This document is a proposed program plan for mining environmental research to be conducted by the U.S. Bureau of Mines in support of industrial oil shale mining and processing. This program plan is one of three research alternatives being considered by the Bureau, each based on a different level of anticipated funding. Dust mitigation has long been seen as nothing more than managing a nuisance issue, but the reality is that poor dust management can lead to one or more of the following negative consequences: an increased risk of safety incidents, lost revenue, reduced and possibly even lost licence to operate, regulatory intervention, high staff turnover and/or absenteeism and occupational health and safety (OH&S) issues. Dust mitigation and management is not a black art; rather it is a scientifically driven process that can provide an opportunity to increase profits, increase the companyÆs status as an excellent corporate citizen, enhance staff retention and reduce the safety risk profile of the operation.The way to achieve success in dust mitigation and control is to apply the scientific method to each problem that can arise and plague any operation by using current industry best practice. This method of dust problem-solving can be applied to dust issues arising from specific dust sources and locations. The dust sources can include wind impacting on stockpiles, open areas, tailings storage facilities, moving train and truck loads, vehicular traffic on roads, the operation of shovels, front end loaders, draglines and other equipment, as well as ore movement on conveyors.The solutions will come from a combination of deployment of dust collection equipment, dust and moisture monitoring equipment, the appropriate application of water and chemicals, the introduction and maintenance of appropriate barriers and the use of predictive data from local and public weather stations. The paradigm shift required is to view dust mitigation as one aspect of normal operational practice, not a ænice to haveÆ or æunnecessary expenseÆ as most operators currently view it. This attitude is becoming more important as more and more local communities oppose the development of mines. One of the reasons for this local opposition is the inevitable dusty environment that is usually associated with mining.Dust mitigation is not a significant expense if correctly designed and included into the system, either as part of the original design of the operation or as a brownfield installation after the fact. Indeed, there is always a loss of revenue associated with dustiness resulting from ore movement and avoiding this goes a long way to paying for any associated dust mitigating costs.CITATION:Visser, J, 2013. CHINA is one of the large producers of the world's tin. About 95 per cent of the total Chinese production comes from the Kotchiu district in the southern part of the province of Yunnan. Yunnan occupies the southwestern part of China, bordering on Burma,. Siam and. French Indo-China. From the British port of Hong Kong,' small steamers sail southwest at about four-day intervals, reaching Haiphong in French Indo-China in two or three days. This, one of the principal ports in Indo-China, is a modern French city of some 50,000 population which, with its tropical surroundings, has much natural beauty. It is a few miles from the sea on the Red River, which has its source in China. Both at Haiphong and Hanoi, the capital of Indo-China, sixty-three miles north of Haiphong and also on' the Red River, there are foundries, shipyards, machine shops, cement and brick plants and various similar industries.

An important problem in the efficient conduct of industry is that of helping the individual employee to formulate an attitude toward his work which will result in the reduction of accidents and the promotion of safety. Perhaps nowhere is the need greater for this type of Psychological training of carefully selected men than at oil refineries whore both the raw materials and the finished products are highly inflammable and explosive in nature. However, the refinery organization usually is well adapted to educational safety activities - much more so than in the producing, pipe line, and marketing departments where the personnel are more or less scattered; but the same general principles of conduct hold true in any industrial organization. This problem of directing the attention of the employees to their specific tasks or helping them to control and frequently eliminate hazards engendered by adverse mental attitude or emotion is met most satisfactorily by carefully selecting applicants and placing them at jobs for which their ability, best fits them. The subsequent training of these carefully selected employees to assure their most effective work in accident prevention mu be accomplished in a variety of ways, such as by personal supervision and instruction, inspections, drills, and by the studied use of well thought out safety pamphlets and posters. This procedure is simple in outline and not original in scope, yet the importance of selecting and training the personnel has, not been generally accepted by the petroleum industry until recent years. In 1926, the Bureau of Mines, while making a study of accidents in the petroleum industry, found that medical examinations of prospective employees were not receiving unanimous endorsement by all companies, and the point was stressed that the selection and allocation of employees was a problem requiring serious consideration in the petroleum industry.

On May 15, 1936, Congress authorized the Bureau of Mines to conduct certain studies, experiments, and. investigations of subbituminous coal and lignite.4/ Appropriations were made in July 19 7, and since that date an active investigation has been underway to complete the provisions of the act. Part of the investigation has included a comprehensive survey of the known properties of the lower-rank non-coking coals, and provisions were made to obtain more data on certain varieties. In line with this plan, a typical subbituminous coal was selected for an extended series of tests in the standard. Bureau of Mines-American Gas Association unit,5/ at the Central Experiment Station. This particular noncoking coal was the first one of its rank that had been tested in the apparatus; for this reason the results are of particular interest because the testing apparatus was originally designed for use in studying the coke- and gas-making properties of coking coals. The test as described below has been developed by the Bureau of Mines since 1927 through a cooperative agreement with the American Gas Association.6/ Ninety to 180 pounds of coal is heated in a circular retort, 13 to 18 inches in diameter, at wall temperatures ranging from 500°C. to 1,110°C. in 100°C. steps. All products are collected and measured; their physical and chemical properties are then carefully determined to ascertain the gas- and coke-making properties of the coal. During the last 10 years approximately 50 representative American coals have been tested in the Bureau of Mines equipment. The results on the first 30 coals and a complete description of the test procedure are contained in a joint publication of the Bureau of Mines and the American Gas Association.7/ The remaining twenty coals have been reported in Bureau of Mines reports as Technical Papers and Bulletins.

"In this paper a review of the current status in recycling technologies for cathode ray tubes is given for both the glass and phosphors. Particular emphasis is placed on the opportunities for the recovery of the rare earth elements (REE) from the phosphor coatings. This is placed in the market context of alternative virgin sources and some of the advantages and disadvantages for REE waste recovery. Future opportunities are explored and also some experimental detail on a low cost leach system is presented. INTRODUCTIONThe disposal of cathode ray tube (CRT) based colour televisions has accelerated world-wide with the development of high definition flat screen panels. The total number of colour CRT televisions that have been sold in the United States in the mid-20th century is estimated to have been over 2 billion (U.S. Environmental Protection Agency, 2007), with high current rates of disposal. It is estimated that of the 20 million televisions annually discarded, 78% are send to landfill (Nnorom, Osibanjo & Ogwuegbu, 2011). However, this easily accessible item of electronics cannot only be turned into a valuable resource using the right recovery procedures, it can also prevent the substantial environmental contamination arising from improper disposal. In this review we focus on previous and current work performed on the recycling of CRT based televisions. Due to the increasing demand for rare earth metals, the main focus will be on the possibilities and challenges of recycling the fluorescent phosphor powders on the CRT’s panel glass.CATHODE RAY TUBE’S GLASS RECYCLINGConventional cathode ray tubes consist of three main parts, the panel, the funnel and the neck (Figure 1). To produce the different colours on the screen, the inside of the panel is coated with a matrix of hundreds of thousands of small phosphor dots. Each dot is one of three types of coloured phosphors, emitting either red, green or blue light. These emit light when excited by a beam of electrons generated by electron guns located in the neck of the CRT. These beams pass through holes in the shadow mask and excite the phosphor coating on the inside of the panel, to give light of variable RGB composition, see Figure 1."

Permissible explosives are those that have passed the tests pre- scribed by the Bureau of Mines for explosives intended for use in coal mines, and are therefore recommended by the bureau as suitable for this class of work when used under the prescribed conditions. The tests for permissible explosives and the conditions prescribed for their use are described in Miners' Circular 6 of the Bureau of Mines. Up to June 1, 1915, 168 explosives had been classed as per- missible explosives; 133 of them were then on the bureau's "per- missible list" and 35 had been withdrawn by the manufacturers. In addition to the required physical tests, each explosive is sub- jected to a complete chemical examination in order that its exact composition may be known and also that the composition of future samples of the same explosive collected in the field may be compared with that of the sample which originally passed the bureau's tests, for by such comparison it may be possible to ascertain whether or not the explosive as supplied to the miner is still "permissible." This bulletin is published primarily for the purpose of informing manufacturers of such explosives as to the methods used by the Bureau of Mines in the analysis of samples received for tests to determine their permissibility. Such information may be of value in cases of possible controversy over the results obtained in the analysis of a field sample as compared with those obtained in ana- lyzing the sample originally tested by the bureau. Also, a descrip- tion of the methods used by the Bureau of Mines in the analysis of explosives should be of assistance to the many chemists engaged in similar analytical work.

Of three known compounds in the ternary system K20 - PbO - SiO2, one having the composition K2Pb4Si8021 crystallizes into a structure with asbestiform properties. This compound, whose silicon-oxygen ratio is between that of the layer silicates (for example, mica) and the double-chain amphiboles, crystallizes in the tetragonal system. It malts, apparently congruently, at 779° C. The fiberized product prepared from crystals is fluffy and closely resembles natural asbestos in appearance, but is more brittle and has less strength. However, potassium-lead silicate may be separated into fibers with a uniform diameter of 200-300 A.U., and the fibers show with the electron microscope the s criteria that have been interpreted as indicating a hollow tube structure in chrysotile asbestos. Since very few inorganic crystalline compounds have such a structure, the material has unusual scientific interest. Microcrystalline potassium-lead silicate was rapidly and completely formed when powdered glass of the same composition was heated to 650° - 700° C, but macrocrystals grew only slowly from the viscous massive glass. Maximum growth rate was 0.12mm. per hour at 700° C.

Since 2001, the AMIRA P420 gold processing technology project series has been studying the recovery of gold using gravity devices, with particular emphasis on the centrifugal units, Knelson and Falcon concentrators. Engineers interested in the manufactured-gas industry have witnessed p pronounced improvements in gas-generating equipment and marked changes in operating procedure during the past decade. In spite of these changes, however, the trend of development in the near future seems to be doubtful. Uncertainty exists mainly because no one can yet accurately calculate the number of years which will elapse before petroleum products become too expensive for, general use in making gas. Research in this field has been active, and the ultimate results are awaited with interest. Some engineers predict that in the future coking coal will be carbonized on such a large scale that coal gas will be used (straight or modified) for city distribution; others maintain that gas oil will be used in large quantities in the production of base gas; they believe that it will be economical to use oil even at appreciably higher prices. The question involves, among other; factors, consideration of initial and relative costs of equipment, flexibility of operation, salability of coke, cost of distributing different gases, and the relative value of by-products, It is common belief that for many years large quantities of oil will be used in gas-making, particularly in the generation of peak gas or that water gas will be used for the synthetic production of hydrocarbons to enrich additional water gas. In this paper interest centers in a discussion of the practicability of employing synthetic processes in view of reported investigations of the chemistry of the synthetic reactions. For many years it has been known that the chief components of water gas would react chemically under proper conditions to form methane. As long ago as 1903 a patent3 was issued in this country for a gas-making process which included the synthetic production of methane. More recently the studies of numerous investigators here and abroad have shown that besides methane it is possible to produce other paraffins, olefins, and additional, materials adaptable for enriching water gas or for other uses. The question arises: In what manner, if at all, can such processes be incorporated, as a part of the gas-making scheme in a city-gas plant?

The 30th annual American Mining Hall of Fame Awards Banquet and Fundraiser sponsored by the Mining Foundation of the Southwest (MFSW) will be held at the JW Marriott Star Pass Resort, Tucson, AZ on Saturday, Dec. 1, 2012. Each year, one living inductee, two recipients of Medals of Merit and up to five honorees from mining history are chosen by the MFSW for their outstanding contributions to the mining industry. Gregory H. Boyce will be the guest of honor, featured speaker and inductee into the American Mining Hall of Fame. Boyce, chairman and chief executive office of Peabody Energy, is being honored for his leadership in the coal industry.

Walter Renton Ingalls recently gave a very interesting talk before the student mining society of the Massachusetts Institute of Technology. In it he showed the present status of mining as he sees it. In the talk he explained that, while discoveries of great mining districts are still pssible, they are being made less and less often; that the great mining companies, although there are large numbers of mines offered for sale, are finding it less and less possible to find new mines that are up to the standard of richness that they wish for purchase. The natural conclusion is that better, cheaper, and more efficient methods of mining, concentrating, and smelting are needed if the lower-grade mines are to be worked at a profit. This is true also if the high-grade mines are to yield their greatest profit. This paper deals only with the concentrating or ore-dressing problem, and gives some thoughts which point towards greater profit. In a paper on The Development of Hindered-Settling Apparatus the writer showed that there were two main lines of work that would lead to greater saving, lower tailing assay, and, therefore, greater profit. The first is the recrushing of middling or tailing products for the saving of the contained values. This is well understood and largely carried out in existing mills. The second is the saving of fine free mineral at the first opportunity. This is a matter less well understood in the mills, and to dwell upon this the present paper is written. The writer is himself convinced and hopes to convince the reader that, for obtaining the above result, not only is better classification needed, but also more classification; that is, there should be more spigots or pockets to the classifier. His attention was recently called to a small mill which had a three-pocket cone classifier fed with from 2 to 0 mm. stuff, supplying feed to four Wilfley tables. The first spigot had about all the

The tests reported in this paper were made in the East Texas field in the summer and fall of 1932 as a part of the Bureau of Mines study of the operation of flowing wells and reservoir performance; and to determine, if possible, the minimum reservoir pressure necessary to produce the wells in this field by natural flow through different sizes of flow strings. The minimum reservoir pressure that would be required to Maintain natural flow through 2 1/2-inch tubing was determined experimentally for the existing energy conditions in the East Texas field. With the present available data, however, it is impossible to predict accurately or to determine by calculation the necessary energy requirements for maintaining the vertical flow of oil and gas mixtures under all conditions. Although some valuable data were obtained which seem to have application to the solution of problems involving vertical flow, this important research of the petroleum industry is so involved that more study of the complicating factors influencing the flow of oil-gas mixtures through vertical pipes is required.

A range of processing conditions and compositions have been evaluated in order to optimize the properties of TiB2-(Ni,Cu) composites for application as a non-sparking tool material for use in coal mining operations. Fifty billets containing from 70 to 9S weight percent titanium diboride were hot pressed at 3000 psi between 2400°F and 2650°F. Samples which were cut from these billets were used to measure hardness, bend strength and impact strength so that composition/processing optimization could be effected. Eight compositions selected on this basis were evaluated by incendivity tests in order to choose the best composition. The best results were obtained for an 85 w/o TiB2-12 w/o Cu-3 w/o Ni composite hot pressed at 2650°F and 3000 psi. This material appears to be the best choice for fabrication of coal cutter bits to be evaluated in field tests.

This report presents results of a series of tests on grindability of lignites and factors that influence grindability determination. All grindability tests in this investigation were made in the standard Hardgrove test apparatus. In addition to tests on standard samples of equilibrium moisture content, grindability determinations were made on air-and oven-dried samples of lignite representing the complete range of moisture content from normal bed moisture to nearly moisture-free conditions. Grindability index for all tests was calculated both by standard method and by an alternate or "corrected" method of calculation based on directly measured weight of fine-particle material produced in the grindability test. The second method of calculation allows more satisfactorily for loss of moisture during testing of high-moisture samples.

"The LaRonde mill was commissioned in 1988 and began treating ore from the Penna shaft in 2000. The mill has been expanded to accommodate 7,500 t/day, but ramped down to 6,000 t/day since the deep extension began. The process recovers gold, silver, and base metals. In 2008, the Goldex plant began trucking gold-pyrite concentrate to a treatment plant feeding pulp to the LaRonde mill, increasing gold output by 40,000 oz. In 2009, the high-grade Lapa ore processing facilities were annexed to the LaRonde plant, increasing gold output by 120,000 oz. This paper outlines the metallurgical considerations related to the treatment of different ore types.RÉSUMÉ Le concentrateur de la mine LaRonde a été mis en service en 1988 et a commencé à traiter le minerai du puits Penna en 2000. La capacité du concentrateur a augmenté afin de permettre le traitement de 7 500 tonnes de minerai par jour, capacité qui est retombée à 6 000 tonnes par jour (tpj) depuis le début de l’extension en profondeur de la mine. Ce procédé permet de récupérer de l’or, de l’argent et des métaux communs. En 2008, l’usine de traitement Goldex a commencé à transporter par camion du concentré de pyrite et d’or vers une usine de traitement alimentant en pulpe le concentrateur de LaRonde, augmentant ainsi la production d’or de 40 000 onces. En 2009, les installations de traitement du minerai à haute teneur de Lapa ont été annexées à l’usine de traitement de LaRonde, augmentant la production d’or de 120 000 onces. Cet article passe en revue les considérations métallurgiques liées au traitement de différents types de minerai.INTRODUCTIONThe LaRonde metallurgical plant in the Abitibi region of Quebec, Canada, evolved into a mature milling site following expansions in 2000–2003, thanks to improved processes, manpower, and water treatment capabilities that better accommodate the complex constituents of the LaRonde ore. The ore requires a sequence of grinding, copper- lead and zinc flotation, and precious metals leaching, ending with a carbon-in-pulp (CIP) gold recovery. A portion (35%) of the tailings is sent back underground as paste backfill after being treated with the SO2-air cyanide destruction process. The tailings area has a dedicated cyanide destruction and metal precipitation area through which the used water passes before returning as recycled water. A biological water treatment plant was built in 2004 to address water toxicity in the final effluent. The water toxicity was the result of the high sulfide content of the LaRonde ore (from thiocyanate or stable cyanide species buildup) and the use of 90% recirculated water in the mill. The water treatment plant uses bacteria to transform thiocyanate into nitrates and precipitate phosphorus from the water before it is discharged into the environment."

(Pittsburg Meeting, March, 1910.) I. INTRODUCTION. THE experiments herein. described were carried on in 1908-9 . by the State Geological Survey of Kansas. Some months before taking up work on black powder the Survey had resumed work on an interrupted investigation of explosions in coal-mines, a subject which is engaging the attention. of numerous investigators. An unusual number of serious disasters has directed to. the subject a study which discloses the disquieting fact that, in the. United States, the ratio of lives lost per ton of coal mined has been on the increase. Methods of coal-mining have changed to some extent with the great increase of output, attained in, comparatively recent years. These changes involve the working of very extensive mines, with increased difficulty of ventilation, increased accumulation of coal-dust, and. a very great increase in the amount of explosive used.. . This last point assumes truly startling proportions when it is carefully observed. In the fields of the Middle. West it is not now uncommon for a miner to use six ,kegs (150 lb.) of black powder in a "pay" of two weeks, while within the memory. of men still active, one keg (25 .lb.) would last two men for a " pay." So. great has . the use of explosives become in some fields that the skilled coal-miner is hard to find, and the coal is not mined, but blasted. THE numerous theories of hardening which have been advanced in recent years are all satisfactory in accounting for some of the phenomena observed in hardening metals, but none so far presented account for all of the facts observed. Some years ago one of the authors, R. S. Dean,' presented a theory to account for some of the properties accompanying work hardening. The present paper develops this theory further in the light of recent experimental work and extends it to other forms of hardening. Many of the ideas included have come from the writings and personally communicated thoughts of others. We have attempted to give proper credit in every case, but it is possible that we have not always done so. As an historical basis it is desirable here to review very briefly the hardening theories which have been current. The first comprehensive theory of work-hardening phenomena was due to Sir George Beilby.2 He contributed the idea that with cold work part of the structure of the metal was rendered amorphous and that-it was to this amorphous material that the cold-worked metal owed its difference in properties. According to Beilby's theory this amorphous material was a supercooled liquid and, therefore, had the characteristics of a vitreous material. That such a theory is not capable of explaining the property changes in metals has been repeatedly pointed out. This theory also allowed a slip to take place only once on a given plane, which, as has been pointed out by Jeffries and Archer13 is not consistent with the observed length of an, individual slip and the amount of elongation which can be obtained by wire drawing. The modifications, which have been proposed to this hypothesis to make it coincide with the experimental facts, have to a considerable extent robbed the theory of its clean-cut characteristics. Hematite represents the vast majority of iron ore exported from Australia as the development and processing cost of magnetite is generally seen as a barrier to the development of vast magnetite resources. However, a number of magnetite projects have attracted a significant amount of interest and investment from large Chinese steelmakers.This paper compares the relative merits of the development of Australian magnetite and hematite ore from the point of view of the steelmaker, taking into account the factors that influence the capital costs of the development of the ore types and the relative costs of operating the process plants to treat these ores. By modelling the relative operating cost for the production of hot rolled coil in China for the two ore categories, the paper demonstrates the economic drivers behind the Chinese steelmakers’ large investments in the magnetite resources of Western Australia. It does this by estimating the potential value of magnetite concentrate to the steelmaker in the event that the maximum potential is realised by operating the blast furnace with a 100 per cent pellet burden.Under the conditions described, it was found that direct reduction (DR)-grade magnetite concentrate could command a price premium over 62 per cent Fe fines of up to 46 per cent (December 2014 on a cost and freight (CFR) basis). The corresponding premium for blast furnace (BF)-grade magnetite concentrate is 17 per cent, which demonstrates the dependency on grade.The capital expenses for a 14 Mt/a concentrate plant is estimated at US$3.1 B for BF-grade magnetite and US$3.35 B for DR-grade, with operating expenses at US$45 and US$50 respectively. The corresponding free on board price for a break-even net present value is calculated at US$82/t for BF-grade magnetite and US$90/t for DR-grade. The minimum long-term iron ore price (62 per cent Fe) that would be required to underpin such a project is estimated at US$78/t CFR for BF-grade magnetite and US$68/t CFR for DR-grade concentrate.Apart from the financial benefits, it is demonstrated that the use of magnetite concentrate in ironmaking has the potential to reduce CO2 emissions by approximately 400 kg per tonne of hot rolled coil.CITATION:Mouton, A J J and Edwards, K, 2015.
