Genesis 1:28 "And God blessed them and God said he fruitful and multiply and replenish the earth and subdue it and have dominion over it." Genesis 2:15 "And the Lord God made man and put him in the garden to dress it and keep it." Depending on one's perspective, these two verses from the Book of Genesis either complement one another or are in conflict. I believe that they are complementary. What they imply is that where there is privilege, there is responsibility. Privilege comes from the fact that the Lord created the heavens and the earth and he placed man on the earth to have dominion over it. The responsibility that accrues to us comes when the Lord also said that we are accountable for how we handle that which he has given us. The very nature of our responsibilities in resource utilization or, more appropriately, resource management, has changed over time as the nation's needs and priorities have changed. Thus, I have attempted to examine, from a historical perspective, how natural resource policy has evolved, where we are now and what may lie ahead.

The name is derived from an Egyptian myth, "A beautiful lone bird which lived in the Arabian desert for 500 or 600 years and then consumed itself in fire, rising renewed from the ashes to start another long life." HISTORY This account of the first history is gleaned from old reports and documents which are listed in the Bibliography and from discussions with old-timers of the district. Prospectors were active in the vicinity of Greenwood in 189 1, and in that year staked the Mother Lode, Crown Silver, and Sunset. Henry White staked the Knob Hill claim in Phoenix on Jul. 15, 1891, and by the end of the year, other prospectors had staked most of the claims covering the valuable ore bodies in the camp. Much surface work done in the early years indicated that the values in copper, gold, and silver were low. Large capital investments were required to develop the ore bodies and build smelters. The discovery that the ore was practically self-fluxing greatly enhanced the value of the deposits. A map of the area showing the geology is given in Fig. 1. The bedded Brooklyn conglomerate is shown in Fig. 2.

INTRODUCTION The art of raise boring has seen rapid development and use in underground mines both for primary development and production during the past 10 years. The intensive full scale tests by a major mining company in the Precambrian rocks of the Sudbury district of Ontario, Canada, have lead the way to the general acceptance of the raise drills. The rock successfully raise bored in the Sudbury area has compressive strengths varying from 30,000 to 50,000 p.s.i. As a result of the intensive study, it became evident to many mining companies that raise boring could be adapted to many mining systems. Many companies have modified their planned mining methods to incorporate raise boring. The result has been a more rapid development of their mine and naturally, an economic advantage to them. In conjunction with the acceptance of the raise drills, the range of equipment has broadened in terms of size, capability and efficiency. The purpose of grouting is to modify the permeability and strength characteristics of the subsoil in such a way that the planned structure can be efficiently constructed at a given location. This technique, which originally underwent considerable development in the field of dams construction is constantly evolving and it becomes more and more important in urban zones of intensive underground development for projects such as transport tunnels, stations, car parks, ect. Grouting becomes more and more indispensable whatever the natural characteristics of that subsoil ; such is the case particularly when the planned work runs through cohesionless granular soils, usually water-bearing such as alluvium, sands, disturbed ground, fill material, etc. The selection of the grouting method and the extent of treatment required at depends on two fundamental factors. 1º) nature and behaviour of subsoil to be treated. There is no need to stress the necessary of a good knowledge of geotechnical, hydrological and chemical characteristics of the ground to be treated. At the present time the specialists in these fields have available numerous methods of analysis, either laboratory or field tests, which enable to evolve a suitable treatment.

The first part of this two-part article summarizes the result of a 10-year, multimillion dollar research and plant testing program involving operating mining companies throughout the world. The program was aimed at developing a better understanding of the influence of slurry rheology on the performance of mineral/coal grinding circuits. Part 1 presents the basic concepts identified, including typical laboratory results showing the influence on grinding behavior of controlled changes in percent solids, particle size, slurry temperature, and viscosity control chemicals. Part 2, in January, will illustrate typical industrial scale test results on both open and closed circuits using the concepts presented in Part 1. Special emphasis will be placed on identifying some industrial operating implications of controlling rheology by different methods. Introduction The industrial-scale practice of wet grinding minerals and coals in tumbling media mills (ball, rod, and pebble) is well-known to operating mineral processing engineers and plant design personnel. Over the last century, considerable experience and data has been collected, correlated, and put into rules or guidelines for successful circuit design and operation. Typical factors influencing circuit throughput that have been analyzed in some depth are mill diameter and length, grinding media size and loading, feed and product particle size, mill power use, and the interaction of classifier type and efficiency with the grinding device. Until recently, knowledge of slurry rheology influence on large scale grinding circuit performance has been limited. Even today slurry rheology effects are essentially ignored in plant design. Indeed, in most plant operations only qualitative guidelines are followed. For example, too thick a slurry causes throughput losses and too thin a slurry uses excessive water or causes water handling problems such as pumping limitations. A search of published literature and numerous discussions with experienced plant operating personnel has shown an awareness that changing the percent of solids in the mill influences grinding or the response of grinding involving fine feeds versus coarse feeds. However, most the work identified relative to rheology effects in mineral/coal grinding was qualitative. Even in the few studies that were more quantitative, the scope of the work was usually too narrow to draw general conclusions. Also, the detailed rheological characterization tied to observed breakage and the combination of laboratory to industrial-scale testing that is required to develop a broad understanding of any factor influencing grinding had not been done. In this environment, this detailed program began in 1967. It had three distinct goals: • To develop a basic understanding of slurry rheology influence on breakage characteristics in the laboratory. • To test general rheology concepts developed in the lab on the industrial scale. • To develop a commercially viable chemical approach to controlling slurry rheology that would lead to the use of chemical grinding additives or grinding aids. The goals have been met, at least in part, this year. A small fraction of the extensive laboratory and plant results have been made available in published literature. Much of the research program dealt with identifying and developing chemical grinding aids, but a lot of useful and practical information on percent solids, particle size, and slurry temperature influence on grinding circuit performance also was collected. The purpose of this article is to present a clear and concise sum¬mary of the results of the entire program. The importance of rhe¬ology control in grinding circuit behavior will be demonstrated using a series of carefully per¬formed industrial scale experi¬ments (both open and closed cir¬cuits) that have not yet been reported in general literature. Mining companies participating in the test program on a proprie¬tary basis have found the informa¬tion in this article to be useful in better understanding and improv¬ing circuit performance. Viscosity Effects in Grinding Studies In this program&apos;s previous labo¬ratory studies, it was shown that there is a consistent pattern of change in specific rates of break¬age of both mineral and coal slur¬ries as slurry fluidity changes. Using the net production rate of material smaller than some spec¬ified size-for example, kg/hr of <75 µm (200 mesh)-as an index of mill production in a standard batch mill test (with a given feed material, feed size, mill, and mill conditions such as constant time of grind), the following facts were established (see Fig. 1): • The normal range of low den¬sity, low viscosity slurry (region A) gave no variation in mill produc¬tion. The measured rates of break¬age exhibited normal first order grinding. • Grinding of a somewhat higher viscosity slurry (region B) could give increased production. The higher viscosity was obtained

Hydrogen peroxide and calcium peroxide are used to improve the extraction of gold/silver and reduce cyanide consumption in heap leaching and mill leaching operations. FMC's standard grade H2O2 and FMC's Permeox™ solid peroxygen, a formulated product containing cao2, was used for the experimental work. It was found that the rates of release and the longevity of these peroxygens in ore-cyanide mixtures are significantly different. When choosing a peroxygen, one of the key factors is extrac­tion time, with the longer extraction times of heap leaching primarily favoring calcium peroxide and the shorter extraction times of mill leaching primarily favoring hydrogen peroxide. A series of laboratory leach tests showed the choice between H2O2 and CaO2 to be ore and process specific. H2O2 and/or Permeox™ improved the gold extraction in four out of five ores tested. (2 sulfide and 2 oxide). Mixtures of H2o2 and Permeox™ were also found to significantly increase the gold extraction rate. A fifth ore (sulfide) did not respond to peroxygen treatment. In addition, savings in NaCN consumption was obtained with Permeox™. Both peroxygens offer economic incentives to gold processing.

Fifteen samples of chert from seven localities in Ohio were tested for potential durability and reactivity in concrete. The tests determined are porosity, pore-size distribution, relative degree crystallinity, specific surface area, and degree of dissolution according to the ASTM C289-71, Potential Reactivity of Aggregates, Chemical Methods. The results of these tests were compared with petrographic, electron optical, physical-chemical, and engineering properties of the chert samples. Based on these tests, the important properties that affect the durability and reactivity of chert in concrete were observed to be: (1) porosity, (2) pore-size distribution or pore spectra, (3) relative degree of crystallinity, (4) grain size, (5) specific surface area, (6) impurities, and (7) amount and species of quartz present-all of which are functions of original composition, time (geologic age), depth of burial, tectonics, and diagenesis. Preliminary results of this study indicated that the geologic history and physical-chemical properties of chert vary from one sample to another, and any one or combination of these parameters affect the performance of the chert in concrete. These complex interrelationships are difficult to ascertain; if the performance of the chert in concrete is to be predicted, it is necessary to study in detail this enigmatic material.

This paper presents some of the work associated with the reduction of employee exposure to diesel and blasting contaminants at an underground salt mine. The purpose of the paper is to outline the procedures recommended in resolving the problems associated with these contaminants. The first stage consists of a complete mine ventilation survey. The purpose of the survey is to identify any problems in the mine. The survey consists of air quality, air quality and ventilating pressure measurements taken throughout the mine. After completing the survey, the information is analyzed to identify problem areas and the possible causes. All available solutions to reduce the levels of contaminants are then explored and evaluated for feasibility. The PSU Mine Ventilation Simulator is then used to accurately simulate possible changes to the ventilation system. These ventilation projections are a useful tool to illustrate to the company and union personnel the possible benefits of various ventilation changes. This paper will illustrate the phases involved in making important and sometimes expensive ventilation decisions. Through the cooperative efforts of MSHA, company and union personnel, the levels of contaminants have been reduced by approximately 200 percent. As a result of these ventilation improvements, the company can now safely increase production approximately 25 percent.

The use of resin-in-pulp (RIP) to recover dissolved metal ions from slurries is receiving increasing attention. A number of engineering aspects have been identified as crucial if a RIP sys­tem is to operate efficiently. These are the mixing of the resin and pulp, the transportation of the resin and pulp and the sepa­ration of the resin from the pulp medium. Evaluation of numer­ous alternatives revealed that air agitation is the most suitable means of mixing to effect uniform distribution of the adsorbent and to effect a high mass transfer rate, airlift pumps are the most effective method of transporting the slurry particularly as they are characterized by a low degree of resin degradation and sieve bends are the most suited means of effecting the resin/pulp sep­aration. This paper details the design of the reactor that incorporates the three identified unit operations and presents data obtained from the contactor when operated at a throughput of I 00 000 t/m. The airlift pump was found to be sensitive to pulp density and submergence ratio. The screening ability of the sieve bend was influenced by resin and the pulp density . The reactor is a cost effective, metallurgically efficient unit for the recovery of metal ions from high density slurries.

The Pierina deposit was acquired in August 1996 when Barrick Gold Corporation purchased Arequipa Resources, a junior mining company with extensive land positions in Peru. At the time of acquisition, Arequipa ha.d developed two exploration tunnels and drilled 9 exploration holes on the property. Metallurgical tests, conducted on samples taken from the tunnels and the exploration holes indicated that the ore was amenable to heap leaching. Barrick's exploration team recognised from the outset, the potential of the mineralisation and convinced Barrick's senior management that this was indeed a world class deposit that should be pursued. On November 25, 1998, the fi was poured at Pierina, 27 months from the time of acquisition. During that period BmTick completed its exploration programme, prepared a development plan including capital and operating costs, production profiles and cash flow forecasts, and a schedule to develop a mine and construct a leach pad and gold recovery plant, including all supporting infrastructure. All permits and environmental approvals were obtained and all necessary land was acquired. The project was completed on schedule and under budget. This was the first greenfield mine development for Barrick outside of North America. This paper details, mainly, the research and development, engineering, construction and commissioning of the metallurgical process facilities.

The Endako Mine is an open-pit molybdenum mine located in the north central region of British Columbia, Canada, about 960 km (600 road miles) north of Vancouver. Production for the latter part of 1992 was expected to averaged 63.5 kt/d (70,000 stpd). Of that amount, 27 kt/d (30,000 stpd) was the mill feed. This production is achieved with five 11.5 to 14.5 m3 (15 to 19 cu yd) electric shovels, six Euclid R190 and two Unit Rig M120 diesel-electric haul trucks, and three 320 mm (12.25 in.) electric rotary drills. There are three ore zones delineated into pit areas: the Endako, Denak East and Denak West. Present mill feed source is the southeast stage of the Endako Pit. Stripping is carried out in the south wall stage also of the Endako Pit. The mine high grade aggregate is reduced in the primary and secondary crushing circuits before processing in conventional RM-BM-flotation circuits. The majority of the molybdenum sulfide (MoS2) is roasted on site to produce technical grade molybdenum oxide (M003). A portion is further refined and treated to yield a 99.9% pure MoS2 product.

Bauxite ores in Fokida belong to Parnassus-Giona zone and are found exclusively in limestone in two bauxite horizons, which are of great economic importance and with very unfavorable conditions for the reclamation process. The ore bodies are usually less than two million tones. They are in many cases encountered near the surface as a result of the erosion and are exploited either with open pit or underground methods. Mining activity, which dates back 70 years, causes many changes to the environment and most of all to vegetation and landscape. The first step to mining exploitation of bauxite ores is the selection of an underground or open pit method taking into consideration mostly economical and technical criteria. Open pit exploitation, which causes the most severe environmental consequences, is done with the method of vertical benches in hard rock with the use of explosives. The impacts on the landscape that result from the method of vertical benches are: ? The front of the excavation that is usually solid rock of the hanging wall (limestone). The height of the benches varies from 10 to 20 meters and the gradient of the final slope is designed to be around 65o, unless the rock is not so stable and the gradient is reduced accordingly.

The basic transportation planning process consists of: 1. Inventories and analyses of existing conditions. 2. Estimates of future growth. 3. Determination of future travel demand. 4. Testing alternative systems to satisfy future travel demand. The many modeling techniques used in the transportation planning process are well known, commonly accepted, and thoroughly described in readily available literature. This paper will concentrate on the fourth step of the planning process, specifically the development of alternative systems for testing, and will discuss some of the factors which should be considered during the development of alternative systems. There are many factors which require consideration and which have a bearing on the configuration of alternative test systems. These comments will be limited to the influence of geographic, demographic, geologic, and economic factors. Although addressed separately, the four are to a great extent related and have a significant effect on each other. The objective of examining these factors during the early phases of system planning is to assure that more detailed corridor studies will not be stymied by considerations which could have been anticipated and accommodated at an earlier time. At the Schwartzwalder Mine (Cotter Corporation, Golden, Colorado) ion exchange resins have been used in mine water treatment experiments. The experiments, initiated in October 1979 and currently in progress, demonstrate that mine water uranium values can be reduced to levels as low as 10 ppb. Duolite® A-101D, a strongly basic anion exchange resin, was tested in laboratory-scale columns (1 inch diameter) initially and then in pilot-scale columns (4 inch diameter), using both co-current and counter-current operational modes. Observations and conclusions resulting from these studies can be summarized as follows: (1) Duolite® A-101D appears to have successfully extracted uranium at influent levels of approximately 2.0 ppm over multiple loading and elution cycles, consistently producing effluent concentrations as low as 10 ppb uranium. (2) Based upon present test data, counter-current regeneration appears to be the key to successful operation. Upflow loading and downflow elution are the preferred modes for service and regeneration, respectively. (3) Filtration is a necessary pretreatment to remove fine clay and inorganic precipitates that will foul the resin, causing excessive pressure drop and poor loading and elution kinetics. (4) This waste treatment application is unique in that it offers the opportunity to recover some or all of the capital investment in the treatment facility

Discrepancies in raw materials properties informed by both producer or consumer is a common problem in most areas of the industry. Commercial contracts in the mineral industry normally penalises the producer, if contaminants in the ore exceed established limits. In some situations, the supplier is penalised if the quality of the ore is below a contracted amount. Differences in lab analysis are due many sources of error, such as distinct practices used in two laboratories for sampling, preparation or analysis. Rigid contracts impose to the miner the use of rigorous quality control program and in these situations sampling plays a major role. Sampling theory provides the tools to analyse errors involved in sampling, preparation and analysis. This paper proposes a methodology to check the precision and accuracy of a given sampling protocol emphasising the application of Gy&apos;s sampling theory to broken ore. A procedure to measure the error on each step of the protocol is introduced and the results compared to the fundamental error measured by Gy&apos;s theory. The results show the applicability of the method and its relevance to audit sampling procedures aiming at error minimisation. The methodology is illustrated in a case study at a major coal producer in Brazil.

Starting in 1967 two major hydroelectric power projects have been implemented in East Africa viz. Kafue Gorge in Zambia and Great Ruaha in Tanzania. The two projects have similar characteristics and each consists of an underground power plant, a dam in connection with the power plant and a reservoir dam. The power plants are both designed and constructed according to principles applied in Scandinavia for a long time. Each consists of a headrace of a horizontal unlined rock tunnel with a length of about 10 km, vertical penstock shafts, machinery and transformer halls in large rock caverns and a tailrace of an unlined rock tunnel with a length of about 1 km. The head of the power plant of Kafue Gorge is 400 m, Great Ruaha 175 m, the capacity is 900 MW and 200 MW respectively. Both plants were executed in one stage, but building and erection works were made in two stages. However, the power plants show some interesting differences in design. The power plants are briefly described in the following, special regard being paid to the excavation works. Numbers, arithmetic, mathematics. Where did it all come from? Who needs it? We all do, but many school children would not agree. Engineers, physicists, accountants, tax collectors, and most of the general public are well aware that modern society in large part is founded on mathematics and could not exist without it. Mathematics developed over thousands of years as part of the everyday life of man. No one area, tribe, or race can claim discovery. In fact, from the records that do exist, it is evident that many facets of mathematics were discovered independently of others who made similar discoveries. While proof may be lacking, the earliest concepts of mathematics may be some 250,000 to 300,000 years old. The first use of numbers as written records is unknown. However, a bone of a young wolf deeply cut with 55 notches-arranged in two rows, one of 25 notches, the other of 30-was found in Czechoslovakia. Dated to be about 30,000 years old, it is perhaps an early record of some kind of counting system. It is assumed that mathematics was developed as an answer to man&apos;s practical needs, but anthropological studies suggest that the art of counting may have developed in connection with the needs of primitive religious ceremonial rites. Fingers probably were first used to designate sets of from one to five objects. Using both hands, up to 10 items could be indicated. As civilization developed, so did the need for more flexible systems to record items of trade, measure land, and figure taxes. Aristotle noted that the development of the decimal system comes from the fact that most people are born with 10 fingers and 10 toes. In spite of this obvious fact many early civilizations used binary, ternary, and quinary systems while vigesimal systems (with 20 as a base) and even sexagesimal systems (with 60 as a base) were used by others. A form of writing was in use in both the Mesopotamian and Nile valleys as early as 3000 to 4500 B.C. In Mesopotamia, wedge-shaped marks were impressed upon soft clay tablets that were hardened in ovens or by the sun. Many thousands of such tablets have survived. When the tablets were finally deciphered, some were found to be records of items shipped in trade, inventories, tax accounts, and mathematics exercises for teaching. Mesopotamia is also the source of an interesting board game dating back to about 2500 B.C. Its buttonlike men and triangular dice were apparently used with squares of shell, inlaid with lapis lazuli and red sandstone. Unfortunately, rules of play were not found. In Egypt, record preservation was somewhat better. Discovery of the Rosetta Stone in 1799 eventually led to deciphering the Egyptian hieroglyphics that included a numbering system at least 5,000 years old. These records show a competence in counting and numbering. A calendar of good accuracy may have been in existence as early as 4,200 years ago. Construction of the North Hollywood line of the Los Angeles Metro System required crossing the Hollywood Fault as the twin transit tunnels extend into the San Fernando Valley. The Hollywood Fault is considered active and represents the largest active fault that the North Hollywood Redline extension will cross. The feature is a thrust fault with the north plate overriding the southern plate and creating the Santa Monica Mountains in the process. South of the fault lies the alluvial valley and Hollywood. North of the fault are the Santa Monica Mountains which rise locally to more than 1200 feet. The average overburden at the seismic section is about 300feet and is overlain by Runyon Canyon Park, a municipal park with environmentally sensitive areas. The actual fault plane was anticipated to lie within the southernmost120 feet of the 600 to 700-foot-wide fault zone. The special seismic section constructed for the tunnels consisted of an enlarged cross-section with special lining, drainage and finish features that will facilitate the restoration of metro service in case of a major event occurring on the Hollywood Fault. The discussion will address the geology, the procedure used to define the design event and predicted displacements, the unique design features as well as the construction methods used and the instrumentation and the results obtained.

Introduction The usefulness of microscopes in exploration and ore dressing, problems has been documented for the older generation of mining industry personnel in such publications as Schneiderhohn and Ramdohr (1931). A more recent publication that examines the subject is Process Mineralogy, a conference proceedings of The Metallurgical Society (TMS, 1981). However, it is worthwhile to review some of the principles and advantages of microscopic examination of rocks, ores, and mill products. Transmitted light Microscopists can look at materials in transmitted or reflected light. Studying transmitted light is what is usually meant by petrography. In this method, the light passes through the specimen. The upper polarizing filter can be moved in (crossed nicols) or out (open nicols) of the light path. The specimen can be a thin section, a slice of rock mounted on a glass slide and ground to 30 µm (>400 mesh). Or, it can be a sample of rock or ore crushed to about 70 µm (200 mesh). Transmitted light study is particularly suited to gangue minerals, such as quartz, carbonates, and feldspars, and to the study of alteration processes and products. It has some applications to liberation studies. Minerals are identified in transmitted light by observable and measurable optical parameters, such as cleavage and twinning. As indicated on the official conference program, this presentation in not a formal one, but a synopsis of the activities of a newly created Sub-committee of the Research Council on Underground Construction, which involves itself with small diameter tunnels. Because there is a dire need to develop a system of excavating small horizontal openings at shallow depths without interrupting traffic, it was hoped that a more progress report could be reported at this time. Because of ecological and environmental considerations, laws are being passed which mandate that all utilities be placed underground. In urban areas the excavation of trenches in which these utilities are placed has been done by disrupting the normal flow of traffic, thereby creating complete chaos. In addition, it always seems that the Companies involved have no coordination, since one company completes its installation and another one begins. Certainly, utility tunnels can be driven at greater depths to house main feeder and trunk lines, but there still remains the problem of installing distribution lines for house services. The definition of a "mini" tunnel, is a tunnel whose excavated size is approximately 48 in. or less. The objectives of the Committee are to "stimulate the development of systems and equipment to build tunnels in these size ranges which will reduce costs, time and surface disruption from current systems."
