Prolonged subzero climatic conditions impose some unique engineering problems for the developer and operator of open-pit mines in the Far North. The remoteness of the job site and the extremely cold, long, dark winters severely tax both man and machine in the quest for the Arctic's rich mineral wealth. Undoubtedly the singular most troublesome problem for the engineer is Permafrost which underlies about 201o of the land area of the world and about 85% of the state of Alaska. Permafrost has its impact on building construction and mine excavation, while posing a more pervasive threat to the-delicate ecologic balance within the Arctic wilderness. Yet the difficulties associated with mining up North may not be as overwhelming as has been previously supposed. For example, the lowest temperature recorded at Point Barrow is -560F, whereas Montana has recorded -69.7° F.. There are no specially designed machines for mining and construction in the Arctic, and efficient equipment utilization is maintained through proper operation and servicing techniques. However, neither equipment or people can be assumed to function normally at -40°F. Special techniques in drilling, blasting, and ripping are being used to yield economically competitive ores. Overall, a fundamental understanding of the nature of Permafrost will allow the engineer to deal expeditiously with an Arctic mining venture and at the same time to deal fairly with Arctic environment.

The term bauxite was first used by O.P.A.P. Dufrenoy in 1845 for an ore which was discovered by Pierre Berthier in 1821 near the village of Les Beaux de Provence near Arles in southern France. His data suggested that this mineral was an alumina hydrate with two molecules of water. However, it was subsequently shown by thermal analysis that the mineral was a fortuitous mixture of the mono-hydrate and the tri-hydrate. Diaspore had been previously discovered in 1801 and gibbsite in 1822. The term was however retained as a rock name. The name of the village was changed to Les Baux around 1885; Sainte Claire Deville suggested that the mineral name should reflect this, and it was changed to bauxite (Bracewell, 1962, Rkgnier, 1988). Mining of bauxite began around 1860 in the Auriol region in the Bouches du Rhine area in the south of France. This ore was transported toMarseilles by carts and was processed in the Salindres plant, which at that time was the only plant producing alumina using the Deville process and aluminum by the chemical process. During that period white bauxite (low iron content) was particularly sought after for the production of aluminum sulfate, refractory bricks, and quick setting cement. Export of bauxite from France began in 1880 and was initially delivered to Chemische Fabrik, Goldschmischen near Breslau, and to Guilini's Ludwigshafen plant in Germany in 1885. These companies produced alum and aluminum sulfate (RCg- nier, 1988). The next bauxite mining operation was in Antrim County in Northern Ireland in 1873. This was first used for the manufacture of alumina refractory bricks and quick setting cement (Bracewell, 1962). It is important to emphasize that initially almost all of the bauxite which was produced came from France and was mainly used for non-metallurgical purposes. At that time even the production of alumina was mainly for use as a mordant in textile dying. However, with the development of the Hall-Héroult process, the alumina which was available was increasingly used for smelting to aluminum. In spite of this the demand for non-metallurgical bauxite continued to increase and a set of applications were developed. These include refractories, abrasives (including the recently developed proppants), high alumina cements, aluminum chemicals, activated bauxite, and alumina. It became increasingly evident that the high alumina-low alkali raw materials have special advantages. The question however was one of cost benefit. Chin (1989) has pointed out that the non-metallurgical operations have been traditionally grafted on a bauxite/alumina/aluminum industry tree. U.S. Borax has two tailings disposal requirements which are uniquely different in many respects, but with the common goal to minimize the impact on the environment, utilize dependable technology and minimize the economic impact. The existing borax mine in the grid Mojave desert of Southern California has gone through a series of changes in tailings disposal practices in the 56 years of operations, The other tailings disposal requirement is a new molybdenum mine, presently in the feasibility phase, in the high precipitation setting of Southeast Alaska. Testwork was conducted on loaded carbon samples from a small gold mine in South Africa. It was shown that a 75% saving in reagent consumption in the Zadra elution circuit could be achieved by adopting a cyanide-free elution approach, i.e. by cutting back the NaCN level from 1 % to nil, and the NaOH level from 3% to 1 %. This process change was also shown to result in a 20% improvement in the elution kinetics. Furthermore, it was also shown that a 50% enhancement in elution rate over the current situation could be achieved by use of an eluant containing 0.5% NaOH and 0.15% NaCN, corresponding to an 84% saving in reagent consumption. A further improvement in elution kinetics was found to occur by increasing the NaCN level to 3%, but this would lead to a concomitant increase in reagent consumption, due to the decomposition of cyanide at high temperatures. The presence of base metals loaded onto the carbon was also found to have a significant effect on the elution. Copper tends to adsorb as Cu(CN)2- during the adsorption stage, and acid washing converts this species to CuCN. Copper in this form is not eluted during cyanide-free elution, whereas it is eluted during a conventional cyanide elution, consuming the initial cyanide in the process. The elution data was analysed and the fit to a simple model was verified.

A small underground mine in northern Idaho was used as an experimental facility for studying the role of water in the analysis of mine opening stability. Laboratory test data, borehole measurements and geological mapping assisted in constructing a coupled finite element model of the rock mass. The model was used to make quantitative estimates of: 1) rock stress, strain and displacement changes, and 2) water pressure and flow velocity changes that occurred during historical mining. Stope cuts and wet fills were included in the analysis. Stability of crown pillars between stopes was of particular interest. The relatively low effective stress and high rock mass strength showed that water pressure changes were of no great consequence in agreement with experience. The computational tools used in the analysis may be applied to other wet mines with appropriate changes to site-specific input data.

Compania Minera Disputada de las Condes (CMD), an Exxon Affiliate stewarded by Exxon Coal and Minerals Company, operates two' copper mines and concentrators in Chile. Pilot plant studies were initiated in 1984 using a 0.46 meter and a 0.91 meter diameter column for the cleaning of copper concentrate. This eventually resulted in the design and operation of a rectangular column with an area of 6.8 m2, increasing the final copper concentrate grade from about 30% to almost 32'1. Cu without any loss in copper recovery. Evaluation studies of a commercial bubble generator as against the previously used filter cloth air sparger are now in progress.

Tests were conducted to investigate the potential for recovering anthracite from preparation plant tailings. Samples were collected from tailings streams or slurry ponds of several anthracite cleaning plants. A washability analysis was conducted on each sample. The use of gravity-and surface-based cleaning processes for treating the 28x200 mesh tailings material was examined. Simulations were performed for various cyclone staging arrangements using published partition data for both water-only and dense-medium cyclones. Froth flotation testing was done on both precleaned anthracite and tailings material. Grade-yield curves were determined for various conditions.

This paper is aimed at helping the mining industry to better understand the challenges posed by electromagnetic interference (EMI) and to promote electromagnetic compatibility (EMC) in underground coal mines. The paper begins with a review of EMI standards in other industries, then presents some representative examples of EMI instances that have occurred in the mining industry, followed by a literature review of published EMI research in mining and, finally, a discussion on mitigation strategies and practical considerations related to EMI in mining.

The Chimney Hollow Reservoir Project (CHRP) is located southwest of Loveland, Colorado. CHRP is a component of the Windy Gap Firming Project, operated by the Municipal Subdistrict of the Northern Colorado Water Conservancy District. The inlet/outlet tunnel (IOT) for CHRP contains a reinforced concrete lined alve Chamber with PC membrane waterproong that was ecavated via seuential ecavation method to a diameter of feet. The IOT was ecavated using both drill and blast and road header with ground support consisting of steel sets, rock bolts, wire mesh and shotcrete. The IOT will withstand 300 feet of water head and rock ll surcharge load from the dam embankment constructed over the tunnel.

J. Dasher Regarding the March 1991 ME technical paper by De Souza and Moore: For more than a decade since my February 1981 article on how to use modern metric, which SME-AIME had decided to do, I have monthly pointed out metric errors to the editors. In part, I do this because there has been no action to allow editors to fix figures and tables or to allow them to require authors to do so. The latest resulting atrocity provokes this discussion of vibrating drill handle units being stated in decibels. Reply by T. Moore We have read the discussion of our paper by Mr. Dasher. Our reaction is one of surprise and incredulity. It would seem that Mr. Dasher takes exception to the use of the decibel scale to present vibration acceleration data, and the use of hertz as the unit for frequency. The basis for his objection to the decibel appears to be that it has no dimensions (which somehow invalidates its use), that it is "non-metric" and, finally, that it is parochial (of limited or narrow scope). His objection to the use of the term hertz is not stated, but we will assume that it stands condemned as "non-metric" and parochial. Obviously we disagree with Mr. Dasher's views and will now outline our reasons. Although the decibel scale originates from transmission line theory and telephone engineering, it is also at present widely used, not only in the fields of electronic engineering and acoustics, but also in the area of vibration. The original definition of the decibel (dB) was based on power ratios: dB = 10 log 10(W/W0) where Wo is a reference power. However, as the power measured across a given impedance is related to the square of the force acting upon this impedance, Z, a more commonly used definition is: [2 dB = 10 logF /Z) = 20 log F/F 10\ F0 2 /Z(0)] where F and F0 are the r.m.s. values of the forces. Now, if the measurements are related to one and the same impedance, the decibel notation in the form of 20log10(X/Xo) may be used as a convenient relative magnitude scale for a variety of quantities. Thus, X may, for instance, be an r.m.s. displacement, velocity or acceleration. It is only required that XD always be a reference quantity of the same type as X. That is, when X represents an acceleration, then X0 represents a reference acceleration. This is the formulation used in our paper. This was not an arbitrary choice on our behalf but reflects standard practice as specified in the International Standard ISO 5349-1986(E) Mechanical Vibration - Guidelines for the Measurement and the Assessment of Human Despite the metric prefix, the decibel is a parochial expression of (l) the logarithmic ratio of the loudness of a sound to what is normally audible or (2) the logarithmic ratio of two power signals in radio or electronics. A decibel is not a unit, much less an SI, unit and has nothing whatsoever to do with the acceleration of drill handles. Stating that m/s2 (acceleration) is decibels is without reason. Whoever reviewed this material should not have allowed publication of figures of dB and H.[ ] Exposure to Hand-Transmitted Vibration. This was clearly stated in the "measurement protocol" section of our paper. This quantity is then referred to as the acceleration level and is expressed in dB. We may have inadvertently caused some confusion when we simply used the term acceleration to refer to acceleration level on our diagrams. At the time, we felt the use of dB or m/s2 would make the context clear to the reader. For any confusion this decision may have engendered, we apologize. Since the decibel expresses the ratio of two like quantities, it certainly has no dimensions. It is, however, common practice to treat "decibel" as a unit as, for example, in the sentence, "The acceleration level measured at the operator's hand was 160 dB." The expression of measured quantities in dimensionless form is not inherently unacceptable. In fact, in many areas of engineering it is standard practice (consider the use of Reynolds Number, Nusselt Number, etc.). The fact that the decibel is a dimensionless quantity makes the question of whether it is a SI unit nonsensical. However, it is valid to insist that the dimensional quantities used to obtain the decibel values be expressed in SI units. A careful reading of our paper will make it clear that the measured acceleration was, in fact, expressed in units of m/s2 as was the reference acceleration (l x 10-6 m/S2). These are the accepted derived SI units for acceleration. See, for example, the standard ASTM E380-89a Standard Practice for Use of the International System of Units (SI) (The Modernized Metric System). Concerning Mr. Dasher's implication that hertz (Hz) is an unacceptable unit of measure for frequency, we would again refer him to the standard ASTM E380-89a. Here, he will find (section 2.4.2) that hertz is an accepted "special name" for the derived SI units-1. This is in keeping with numerous other international standards including ISO 5349-1986(E) to which we referred in our paper. In conclusion, we agree with Mr. Dasher on the desirability of expressing measurements in modern SI units. But we would remind him that the standards that define the use of these units, and the accepted means of presenting measured data, are in a continual state of refinement. It is, therefore, incumbent upon him to keep abreast of these changes if he wishes to constructively critique the work of others.[ ]

The U.S. mining industry has made progress in reducing accidents and injuries, but interpreting safety data remains difficult due to changes in workforce size and productivity. The Mine Safety and Health Administration (MSHA) uses tools like the pattern of violation (POV) and significant & substantial (S&S) calculator to monitor safety, though these have limitations. To address this, we developed an information entropybased risk (IER) index that combines various safety metrics, including citations, penalties and injuries. Using data from 2011 to 2020, the IER index was validated with statistical methods and clustering algorithms to ensure it accurately reflects risk levels. The analysis showed clear differences in risk across mining sites, proving the index’s usefulness. The IER index was then applied to a coal mine to demonstrate its effectiveness. This new tool can help mining companies better assess their safety risks and take action to improve workplace safety.

Mixer-settler extractors, among the oldest forms of extraction equipment, have been used since the beginning of this century. Over the past years, a very large number of mixer-settler devices have been designed and operated. Both batch and continuous flow mixer-settlers have been used. The continuous flow mixer-settler extractor offers a great number of advantages over other extraction equipment. The main advantage of the continuous flow mixer-settler is that it is a compact device. A large number of stages can be assembled in a relatively small area, and more stages can be added fairly easily. Many improvements have been made in the design of mixer-settlers. These improvements occurred in almost every phase of mixer-settler' operation; interface control, mixer design, intrastage pumping, interstage flow of the two liquid phases, and stage construction. It is believed that Barstow1 used one of the first continuous mixer-settler extractors. This mixer-settler had concurrent flow within each stage and countercurrent flow overall. The flow for both phases took place by gravity. The Barstow device and other early mixer-settlers had no separate interface control for each stage, therefore, "tilting" of the stages was necessary. In 1934 Holley and Mott2 designed a mixer-settler in which the heavy phase was recirculated within each stage by the use of a valve controlled central line instead of by a pump. Gordon and Zeigler3 in 1939 were among the first to use an adjustable valve to control the interface levels in a mixer-settler, making tilting of the extractor unnecessary. The U. S. Bureau of Mines studied the suitability of using flexible tendon cable supports as secondary roof supports at a western coal mine. The supports were installed in longwall tailgate entries and grouted into the mine roof. This paper quantifies how the use of cable supports can improve ventilation in underground airways. A mine ventilation simulator was used to model the changes in airway resistance and airflow and show potential for further ventilation improvements when cable supports are used. Model results indicated that cable support use translated to savings in air pressure around the longwall panel and increased airflow at the longwall face.

"The ultimate objectives of the post-tensioned strands are to connect the precast segments into a ring and provide pre-stress in the tunnel circumference. The method involves inserting the strand through the preliminary embedded duct in the precast concrete segments and then tensioning the strand by jack and fastening it. The post-tensioned strand eliminates the necessity of bolt connections between the segments and may reduce the labor cost and increase speed of lining construction. Pre-stressing of the segmental lining reduces the steel reinforcement or fiber volume in precast segments and/or thickness of the precast segments which would result in reducing the manufacturing cost of them. Pre-stressing would reduce cracking and increase water tightness, and would provide smooth intrados due to eliminated bolt joints and pockets in the tunnel lining. Pre-stressing would increase resistance to internal pressures as well. Further, this system could work very well structurally in tunnels with squeezing rock or tunnels with high seismic loadings. INTRODUCTION OF THE METHODPost-tensioning is commonly used in the construction of bridges, large buildings, nuclear power stations, and water tanks but its utilization in tunnels is still in its infancy.The precast pre-stressed concrete segmental lining can be used for shield tunnels. The Bureau of Mines analyzed coal mine blasting accident data obtained from the Mine Safety and Health Administration (MSHA), U.S. Department of Labor. The data were examined to determine the causes, frequency, and severity of accidents in an effort to point out the most dangerous aspects of coal mine blasting. Accident data for the 14 years from 1971 through 1984 show that there has been a total of 43 fatal and 926 nonfatal blasting accident victims in surface and under- ground coal mining. This is an average of 3.1 fatal and 66.1 non- fatal injuries each year. Underground coal mining accounted for 60.5% of the fatal and 78.7% of the nonfatal accidents involving explosives and breaking agents in coal mining. In addition, since 1970 there have been 53 fatal and 20 nonfatal injuries that occurred when explosives were the ignition source for dust and/or methane explosions in underground mines. Abstracts from 297 accidents that occurred from 1978 through 1984 were also examined to determine accident causes. Most accidents occur during scheduled blasting, and failure of the blast area security system is the leading cause. Blast area security problems in surface mining are failure to clear the blast zone, failure of personnel to follow instructions, inadequate guarding, and failure to retreat to a safe location and/or take adequate cover. Other common causes in surface mining include premature blasts, excessive flyrock, and misfires. In addition to the above causes, accidents in underground coal mining can be due to rockfalls triggered by the blast, unexpected breakthroughs, fumes, and incidents associated with Airdox-type systems.

The rare earth element (REE) industry has sought to develop ore deposits where geologic processes have produced mineralized zones with commercially attractive concentrations. These deposits are extremely uncommon, particularly in the United States. Given the criticality of these materials and the need for a sustainable domestic supply, the current research seeks to leverage the generation and treatment of acid mine drainage (AMD) as an autogenous process that can lead to concentrated REE resources.

Mineral Processing Wastes, as defined by the Environmental Protection Agency (EPA), has determined that most of the mine wastes will be regulated pursuant to subtitle D (Solid Waste Regulations) of the Solid Waste Disposal Act while specific mine waste categories will be regulated within the framework of the Toxic Substance Control Act. Though EPA's determination currently relieves the industry of the regulatory constraints mandated by the Resource Conservation and Recovery Act (Hazardous Waste Regulations) Subtitle C regulatory framework; the industry is not granted immunity from historical or current environmental regulations related to listed or characteristically hazardous or solid wastes. Because of the current regulatory trends and the need to implement cost effective remediation alternatives; advanced currently available on-site remediation technologies are available to minimize, reduce, contain or prevent environmental impacts related to mining and processing activities. In light of industry technical needs, an overview of the research and commercially available remediation technologies will be discussed and a brief discussion of the strengths and weakness of each technology will be presented. Technologies to be discussed includes stabilization, solidification, soil wash, soil flush, thermal distillation, pump and treat, metal extraction, centrifuges, filter presses, bioremediation, and incineration.

Little knowledge is available that considers the effects of continuous miner position on the possible respirable dust exposure of the remote mining machine operator. Such information could be very useful for increasing the awareness of the remote operator as to those parts of an extended cut that generate higher levels of respirable dust. This data could be used to develop guidelines for positioning the remote operator to reduce his potential exposure. This work details the effects of continuous miner position on dust levels measured on the machine and at the remote continuous miner operator location.

Rest potential, cyclic voltammetry and chronoamperometry measurements were made to study the effects of cathodic polarization of chalcopyrite simulating the mineral contacted with grinding media under a nitrogen atmosphere. The reaction products on the chalcopyrite surface were identified by XPS and the mechanism of the cathodic reaction was proposed. Micro-flotation tests were performed to investigate the effects of surface changes on the floatability of chalcopyrite.
