The disposal of plant tailings in a safe and environmentally acceptable manner has taken on increased importance throughout the world, across all types of mineral beneficiation plants. In the U.S. plant life span, expansions and new plants in the current robust mineral markets are faced with environmental pressures to minimize the use of land for disposal by maximizing existing tailings pond capacity. The combination of many drivers from economic to environmental have brought paste thickeners into the coal industry (PasteThick 2007) Thickening tailings to a more concentrated slurry is a common step in the disposal flow sheet. Thickening to a non-settling ?paste?, also called ?thickened tails? or ?tailings stacking?, is a relatively recent development. This paper describes the paste thickener as an alternative for dewatering a fine coal refuse (tailings) stream for deposit as a paste. Initial operating results of the paste thickener are discussed.

The Payback Period (PBP) is one of the most widely applied project evaluation criteria 'in the mineral industry. As much as this criterion is liked by practitioners, it is also criticized by academicians who seriously question its validity. Inspired by this criticism, the author of this paper examines the classical definition of the PBP criterion, and formulates a new one designed for both investment and borrowing projects. It is demonstrated that the PBP, in its revised version, is free from all the shortcommings of the old one, and is fully compatible with the Net Present Value (NPV) criterion, as well as with all the other NPV compatible project evaluation criteria. Since the traditional approach to the comparison of mutually exclusive projects (MEP1s) by means of the PBP criterion has been incorrect, the paper also outlines the correct approach to this problem. Finally, owing to the fact that the PBP depends on the assumed interest rate, and using a specially developed computer program, the PBP is graphically presented, in six numerical examples, as a function of the interest rate.

Investment activity in the Pacific Rim of Fire has seen a phenomenal surge from epithermal gold exploration. Individual countries are attractive because of lower up-front minerals lease costs (United States, Canada), better geological prospects (Chile, Indonesia), or cheaper equities (Australia). Since the October 1987 stock market crash, large companies are shedding minority joint venture interests to focus on core businesses. Some vertical integration is evident in Japanese coal investments in the Pacific Rim. This article does not cover the aluminum industry oligopoly, which is multinational in character. Nor does it cover the many Canada to US minerals investments. It will be interesting to see if the new US-Canadian free trade treaty will reverse that investment flow. Cross-border investments The following examples should dispel any doubts about the significance of cross-border investment in the Pacific Rim. THE CIP PROCESS "IN THE RIGHT PLACE AT THE RIGHT TIME? After its tentative introduction to the precious metals mining industry in the earlier part of this century, the carbon in pulp (CIP) process has now come of age, and is the process of choice on all new gold mills. Well over 50 percent of all gold that is mined each year is recovered by adsorption on activated carbon, and the percentage will increase in the years ahead, when old mills using Merrill Crowe technology come to the end of their lives, and as the proportion of world gold production from low-grade resources increases. The pioneering process development work in this field, which was mainly concerned with carbon elution, was carried out by Zadra and his colleagues at the United States Bureau of Mines in the early 1950's (Zadra et al., 1950, 1952), and led to the commissioning of the first large-scale, industrial CIP plant, at the Homestake Mine in South Dakota, in 1973 (Hall et al., 1974). From there, the process spread rapidly, firstly in South Africa in the late 1970's. and then throughout the rest of the gold producing world in the 1980's. There were several factors that led to the meteoric (by gold industry standards) acceptance and successful implementation of this new technology into gold processing operations worldwide. Firstly, and perhaps most fortuitously, the development of the technology closely paralleled the 1968 release of the gold price from the rigid constraints of the $35/oz. gold standard. With the value of the metal allowed, for the first time in modern history, to fluctuate in response to free market supply and demand forces, the gold industry witnessed an unprecedented boom as the price of their commodity increased ten-fold in a remarkably short period of time. This had several important spin-offs as far as new process developments were concerned: The profits realized by established gold-mining companies increased enormously and, consequently, there was more to spend on research and development and exploration for new deposits.

The responses of calcite, feldspar, and quartz minerals In a laboratory free fall electrostatic separator, before and after tribocharging with stainless steel, PVC, and copper plates, have been investigated. The effect of H3BO3 and BaCl2 chemicals pre-treatment on the electrical properties of the minerals is examined. The changes in the electrical properties are discussed with the determined charge, dielectric constant, and electrical conductivity of the mineral samples. Electrical properties of the minerals and their responses to the electrical field during separation, after tribocharging and chemical pre-treatment, are explored for the need to characterize the electrical behaviour of the minerals.

Four samples of galena, each prepared differently, dry ground chalcopvrite and real gar have shown various quantities of liberated sulfur corresponding up to nine equivalent monolavers on their surfaces as determined by the solvent extraction/UV analysis of sulfur using ethanol. The pretreatment of a dry ground galena sample with acidified ammonium chloride or neutral, saturated sodium chloride solutions rendered the mineral readily floatable. The collectorless floatabilities of galena pretreated with the former solution and of drv ground chalcopvrite have been evaluated in reference to the natural floatability of sulfur using the critical surface tension of floatability approach with aqueous methanol solutions. It is shown that the amount of sulfur- on these samples can be correlated with their flotation rate, which was found to he first order within the critical surface tension range. The larger the concentration of surface sulfur, the faster the sulfide mineral floats, thus, the greater its flotation rate constant.

The 79th Street Water Tunnel Extension Project was initially designed by the City of Chicago, Department of Public Works, to increase the capacity of the City’s south side water distribution system. MWH preformed a design review, prepared the final design and provided construction management for the City of Chicago Department of Water. Construction commenced in September 1995 and was completed in October 1999. The Project connected two existing water tunnels with a new 5.8 km (19,044 ft.) long, 4.9 m (16.08 ft.) finished diameter concrete lined rock tunnel utilizing TBM, drill-blast and mechanical hoe-ramming methods. In addition, approximately 61 meters(200 feet) of concrete lined variable cross section tunnel, a new gate shaft and a temporary construction shaft were constructed. This paper describes the construction of these features and the geological conditions encountered.

Re1iabl e monitoring a1ong an underground mine belt line is of great concern because of combustibles, electrical apparatus, and friction. Belt entries are strategically located where a fire can have rapid and disastrous consequences. This paper reviews conventional distributed temperature sensing systems based on resistive, thermistor, and thermocouple effects. These are shown to provide limited benefits. A new system tested by the U.S. Bureau of Mines based on fiber optics and time domain reflectrometry, promises much better temperature and spatial resolution, faster response, inexpensive cable, longer distance, and comprehensive data analysis. Test results in a small, controlled, in-mine fire are given.

This study aims to investigate the reduction thermodynamics of ilmenite and pre-oxidized ilmenite, and reveals the isothermal reduction kinetics of pre-oxidized ilmenite concentrate by carbon monoxide. The results indicate that the ilmenite concentrate and pre-oxidized ilmenite concentrate can be selectively reduced by controlling the temperature. The pre-oxidation process leads to the breakage of complex mineral structure, and the formation of porous simple oxides, which is an effective method to increase the reduction and leaching rate.

The benefits of historic mining to this country have been many, but have come at a cost to the environment that has only begun to be understood over the past twenty years. While estimates vary, it is generally recognized that there are over 200,000 inactive and abandoned hardrock mines, with most of them located in the western U.S. Only a fraction of them are believed to be sources of metal releases with significant adverse environmental effects to the watersheds and receiving streams. State water-quality and natural resource management agencies have noted that hundreds of miles of streams are metal-impacted, and the aggregate effects of these sites within watersheds and drainage basins is poorly understood. Resources for the environmental assessment of abandoned mine land (AML) sites and watersheds have been and continue to be limited. Few hardrock mining states receive substantial reclamation funds under the (coal) Surface Mining Control and Reclamation Act. EPA Region VIII (EPA8) has an estimated 90,000 abandoned mining, milling and smelter sites, mainly in Colorado, Montana, South Dakota, Utah and Wyoming. An estimated 13,000 of the sites may have metal releases causing Clean Water Act and CERCLA non-compliance. Results of inventories by states and federal land managing agencies, indicate it is plausible that only 3,000-4,000 of these sites may be causing significant environmental degradation.

Beginning in late 1985 and continuing through 1987, Bureau of Mines personnel investigated longwall chain pillar and entry design in two-and three-entry gate-road systems at a deep underground coal mine located in central Utah. To evaluate their respective stability characteristics, four chain pillars and two longwall panels within the two separate entry systems were instrumented with Bureau of Mines hydraulic borehole pressure cells to continuously monitor vertical and horizontal pillar and panel stresses through adjacent panel retreat. In addition, supplemental entry closure information was obtained from sites located in the vicinity of the instrumented pillars. The findings presented in this report demonstrate the practicality of evaluating mine pillar stability using in situ methods and support three significant conclusions regarding ground control aspects of the investigated two-entry system: (1) Total areal entry loading was considerably less for the two-entry system, as opposed to the three-entry system, (2) a smaller percentage of opened ground in the two-entry system contributed to a marked reduction in roof falls, and (3) lower areal loading in the two-entry system suggests improved ground conditions when mining the underlying seam.

Titanium was discovered in 1791 and, four years later, was named after the Titans of Greek mythology. Titanium metal was first made in 1910, but was not used commercially until the 1950s when it was nick-named The Wonder Metal of the Age. The first titanium dioxide (TiO2) white pigments were produced commercially in 1915; more than 90% of the titanium minerals produced in the world today are used in the manufacture of white pigments. The remaining 10% are used to manufacture titanium metal and other uses such as welding rod fluxes. Titanium mineral mining began in the United States between 1880 and 1900 in Chester County, Pennyslvania. Rutile from a deposit near Roseland, VA, was mined in 1901. The use for the rutile was limited to production of a few titanium chemicals and for coloring ceramics. Larger scale mining for ilmenite, rutile, and zircon began in Florida to provide chemical materials for use in World War I in 1918. This mining ended in 1928. Large scale mining of titanium minerals in Australia began when Benick, Anderson, and Porter (later called Tamco) started mining the beach sands at Yamba in New South Wales in 1935. Ilmenite production from beach sands in the State of Kerala in southwestern India also began in the 1930s. The 1940s saw many changes in titanium mineral mining. Extensive deposits of ilmenite and ilmenite-bearing iron ores were discovered in eastern Quebec. The Pigments Department of E.I. Du Pont de Nemours & Co. lost their high grade Indian ilmenite supply after World War II began, and they were forced to use lower grade ilmenite from National Lead's (now NL Industries) Sanford Lake Deposit, near Tahawus, NY, in the Adirondack Mountains. At the end of the war, Du Pont undertook an intense search for a domestic ilmenite source. With the cooperation of the US Bureau of Mines, Du Pont geologists found a very large deposit east of Starke, FL, in 1946. In 1948 Du Pont entered into a contract with Humphreys Gold Corp., who operated a heavy minerals mine near Jacksonville, FL, to construct a plant and operate it for a period of ten years. The plant started up in 1949 and operated under Humphreys' management until the contract expired in 1958. Du Pont has operated the plant since that time. In 1956, a second plant was designed and built by Du Pont a few kilometers northeast of the town of Lawtey. The 1960s saw titanium mineral production expand in the southeastern US with Humphreys' contract mining Du Pont's ore body at Folkston, GA. In the early 1970s. American Cyanamid and Union Camp Paper Co. formed a joint venture company, Titanium Enterprises (TE), to mine and separate titanium minerals from Union Camp's ore deposit southwest of Green Cove Springs, FL. In 1975 the TE plant was shutdown and later sold to Associated Minerals (USA), Inc. (AMC), a subsidiary of Renison Goldfields Consolidated Ltd., an Australian company. It now operates under the name RGC (USA). Mineral production grew in the 1970s with the development of extensive heavy mineral deposits at Eneabba in Western Australia and Richards Bay in the Republic of South Africa. The 1980s saw the construction of a very large ilmenite mine and synthetic rutile processing plant in the state of Orissa southwest of Calcutta, India. At the same time, concern for titanium mineral shortages expected by the end of this century, gave rise to a flurry of exploration activity during the mid 1980s. As a result, large deposits were found in Virginia and North Carolina. New deposits were also discovered in Australia. Fig. 1 shows the distribution of world titanium deposits and mines. The world TiO, production capacities are given in Table 1.

While the use of synthetic polymers for solid/liquid separation is not raw technology (1)(its history goes back to the mid 1950's), its importance has increased dramatically over the past decade. This can be attributed to two major factors. The first of these was a change to mechanized mining (strip mining and continuous underground miners) which resulted in a lower quality (higher reject) preparation plant feed, as well as a higher percentage of smaller size particles in the feed. The second factor has been the greater restrictions imposed by governmental agencies on effluent discharge and solids impoundment, requiring pre-treatment of recirculating water before reuse and treatment of refuse before disposal. Today, synthetic polymers find utility in almost all applications requiring separation of solids from aqueous suspension, including "in-process" as well as waste treatment applications. In spite of the fact that there are over several hundred commercially different flocculants available in the marketplace (2), there are a limited number of chemically different materials available which are useful from a cost/performance standpoint. The potential reasons for using flocculants in a coal preparation plant are summarized in TABLE 1.

The degree of fragmentation obtained in primary quarry blasting has always been a factor in the speed of digging' the muckpile This paper will discuss a case history of increased production and associated lowered costs from increased fragmentation. The quarry under discussion is fairly new, located in Georgia, and is in the large operation .category. Loading is done by three yard shovels, and, primary crushing by a 48" x 60" haw crusher preceded by a 5' wide feeder. The stone is a hard granite gneiss, of Los Angeles rating 22, and apparent specific gravity is 2.68. The product is shipped to points in that state for railroad ballast, concrete aggregate, and road building stone. Inasmuch as fairly large shovels and a large Jaw were to be utilized, initial drilling and blasting were pointed toward producing fairly large sized muck for this large equipment. This was following a concept somewhat in vogue for some years in the Southeast wherein many large equipment plants would tend towards larger fragmentation, and smaller equipped plants would conversely tend toward attempts at smaller sized rock piles for smaller shovels and crushers.

Much research effort has been spent in attempting to reduce the high energy costs in grinding, but relatively little in developing methods to enhance the liberation of the minerals from each other. This paper presents some ideas on the nature and role of grain boundaries in mineral assemblies, and their influence on the propagation of cracks through the rock. It is argued that if the mechanisms of fracture are more clearly understood, crack propagation may be controlled in such a way that intergranular fracture dominates breakage, producing less fines and a higher degree of liberation.

Lightweight concretes date back to before the Roman Empire. The earlier concretes were made by combining a burnt lime for cementious material with pumice or volcanic rock for aggregate. Although structural value was limited due to its primitive nature, many structures were able to withstand the test of time. The rotary kiln expanded shale industry had a slow start that began around 1908. The industry was founded by Stephen J. Hayde of Kansas city, Missouri. Mr. Hayde noticed that the bloating effects of some aggregates were undesirable by the brick industry. Material of this type was considered waste and avoided in brick production, but he realized it had all the qualities and basic requirements for a concrete aggregate that would reduce weight and still retain structural value. It came into national attention by use in ocean-going vessels through a shipbuilding program undertaken by the united states Fleet Corporation. This research was brought about by the need to find a suitable material to replace high-grade plate steel due to a shortage created by World War I. The need prompted the government to supply the reserves that Stephen Hayde desired to continue and complete research into producing a uniform lightweight aggregate. His results pointed to the rotary kiln method for which he was granted a patent in 1918. One of the most famous and largest concrete ships built through this program was the U.S.S. Selma. It is a great pleasure for me to speak-before such a prestigious group as the American Institute of Mining, Metallurgical and Petroleum Engineers. The substance of my talk today is the handling of coal and petroleum coke: their characteristics and environmental problems, and how we were able to correct the problems, prescribe the cure and enjoy the benefits. When coke first became a by-product derived from the oil refineries everyone would have been very happy if someone had offered to take this pro- duct off their hands. Unfortunately, there was no market at that time, and no one seemed interested. Soon thereafter, it became a sellable product and began to be shipped to many countries in the world. This was when all of the pollution problems began. I will be talking briefly about some of these problems and showing a short film on this subject afterwards.

Few if any mines in North America have used exhaust air to remove heat at temperatures above the stope reject temperature. In contrast, the South African mining industry has long taken advantage of this heat removal method. The Homestake Gold Mine in Lead, South Dakota, has reached the point where a large air-conditioning upgrade is needed. Since existing air and water resources are being utilized about as well as practically possible, it was recently decided to install an 8.1 MW(R) (2300 ton) plant in the deepest mining division. Two horizontal bulk air spray coolers will distribute the coo1th to active workings via controlled recirculation. The heat will be rejected to exhaust air in four parallel cooling towers. The number and size of these large direct-contact heat exchangers prompted an investigation into South African planning techniques.
