The imposition of non-market regulations, such as the proposed SO2 standards for coal combustion, will typically lead to less efficient (thus more costly) production in a free enterprise system. For the coal industry these increased costs will occur in several ways, among which are mining less accessible low sulfur reserves and transporting low sulfur coal to distant markets. There are, of course, social benefits of reducing the S02 emissions from the use of high sulfur coal. The social benefits include decreased health risks, reduced damages to property, and certain unmeasurable benefits associated with the aesthetic appeal of clean air. Proponents of Federal S02 standards argue that the benefits gained from reduced emissions will exceed the costs borne by the coal industry and society in general in meeting the regulations. The purpose of this paper is to investigate the degree to which costs of meeting future energy demands from coal will change under different sulfur standards. No attempt is made to estimate the benefits of imposing regulations. Specifically, the impact of SO2 standards on the private costs of meeting regional coal demands, the competitive positions of the nation's major coal producing regions, the degree to which strip mining as opposed to underground mining will be feasible, the amount of coal being processed, and the amount of coal transported over major rail routes will be analyzed.

Answers to the questions "which rocks contain diamonds?" and "which indicator minerals should diamond explorers look for?" are no longer so easily obtained, now that diamonds are known to occur in lamproites and various types of lamprophyres, as well as their traditional source of kimberlites. One way of isolating those factors (host-rock"geochemistry, geographical or tectonic location, xenolith minerals, etc.) which are most critical in determining the diamond potential of a given pipe, is a detailed and critical re-examination of the huge volumes of accumulated data on kimberlites, lamproites and related rocks. A large analytical database to this end has been set up on an Apple Macintosh II microcomputer using the quasi-relational database management system 4th Dimension. Currently, it contains data for up to 90 major and trace elements, isotopic ratios and contained mineral compositions for some 4,000 rock specimens from all over the world. Many experiences in setting up this database are probably relevant to other geologists setting up their own systems: they include determining the relationships between data items; the advantages of codes over free text in representing categorical variables such as rock types; the need for rigorous error trapping and data validation; and the problem of missing data values and ambiguities thereof. The working system is now being used in a rigorous statistical assessment of the criteria which distinguish diamondiferous from non-diamondiferous rocks.

Neutralisation of acid uranium mill tailings with lime or other alkaline materials is usually practised to reduce the dissolved concentration of heavy metals and radio nuclides. Computer modelling of this process was carried out using the geochemical equilibrium code MINTEQA2. Computed dissolved metal and sulfate concentrations were compared with laboratory-based experimental data. It was found necessary to include the modelling of adsorption of trace metals (such as uranium and lead) by the precipitated ferric hydroxide in order to obtain acceptable concentrations in the neutralised liquors. There were limitations of the modelling exercise due to important aspects which were not addressed or properly accounted for such as chemical reaction kinetics and the effect of high ionic strength. These are discussed in the paper.

"Abstract - The coalbed methane industry has become a prominent source of domestic natural gas, with its technology having evolved over the past 30 years. Whereas most coalbed methane wells are able to produce without major interruption over their economic lives, wells operating in an underground mining area are subject to being mined-through. If mine-through occurs, the productivity of the well is at least compromised, and may even be terminated. The economic consequences of mine-through may be relatively simple if mineral ownership and extraction rights are common for the coal and coalbed methane. However, if ownership is not common and a superior coalbed methane lease exists, the coalbed methane ownership must be compensated for lost production caused by mine-through. This paper presents a relatively straightforward method to calculate the value of the lost production caused by the mine-through. It uses technology from mining and petroleum engineering, as well as simple economics and financial management techniques.Sommaire - L’industrie de la production de méthane houiller est aujourd’hui une source importante de gaz naturel domestique dont la technologie a considérablement évolué au cours des trente dernières années. Bien que la plupart des puits de méthane houiller peuvent être mis en production durant l’entièreté de leur vie utile sans interruption majeure, les puits implantés en périphérie de mines souterraines sont sujets à être recoupés par ces dernières. Un tel recoupement peut compromettre, ou même mettre fin à la production d'un tel puits. Les conséquences économiques du recoupement par une mine souterraine peuvent être relativement simples quand les droits miniers et les droits d’extraction sont détenus en commun pour le charbon et le méthane houiller. Si toutefois ces droits ne sont pas détenus en commun et qu’il y a eu octroi d’une concession de méthane houiller de qualité supérieure, les détenteurs du méthane houiller doivent être compensés pour la perte de production résultant du recoupement par une mine souterraine. Cet article présente une méthode relativement simple pour calculer la valeur des pertes de production suite au recoupement par une mine souterraine. Cette méthode fait appel aux technologies de l’industrie minière et pétrolière ainsi qu’à des techniques simples d’économie et de gestion financière."

Coal-fired power plants in the U. S. produce approximately 20 million metric tons of Hue-gas desulfurization sludge every year. The sludge mainly consists of calcium sulfite and calcium sulfate. This can be converted to synthetic gypsum, which in principle could be a marketable commodity. However, many Hue-gas scrubbers produce sludges that do not meet the quality requirements of the gypsum industry, and so their sludges must be landfilled as a waste. If a suitable method can be developed for removing certain objectionable impurities from the sludge, it will then be possible to market the material instead of landfilling it. A sludge from a natural-oxidation scrubber was characterized, and the main contaminant was found to be calcium carbonate from unreacted limestone. Based on the particle size and the characteristics of the material, froth flotation was considered as a method for purifying the material. Since no flotation studies have ever been carried out to separate calcium carbonate particles from calcium sulfite or calcium sulfate particles, it was first necessary to select a suitable collecting reagent. Based on Zeta-potential studies, the most suitable reagent was found to be an octadecylamine-octadecylguanidine complex. Results are presented for flotation of calcium carbonate from scrubber sludge using this reagent, in a reverse-flotation process. The best results were obtained when the sludge was first pre-cleaned using a water-only cyclone to remove unfloatable coarse limestone, followed by froth flotation to remove fine limestone.

The effect of four different second-phase additions on the strength of composite alloys with a common matrix was investigated. The four compositions each consisted of 85 pct by volume of silver with additions of 15 pct of either tungsten, molybdenum, tungsten carbide, or nickel. These particular additives were chosen because of their low mutual solid solubilities with silver at room temperature, the alloys consisting essentially of a dispersion strengthened silver matrix in which the second phase is distributed randomly. Test specimens were prepared by a powder metallurgy procedure consisting of ball milling the mixed powders, compacting, and sintering at 920°C for 1 hr in hydrogen. The constituent powders were of CP quality and of particle size between 2 and 10 ?. The compacts were subsequently hot pressed at 1000 psi and 1400° in an Inconel die, coined at room temperature at 60,000 psi and finally annealed and outgassed in vacuum at 800°F. The microstructures of the alloys are shown in Fig. 1, and the microscopically observed porosity grade was A-2 or better as evaluated by ASTM Recommended Practice B 276-54. The properties of the sintered compacts are listed in Table I, and the load-deformation curves in bending are shown in Fig. 2. The samples, of rectangular cross section, were loaded at the center of 58 in. span, and the reported stress was calculated on the basis of linearly elastic behavior in order to allow the comparison of specimens of slightly different dimensions. It is apparent that the tungsten, molybdenum, and tungsten carbide alloys exhibit very similar deformation curves. The moduli of elasticity were determined from the slopes of the stress-deflection curves at small loads. The measured values agree quite well with those calculated by the strength of materials approximation proposed by Paul1 for the elastic constants of mixtures, the calculated values being 15.0, 15.0, 17.4, and 13.4 million psi, respectively, for the tungsten, molybdenum, tungsten carbide, and nickel combinations with silver. The strength of the Ag-Ni composition is appreciably lower than that of the other three alloys. The discrepancy between the two groups is accounted for by the following characteristics of deformation and failure which were observed microscopically during the tests: A) The deformation of the W, Mo, and WC alloys did not involve the second phase particles to any appreciable extent. Slip and fracture took place in the silver-rich matrix alone, although the fracture path generally skirted the particles by favoring the phase boundaries. The deformation proceeded according to the following sequence: 1) formation of small, discontinuous microcracks in areas of the matrix adjacent to a particle, 2) general slip in the matrix and extension of cracks, 3) failure of specimens by propagation of cracks through matrix. The near coincidence of the 3 load-deflection curves suggests that the nature of the second phase particles does not decisively influence the plastic behavior of composite alloys of this composition as long as the particles do not undergo any considerable deformation themselves. B) A markedly different behavior was exhibited by the Ag-Ni composition where the relatively low flow strength is associated with the low yield strength of the nickel grains. Slip in the nickel grains was first observed at a stress of approximately 10,000 psi, although failure, at a later stage, took place by the propagation of cracks through the matrix. The ductility of this aggregate, in which both components deform plastically, is appreciably greater than that of the elastic-plastic composites. In summary: 1) The measured values of the moduli of elasticity of the composite alloys under discussion are in good agreement with the "strength of materials" approximation proposed by Paul.' 2) The overall plastic behavior of these particle-strengthened alloys is unaffected by the nature of the second phase particles, if the latter remain elastic. The reduction process of pre-oxidized ilmenite concentrate powder in 30%CO–70%N2 atmosphere was characterized by thermogravimetric and differential thermogravimetric (TG-DTG) analysis system at the temperature from 1073 to1223 K. The isothermal reduction results show that the reduction process is divided into three stages and the corresponding apparent activation energies are obtained by iso-conversional method and model-fitting method, respectively. For the first stage, the conversion degree increases sharply with increasing time, and the reduction process is controlled by the random nucleation and subsequent growth model (A2 model). For the second stage, the conversion degree increases slowly with increasing time, and the reduction process is controlled by the diffusion of carbon monoxide in the reduced layer (D1 model). For the third stage, the reduction processes at different temperatures are controlled by the diffusion of carbon monoxide in the reduced layer (1073 K and D1 model), phase boundary chemical reaction (1123 K and R2 model), random nucleation and subsequent growth (1173 to 1223 K, A2, and A3 models), respectively. For the whole reduction process, the apparent activation energies obtained by iso-conversional method and model-fitting method are 71.72 and 31.92 kJ mol−1 , respectively

Experiments were conducted by the U.S. Bureau of Mines to verify enhancements due to chloride and surfactant additions in the leaching system of chalcopyrite with ferric sulfate and sulfuric acid. A statistical experimental design was used and equipment was designed to eliminate contributions from changes in solution electrochemical potential during the course of the measurements. Results confirmed that chloride additions increased chalcopyrite leaching by as much as 94 pct over the electrochemical potential versus hydrogen electrode range of 630 to 750 mV at pH 1.7 and 50°C. Total iron concentration had no effect over the range of 1 to 5 g/L. The effect of surfactant addition was less well defined. While additions of LA 790 (a polyoxyethylene lauryl ether) resulted in increased copper leaching in several of the tests, the differences were too small to be statistically significant. No interaction effect could be verified.

Introductory: In dealing with a topic so large, one that involves such a multiplicity of details, and that also has certain controversial aspects, it is quite impracticable within the limits of this article to touch upon many most interesting phases and incidents. Also, to bring out the actual truth, it is necessary to make certain categorical statements. The writer believes that all such statements made here-under are supported by facts. Again, however, it is out of the question to cite all the proof. The writer, therefore, will gladly answer any pertinent criticisms or questions and thus supplement the unavoidable brevity of this paper. Controversial points will take care of themselves. Historical: For present purposes the history of gold mining in Nova Scotia may best be summed up in a very few paragraphs, in some of which the writer quotes freely from recent reports compiled by himself. The first material discovery of gold was made in the year 1860. As this and rapidly succeeding discoveries were looked upon as bonanzas, the claims were fixed at a size of 20 by 50 feet, and a yearly rental of $20 was charged. Later the claims (areas) were increased in size to 50 by 150 feet. In the year 1866 a temporarily successful company, so we are informed by a contemporary writer, owned a mill and mining plant worth $6,000. As this fact is cited with admiration, it is apparent that most of the mining and milling must have been done in a very primitive manner indeed.

"The Lingan Mine is the newest of the four operating collieries of the Cape Breton Development Corporation and is located on the east coast of Cape Breton Island. Development of slopes began in 1969 using four Dosco Roadheaders. Production commenced in October 1972, when a partial extraction section utilizing a continuous miner, loader and shuttle car was installed. A second Joy unit is scheduled to begin production early in 1973. This paper describes the production and development operations, the ventilation system and the equipment in use at the mine."

IN the olden days the making of alloys was au art, and the secrets of the craft were jealously guarded. To-day it has become a science, though the old ideas in regard to the secrets and formula are dying hard. Modern progress may be attributed to scientific research and testing of materials, and the substitution of chemical analytical control for " cook-book " methods. We know to-day a great deal about the constitution of alloys, the reasons of the change in structure and physical properties by heat and mechanical treatment; and this new knowledge is due for the most part to the physical chemist and metallographist, who have shown us that alloys are simply solutions, and as such obey definite laws. The application of the theories of solutions and of the phase rule tells us what ought to happen when our alloys are in a state of equilibrium. The working-out of the temperature-composition diagram (thermal diagram) for numerous alloys has thrown a light on the structure and constitution which has dispelled most of the darkness in which we labored before the advent of metallography. The work began with the determination of the freezing-point curves, and here the research of Le Chatelier,1 Gautier,2 Roberts-Austen,3 and the other pioneers broke the ground. Next the physical chemists, Tammann,4 Rooseboom,5 Bancroft,6 and their colleagues, showed us the complete thermal diagram and its meaning. Then the researches of Heycock and Neville 7 on the Cu-Sn series and of Shepherd 8 on the * Associate Professor of Metallurgy, Columbia University in the City of New York.

A computational model of a submerged arc furnace (SAF) used in the production of ferrochrome is presented. The model‘s intended use is to investigate the extent to which intrinsic and extrinsic properties of the raw materials affect burden distribution and electrical resistance within the furnace. The model is built on the discrete element method and calculates the mechanical interactions of particle distributions resulting from the flow motion of typical raw materials used in the smelting of chromium ore. This model excludes the effects of thermodynamics, furnace chemistry, and heat transfer. It illustrates how the consumption of materials (chromite pellets, flux, and reductant) is affected by changes in electrode length, reductant fractions, and reductant sizing and density during the formation of a reductant bed. The resistance calculation algorithm developed by Mintek was applied to construct networks developed from particle contacts, which can quantitatively generate estimates of the electrode-to-electrode and electrode-to-bath electrical conduction conditions.

Mining operations on the Witwatersrand are conducted for the most part in rocks of highly quartzitic character. They comprise the following types: Conglomerates, grits, and quartzites, to which on the Far East Rand must be added fine-grained quartzitic shales and shales. In addition, vein quartz occurring as small veins, veinlets and fissure fillings, and igneous rocks forming dykes, must be mentioned, although they constitute only a small percentage of the rock broken. The following is an account of the character and mineralogical composition of the various types.

This paper presents one of a series of digests of foreign mining legisla- tion and court, decisions which is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Latin America has been prepared from the best available information in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers, to whom it is being referred through the courtesy of the Department of State. Individual abstracts of the laws of each of the countries herein discussed have been prepared and published separately. This general summary is presented for the use of mining engineers and investors whose interests extend over the borders of a single country. It is also designed to bring out certain general principles of mining law and, so far as feasible, to indicate the trend of mining legislation in South and Central America. In order to gain perspective, the details of legislation are not com- pletely covered in this paper, but an effort has been made to bring out essential differences as well as points of similarity in the laws of the various countries. The course of legislation is first traced chronologically and the points discussed are then arranged in tables in somerhat greater detail. .Si. With a very few exceptions the existing mining legislation of Spanish America is a development, of the Spanish "Law Decree of Bases" (more briefly referr- ed to as the "Decree-Bases") of 1868. This in turn was influenced, particularly in its classification of minerals, by the French law of April 21, 1810.

Production levels at the Kidd Creek copper operation increased during the 1980's by expansion of both the smelter and refinery and by major modifications to equipment which was causing bottlenecks. As a result, there was a significant reduction in the unit cost, some manpower reductions and hence a significant increase in productivity. In the last two or three years, there have been no major expansion projects leading to unit cost reductions and yet these have still been attained. This has been achieved by the development and implementation of various techniques designed to maximize the inherent potential of the operators and maintenance employees. This paper will initially describe the operation but will then place emphasis on employee involvement through such methods as idea awards, incentive schemes, loss control and continuous improvement programs. Organizational changes are discussed, particularly with reference to changes from the traditional operator role to one which encompasses maintenance skills and to cross-training of maintenance employees into multi-discipline fields. The effect of these changes are discussed by a review of the salient plant parameters of safety, production levels, cost and quality.

The work covered in this report was done to meet the requests from many Government agencies for information on alleviating sludge difficulties in No. 6 (Bunker C) fuel-oil storage tanks. Accumulated sludge at times caused serious loss in tank capacities; pumps became overloaded or lost suction; strainers often required very frequent cleaning; fuel-oil heaters in some instances became fouled and inefficient; and gobs of sludge that passed the strainers interfered with good combustion. The requests also included questions regarding the usefulness in general of oil "additives" for preventing sludge and the relative merits of the many trade-named additives being marketed. Realizing that preventing such difficulties would result in substantial savings to the Government, an investigation was begun with the limited funds avail-able. Although various claims are made for No. 6 fuel-oil additives other than preventing sludge, only an investigation as regards the storage tank-sludge problem has been possible.
