Maintaining stable high walls can be a challenging task. Complex geological and structural features, alteration zones, rock mass properties, and hydrogeological conditions must be well understood to design a safe mining environment. Economic considerations must also be taken into account as the mine operator must provide ore deliveries and protect reserves. However, even when good engineering practices are followed, and proper blasting and mining techniques are implemented, slope movements may still occur. When these slope instabilities are minor, the mine is often able to continue operations with minimal impacts on safety or production. When these occurrences are excessive and coupled with high rates of movement, a robust monitoring system is crucial to continuing mining activities while protecting personnel. This paper summarizes the approach an open pit mine in Nevada took as excessive and rapid high-wall movement was experienced in an integral area. Creative mining approaches, combined with slope monitoring radar technology, were utilized to maintain safe and successful mining activities despite active movement that exceeded an average velocity of 30 inches per day.

"INTRODUCTION The need for a new road crossing at Silvertown is the result of three key drivers:- •,Severe congestion and delay at the Blackwall Tunnel and surrounding road network; •,A lack of network resilience and reliability resulting from a lack of alternative road crossings in east London and the impacts of unplanned closures; and •,The need to support substantial economic development in east and south-east London (jobs and homes) These drivers directly informed the main objectives for a road-based river-crossing solution. The traffic-related problems at Blackwall Tunnel are long-standing and before Transport for London (TfL) assumed control for the strategic road network in London in 2000 the Department for Transport (formerly Dept of Transport) had investigated various relief options including a third tunnel bore and new bridge. This resulted in a new crossing alignment being safeguarded (by direction of the Secretary of State for Transport) and this was refreshed in 2001 in favor of TfL. In recent years (since 2009) TfL as part of the East London River Crossings Programme has undertaken detailed optioneering and feasibility work to address the above ‘need’. This led to the conclusion that a new road tunnel would offer the best solution in preference to bridge, ferry or demand management options. In 2012, in response to a formal request by the Mayor of London, the Secretary of State for Transport confirmed a new road crossing at Silvertown as a Nationally Significant Infrastructure Project (NSIP) by Section 35 direction under the Planning Act 2008. This NSIP designation meant that TfL as scheme promoter must comply with the National Rail and Road Networks National Policy Statement (NNNPS) and must seek the necessary powers to build and operate the crossing by means of a Development Consent Order (DCO) under the Planning Act 2008."

Fullers earth has been mined since about 1920 in southwest Georgia and the adjoining area of Florida. In 1935, the mineral was named "attapulgite" after the source of a sample near the town of Attapulgus, Decatur County, Georgia. Mining and processing of the clay was described in a 1930 publication1 at a time when petroleum refiners were the major users. In the years since then, the uses and users of attapulgite have multiplied, and both mining methods and processing methods have been changed to optimize the clay for the new uses. A comprehensive review of the properties and applications of attapulgite 2 has been published. Only a brief review will be given here to explain the properties being sought and to show how these properties are optimized by mining and processing practices.

Restoration of abandoned mine sites is still one of the weak points of mining practice. The latter stands especially for the case of the surface coal and lignite exploitations, where the extended size of the disturbed land and the drastic changes to the geomorphologic features do not facilitate the implementation of a cost effective and environmentally sound reclamation plan. The paper examines the parameters involved towards the legal requirements for the reclamation of the first lignite exploitation in Greece, namely the ?Plakes? mine, located at Euboea, due to the particularities of the site. Then an integrated redesign procedure is presented, aiming at minimizing aesthetic degradation, confronting technical difficulties and preparing the site to accept new uses.

Precambien in age, the phospate deposit under study which outcrops to the south forms a synclinal consisting of only one mineralized horizon. The synclinal strikes SSW/NNE, dips from 30 to 60 NNE and is about 5 km wide. The deposit has been explored by : - trenches and pits about 50 m apart in the outcropping area ; - core drill holes forming lines perpendicular to the outcrop. These lines are about 100 m apart. On each line, the drill holes are about 50 m apart The phosphate layer is clearly visible and has then been defined from the geologicia1 description of drill hole logs. The layer has been divided into two parts : a very rich, altered part at the hanging wall and a poor part displaying opposite physical characteristics, i.e. a fresh and hard rock. With open pit mining in view, the deposit has been divided into a 3-dimension network of blocks, each block measuring 50 X 50 X 100 m. The tonnages of rich and poor ore, PO25, MgO, Si02, CaO and R2O3 grades and the tonnages of barren waste at the hanging wall and the footwall have been calculated for each block. Given the dip of the phosphate layer ranging from 30 to 60° and its relative thickness (between 10 and 15 m), it was impossible or inappropriate to carry out direct calculation by 3-dimension kriging : too many neighboring blocks to obtain sufficient date and impossibility to draw up the morphology of the layer.

The Mineral Park Mine is an open pit copper-molybdenum mine located in northwestern Arizona, approximately 74 miles southeast of Las Vegas, Nevada. The property has been owned by the Duval Corporation, Cyprus Mining Company and Equatorial Mining of Australia. Mercator purchased Mineral Park from Equatorial in 2003. Mineral Park commissioned a 25,000 tpd copper and molybdenum concentrator in November and December of 2008. The process includes two stage milling (SAG and Two Ball Mills) fed by primary crushed ore. Metals are recovered in a copper-molybdenum flotation circuit consisting of mechanically agitated roughers and cleaners. The copper- molybdenum flotation concentrate is thickened and further processed in the molybdenum flotation circuit which separates the copper and molybdenum minerals into salable concentrates. The molybdenum circuit also uses mechanically agitated cells. This paper describes the plant and some of the highlights of the commissioning process.

Introduction During the past several years, persistent concerns about an economic slowdown in India have tempered capital-expan¬sion plans. This has encouraged companies to find methods of increasing the capacity of existing production equipment. One of the more cost-effective methods of increasing produc¬tion capacity without major capital investment is to improve equipment maintenance to prevent needless machine down¬time. This can have a significant financial impact because of reduced maintenance costs and increased machine availabil¬ity. The maintenance program employs different techniques, but the analysis of the vibration behavior of machine compo¬nents to assess their condition was found to be the most accurate technique for monitoring various machine disorders. A dragline that handles overburden in open pit mines is one of the more capital-intensive pieces of production equip¬ment. It is imperative that the machine be run at its optimum capacity under the prevailing environmental conditions. Condition monitoring of the various components of the dragline through vibration analysis not only improves the machines availability but also ensures a long operation time free from sudden failure. This paper describes the application of vibration monitor¬ing and analysis techniques to assess the components of a W2000 dragline. The paper reveals that condition monitoring through vibration analysis can be as valuable in failure prevention as it is in failure analysis. Finally, the paper presents an approach to a knowledge-based expert system to the quick and correct diagnosis of mechanical faults in a dragline. Equipment A dragline is an intermittent-discharge-type excavator having a long boom at one end. Unlike other excavators, the bucket is not rigidly held by the frame structure. In favorable geomining conditions, the intensive operation of these exca¬vators is the least-expensive means of overburden removal. The basic working elements of this equipment are the hoist system, the crowd and retract system, the wing mechanism and the propel mechanism. The walking dragline is accepted as the most economical machine for stripping overburden at depths of up to 60 m (200 ft). They are electrically powered and the various motions are effected by individual drives. The Ward-Leonard system is used to provide the optimum flexibility in controlling different dc-drive motors. To mini¬mize the cost of mineral extraction, the largest such machine in India has a 24-m3 (850-cu ft) bucket with a boom length of 96 m (315 ft). Draglines are very costly, and considerable financial penal¬ties may arise from sudden stoppages due to component fail¬ures. Thus, operational reliability is of the greatest importance. Active measures are now being taken to minimize downtime by adopting condition-based maintenance techniques. Though a number of techniques come under this scheme, it has been observed that assessing the health of the dragline by measuring vibration is the best method of determining the dynamic behavior of its various rotating components to avoid any catastrophic failure. Based on criticality, the vibration-behav¬ior of the following components are studied: • motor-generator unit, • exciter unit, • hoist motor-gearbox unit, • hoist drum-gearbox unit, • drag motor-gearbox unit, • drag drum-gearbox unit and • swing motor unit The approach Increases in the vibration levels in different subsystems of the dragline were observed due to the presence of faults such as unbalance, misalignment, looseness and bad bearings. A vibration behavior study included the measurement of vibra¬tion level, trend analysis of time-domain vibration signals and vibration frequency analysis at bearing points of the components. A vibration meter, a vibration analyzer and a data collector are used. Vibration-level measurement. When the dragline was assembled and put into operation for the first time, vibration data were collected to generate baseline data for the equip¬ment (based on International Standard ISO 2372). Dewatering wells producing iron-rich water experience rapid declines in yield and drawdown due to the formation of ferric (Fe +) hydroxide deposits in well screen, pump intake and riser pipe. Precipitation is caused by a combination of dewatering-promoted iron oxidation and iron-oxidizing bacteria. Physical and chemical well rehabilitation techniques, as well as alternative well construction and well development techniques designed to minimize well clogging, were evaluated in this study. The addition of acid downhole feed systems to dewatering wells prone to iron encrustation can, in some cases, prolong their operational lives up to 500 percent that of unacidified wells.

In 1971, United States Borax & Chemical Corporation (U.S.Borax) initiated a mineral exploration program on federal lands in Southeast Alaska, with the commitment that any possible development would be done with great care for the environment. This program resulted in the discovery of a molybdenum deposit and the location of mining claims in 1974, in an area 45 miles east of Ketchikan, now called the Quartz Hill Molybdenum Project (Figure 1). At the time of this mineral discovery, the area was part of the Tongass National Forest, managed by the Forest Service, United States Department of Agriculture, and open to mineral entry and multiple use. In late 1978, the area was designated Misty Fjords National Monument and closed to mineral entry, and in late 1980 the area surrounding Quartz Hill was classified as Wilderness. These new laws and regulations, as well as the special interest environmental groups which oppose resource development, have significantly delayed and increased the costs of developing Quartz Hill.

Asia is experiencing a growth market for industrial kaolins for use in ceramics, paper, plastics and other market sectors. Export and import data for the Asian countries reflects this growth with the Peoples Republic of China as the major exporter of clays and Japan the major importer. The growth in tonnage and product sophistication of kaolins produced on Belitung in Indonesia is typical of developments that are taking place in many locations in Asia. This region therefore presents opportunities for mineral processors and a challenge for the exploration geologist, the mineral processing engineer, the mineral economist and the marketing specialist.

Selective flocculation enables the production of high-brightness kaolin products from kaolin ore once considered too poor in quality for beneficiation into paper-coating pigments. Anatase, Ti(1-X)FeXO2, with X = 0 to 0.05, is a common iron-bearing impurity in sedimentary kaolin that can be unresponsive to kaolin beneficiation processes, such as magnetic separation, due to its extremely fine particle size (<0.3 µm), or chemical bleaching, because of its chemical stability. Described here are selective flocculation technologies that separate anatase by flocculating anatase or flocculating kaolinite from dispersed slurries. Applying the advances in the chemical and mechanical dispersion of ultrafine particles and the selective aggregation of kaolinite or anatase particles have resulted in the selective flocculation processes practiced today that have increased process recoveries from those technologies practiced beginning in the 1960s.

Since 1993, Newmont has been actively growing through the development of three major foreign mining operations with a fourth under construction. The first project, Yanacocha in Peru began operating in October 1993 at a time when political and business risk in that country was considered high. In 1995, Newmont began operating the Muruntau Joint Venture in Uzbekistan, the first of its kind in the CIS. In early 1996, Newmont started operating the Minahasa mine in Indonesia. Now, in early 1997, Newmont is undertaking the construction of a $1.9 billion project in Indonesia and is completing a feasibility study with our partner for the development of a gold operation in Mexico. All of these projects have been considered "risky" by most standards, and Newmont has been very successful in all of them through risk mitigation programs including utilizing strong and successful in-country partners, concentrating on developing a strong national workforce with minimal expatriate employees, utilizing World Bank, EBRD and IFC financing and building and maintaining strong ties with host governments. This paper describes in more detail, some of the risk mitigation programs that Newmont has used to successfully grow the company through development of major foreign mining operations.

Perhaps the hottest item on the agendas of most state legislators this year is the state budget. The main question: Where will all the dollars come from to finance health care programs, state jobs, unemployment compensation programs, and on and on? This is especially so since people are out of work, business bankruptcies are up, sales are down, and incoming revenues from some sources have decreased or dried up. A sure bet is that state taxes will be increased in some form or another. The mining industry could face increased income taxes, property taxes, severance taxes, or even a host of new taxes (if the state does not already have them) like a gross receipts tax, investment tax, or tax on revenues made outside state borders. That&apos;s bad news for an already depressed industry, even though increased taxes may be the least of the industry&apos;s worries in the current economic climate. While reopening existing mines and developing most new mineral projects depends primarily on higher commodity prices, new taxes still could pose long term concerns for mine project development. Just how mineral tax law impacts a project is not easy to figure. It involves a complex set of calculations based on interpretations of numerous federal, state, and local tax laws that change almost annually. At best, projections of tax effects for the life of a mine are educated guesses. At the same time, projections are necessary to evaluate the economic feasibility of a mineral project. At a recent Technology Transfer Seminar, the US Bureau of Mines introduced a computer software program designed to evaluate the feasibility of a mineral project and to determine the tax effects on the project&apos;s discounted cash flow rate of return (DCFROR). The program, called MINSIM, began in 1967 as a 200-statement FORTRAN II program for evaluating a hypothetical large-scale open-pit gold mine. This single-commodity oriented program employed discrete simulation techniques and a continuous DCFROR was used to measure the effect of changes in revenues and costs. Over the past 15 years, MINSIM has developed into a program 70 to 100 times larger than the original. Basically, it will analyze costs and parameters specific to an identified deposit, then determine the DCFROR. Or by using a specified DCFROR, it will determine the primary commodity price required to attain that specified rate of return. MINSIM, which is explained in detail in this article, is available from the Division of Minerals Availability, USBM free of charge. Written in FORTRAN IV, it comes on punch cards or magnetic tape and is compatible with most major computer systems. The MINSIM Program The main objective of any freeenterprise mining venture is to make a profit. To determine profitability of a given project, alternate methods of operating and financing must be evaluated. That is the purpose of MINSIM. While there are a number of methods of evaluating the economic profitability of a mining project, MINSIM uses the Discounted Cash Flow Rate of Return (DCFROR) method as its major criterion because DCFROR considers the time value of money and gives the truest measure of profitability. One disadvantage is that the calculations are deposit oriented. In other words, MINSIM analyzes only those costs and parameters specific to the deposit. It cannot be used to evaluate the overall corporate picture. The program is designed to simultaneously handle five different commodities and a leach operation for any type of mining project. For example, analysis of a coal project would include only one commodity-coal at the mine mouth. Analysis of a copper operation might include numerous commodities-from the raw material to the refined product. Input MINSIM considers capital investment-recoverable exploration, acquisition, and development costs; depreciable capital investments such as mine plant and equipment, mill plant and equipment, and infrastructure costs; all general and commodity specific operating costs; and the cost of alternate financing methods. The program has the capacity to incorporate different types of depletion allowances, numerous commodity-dependent severance taxes, variations of property taxes, and many methods for calculating state or provincial taxes. There are even many different ways to calculate federal and national taxes. The capacity to handle tax variations is generated from an internal subroutine in the program called the "open file." The user can reconstruct, customize, or evaluate any kind of tax desired. Outputs Given this kind of capacity for numerous input parameters, MINSIM is capable of the follow¬ing major outputs:

In galena flotation, lead ethyl xanthate, Pb(EtX)2, is precipitated and is physically adsorbed in the form of multilayers on the chemically adsorbed first layer of Pb(EtX). 1,2) The solid particles are coated with layers of Pb(EtX)2 in heterogeneous manner over surface areas possessing both anodic and cathodic character (3,4) It is anticipated that the mode of formation of Pb(EtX)2 and the number of ions present, together with stable or unstable by-product species, have great influence on the surface characteristics of galena. The information obtained from a study of these parameters may have important practical applications in flotation. Lead ethyl xanthate is sparingly soluble in water. The metal and xanthate ions released to the aqueous solution during its dissolution undergo various types of reactions depending upon the pH values of the system. Extensive work (5,6) has been carried out to elucidate the mechanism involved in acid decomposition of xanthate ions. Different decomposition paths (7,8) have been proposed for the hydrolytic decomposition of xanthate in neutral and alkaline solutions, The concentrations of lead ions vary due to a number of chemical reactions, regulated by the pH and the temperature of the bulk phase. The hydrophobic character of Pb(EtX)2 may change with the nature of chemical reactions. Some of the numerous by-product species in solution may adsorb on the solid and change the properties of surface film either favourably or adversely. The flotation performance of galena, therefore, may depend to a considerable extent on the physical and chemical stabil¬ity of Pb(EtX)2 layers. Since little work has been reported in literature dealing with the stability of Pb(EtX)2 and its correlation with the flotation of galena, attempts have been made In this study to evaluate the behaviour of freshly formed Pb(EtX)2 in aqueous systems at various pH values.

Since the interpolation of exploratory data 1 can be no better than sampling procedures, a series of field experiments were conducted in an effort to determine whether hand-cut channel or core washability determinations best represent continuous miner produced run of mine coal. By obtaining a core drilled to within a few feet of channels taken from an underground face and then overmining both locations; core, channels and run-of-mine coal allocations were obtained from a common sample and all allocations were subjected to identical washability determinations. In order to compare results, basic rules2,3 previously anticipated and later published by the writer were employed. The first rule states that "For any full seam washability determination, the sulfur versus ash function for increasing cumulative specific gravity float coal fractions is linear". The second rule states that "For any full seam washability determination, the recovery versus ash function for increasing cumulative specific gravity float coal fractions is logarithmic".

CARBAD is a recently developed Australian process for the recovery of gold and platinum group metals (PGM). The process relies on the selective agglomeration phenomena of the gold and PGM to capture the mineral in a carbon-hydrocarbon media. The precious minerals are then extracted from the loaded media by a solvent gold room process producing a relatively pure concentrate. The media is then reformed and recycled. The process development from batch test work to a 5 t/h commercial scale CARBAD plant is discussed. The operation and results of processing a variety of ore types at several alluvial and hardrock gold mines is examined. The operating and capital costs for the CARBAD process shows that it is significantly less than that the conventional CIP/CIL. The environmental safety of the process is a major feature where precious metal deposits are located within urban environments or within wilderness areas.

Section 56.5001 Title 30, [Code of Federal Regulations1], establishes requirements for respirable dust exposure in Metal and Nonmetal Mines based on the Threshold Limit Values (TLV&apos;s) adopted by the American Conference of Governmental Industrial Hygienists. Respirable dust samples collected by Mine Safety and Health Administration (MSHA) inspectors at a sandstone quarry showed certain workers were exposed to excessive concentrations during development of a "coyote tunnel" that was ventilated with a blowing system. Because exhausting face ventilation systems are known to control dust more effectively than blowing face systems, a change was proposed to improve worker respirable dust exposures. This paper describes the evaluation of the proposed exhausting ventilation system in the quarry&apos;s "coyote tunnel" and compares the respirable dust exposures with those measured by the MSHA inspectors with the blowing system. Results showed the proposed exhausting ventilation system reduced respirable dust exposures to less than 20 percent of those measured by MSHA inspectors when the blowing system was used.

Methane gas is an ever-present problem facing the underground coal mining industry. Mine operators are mandated by law to maintain safe concentrations of methane gas within the mine environment. Ventilation is the method of choice used by all mine operators to reduce gas concentrations. When gas emissions are such that ventilation alone cannot control the gas, methane drainage methods must be applied. In the 1970’s, there was a concern that unprecedented gas emissions would be experienced as mine operators began new developments in the deep and gassy Blue Creek and Pocahontas No. 3 Coalbeds. Such concern was well founded as significant gas volumes are being emitted as these mining operations mature. In 1971, the U.S. Bureau of Mines began to tabulate and track the change in mine emissions. These data were extracted from the underground coal mine quarterly air quality-quantity inspections performed by the Mine Safety and Health Administration. At that time, approximately 6560 Mm3/d (231.7 MMcfd) of gas were emitted from 430 underground coal mines. It was determined however, that the mines emitting less than 2832 m3/d (100 Mcfd) contributed only 2.1 percent of the total daily gas flow. In 1988, underground coal mines emitted 8350 Mm3/d (294.9 MMcfd) from 487 mines. This report evaluates the changing nature of U.S. mine gas emissions over the last 18 years.

INTRODUCTION Environmental impacts are most commonly associated with air and water pollution. Not- withstanding this fact, to many people the primary disruption caused by mineral extraction is the change in the character of the locale. That is, the environmental impact of mining includes, but is not limited to, the generation of residuals. The dramatic transformation of wilderness or rural land often creates strong reactions to mineral development. Thus, the basic issues of land use management are a useful addition to environmental discussion. In this section, we take up a discussion of federal, state, and local land use management regimes, along with a brief introduction to the potential role of economic analysis. Elsewhere in this volume, land management issues are discussed from other orientations, and the interested reader may wish to look there as well. Locatable Minerals on Federal Lands Legislation and Administration: Access to hard-rock minerals on the public lands is governed by the General Mining Law of 1872. This law declares that "valuable mineral deposits in land belonging to the United States . . . are hereby declared to be free and open to exploration and purchase . . . ." In order to initiate rights, prospectors are required to physically stake claims of specified sizes and shapes following basic procedures set by federal law which may be supplemented by the individual states. Rights to these claims are protected at the exploration stage so long as actual possession is maintained and diligent exploration activity is underway. If a valuable mineral deposit is discovered on the claim, the claimholder earns the exclusive right of possession as against private parties so long as the claim is properly maintained. To maintain this exclusive right the claimholder must per- form $100 worth of labor or improvements, known as assessment work, on each claim every year and make related annual filings with the U. S. Department of the Interior. If the existence of a valuable mineral deposit can be demonstrated, and other legal requirements are met, the claimholder may receive a patent giving full title to the claimed land, including the surface in most cases. The purchase price is either $2.50 or $5 .OO per acre. The Mining Law has remained largely un- changed by legislative amendment during its now more than 100-vear existence. However, while the law itself has not changed, its interpretation and administration have changed considerably. Written at a time of rapid western expansion of the U.S. following the Civil War, the intent of the law was to promote mineral development by inviting unrestricted prospecting and by selling the lands containing mineral deposits at a minimal charge. As federal land policy shifted from one of rapid disposal into private ownership to one of retention and management for a number of uses, mineral patenting requirements have been administered more strictly.
