles formed from the liquid phase were characterized. The sintered ferrite had a total magnetostriction of -126ppm, which is lower than the values reported in literature for a Co-Mn ferrite of similar composition. It was verified that sintering was carried out within a critical temperature range, in which the decomposition of Mn ferrites may occur when sintering in air. This decomposition affects the magnetic properties of the material, and it may be avoided by using controlled sintering atmospheres.

As part of the AMIRA P843 project Keeney and Walters (2008) describe how the principal components analysis (PCA) method can be used to identify classes of samples with similar metallurgical characteristics. However PCA does not take account of the location of each sample in 3D space. This paper describes a study to analyse the spatial distributions of the classes and determine appropriate modelling methods to control the estimation of the comminution parameters and mill performance indices into a 3D block model. This includes but is not restricted to geostatistical techniques that are used for grade modelling. The starting point for the study is the class definitions and the regression models for estimating the comminution parameters and performance indices. Each sample is assigned a class and the spatial distribution of each class has been analysed using different techniques including the calculation of variograms. This establishes whether the classes can be used as domain control for estimation into the block model – a procedure similar to using geological rock type domains for controlling the estimation of grades for a resource model. However, standard geostatistical estimation methods such as ordinary kriging assume that the variable being estimated is additive or linear. This assumption is valid for variables such as grade but this is not necessarily the case for the comminution parameters or the performance indices. Therefore the estimation procedure must either use variables that are definitely additive or the effect of potential non-additivity must be tested and accounted for where possible.The results of the study show how performance indices such as recovery, throughput and specific power can be estimated into the block model. This model is then combined with the geological model to provide a multi-parametric model that is used to optimise the mine planning and scheduling activities which can lead to significant improvements in NPV.

"6.1. INTRODUCTIONThis chapter comments on some of the more common types of agreements related to property examination and acquisition, other than the farm-in/joint venture agreement or common undertaking, which is dealt with in the next two chapters. Many of the comments made in Part IV of Chapter 4 apply equally to any such agreement. In addition, many of the comments in Chapter 8 and the examples in Volume II are most certainly relevant to many other types of agreement.6.2. RIGHTS OF FIRST REFUSAL1A right of first refusal is a right that obligates an owner to offer his property, or an interest therein, to the holder of the first right if the owner intends to sell or otherwise dispose of it. It may be triggered either by the owner wishing to offer his property for sale or by receipt of a bona fide offer to purchase his interest from an “outside” third party. The mechanics and procedures to implement a first right should be set out clearly in the agreement, and their basics are the same, whether the first right is a stand-alone document or is part of an acquisition agreement.2Rights of first refusal are common in agreements to permit some control over the disposition of an interest and there they can be a valuable provision. However, some explorationists feel that they are also a good stand-alone agreement to have while a property is being evaluated to decide whether or not it is worth optioning. The reasoning is that such an arrangement will tie up the property to allow a quick look and, if the property looks interesting, the balance of the term of the first right will give an ample exclusive period of time to negotiate with the owner and settle an acquisition agreement. In addition, the explorationist is protected by the first right if the owner decides to negotiate a deal with another party."

A fully-instrumented driving mechanism has been constructed to study the power, aerating and solid suspension characteristics of several laboratory flotation machines. Machines operating over normal flotation speed ranges give substantially constant power numbers in liquid systems indicating that they operate close to fully baffled turbulent flow conditions. Owing to lack of geometrical scaling, power numbers for different sizes of cells of the same make are different. Even larger differences occur between cells of different manufacturers. For a given impeller, varying the tank size did not significantly affect the power consumption. Tank geometry and baffling has a slight effect on power consumption with shrouded impellers. For a given impeller speed, suspension height decreases while power increases with increasing mass of solids in suspension. While power consumption is hardly affected by particle size and clearance between the impeller and tank bottom, the suspension height significantly increases as clearance increases and as particle size decreases. Aeration was found to affect not only power but also the suspension characteristics of the machine. For closely sized particles, drastic sedimentation occurred when a critical value of the air flow number was exceeded. The critical air flow number decreased with increasing particle size. This effect was less marked with a wide particle size range. The self-aerating capacity of flotation machines increases with cell size at a given speed for the same impeller-shroud system, but decreases in the presence of frother and solids. Equations have been established for correlating all of the studied variables. Data taken from the literature were also correlated with these equations. The modern mechanical flotation machine has, over a period of 60 years, displaced other designs to become the dominant type. Once the correct chemical environmental conditions have been established, the major requirement, selective mineral-air adherence, is essentially a function of two operating variables — impeller speed and air rate. The special nature of this dependence is such that in the same apparatus, but under different operating conditions, adherence can be either prevented or destroyed. Another aspect of this observation is that flotation machines though differing in detail to a considerable extent can produce similar metallurgical results. It must be concluded that having determined the correct reagent levels, establishing the correct operating conditions are at least as important as machine design. Since about 1960, after 30 years of fairly stable circumstances, manufacturers have been developing new types of machines whose major feature is emphasis on pulp flow characteristics by virtue of new im-peller-stator designs. As far as can be ascertained, these new designs necessitate radical departures from accepted impeller speed-air rate values. Performance data are still awaited. Flotation machine development has been empirical, as is selection of operating conditions. The purpose of the work at Columbia University has been to elucidate the fundamentals of the subject so that the purely mechanical aspects of the flotation process can be understood in hydrodynamic terms.1-6 Hopefully, this might lead to intelligent selection of a particular machine and its operating conditions for a specific ore based on a minimum of testing, or even to new types of flotation machines. The present investigation is the most comprehensive to date.7,8 Earlier work, which was largely exploratory, has been repeated and extended and employes the most accurate measuring techniques available. Additionally, sufficient hydrodynamic data were obtained under flotation conditions to delineate the relevant operating ranges. Attention has been given to scaling in that several geometrically scaled tanks and impellers have been constructed and tested; it has been pointed out elsewhere that undistorted geometrical scaling rarely pertains in flotation machine design.5 This paper is divided into sections dealing with relevant combinations of the three phases: liquid, air and solid. Summaries of the literature have been given in previous publications2-4 and will not be repeated here. Recently, several reviews of mixing have appeared, which can be usefully referenced.9-11 It is of interest to note that flotation is not included

Oceana Gold (New Zealand) Limited operates the Macraes Gold Mine near Dunedin on the South Island of New Zealand. The orebody is mineralogically complex and comparatively low grade requiring a series of unit processes and resulting in a relatively complex plant. As part of Oceana GoldÆs ongoing Business Improvement program, a concerted effort has been made to focus on operational efficiency. One aspect of this has been the efficient use of energy in the gold recovery process. A benchmarking process has been developed for the Macraes operation that includes comparison with other operating mines and theoretical design. Criteria for determining operational efficiency have been developed. While benchmarking is, in theory, a simple process, this paper looks at putting benchmarking into practice by catering for variability in ore and associate processing methods. The unit processes discussed include the comminution circuit, flotation plant, pressure oxidation plant and gold recovery circuits.

This report on the properties of commercial motor fuels sold in the United States is a continuation of a series of reports made in accordance with a cooperative agreement between the Cooperative Fuel Research (C.F.R.) Committee of the Cooperative Research Council (C.R.C. ) and the Bureau of Mines of the United States Department of the Interior . The first report contained data on motor gasolines sold during the winter of 1935-364 . Further reports on motor gasolines sold during the succeeding summers and winters to the summer of 1941 have been issued . No reports were made on motor gasolines sold during the winter of 1941-42 and during the summer of 1942 . The present report presents analytical data for 1,120 samples , representing the products of approximately 88 companies . As in previous surveys , these companies include both large and small suppliers . In addition, the Pacific coast is represented by data averaged by the Pacific Coast Technical Group before being submitted and are published exactly as they were received . Conforming to previous surveys , the data cover three groups of samplesregular - price , premium - price , and third - grade gasolines and each group has been averaged separately.
