There is pressing need for better means of exploring ground conditions ahead of mining. Exploration drilling has the drawbacks of high cost and a seriously restricted sampling zone. Traditional geophysical exploration methods including gravity, magnetic and resistivity techniques have been used with some success underground, but all give poor target delineation relative to range, since they depend upon minor distortions of a potential force field. Much greater ratios of resolution to range can, in principle, be obtained by employing electromagnetic or seismic radiation as the exploring agent. This is because propagation time delays can be used to measure range accurately, and to separate the small effect of a distant target from the much larger effects of nearer targets and of the transmitter. Seismic waves have long been used with great success in exploration for petroleum, and recent research on their application underground is promising. Electromagnetic (radar) waves have been very successfully used for detection and location through the air and outer space, and have also explored through polar icecaps more than a mile thick.l It is not generally realized that below the soil many rocks are also somewhat radar-transparent, and that radar can be used for exploring such rocks, once a quarry, a mine, a borehole, or other means of access has been opened. Radar waves are reflected by any boundary or object where they encounter a large change in electrical properties.2 The usual cause of such a change is a difference in moisture content. This paper addresses a process by which both the disposal and utilization of preparation plant coal refuse can be simultaneously accomplished with an attendant benefit of significantly increasing the percentage of extractable coal. A laboratory study is described in which coal refuse was successfully utilized as an aggregate in low cost concrete (coal-crete) mixes under simulated mine environments. Coal-crete specimens with compressive strengths of 14,000 kPa (2,000 psi) were consistently produced. A construction sequence and mining plans are offered for placing the low-cost coal-crete pillars in accessible areas in room-and-pillar mines so that a Substantial portion of the remaining coal pillars could be extracted. The method could be applicable in areas where mining procedures do not permit pillar extraction because of possible surface subsidence, roof problems, or other conditions. Possible structural difficulties with the coal-crete pillar support system are discussed. Using a discounted cash flow analysis, the economic feasibility of mining with the coal-crete pillar system is investigated. The cost of the coal-crete pillar system is compared to the cost of a mining system which would have less coal recovery. The analysis indicates that although at higher coal selling prices the coal-crete mining system may yield an acceptable rate of return, the alternative of leaving the coal pillars is more attractive at the present time.

The importance of mineralogical and chemical characterization of fine particles in the fields of mineral and metallurgical processing is discussed. Emphasis is placed on electron beam analysis techniques including electron diffraction and energy dispersive analysis with special reference to the scanning trans- mission electron microscope. The correct choice of instrument depending upon particle size, composition and nature of sample is stressed and the analytica1 capabilities of different types of instruments are evaluated. Recent applications of electron beam equipment to processing problems are presented and the paper concludes with a review of new developments in the fields of surface analysis and micro-diffraction.

Three nutrient amendments and a biological seed inoculant were evaluated for use in establishing vegetative cover on waste rock substrates. Randomized blocks were placed on three substrates. Treatments included two types of organic fertilizer, mineral fertilizer, Azospirillum bacterial inoculant, plus controls. The seed mix consisted of native grass species adapted to low nutrient conditions. Canopy cover has been monitored for three growing seasons. Results indicate: 1) two of three substrates support plant growth following amendment with organic fertilizers; 2) organic fertilizers increase cover substantially over mineral fertilizer; and 3) Azospirillum had no effect on canopy cover.

With the current emphasis on ecology, safety, and conservation of natural resources, some consideration should be given to methods of mining that reduce surface damage, make the mining of coal less hazardous, and allow exploitation of a larger percentage of the coal in situ. One method that can be helpful toward attaining these objectives is the use of packing or stowing. Stowing involves the replacement of the ore that has been removed by waste material obtained from within the mine or elsewhere. Evidently, it would be most beneficial if this waste for packing were available from the mine being worked, but generally this is not possible. If complete stowing is adopted, it is necessary to bring in packing material from other sources. Stowing tends to reduce surface subsidence, but not eliminate it. It enhances roof support and curtails accumulation of methane in the gob, making the mining operations safer. It may also allow one to obtain a larger amount of coal. Currently, in the United States, a substantial amount of coal is left in place as pillars, in the hope that it will support the overburden indefinitely. Some of these could be extracted with stowing. The mining of thick, steep, or contiguous seams would also be facilitated.

In August, 1977, the Federal Surface Mining Control and Reclamation Act was signed into law [I]. It stated that: "The Congress finds and declares that because of the diversity in terrain ... and other physical conditions in areas subject to min ing operations, the primary governmental res- ponsibility for developing, authorizing, issuing, and enforcing regulations for-surface mining and reclamation operations subject to the Act should rest with the States." Section 516 of Title V (Control of the Environ mental Impacts of Surface Coal Mining) of the Act deals with the surface effects of underground coal mining operations. "Each permit issued under any approved State or Federal program pursuant to this Act and relating to underground coal mining shall re quire tfieoperator to adopt izeasures consist ent with known technology in order to prevent subsidence, causing material damage, to the extent technologically and economically feasible, maximize mine stability, and main tain the value and reasonable foreseeable use of such surface lands, except in those instances vhere the mining technology used requires planned subsidence in a predictable and controlled manner: Provided, that nothing in this subsection shall be construed to prohibit the standard method of room and pillar mining. "

Experience at Energy West Mines in the Wasatch Plateau Coal Field, Utah, has shown that longwall face bursts occur mostly near the tailgate when extracting the third adjacent longwall in a panel section where depths exceed 610 m (2000 ft). It is believed that this is due to a combination of cover depth and side abutment stresses created by the widening of a pressure arch formed by interlocking and bridging of large blocks of" very competent strata. The 60-m-thick (200 ft) Castlegate Sandstone probably plays a key role in pressure arching. This paper presents a back-analysis of the location and magnitude of the stresses associated with face bursts that occurred when mining the 7th Right Longwall at the Deer Creek Mine. Improvement of these conditions may be achieved by widening the longwalls to attain critical subsidence width sooner while mining the second long-wall, and to reduce stresses at the face. Wider longwall faces, however, increase the chance of sandstone channel interception often associated with bursts. Satisfactory mitigation of face bursts beyond cover depths of 610 to 670 m (2000 to 2200 ft) may be difficult without using destressing techniques. The hydraulic fracturing/liquid infusion technique seems to offer the best possibilities for application in longwall mining.

Red mud has been reported as a potential resource for lithium. To investigate the leaching behavior of lithium, a lithium-rich red mud was neutralized with hydrochloric or oxalic acid and then leached with acetic acid. When red mud was neutralized using dilute hydrochloric acid, about 58 to 60 percent of lithium was leached with 25 percent acetic acid at 95 °C for 60 min, while more than 95 percent of sodium and 85 percent of calcium were dissolved in the leachate solution. When oxalic acid was used to neutralize red mud prior to acetic acid leaching, lower lithium leaching efficiencies of about 42 to 47 percent were observed. Nevertheless, these leaching efficiencies of lithium were close to that of calcium and much higher than those of sodium under the same conditions. In this study, 25 percent (v/v) of acetic acid at 85 °C for 60 min was demonstrated to be the optimum conditions for lithium extraction from oxalic acid-neutralized red mud using acetic acid. The results are useful and of interest for lithium recovery and purification from red mud.

Thousands of mine air samples are taken underground each year by MSHA inspection personnel in order to further assure that miners have a safe and healthy environment in which to work. While most air samples are taken with stain tubes, many samples are obtained in evacuated containers and returned to a laboratory for more accurate analysis on a gas chromatograph. In order to enhance the accuracy, reliability and repeatability of the samples taken with evacuated containers, improved procedures have been developed, which are described in this report, for filling two different types of evacuated sample containers using either mechanical or electrical pumps. In those instances, such as when sampling strata gases in drill holes, where mathematical calculations may be required for proper sampling, example calculations are provided. The use of a third type of evacuated container, which is generally restricted to non-specific sampling of the ambient mine atmosphere, is also described.

The Lucerne Valley Operations of the Minerals, Pigments and Metals Division of Chas. Pfizer & Co., Inca, are located about 5 miles south of the town of Lucerne Valley, California. These operations consist of several limestone quarries, a whiting plant which produces finely pulverized limestone products, a-kiln which produces granular quicklime and lime products, and maintenance shops, warehousing, shipping, and office facilities. Construction of the Lucerne Valley plant began in 1961 as the result of a decision to utilize large undeveloped reserves of limestone in that area. Quarry development was started in the following year; and by 1965, Lucerne Valley had become the principle limestone and lime facility of the Western Operations of the Minerals, Pigments and Metals Division.

Microscopic observation of physical and chemical changes which take place in various materials under conditions of elevated temperature and controlled atmosphere can often yield valuable insight into the fundamental physical-chemical reactions which control processes in which these materials play an active role. The technique of high-temperature microscopy thus becomes an important tool for basic and applied research in pyrometallurgical and allied fields. Investigators have long been aware of this and through the years have applied the technique to a wide variety of problems. However, up to this time, application has been on a rather limited scale due to the high initial cost of equipment and the relatively low rate of production of data resulting from the complexity of the apparatus and attendant problems in manipulation.

Yield pillars are used in deep coal longwall mines, where the depth of cover is so great that a conventional chain pillar design tends to be unsuccessful. The design of yield pillars in deep U.S. mines has been based mainly on experience, pressure arch theories, numerical modeling, and empirical methods that originated in the eastern U.S. coal mines. This paper offers field experience based guidelines for the design of yield pillars through analysis and evaluation of numerous case histories. Case histories of yield pillar applications were collated and critically reviewed to identify trends in data that can be used to formulate the design guidelines. Convincing trends observed in the case of successful case histories indicate that yield pillars should have a width to height ratio in the range from 2.8 to 6.0, a stability factor during development between 0.4 and 0.6, and shed between 94% to 98% of the cover and abutment load, as provided by the Carr-Wilson (1982) method. Also, yield pillars should be utilized in coalmines only where the roof and floor rock have a CMRR rating of 50 or better.

"Underground refuge alternatives require an air source to supply breathable air to the occupants. This requires pressure relief valves to prevent unsafe pressures from building up within the refuge alternative. The U.S. Mine Safety and Health Administration (MSHA) mandates that pressure relief valves prevent pressure from exceeding 1.25 kPa (0.18 psi), or as specified by the manufacturer, above mine atmospheric pressure when a fan or compressor is used for the air supply. The U.S. National Institute for Occupational Safety and Health (NIOSH) tested a variety of pressure relief valves using an instrumented test fixture consisting of data acquisition equipment, a centrifugal blower, ductwork and various sensors to determine if the subject pressure relief valves meet the MSHA requirement. Relief pressures and flow characteristics, including opening pressure and flow rate, were measured for five different pressure relief valves under a variety of conditions. The subject pressure relief valves included two off-theshelf modified check valves, two check valves used in MSHA-approved built-in-place refuge alternatives, and a commercially available valve that was designed for a steel refuge alternative and is currently being used in some built-in-place refuge alternatives. The test results showed relief pressures ranging from 0.20 to 1.53 kPa (0.03 to 0.22 psi) and flow rates up to 19.3 m3/ min (683 scfm). As tested, some of the pressure relief valves did not meet the 1.25 kPa (0.18 psi) relief specification.IntroductionThe Mine Improvement and New Emergency Response Act of 2006 (MINER Act) was enacted in the United States in the wake of three mine explosions/fires that claimed 19 lives that year. Intended to help improve underground coal mine accident preparedness, the MINER Act includes provisions that target mine safety issues in areas such as emergency response planning, adoption of new technology, training and education, and mine safety standards enforcement (U.S. Mine Safety and Health Administration, MSHA, 2006). Section 13 of the MINER Act specifically directed the U.S. National Institute for Occupational Safety and Health (NIOSH) to provide for research into the effectiveness and viability of refuge alternatives for underground coal mines. This mandate culminated in the 2009 adoption of changes to Title 30 of the Code of Federal Regulations (30 CFR) mining health and safety regulations, requiring underground coal mines to provide mine emergency refuge alternatives and associated components, to provide a life-sustaining environment for persons trapped underground. Such refuge alternatives can be either self-contained mobile units or built-inplace facilities. The regulatory changes also include provisions establishing requirements for MSHA approval of refuge alternatives and their components, and among these provisions are numerous criteria for providing a safe breathable atmosphere under positive pressure within the refuge alternatives. One specific criterion for maintaining a safe refuge alternative atmosphere requires the inclusion of an air pressure relief valve that will activate at a maximum of 1.25 kPa (0.18 psi), or at a pressure above mine atmospheric pressure, in the refuge alternative, as specified by the manufacturer when the breathable air is supplied by a fan or compressor (MSHA, 2008)."

"Mining companies want to be in a position to move quickly and seize a favorable market or to keep their key staff productively busy. One of the problems for these companies is the time required to compensate for unavoidable impacts that the mine will have on the natural environment and to gain environmental permits. All too often, circumstances that were favorable when the project was proposed have become less favorable by the time all the hurdles have been cleared.Accordingly, many mining companies are interested in ways they can inject more predictability into their timelines for gaining environmental permits, shorten those timelines, and be more certain of getting the permits they need to carry out their next project.One increasingly popular way to do this is through a relatively new kind of service — the mitigation bank.Mitigation banks purchase property or easements through property that has been impacted by agricultural, industrial or resource activity. They then turn it around from an environmental point of view. This might include restoring streams and wetlands so that fish and aquatic organisms can survive, and animals have habitat and food to flourish.Appropriate native species of plants including trees and shrubs are planted, and steps may be taken to introduce wildlife to the new habitat. In some cases, a special focus is placed on creating habitat for rare and endangered species of plants or animals.The property is inspected by regulatory authorities, coordinated through an interagency review team (IRT). If the property is determined to be effective as natural habitat, the mitigation bank is then issued credits that it can then sell to development projects that are creating an unavoidable permitted environmental impact elsewhere. A mining company, for example, would buy credits to offset the aquatic impacts due to construction of a mine, access roads and other infrastructure — as required by the Section 404 Clean Water Act permit that governs those unavoidable aquatic impacts. The mitigation bank used for offset must have an IRT-approved service area that includes the location of the impacts."

Surface coal mine design has traditionally relied on graphic and analytic approaches for pit layout and equipment selection. A number of interactive graphic microcomputer programs have been written which aid in the design process in the academic arena and should also have industrial applications. The programs described include a dragline cut diagram and production index calculation program, a downslope load scraper cut diagram and volume program and an overburden volume and coal tonnage sequencing program.

Proceeds from industrial mineral mining in Nevada were approximately equal to those from metal mining during the barite boom in the late 1970s and early 1980s; however, since then the economic importance of industrial minerals has been overshadowed by gold mining (Fig. 1). The total value of industrial minerals mined in Nevada increased by about 60% during the 1980s, reaching an estimated $306 million in 1990 before falling slightly in 1991. The state's most important industrial mineral commodities, in order of estimated value, are aggregate, lithium carbonate, diatomite, lime, cement, gypsum, barite, clay, silica, and magnesia (Fig. 2). Industrial minerals produced on a smaller scale are colemanite, dimension stone, dolomite, perlite, salt, and zeolite. In 1991 industrial mineral commodities other than aggregate were produced at 39 operations in Nevada. Most of these operations are located near the two major metropolitan areas of the state, or along the major transportation routes (Fig. 3).

The velocity of detonation (VOD) is a significant property considered when rating an explosive, and it is quantified as a confined or unconfined velocity. The confined velocity is more significant as explosives are usually used under a definite degree of confinement. This study evaluates the stepwise increment of the air-deck volume from 10 to 30 percent, and its effect on the VOD. The VOD estimation in the 172-mm-diameter explosive column was conducted using the Dáutriche technique. The air-deck volume increment has an attenuation effect on the steady-state VOD, and detonation failure is high at 30 percent air-deck volume. This attenuation effect is directly linked to the explosive’s rating and efficacy. The air-decking approach in this study is different from conventional air-decking techniques in that it does not employ the fixed blasthole parameters, air-deck volume and specific VOD.

A series of iron-leaching experiments were conducted to test the ability of metal-reducing anaerobic organisms to reduce iron from Fe3+ to Fe2+ to dissolve it from iron ore tailings. This bioleaching process involves the fermentation of biomass from Typha latifolia (a common wetland plant) to generate organic compounds, which, along with metal-reducing organisms, reduce and dissolve iron. The concentration of dissolved iron over time was studied for one year. Iron concentration above 1150 mg/L was achieved at a pH range of 3.95–5.36. Tailings from multiple locations were examined.

It is the hope of the author that this paper, largely a compilation of observations and opinions built up over 20 years of experience in cold and remote areas may be of some help to others in designing better plants for the future in the north. The north is not as difficult to operate in as the better story tellers make it appear to be. ()n the other hand for 6 months of the year the cold is always there, and it seems to be waiting for someone to make a mistake. The simplest things can shut a multi-million dollar plant down at -4n' F with a 4n M.P.H, wind. It only takes one man door improperly latched to freeze up all the pumps on the bottom floor. Someone can poke a one inch hole in an outside wall in July and six months later while you are having Christmas dinner, a watchman will call up to report that the whole plant is flooded because the main water line just froze up and burst. Basic things to remember in plant design for cold and remote areas are: everything in these areas is more expensive due to long and difficult supply lines. Fuel is expensive and would be a major cost item even if it were not expensive, due to the extended periods of low temperatures. Building volumes should therefore he kept to an acceptable minimum. Service areas on the other hand must he adequate, because maintenance generally has to be conducted inside in a heated area. Supply vehicles for instance have to get completely inside the building to unload. If you try to unload a supply vehicle with the door open at -50° F, you won't be able to find the vehicle for fog and if you take more than 5 minutes half the water lines in the plant will freeze up. People in a remote area are expensive. The capital investment per employee may be as high as $30,000; with fringe benefits per annum costs of an employee will he as high as 812,000 per year regardless of basic wage rate. It

Introduction Americans have long been proud of their ability to recognize a need, define it, and then develop workable solutions. The U.S. underground coal conversion (UCC) program is a good example. In 1974, the need to utilize coal resources that could not be mined was recognized, and Congress gave the Bureau of Mines $1.7 million to gain a better understanding of the UCC technology and its potential applications. Since 1977 when the U.S. Dept. of Energy (DOE) was formed, workable technologies have been tested, the market for underground coal conversion has been recognized, and extensive industrial interest has developed. Perspective The U.S. is blessed with extensive coal resources. Coal supplies about 19% of our national energy needs, yet recently promulgated environmental standards and increasing mining costs have limited direct coal use. UCC potentially can use coal that is economically or technically infeasible to mine because the coal is too thick, deep, dirty, high-ash, and wet; has an excessive angle of dip; or has unpredictable and poor overburden characteristics that make mining unsafe. Coal can be gasified underground or perhaps liquefied below the earth’s surface. Underground coal gasification (UCG) is the prime element of the underground coal conversion program. It enables coal to be converted to gas underground. UCC Coal Resource Recent data show a total U.S. coal resource base of about 6.4 trillion tons. Of this, 1.8 trillion tons might be accessed by UCC, including some minable coal. A commercial UCC process could quadruple roughly the 450 billion tons of U.S. coal reserves, which presently are recoverable by mining. The U.S. coal resources are divided into five sectors. The two most eastern sectors contain relatively thin, swelling bituminous coals that are difficult to gasify. Of the two, the bituminous coal in the Eastern Province is the most difficult because it is deeper than , in the Interior Province and the terrain is more rugged. The sector along the Rocky Mountains contains huge amounts of thick low-rank coals that are the most promising for early development by UCC. The coal has good continuity and the terrain is suitable.
