New South Wales (NSW) and Queensland dominate Australian black coal production and exports. NSW produced 86 Mt (95 million st) of saleable coal in 1994, a doubling of output since 1980. Asian demand for thermal and coking coal has driven this growth. This high Asian demand is expected to continue and NSW will seek to secure its share. History The history of the New South Wales (NSW) coal industry can be traced to 1797 when coal was first taken from Newcastle to Sydney (Ellis, 1969). At that time, NSW was a British colony, independent from the other colonies, such as Victoria and Queensland. Australia, as a federation of colonies, did not exist until 1901. The Newcastle coal industry grew through the 1800s in line with the growth of the colonies. Several events spurred demand for Newcastle coal. These included: ? The NSW and Victorian gold rushes of the 1850s and associated population growth. ? The development of steamship traffic at the expense of sail. ? The development of railways and town gas supplies. By 1900, Australia was producing 6.4 Mt (7 million st) of coal, most of it from NSW. By then, NSW had established strong export markets in Indonesia, China, Japan and New Zealand. The history of energy consumption is marked by continual competition, changing intensity of use and substitution. From 1900 to 1940, the Queensland, Victorian and Indonesian coal industries developed at the expense of NSW exports. Similarly, New Zealand developed its hydroelectric industry and thus declined as the largest customer for NSW coal. Oil replaced steam in the shipping and railway markets and electricity replaced gas for lighting. Industrial efficiencies also affected coal. Between 1928 and 1938, coal consumed in generating power fell from by 17% on a kilowatt hour basis and, during the same period, the amount of gas produced per ton of coal rose by 18% (Shaw and Bruno). Faced with these pressures, production and exports stagnated. By 1941, Australian black coal production was 14.2 Mt (15.6 million st). NSW's production was 11.7 Mt (12 million st), up only 19% from 1912. Exports had virtually ceased (Fig. 1). In such circumstances, the industry had lost focus. During the cyanide leaching process of gold and silver, ores that come from the transition zones which typically con-tains low levels of sulfide may produce one or more of the following reduced sulfur species: sulfide (HS ), polysulfides (Sn ), thiocyanate (SCN ), thiosulfate (S2O3 ), trithionate (S3O6 ), tetrathionate (S4O6 ), pentathionate (S5O6 ) and hexathionate (S6O6 ). The actual speciation of the reduced sulfur species in the circuits will primarily depend on the re-dox potential, pH, cyanide levels and existing sulfur species in recycled process water, as well as the presence of other reac-tive metal species. Development of an accurate analytical method for sul-fur species in cyanide leaching units of gold ores where sul-fur speciation occurs has an important role in explaining the metal recovery deviations. This study presents the speciation of sulfur species and development of an ion chromatography method to analyze the reduced sulfur species thiocyanate, thio-sulfate, trithionate and tetrathionate in cyanide leaching circuits for gold ores. The method developed has resulted in the precise quantification of target sulfur species in leach solutions.

"According to the Office of Surface Mining Reclamation and Enforcement Abandoned Mine Land Inventory System, in 2013 there were 98 underground mine fires burning in 9 states. This is considered by experts to be an underestimate for the actual number of fires nationwide. Abandoned mine fires, if left uncontrolled can burn for years and in fact, one of the most well-known mine fires in the US, the mine fire in Centralia, PA, which began in 1962 has been burning for over 55 years. In Centralia, the mine fire won the battle, despite suppression and control efforts, as most of the residents were bought out by the State of Pennsylvania and moved away. However, the world record for the longest-burning coal fire, which may have been started around 6,000 years ago in New South Wales, Australia is still smoldering. Suppressing a coal mine fire requires cooling the hot zones and removing any source of oxygen. If the workings are shallow, the fire zones can be unearthed and the burning rock mass can be quenched on the surface. If the workings are too deep to excavate, then the fire must be fought remotely through boreholes using a variety of agents including water, gas-enhanced foam and grout. Access to surface areas for drilling can be problematic due to topographic and property constraints. When this occurs, large areas of burning may go unaddressed or simply left to burn. Fire Solutions, Inc. has been investigating the use of gas-enhanced foam in concert with directional drilling technology. Gas-enhanced foam has the advantage of using less water and adds inert nitrogen gas to displace oxygen to infiltrate and suppress a fire. Directional drilling has the capability to steer a borehole to a specific place underground. Directional drilling has many advantages over conventional drilling technology as it can provide the least disruption to the ground surface, minimize surface preparation and reclamation costs, multiple sites can be accessed underground from a single site and thus treated simultaneously and it offers increased efficiency because it is not constrained by difficult terrain. This paper discusses the combined use of these two technologies and it is hoped that with the use of these two technologies the efficiency and capability to address mine fires will be significantly improved. INTRODUCTION According to the Office of Surface Mining Reclamation and Enforcement, Abandoned Mine Land Inventory System, in 2013 there were 98 underground mine fires in 9 states. This is considered to be an underestimate for the actual number of fires nationwide. Many mine fires are started by people burning trash where the coal seam or an abandoned coal mine is close to the surface. Other fire ignition sources include lightning and forest fires. Once ignited, a coal mine fire can easily spread into the remaining coal pillars and mine entries. Once established, the fire creates its own ventilation system supporting further combustion by drawing air down into the workings through unsealed mine shafts, fractures and surface subsidence depressions. As the coal left in the workings from the past mining operations burns, the mine void can collapse, causing subsidence and creating dangerous voids, damaging damage overlying surface structures and roadways. The products of combustion include smoke and noxious fumes such as carbon monoxide gas. These products are released to the atmosphere through fractures that develop within the ground surface, killing vegetation and creating serious health hazards [1]."

Tellurium (Te) is a rare metalloid that is predominantly produced from the treatment of anode slimes formed during copper (Cu) electrolytic refining. The US Government lists Te as one of the 50 critical minerals, partly, because of its use in thin-film photovoltaic (PV) technology. Given policy initiatives to increase Te production, it is important to evaluate the life-cycle environmental impacts of Te recovery as a by-product of Cu processing. The literature contains a few specific life cycle assessment (LCA) studies of groups of metals that include Te without proper regard to impacts per life-cycle stage of Te production or the effect of allocation on the results. This study builds an LCA model of the production system of Te from anode slimes treatment to evaluate the effect of allocation on life-cycle impacts. We build life cycle inventories using data from the Ecoinvent v3.7.1 database, literature, and engineering calculations and allocate impacts in proportion to products’ mass and economic value. The results show that economic value-based allocation yields greater impacts than mass-based allocation indicating the significant effect of the allocation approach on life-cycle impact estimates.

In discussing so-called "volume rates" for the movement of coal, I start from one basic premise: That it is the job of the railroads to devise rates which will move the traffic, while at the same time assuring a fair return on their investment. No matter how reasonable and nondiscriminatory freight rates may be, if they fail to attract and hold traffic to the rails, they are utterly useless - both to the carriers and the shipping public. And it will be my purpose here to show that under certain circumstances the use of volume rates by the railroads enables them. to hold traffic which would otherwise be lost, and to avoid needless dissipation of revenues, Properly employed, volume rates should benefit both the coal industry and the railroads, I do not, however, advocate the discarding of the carload as the basic rate-making unit. Far from it. Sound operating reasons dictate the making of rates based on car- loads, and the tradition of carload rates has a firm foundation in railroad operating costs, many of which vary directly with cars handled. In short, the carload was, Is and, in my opinion, will continue to be the basis for most rail rates on coal, as well as on other commodities. But change is an inevitable result of progress, and we should not be so bound by tradition that we are unwilling to try novel methods of ate making, should the circumstances require, The modern rate maker must, now and then, run the risk of being called an iconoclast if he is to keep up with the times. As T will point out, volume rates were for many years rejected by both the Interstate Commerce Commission and the railroads, But now both the Commission and the carriers have come to recognize that under proper circumstances and conditions volume rates are a powerful and effective tool.

Electrolytic manganese residue (EMR) is a kind of industrial solid waste with high silicon content that contains harmful metal elements such as chromium (Cr), copper (Cu), lead (Pb), cadmium (Cd), nickel (Ni) and cobalt (Co). Developing a highly effective and environmentally friendly process to treat EMR is important, both for the reutilization of metal resources and for environmental sustainability. In this study, the bioleaching of available silicon from EMR using silicate bacteria is investigated, with flask experiments conducted to optimize the parameters in the bioleaching system. For metal ions, the concentrations of manganese (Mn), Co, Ni and Pb in solution were measured to determine the environmental safety effects before and after bioleaching. The results show that the bioleaching rates of available silicon in the slag were mainly affected by the temperature, pH and pulp density. Under the optimal conditions of temperature of 30 °C, pH of 7.0, pulp density of 5 percent, shake flask rotational speed of approximately 210 rpm, particle size of approximately 0.150 mm and leaching time of 16 d, the concentrations of available silicon in the bioleaching system rose to approximately 110 to 140 mg/L. The metals remaining in the residues were mainly bonded in stable fractions, with concentrations lower in the leachate after bioleaching. This study demonstrates that silicate bacteria can be used to increase the contents of available silicon from EMR, and that bioleaching technology can realize the harmless resource utilization of EMR.

Depression of copper sulfides followed by MoS2 flotation is the most commonly practiced technique for Cu-MO separation. Although numerous organic depressants have been developed in the past, a majority of the currently used copper depressants are inorganic compounds (ex. NaHS, Nokes reagent, etc.). A unique advantage of organic depressants over the inorganic compounds is the potential versatility for design of the organic molecule to suit many requirements. The present study was initiated to systematically investigate the structure- activity relationships for a large number of organic complexing agents in comparison with the commonly used inorganic depressants that are often inefficient and hazardous. The results obtained in this study are discussed in light of the useful correlation obtained between practical solution redox potential and depressant activity. Several requirements, such as the presence of an active -SH and hydrophilic -OH or -COOH in the organic molecule, are identified for a reagent to be a satisfactory depressant. Some preliminary results on the desorbability (or destruction) of collector coating on the sulfide surfaces in the non-xanthate collector systems are also discussed.

The leaching of heaps or sub-marginal waste ore dumps as it is practiced throughout the Southwest as well as other parts of the world, is the major method of secondary recovery of copper. In 1970, twenty percent of all domestic copper was produced by dump leaching operations (l). In recent years, this method has been successfully extended on a limited scale, for the recovery of uranium from low-grade ores (2). It is inevitable that this technique will be increasingly employed in metal production to satisfy the insatiable demand of our mineral based society. Although dump and heap leaching has been used effectively for some time (3) , its application has been more of an art than a science. Therefore, it is essential that we learn about the important factors and parameters affecting this versatile process so that we may make increasing use of this technique in the future. The dump or heap leaching process encompasses the preparation of ore for-subsequent inplace leaching, the flow of solutions and ionic species through porous rock masses, the leaching of minerals with inexpensive and, if possible, regenerable lixiviants under prevailing conditions of the inplace environment, and the recovery of metals from the pregnant liquors. It is evident that this comprehensive scope of dump or heap leaching falls under the realm of interdisciplinary science and engineering requiring the application of the principles of physics, mineral engineering, hydrology, computer modeling, operations research, economics, and allied disciplines. Evidence for the floatability of sulphide minerals without collector is analyzed and it is shown that results obtained with ores, in contrast to those with single minerals or mineral mixtures, depend on many additional variables, some identified and others not. Because of the prevailing low levels and costs of collectors for most sulphide ores, it is unlikely that collectorless flotation will have commercial applications, so that continued research on the subject may be justifiable on theoretical but not on practical grounds.

This study aims to investigate the effect of combined mechanical and ultrasonic milling on the size reduction of talc. First, the talc sample was wet-ground in a stirred media mill for five different lengths of time (30, 60, 90, 120 and 150 min), and the optimum result was subsequently achieved with treatment by ultrasonication. The effects of amplitude (20, 35 and 50 µm), solid ratio (2.5, 5, 7.5 and 10 percent), and sonication time (60, 120 and 240 min) on the sizes of the final product were investigated. The pre-milling by wet grinding caused a decrease in the grinding resistance of talc. Sequential ultrasonic treatment, which was applied to the talc sample, generated smaller particles in comparison to those acquired by stirred media milling alone. Experimental results were assessed based on the product particle size (d10, d50 ), reduction ratio and specific energy consumption. Submicron particles prepared by ultrasonic treatment were highly stable compared to stirred media milling alone as investigated in terms of particle size. In addition, the effects of mechanical and ultrasonic milling on the structural properties of talc particles were characterized by X-ray diffraction (XRD) analysis.

The fly ash from coal combustion often has a high unburned-carbon content. This can make it unusable as a cement admixture, which is the major fly ash utilization market. As a result, high-carbon fly ashes currently disposed of by landfilling, at sometimes considerable expense. In this paper, the use of froth flotation to remove the unburned carbon from fly ash is described. Three different fly ashes were studied, which had Loss-on-Ignition (LOI) values of 6.79, 6.90, and 11.11 %. It was found that the use of an alkanolamide/oil mixture as a froth-conditioning reagent could greatly reduce the amount of collector needed, by increasing the affinity of the collector for oxidized carbonaceous surfaces. For each of the three fly ashes, froth flotation reduced the LOI of the ash to less than 2% which is well below the ASTM specification of no ' more than 6.0% LOI for Class F fly ash. Increasing carbon content of the ash tended to increase the quantities of reagents needed in flotation.

"As mine operators continuously look for ways to improve functionality and increase the capacity of their facilities, existing process equipment is often pushed to and past its designed limitations. As a result, equipment manufacturers are asked for economical solutions to meet redefined processing needs. Newmont Mining in Nevada was faced with such a need in its carbon-in-leach (CIL) train. In a collaborative effort between Newmont and Derrick Corp., tests were conceived to assess the viability of drop-in replacement screens using a three-dimensional screen panel. The synthetic pyramid screen panel was designed to increase flux while maintaining the existing equipment footprint. The test is the end result of an ongoing research and development project that Derrick undertook in an effort to refine and upgrade its urethane screening media. The application of this new screening media is presented for this CIL application along with future plans to implement the technology in trash, safety, carbon dewatering, carbon sizing and other scalping applications.In spring 2014, Process Machinery Associates (PMA), Derrick’s local area representative, met with Newmont to discuss the operation of the in tank screens in the CIL train at Twin Creeks, near Golconda, NV. The process was originally designed for about 12+ kt/d (13,000+ stpd) but the throughput has been steadily rising since the plant was commissioned. Newmont now requires 14.5 kt/d (16,000 stpd) to be processed. The original screens were running at their maximum capacity, and Newmont required additional screening capacity to continue the upward trend in production.Physical separation by use of screening is one of mineral processing’s oldest methods. Screening media can be prone to blinding and pegging, and the necessary support structures required for finer apertures result in smaller open areas. Therefore, more screening area generally requires larger panels and, thus, larger machines, screening media that does not blind or a combination of both.In an effort to avoid larger machines, Derrick had been working on a revolutionary threedimensional panel that would add nonblinding screen area in the same footprint of an existing machine. Alpha testing of the new screen panels began at Newmont Mill 2/5 in July of 2013. It was still occurring when PMA approached Twin Creeks about beta testing a refined machine and pyramid panel. After presenting the initial results, Twin Creeks determined that an upgraded machine and pyramid panels would be a possible solution to meet production needs. The testing of a machine eliminated the risk of capital costs to Newmont and provided Derrick the opportunity to obtain additional data."

Productivity achievements in underground coal mining over the past ten years highlight the improvement of management practices as well as the adoption of new technology. Research findings and results from operational studies characterize the aspects of good management that translate into high productivity. In concert with these findings, the Mine Management Support System (MMSS) is being developed, under co-sponsorship of the U.S. Bureau of Mines and the West Virginia University Energy and Water Research Center, as a knowledge-based system to enhance more efficient management of underground coal mines. Concentrating on capturing the intricate knowledge needed to manage a mine effectively, MMSS will encompass information and rules on work scheduling, desired work practices, regulations impinging on operations and planning, responses to operating problems, and the labor-management work agreement.

OVERVIEW Like many older metropolitan areas across the U.S., the Greater Cleveland area is served by a combination of separate sanitary sewers and combined sanitary-stormwater sewers. In 1966, a Master Plan was implemented by the Northeast Ohio Regional Sewer District (District) to minimize pollutant overflows into adjoining Lake Erie and its tributary rivers and streams, that would occur during wet weather events. One component of the Master Plan was to reduce the load on combined sewers by constructing new conveyances to intercept separate sanitary flows and convey them to upgraded regional waste water treatment plants for priority treatment. As part of a 15-year program to construct 74 km (46 miles) of new interceptors, the West Leg Interceptor (WLI) Project intercepts flows from four decommissioned waste water treatment plants (WWTPs), and conveys those flows to the new Southwest Interceptor (SWI), which conveys the flows to the Southerly Treatment Plant, a tertiary level treatment facility. The WLI Project was built in sections to permit decommissioning of the WWTPs as each segment of the interceptor system was completed and put into service. Flows from the first of the four WWTPs was converted to the WLI in November, 1992; the final connection was achieved in July 1994. The WLI comprises 9.1 km (5.7 miles) of 21 to 29 m (70 to 95 ft) deep mainline interceptor tunnel, four vortex drop structures, approximately 2 km (1.3 miles) of shallow tunneled connector sewer to the mainline, approximately 2.9 km (1.8 miles) of open cut connector sewers, five construction work shafts (not including one work shaft constructed under SWI Contract 6 at the north end of the WLI), and 15 access shafts.

 This research project explored the viability of a new mining technology — thermal fragmentation — in narrow-vein mining. Thermal fragmentation technology uses a flame jet to produce extreme heat that spalls the surrounding rock to a strategically located drill hole, as an alternative to traditional blasting. This paper creates a net present value (NPV) model of a mining method using thermal fragmentation as well as one of an existing method used for narrow-vein mining. Comparisons and evaluations were made regarding the feasibility of the new technology. It was found that while overall costs for thermal fragmentation were relatively high, reductions in wages, haulage and processing costs as well as increased productivity and ore recovery meant that the new method would improve the financial performance of any operation.

The Penstock Access Tunnel (PAT) concrete plug is a reinforced concrete plug separating the pressure tunnels from the personnel accessible tunnels and has leaked since the first filling at the Helms Pumped Storage Plant located in Fresno County, California. A grouting program was successfully implemented in 2009 to reduce the leakage from PAT concrete plug from over 1,000 gpm to 25 gpm. Recent observations indicated increasing water leakage through new pathways, leading to a decision to execute a high-pressure grouting and waterproof membrane installation program in 2017. The high-pressure grouting and membrane installation program was successfully executed in the areas adjacent to the PAT concrete plug where most of the inflows originated and the largest hydraulic gradients are suspected to present. It reduced the leakage from over 300 gpm of inflow to less than 20 gpm.

A field investigation was undertaken to study some of the. chemical and hydrological aspects of leaching an impermeable copper sulfide waste dump. Samples, obtained by means of a Becker pneumatic drill from Kennecott's Chino "J" dump, near Silver City, New Mexico, were analyzed for their moisture and soluble-salt content, Fe +2 , Fe +3, Cu +2 , and H in their interstitial solutions and non-water - soluble Fe, Cu, and S in their rinsed residues. Conclusions were drawn from these data concerning the overall chemistry of impermeable-dump leaching and the hydrological characteristics of the dump.

The four unit Cholla coal fired power station at Joseph City, Arizona, consumes coal from the McKinley mine located in western New Mexico. Since coals may contain relatively high uranium or thorium concentrations and may release quantities of detrimental progeny of these elements to the environs, there is concern that releases may pose an adverse environmental impact or even a health hazard to the workers. Thus, an effort was made to quantify the radionuclide content of the coal and compare the results with radionuclide concentrations already present in the vicinity of the plant. Additionally an attempt was made to assess any potential for significant enhancement of the levels of radioactivity in the environment or to plant personnel. Background gamma radiation measurements at and near the plant ranged from 8 to 12 [µ]R/hr (70 to 105 mR/yr) with a few localized anomolies measuring to 18 [u]R/hr (160 mR/yr). Levels on top of the coal storage piles decreased to ~ 6.5 [u]R/hr (60 mR/yr). Apparently the direct radiation emitted from the coal is less than the background levels in the vicinity of the plant. Measurements performed on top of several coal seams at the mine confirmed low radiation levels emanating from coal, but readings more than doubled when the overburden was monitored. Laboratory gamma spectrometry confirmed the lower amounts of natural radioactivity in the coal when compared against soil and water samples obtained in the vicinity of the plant and the overburden at the mine. In an effort to see if there is biological enhancement, animal feces was sampled. The radiation variations were found to be influenced primarily by naturally occurring potassium-40 which varied from ~ 1 to 18 pCi/gm rather than fluctuations in the uranium and thorium series. The potassium-40 concentrated in the ash were similar to the concentrations in the environs around the disposal ponds while Radium-226 concentrated in the fly ash was ~ 3 times that found in the immediate surroundings. Radon-222 gas concentrations in buildings at or near the plant ranged from 0.5 to 1.8 pCi/l and were generally lower than indoor concentrations measured in the Phoenix area. The burning of coal at the Cholla station does not appear to increase ambient levels of radioactivity found in the surrounding environs or to the workers. However, the use of byproduct fly ash for construction purposes may need to be examined.
