This paper examines Bolivia's General Environmental Bill recently passed by Congress: a multi-purpose law with two primary objectives: a) the protection and conservation of the environment, and b) the promotion of sustainable development. In this law, environmental benefits are emphasized by stating general principles, not by attempting to define the means. Regulations are left to the writing of subsequent complementary codes. This paper shows that much of the controversy surrounding the legislation disappears when it is seen as guide rather than an operational part of Bolivia's industrial policy. In essence, the law addresses recent environmental awareness in a region more anxious than ever to speed economic growth.

[A column float beneficiation plant using 9, 8.5 foot diameter, cells was constructed by the Simplot Company and the Smoky Canyon Facility in the fall of 1986 and has been in operation since May of 1987. The float beneficiation process was developed jointly by the Simplot Company and the Bureau of Mines (Salt Lake City, Utah) which incorporates the Bureau's bubble generator design and chemistry system based around the reverse float technology, (Albany Bureau of Mines, Application of Carbonate-Silica Flotation Techniques to Western Phosphate Materials, Rule, Dallenbach , Larsen, RI8728, 1982) . This chemistry has been modified by Simplot in both patented and unpatented improvements. The objective of the beneficiation process was to reducethe A1203 content in the overall pipeline concentrate by 0.2 wt z. Therefore, a process stream was identified in the mill circuit which provided an opportunity to isolate and treat 1100 tons per day of poor quality phosphate concentrates The process allows recovery of approximately 15% of the mill concentrates, otherwise unsuitable for fertilizer production. The alternative would have been to waste this ore. Wasting would have resulted in considerable ore loss, increased mining costs and required additional products grinding. ]

Solution mining, sometimes also refered to as chemical mining or bacterial mining, is an innovative technology which, by making use of proper chemical reagents and taking advantage of bio-chemical action of some micro-organism species, can dissolve effectively most. desirable metallic values from ores and then extract them profitably from the resultant metal-bearing solution by suitable means to form the metal product it is more preferable to the conventional mining methods, not only because of its capability to improve working conditions and minimize environmental problems either underground or on surface, but also for its amenability in particular, to exploit low-grade or submarginal ore bodies, or those deposits which are too deep-seated to be mined out economically. Furthermore, it also provides a potential approach to win metals directly from their ores or ore-deposits in-situ by more simplified methods and at a lower cast than the conventional mining-milling-smelting process would do previously. Hence, in developing countries such as China, it will most, probably become a new mining tool of great promise. (1)

As a result of the enactment of the Federal. Coal Mine Health and Safety Act of 1969 1, the Department of Health, Education, and Welfare (HEW) has been carrying out research in the "field of coal mine health". The National Institute (formerly Bureau) for Occupational Safety and Health (NIOSH) was designated the agency within HEW to be responsible for such research activities. One of the early programs sponsored by NIOSH was undertaken by Eastern Associated Coal Corp., with the Harvard University School of Public Health participating as a subcontractor to Eastern. This program on Coal Mine Respiratory Protective Devices, which started on June 30, 1970, had five major objectives as follows: a. to determine current status of respirator usage with respect to duration and frequency, types. and maintenance b. to determine acceptability ( and reasons therefor) of currently used units c. to determine protection factors provided by respirators worn by working miners d. to make recommendations on ways to improve existing units, or on research needed to develop new types of respiratory protective devices for coal miners e. to provide recommendations to mine management on more effective use of respiratory protective devices

The abstract highlights the impact of flocculants used in the middle thickener of a copper-molybdenum plant on both process water quality and molybdenite floatability. The study investigates the effect of a starch-based flocculant (wheat starch) on the efficiency of the middle thickener and molybdenite flotation. The findings indicate that the presence of starch influences the settling behavior of particles with different shapes, and the dosage of starch affects both molybdenum recovery and the presence of copper minerals in the molybdenum concentrate.

The study aims to evaluate the pillar behavior during the depillaring operation by continuous miner (CM) technology. A panel with five headings developed as per the coal mine regulation of Indian coal mines [2] has been selected for the study. The depillaring operation has been carried out using CM technology after widening and heightening the original entries. An extensive field investigation has been carried out throughout the depillaring operation to access the mining conditions. Depillaring operation has been performed smoothly up to the middle of the panel (fourth row out of eight rows of four pillars each). Advanced blinking of the auto warning tell-tale (AWTT ) has also been observed on some of the instruments during the splitting of pillar no. 18. The panel shows extremely difficult mining conditions at this stage. The case has been numerically simulated using three-dimensional numerical techniques. The simulation result has indicated the high stress and yield condition on the working and the barrier pillar (surrounding goaf from both sides) after the extraction of pillar no. 18. The analysis has also indicated the marginal stability of the 2nd barrier pillar (namely “pillar B”). The failure of the barrier pillar could be the responsible for global instability of the panel as observed in the field. Understanding the importance of the barrier pillars, panel design has been modified by incorporating an additional row of barrier pillars. The stability of the modified panel has been evaluated. Both working and barrier pillars have been observed stable in the modified panel. This could be an alternative layout considering safety at the working face.

New Mexico ranks 2nd in uranium reserves in the U. S., which amounts to 15 million tons ore at 0.277% U3O8 (84 million lbs U3O8) at $30/lb (EIA, 2006). The most important deposit in the state is sandstone within the Morrison Formation (Jurassic) in the Grants district. More than 340 million pounds of U3O8 have been produced from these deposits from 1948-2002, accounting for 97% of the total production in New Mexico and more than 30% of the total production in the United States. Sandstone uranium deposits are defined as epigenetic concentrations of uranium in fluvial, lacustrine, and deltaic sandstones. Three types of sandstone uranium deposits are recognized: tabular (primary, trend, blanket, black-band), roll-front (redistributed, post-fault, secondary), and fault-related (redistributed, stack, post-fault). Several companies are planning to mine these deposits by in-situ leaching.

The Bureau of Mines (BOM) evaluated the technology, capital investment, and annual operating costs of emission control for further reductions of lead in ambient air at the East Helena, Montana, smelter, and the Glover, Herculaneum, and Buick smelter-refineries in Missouri. This study seeks to analyze the technology available to the domestic primary lead industry for attempting to further reduce lead emissions below 1985 levels. Through enclosure of concentrate unloading and handling areas and all lead-processing buildings, followed by venting these enclosures to the atmosphere through baghouses and the application of appropriate local controls, emissions can theoretically be reduced by a total of 2,424 pounds of lead per day from 1985 levels at the three Missouri operations. Using conventional technology, aggregated additional capital costs of $250,014,000 and annual operating costs of $18,507,800 are estimated for the four operations, resulting in a total cost of $0.063 per pound of refined lead. Continuous drossing techniques would assist in meeting OSHA standards in process areas. Continuous drossing would change capital and operating costs to $258,344,800 and $16,104,700, respectively, for a total cost of $0.062 per pound of refined lead. First quarter, 1986 open market price for refined lead was $0.184 per pound.

The year 1867 marks the first year of commercial production of phosphate rock in the United States. South Carolina produced almost all of the domestic output of mineral phosphate until phosphate mining began in Florida in 1888. During the period 1868 to 1949 the total marketed production of domestic phosphate rock was about 186 million long tons of which 71.5 percent was produced in Florida, 18 percent in Tennessee and 7 percent in South Carolina (1). From 1949 through 1960, Florida phosphate rock production has ranged Prom 71 to 77 percent of the total domestic production. Since three-fourths of the domestic phosphate production is from the Florida field, and since most of the phosphate from the Tennessee and Western fields is not processed, but used directly as electric furnace burden, this paper will concern itself almost entirely with water requirements for mining and processing ore from Florida. Figure 1 summarizes phosphate rock production for Florida vs. total United States production over the period 1947-1960.

Increased coal production on longwalls has brought with it higher levels of dust generation. Most U.S. longwall mining operators have difficulty complying with Federal dust standards, which are stricter than European standards. Longwall operators faced with a longwall that is "out of compliance" have implemented a variety of practices designed to reduce dust levels. Mining conditions and other important variables, however, can cause fluctuations in dust levels that may overshadow the performance of a new dust control technique. This can result in the continued use of an ineffective technique or lead to the abandonment of an effective dust control technique. No single technique can keep a longwall in compliance. Maintaining compliance requires a fundamental approach to dust control -- proper application and continued use of effective dust control techniques.

In 1986 the city of Johannesburg celebrates its first century of existence. The fact that the city was founded to exploit the gold deposits which underlaid it, prompts this review of the gold process development in the mining industry of South Africa. Clearly a complete history of, the gold recovery process to date is not called for and it is proposed therefore to outline the most significant developments which have taken place since the middle 1930's, that is to say the last 50 years or so. Prior to this period the industry had seen the development of comminution processes employing cone crushing in closed circuit with vibrating screens followed by grinding in rotating mills and the gradual disappearance of stamp mills. The all sliming process was well established as a viable route and continuous dewatering in thickeners, continuous leaching and filtration were serious rivals for the earlier batch processes. Continuous processes for gravity concentration had also been developed and the recovery of gold from pregnant solutions employed cementation on zinc dust as opposed to shavings. Thus at the beginning of the half century under review the industry had adopted, or started to adopt, many of the processes still accepted as modern practice. However in some areas little change was evident this was especially so in the smelthouse where some thirty more years were to elapse before the hand stoked coal fired calcine and reverbatory furnaces were replaced by more environmentally acceptable electric furnaces. The most significant feature in recent history has been the mining of progressively lower grades of ore and the retreatment of tailings from earlier operations, much of the latter comprising tailings only a decade or even less in age. Notable among these operations are those on the East Rand near Springs in the Transvaal, in the Orange Free State at Welkom and more recently, massive reclamation of tailings close to the city centre itself. The carbon in pulp (CIP) process has been much publicised in recent years and all new plants erected during the 1980's have adopted this route for gold recovery. However the major proportion of tonnage milled in the industry is still subjected to the more traditional process of liquid solids separation by vacuum filtration. Longwall mining has gained acceptance as a safe method of maintaining coal production where conventional systems were unsuccessful or uneconomic due to bad roof conditions (Kuti8). One of the major problems confronting American operators involves the correct choice of equipment which should be selected to suit the local mining and geologic conditions for optimum productivity. To achieve this, factors such as rock strengths, local geology, panel geometry, and panel orientation must be examined to optimize production and minimize down time due to ground control problems. Little quantitative information is available in the literature regarding the effects of geologic conditions on American longwall operations, and past implementations of longwall systems appear to have been based largely on experience. When mining engineers are able to assess the geologic conditions both quantitatively and qualitatively, they can more fully optimize equipment selection and panel design.

The Deep Ore Zone (DOZ) Mine is PT Freeport Indonesia's (PTFI) newest operation. Production at the mine began in September 2000. The DOZ Mine produces 25 kt/d (27,500 stpd) using mechanized block cave mining methods. The DOZ Mine has several major improvements when compared with previous block cave mines in the district. It has an independent and improved ventilation system, a flexible and efficient truck haulage system, and a more reliable crushing and conveying system. PTFI's copper and gold mining complex is located in the Ertsberg mining district in Irian Jaya, Indonesia (Fig. 1). The Ertsberg district is located in the Sudirman Mountains at elevations from 3,000 to 4,500 m (9,800 to 14,700 ft) above sea level. The topography is extremely rugged and rainfall in the mine area averages 3,000 mm/a (118 in./year). Freeport began production in the district in 1972 when the mill began processing ore from the Ertsberg openpit. Underground mining began in 1980 when the Gunung Bijih Timur-Ertsberg East (GBT) Mine was brought online using block caving methods. In 1991, the GBT Mine reached a maximum production rate of 28 kt/d (31,000 stpd). Ore from the mine was exhausted in 1994. The Intermediate Ore Zone (IOZ) was brought into production in 1994. It, too, used block caving methods and had a design rate of 10 kt/d (11,000 stpd). The IOZ is currently producing at a rate of 21 kt/ d (23,000 stpd). The DOZ was discovered in the mid-1980s by deep drilling from the GBT. The GBT, IOZ and DOZ deposits are all situated in the Ertsberg East Skarn System (EESS). In 1993, the first of several studies was completed that indicated that portions of the DOZ Mine could be economically mined using block caving methods. Limited development was started in 1995. Full-scale development and construction began in late 1997. The crusher and conveying system began operating during the first quarter 2000. The first of two main exhaust shafts has been com¬missioned, along with three of the four new main fans. The second exhaust shaft and fourth main fan will be in service by the end of 2001. Undercutting and production began in September 2000. The DOZ Mine will reach its design production rate of 25 kt/d (27,500 stpd) in 2003. A study is under way to determine if an ultimate production rate of 35 kt/d (38,500 stpd) is feasible.

The White Pine Copper Division of Copper Range Company is a large copper producer operating an underground mine, mill, and smelter on Michigan's Upper Peninsula. Principal water discharges are from the tailings basin where these discharges are high in dissolved solids because of mine water pumped into the basin. Principal air emissions are from the smelter where SO2 emissions are uncontrolled. Although water discharges and air emissions have not had significant environmental impacts, environmental regulations could require additional control procedures. Because of low copper prices and poor profitability, cost of compliance with possible new environmental regulations could have serious impact on White Pine with no apparent significant beneficial environmental impacts.

Federal regulations require the installation of refuge alternatives in underground coal mines. Of the inuse refuge alternatives, more than 95 percent are mobile refuge alternatives, with the remainder being built-in-place (BIP) refuge alternatives. Heat/humidity buildup has been one of the major concerns with mobile refuge alternatives. For BIP refuge alternatives, however, there is a lack of in-mine heat/humidity test data to determine the extent of heat and humidity buildup. To quantify heat/humidity buildup in BIP refuge alternatives, the U.S. National Institute for Occupational Safety and Health (NIOSH) performed a series of heat/humidity tests on a 60-person BIP refuge alternative with and without a borehole air supply. At various times during the year, tests were performed with cooled, heated or unconditioned borehole air to examine how various outdoor temperatures may affect the thermal conditions inside a BIP refuge alternative. The results show that the air supplied to a BIP refuge alternative may require heating or cooling, depending on the outside air temperatures and the temperature of the mine. For example, during tests with an external ambient temperature above 21 °C (70 °F) and a relative humidity of 90 percent, providing 13 °C (55 °F) dew point air at 775 scfm, which is slightly higher than the mandated flow rate of 12.5 scfm per person, kept the internal apparent temperature below the mandated 35 °C (95 °F). Results for each test case are presented.

The U.S. Department of the Interior, Bureau of Mines is developing a process to selectively extract manganese from oxide ores as part of its in situ leach mining research program. The Bureau is conducting site characterization studies of two manganiferous iron-formation deposits which include: drill core, regional stratigraphic relationships from the existing geologic database, ore body geometry, geologic structure, hydrologic conditions, proximity of ore minerals to the leach fluid paths, surface subsidence potential, and data collected from laboratory leaching experiments. This information is being used to evaluate the technical, environmental, and economic feasibility of in situ leach mining of manganese for these two deposits. This paper will focus on the stratigraphy, mineralogy, ore textures, fractures, permeability, and porosity as they relate to in situ leach mining.

"Mining operations can create a negative environmental impact, especially when considering the tailings that are produced through the processing of ores. Tailings are finely grained residues that form sludges. The tailings are deposited into giant basins, or sludge ponds, where they create a burden on the environmentby limiting the use of processed water.Tailings are one of the most important environmental liabilities for mining operations because of their large proportion in relation to the ore mined — generally 90 to 98 percent. To get to the valuable minerals, mining companies must move large amounts of rock. The rock is ground and then treated, usually with the addition of chemical solutions and large amounts of water. The lower the concentration of the valuable resources, the greater the proportion of accumulated excavated material sludge.Sustainable tailings management requires responsible handling, making it one of the mining industry’s greatest challenges. The proper technology should include consistent control of the environmental risks and impacts, as well as a proper relationship with the communities that surround the mining operations.The tailings, which can remain partly contaminated with chemicals, are pumped into the large sludge basins, which are secured by earthworks. During the mining operations, the basins must be stable enough to withstand the pressure of the stored excavated material. The storage option is still used, but it has failed on occasion. And when it does, it increases the risks to the environment and binds the unused process water. The more complex the availability of fresh water required for industrial use and for human consumption and their economic activities — for example, farming and agriculture — the more complex the conflicts that have the potential to shut down mining operations. With modern separation technology solutions, it’s possible to process the sludge and recover the processed water. However, the responsible use of the water is critical. Therefore, mining companies must rely on technologies that allow for proper reclamation of the water, whether re-using in their own processes or treating it to return it to the environment."

"Foreword by Emily SarverAssistant professor, Mining and Minerals Engineering, Virginia Tech, Blacksburg, VAThe Mineral Processing Division hosted its fifth Student Poster Contest during the 2014 SME Annual Meeting and Exhibit in Salt Lake City, UT – and, by all accounts, it was a huge success! This year, the contest more than doubled in numbers of individual entries and schools represented. A total of 30 students participated, including 23 graduates and 7 undergraduates, representing 13 US and international institutions: Colorado School of Mines, Michigan Tech, Missouri University of Science and Technology, Montana Tech, New Mexico Tech, South Dakota School of Mines, University of Kentucky, University of Utah, Virginia Tech, West Virginia University, Autonomous University of Chihuahua (Mexico), UNAL Medellin (Colombia), University of British Columbia (Canada). In addition to constructing their posters, students submitted abstracts and gave short oral presentations highlighting their research. Based on tallied scores from all three components of the contest, the judging panel selected 1st, 2nd and 3rd place winners at the undergraduate and graduate levels, which were announced during the MPD Luncheon on February 26.In the undergraduate division, University of Utah’s Lucas Pich was awarded the 1st place prize for his poster “Solid-liquid mixing studies in lab-scale flotation tank using electrical resistance tomography.” His extended abstract is included in this issue of Minerals & Metallurgical Processing. Joshua Chidester, also of Utah, won 2nd place for his poster presenting “Evaluation of detectors for radiotracer RTD measurement by MCNP.” And Lucas Rojas-Mendoza, of UNAL Medellin, took 3rd place for his poster on “Preg-robbing in Colombian gold ores.”In the graduate division, 1st place went to Caelen Anderson, of the Colorado School of Mines, who also placed in this contest in 2012 and 2013! The 2nd and 3rd place prizes were awarded to Jacob McDonald and Joseph Halt, respectively, both of Michigan Tech. Extended abstracts describing the work of these up-and-coming researchers are also included in this issue.The 2014 Contest was chaired by Emily Sarver (Virginia Tech) and Lisa Schlink (Freeport-McMoran Copper and Gold, Inc.). The potash mine and refinery of AMAX Chemical Corporation is located 26 miles east of Carlsbad on the north end of the potash producing areas. This property was developed between 1949-1952 and production of muriate began in August 1952. Two shafts, located 400 feet apart, were sunk to the ore zone 900 feet below the surface. A 15-foot diameter ore hoisting shaft equipped with a 1000-ton ore pocket, crusher and automatic skip loading equipment plus a 20-foot diameter service shaft with a curtain wall for exhausting air were provided. Sylvinite production to date has been from the first ore zone, stratigraphically, the lowest of ten identified mineralized zones in the salt section. This first ore zone has been the top producer of Muriate of Potash over the years. In our area we do have some very marginal mineralization in the third ore zone some 35 feet above the first. We have not mined from this seam as yet but we are investigating the economics very closely with access slopes and an experimental mining panel. Our ore seam is generally flat lying but does have local gentle rolling with grades from 2% to 5%. The mine was designed and developed from the beginning with conventional mining practices and rail haulage from the mining section to the ore pocket. As mining progressed in the early years, production increased from less than one million tons annually to a maximum of 3,935,000 tons in 1964. Efficiency also kept pace with the increasing production and continually improved until the efficiency of the production crews reached an average of 100.3 tons per manshift in 1964.

This paper describes current research by the Bureau of Mines to develop technology for improving efficiency and productivity in metal/ nonmetal mines. The research program addresses a wide variety of problems associated with each of the major categories of mining: underground mining, surface mining, in situ mining, and premining investigations. An overview of the Bureau's research activities is given with emphasis on underground mining. In particular, two innovative and promising concepts currently under development are described: a unique shaft sinking system that uses an impact hammer for rock fragmentation, and a low-profile, portable crusher for underground hard-rock applications.
