One of the serious environmental problems related with the extraction of coal for carbon and energy resources is that upon preparation of coal a large quantity of fine coal has been discarded and/or lost to tailing impoundments. These problems present hazardous conditions to the local community. Also, the precious heating value of energy resources has been wasted and Left unrecovered in the tailing impoundments. Both RCR and SMRC ACTs recognize and mandate an investigation into slurry impoundment problems, including consideration of potential use of those coal fines in the tailing ponds. Bituminous coal producing district 46 encompasses the northern panhandle of West Virginia. The major producing seam in this district is the Pittsburgh coal, 1-7 meters thick. 75 percent of the coal producted in this district is deep mine. This district produces approximately 3 million tons of coal waste materials annually. One of the coal preparation plants in the district which we have visited has been processing Pittsburgh too. 8 seam coal for the past ten years. The characteristic data of the Pittsburgh raw coal is shown in Table 1. The raw coal produced in this district is characterized by its high heating value, high ash and high sulfur contents. The coal preparation plant flowsheet designed and used to process this Pittsburgh raw coal prior to 1979 is shown in Figure 1. It was a partial coal cleaning plant' with 1 092 mt/hr designed capacity, which consisted mainly of a coarse coal cleaning circuit. The rejected fine particles in the size range of -600µm which consisted of vorsiv underflow and cyclone underflow from clean coal streams and spiral classifier overflow from refuse stream were settled down in a thickener with the aid of anionic flocculant prior to being pumped to the tailing ponds for disposal. Figure 2 shows that the same coal preparation plant in Figure 1 was modified to a semi-complete coal cleaning plant and expanded its designed capacity to 1 820 mt/hr, when market of coal fines becomes feasible in 1979. Tabling in the clean coal circuit and thermal dryer in the dewatering circuit were added to the flow sheet. The purpose is to recover more coal fines, reduce more pyritic sulfur and ash contents in coal and also to reduce solid waste material to be stored into the slurry impoundment, giving them a Longer Life. The rejected fine particles fed to the thickener are clean coal fines from two cyclone overflows and the fine refuse from the rufuse cyclone overflow. The clean coal fines presently lost to the tailing impoundments are in the size range of -150 µm and constitute about 5 percent of the overall plant feed. Total amount of tailing waste material accumulated in a tailing impoundment is estimated at 1.3 million metricton for the past ten years.

Visit to the Datsun Nissan Company's body pressing and assembly plant at Rosslyn, Pretoria, and the Claremont-Danville Tunnel on 27th February, 1970. The excursion arranged for the 27th February to the Datsun Nissan motor car assembly plant at Rosslyn, near Pretoria, in the morning and the Claremont-Danville tunnel in the afternoon was well supported by some 43 members. The visitors were met at the factory by Mr Rademeyer, the Industrial Relations Manager, and members of his staff and were taken to the artisan training centre for light refreshments. There is a well-equipped training section with an air-conditioned lecture hall; we were told that such training facilities were important because of the cosmopolitan nature of the artisan staff. The visitors were divided into small parties and taken to the tool die and jig-making section, which is perhaps the key department for a factory of this nature. There the many dies for the presses in the body pressing section, as well as the complicated jigs for body welding are made. The technique for making the castings for the dies is interesting. A polystyrene model of the casting is embedded in moulding sand. In a neighbouring foundry molten metal is pressed into the headers and burns away the polystyrene, which leaves no residue, and this exactly fills the space occupied by the model. This rough casting is then machined in large copying machines (costing as much as Rl80 000). An exact plastic model of the surface of the pressing required, set up in juxtaposition to this casting is traversed by a master stylus which operates the slave milling cutter, thereby machining the surface to close tolerances. The machined casting is cleaned up by hand and finally finished in large spotting machines, using a blue dye to show up high spots, to the fine degree of accuracy required. The body pressing section was next visited. There the large number of pressed parts which make up a vehicle body are pressed out of special deep drawing steel plate. Some of the largest presses were capable of applying a pressure of 1 200 tons and cost as much as Rl85 000 each. The visitors then followed through to the assembly section where jigs are used to hold together the many pressings, which are then spot welded into body frames. The frames go to an assembly line where they are finished to the stage for painting. The continuous crawl painting assembly line carries the frames through all the stages of prime coating with zinc phosphate sprayed on in a tunnel, followed by immersion of the lower parts in a priming bath, then drying and spray painting and baking in tunnels. The body frames, after painting, join another assembly line, where the doors, upholstery and many fittings are attached. After this stage the completed bodies are lowered onto and attached to the chassis units which are largely assembled from imported parts (engines, transmission units, etc.). From the end of the line the completed cars are driven off to the trial track and then pass through a tunnel with powerful water sprays to detect leaks in the body work. The proportion of locally made parts is just on 45 per cent. An interesting aspect of the assembly organization is that, of the 140 or 160 cars completed each day there may be included some of each of the Datsun model as well as some Renault and Alfa Romeo models models which are assembled by this company. The change from one model to another several times a day does not present any difficulty to the organization. Each section of the assembly plant 'buys' the units from the preceeding section and 'sells' to the succeeding section. This means that the responsibility of each section ends when the unit is sold to the next section. The cost of repairing any faults found subsequently is charged to the section where it is found, which puts a powerful emphasis on meticulous inspections between sections to safeguard their costs. After the tour the parties assembled at the lecture hall where a lavish cold buffet luncheon was provided by the company. After luncheon Mr A. R. C. Fowler, on behalf of the Institute, thanked the Managing Director, Mr W. J. Wilson and his staff for this most interesting and well organized visit. The party then left for the Claremont-Danville tunnel. The tunnel is being driven by General Mining Federale Kontrakteurs through the Daspoort Range, Pretoria, to link the suburbs of Danville, near Iscor, and Claremont, which at present can only be reached by a nine mile detour. It is estimated that some 6000 vehicles per day will use the tunnel. Before entering the tunnel a short talk was given by Mr Ross who is in charge of operations. Slag fuming has remained a key process for the recovery of Zn, Pb, and minor elements in the integrated flow sheet at Teck Cominco's Trail Operations for more than 75 years. Since the start-up of the KIVCETTM process and the #3 slag fuming furnace in 1997, a range of process intensification projects have been completed to improve metals recoveries and throughput based on improved process control, mechanical modifications, and, most recently, the implementation of oxygen enrichment of the blast air. This latter project, initially named 'nitrogen depletion' and now 'nitrogen oxygen performance enhancement' (NOPE), is the primary focus of this paper. NOPE reduces the amount of heat required to heat the inert nitrogen gas, and therefore more of the energy input can be used for reduction. It also frees up boiler capacity because the inert nitrogen gas does not then have to be cooled down. A dynamic METSIMTM model was developed to determine the opportunities to improve the process capacity and heat balance to both assist with justifying the project and to verify the observed furnace behaviour. Several process safety management issues were also addressed and a few key minor mechanical modifications were made to allow the project to proceed to commercial implementation at 25% blast air oxygen enrichment. Short term plant trials have confirmed the model predictions. The first three months of a long term, continuous trial showed a 6% increase in zinc fuming rate from average furnace performance despite the implementation of a KIVCETTM fluxing change to assist with minor element recovery that was expected to negatively impact the zinc fuming rate by 3 to 5%. This encouraging result is also in line with the model predictions.

"Effective management and mitigation of pit slope instability in open pit mines begins with a comprehensive slope monitoring programme. The ability to differentiate between non-critical pit wall movements due to rebound or relaxation of the excavated slopes and movements that may be indicative of slope failure is important for maintaining a safe working environment and maximizing production. Slope failure prediction methods using velocity, acceleration, and strain criteria have been introduced and put into practice over the past few decades. Forty-eight slope failures with surface monitoring data are presented and assessed using the strain-based failure prediction approach, with consideration of the quality of the rock mass and the potential failure mechanism. The results indicate that the strain-based approach can be used to provide general guidance regarding strain thresholds for pit walls for a variety of failure modes in diverse geological environments. The advantages and potential drawbacks of the strain-based and other slope failure prediction methods are discussed. The importance of implementing a pit slope monitoring and performance evaluation system early in mine development is also emphasized. IntroductionThe successful prediction of the Manefay Slide pit slope failure at Bingham Canyon at 9:30 am on 10 April 2013 (Engineering and Mining Journal, 2014) highlighted the importance of having a comprehensive slope monitoring system that provides an accurate prediction of the time of failure of an open pit slope. Using most of the geotechnical monitoring tools available, the time of the failure was predicted within hours and equipment and personnel were evacuated from the pit well in advance of the failure. The operation of Kennecott's Bingham Canyon copper precipitation plant, one of the world's largest, is described. This description includes a brief historical review of precipitation at Bingham and the general layout and operation of the present cone cementation facility. Current practices are based on results of studies undertaken to define improvements needed in each unit operation. These improvements were required to meet changing plant conditions and were implemented primarily within the constraints of the existing facilities. Specific unit operations included were the cone precipitators, the cone discharge thickener, the cone effluent settling basins, and the plate and frame filter presses. As a result of these improvements, loss of precipitated copper decreased and the degree of precipitation increased, raising copper recovery by 9 t/d. At the same time, iron consumption was reduced by 22.5 t/d. Problems in drying the cement copper were also overcome so that a product containing 12 - 15% moisture could be consistently delivered for smelting.

In 1986, the Bureau of Mines conducted a probability sample survey, Mining Industry Population Survey, to measure such employee characteristics as occupation; principal equipment operated; work location at the mine; present job, present company, and total mining experience; job-related training during the last 2 yr; age; sex; race; and education. The population estimates are necessary to properly analyze the Mine Safety and Health Administration (MSHA) injury (includes illness and fatality data) statistics; that is, to compare and contrast injury rates for various subpopulations in order to identify those groups that are exhibiting higher than average injury rates. This report uses the survey's results to characterize the U.S. coal mining workforce from March through September 1986. A companion report, Information Circular (IC) 9193, "Characterization of the 1935 Metal and Nonmetal Mining Workforce:' provides similar information for the U.S metal and nonmetal mining industry.

Steel mill electric arc furnace dust is a RCRA listed hazardous waste and its treatment and/or disposal are regulated by a complex set of rules. These regulations were originally established to encourage recovery and recycling of valuable components. For EAF dust, the more valuable constituents include zinc, lead, cadmium and iron. In fact, current trends are in the opposite direction, as the regulations have complicated the ability to commercialize new treatment technologies and created substantial roadblocks and liabilities for processors. As a result, almost half of the EAF dust generated in 1997 will be landfilled. The problems are compounded by difficult processing requirements, less than sterling examples of technology development and mechanical and operating problems. This paper explores some options to simplify the processing requirements and thereby easing difficulties in commercializing new technologies and expediting the recycling of recovered metals. Dust processing usually includes a simple step followed by two complicated steps. The simple step is fuming of heavy metals away from iron and other residues. The complex steps are (1) separating and purifying the heavy metals and (2) upgrading the iron residue. The first complex step can be simplified by producing an intermediate product that is amenable to processing by zinc refiners. This route benefits from the currently underutilized (by dust processors) resource offered by refiners, who have experience in and existing processes for separation and purification of zinc-based heavy metals. Various processes and their associated product options are reviewed and compared. Future directions for dust processing developments are suggested.

The successful application of the science of rock mechanics to the practical problems of coal mine design requires the acquisition and reduction to useable form of large amounts of field and laboratory data, and the construction and analyses of numerous geostructural models containing a wide variety of geometric and physical strength variables. Typically, the rime constraints placed on a new mine design project coupled with the inherent complexities of a good rock mechanics study combine to limit the applications of rock mechanics to the most rudimentary level. To facilitate a better application of rock mechanics to mine design problems, an interactive software package has been developed for use on a graphic mini-computer system that serves to aid the engineer in the timely and efficient analyses of rock mechanics data and geostructural models. The first phase of the rock mechanics package solicits the input of the raw geologic and rock strength data, analyzes and arranges this data in a logical manner, produces complete listings and statisitical summaries of the various rock properties, and stores the data on magnetic tapes and disks to serve as a future Rock Mechanics Data Base. The second phase of the software package provides for the analyses of a variety of geostructural models using a wide variety of geometric variables coupled with the rock strength data stored in the Rock Mechanics Data Base. This software package allows for the evaluation of numerous geostructural mine models for the design and selection of mine roof support and pillar systems (see Table l).

To prevent coal dust explosion propagations, rock dust needs to be lifted and suspended in the air with the coal dust during an explosion. The addition of anti-caking agents prevents caking of rock dust in the presence of water. Mining and rock dusting processes can frequently create alternating layers of rock dust and float coal dust on mine surfaces. For this test series, a thin layer of coal dust was distributed on top of a layer of either treated or non-treated rock dust in the Experimental Mine Barbara, Poland. The experimental results compare the effectiveness of treated and non-treated rock dusts to attenuate a propagating coal dust explosion initiated with either strong or weak methane explosions. Experimental results indicate that the treated rock dust performs better than non-treated rock dust in arresting a propagating explosion, especially in the presence of moisture.

The objective of this paper was to determine if recent advances in numerical electromagnetic wave propagation modelling techniques could be used to study the propagation of GPS signals over arbitrary terrain. Specifically the effects of diffraction and multipath were to be modelled accurately for propagation over arbitrary terrain surfaces defined by a digital terrain model. Ideally the model was to be in three dimensions and cover an area of a few square kilometres with a simulation height of a few hundred metres. Simulations were to run on current technology PC's with run times less than a few hours. A relatively new technique that involves a numerical solution to the Parabolic Equations can be used to solve for two-dimensional propagation over any type of terrain. The PE provides a direct solution of Maxwell's wave equations by approximating the Helmholtz scalar wave equation. This technique does not rely on the study of individual ray paths as used in the Geometrical Theory of Diffraction (GTD). It was decided to develop a two dimensional Parabolic Equation code, using the Fourier Split/Step method that allowed propagation over arbitrary terrain (; ; ). The model boundary conditions assumed that the satellite transmission was a plane wave, and that the lower boundary was a perfect reflector. Propagation simulations from the model accurately provide the amplitude and phase of the propagated plane wave at all points within the model domain. The PE model was used to study the effects of diffraction and multipath caused by various types of terrain commonly found in an open cut mining environment. The study of diffraction errors was relatively simple, because we are simply concerned with amplitude of the signal as it diffracts about an obstacle. If the amplitude is above the level receivable by a GPS receiver then the diffraction error can be obtained from the geometry of the terrain obstacle. The study of multipath is more complex, as the computed phase from the PE model is ambiguous and the presence of multipath can only be inferred. Thus the absolute magnitude of the nmltipath error is not currently determinable, though the results of some new work is shown here. This paper shows that diffraction effects can cause significant errors in range. It also shows the effects that multipath has on the received amplitude of the signal and the received phase of the signal. A discussion is made of further work that is presently underway that will allow the direct determination of the multipath error by comparing the ambiguous phase with a reference phase.

Inco's Copper Cliff Smelter Complex produces some 11 5,000 tonnes per year of nickel and 120,000 tonnes per year of copper. The Smelter flowsheet has changed a number of times over the years. The most recent changes were effected in the mid-1980's in response to new realities in metal markets and heightened awareness about the workplace environment. By 1994, the flowsheet will undergo yet another metamorphosis as part of Inco's SO2 Abatement Program. The paper discusses the improvements implemented during the 1980's and projects the processing in the Smelter through 1994.

PT Freeport Indonesia, a subsidiary of New Orleans-based Freeport McMoran Copper and Gold of New Orleans, operates a large mining complex on the Western half of the Island of New Guinea in Tembagapura, Irian Jaya, Indonesia. The IOZ (Intermediate Ore Zone) mine, one of the underground orebodies, is mined by block caving. The area affected by the cave collects a large quantity of rain and ground waters mixing with fine rock particles. The mixture, commonly called æwet muckÆ, sometimes spills into drawpoints and makes the working environment hazardous to the loader operators. Wet muck is observed in an increasing number of drawpoints in the IOZ mine and remote LHD (Load-Haul-Dump) technology has been implemented to handle the ore. The driving force for this automation project has been the safety of the loader operators. The system has been developed mainly in-house and incorporates state-of-the-art features. Up to eight remote loaders and nine rock breakers are controlled from an underground control room located approximately 400 metres from the active extraction panels. The two underground crushers and nine conveyor feeders are also operated remotely from an adjacent control room. The development of FreeportÆs remote system has taken time and considerable effort. Not only the success of the IOZ mine was at stake but also the fulfillment of environmental commitments pertaining to the mill tailings. Approximately eight per cent of the mill feed must come from underground skarn deposits to neutralise the acid-generating tailings generated by the huge Grasberg open pit ores.

Sohio Petroleum Company's new L-Bar uranium mill near Grants, New Mexico. refines 2722 kilograms of yellowcake daily from 1360 metric tons of ore produced at Sohio 's J.J. No. 1 mine and other nearby mines. This paper follows the ore from the mine through the various processing steps - semi-autogenous grinding, acid leaching , countercurrent decantation, solvent extraction , ammonium diuranate precipitation, washing and drying, and tailings disposal.

Profiled on these pages are the eight RMCMI 1994-95 Scholarship Award Winners. Six of the eight winners were present as guests of the Institute at the June convention in Crested Butte, Colorado. Each received recognition at the Institute Awards Luncheon Monday. June 26, 1995. Each state vice president served as the host for the collegiate winner. The first and last winners - Arizona and Wyoming - were absent. Besides receiving a plaque from the Scholarship Chairman, Alan Czarnowsky, each winner receives $750 tuition credit for the coming academic year, as well as transportation, hotel lodging and meals at convention as guests of the Institute. This latter portion is paid by each state vice president. Because this is a continuing award, the winners from the previous year also receive a second $750 for tuition credit in their senior year. A resident from each of the eight RMCMI member states is selected from among Board approved institutions. Criteria for these awards to be made in the spring annually is that the recipient (1) Is a full time sophomore student who will use the tuition credit during the junior year. (2) Be both a U.S. citizen and a resident of the member state. (3) Maintain good academic standing, be pursuing a degree in a mining related field and have an expressed interest in Western coal as a possible career path. The scholarship program includes curricula other than in the mining departments, but in engineering disciplines, such as geology, mineral processing and metallurgy. Contributions to this worthy project are tax deductible to each individual RMCMI member or his firm. This study addressed the separation and recovery of vanadium(IV), iron, and titanium from synthetic and real leach solutions of vanadium-bearing titanomagnetite using extractant P204 (di-(2-ethylhexyl) phosphate) and P507 (2-ethylhexyl hydrogen- 2-ethylhexyl phosphonate). Based on the speciation analysis of vanadium in sulfuric acid medium, the single-stage extraction efficiency of vanadium, iron, and titanium was 94.21%, 3.45%, and 5.32%, respectively, under the optimal extraction condition of P204-P507 concentration of 15% (v/v), P204 to P507 ratio of 3:1 (v/v), TBP (Tributyl phosphate) concentration of 5%, sulfonated kerosene concentration of 80%, initial pH of 1.8, contact time of 8 min, and phase ratio (O/A) of 2:1. By confirming the predictions of the McCabe-Thiele diagram, a five-stage countercurrent extraction was carried out and the desirable extraction efficiency for vanadium reached 98.13%. The maximum co-extraction coefficient and distribution ratio of vanadium were 2.58 and 26.23, respectively. The stripping efficiencies and concentrations of a vanadium-rich solution by three stages of countercurrent experiments with 20 vol.% sulfuric acid reached 99.14% and 0.58 g/L, respectively, while almost all of the titanium remained in the organic phase. The mechanism of synergistic extraction between hydrogen ions of P–O–H and VO2+ in acidic conditions was confirmed by ATR-FTIR spectroscopy and molecular structure derivation. Besides, the separated impurity ions ( Fe2+) after oxidation, precipitation, and roasting process form a qualified iron oxide pigment with a total iron content of 97.2%.

A process was investigated for preparing Specification-grade nickel (containing less than 1 percent cobalt) by stripping it electrolytically from a nickel sulfate-boric acid solution and using the stripped electrolyte for the preferential dissolution of nickel from basic carbonates of nickel and cobalt. The basic carbonates were produced at the plant at Nicaro, Cuba, owned by the U.S. Government. Determination of the optimum conditions for deposition of Specification-grade nickel indicated that the upper limit of cobalt concentration was 0.1 gram per liter. The pH, temperature, and concentrations of nickel and boric acid in the electrolyte were not critical. An aluminum cathode and two lead anodes were used at a cathode current density of 1.2 amperes per square decimeter.

NINETEEN FORTY-SIX was an eventful year for the mineral industries. Perhaps the most significant development was the socialization of industry in Great Britain, initiated in 1945 but carried to fruition in the coal industry in 1946. On Jan. 1, 1947, management of the coal industry will be vested in a National Coal Board, responsible to the Ministry of Fuel and Power. A sum of £164,660,000 has been provided to compensate private owners for assets transferred to the Board. The British coal industry has been a problem for many years. Production has declined to a point where serious shortages of fuel for domestic needs have developed. Exports have dwindled to a small fraction of the previous trade. Costs have increased greatly, and quality has deteriorated. The industry's physical plant has not kept pace with the rapidly mounting wage scales in recent years. Some claim that the best and most accessible coal reserves of Britain are heavily depleted. The industry has been harassed by difficult labor problems, including bad morale among the workers and a shrinking labor force.

Drilling and blasting with explosives in mining operations near communities require careful planning to mitigate socio-environmental impacts. Ground vibration, noise emission, flyrock, and dust dispersion are factors that may trigger conflicts with local populations. However, large-scale operations demand high productivity and intense material handling, making it essential to balance operational performance with impact control. The adoption of best practices, combined with advanced monitoring and mitigation technologies, enables sustainable mining even in proximity to inhabited areas. This study proposes the use of double and triple-deck blasting techniques with large-diameter boreholes (12 ¼” – 311 mm), addressing the sizing of charges and decks, as well as measures aimed at reducing noise perceived by nearby communities. The approach seeks to maintain the use of large drilling rigs already present in the operation, avoiding costs related to premature equipment replacement or expensive alternatives, while minimizing environmental and social impacts and promoting a more balanced and responsible mining model.
