3.1 INTRODUCTION As heap leach precious metal projects become increasingly common in the United States, federal, state and local regulatory agencies are beginning to take a closer look at the short- and long-term environmental consequences of this recovery technology. From an operator's point of view, there is seemingly a confusing regulatory maze to be navigated and a plethora of permits and approvals to be obtained prior to commissioning a heap leach operation. The degree of difficulty associated with obtaining permits for a heap leach project depends largely upon the state in which the project is located. Permit acquisition is generally easiest in those states most familiar with heap leaching technology. For example, heap leaching is well understood in Nevada, and heap leach operations are relatively easy to permit, although permitting conditions in Nevada have recently become more stringent. However, many states are just beginning to become familiar with heap leach operations. Many of these states such as Idaho, Colorado, South Dakota, Oregon, Montana, Washington and South Carolina are in the process of drafting regulations and establishing guidelines for heap leach projects. In most cases, these regulations specify design and operating criteria as well as reclamation and decommissioning procedures. This chapter provides an overview of the regulatory and permitting aspects of heap leach operations. Permitting requirements for projects developed on federal land are discussed in detail. 'The state and local regulatory atmosphere and permitting requirements for various states are also presented. The chapter concludes with a generic permitting strategy. 3.2 KEY ENVIRONMENTAL CONCERNS The primary concern of most local, state, and federal regulatory agencies is the use, storage and transport of sodium cyanide (NaCn), and potential cyanide contamination of surface and groundwater resources. The toxicity of cyanide to people, fish and wildlife is also an important issue. Unfortunately, in the public eye, cyanide heap leaching has some emotional impacts similar to those associated with radioactivity and uranium mining. This perception and the general lack of understanding of cyanide can lead to unnecessary concern about cyanide contamination, further complicating the regulatory environment.

The design of an ore-processing plant requires a high degree of cooperation among the geological, mining and metallurgical engineers. The purposes of this section are to provide mill design information most commonly needed by the mine planners and management, and to summarize the kinds of information that must be supplied to the mill designer to enable him to provide a suitable plant. 28.1-BASIS OF DESIGN NORMAN WEISS 28.1.1-SIZE OF PROJECT The size of the project generally is expressed in tons of ore milled per day, but company policies differ widely in this respect, a few adhering to this set figure but many expecting the design capacity to be liberal. To some companies that follow the latter practice a 25,000-tpd milling plant that cannot reach 30,000 or 35,000 tpd without major additions is a disappointment. The engineers responsible for planning the operation must know what is intended. Equally important are operating schedules, particularly the number of operating days per week and shifts per day for ore delivery, crushing, grinding and processing. Hours per shift also are an important factor in design, particularly in the case of ore delivery, and the percentage lost time expected for maintenance, cleanup, inspection, preventive maintenance shutdowns, and many others, has to be taken into account. Frequently, the ore deposit will vary in hardness and grade to such a degree that the capacity of the mill will vary widely from year to year and cannot be expressed as a fixed figure. but rather as an average over a calculable period, such as 10 yr, or as a specific daily capacity over the first 2 yr, next 4 yr, etc., or some similar projection. A good example of this kind of situation is Asarco's Mission operation 15 mi southwest of Tucson, Ariz., described by Weiss and Vincent.' where the major rock types differed widely in hardness, so that a change in the proportion of these types in the mill feed could have imposed difficult design problems if a constant tonnage rate had been expected. 28.1.2-EXPECTED LIFE The life of a mining operation depends upon the size of the deposit and the rate of mining. The latter is a policy decision based on an economic analysis which, in turn, is based on many factors.' From the point of view of mill planning, the estimated life of the operation determines many criteria and affects many decisions on strength of structures and degree of protection of men and materials, the quality of the materials-handling and process machinery, the type of delivery systems for ore to the mill and concentrates to the smelter or market, and many others. Costly installations that may be excellent investments for a 20-yr project may be wasteful for a 5-yr operation. An example is the comparison of different methods of crushing or grinding. Take single- vs. multiple-stage grinding-the former may be found more economical for a 5-yr operation, and the other, more costly, method more economical for a 15 to 20-vi- life.

The origin of the titanium pigment and metal? industries began with the discovery of the element titanium in 1791 by an Anglican clergyman named William Gregor. The titanium was discovered in magnetic black sands found in the beaches near Cornwall. England. The name titanium was established by the German chemist who discovered the mineral rutile in Hungary. Rutile is the oxide of the element titanium, which he called titan alluding to the mythological titans, giants of ancient Greece. The commercialization of titanium minerals began probably in 1916 with the production of titanium tetrachloride which was to be used in tracer bullets, flares and smoke screens during World War 1. In the 1920's composite pigments based on TiO2 barium sulfate and calcium sulfate were produced, followed by the introduction of the sulfate process anatase TiO2 crystal in the 1930s. The U.S. Bureau of Mines in 1938 began investigating titanium metal technology and promoted the development of the Kroll process. which is the magnesium metal reduction of titanium tetrachloride to produce titanium metal sponge.

GENERAL STATEMENT Data frequently can be collected by several dif¬ferent methods. The method required for the nec¬essary precision for inflow prediction to mines should be selected and other methods avoided. Pre¬cision monitoring or measuring techniques fre¬quently require more time, expertise, and expense in their implementation that may not be justifiable. The temporal distribution of the data needs also may dictate the method used for data collection. Continuous recording devices may be required for time sensitive data whereas point measurements of other parameters may be adequate. Data needs will vary as the hydrologic investigation proceeds. In¬itial data needs may require only a qualitative col¬lection of data such as the areal distribution of precipitation. Subsequent data needs may require the measurement of ground water levels to the near¬est hundredth of a foot. Data requirements can be difficult to fulfill for ground water systems. This is particularly true for anisotropic, heterogeneous hydrostratigraphic units since the hydrogeologic parameters vary both ver¬tically and areally. Techniques exist for determining the storage characteristics of both unconfined and confined hydrostratigraphic units but these pro¬cedures require the installation of multiple wells in the same unit which may be impractical. Specific tests are discussed subsequently that permit the determination of vertical hydraulic conductivity. Data collected from field procedures or tests are generally preferred to laboratory derived data. This is especially true for hydrogeologic parameters such as hydraulic conductivity. SURFACE WATER SYSTEMS Precipitation Precipitation data can be collected from sources that maintain a historical record. The US Depart¬ment of Commerce, National Oceanic and Atmos¬pheric Administration (NOAA), maintains weather observation stations across the country. Such a sta¬tion frequently can be found near a proposed mine site but the type of weather data collected varies from station to station. Fortunately, precipitation data are collected ubiquitously. The data collected by NOAA can be purchased for the area of interest in the form of monthly and annual tabulations. Private weather stations constitute a second source of precipitation data. Existing data usually are analyzed by one of three methods. The station average method merely sums the depth of precipitation at each station and divides the sum by the number of stations as fol¬lows: [ ] where Pavg is the average precipitation (L), P, is the depth of precipitation at station i (L), and N is the total number of stations. This method is applicable where there are a relatively large number of stations uniformly distributed across the area (Hjelnfelt and Cassidy, 1975, pp. 71-72). The second method, called the Thiessen poly¬gon method, weights the precipitation at each sta¬tion in direct proportion to the area it represents without consideration of topography. The stations are plotted on a map and perpendicular bisectors are drawn on the lines connecting the stations. The polygons formed by these bisectors constitute the area that the precipitation for that station repre¬sents. The overall precipitation can be calculated with the following equation:

The complexation of Alizarin Red S (ARS) at the surface of hydrous fluorapatite particles has been investigated at 25.0 C by means of potentiometric titrations, adsorption experiments in 0.1 M NaCI ionic medium, and Diffuse Reflectance Infrared Fourier Transform spectroscopy (DRIFT) studies. A chemical model describing the reaction at the aqueous mineral surface has been established under equilibrium conditions according to the reaction [== -CaOH2 + HA2 - « _ =PO CaA2 - z + H30&apos;; to (int.) = -5.61 ± 0.02 3 a =PO- logBs-1110(int.) ( ) within the range 8.40 <_ -log[H ] <_ 9.80.] Experimental data were evaluated using the computer program FITEQL on the basis of a constant capacitance model for the electric double layer. The surface complex structure, has been proposed to involve the quinoid and alpha phenolic oxygens of ARS coordinated to the calcium sites on the fluorapatite surface.

A test to characterize the amount of gravity-recoverable gold (GRG) in an ore is described. Typical GRG results are given and possible uses are discussed. The overall database, which includes 68complete tests, is presented. The ore samples treated had an average GRG content of 63% of the total gold in the sample, with a standard deviation of 20% and a range of 3% to 97%. Both the F8(, of gold and the GRG content at a grind of 100% finer than 850 pm correlate well with the overall GRG content (at 80%finer than 75 pm). The primary use of the test is to determine whether gravity recovery should be used and how. Results can also be used to predict gravity recovery, as many of the ores tested are from plants employing gravity recovery. Gravity-circuit simulation can be used to refine recovery estimates or for optimization studies.

The concept of hypochlorite treatment prior to cyanidation in the heap leaching of low grade carbonaceous gold ores is discussed. Laboratory column leach tests using a low grade carbonaceous ore were performed to investigate the effects of pH, hypochlorite consumption and concentration, and bed height on total gold extraction. At high pH, hypochlorite stability increases and thus, hypochlorite consumption decreases. At room temperature, total gold extraction is proportional to hypochlorite consumption. However, at some point additional hypochlorite consumption does not increase gold extraction. Gold recoveries of 10% and 80% are achieved at 12 and 167 lb/ton hypochlorite consumption, respectively. Increasing hypochlorite concentration increases the rate of extraction. For a given hypochlorite consumption, gold extraction increased with decreasing ore bed height. Finally, using calcium hypochlorite results in higher gold extraction than using sodium hypochlorite at a fixed hypochlorite consumption.

A thorough Life Cycle Assessment of ilmenite extraction and processing to yield synthetic rutile (ERMS/EARS process) was performed according to ISO norms 14040 and updates. The LCA includes the parallel application of selected environmental impact assessment methods (as illustrated in Ulgiati et al. [1]), the results of which are compared and discussed. A MI value of 16 kg of abiotic matter per kg of output rutile is calculated, which is largely determined by the amount of coal that is employed in the reduction and drying steps. The Gross Energy Requirement is 3.33 * 107 MJ/kg, a value which we found to be comparable with that previously calculated by us for alumina. Finally, the increase factor of the Emergy Intensity from the raw mineral to the marketed rutile is 3.19, which points to a comparatively medium-low requirement for indirect environmental support. GWP and AP were calculated to be respectively 1.89 kg(CO2eq)/kg and 12.7 g(SO2eq)/kg.

The Great Salt Lake occupies about 1000 square miles whereas its predecessor, Lake Bonneville occupied 20,000 square miles and its shoreline reached 1000 feet above the present lake level. The sediments of Lake Bonneville range from peripheral gravel and sand deposits to central basin calcareous clays and silts, gypsum sands, and saline precipitates. The drilling and engineering tests conducted by the Utah State Department of Highways for many highway structure sites and the construction of Federal Interstate freeway provided engineering and hydrologic properties of Lake Bonneville sediments. Ground water and surface brine exploitation have contributed hydrologic and chemical data; the geologic and mineralogical data are scientific research contributions.

The Pinglin tunnels are situated within the fold-and-thrust belt structural region in Taiwan, due to continent-arc collision and plate tectonic setting. The pilot tunnel TBM (§=4.8m) became stuck ten times with the standstills to date. The westbound main tunnel TBM (§=11.74m) was buried in a collapsing calamity. The main tunnel TBM shall identify and overcome the adverse geology with high volume of ground water ingress itself. This paper presents our experience and methodology through the adverse geology with Pinglin large TBM.

This chapter discusses the necessary construction techniques for installing coal mine ventilation devices. Included in the discussion are the major air controlling devices called over- casts, regulators, stoppings, and doors. Under-casts, although a valid device, are used infrequently in coal mining and are not discussed here. Typically, coal mines require a great many ventilation devices to control the air movement. Post-I969 mines have had to design their air systems to comply with the Federal Coal Mine Health and Safety Act (CMHSA) as discussed in Chap. 1. Pre- 1969 mines have had to redesign major portions of their systems to comply with the basic components of the law such as separation of air courses, single unit split ventilation, and minimum air quantities. It is not uncommon, therefore, to find a large mine (2.0 Mt/a) requiring several hundred overcast installations (permanent, as well as repeat construction), plus doors and regulators placed among a thousand or more stoppings. When each of these devices is subject to leakage from installation and weathering defects, the importance of effective construction becomes evident. An historic rule of thumb for average mine ventilation says that about 70% of all the air pressure generated by the mine fan is lost between the portal and the working faces. Of course, this rule is subject to many factors, but the message is clear: there is a tremendous inefficiency in controlling leakage through common air devices. This chapter strives to present a standard approach and design alternatives which can go a long way in reducing this leakage, and hence, ventilation costs. Historically, mine ventilation has progressed from natural, or draft ventilation, to fire-induced ventilation (Fig. l), furnace-fired centrifugal fans and finally, to today&apos;s modem mine fans. Underground controlling devices have been in use in the coal mines since the late 1600s, but the CMHSA of 1969 was the real turning point for mine ventilation. Minimum quantities and velocities of fresh air were required for mining, forcing coal operators and engineers to reevaluate and improve their systems. As a consequence, the cost for ventilating air increased. Today, companies face a variety of choices among design alternatives, materials, labor, and costs of ventilating devices for their mines. The best approach for any individual company or mine is determined by (1) the needs of the mine, and (2) the local design parameters. In my discussions of ventilation construction I shall be fairly general in terms of device installation steps, where specifics are warranted for clarification, I will include this information.

15.1 INTRODUCTION The mine development process, as discussed in Chapter 2, is a series of data gathering and analysis steps. As the mine development process proceeds, information about the geology, mineability, and metallurgy of a particular deposit is continually generated, along with environmental information regarding project permitting status. As data are obtained, checkpoint evaluations are typically conducted to determine the economic viability of the particular deposit. Although the project evaluation process was discussed at length in Chapter 2, a brief review of the process is presented here to "set the stage" for the discussion on economic analysis of heap leach projects. Figure 15.1 (MacKenzie, 1980) presents an overview of the sequential process of mine development. Once the deposit is discovered or acquired, an initial delineation program can be undertaken to expand the project&apos;s geologic, mining, and metallurgical data base. At the end of this initial program, the direction of the project is evaluated. The company can either abandon the project, postpone it, develop and mine it, or gather additional data in hopes of improving the project&apos;s economic viability. If the company continues gathering data, then another decision point and evaluation will be required. This process may continue until the company either decides to postpone the project or develop and mine it. A project may be postponed indefinitely, typically in hopes of improved metals prices. Certain holding costs, such as land or royalty payments, may be associated with postponement. In general, once a company goes through two evaluations, the project is less likely to be abandoned. For this discussion, it is assumed that the company will undertake initial, second, and third delineation programs to gather sufficient geologic, mining, metallurgical , and environmental data to justify a positive production decision from the second or third economic evaluation. The objectives of the first delineation program will be to confirm and expand upon the available information about the deposit. During the second delineation program, development funds should be directed toward identifying the critical project items (i .e., ore reserves, mineralogy, mineable grade, metallurgical recovery, etc.) that must be resolved before making the production decision. This second economic evaluation can be used to determine which metallurgical concept will be applied to the project: heap leach or a traditional agitation-type leach plant. If the proper work has solved key project concerns in the second program, a production decision may be made from that evaluation.

New compound classes previously unknown in flotation practice of non-sulphide ore beneficiation have been developed. The presented study results consider amine salts of alkyl sulphate and alkyl benzene sulphonic acid used as primary collectors, N-methyl amides of alkyl phosphoric acids - as auxiliary modifying collectors and pentaerythritole ethers of tall oil - as flotation accelerators. These reagents synthesized from accessible raw material are almost ready for commercial production. Efficiency of the new reagents for various non-sulphide ores has been demonstrated in a series of flotation tests.

The emergence of activated charcoal adsorption as the most popular recovery method for precious metals, has led to numerous innovations aimed at increasing the efficiency of the process. This article describes a change in traditional charcoal transfer methods which will aid in reducing charcoal attrition losses. Studies have shown that significant charcoal attrition takes place during transfer, be it when using airlifts or centrifugal pumps. Tests conducted at Pinson Mines indicated a 4 to 8% loss to the minus 20 mesh fraction of charcoal after three (3) hours of pumping charcoal. Tests conducted while the author was at Jerritt Canyon indicated that charcoal transfer was a major contributor to charcoal losses; a decrease in the amount of coarse charcoal (plus 12 mesh) and an increase in the amount of finer charcoal (minus 16 plus 20 mesh) was noted as charcoal was moved to the head of the adsorption circuit.

In order to be able to design an adequate mine ventilation system it is necessary to understand how pollutant masses disperse into turbulent ventilation air streams. The mixing of gases and dusts with ventilating air, and dispersion of these pollutants in mine airways, are important flow or transfer problems. For the solution of such problems, the finite difference technique is often used. In this paper, numerical approximation schemes for the solution of the mass transfer problem have been developed using several explicit finite difference schemes. Results from these schemes have been compared with the analytical solution for spatial and time increments using the concept of Root Mean Square error. The comparison of various schemes reveals that the explicit finite difference schemes analyzed here give more accurate results at lower velocities, though the results are dependent on the spatial and time steps considered. At higher velocities the schemes tends to oscillate about the analytical solution. INTRODUCTION In mining, most of the mine air pollutants, such as respirable dust, methane, blasting fumes and diesel exhaust, are produced at the mine face and in haulageways. Injection of any of these pollutants in the mine ventilating air causes disturbances of the equilibrium state of the pollutant concentration of the ventilating air. The mixing of these gases and dusts with the ventilating air are typical examples of mass transfer processes. Pollutants are diluted by the stream of ventilating air flow along airways and discharged into the outside atmosphere of the mine through a return shaft. The dispersions of these pollutants in mine airways are important flow or transfer problems. Knowledge about pollutant sources, emission and transport of these pollutants are essential for ventilation planning and design to ensure good engineering control over air quality, quantity, and environmental conditions. Modeling of mass transfer phenomena in mine ventilation is largely based on extensive studies of turbulent dispersion in wind tunnels and the lower atmosphere of the earth. The general approach in the formulation of models lies in the recognition that these mass transfer phenomena can be conceptualized as a flow problem that can be solved by the general application of Taylor&apos;s theory (1954) of turbulent flow and diffusion with modification appropriate static and dynamic parameters. If the face zone is initially contaminated by a pollutant over a long section (e.g. instantaneous exposure of large gas accumulation, rapid methane release etc.), the process of decontaminating the mine workings can be regarded as displacement and diffusion of the tailing edge of the cloud of contaminates in the form of a semi-infinite gas body, for which a one-dimensional mass transfer equation is represented by: [at + u • ax = Ex ex2 + f (x,t)(1.1)] In Eq. (1.1), the term [~~] is the rate of growth of the concentration in the differential element, while a [(5xx )] is the net gain of material due to convective transfer. The two terms balance the total loss of material due to turbulent dispersion that is represented by [Ex . 21] and f(x,t), the source term for the pollutant in the roadway. Several cases of mass transfer that occur in mining can be identified and modelled using the conservative volume element method. The governing equation, along with the associated boundary and initial conditions, source terms and their solutions are detailed elsewhere (Bandopadhyay and Ramani, 1988, Devala, 1989). Only one mass transfer situation is presented (Figure 1) here for the present analysis. Mixed Evolution of Pollutant (multiple pulses) Typical examples of these situations are emission of pollutants from multiple diesel vehicles in the face area, and gas emission from standing pillars as well as from broken coal seam during coal cutting with a continuous miner. It has never been easy to finance within mining sector. Leasing may be an alternative source of finance for mining investments. Leasing is acquiring the right of usage for an asset for a definite period of time without having the ownership of it. In this study, a model for analyzing the lease financing opportunities for mining investments under risk and suitable for establishing a satisfactory leasing policy for both lessee and lessor is developed. Using the model, it is possible to obtain an expected equilibrium lease amount acceptable by both lessor and lessee and also the expected range of the equilibrium lease amount as a decision tool. First the existing leasing policies are mentioned, then the developed model is described. A case study is presented to illustrate the use of the model in establishing a leasing policy. In conclusion, the usefulness of the model is discussed.

From the late 1880s to the present, the Appalachian region continues to be a dominant supplier of premium-quality coals. The region contains an estimated 93.4 Gt (102.7 billion st) of demonstrated reserves in Alabama, eastern Kentucky, Maryland, Ohio, Pennsylvania, Tennessee, Virginia and West Virginia. Therefore, Appalachia will remain a source of quality coals for the metallurgical, export and utility markets. Figure 1 shows the annual production of coal in Appalachia and nationally from 1970 through 1993 (Energy Information Administration, 1994). During that 23-year period, annual domestic coal production almost doubled. Coal production from Appalachia increased at an average annual rate of only 0.7%. Coal production remained essentially constant at about 409 Mt/a (450 million stpy). Thus, Appalachia&apos;s market share decreased from 69.8% in 1970 to 47.2% in 1993 - a drop of almost one-third (Energy Information Administration, 1994).

Introduction Many old underground mines have been developed extensively into reserves requiring large numbers of workers to maintain and rehabilitate lengthy track haulages and/or belt conveyor systems. Often, large numbers of fans are required to maintain minimal airflows in areas where poor conditions and huge leakages prevail. Problems that beset one such coal mine and projects undertaken to restore it to potential profitability are presented. Brief history The Vesta No. 5 mine was opened in 1908. Drift development began near the Monongahela River, which was the primary avenue for shipping metallurgical coal to coke ovens in Pittsburgh. Over the ensuing 75 years, the main haulage entries were developed a distance of 16.1 km (10 miles) to the present mining area. Track haulage was used to transport coal from working sections to the river loading facility. As haulage distance and areas of high water influx increased, management decided, in 1973, to construct an underground conveyor belt system. The project spanned 36 months and culminated in a system of 22 flights, ranging from 205.7 to 1767.8 m (675 to 5800 ft) long. Six intake and eight return entries were developed as the mains were advanced. These entries provided adequate ventilating capacity over the years, but as extensive gob areas progressed and roof conditions deteriorated, the entries became inaccessible and more resistant to airflow. By 1981, five fans were being used to circulate 943.9 m3/s (555.5 cfm) of air through the mine. An average of 6440 t (7100 st) were produced from 20.8 continuous miner unit shifts and 2.7 longwall unit shifts each day in 1981. The ratio of support to production personnel was 1.94. To maintain the outby 16.1 km (10 miles) of haulage, 110 personnel were used. The average cost per ton was $43.54 ($39.58 per st), resulting in excessive bottom-line losses. The mine possessed a rather promising reserve, mostly in lease, of good quality, medium-sulfur metallurgical coal, but it also had a number of formidable operating problems. Operating problems Contributing factors toward relatively low productivity and high costs were the conditions of the track haulage, conveyor, and ventilation systems. Productivity was affected greatly by downtime associated with the conveyor system, which lacked adequate access for making splices or other repairs. Lead and zinc have been mined for over 90 years in parts of the Lower Benue rift in southeastern Nigeria. However, there has been little interest in the sustainability of the environment and the inhabitants of the host communities. Adverse effects include soil and food crop contamination, lack of education, poor healthcare, unemployment, and no access to potable water. This work suggests practicable mitigation strategies to ameliorate these negative effects and promote environmental sustainability.

The authors describe novel aspects of ground reinforcement and treatment as related to soft ground excavation for tunnels throughout the world. Insitu reinforcement for cut slopes (soil nailing), as underpinning (reticulated micropiles), and as direct tunnel support (infilaggi) is introduced. Ground treatment focuses on new aspects of permeation grouting (by the tube&apos;a manchette system), and on jet grouting-a very powerful and positive new technique. Recent developments in equipment, materials, methods and instrumentation are reviewed, with special reference to major tunnelling projects in Italy and Singapore.
