In 1996, Rio Algom, Denison Mines and the Elliot Lake Research Field Station (ELRFS) formed a consortium to implement a regional environmental information management system (REIMS) for the Elliot Lake area in Ontario, Canada. ELRFS is an affiliate of Laurentian University in Sudbury, Ontario, The discovery of uranium in the Elliot Lake region in post-World War II led to the development of 12 mines and 11 associated mills between 1955 and 1958. During the late 1980s, declining world demand for uranium, combined with the discovery of high-grade uranium ore in other areas of the world, made the Elliot Lake mines uneconomical. As a result, all area mines ceased opera¬tions by the end of 1996. The eight facilities and three tailings management areas operated by Denison Mines and Rio Algom's five mining waste management areas contain 150 Mt (165 million st) of potentially acid-generating tailings. The areas cover 13.2 km2 (3,265 acres) and receive drainage from an additional 13 km2 (3,212 acres). The primary objective of the joint initiative was to implement a personal-computer-based, regional, environmental-information management system for managing historical data and ongoing environmental programs in the Elliot Lake region. The Elliot Lake consortium decided it needed an information system with an integrated, process-oriented and requirements-driven approach to collect and manage the environmental information. Following a study of environmental information management systems currently used by the mining industry, the consortium decided to base REIMS on the "Envista" product. This is a commercially available, environmental information management system marketed by Envista Technologies of Saskatoon, Canada.

Debate on an appropriate, acceptable method of regulating mine and mineral processing wastes has been ongoing since Congress passed the Resource Conservation and Recovery Act (RCRA) on October 21. 1976. Final regulatory determination on which mineral processing wastes are excluded from the RCRA hazardous waste regulations under the Bevill amendment was made by the U.S. Environmental Protection Agency on June 13, 1991. Regardless of whether a mining or mineral processing facility?s waste stream(s) lost or maintained its exclusion status under the Bevill amendment, that facility can expect more stringent regulation of affected waste streams. These more stringent regulations will be added to an already complex regulatory maze, which includes the Clean Air Act (CAA), Clean Water Act (CWA), Safe Drinking Water Act (SDWA), Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), Superfund Amendments and Reauthorization Act (SARA), and Toxic Substances Control Act (TSCA), as well as state and municipal environmental regulations.

The need to move large tonnages of slurry has grown as mines have become larger. As existing tailing depositories are filled up, new mines developed, or environmental requirements dictate, it becomes necessary to transport tailing particularly over longer distances. A typical slurry transport system is shown in Figure 1A. Figures 1B, 1C and 1D show sketches of the system auxilliary components: feed box, receiving sump and drop box, respectively. There are two basic types of slurry transport systems, packed flow and slack flow. Packed flow is typified by a pipe running full; slack flow by a launder or pipe running less than full. Slack flow in launders or channels is also referred to as open channel flow. Generally slack flow slurry transportation involves a flow with less than 65 per cent solids, and there is an upper limit on particle size, depending on the slope of the system.

Western mining companies are entering an African critical minerals market where access is harder to secure, risk is being priced more sharply, and execution advantages are increasingly decisive. The continent holds significant reserves and production potential of cobalt, lithium, copper, graphite, manganese and rare earths critical to the energy transition, yet Chinese-aligned capital has built a structural edge in access and execution speed. Simply signing narrow offtake agreements to buy output is no longer sufficient. Western firms win when they convert quality orebodies into bankable projects by reducing aboveground risk faster than competitors through integrated infrastructure access, durable fiscal alignment, and credible local value creation. Western mining companies will break into Africa by pairing capital with partnership, building corridors enabling infrastructure and power, designing credible value addition pathways and operating in a way that is politically durable through transparency, community benefit and fiscal terms that share upside in commodity upcycles. This feature article offers a practical playbook for mining executives and investors. The core argument is straightforward. Winning in Africa requires competing on the full system around the mine. Corridors and power, processing pathways, contract durability, community benefit and regulatory execution are now decisive variables in project valuation and capital access.

Current steel consumption for grinding media, mill liners and rods in North America runs in excess of 400,000 tpy in the mineral processing industries. Steel consumption ranks as one of the major consumables along with energy in most operations with total annual industry expenditures in excess of $275 million. It is generally agreed that there are 3 main categories of wear responsible for this metal loss. These three main types can be loosely defined as follows; 1) Abrasion. The cutting, rubbing, scrapping and gouging of the metal surface by the ore with which it is in contact; 2) Impact. "Confidence in the design and stability of an undercut cemented rockfill (CRF) span requires a thorough understanding of its emplaced material properties. The unconfined compressive strength (UCS) of cast 6×12-inch QA/QC cylinders is typically used as an index test to track the performance of a backfill plant. However, these strengths need to be adjusted for oversize aggregate removal and sample size effects if used to estimate the emplaced UCS. UCS testing of 6×12, 12×24, and 18×36-inch cast CRF cylinders was used to quantify the relationship between readily available 6×12-inch QA/QC strength data and the emplaced UCS. Test results indicate that the UCS of 18×36-inch cylinders is roughly 40% of the 6×12-inch UCS for similarly compacted samples. Mine QA/QC data indicate that the UCS of CRF is highly dependent on the degree of compaction as measured by bulk density. Based on these results, knowledge of the emplaced CRF density compared to 6×12-inch QA/QC density is also necessary to estimate the emplaced UCS. The scale effect reported in this study is more pronounced, compared to current understanding of backfill properties discussed in the literature, and underscores the need for further site-specific testing. INTRODUCTION The National Institute for Occupational Safety and Health (NIOSH) Spokane Mining Research Division (SRMD), in cooperation with Barrick Gold Corporation, is conducting research with the goal of determining a relationship between 6-inch QA/QC cylinder strengths and the in-place strength of cemented rockfill (CRF). CRF cylinders with dimensions (diameter × length) of 6×12, 12×24, and 18×36 inches were cast onsite at the Turquoise Ridge Joint Venture (TRJV) and Cortez Hills Underground (CHUG) mines using CRF mixed at the mines’ respective batch plants. UCS tests were performed after 28 days of curing to estimate the size correction factor for each mine’s CRF. This paper presents an overview of the mix designs, sample collections, testing methods, test results, and an estimate of the UCS size correction factor for CRF at these mines. BACKGROUND Underhand cut and fill mining methods utilizing cemented backfill are common in underground metal mines in the United States. These methods are advantageous for controlling weak or highly stressed rock mass conditions by creating an engineered material that can be placed in openings, forming a beam that provides a safe, stable back for the next undercut. Increased use of underhand methods in the last 30 years has greatly improved safety in many cut-and-fill mines. However, with the continual push for more efficient and cost effective mining, there is a need to thoroughly understand the geotechnical properties of cemented backfill to assist in designing safe, stable openings while optimizing costs and production schedules."

INTRODUCTION Froth flotation is the most widely used and economic means of concentrating metal sulfide ores such as those containing copper, lead, zinc, nickel, molybdenum, and pyrite. Also recoverable are other metal species that are often associated with sulfide ores, such as cobalt, platinum, gold, silver, etc. Flotation of metal sulfide ores has been successfully practiced at the industrial scale for more than 50 years. It is the relative technical/economic ease of floating metal sulfide minerals that has been a major driving force behind the rapid expansion in the supply/demand of metals over this 50 year period. It is estimated that 1.6 billion tons of feed sulfide ores are processed each year in the free world based on the froth flotation process, Klimpel (1987) and the manufacture/use of associated chemical reagents is a major portion of the 1.5 billion dollars (U.S.) free world mining chemicals business, Klimpel (1988b). The use of froth flotation appears to be increasing partially due to the ever decreasing feed grades and liberation sizes of the feed minerals. Froth flotation has shown itself to be a flexible process that lends itself well to many solid/solid separations. Thus, with surprisingly little equipment modification, separations can involve very different particle sizes and densities, and relative weight ratios of materials to be separated. In addition, the flotation process is economic, especially when compared to size reduction, its associated precursor process. Flotation also lends itself to continuous operations with a variety of equipment configurations. Such operations exhibit an ability to vary feed rate of solid to the process by as much as 50% without a total collapse of separating efficiency. In addition, the widely used mechanical flotation cell is scalable from 2.8 to 57 or 85 m3 (100 to 2000 or 3000 cu ft) with surprising ease relative to other unit engineering operations over the same relative size increase. The separating medium used is water. Most of the chemicals required -- pH regulators, frothers, collectors, activators, and depressants -- are all relatively inexpensive and common. They are not usually used in large quantities. While there has been a tendency for the quality of metal sulfide ores in any one geographic location to deteriorate over time due to mining intensity, the overall global supply of sulfide minerals is still very ample. Thus, the physical supply side of sulfide ore concentrates has not been under strong technology improvement pressure with increasing metal demands. Part of this is due to the ability of capital to consistently move to new geographic sources having suitable-grade sulfide ores. In these moves, the actual froth flotation technology used (including collector chemicals) has had to change little. As an illustration of this trend, of the approximately 80,000 metric tons of thio collectors used commercially (1980) in the free world, almost 987 were known and manufactured in some form 25 years ago. This is clearly not typical of reagent development in other process-related industries. In addition, the industrial-scale practice of froth flotation applied to sulfide ores has proceeded since the 1920's with often little direct (predictive) scientific explanation due to the extreme complexity of the flotation process. Empirical testing has been a mainstay of industrial flotation reagent development and use. Even today there is often strong disagreement between researchers as to the mechanisms of chemical flotation practices that have been performed successfully on an industrial scale for many years. Thus the industrial process of froth flotation, especially as applied to the recovery of sulfide minerals, poses a dilemma: such a process is widely used, economic, versatile, forgiving, etc. and yet is still not very well understood in a mechanistic sense leading to prediction of results from fundamentals even after 50 years of usage. In this study, domestic molybdenum disulfide (MoS2) concentrate was roasted in a chamber furnace and then in a rotary kiln. The behavior of the roasting process was examined in both furnaces, and which type of furnace is more advantageous to use in mass production was investigated. It is theoretically possible to roast in a chamber furnace, but a major problem was observed when the amount of concentrate was increased in the chamber-furnace experiments. The problem was solved by using a rotary kiln. This study improves the understanding of the roasting of  MoS2 concentrate and presents a different perspective to the industry, showing that rotary kilns can also be used for roasting.

This paper is one of a series of presentations organized by the Conference of American Society of Civil Engineers with the goal of making significant progress toward an equitable and effective allocation of risks in construction undertakings among the principal parties - owner, contractor and designer. The role I have been assigned is principally one of identification of risk while others will devote greater attention to the allocation of these risks and the contractual arrangements necessary to properly make these allocations. Construction projects are joint undertakings by parties who bring different skills and interests toward a common effort, much as this conference does. A project is not an adversary proceeding and does not benefit from establishment of an adversary mode, as our lawyer friends seek in the resolution of legal issues. Accordingly, I urge upon this Conference the adoption of two basic precepts and guidelines as the criteria for sharing of the risks inherent in construction undertakings toward achievement through mutual effort the common goal of a successful project completed in the shortest time and at the least overall cost. These precepts are: (1) that all risks are rightfully the owners unless transferred to or assumed by another party for a fair compensation; and (2) that the principle guideline in determining whether a risk should be so transferred should be whether the receiving party has both the competence to fairly assess the risk and the expertise necessary to control or minimize it. The sponsors of the conference have provided certain guidelines to the authors. There is, however, no constraint in expressing one's bias and I suspect that my contractor's outlook may be inherent in my comments. The guidelines have suggested that I indicate whether the risks identified are ones that can or should be shared or borne by one party alone. In doing so, I will attempt to follow the precepts I have recommended.

The control of quartz levels in the respirable dust requires an approach different from that used to control respirable coal dust. The unique physical properties of quartz have to be utilized when developing quartz dust control systems. Also, techniques that modify the surface properties of quartz dust so that conventional dust control measures are effective should be explored. For instance, the wetting characteristics of quartz can be modified so that the capture efficiency of the quartz dust can be improved. Foam sprays assist in modifying surface wetting characteristics. This paper summarizes the results of a study that was conducted in an operating mine to evaluate the effectiveness of a compressed air foam spray system installed under the boom of a continuous miner and directed so as to cover the pan and the gathering arm. The objectives of the study were to evaluate the effect of the foam underboom sprays on (1) the respirable dust concentration in the ambient air, (2) the quartz concentration in the respirable dust. The engineering design of the foam generation and delivery system is described in the paper, followed by a description of the mine and the dust sampling strategy. The data were analyzed to study the effect of foam on respirable dust and quartz concentrations at the miner cab, face return and the intake. The results of the data analyses and costs are presented in the paper.

The oil shales located in the Appalachian Basin cover an eight-state area of the eastern U. S., and are referred to as Devonian (black) shales. These shales have been exploited for their gas potential for several years. The Institute of Gas Technology (IGT) has conducted research since 1972 on the production of shale oil from the Devonian shales, and this resulted in the development of the HYTORT process. This process demonstrated that the yield from the Eastern oil shales can be greater than the value indicated by the Fischer assay method. IGT estimates that 423 billion barrels (67.3 x 109 m3) of oil could be recoverd by HYTORT processing of surface-minable eastern U. S. shales. Recently American Syncrude Corporation and Southern Pacific Petroleum N. L. have proposed oil shale projects in Kentucky. This paper will describe the surface mining and retorting techniques that have been studied for exploitation of the Devonian shales, and enumerate the problems that have to be overcome before commercial production can be realized from these shales.

The lack of metrics to assess clamshell formation dredgeability limits the ability of engineers to predict the dredgeability of compact material and increases the risks associated with clamshell selection. Research is needed to develop metrics for predicting clamshell dredgeability. The objective of this paper is to evaluate possible metrics to predict the dredgeability of compact aggregates by hydraulically actuated clamshell dredges. Data on cylinder pressures and displacements, motor current, bucket tilt and cycle time (CT) were collected from a dredge. Work done and motor energy, potential metrics, were computed and their suitability in predicting dredgeability evaluated. Data analysis shows that; there is no correlation between tilt angle and work done or motor energy; a low correlation between CT and work done, and a strong correlation between CT and motor energy. Work done is a better measure of formation dredgeability, than motor energy, as it shows lower variability. However, in difficult digging conditions, work done alone does not accurately predict dredgeability. This work shows that, it is feasible to use cylinder pressures and motor signals data to predict dredgeability.

Blasting is the main method of production in many non-coal underground mining operations and produces multiple toxic gases as a result. The Mine Safety and Health Administration (MSHA) requires mine operators to measure the level of toxic gases in mines as frequently as necessary to ensure they are below regulatory safety limits. The current practice uses portable gas monitors to check the concentrations of toxic gases after a fixed post-blast time. This paper studies the application of a gas monitoring system in the return entry of a limestone mine to determine a safe re-entry time. The National Institute for Occupational Safety and Health (NIOSH) conducted such a monitoring program in a limestone mine from September 2016 through May 2018. NIOSH/PMRD (Pittsburgh Mining Research Division) is endeavoring to develop workplace solutions to improve detection of and reduce the risk of hazardous conditions. This study showed that the use of gas monitoring in the return air can be a useful tool at the mine operator’s disposal to detect and reduce the risk of hazardous conditions and also to reliably estimate the re-entry time. INTRODUCTION Underground miners are at risk of overexposure to toxic gases from various sources. Production blasting operations using explosives in underground mines are a source of multiple toxic gases that could be harmful and even fatal to humans if prolonged exposure occurs beyond the safe limits. According to Code of Federal Regulations, Title 30, Part 57.5002 [1], metal and nonmetal mine operators must conduct gas, mist, and fume measurements as frequently as necessary to determine the adequacy of control measures to protect miners from overexposure to harmful gases. MSHA will inspect mine operators’ activities to verify the evidence of such measurements [2,3]. Continuous gas monitoring in the return air is an effective way to make sure that toxic gas concentrations at the working areas are kept below the regulatory limits before the return of miners. Toxic gases can enter the mine atmosphere from different operations, such as welding, combustion, and blasting. The main gases produced from blasting are carbon monoxide (CO), carbon dioxide (CO2), nitric oxide (NO), and nitrogen dioxide (NO2). Other gases are produced in small amounts and, therefore, were not considered for this study. Related regulatory and recommended exposure limits of CO, NO, and NO2 gases are summarized in Table 1 [4].

The U.S. Bureau of Mines investigated rapid froth flotation through more efficient bubble-particle collisions that improved the overall flotation kinetics. An in-line static mixer efficiently mixed the bubbles, water, and ore, selectively attaching these bubbles to the hydrophobic mineral's surface. As the mixture entered the flotation chamber, the hydrophobic mineral was already attached to the bubbles and was quickly floated away from the remaining ore pulp. The rapid flotation system was evaluated for beneficiation with a western porphyry copper ore containing 0.67 pct copper, and a phosphate-bearing amine flotation tailings sample containing 9.5 pct P2O5 in a quartz matrix. Over 88 pct of the copper was recovered from the ore in a rougher concentrate containing 5.9 pct copper at a rate 7 times faster than conventional flotation. Sixty percent of the quartz in the phosphate-bearing sample was floated at a rate 4 times faster than conventional flotation. The unfloated product retained 80 pct of the phosphate in a l6.9-pct P2O5 concentrate.

Rare Earths: Understanding The United States complete failure of status and relevance in Rare Earth Oxides, Elements and Alloys. Although rare earth oxides are strategic and critical in their own right, elements and alloys are even more important for the development of "Green Technologies" and advanced weapons systems. America does not have an active domestic source of rare earth oxides. America does not have any Heavy Rare Earth Elemental or Alloy capabilities. The magnitude of this failure continues to become more apparent as the manufacture of REO based electronics and magnetic components moves eastward towards China. China has succeeded in outmaneuvering The United States and the world in its quest to control the Rare Earth Oxides, Elements and Alloys, and the many industries dependent upon REO. What can be done?
