INTRODUCTION Safety must be a primary consideration in the design and construction of tunnels. Tunnel construction has historically been considered a high-risk business. During the construction of the 14.8 kilometer (9.25) mile St. Gotthard Tunnel in the Swiss Alps in the 1870s, 310 lives were lost and another 877 workers permanently disabled. In more recent days, two tunnel construction accidents in 1971, one in Michigan and one in California, claimed the lives of 38 workers. Prior to 1971, most regulations governing safety in tunnel construction were developed by the U.S. Bureau of Mines. These included a 1941 Bulletin 439, "Some Essential Safety Factors for Tunneling" and a 1968 Bulletin 644 which updated Bulletin 439. In 1970, the United States passed the Occupational Health and Safety Act (OSHA) which became effective in early 1971. That act covered all sorts of workplace activities including Tunnels and Shafts in 29 CFR 1926.800. In 1989, a revised and renamed 29 CFR 1926.800 was issued for Underground Construction. Some of the changes introduced in this rule were the outgrowth of improvements made in the California and Michigan codes after the 1971 accidents. These new regulations are the "Rules to Live By" for tunnel construction in the United States and are generally accepted as appropriate for tunnel construction throughout the world.

A large portion of the public lands in the United States is managed by the U.S. Department of the Interior, Bureau of Land Management (BLM). Public lands administered by the BLM comprise about 39 per cent (270 million acres) of the entire Federal surface estate or about 1/8 of the surface of the United States. Most of this land, located in the 11 Western States, including Alaska, is available for mineral exploration and development. The BLM is a multiple-use land management agency responsible for the balanced management of the public lands and their resources. The BLM's task is to ensure the balanced and sustainable development of the public lands and resources. This task translates into the management of people and their use of the public resources. As a result, the BLM manages a diverse group of programs including recreation, range lands, timber lands, fish and wildlife habitat, watershed, wilderness, scientific, cultural, and historic properties, and most importantly for this paper, energy and mineral resources. The BLM has developed several new policies with respect to mining, including policies on inspection and enforcement, financial guarantees for reclamation, and the use of cyanide. The goal of these policies is to demonstrate to the American public that mineral exploration and development can be an integral part of sustainable development on public lands in an environmentally sound manner.

The role of iron ions (Fe2+ and Fe3+) in the flotation of both ore-and coal-pyrite with ethyl xanthate was comparatively investigated. The complete/partial depression of ore-and coal-pyrite in neutral to weakly alkaline solution is due to the formation of ferric dihydroxy ethyl xanthate between xanthate and the oxidation products of pyrite, ferric and ferrous ions. With xanthate as collector, coal-pyrite was found to be nonfloatable above pH6. In the presence of iron ions and between pH6-9.5, the flotation of ore-pyrite was significantly depressed. Ferrous ions have a stronger effect on pyrite flotation than ferric ions in neutral to weakly alkaline solutions.

The Bureau of Mines has studied the possibility of using the heap leaching process for treating the gold ores in the sedimentary beds of northeastern Nevada. This paper summarizes all available information on the technical and economic feasibility of heap leaching oxidized ores from these beds, past industry application of vat leaching, results of recent Bureau of Mines and industry tests on heap leaching ores from this region, and requirements for planning the proper application of heap leaching. Preliminary tests on representative samples of ores from the region show that a satisfactory recovery of gold can be obtained by heap leaching the ores with cyanide at a relatively coarse size. Significant deposits of gold ore occur in sedimentary beds of various locations over an extended area 40 miles wide and 200 miles long in northeastern Nevada. The area is centered 40 miles west of and runs parallel to the leading edge of the Roberts Mountain thrust fault system, a prominent geologic feature in the area. The general locations of past and present gold mining operations are shown in figure 1. (slide 1)

No other region of the world is enjoying the tremendous growth of power use that is currently being experienced in Asia. Fortunately for those of us in the coal industry -particularly in Asia -the preponderance of the power plants being planned or under construction designed to use coal as the power plant fuel. This has produced a significant increase in the demand for steam coal, which has in turn encouraged many of us in the industry to develop new coal mines. One country that has enjoyed very substantial growth in coal production is Indonesia. This developing country of 195,000,000 people who live on the nearly 13,000 islands of Indonesia have emerged very quickly to become the third largest exporter of steam coal, following only Australia and South Africa. Almost all coal in Indonesia is mined by surface mining methods. This paper will examine the surface mining of coal in Indonesia, as it continues to be an important part of the supply equation for coal in Asia.

"INTRODUCTIONDouble Shield TBMs were introduced in the market in the early seventies with three main targets:• Increase the TBM performances in term of advance per day thanks to the ability to erect a segmental lining simultaneously with the excavation phase.• Be able to advance through unstable and disturbed rocks under the protection of the shields• Provide a finished tunnel by installing a precast lining as the TBM advance.In 2003 SELI developed the design of the Double Shield Universal (DSU) TBM as an evolution of the original Double Shield TBM design.This new TBM design was targeted to improve: the TBM capability to advance through squeezing/converging rock formations under high cover, the telescopic joint design (allowing by such to operate the machine in double shield mode in very weak rock), the capability of the TBM to investigate and treat the ground around and ahead of the tunnel face.In the same lapse of time Single Shield TBMs, originally utilized for soft ground tunnelling, extended progressively their range of application to mix rocks and finally to hard rock tunnelling with increasing performances.This also thanks to the substantial reduction in the installation time of the segmental lining ring that contributed to minimize the TBM stand by time between two consecutive boring strokes.Today the choice between the two types of TBMs needs to be carefully evaluated project by project since one type of TBM may “prevail” in certain geologies and diameters and vice versa.THE VISHNUGAD PIPALKOTI TUNNELThe Vishnugad Pipalkoti Tunnel is part of the 444 MW Vishnugad Pipalkoti Hydro Electric Project (VPHEP) on Alaknanda river in Uttarakhand (India).The Owner is the Indian electric company “Tehry Hydro Development Corporation” (THDC) and the World Bank finances the project.The Headrace Tunnel total length is 13.4 Km and a section of about 12,3km will be excavated by TBM by SELI Overseas (Italy) in subcontract to HCC (India) the General Contractor for the project. The TBM will be delivered ex workshop in March 2016 and it is foreseen to start boring in the second half of 2016.Figure 1 below shows the location of the project and the following Table 1 summarizes the geometrical characteristics of the TBM tunnel."

In oil sands mining, tailings are voluminous unwanted byproducts generated from extracting the desired mineral from the mined ore. Dyke construction and backfilling activities require well-managed techniques to facilitate progressive reclamation at the earliest opportunity. This directly affects the sustainability and profitability of the mining operation. This research introduces a goal programming framework that simultaneously optimizes the (1) production schedule with limited duration stockpiling and directional mining, (2) dyke construction schedule, (3) size, shape and location of tailing cells and (4) mining and processing production targets. The results show that in creating in-pit tailing-cell designs, decreasing the mining-cell volume and increasing the number of mining cells improves the net present value (NPV) of the operation due to increased operational flexibility.

The Kipushi deposit, where the Prince Leopold Mine has been installed, belongs to Union Miniere du Haut-Katanga and is located in the Belgian Congo, 20 miles SW of Elisabethville, at the vicinity of the Northern Rodhesian Border. The deposit is of the hydrothermal metasomatic vein-type; mineralisation took place, through the limestone of the, lower Kundelungu. This is a special fea¬ture of the deposit, compared to the other copper deposits of the neighbourhood, both in the. Belgian Congo and in Rhodesia. Actually, the primary mineralisation of these other deposits; is directly related to the stratigraphic systems: schistous dolomitic in the Belgian Congo and Roan in Rhodesia. Both facies are older than the Kundelungu and separated from this formation by a tectonic cataclysm. The valuable elements occuring at Kipushi are principally copper; and zinc. The deposit also contains smaller quantities of lead, precious metals and other elements including germanium.

Spontaneous combustion is one of the most important safety issues in the global coal industry. It is considered to be a trigger for explosions in underground mines, especially for gassy mines. This thermal event is not easily detectable in the gob and sealed area. It is also a tough job to find the most likely hot point accurately. Admittedly, determination of the propensity for spontaneous combustion before mining activity should be a necessary step in the design of a mine and ventilation plan. However, due to the complexity of the chemical and physical properties of coal, spontaneous combustion has not been fully understood. According to a proximate analysis of coal, it is believed that sulfur and volatile matter in coal are the main intrinsic factors that cause the self-heating of coal. Their oxidation at lower temperatures than that of fixed carbon to initiate coal?s self-heating should be quantified. This study aims to improve the previous mathematical model developed by the authors for studying a coal?s propensity for spontaneous combustion. It enhances the model?s ability to consider the effects of sulfur, volatile matter and moisture content in the coal ? three important factors affecting a coal?s self-heating process. Based on the law of energy conservation, heat release rates for pyrite oxidation and moisture condensation are built into the model. Finally, the simulation results in terms of time versus temperature are calibrated with adiabatic testing data extracted from the literature for pyrite oxidation and moisture condensation, respectively. From the modeling results, it is found that the higher the pyrite content the coal contains and the more moisture that condenses in an environment with high relative humidity and initial temperature, the higher the potential for spontaneous combustion.

Research is probably the least understood and the most underrated or overrated, depending on the circumstances, function of the corporate enterprise. Some companies become engaged in research because they consider it to be vital to their very existence, others in order to develop new business, and some with no clearer objective than to keep up with the competition. Whole new industries have resulted from research activities, such as the Xerox copier, the transistor, the computer, and have affected considerably our way of life. Companies have prospered or perished by pursuing the successes or failures of their research organizations. However. despite the tremendous effect that research has had on our modern civilization and the billions which are spent on it annually, we have not as yet been able to develop many hard and fast rules as to how to conduct it effectively and to a successful end.1 This section discusses the role of research in the United States and in the mineral industry and describes a few of the criteria and guidelines which have been developed to assist in increasing the probability for success in industrial research. Broadly speaking, the purpose of industrial research is to make a significant contribution to the long-term viability and the profitability of the sponsoring company. The sum total of technological developments has been a principal factor in establishing the United States as a world leader and the controlling element in the nation's balance of trade with foreign powers. The international aspect of most mineral commodities is a significant factor in the business decision-making of most domestic mining companies and should be an important factor in the operation of research and development (R & D) programs in these companies. The National Science Board has reported that in recent yean other nations have been gaining on the United States over practically the entire range of science. 2,3 On the positive side, the NSB reported a strong position for the US in the results derived from its investment in R & D. If the United States is to maintain a favorable trade balance, it must create new know-how through technological innovation in order to create new industrial products, processes, and services for which there is a global demand. As expressed by Chauncey Starr, president of the Electric Power Research Institute, "Unlike resources found in nature, technology is a man-made resource whose abundance can be continuously increased, and whose importance in determining the world's future is also increasing."' In recent years, the greatly in- creased pressures for environmental quality and energy conservation have enhanced further the role of technical innovation in insuring the future survival of the domestic industry. Technology is the challenge of American industry, and it is a challenge which the mineral industry must also accept, for processed minerals are the very raw materials and energy on which all of industry is based, it is technology which makes a mineral deposit into an ore reserve. The Natural of Industrial R D Research is usually thought of as being either basic or applied. Basic or fundamental research is the quest for knowledge and need not have any practical objective. Applied research is the search for a solution to a particular problem and therefore has a specific objective beyond the acquisition of new knowledge. Development is the next stage to the applied research experimentation and it generally consists of larger-scale tests to establish the technical and economic feasibility of the new process or product and to provide design information for its industrial implementation. The terms research and development are usually interconnected for the good reason that in many cases it is difficult to define where one ends and the other begins. For instance, in many cases, thermodynamic, kinetic, corrosion, and other research studies, which are needed to provide design data for an industrial plant, may prod in parallel with the pilot plant activities preparatory for this plant in order to conserve time. Often the final stages of a development project may involve the trial production of a new product for markeing tests or the trial operation of a new process on a "semi-industrial" scale pilot plant. Enclosed cabs have been used for many years to isolate workers on mobile equipment in the mining industry for health and safety reasons. These enclosed cabs create a microenvironment for workers where they can be either more protected or more vulnerable to contaminants. Over the past decade, the U.S. National Institute for Occupational Safety and Health (NIOSH) has performed substantial research efforts to improve the air quality inside enclosed cabs of underground and surface mobile mining equipment. In these efforts, NIOSH has partnered with mining companies, original equipment manufacturers (OEMs) and manufacturers of filtration and pressurization systems in a synergistic effort to reduce respirable dust and improve the air quality inside these enclosed cabs. Various field studies over this time have shown an array of results ranging from very minor to very significant reductions (protection factor: 3-89) in respirable dust levels inside these enclosed cabs. In addition to and concurrent with the field work, NIOSH also performed a comprehensive laboratory study to evaluate all the factors involved in cab filtration and pressurization systems and identified those factors that were most significant for an effective system. From this comprehensive research effort, the key components for an effective filtration and pressurization system have been identified in an effort to provide the best air quality to equipment operators inside of enclosed cabs of mobile mining equipment, thus minimizing respirable dust exposure.

The existing Central City Tunnel was built primarily in the 1930s with a small portion as old as the 1880s. It conveys stormwater in downtown Minneapolis. It is a 4,400-ft long tunnel located 80 feet underground. The Central City Tunnel has experienced surcharging and surface overflows during heavy rainfall events. This paper presents the details of tunnel and shaft design for the new Central City Parallel Tunnel to mitigate the overflows. The design considered hydraulics and geotechnical engineering for the structural geologic conditions including the weak Saint Peter Sandstone and overlying strong Platteville Limestone. Ground conditions resulted in tunnel designs including large flat-back box tunnels and unique cathedral-shaped tunnel sections.

"The Mine Improvement and New Emergency Response Act of 2006 (MINER Act Public Law 109-236) was passed by Congress in response to three major underground coal mine accidents in the United States that claimed the lives of 19 miners. The Act resulted in substantial changes in the underground coal industry relative to the use of technology for mine escape, rescue, disaster response and other areas where the lack of these technologies contributed to the fatalities caused by these tragedies. This year marks the 10th anniversary of the MINER Act, which makes it an opportune time to reflect on the events that led to its passage, the changes that have been made since then, and the work that remains to be done.As discussed below, the last decade has demonstrated tremendous cooperative efforts among mining operators, technology innovators, labor, The National Institute for Occupational Safety and Health (NIOSH), the U.S. Mine Safety and Health Administration (MSHA) and state regulators, resulting in substantial improvement of the technologies used for escape and rescue and noteworthy progress toward meeting many of the goals of the MINER Act. While the MINER Act and this article pertain primarily to coal mining, many of the technologies are equally applicable to any underground mining and have already found some acceptance outside of coal.Technology gaps targeted by the MINER ActThe MINER Act addressed several technology challenges:• Problems with donning and switching between self-contained, self-rescuers (SCSRs).• Poor visibility in smoke.• No wayfinding assistance for escape from the mine.• Limited breathable air supply.• Inability to locate trapped miners.• Inability to communicate with trapped miners.• Failure of mine seals."

The talc deposit in Gemerská Poloma lies 350 to 400 m under the surface; the whole deposit is located at the highest-level drinking-water-source protection zone, therefore, opening in this mining area (a well, a ramp) requires higher investment, operational and water protection costs. The adit, outside the mining area, with a length of 4200 m, rising with a gradient of 3? and a diameter of 10.3 m2, allows free passage/runoff of mining-water through the adit, and guarantees low costs for transporting produced material and equipment. This solution is in total less demanding from both investment and operational point of view.

MSHA is the regulatory Agency which administers the Federal Mine Safety and Health Act. Although MSHA's principles largely derive from this Act, they do not exculsively derive from it. One might expect that our principles are contained in the regulations we have published to implement the Act. To a degree, this is true; but the regulations we have now were developed and published before the current Act became effective. For this reason, as well as others, there are some principles that we support which are not evident in our regulations, or in the Act. One of these is the ALARA principle. This principle requires that all unnecessary exposure be avoided; that is, all exposures should be kept "As Low As Reasonably Achievable." Almost all professionals in radiation control can agree with this broad principle; but it would be difficult to get agreement on a regulation which would translate the principle into industry practice. Rather, our regulations specify a limit to exposure for any individual. For radon daughters the current limit is four working level months per year. By having an explicit limit such as this, the ALARA principle often becomes lost and the limit becomes the goal. The principles contained in the Act are equally broad in scope. The principles apply not only for radiation protection, but also for toxic substances and harmful physical agents. The Act states that standards for such substances or agents shall most adequately assure on the basis of the best available evidence that no miner will suffer material impairment of health or functional capacity, even if such miner has regular exposure to the hazards dealt with for the period of his working life. The Act also provides that, although protection of health must be our foremost concern, other considerations shall be the latest scientific data in the field and the feasibility of the standards. Our regulations reflected similar principles when they were developed and promulgated. From experience with other health and safety laws, Congress realized that setting and meeting an exposure limit may not be sufficient to prevent disease. The Act, therefore, contains a detailed description of additional provisions to be included, where appropriate, in mandatory safety and health standards. One of these additional provisions requires that miners be informed about the nature of the hazards associated with their job and about the means for their own protection. Another provision requires the use of labels and other forms of warning to inform miners about the hazards, about proper precautions for safe use or exposure, about relevant symptoms of overexposure, and about emergency treatment. We have partially implemented these provisions through regulation. The Act requires also that standards shall prescribe protective equipment and control of technological procedures and that they shall provide for the monitoring of miners' exposures. We have implemented this provision to a degree also through regulation. Finally, the Act specifies that, where appropriate, a mandatory standard must prescribe the type and frequency of medical examinations in order to most effectively determine whether the health of miners is adversely affected by exposure. Additionally, when a determination is made that a miner may suffer material impairment of health or functional capacity by reason of exposure, that miner must be removed from such exposure and reassigned. In order to encourage miners to take the medical examination, the Act also provides that the miner shall not suffer loss of pay as a result of being reassigned. This additional provision on medical examinations has not been implemented by regulation for radiation hazards, nor for most other toxic substances or hazardous physical agents. We believe that this conference will provide us with valuable information on medical examinations for radiation exposure, as well as on other considerations to be used in future regulations. We still question whether our basic exposure standard of four working level months per year is adequate to protect a miner's health. This conference is indeed timely because both MSHA and NIOSH have been reviewing this issue for some time. I would like to reemphasize MSHA's commitment to education and training. MSHA strongly believes that miners should be informed fully about the real and potential hazards associated with their work. They should know the nature of the hazard and the means for protecting themselves from the hazard. The Act also emphasizes the need for training miners by requiring that new miners receive 40 hours of training before working underground and 24 hours of training before working on the surface. The Act also requires eight hours of refresher training annually. This training must include information on the relevant health hazards and the potential consequences of overexposure. Before I close, I would like to mention briefly another source of principles that MSHA often consults to obtain guidance for both the development and enforcement of regulations. These are the various court decisions that are handed down from time to time. Two in particular that I want to stress are the recent Supreme Court Decisions on benzene and cotton dust. Although neither of the decisions has a direct impact on mining or radiation, they do clarify some general principles and directions for regulatory agencies, such as the role of cost-benefit analysis and the need for risk assessment. In closing, I wish us all an open exchange of information for a productive and useful conference.

The mineral industry uses significant amounts of water in processing. Thus, sustainable practices with the processing of ores are of critical importance. An impact tester was used to measure the adhesion force between particles and a glass disk [1,2]. A removal force was caused by the impact of the disk/particle containing a puck with a stopper. Johnson-Kendall-Roberts (JKR) theory [3] was used to determine the interfacial energy between the particles and the substrate. Capillary condensation of water can occur between the particle and surfaces in humid environments. The adhesion of particles on rough surfaces has been studied previously [4-10]. The research presented herein combines both variables to separate particle types with minimal water usage.

As can be guessed from the subtitle, this paper will not be a geologist's one since neither of the authors is a professional geologist. This will be an attempt to present the various aspects of the legal, economic and geological setting that condition the exploration for mineral resources in Haiti. Before going any further, we are going to present a summary of our rather short mining history. One must first mention that Caribbean countries are latecomers to the mining business. If we go back to the colonial period (1500-1600's) there are net many traces of mining activity. The major exception to this is the recovery of alluvial gold in Hispaniola, Puerto-Rico and Cuba and also some sporadic copper mining in Hispaniola (notably in Haiti near the city of Gonaives and in some of the old mining districts in Santo-Domingo). These easily minable deposits were quickly exhausted and mining quite naturally came to an end as agriculture rose as the major economic activity. In the Haitian case, aside from very erratic mention during the 19th Century of the presence of some minerals (i.e. haematite, chalcopyrite) no serious geological work was undertaken. In the meantime, the peasants in the northern part were still looking for alluvial gold in some streams but this amounted to next to nothing. One has to come to the 1920's to find the first comprehensive geological survey. At the time, the country was under the military control of the United States. The American Government sent a team from the U.S.G.S. headed by the late W. Woodring to initiate a survey of the country. Given the lack of transportation, this was a tough task and Woodring and his associates did it magnificently. As a result of their efforts, they published a very thick piece of work of more than 600 pages. "The Geology of the Republic of Haiti" although it was published in 1924 is a classic and is a must for anyone interested in the geology of Haiti.

"INTRODUCTION Use of sensor technology applied to the gravimetric beneficiation is intended for the selective preconcentration or separation of various minerals. Sensor Based Sorting (SBS) uses sensors to identify the particles and separate them by a mechanical process (flap) or pneumatic ejection valves (Wotruba et al. 2014). The principle of the SBS technology to separate mineral particles consists of three phases which cover feed,detection and separation. (killmann, 2009 Apud nienhaus et al. 2014). The applicability of the technique in an early stage of beneficiation enables free particles and poor grade to be a part of the process. The mass of tailings to be processed can be removed at the initial stage to save energy, water and equipment maintenance (Wotruba et al. 2014). Lindner (2010) suggested that the use of SBS technology would only will be possible if there exsists an electromagnetic interaction in all the wave spectra interacting with the solid ore. The interaction of electromagnetic waves depends directly on the characteristics of the material. The material receives a spectrum of electromagnetic waves by irradiation and this results in a reduced wavelength with differing types radiation such as fluorescence, reflection, remission, absorption, transmission and transmission. The frequency of the wave spectrum varies between 1000 and 1020Hz, illustrated by the data in Figure 1, which shows that each type of sensor emits a wavelength inversely proportional to the frequency ranging from 10-11pm to 104km, and the frequency that varies between EHz 103 and 1020kHz. The difference between the electromagnetic spectrum variations can only be visible to the human eye at wavelengths with intervals between 380nm and 780nm (Wotruba et al. 2014). One of the main advantages of operating with imaging sensors is the versatility of the images which can take on zero, one, two or three dimensions shown below as a point, a line, an area or a spatial image, as illustrated in Figure 2. According to Schubert (1988), to separate a mineral particle it is necessary to follow the characteristics of mineralogy, physics and chemistry with or without use of water. The use of new technologies can help reduce operating costs and improve utilization of mineral resources."

One of the greatest environmental issues related to the development of the mining activity is the generation of Acid Mine Drainage (AMD). Many methods have been developed for AMD treatment, being wetlands a good option for heavy metal removal. In this sense, the implementation of artificial wetlands for the treatment of mining effluents would seem to be an environmentally friendly alternative. In this paper, we present the results on the elimination of heavy metals (Cu, Zn, Pb and Fe) using two Peruvian native species such as Schoenoplectus californicus (C.A. Mey.) and Phragmites australis (Cav.) Trin. Ex Steud. The results show that Schoenoplectus californicus preferentially removes copper (82 and 90%), lead (88 and 92%) and iron (28 and 69%), whereas Phragmites australis removes copper (68 and 87%) and zinc (53 and 95%). Likewise, it is observed that the Schoenoplectus californicus mainly retains the ions in its root, copper (89%), zinc (84%) and iron (76%). While the Phragmites australis accumulates iron (62%) and copper (74%) in the steam and root part respectively
