"How Wall Street Darling Molycorp Undermined the U.S. Economy, Degraded our National Security and Distorted the Global Economic Balance and How These Falsehoods Continue to be Promoted Even Today INTRODUCTION & SUMMARY In 2007 the Molycorp Mountain Pass rare earth mine was resurrected from its desert-grave in California by its then-owner Chevron Mining. Responding to elevated rare earth prices Chevron began processing on-site rare earth concentrates left over from past mining operations that were terminated in 1998i. Chinese demand had sparked what was being described as a commodities super-cycleii. Commodity prices were on the move. Wall Street smelled opportunity. In 2008 Goldman Sachs, Pegasus Partners, Resource Capital Funds, Traxys North America LLC and Carint Group LLC acquired the mining assets from Chevron. In an environment of ever-declining ethical standards and regulatory consequences the private capital group and their investment bankers would bring Molycorp to market. Molycorp, with its high powered investment banking team of Morgan Stanley and J.P. Morganiii, easily dominated the contest. Molycorp promoted itself, largely based on its past operating history and proven reserves, as the best company to challenge China’s monopoly control over the production of rare earths: a group of elements critical to most advanced technologies and U.S. defense systemsiv. Most of Wall Street’s hottest investment sectors were dependent on these materials: alternative energy, green technologies, computing, personal communications, advanced electronics and defense systems. By late 2010 there were dozens of prospective rare earth start-up ‘mining companies’ seeking capital. Eventually the number of prospective rare earth mining companies seeking capital exceeded 400, despite the reality that supply requirements of this market were disproportionally small when compared to other natural resource sectorsv. In the world of finance ‘smart money’ picks the winners. Consequently just twovi projects attracted nearly all of the capital (Molycorp and Lynas). Wall street picked Molycorpvii. This paper will primarily focus on Molycorp. By early 2010 the words “Molycorp” and “Rare Earths” electrified many people in the mining industry, most non-Chinese manufacturing technology companies, U.S. & allied defense contractors, technocrats in the U.S. national security community and eager investors across most of the world’s stock markets. It was the hottest story of the yearviii. The financial, technology and defense press coverage verged on euphoric: heaping fuel on fuel until the highly combustible Molycorp-pyre cast a long shadow over all of its rivalsix. When the IPO match was lit the spectacular flaming pyre sucked all of the oxygen out of the rare earth spacex. Molycorp was ranked the most lucrative IPO of 2010, resulting in record breaking profits to its private investors and massive returns for its early stock holding investors."

THE following notes, prepared in 1908, as the result of a personal examination and extensive explorations under my direction in 1906, have been revised and greatly augmented after two subsequent visits and further explorations in 191.0. The hard iron-ores of the south coast of Oriente Province, in the island of Cuba, have been known for many years, in fact one mine has been in operation for more than 20 years ; but it is only within the past four years that the large mantle-deposits of brown ores of the north coast have attracted serious attention. A. C. Spencer 1 has described these ores in a paper, entitled Three Deposits of Iron Ore in Cuba, which refers to the Mayari, Moa, and Cubitas deposits. C. M. Weld,2 in a scholarly paper on The Residual Brown Iron-Ores of Cuba, has discussed the character and possible genesis of these deposits with particular reference to the Moa field, calling attention also to the Taco and Navas fields in addition to those described by Spencer. Descriptive articles with reference to the Mayari field, and a few words about the Moa deposit, have also appeared.3 It is the purpose of the present paper to give some account of the exploration of the Moa deposit and to call attention to its commercial importance. LOCATION. The Moa district is situated on the north coast of the . Province of Oriente, which is the most easterly province of the island of Cuba. A gaseous chlorination process for hydrometallurgical treatment of a chalcopyrite concentrate was investigated. The overall process is visualized to consist of low temperature chlorination-selective oxidation, followed by aqueous chloride leaching and SX-EW for producing electrolytic copper elemental sulfur and ferric oxide. In this article, the chlorination phase of the processes is described. Initially, the chlorination behavior of chalcopyrite-concentrate micro-pellets was investigated using a small batch-type fluidized bed reactor. The optimum conditions thereby established was used in continuous chlorination tests. The chlorinated products thus prepared were used in the selective oxidation phase of the investigation.

Synthetic fluorphlogopite mica (KMg3AlSi3010F2) is a relatively new product developed at the Norris (Tenn.) Station of the Bureau of Mines, Thermodynamic data have applications both in the production and use of this product, and the work described in this paper was undertaken to fill the need for such data. Measurements were made of the heat of formation at 298° K., the heat capacity between 50° and 298° K., the entropy at 298° K., and the heat-content and entropy increments between 298° K. and a maximum of 1,804° K. These basic data are combined to obtain heats and free energies of formation of the mica from the elements and from molecular constituents at temperatures ranging from 298° to 1,800° K. Minimum heat requirements to form melted mica from commonly used ingredients were calculated.

He then attended the University of the Witwatersrand, where he obtained a B.8c. (Min. Eng.) in 1959. Mr P. T. Fewell was born and educated in the United Kingdom. After obtaining the degree of Bachelor of Engineering (Mining) in 1958 at Sheffield University, he emigrated to South Africa. DtP. R. Jochens, Pr. Eng., has been a member of Council since 1974, serving as President in 1980-1981.

Studies such as the investigations into the solubility of gases in crude oil under various conditions, which have been carried on during the past three or four years, are very interesting from an academic point of view, but this consideration alone is hardly sufficient to warrant the large contributions from the industry necessary to maintain them. Some definite benefit to the industry as a whole should be forthcoming. The purpose of this paper is to direct the attention of company engineers, and company executives, to some of the ways in which the information gained from these studies can be made directly profitable. This work has two principal economic aspects. One affects the investment budget, and through it the financial requirements of the companies. The other affects operations, and through this course is reflected in current earnings. It will be shown that, as a direct result of the investigations into gas solubility, undertaken in the recent past by various investigators, it is now possible: 1. To determine more accurately the amount of reservoir oil originally present. 2. To obtain closer control on operating conditions, to effect more economical recovery. 3. To predict earlier and more dependably when and how much surface lifting equipment will be needed. 4. To reduce, or entirely avoid the very large investment in gasoline recovery equipment now frequently found necessary. 5. To control the gravity of the pipe-line oil so as to secure the greatest possible revenue from the products of the well. 6. To effect the recovery of a large amount of gasoline now wasted while the practicability of a gasoline recovery system is being decided. 7. To plan operations, by comparison with the history of old properties operated without this new information, so as to avoid the mistakes of ignorance made in the past. These points will be discussed in the following pages, though not necessarily in the order stated. There is so much overlapping of the points themselves, and of the data from which they have been drawn as conclusions, that to treat them in any particular order would require

In its work on mineral wastes the Bureau of Mines is studying losses in the melting of nonferrous metals and alloys. The greatest of these losses is that of zinc through volatilization in brass melting, but another and considerable loss is that of aluminum and its alloys in the melting of finely divided material. In order to get some idea of the magnitude of the loss in melting aluminum scrap and to find out what methods of melting were used information was gathered in regard to present practice; also experiments were conducted to obtain some data on the relative merits of different methods. As the experiments could be made on a laboratory scale only, they were not expected to solve the problem entirely, the object in making them being rather-by indicating which methods were of greater promise-to narrow the field over which largescale tests and comparisons need be made by those commercially nterested in the problem of melting scrap aluminum.

THE annual meeting of the Woman's Auxiliary to the A.I. M.E. is always held in New York, in con- junction with the annual meeting of the Institute in February. Business sessions, teas, dances, a theater party, luncheons, excursions, and many other interesting activities filled the four days to overflowing. In all ,216 women were present, from all parts of the United ,/ mates, and there were several from Canada. On Mon- ' day not only the visitors, but the New York members also, gathered around the registration desks, where Mrs. E. N. Wolfes, Mrs. S. J. Jennings, and Miss Georgene Davis saw that everyone was properly registered and provided with tickets to whatever functions she desired to attend. Greetings were eagerly ex- changed as friends met at the luncheon on the fifth floor, where the hostesses of the day were Mrs. J. D. Handy, Mrs. T. T. Read, Mrs. Sidney Rolle and Mrs. H. J. Wolf. In the afternoon, there were visits to art galleries and other interesting exhibits, arranged by Mrs. Frederick Laist. Mrs. W. H. Bassett was the hostess at a very delightful Thé damant at the Italian Gardens of the Ambassador Hotel. Many of the men attended this function also. In the evening the visiting ladies were entertained at a theater party, with Mrs. Wilbur Judson as hostess. The play that was seen was Gorki's "At. the Bottom."

"The St-Honoré carbonatite complex, located 8 miles north of Chicoutimi, Quebec, was discovered in September 1967 as abnormal radioactivity was detected in the course of SOQUEM's aerial surveys. The complex, covered by a shallow layer of Trenton limestone, has been explored by aeromagnetic, ground gravimetric and magnetic surveys, and 12,013 feet of diamond drilling. Its age, from potassium-argon dating, is 650 million years. The carbonatite is approximately kidney-shaped and has a surface area of 6 square miles, 20 per cent of which is explored. It shows a central core of coarse-grained massive dolomitic carbonatite and an outer ring of foliated dolomitic carbonatite.The exploration work to date has resulted in the discovery, in the foliated carbonatite, of an incompletely drilled niobium (columbium) zone of pyrochlore-bearing carbonatite, at least 1,000 by 800 feet in size. This zone contains 5,000 tons per vertical foot grading 0.86 per cent Nb205 or at least 15,000 tons per vertical foot grading 0.66 per cent Nb205 or 45,000 tons grading 0.48 per cent Nb20s. The pyrochlore contains an average of 64 per cent Nb,Os. The central core contains a zone of rare-earth-bearing carbonatite (as monazite), grading up to 4.5 per cent rare-earth oxide, 3,500 ppm zinc and 290 ppm molybdenum. Stocks of nepheline syenite and magnetite diorite accompany the carbonatite. The total analysis and trace-element contents of typical rocks are presented."

Minerals are certainly where they are found. The undemocratic distribution of the world's mineral wealth has created an incongruous inbalance: mineral-rich, scarcely populated countries supply highly-populated industrialised countries that in turn consume more minerals than they produce. This has been as much a generating force for colonisation, invasion, and war as religion, political ideals, or megalomania. The Industrial Revolution of the seventeenth century was born in Britain, a country with large domestic resources of coal, iron, lead, zinc, copper, tin, etc., as well as a large population. As consumption outstripped production imports filled the gap, particularly from its worldwide colonies. For example, when Canada was founded in 1867 more than 905 of its investments were British financed, and much of these were mineral-based. The British made similar investments in South East Asia, Australasia, the Caribbean, and elsewhere, as did the other industrialised Western European countries hungry for raw materials. Later the United States emerged as a leading industrial power, again due largely to its abundant natural resources. Consumption soon exceeded production and foreign sources were saught. American business went exploring abroad ant many a mineral resource was developed almost totally on the basis of the US market many .thousands of miles away. Closer to home, Canada was also an obvious target for the US with its rich mineral resource base, small population, and geographical juxtaposition, so much so that about the time of the 1914-18 War the US took over from Britain as the major investor in Canada, and this peaked in 1967 when the US accounted for 80% of the country's foreign investment. After the 1939-45 War Japan joined the ranks of the USA and Western Europe as industrialised powers, and they too searched the world for the deposits lacking in their homeland.

The extent to which coal mines have installed various types of haulage systems and mining machines is a subject about which there is little definite information available in convenient form for the country as a whole . A few State mine inspectors include in their annual reports such information for their respective States , but uniform data for the United States have not until recently been compiled . Several years ago the Bureau of Mines compiled from one of the standard mining directories * a statement showing the kinds of machines and haulage used in coal mines . The first statement was prepared from the 1918 edition of the directory in which detailed descriptions of coal mines were given . The information presumably related to the calendar year 1917. Similar statements have been compiled from the directories for 1919 , 1920 , and 1922 , the statement for 1921 having been omitted because the directory for that year did not become available . The latest statement is given below and is based upon the directory for 1922. It relates to conditions prevailing in 1921 , and covers a total of 7,088 coal mines . Of these , 5,064 mines . or more than 71 per cent , were using animal haulage . As compared with the total number of all classes of mines , those in the animal - haul age group constituted 71.4 per cent , the percentage having remained practically stationary during the past four years , although the actual number of mines in the group has increased . Rope haulage was reported by 1,066 mines , or 15 per cent of the total , representing a larger number of mines than in 1918 , but a decrease of 2 in the percentage for the group as compared with all classes of mines . Electric haulage was reported by 3,274 mines (46.2 per cent ) , and the number of motors in use was 11,265 . The percentage of mines in this class has not changed materially, but the actual number of mines has shown a gain of about 900 during the past four years . Compressed-air locomotives have not increased either in actual or relative number , the percentage for the past year being but 1.2 . The number of mines using storage- battery locomotives has increased from 3.6 per cent of the total shown four years ago , to 9.8 per cent for last year, the latest figures showing 693 mines with 1,428

Cable sheaths made from common lead have been used to protect underground cables since the beginning of the power-cable industry. Only within the last few years, however, has a systematic study of the production methods and of the causes of failures in cable sheathing been undertaken. Recent increases in the use and demands for service made upon power cables have emphasized the importance of high-quality cable sheaths. It was customary for the users to attribute the cause for their sheath failures to the lack of purity of the lead, but this contention has not been borne out by field and laboratory inspection of the sheaths. During the past two years the writers have had an opportunity to examine various types of sheaths that were removed from power cables after failure. These samples were obtained from various parts of the country and represent, it is supposed, the production of the principal cable manufacturers. Aside from corrosion, the common field difficulties can be classified either as mechanical or structural, as outlined below, and when structural irregularities are found they can all be attributed to manufacturing causes and in no way reflect the purity of the lead. These Leading Practice Guidelines for Mineral Processing (LPGMP) were prepared by the Sub-Committee on Leading Practice Guidelines for Mineral Processing. The Sub-Committee reports to the Executive Committee of the Canadian Mineral Processors (CMP) which is a Technical Society of the Canadian Institute of Mining, Metallurgy, and Petroleum (CIM) and incorporates those members of the CIM who are concerned with the processing of mineral deposits. The LPGMP covers the involvement of mineral processing professionals, referred to as Practitioners in this document, in providing inputs to the estimation of Mineral Resources and Mineral Reserves and providing technical content for internal reports as well as public reports on mineral projects as required under National Instrument 43-101 Standards of Disclosure for Mineral Projects (NI 43-101). The LPGMP supplement the CIM Exploration Practice Guidelines (2018) and the CIM Estimation of Mineral Resources and Mineral Reserves Practice Guidelines (2019) which are referenced in Companion Policy 43-101CP to NI 43-101 and recognized internationally. The LPGMP consist of 3 sections: • Principles of Process Support in Mineral Resources and Mineral Reserves Estimation; • Appendix A – Use of Supporting Studies in Process Evaluation and Assessment for NI 43-101 Documentation; • Appendix B – Glossary of Terms Relevant to the LPGMP. The LPGMP deal primarily with the description of leading practice as it applies to the mineral processing and extraction of base metals, precious metals, and other mineral products by the application of mineral processing technology. Other commodities may be considered with future updates of these guidelines. It is expected that this is a ‘living’ document and that these guidelines will develop in the future to address the requirements of the mining industry, investing public, and mining professionals involved. Clarifications and changes to these guidelines will be done under the guidance of the Executive Committee of the CMP.

In 2013 the Mopani Copper Mine Mufulira plant in Zambia embarked on a project that was aimed at improving concentrator recoveries. The project commenced with the automation of the milling and flotation circuits. This involved the installation of new instrumentation, namely measurement devices and actuators, and the connection of these to new programmable logic controllers (PLCs).The infrastructure changes were followed by the implementation of basic proportional-integral-derivative (PID) controllers on the PLCs. Supervisory control and data acquisition (SCADA) interfaces were also implemented to allow for switching between controller modes, inputting of setpoint variables and to provide a visual display for process monitoring. The final phase of the project involved the installation and commissioning of advanced process control (APC) solutions on the milling and flotation circuits. This work was carried out by Mintek over 21 on-site days. The APC solutions included the MillStar and FloatStar suites of advanced controllers.The MillStar control suite focused on stabilising the mill feed and mill discharge on the two primary mills as well as the flotation circuit feed. Mintek’s CyLas instruments, which provide a measurement of the hydrocyclone underflow angle, were also installed. The measurements were incorporated into the discharge stabilisation control on both milling circuits. The FloatStar level stabiliser controller provided flotation cell pulp level control on fourteen cells, including two columns.Performance tests showed that the Mintek APC system stabilised the mill feed and mill discharge while ensuring the process remained within operational constraints. The MillStar control system utilised the CyLas instrument to prevent roping on the hydrocyclone underflow. This was not always achieved under normal operation. Additionally, the flotation section was stabilised as a result of improved level control by the FloatStar control system.Performance comparisons showed that the Mintek control system improved the operation of the milling and flotation circuits resulting in a greater copper recovery.CITATION:Naidoo, A, De Gee, B E and Viviers, N, 2014. More than 500 fires are now burning in abandoned coal waste banks and coal deposits in the United States. Once established, such fires can burn for decades, and extinguishing them by conventional methods such as surface sealing to exclude air, excavation to remove fuel, or flushing to cool the fire zone is usually difficult and always expensive. Burnout Control, a technique developed by the Bureau of Mines for the control of abandoned coal fires, involves the accelerated combustion of coal in place with total management of the heat and fumes produced. A burning waste bank or mine is placed under negative pressure relative to the atmosphere, and heat and combustion products are drawn from the combustion zone through an exhaust ventilation system. Heat produced appears as sensible heat in the exhaust, at temperatures as high as 1,0000 C (1,832° F), and could be recovered for the production of steam, hot water, process heat, or electricity. The Bureau's first held field demonstration of Burnout Control was at Calamity Hollow in Allegheny County, PA (near Pittsburgh). Calamity Hollow was the site of an underground mine in the 1900's and was surface mined in the 1940's. In the winter of 1961-62, a fire of undetermined origin was discovered in the exposed coal. In 1963, the Bureau constructed a trench barrier around the fire and a surface seal over the affected area. The fire was isolated but not completely extinguished. In 1979, when the Bureau began work on the Calamity Hollow Mine Fire Project to demonstrate controlled burnout, the fire was still smoldering on the hot side of the trench barrier. The project, which was begun in December 1979 and ended in July 1982, consisted of the design, construction, operation, and subsequent dismantling of a Burnout Control ventilation system. This report is the fifth in a five-part series that describes the Calamity Hollow Mine Fire Project. The first report, part 1, describes the design and construction of the field installation. Part 2 will present the results of a continuous 4-month burnout operation. (Because part 2 involves the analysis of a substantial body of data, it will not be published until after publication of parts 1, 3, 4, and 5.) Part 3 describes the instrumentation used to control and monitor the progress of the burnout operation. Parts 4 and 5 deal with the closeout phase of the field demonstration. Part 4 describes the procedure used to quench the fire, and this part (part 5) describes the final excavation and backfilling of the heated zones. The reports in this series document the Calamity Hollow controlled burnout demonstration which showed that (1) controlled in situ combustion is a feasible method for controlling underground fires in abandoned mines, (2) the resultant thermal exhaust output is sufficient for energy utilization, and (3) water injection-fume exhaustion is a potentially effective method for cooling large underground fire zones. Further investigations of both Burnout Control and the water-injection-fume exhaustion quenching procedure are planned.

Equations expressing the vapor pressure) and the heat and free energy of vaporization) as functions of temperature were developed by numerical analysis based on the sigma-plot method. It was found that the vapor pressure of any SnCl2-ZnCl2 mixture) at any temperature within the range of this investigation) could be accurately calculated from the derived values for the heat and free energy of vaporization for the mixture, with a probable error of 0.01 cm Hg or less.

A special high-pressure Burnett-type compressibility apparatus was constructed and used to determine compressibility factors for pure helium, pure nitrogen, and nine helium-nitrogen mixtures containing 89.47, 79.04, 69.69, 60.09, 49.24, 41.02, 30.99, 20.53, and 10.67 mole-percent helium. A total of 161 runs were made consisting of 2,355 observed pressures. Data were obtained at 0°, 25°, and 50° C and at pressures to 1,000 atmospheres. A power series in the reciprocal volume, commonly called a Leiden series, is used to represent the compressibility factors. Three parameters in the series are required to represent helium, five parameters to represent nitrogen, and from three to five parameters to represent the mixtures. Compressibility factors are believed to be accurate to better than 0.1 percent over the entire pressure, temperature, and composition range.

[THE COMPOUNDS of strontium were confused with those of barium until 1790, when A. Crawford discovered that the mineral strontianite, long believed to be a barium mineral, was a compound of a new element. This discovery was confirmed 2 years later by I. C. Hope. The mineral was named strontianite because it was found near the town of Strontian in Argyllshire, Scotland. In 1808 Sir Humphrey Davy isolated strontium metal by the electrolysis of fused chlorides. Celestite (strontium sulfate) and strontianite (strontium carbonate) are the principal strontium minerals. Because of its more widespread occurrence, celestite is more important commercially.]
