Research and development of tunneling technology is rapidly taking its rightful place as an important ingredient in the Nation's research and development strategy. The state of technology in tunneling is very important to the Federal Government. Through its support, both direct and indirect, of a wide range of public works, our government, using the taxpayer's money, is the biggest buyer of tunnels. So that this money is spent wisely and efficiently, it is important that potential developments in tunneling technology that promise lower cost tunnels be pursued, if the cost of reaching the goals is commensurate with the prospective benefits. For too many years, the Federal Government's activities in the tunneling technology field were fragmented. Recently, specific coordination efforts have been initiated. It may surprise some to realize that the total Federal expenditure on excavation technology research and development, which is largely devoted to underground excavation, is growing by leaps and bounds. In fiscal year 1971 alone, approximately $19 million were expended by Federal agencies. This current fiscal year (FY 1972) that amount will increase to $24 million. It would appear that next year we will exceed the 1972 expenditure by 52 percent to bring the total FY 1973 expenditure up to $36 million. There are many carbon-in-pulp and resin-in-pulp screening devices which are at present in use in the South African mining industry. Each one of these screens has been an improvement, from the very basic air cleaned and 'EPAC' types which were either circumferential or · diametrical launder screens, which were developed for C I P in the early 1980's, through to the more sophisticated LAP and Kambalda Screens. Each one of these screens not only increased the performance or throughput per square metre than its predecessor, but also addressed maintenance problems, wear, reliability and the ability to handle surge conditions, thereby preventing tank overflow. However, very little theory has been presented concerning, the flow of pulp through internal screens, carbon loss and screen wear rates. Almost all this information is based on empirical data. The NKM screen continued this trend and was able to offer flow rates in excess of 180 cubic metres per square metre of screen per hour and an average screen life of approximately six months. However, with increasing sophistication of the screen and the use of wedge wire as opposed to the normal woven wire, the mass was significantly increased and costs began to mount. Therefore, Mixtec undertook to develop a radically different screen, which incorporated many of the advantages of .the existing equipment and combined a few of its own.

In a process-oriented production environment, the first objective of any plant engineering effort is to safely produce sufficient product output with an existing plant layout to provide a profitable return to the plant owners and stable employment for plant employees. In such an environment, the terminology macro-engineering means looking at a plant from a perspective beyond "putting out routine fires" or "keeping the plant running." It means asking questions like: • What are the current equipment bottlenecks in the existing plant? • What portion of the plant is most sensitive to fluctuations in raw feed characteristics or other processing condition changes? • If one had X dollars to spend beyond routine maintenance, how could it be best spent to have the greatest impact on overall plant profitability? • What portions of the plant do we know least about? While these questions may seem obvious, they often go unasked due to time pressures, limitations on people or other resources and poor profitability of the existing plant. Even when the questions are asked, frequently a high level of personal bias or a lack of accurate information lead to less than optimal answers and sometimes a lack of confidence in engineering technology. Therefore, in a majority of process plants, there has been little serious change in the equipment layout or engineering operation practice since the start-up of the original plant design.

Cyprus Miami Mining Corp. has a history of overcoming adversity through innovation and adaptation to changing conditions. Requirements to remain profitable in the 1990s include a combination of advanced technology, employee involvement and training, attention to customer satisfaction, environmental awareness and quality management. The Miami property is located in the Globe-Miami area of Arizona, 130 km (80 miles) east of Phoenix and 160 km (100 miles) north of Tucson. The complex is located in a high desert environ¬ment at an elevation of 1065 m (3500 ft). The region receives about 480 mm (19 in.) of precipitation annually. History Mineralization at the Miami property was first discovered in the 1880s, which led to underground mining of copper by the 1890s. In 1911, the Inspiration Consolidated Copper Co. was formed by combining the Inspiration and Live Oak Mines. Full-scale production began in 1915. Block caving methods were used at both mines. Open-pit mining commenced in 1948. Underground mining had ceased by 1954, and all production was obtained from surface operations. Innovation has been the key to Miami's success. Development of sulfide flotation and the ferric cure process for vat leaching were advanced at Miami. In situ leaching of oxide material, remaining after block caving had removed the sulfide ore, was also used.

At Sifto Canada's Goderich salt mine near Goderich, Ontario, the stress control method of mining was introduced to overcome increasing roof failure problems. After successful testing, the conventional room-and-pillar mining method was converted entirely to the stress control method. This conversion has successfully stabilized the ground, increasing the extracton ratio from 38% to 50%. At the same time, it reduced the ground control and rehabilitation cost by more than 80%. The success of the conversion is due to the quantitative technique of mine analysis that was developed to ensure that the conversion was safe and reliable. A finite element model of the ground was constructed to predict and validate the safety of the stress controlled mine opening. A system of in situ stress-property measurement instruments was developed to obtain input data for the computer model as well as to evaluate its output quantitatively with regard to time and location. History of roof problems Severe roof safety problems have been encountered at Goderich Mine since it opened in 1959. These problems continued into the 1980s. Following excavation, the roof strata started to deteriorate by slabbing. Even after roof rehabilitation, deterioration continued to progressively higher roof elevations, requiring repeated rehabilitation. The operational impact of these roof failures was severe, ranging from a considerable safety hazard to major production interruptions.

The deformations resulting from excavation of very large openings are compared using two-dimensional F.E. continuum analyses and discontinuous physical models (20,000 discrete blocks). Both the joint orientations and the model horizontal stress levels were varied. Some models were dynamically loaded to simulate earthquakes (0.2-0.7 g). Model deformations were recorded using photogrammetry. The changes in deformation when increasing the simulated spans from 20 m to 50 m were of particular interest. High horizontal stress caused surface heave when joint orientations were favourable for arch stability. Joint orientations also determined whether the pillars between parallel openings were in a state of compression or tension. INTRODUCTION The engineering performance of large rock caverns has traditionally been learned from mining and hydro power projects, where the depth below surface is often many times greater than the span of the openings. Deformations measured in the walls and roofs of hydro power caverns generally range from about 5-50 mm, though there is a documented case where a wall moved in 126 mm (1), and another where the arch moved down 147 mm (2). The chief objectives of the present studies of large near-surface openings were threefold: (i) to provide deformation data to compare with monitored data from planned engineering projects involving large span near-surface excavations, e.g. underground sports complexes, civil defense shelters, nuclear power stations,

ITEC Environmental Colorado has begun reprocessing the tailings from old mining sites near Boulder, CO. And if the technology behind ITEC's pilot project at Gold Hill proves successful and profitable, the company plans to launch similar reprocessing operations in other parts of the state. The pilot project is under the watchful eye of state and federal authorities. They hope the technology becomes the answer to cleaning up old mining sites throughout the West. Remining and environmental cleanup on an economic basis, then, are ITEC's hopes in one the most environmentally conscious counties in the state. Clean up the mine dump sites and recycle the land, for a profit. In June 1998, ITEC Mineral Inc., ITEC Environmental Colorado's Canadian parent, acquired the Gold [ ] Hill Mill facility in Boulder County. Included in the acquisition was 4.4 hm2 (11 acres) containing the Gold Hill Mill and 283 hm2 (700 acres) of additional properties adjacent to the facility. ITEC estimates that there are about 910 kt (1 million st) of dump rock in the area. That is enough to make the operation viable. ITEC will sell the metals recovered through its reprocessing operations. However, due to low metals prices, ITEC is not expecting to make much money on the recovery of precious and base metals. Instead, the company plans to resell the reclaimed land for residential and commercial development or open space. The Gold Hill Mill site is the first of 17 sites in Colorado that ITEC Mineral hopes to clean up and recycle the land. Most notable among the sites is the historic Central City/Black Hawk mining district, which ITEC believes holds considerable potential. The Gold Hill Mill is located 14 km (9 miles) west of the city of Boulder and less than a half mile from the small town of Gold Hill. The mill was. last operated in 1992. The operation was forced to close that year due to environmental and cash flow problems. Gold Hill is in the middle of a region with more than 32 Mt (35 million st) of mine tailings. Independent geologists have' established the average grade of the Gold Hill mine tailings to be 4.5 to 5.3 g/t (0.13 to 0.155 oz/st) of gold and 28 to 44 g/t (0.83 to 1.29 oz/st) of silver. According to these studies, the Gold Hill mine tailings are five times richer in precious metals than the tailings of the Norebec Manitou property in Canada that ITEC is also remining, reclaiming and restoring. Upon acquiring the mill, ITEC undertook a refurbishing program that included adding a second ball mill. This increased the Gold Hill Mill's capacity to 180 t/d (200 stpd). The operation employs 15 people. "The Gold Hill Mill site will demonstrate the efficiency of our integrated remining, reclaiming and restoration process," said Maxine Stewart, president of Denver, CO -based ITEC Environmental. "The abundance of similar mine sites in Colorado presents a number of opportunities to bring the benefits of the ITEC system to other communities around the state." Holly Huyck is technical advisor to the Clear Creek Watershed Advisory Group. She said: "ITEC is cleaning up an orphan mine site that otherwise would continue to contaminate the Boulder Creek watershed with acid and excess metals. This is a win-win situation: ITEC gains marketable minerals while it reclaims mined land and helps to improve the watershed."

Introduction The history of mining machine development has been and is one of "bigger is better." While this may not always be true, it is currently the only approach open to machine designers without specific in situ cutting force information. The US Bureau of Mines has tried to modify this approach by supporting research, both in the laboratory and in field tests, that demonstrates that bigger is only better if the equipment is used correctly. In-house research has shown conclusively that deeper cutting reduces both dust and energy (Roepke, Lindroth, and Myren, 1976). This approach has been applied to a large Lee-Norse (LN456) continuous mining machine, which confirmed that slow deep cutting is beneficial and does not have a negative effect on production (Black and Rounds, 1977; Black et al., 1978). Specific in situ engineering data needed on coal cutting forces have not, however, been obtained by field tests with the LN456. Although the machine was instrumented to obtain data on one seam, it would be impractical to move the machine from mine to mine. It became apparent that a portable, easy to use device was needed for obtaining coal cutting forces in situ. Such a device could provide the engineering data needed by manufacturers, the site-specific cutting information needed by operators, and a field research tool to establish correlation with laboratory cutting tests. Design and Development According to a set of design guidelines established by the Bureau, the proposed device should be able to measure cutting forces directly with standard coal cutting bits, be transportable by two miners, and be self-contained. These guidelines were given to Ingersoll-Rand Research Inc. (IRRI). The contractor performed a rigorous review of 16 existing in situ portable tester designs, none of which could use a standard coal cutting bit to measure cutting force directly. These included a wide range of devices, all of which are discussed in the final report (Banerjee and Wisner, 1982). A series of design tradeoffs were established to satisfy initial design guidelines. The final deci¬sion was heavily weighted by an industry survey to determine the preferred concept from four man¬ufacturers and four operators. To assure ease of use with maximum information, all respondents wanted a linear cutting device that could work in seams down to 1 m (40 in.). The final design choice was between a linear and a rotary tester. The rotary tester would cut on an arc in the same manner as a rotary drum machine. It had several faults, however, that could not be resolved within the scope of this contract. The worst was related to arc cutting (Roepke, Lindroth, and Myren, 1976). Since any bit cutting on arc enters the coal at zero depth, goes to maximum depth only at the horizontal centerline, and exits at zero, maximum cutting force is obtained only at the instant the bit crosses the horizontal centerline. This centerline peak response would require that many replications be made with an arc-type cutter to get reliable force information. The arc-type tester would require extensive face preparation to establish the cutting path and extensive wasted clearing cuts to advance the device for additional layers of cuts. The linear tester could be mounted directly on any face or rib with only minor preparation. By its nature, a linear cut at a constant depth provides multiple peak force data over the length of the cut, thus reducing the required number of replications. This study emphasizes the importance of understanding the factors that influence the throwing of flyrock in mining operations, a significant hazard to both workers and nearby structures. Moreover, it highlights how blasting engineers, when estimating flyrock occurrences and their travel distance, typically rely on input parameters such as powder factor (PF), hole length (HL), subdrill (SD), spacing (S), hole diameter (D), burden (B) and stemming length (ST), while overlooking crucial factors like velocity of detonation (VOD) and charge per bank cubic meter (CPBCM). Through analysis using support vector machine (SVM) modeling in MATLAB, the study underscores the impact of including or excluding VOD and CPBCM on flyrock throw distance.

"Horsehead Metal Products is a zinc refinery in Mooresboro, NC, treating crude Waelz oxide (WOX) to produce special high-grade zinc by a hydrometallurgical process comprising leaching, zinc solvent extraction/electrowinning, melting and casting and bleed treatment. Cadmium removal by zinc-dust cementation plays an essential role in the bleed treatment circuit to prevent cadmium buildup in the circuit. Silica, though present at a low level of approximately 0.3 percent in the WOX feed material, had a significant impact on the efficiency of cadmium cementation with zinc dust, most likely due to the passivation of zinc dust particles with silica gel. Solid/liquid separation efficiency by filter press was also affected. To identify the source of the silica issues, silica levels were mapped throughout the circuit, and adjustments, including using pregnant leach solution as the feed to cementation, and pH control in the WOX leaching and neutralization were introduced to mitigate the issues created by silica gel in the circuit. IntroductionLocated in Mooresboro, NC, Horsehead Metal Products Inc. is a hydrometallurgical zinc refinery processing Waelz oxide (WOX) to produce special high-grade (SHG) zinc. The flowsheet, known as the Modified Zincex process, consists of leaching, solvent extraction (SX), electrowinning (EW), melting and casting and bleed treatment (Fig. 1). Knife River Coal Mining Company's Beulah Mine is a multiple seam lignite operation located in western North Dakota. The mine began production in 1963 with annual production at 450,000 metric ton and now produces 2.2 mm ton. As development progresses, operations have advanced into more complex geologic areas. Various techniques have been analyzed to maximize coal recovery in a cost effective manner. Additional studies are on-going to determine what changes will be implemented as we encounter deep wet sands in the reserve area.

The exact reasons that explain the low recoveries of coarse particles in conventional flotation machines are not clear. Being a concern for only a couple of mineral industries comparatively very few studies have been devoted to the problem of coarse particle flotation. Coarse particles flotation is particularly important in potash and phosphate beneficiation. Potash concentrates with particles larger than 1-2 mm do not require additional compaction or recrystallization and receive a premium price. However, recovery of this size particle in conventional flotation cells is very low, and therefore, the coarse floation tailings have to be reground and refloated to produce, at a higher cost, a less desirable concentrate. In phosphate beneficiation deslimed coarse ore (nominally l4x35 or l6x35 mesh) is normally treated separatedly from the finer (35x150 mesh) ore. Concentration by conventional froth flotation alone yields very low recoveries, and therefore, additional processes such as agglomerate flotation in tables spirals and belt conveyors have to be used ( Moudgil and Barnett 1979). Fatty acids and fuel oil used in phosphate flotation have a moderate level of selectivity but considerable amounts of sand report to the froth product, thus concentrates have to be further upgraded by a double flotation process. Concentrates from the anionic circuit are scrubbed in an acidic media to desorb the collectors and then refloated in a cationic circuit to eliminate the fine silica (Lawver et.al. 1978). In this paper the reasons that explain the low recovery of coarse particles in conventional flotation are discussed. A flotation column modified according to the main conclusions of this discussion is tested with two coarse phosphate samples.

No one involved in the contruction business wants litigation, except maybe some lawyers. Contractors rarely resort to litigation unless they have sustained econmic wounds that are serious or mortal. The major cause of serious contractor losses occur because of sub-surface conditions which cannot be defined with certainty in any practicable way except as shown during construction and prove during construction to be substantially worse and more expensive to cope with than anticipated during bidding. Building, Dam and Highway contractors are generally close in their estimates of cost after they get foundations excavated and are building above ground. Their main risk in bidding is the cost of getting out of the ground compared to their estimate. So maybe 10%, 20% or even 30% of their project represent high risk underground work. The tunneling and underground contractor is dealing with high risk work for virtually 100% of his project. He appreciates this risk and is willing to assume it up to a bearable limit. His costs are highly sensitive to relatively small variations of the ground in underground work. His work is unique in other respects. As contrasted with other types of construction where loads develop as construction progresses and do not reach ultimate until the project becomes operative, tunnel and underground construction requires the immediate structural support of ultimate loads that are there when he digs or very soon thereafter. Thin-seam mining presents unique challenges when management or economic conditions require significant productivity increases. These challenges can be further amplified depending on such factors as labor unions, federal and state regulations and market characteristics. This article explores the turnaround situation occurring at Tanoma Mining Co. (TMC), a medium-sized, underground coal mining company in central Pennsylvania. The company has used a systematic approach of improving management controls and direction, labor relations and communications to improve its cash flow from negative to positive within a projected five-year span. An intensive upgrade-rebuild-replacement program for mining equipment and systems has also been established to support other management activities. Discussion Thin-seam coal mining is an industry within the broader industry of coal mining. Thin seam mining faces the same cost pressures and engineering problems as its higher-seam competitors, without the advantages of moving volume per foot of extracted material. To stay at economic parity with others requires additional creativity within the management team to extract higher productivity gains from the existing workforce and mining systems. The Tanoma operation is a deep mine in Indiana County, PA, about one hour northeast of Pittsburgh. Coal is extracted from the Lower Kittanning "B" seam. Thank you Mr. Chairman. It was a generous introduction. It allays some of the puzzlement I have of being a minority among the speakers at this conference. I see from the program that only two of us have been asked to speak on topics in keeping with an election year. Instead of reporting facts on past events as most speakers are, J. W. Wilson, of Consolidation Coal, and I have been designated to forecast the future. Forecasting in an election year implies a liberty to fabricate at will, hallucinate, fantasize, stretch fact and fancy and generally prognosticate without regard for the consequences. Since I'm not seeking your votes, promises aren't mandatory. This will be done with supreme confidence stemming from profound wisdom and a foolproof crystal ball. So instead of soliciting your vote, I'll simply penetrate 24 years of tomorrows, which may not be much different than some of us remembering the later hours of last night. My remarks do not draw upon Gulf planning department projections. Instead they are a roll of the dice of personal conjecture to stretch your imaginations on oil shale mining through the year 2000. In this regard, it is sobering to keep in mind that it has been in my lifetime that investors wouldn't risk a dollar on paperback books, motels, supermarkets, or drive-in restaurants. And only thirty years ago it was predicted by an eminent Ivy League professor

INTRODUCTION [A Decade After the 1972 Stockholm Conference] The UN-sponsored Stockholm Environmental Conference held just over 10 years ago was the first successful attempt to achieve global recognition of environmental issues. Indicative of the lack of concrete involvement in environmental protection to that time was the fact that only 15 nations had a department or ministry responsible for environmental affairs compared to today's 143. Many governments were uncertain of what were the most serious or pressing problems in their country. There was obviously a need to both identify those issues and to determine how to manage them once identified. At the same time, the public at large was becoming more critically aware that environmental protection had been neglected by government and often ignored by industry. It soon became evident that large amounts of money would have to be spent to redress some of the more evident problems. However, many developing nations were reluctant to slow down the much-needed industrial growth by imposing costly environmental controls on industry. In fact, some waived environmental control altogether as an incentive to attract industry. In some sectors, it was often stated that industrial development and environmental protection were mutually exclusive activities. The need of an awareness, commitment and dedication by all sectors of society to protect their environment was just beginning to develop, replacing the rather simplistic view that all environmental problems were caused by greedy industry.

INTRODUCTION Stillwater Tunnel construction is scheduled to start in the spring of 1973. The tunnel will be the site of an extensive program in rapid excavation research. This paper presents a progress report regarding our plans and relates the tentative decisions which have been made on how to carry out the research effort. The details are subject to revision as more input is obtained from other Government agencies interested in tunnel construction and from experts in industry and educational institutions. The objective of the research program is to bring about faster, less costly tunnel construction. This objective will be pursued through the development, improvement, and evaluation of various construction systems and investigative techniques. The need for this kind of program was recognized by the National Research Council, in its authoritative report "Rapid Excavation - Significance, Needs, Opportunities." (1) The Council advocated a federally funded $200 million, 10-year program to help meet the $69 billion market it expects in underground excavation between 1970 and 1990. The significance of tunnel construction to Reclamation is made clear by statistics of its tunneling experience and outlook. Reclamation has constructed 174 water conveyance tunnels totaling over 190 miles, Six tunnels are presently under construction which have a combined length of about 27 miles. There are on the books nine authorized, but unfunded tunnel projects totaling another 70 miles in length. Many more miles of tunnels are included in programs in various stages of investigation.

In reasonably dry rock, long-wave radar can theoretically explore to distances approaching 75 meters (250 ft). High-resolution radar reflections have already been demonstrated through 13 m of hard limestone, through 9 to 18 m of coal in place and through 225 m of rock salt, using only low-power experimental radar equipment. Radar reflections have been received through the rock from rough pillar walls, from faults, and from a slim, uncased, vertical drill hole. In three years of intermittent experimentation, the feasibility of rapid radar exploration of large volumes of rock, with portable equipment, in deep, wet workings has been demonstrated. With future, improved equipment the theoretical working range, of the order of 75m, is expected to be attained in most hard rocks. THE TECHNIQUE Fig. 1 illustrates an early "monocycle" radar system (1) set up in a coal mine. This radar equipment is entirely different from that employed for detecting distant objects through the atmosphere. However, the basic principle is the same: a pulse of electromagnetic energy is radiated by the transmitter, a portion is reflected by some "target" object embedded in the surrounding medium and some of this energy is collected by the receiving antenna. In the receiver, the pulse is amplified, is "stretched out in time" by a sampling process, and is displayed on the screen of a cathode-ray oscilloscope. INTRODUCTION Designers of major public works projects in the past have displayed varying degrees of environmental consciousness, and tunnel designers in particular have always had to deal with certain environmental considerations - ventilation, lighting, aesthetics - as matters of primary design. Today, however, with a widening sector of the public becoming environmentally aware, tunnels are treated as elements of whole transportation systems, and are subject to increasing environmental scrutiny. The Route H-3 tunnels in Hawaii are examples of the time, care, and detail involved in a major rock tunnel project. Project Description The Route. Interstate Route H-3 is a proposed 10-mile highway crossing the Koolau Mountain Range on the island of Oahu, Hawaii, providing a direct connection between the Pearl Harbor area and the windward part of the island in the vicinity of Kaneohe. It is designed as a dual highway with provision to accommodate mass transit. As shown on Figure 1, the project includes two sets of twin bore tunnels (through the Main Koolau Range and through Red Hill), three highway sections of which two are through largely undeveloped mountain valleys (South Halawa and Moanalua), a viaduct, and three interchanges. From the Halawa Interchange to the Kaneohe Interchange, the proposed highway consists of two 3-lane roadways separated by a median where the highway is at grade. Diffuse - reflectance Fourier - transform infrared spectroscopy, Hallimond tube flotation and microelectrophoresis have been utilized to investigate the reactions involved in the adsorption-abstraction of K-amylxanthate on finely ground galena and pyrite. In order to work under well-controlled conditions both minerals were wet ground in a specially built laboratory stainless steel or iron mill. Four surface products were found to be formed on galena: monocoordinate lead xanthate, non-stoichiometric lead xanthate, dixanthogen, and amyl carbonate disulphide. Only dixanthogen was observed on pyrite after using stainless steel rods, while ferric iron xanthate was found when iron rods were utilized.
