During the World War Leadville was an important producer of manganese and maganiferous ores for then steel industry. Normally, the market for these ores is limited to the requirements of the local steel mill at Pueblo for low-grade ores used in making, basic pig iron containing 1 to 2 percent Mr and spiegoloison containing 20 percent Mn, but during the war and a brief period of postwar readjustment, a good deal of 25- to 40-percent manganese ore qua shipped to in-stern steel-manufacturing centers. Throughout the active life of the camp, manganiferous iron ore carrying a little silver and lead and sometimes as such as 35 percent Mn was chipped to load smelters for flux. The total reordered production is 936,024 tons of metallurgical ore shinned to steel mills and 2,576,514 tons of fluxing ore, much of it of metallurgical grade.

The structural age of the capital mining machinery, representing a part of the system of the Electric Power Industry of Serbia, has been dictated by the initiation and development of open pit coal mines. For example, the oldest bucket wheel excavators were installed some thirty-four years ago, and the average life of the relevant machinery exceeds twenty-two years. Operation of both capital equipment and machinery has direct effects on economic and business activities of open pit mines, and consequently forced us to make a decision and study thoroughly the problem of establishing the optimum exploitation life of capital mining equipment at the open pit coal mines of the Electric Power Industry of Serbia. The aim of this paper is to define and discuss the relative problems as well as to find out the possible solutions and establish the methodology for estimating the optimum exploitation life of machinery. The study was successfully carried out by a team of scientists engaged from and coordinated by the Department of Computer Science of the Faculty of Mining and Geology, University of Belgrade. This paper presents the key observations covering the subject problem. Proven and probable coal reserves in Iran are estimated to be in excess of 5 Billion tons while the annual coal production is a mere 2 Million tons. Underdevelopment of the industry has proved higher production levels to be impossible, despite growing demand for energy supplies. The existences of numerous legislation are thought to have a detrimental effect on coal mining activities to the extent that some business entities have become uneconomical in many areas. This paper provides an analysis of the prevailing mining laws, policy making, legal frameworks and obstacles. It also outlines some other obstacles enshrined in the law and also highlights areas where foreign direct investment should be encouraged. The costs of lost opportunities are then estimated. The paper concludes by demonstrating that deregulations, amendments and in some cases complete abolishment of the incumbent legislations governing the coal mining industry will greatly enhance development of the industry. The analysis provided in this paper together with the results obtained, can prove useful to macro-economic policy makers both at local and national levels.

For many years the concept of life cycle costing (LCC) was promoted for decision making in corrosion protection systems. Nevertheless, the application of LCC was limited. Input data was often sourced from suppliers and met with scepticism. As a result final analysis was often insufficiently rigorous to meet the needs of Project Managers in sound decision making. The need for expediency often resulted in non-optimal corrosion protection system specifications. With improved communications and the global reach of industries, case history data, based upon actual performance has been able to provide input to substantiate decision making. However, today?s focus upon sustainability whereby environmental, economic and even social aspects enter into decision making has extended LCC into Life Cost Analysis (LCA). In an LCA analysis energy and environmental inputs into systems are compared as part of an overall assessment. The development of Agenda 21 at the Rio summit of 1992 has challenged the countries of the world to look at sustainable development in every economic activity. This ranges from construction to mining to electricity production to automotive production, use and disposal. The protection of buildings, infrastructure and transport systems is part of the needs of sustainable development. Zinc based corrosion protection has been an important part of the arsenal of the corrosion protection industry. This paper will highlight the use of LCC and the development of LCA with reference to the use of zinc based protection systems in a number of important industries.

Gypsum scrap generated from wallboard manufacturing, construction and deconstruction activities in North America, Europe and Japan is a recognized environmental problem. Landfill disposal of this gypsum scrap is problematic, with deposits often creating hydrogen sulphide emissions and metallic sulphide groundwater leachates. Of these regions, Europe is the most advanced in dealing with the issue having enacted legislation, which will come into effect in July 2005 that will strongly encourage gypsum recycling throughout the EU. An estimated 10% to 17% of all gypsum used in the wallboard industry becomes recyclable scrap, which represents approximately 1% of the total waste stream in North America. In the United States, 2.5 to 4.5 Mt of gypsum scrap is generated each year; the volume is similar in Europe (the percentage of total tonnage is less because of the higher use of brick and concrete). The Greater Vancouver region of British Columbia has banned gypsum from its landfills, and as a result, all gypsum scrap is now recycled. New West Gypsum Recycling, a Canadian firm, uses its proprietary technology to process large quantities of gypsum scrap that is reincorporated into new wallboard, at percentages ranging up to 25%. The operation of New West Gypsum Recycling Inc. of Langley, Vancouver is examined as a case study and recommendations are provided as to how other urban regions can implement similar gypsum scrap recycling programs.

The Institute of Geological and Nuclear Sciences' Mineral Resources Programme is currently carrying out research under two major projects:   HAREM (Hauraki Andesite Rhyolite Epithennal Mineralisation) The Hauraki Goldfield lies within a belt of andesite-dacite-rhyolite volcanics of Miocene Pliocene age which is underlain by a basement of Mesozoic greywacke. It contains some 50 separate epithermal gold deposits and is a world-class gold and silver producer. The HAREM project is aimed at improving models of the epithermal gold mineralisation, and to better understand the processes and controls of origin, transport and deposition of the gold.   MARGO - (Marlborough Gold) The MARGO project is aimed at determining the geological factors that controlled the formation of the Mesozoic mesothermal gold-antimony-tungsten deposits in the Marlborough Schist belt. Following reconnaissance work on 12 deposits, our current work is concentrated on deposits in the Wakamarina valley.

The author attempted to concurrently apply the US Uniform Standards of Professional Appraisal Practice and the Australian VALMIN Code to a complex mineral property appraisal assignment. This led the author into many severe difficulties. These difficulties included the high standards needed in the work of others, and information and statements needed from the client. The exercise also highlighted many positive features of both documents. Some conflicts were found between the two documents. Implications and thoughts regarding the development of a set of US minerals appraisal standards are discussed.

Zinc, silver, copper, and tungsten are the principal minerals in Dardanelles RARE II area (No. 4982). Zinc with associated silver and copper occurs in a persistent shear zone in metasedimentary rocks and in a massive sulfide vein; tungsten occurs as disseminated scheelite in a tactite zone along a metasedimentary-intrusive rock contact. Since 1883, approximately 100 lode mining claims have been recorded, mainly it the eastern portion of area No. 4982 (fig. 1). Extensive workings on the Alhambra Prospect indicate past production; however, no records were found for the prospect. At the Alpine Mine, 500 tons of tungsten ore had been mined before 1943 (Hopson, 1943, p. 1) and possibly 1,000 tons of tungsten ore mined by 1947 (Benson, 194/, pp. 2).

At the present time, whether an electric utility uses high-sulfur coal is largely determined by geographical location, clean air legislation, and the age of the power plant. Acid rain legislation may well be the new force to change the use of high-sulfur coal. A number of coal papers were presented at the SME Fall Meeting in St. Louis, MO, Sept. 1986. These papers discussed high-sulfur coal in relation to its economics, trends and prospects, value of cleaned coal, and coal-cleaning technology. The Clean Air Act of 1970 required the reduction of SO, emissions from most stationary electric-generating plant to 0.5 kg (1.2 lbs) SO2, per million Btu of heat input. It was possible for many plants to utilize lower-sulfur coal or a mixture of high-sulfur and low-sulfur coal to meet this emission requirement. This 1970 act greatly increased the use of low-sulfur western coal. The 1978 amendment to the Clean Air Act required all new plants to use Flue Gas Desulfurization (FGD) to meet a requirement of 70% reduction of potential SO2 emissions to 0.3 kg (0.6 lb) SO2 per million Btu of heat input. With the requirement to use FGD, there was little or no demand for low-sulfur western coal in new eastern power plants. If' new acid rain legislation is enacted, it likely will require sizeable reductions in SO2, emissions by existing coal users. There might then be a shift to greater use of low-sulfur coals. The low-sulfur coals could come from either western or eastern mines or from cleaned eastern coals. Economics will dictate the approach older power plants will take to meet new regulationsuse FGD or low-sulfur coal. Coal use for electric power generation has changed from 1970 to 1985. Table 1, (Land, preprint 86-333) shows the change. The table shows that in 1985, US utilities used about 255 Mt (280 million st) of high-sulfur coal. Some 45 to 54 Mt (50 to 60 million st) of high-sulfur coal is being used in plants equipped with FGD and most of this use is in eastern states. This leaves 200 to 209 Mt/a (220 to 230 million st) of high-sulfur coal being used without FGD treatment. These plants are at risk if acid rain legislation is passed. Most of these plants are in the east and are more difficult to supply with low-sulfur coal. Estimates range from $20 to $30 billion capital investment and from $5 to $9 billion dollars per year operating costs to reduce SO2, emissions from those old medium-to-high-sulfur coal-burning plants. G. W. Land, (preprint 86-333), also presents tables relating to power generating costs and coal types. The author's tables are extracted from Land's tables IV and V. Table 2 here presents costs for a new plant. This includes the impact of different heat rates, fuel costs, fuel qualities, operating and maintenance costs, labor costs, and waste disposal costs. Table 3 compares estimated costs to retrofit an older plant with a limestone scrubber versus switching the same plant to low-sulfur eastern or western coal. Costs of switching include upgrading the electrostatic precipitator and - with western coal - costs of derating. Bhagwat, (preprint 86-325), details the trends in high-sulfur coal markets from 1974 to 1984. He also gives some prospects for high-sulfur coal markets, 1984 to 1994. The prospect depends mostly on whether acid rain legislation is enacted. By 1994, if New Source Performance Standards (NSPS) continue to be applied, high-sulfur coal demand from six mid-west and eastern states is expected to increase by 27 Mt (30 million st). • L. A. This investigation (in five parts) extends the theory of sample reliability from a sample consisting of a fixed number of items to a sample consisting of a fixed amount of items. Examples of a fixed amount of items per sample are samples consisting of a fixed weight or a fixed volume of unequal size particles. The extension of the theory is confirmed by experimental laboratory sampling using standard procedures. The probability distribution functions (the binomial, hypergeometric, multinomial, generalized hypergeometric, and those here called the compound binomial and compound multimomial functions) are developed from fundamentals. Their distributions are generalized to include some measured characteristic of the items. Infinite population moments are derived from moment-generating functions, and finite population moments are developed from corresponding infinite population moments using a newly defined mathematical operation. The first three experimental moments in laboratory sampling to given weights of particles are compared with the theoretical moments of their corresponding compound mult.inomial distributions. The agreement is striking. The study is divided into five parts. Part 1 deals with probability or random sampling to n items and with all sampling to n items per sample from some one probability distribution. This is the area of sampling covered by well-known theory. Accordingly, the procedures may be different but many of the results are well known.

The Windigo Theilson RARE II area has a low mineral potential. There are no mines or claims in the area. The only observed results of mining activities were five prospect pits near Tolo Mountain. Samples from these pits contained no significant assays. The study area contains more than 190 million cu yds (145 million m3) of cinders in 17 cones. Development of these cinders is unlikely because their locations are remote, and other sources supply area needs. The Geological Survey has classified the area as prospectively valuable for geothermal resources. However, there has been no geothermal exploration activity.

The treatment of aqueous CuSO4-H2SO4- As-Sb solutions by electrodialysis in order to separate and concentrate species of interest has recently been studied. Results show that it is possible to separate copper from arsenic in electrodialysis cells. The separation of copper from antimony is also possible. Transport rate ranges that could be achieved, depending on experimental conditions, are 0.2 to 0.6 mol per hour per square metre of membrane for copper, 0.65 to 2.8 for sulphate, and 0.016 to 0.03 for arsenic. Transport rates for antimony were inconclusive due to its very low solubility in the studied systems. Solution agitation and increasing temperature markedly increased the process rates. Advancements in this area require further work in both the thermodynamics (speciation) and kinetics of complex CuSO4- H2SO4-H2O systems, where impurities, other than As and Sb, and additives should be taken into account to gain a deeper understanding of the application of ED to copper electrorefining electrolytes

The new publication, called Geotechnical Baseline Reports for Construction, Suggested Guidelines, represents a 2-year effort that adds three new chapters to the original publication, as well as capturing practitioner commentary through two industry workshop sessions. The paper will overview the contents of the new publication, particularly the three new chapters.

The water situation in Nevada mineral and related industries is described in this report. It contains information on the sources and adequacy of supply to current operators, requirements and uses, quality and costs, geography, hydrography, precipitation and evaporation characteristics, and Nevada water laws. Also, information is given on the water requirements of one public utility powerplant, and the source and consumption of water in four major cities. Water distribution at 24 operations is shown on schematic waterflow diagrams. The mineral industries of Nevada in 1962 used 8.6 billion gallons of nee' water and reused 3.8 billion gallons for a total usage of 12.4 billion gal¬lons. The copper industry was the major water user. The 1962 value of all mineral production in Nevada was $85.5 million. The large amount of water required to maintain this high production is obtained principally from ground-water sources in alluvial valleys and the permeable rock formations of some mountain ranges. Some water is also obtained from perennial streams and springs. Sources of water utilized by existing industry ore near most mineral industry operations; however, seven companies are forced to pipe water distances ranging from 2 to 8 miles. Although water supplies of presently operating companies are adequate at most operations, several companies resort to large-scale reuse of water as a matter of conservation and economics. Acquisition of water by new operators is possible but takes considerable negotiation. Water rights, surface and underground, are controlled by the State. The quality of the water is satisfactory for most purposes. Analyses of 19 samples, listed in the appendix, show the range in water quality at various plants throughout the State. Costs of delivering new water to current operations range from 2 to 26 cents per 1,000 gallons with an average of 10 cents per 1,000 gallons for power and maintenance. No firm costs for recirculating water were available; estimated costs range from 1.5 to 2.5 cents per 1,000 gallons. The mineral-product value of the entire Nevada mineral industry in 1962 was equivalent to $10 per 1,000 gallons of new water and $26 per 1,000 gallons consumed. Projection of the 1962 water requirements of the Nevada mineral industry indicates that the demand for new water will increase from 8.6 billion gallons in 1962 to 11.9 billion gallons in 1980, a 43-percent increase. Water requirements ill the year 2000 are estimated as 14.8 billion gallons, an increase over 1962 water demand of 78-percent.

Atmospheric pollution control has become increasingly important in re-cent years with laws and public opinion having required the reduction of contaminants from industrial gas effluents. Treatment methods have advanced to make possible, with proper plant design and operation, a satisfactory removal of these contaminants. Gases from Cominco's metallurgical operations at Trail, approximating 900,000 c.f.m., are treated by baghouses, electrostatic precipitators, cyclones, or wet scrubbers. The tabulated data include gas and dust conditions, plant performance, and some details of plant equipment. Discussion emphasizes the special features, scope of application, and basic design principles of the treatment methods, all based on Cominco experience. Recovery of over 99 per cent of the fume and dust is achieved by the major installations from which effluent gases go to atmosphere. Cooling of gases for baghouse recovery and conditioning for electrostatic precipitation are mentioned. Co3ts are tabulated for some of the installations on the basis of a unit of 1,000 cubic feet of gas. Suggestions are made on the procedure for assessing a smoke treatment problem and for selection of suitable equipment.

"IntroductionTHE GOLDFIELDS AREA in northern Saskatchewan has be-come important in recent years because of numerous discoveries of pitchblende. The area is underlain by rocks of Precambrian age and, because of metamorphism and hydrothermal alteration, the geology in the vicinity of the pitchblende deposits is exceedingly complex and presents a challenge to all geologists •working in the district. This paper is a contribution to the geological literature of the area and presents a description of rock types, supplemented with petrographic, chemical, and spectrochemical data.Field work in connection with this paper was carried out during the summers of 1948, 1949, and 1950 while the writer was employed as assistant geologist for the Crown Corporation, Eldorado Mining and Refining ( 1944), Limited, Gold-fields area. Laboratory work was undertaken at the Massachusetts Institute of Technology during the winter months of 1949-50 and 1950-51 and extended through the summer of 1951.With the exception of SiO2and FeO, all of the new analyses ( 1) presented were carried out by quantitative spectrographic techniques under the supervision of Dr. L. H. Ahrens at M.I.T. Many of the techniques have only recently been developed at that Institute and detailed laboratory procedures have not yet been published."

Geochemical prospecting seeks hidden mineral deposits by sampling for variations in the chemical composition of naturally occurring materials. Usually the samples are of soils and other products of weathering and erosion-surface materials extremely susceptible to contamination by human activities. Except when a survey is conducted well away from populated areas, contamination is an ever-present hazard. The program's success is particularly endangered when the contaminants are the elements sought; if these occur erratically throughout an area, spurious anomalies completely unrelated to mineralized areas can be formed. Evenly distributed contamination can be dangerous too, if it raises the background to such a level that true anomalies can no longer be easily detected. Suppose, for ex- ample, that in an area where the lead background is 20 parts per million the soil over a lead vein contains 1000 ppm of lead. Here the contrast would be 50 to 1, which is very satisfactory for geochemical surveying. Now if 1000 ppm of lead from some source were added evenly to the soil in this area, the contrast would be reduced to about 2 to 1, and the anomaly would no longer be readily detectable because a threshold of significance twice the value of the background is the minimum generally used for interpreting geochemical data.

"The classical approach to control rock fall and ravel in open pit mining has been to use catch benches. The width and volume of benches is most dependent on the bench height, size of loading equipment, blast damage to the face and mining regulations. This was compatible with open pit slopes of less than approximately 45 degrees.As our understanding of rock mechanics and blasting control has improved over recent years, much steeper rock slopes can be developed at many open pit mines. However, narrower benches result in less rock fall capacity.The transportation industry has been very successful in using catch fences to protect highways throughout North America and Europe for years. The authors recommend that cable and ring net fences have a potential major application in open pit mining to allow steeper rock slopes with significant economic benefit. This paper outlines the application, design and operation of catch fences in surface mining for specific conditions. Typical case examples are presented."
