The underground industry is challenged by many complex technical and non-technical issues and risks. The most obvious of these are the traditional technical issues that we usually try to address with risk management techniques. However, there are many other non-technical risks that our projects face on a daily basis which we often fail to fully recognize or appreciate. This paper addresses some of the less-technical broad-based risks in order to put them into perspective with the technical risks we face day to day in underground planning, design and construction. The good news is that Risk Management techniques are not always about bad things. For obvious reasons Risk Management is always thought of in terms of the ?downside? of risk (i.e., the identification and mitigation of things that can go wrong). On the contrary, there is an ?upside? of things that might go better than expected. Fortunately, if a deliberate effort is made, the same principles and techniques that our industry uses in Risk Management can be applied toward identifying and quantifying the Opportunities and Benefits that might occur. In this way, the process of conducting risk management programs can not only identify the downside risk but can be used to identify and direct projects to take advantage of the upside of uncertainty (i.e., Opportunities as they arise). This beneficial aspect of risk management programs will be highlighted in this paper together with the importance of the non-technical issues.

The mining industry is no stranger to hard times. Throughout its history, the industry has faced the ups and downs of commodity prices, difficult-to-mine-and-process ore bodies, labor issues and other problems. Throughout it all, though, the mining industry continues to provide the materials needed for society —even in the face of attacks by those who seek to cripple the industry or have it go away. The reason the mining industry survives, of course, is that mankind requires the products the industry produces. And, in recent decades, the industry has developed new technologies and improved on existing ones to produce those products in environmentally sound ways. At the same time, the economic benefits have been enormous to communities throughout the world where mining takes place.

The mining industry, like most other industries, has had a difficult couple of years. What are your thoughts on the industry?s direction in the next few years? I am bullish on our industry. There is no question in my mind that the quality of life we enjoy today is largely a result of our past successes in the minerals and mining sector. I am equally certain that the sustainability of that quality of life and the aspirations of the rest of the world to attain that same level of lifestyle will depend hugely on our future successes and will be the driver for our industry to continue to excel and prosper. Surely, there are going to be challenges along the way. These challenges are not only from the public, regulators and various governing bodies, but also from our industry?s own self regulating efforts. However, we have demonstrated throughout the past several decades that we have the capability to meet these challenges head on and come out ahead.

Naturally occurring asbestos in aggregate and other mineral deposits, and the release of asbestos fibers into the ambient environment, is a public health concern. Determining the presence of asbestos in an ore body also presents a considerable sampling and analytical challenge. Improper and inaccurate identification of asbestos can result in unwarranted public and worker panic leading to significant costs to mine operators both in terms of dollars and company image. Some companies have been forced out of business simply because they had the non-asbestiform, prismatic variety of one of the six asbestos minerals. In the late 70’s, asbestos was found as a contaminate in a trap rock quarry in Rockville, Maryland. This discovery led to a massive overreaction by federal, state and local governments. In 1986, the Occupational Safety and Health Administration (OSHA) promulgated a final rule that regulated the common non-asbestiform mineral habits of actinolite, tremolite, and anthophyllite as if they were asbestos. The rule was reversed after a six-year struggle. Recently, the Libby, Montana, W. R. Grace vermiculite - asbestos, as well as the California chrysotile in serpentinite, and the New Jersey Southdown quarry – asbestos events have rekindled the entire issue of naturally occurring asbestos. It is time to get this concern addressed with sound science so that real asbestos is properly identified and controlled.

Dry coal separation technology has particular advantages in the applications in arid and cold regions, or low rank coal separation. The hazardous pollutants in low rank coals can not be efficiently removed by conventional wet coal separation processes because a considerable amount of porose and easily friable low rank coals suffer serious particle size degradation problems in water. In this paper, a novel dry coal separation method with a vibrated air-fluidized bed of magnetic fly ash and magnetite is put forward for dry coal beneficiation. The magnetic fly ash used in this study was derived from fly ash obtained as a byproduct of coal combustion. The vibration?s effect on the uniformity and stability of a magnetic fly ash air-fluidized bed was studied. The 6×0.5 mm dry coal separation results with a vibrated air-fluidized bed of magnetic fly ash and magnetite showed that the probable error E value of separation is 0.06-0.08 t/m3.

The excavation-induced stresses transferred from the panels or pillars in upper coal seams play a key role in the occurrence of rockbursts in driving roadways during close-distance coal seam mining, which has become a common problem and threat to many underground mines. The authors established a 3D finite-difference numerical model via FLAC3D software using the closedistance coal seam mining conditions in the Zofiówka Mine as a case example to reveal the rockburst mechanism in such conditions. The excavation-induced vertical stresses are analyzed, which provides a basis to build a conceptual model to explain the possible source mechanism of the rockburst under such conditions. Nine typical rockburst indicators considering different contributing factors are then selected as the evaluation criteria to assess rockburst potential in the study site. The results suggest that the superposition of multiple excavation-induced stresses of the main drift and tailgate provides an environment for stress concentration and energy accumulation. The side abutment stress induced by mining in the upper coal seam has a “strengthening” effect to the rockburst occurrence. The great deviatoric stress induced by complex excavating situations is another important exterior cause. A strict calibration procedure should be implemented before using indicators to predict rockburst potential. A methodology was proposed to estimate the location and magnitude of rockbursts combined with numerical modeling, laboratory tests, and feedbacks from the field. The study could provide some references and guidelines for preventing and mitigating rockbursts in underground mines under similar engineering conditions.

In the wake of the collapse of the ceiling panels in the I-90 section of the Central Artery/Tunnel (CA/T) Project in 2006, the long term performance of tunnels became the focus of the tunneling industry. At the time of the accident, the tunnel had been open to traffic for about 10 years. This paper will discuss design methods and considerations to improve the long term performance and durability of a tunnel. The major problems found during the inspection of several tunnels will also be presented and the causes for these problems will be discussed.

The Climax Molybdenum Mine, located near Leadville, Colorado, is the site of a lengthy mining history spanning more than 80 years. In the 1960’s, extraction of molybdenum from oxide ore located adjacent to the massive molybdenite sulfide deposit resulted in the construction of an earthen core dam to impound fine-grained oxide tailing in the Eagle River Valley. Through recognized value of water storage and reclamation opportunities, a tailing removal project was initiated in 1993 to convert the impoundment facilities to a post-mining beneficial land use of developed water resources. An evaluation of the effect residual materials and lake dynamics would have on in-stream water quality was performed. Eagle Park Reservoir stands as a model for future reclamation efforts that involve water delivery to highly sensitive receiving waters. This paper provides a case study on project development, the evolution of water quality assessment, and the regulatory framework that contributed to this project’s success.

1.0 PROLOG Since the "end" of the Cold War, revolutionary new research and commercial remote sensing capabilities are being developed that will dramatically change the way we map the earth and address its environmental problems. The technology challenge is not the growth of new environmental remote sensing technologies themselves. It is, rather, how these new innovative observing systems can be accepted and used to the benefit of both the regulatory and the mining communities in the light of present concerns about unknown risks of discovery and liability. "Location. The copper mines of Michigan are all in the northern part of that state on the Keweenaw Peninsula, which extends from the (Michigan) mainland for about seventy miles northeasterly toward the middle of Lake Superior. The mines occur in a belt or zone occupying the central portion of the peninsula from end to end.. The most productive mines for many years past have been those located not far from the city of Houghton in' the central part of the zone, in a section extending about ten miles southwest of Houghton and fifteen miles northeast. The most important mines in order of location, from the northeast to south¬west, are the following: Mohawk, Ahmeek, Allouez, North Kearsarge, Wolverine, South Kearsarge, Centennial, Calumet. and Hecla, Osceola, Franklin, Quincy, Hancock, Isle Royale, Superior, Baltic, Trimountain, and Champion. The first three named are in Keweenaw county and all of the others are in Houghton county. Still farther to the southwest are the Lake, Mass, Adventure, Michigan, Victoria, and White Pine mines. These are in Ontonagon county.History. The exploitation of these copper mines extends back into prehistoric times. There is little evidence that the American Indians carried on mining operations in this region in the period shortly before the advent of white men, but there is abundant evidence that the ancestors of the Indians, •or some earlier inhabitants of the region, carried on primitive mining operations. For example, Mr. S. O. Knapp, Agent of the Minne¬sota Mining Company, in the winter of 1847-48, made the first discovery of prehistoric mining. In the sintering of iron ores, the partial substitution of anthracite coal for coke breeze has been considered to be an effective way of reducing emissions and improvement in sintering properties. In the present study, the combustion characteristics of the anthracite coal and coke breeze were investigated and its influence on product sinter quality and sinter flue gases is being monitored. Pot trials are carried out with different coke breeze ratios, 0%, 40%, 50%, 60%, and 100%. It is found that as the percentage of anthracite coal is increased from 0 to 100%, the sintering time decreased from 24 to 20 min, and the productivity increased from 2.25 to 2.60 t/h/m2. Up to 60% anthracite coal substitution Tumbler index (+ 6.3 mm%), Product yield (+ 5 mm%), and fines generation (− 5 mm%) is found 62.29%, 85.17%, and 15.33%; moreover, hematite ( Fe2O3), magnetite ( Fe3O4), calcium ferrite phases ( CaFe2O4, CaFe3O5), and Silico ferrite of calcium and aluminum (SFCA) are major mineral phases found during microstructural analysis of product sinter. Flotation behavior, of magnesite and dolomite pure minerals was studied separately. Rice bran oil (a source of fatty acid ) was used as a collector for both minerals . The aim of this study is to find a separating zone in the flotation of these pure minerals to be used in the separation of their mixture. Factors affecting the flotation process, such as pH and collector, were studied. It was found that magnesite can be separated, from its mixture with dolomite, in the pH range of 5-7. At this pH range flotation recovery of dolomite reaches~98% where magnesite reaches ~20% only. Besides, the effect of collector concentration on the flotation shows that the separation of magnesite from dolomite is feasible at a collector concentration of 3x10-4 M. At such concentration, dolomite recovery reaches ~98%, where magnesite reaches 25%. The differences in the flotation behavior of dolomite and magnesite were investigated by studying the adsorption isotherms of rice bran oil on magnesite and dolomite surfaces. The adsorption study indicates that while there is an excessive adsorption on dolomite surface, the adsorption density on magnesite was restricted to be lower than monolayer capacity. The adsorption behavior of dolomite and magnesite was discussed in the light of their solubility and crystal structure. It was found that due to the higher solubility of dolomite than magnesite, Ca2+ and Mg2+ ions are available and more reactive on dolomite surface increasing collector adsorption. In addition, it was indicated that dolomite mineral has a crystal lattice structure more compatible to the geometry of the fatty acid carboxylic group than magnesite. However, the adsorption of collector on dolomite surface is more compact and more regular than on magnesite surface.

Determining the number of boulders and cobbles that will be encountered in the tunnel envelope is one of the most difficult problems confronting the geotechnical engineer in the design of tunnels in glacial terrain. This issue is very important to the contractor, both in determining what methods will be used to construct the facilities and the advance rate that can be achieved for the chosen construction methods. The cost of constructing tunnels by pressurized face tunneling techniques is very sensitive to accurate characterization of the very coarse fraction (large cobble and boulder sized clasts), and no standard method is current available for characterizing boulders and cobbles. Careful use of large diameter borings and the sampling and analytical techniques outlined in this paper can provide a means to answer this difficult question. By performing large diameter borings and carefully recording and sampling the cobbles and boulders encountered, an estimate for the amount of these materials present in the formations sampled can be provided. Using this method allows the designer to communicate the expected geologic conditions to the prospective bidders in a manner that is both definitive and defensible. This paper describes the method as it was used in conjunction with the design of a large diameter sewer tunnel in the Columbus, Ohio area.

To many people, rescue from elevated, sometimes vertical, locations brings about thoughts of heroism mixed with brawn and self-sacrifice. Images are conjured of cliff rescues where the technical effort is hanging from a few seemingly small nylon ropes hundreds of feet above the ground. Such is the vertical realm of technical rope rescue. This is a technical field in which the author serves professionally as battalion chief of (rope) operations for a northern Arizona fire district, and as a private sector instructor to mines in the United States and Canada.

A computerized "Decision Support System" was used to evaluate an "Underground Platform Approach to Oil Recovery". Over a billion calculations were required to model the mine layouts; learning curves for shaft, tunnel, and well drilling scenarios; detailed cost, schedule, and resource data; complex oil production and material balance data; varying reservoir parameters; and complex oil pricing curves. Simplified "optimum" solutions were defined in terms of muck hoisting capacity, barrels of oil per day, and present worth. Complex "optimum" solutions were defined in terms of minimal exposure scenarios during development followed by shortest time to full production.

Throughout the years, research studies have reached a consensus in acknowledging the relevancy of surface chemistry phenomena on minerals separation and metals extraction. Many techniques, and notably, scanning electron microscope-based technologies have revolutionised the entire mineral processing industry. Nevertheless, the comprehensive understanding on how surface chemistry properties influence the performance of many processes involving ores is still a challenge, a matter of controversy. The latter is mainly due to the fact that all interfacial processes do not necessarily require stoichiometric and well defined atomic structures. This is particularly true in the case of sulphide minerals which are well known to be superficially unstable in aerated media. When trying to measure any variable related to mineral-mineral or mineral-aqueous solution interfaces, there are too many unknowns regarding how sensitive the interface is when facing sampling protocols and sample handling. The aim of this research work is to make a case for improving future concentrators? survey protocols. It suggests a methodology to study effectively chemical changes at the outmost mineral surface layer at different stages of a mineral processing operation. The sampling protocol and sample handling is presented in details and it is applied to the regrinding stage of an industrial plant.

It has long been understood that extended occupational exposures to respirable mine dusts can lead to chronic lung disease. In underground coal mines, coal workers pneumoconiosis (CWP) and silicosis are major concerns. While there have been many studies aimed at understanding total dust concentrations and silica content associated with different mining conditions (e.g., locations/occupations within a mine, cutting methods, geologic strata), little research has been completed to more comprehensively characterize respirable dust (i.e., by distributions of particle composition, size or shape). For such analysis, scanning electron microscopy with energy dispersive X-ray (SEM-EDX) may represent a powerful tool. This article is a preliminary investigation of SEM-EDX to characterize respirable dust from an underground coal mine in Central Appalachia. Samples were collected from various locations in the study mine, and individual dust particles were identified and classified by mineral type. A continuous personal dust monitor was also used to estimate respirable dust concentrations during sampling. This data was compared to particle densities observed under the SEM. Dust is generally defined as small, solid particles with an effective diameter between 1 and 100 µm. In underground coal mines, dust is produced by a variety of activities such as coal and rock cutting, materials handling, haulage and from a variety of materials. While the coal itself is primarily made up of organic carbon, it is estimated that as much as 60 percent of coal mine dust consists of mineral matter, including clays, metal oxides and sulfides, carbonates, quartz, phosphates and heavy minerals (WHO, 1997). Mineral matter may be ingrained in the coal seam or associated with adjacent or interlying strata, and may also be contributed by specific activities such as rock dusting. When dust is generated or made airborne, suspended particles tend to settle slowly with gravitational forces, but can remain airborne for extended periods of time depending on environmental conditions such as air velocity (Courtney et al., 1986) and particle properties such as size (ISO, 1995; WHO, 1999). Thus, miners working underground are routinely subject to occupational dust exposures ? with highly variable characteristics between and even within mines.

Lignin, the second most abundant natural polymer and bi-product of the pulp and paper industry, has been commercially available in a number of forms since 1940. This growing industry is fueled by demand in traditional applications. Reagents that offer unique solutions in various mineral process applications are examples of advanced uses that also fuel growth. These applications include flotation reagents in fluorspar, bastnäsite and potash, as well as in the zinc pressure leach process. Due to the fact that no concerted effort has been made to find applications for modified lignosulfonates, it is quite possible that this natural material will find use in other benefication processes.

Introduction Syncrude Canada Ltd. is the operating company for a consortium of industry and government participants that produce synthetic crude oil from their leases in the Athabasca Oil Sands. Production from the $2.3 billion (1978) integrated mining, extraction, and bitumen upgrading and utility complex started in September 1978. Production is currently about 6.4 Mm3/a (40 million bbl per year) of high quality synthetic crude oil. This is done by upgrading the extracted bitumen from the oil sands mined. Plans are to increase the production to 8 Mm3/a (50 million bbl pier year) by 1989. At that time, the mining operation will be required to deliver 100 Mt/a (110 million stpy) of oil sand (ore) to the extraction plants, and handle quantities of waste ranging from 50 to 75 Mt/a (55 to 83 million stpy). The Syncrude plant is located at Mildred Lake, 40 km (25 miles) north of Fort McMurray and 480 km (300 miles) north of Edmonton, Alberta. Climate, particularly winter, is therefore a major factor affecting the design and operation of all the Syncrude production facilities. Bitumen production, consisting of overburden removal, oil/sand mining, bitumen extraction, and tailings disposal, account for about half the total SCO production costs. Considerable research and development, therefore, continues to be applied to improve both material handling and bitumen recovery methods. Potential applications for feeder breakers were identified in the material handling aspects of both overburden and oil sand mining to reduce cost and to attain planned production increments. Overburden removal Overburden materials on the leases comprise thin Pleistocene sands, gravel and fill, and sands, silts and clays of the thicker Clearwater Formation with the silt to clay components predominating. The latter contains multiple leases of hard siltstone with unconfined compressive strengths up to 148 MPa and thicknesses up 0.1 to 0.9 m (1 to 3ft). Characteristics of the overburden as well as the climatic environment and scale of operation present unique problems for the efficient removal of the material. In a bucketwheel/conveyor system, the weak silty clay formations require relatively flat working slopes for safe operation, while the siltstone lenses and frozen overburden require blasting or selective removal by other equipment. These factors, combined with the normal bucketwheel/conveyor design parameters, lead to high capital investment and relatively inefficient use of that capital. Daw Mill Colliery, UK Coal, near Coventry in England, mines the Warwickshire Thick Seam at 800 m/2500 ft depth using longwall retreat with gateroads supported by rockbolts. Over the last eight years the mine has worked longer and wider panels with extraction heights of over 5 m. Recently the mine has experienced high deformation conditions principally from the rib sides resulting in operational issues and production delays. Investigation of rib deformation was undertaken using new inspection and measurement techniques, including systematic laser surveying, and improved rib support consumables were developed and introduced. A new rib trussing system using textile webbing has proved very successful.. A rib support management system was also developed and introduced for face retreat. This allowed rib support to be more effectively managed both for production and safety. For the current developments, new 28-mm-diameter roof and rib bolt systems have been introduced and rib bolt length has been increased to 3 m, with the aim of achieving gateroad stability over the life of the panel. Significant reductions in roof and rib deformation have been confirmed by the latest monitoring results. These ground control innovations are allowing Daw Mill?s potential to be realised. Production from 302?s face in 2008 set new UK and European records. However the support enhancement process continues and further innovations are planned.
