Your interesting and well-written paper brings up the issue of the purpose or use of a mineral property appraisal, specifically the value of these evaluations when the quality and quantity of the mineral resource to be exploited have not been thoroughly investigated. I am not a practicing professional in regards to valuation of limestone investment opportunities. I simply wish to make a few generic observations about the appraisal process in order to stimulate meaningful thinking by appraisal professionals whose reports may be reviewed by professional investors and "laypersons" alike. It is my contention that the analysis given in your paper is very thorough, considering the data that was made available to you. But I would not like to be the person responsible for investment decision making without having a feel for the risk involved. Therefore, the reviewer must classify this type of analysis as relatively "subjective" because they have not received an indication of the inherent risk involved in exploiting a mineral resource. This risk can best be quantified by using probabilistic methods in conjunction with the quality and quantity of the mineral to be produced. Most appraisals passively ignore this problem. Specifically, you have accurately identified the various costs and values entering the economic appraisal process. These can usually be quantified with a great deal more certainty than the capability of the resource to provide 25 years of quality material. Also, in Cases A (West Virginia) and B (Alabama), you are fortunate enough to have previous operations data. What if there had never been production from these properties? How does a potential mineral property investor evaluate the resource capability to meet various projected financial outcomes without spending a good deal of up-front capital to drill and delineate enough quality resources for a 20-plus year operation.

Today's subject of discussion, "OSHA AND ITS PROBLEMS", must be covered in the time allotted with a slight tongue in cheek approach, for if one is to believe that the "problems of OSHA" can be covered in a twenty minute review, he, himself, has one of three problems: 1. He has residual combat fatigue left over from World War II. 2. He is an egomaniac. 3. He is afflicted with both of the above. Clearly, the difference between divinity and humanity lies in their work. All human endeavor is plagued by errors and omissions, and unless one would be so facetious as to equate bureaucracy with godliness, our government-sponsored ventures seem to receive more than their share of missive missles with which to combat the ills of our society. Coming from an industry known for its undertaking of gargantuan projects, I feel capable of looking at things from the big picture perspective. No one would deny that the massive influx of government, both in the monetary and supportive personnel roles, has accomplished much. But only we, as tunnel constructors, have moved countless mountains of muck, placed endless yards of concrete and engaged the public on numerous fronts and in spite of all, at times have even made a profit! Profit! What a dirty word in our society today. It makes one shrink back from the filthy overtones dripping with the cloying scent of decay. Never shall we judge the success of our government programs with such a slimy yardstick as profit. In full autogenous grinding (FAG Mills) the ore itself determines almost exclusively the product size that will be produced, as opposed to conventional steel-media grinding where the product size can be "engineered" by changing media size, feed size, feed rate, classifier cutpoint size, etc. SAG Mills are in the middle of the way, since they offer some room to engineer their product size by properly defining some critical process variables, such as feed size, ball charge and size, mill charge and speed. SAG Mill product P80 values are typically in the range of 500 µm (35 US mesh) to 2000 µm (10 US mesh.) Whenever it is possible to determine an optimum value for the SAG Mill product P80 value (which will be the Ball Mill fresh feed F80 value), the Engineer should define the process variables that will yield a SAG product size as close as possible to the optimum calculated P80 value. In general, a coarser SAG product will draw less power from the SAG Mill and more power from the Ball Mill, and conversely, a finer SAG product will draw more power from the SAG Mill and less power from the Ball Mill. Metal consumption analyses also have to be taken into consideration, for they typically account for 30% to 45% of the total grinding cost. This presentation addresses the issue of defining an optimum SAG Mill product size (X=P80), during the design phase of the SAG and Ball milling circuits, from a general perspective, i.e., the SAG product size that will lead to an overall SAG Mill - Ball Mill optimum performance. The key to productive computer usage is system software integration with full compatibility among individual components. The majority of software developers in our industry are still in the process of perfecting individual components. As a result, exchange and validation of data between disciplines becomes an arduous process. We at Morrison Knudsen Engineers, Inc. (MKE) have integrated an entire system, allowing exploration, geology, modeling, mine planning, and operation modules to work as a single, complete system with direct exchange and validation of data. The importance of integration to both developers and users of today's mining soft- ware is becoming increasingly apparent as we, an industry, move toward growth and enhancement of the technology of ore reserve acquisition, evaluation, and management. It is also important to understand the present state of integration and where it is leading US. Not long ago, another industry passed through the same stages we are now setting up for the mining industry. The stereo industry began with a few individual components, the record player, tape recorder, and radio. People were able to play records, listen to the radio and record conversations and music only through microphones on their tape recorders. Soon, one enterprising individual discovered he could tape sound directly from the radio or record player by capturing audio output from the speaker wires. Interfaces and patch cords were developed, providing a means to transfer audio information between components with not only little loss of sound quality, but also the elimination of back- ground noise. The industry took another step forward with the introduction of "integrated" stereo, where the components were packaged in one cabinet with shared resources. This reduced overall cost which paved the way for better quality. Today's stereos are now so well integrated that many of the components share data and resources from the same manufacturer, designed to work together for almost perfect data transfer between any of the components. The result is better sound, convenience, and reduced cost. This is the ultimate goal for integration. Any system development passes through these same steps on the road to total interaction. Initially, the components are designed, tested, and marketed individually, often by separate companies. As the users become familiar with the components, the need arises for an automatic interface between the components. This is necessary to cut down on error during data transfer and to eliminate the redundant work required to enter results from one component into the next component in the system. As a result, interfaces must then be developed to aid in this data transfer. After data transfer is accomplished, the next step is resource sharing. Resource sharing is careful design and engineering by either cooperative, individual manufacturers or one firm taking on the task to produce a single package product. Design and resource sharing leads to lower overall cost, while still providing component capability with options to grow as the user grows. The mining software industry has been working to develop some very high quality component software and has indeed accomplished this task in every aspect of the mining industry. However, realizing the importance of integration, some companies with limited individual resources have started working together to interface their individual components. Other firms have undertaken the project of developing complete, integrated systems.

Introduction Pure alunite (KAl3 (SO4 )3 (OH)6 ) contains 37% A1203. In the alunite ore found on Milos Island, Greece, opal is the principal gangue while some aluminum, iron, and titanium oxides are also present. Processing of alunite ore leads to the recovery of potassium sulfate, alusil (alumina-silica mixture), and sulfur dioxide. An interesting process has been developed in Greece (Svoronos, 1977) consisting mainly of roasting the alunite ore mixed with KCl to disrupt the mineral lattice in preparation for separating its components. The thermal decomposition of alunite at approximately 600°C occurs by the reaction: KAl3 (SO4)3 (OH)6 + nSiO2 + 6KC1 - 4 K2SO4 + 3 A1203 . nSiO2 + 6 HCl + 3H20 According to the process pure alunite mixed with 543 kg KCl, 840 kg K2SO4, 370 kg alusil, 264 kg HCl, and 65 kg H2O are produced. The roasted calcine is leached in hot water. The potassium sulfate leach slurry is then thickened and washed to obtain a solid residue (alusil) plus a solution rich in potassium sulfate. Assuming the alunite ore feed consists of 50% to 60% alunite, the solid residue might consist of approximately 22% to 27% A1203, silica, iron, and titanium oxides. This leach residue could be digested in a hot sodium hydroxide solution to dissolve alumina. An amount of the alumina (approximately 10%) would not dissolve. In addition, part of the silica would dissolve requiring removal from the solution in a subsequent desilication operation. The same leach residue could be attacked by mineral acids such as a diluted hydrochloric acid to extract aluminum chloride (Sawyer et al., 1983). Alumina and aluminum are presently produced from bauxite of which Greece has important reserves. If this aluminous material (alusil) could be beneficiated by any physical process, then it would be considered as a raw material for the production of fire-clay refractories instead of an alternate source of alumina. Experimental procedure Extensive laboratory work (mineralogical and chemical analyses) indicates that alusil is a mixture of liberated (mostly) alumina and silica particles, not a natural silicate mineral. Table 1 shows the chemical assays of two alusil samples that were obtained from a roasted alunite ore leaching pilot plant. The samples used for the experiments were a very fine alusil powder (K80 = 400 mesh, 38 µm). These were pulped in tap water. Desliming of the pulp before each flotation test was ineffective. Flotation tests were performed in a 2000 ml Denver cell. A standard 500-g sample was first conditioned at a pulp density 50% solids for 5 min with hydrofluoric (HF) acid solution (40%). The temperature of the conditioned pulp was measured and kept nearly constant at 50°C. The pH of the conditioned pulp was also regulated to 2.5-3 with HF solution. Then ARMAC C solution (2%) as well as two drops of fuel oil and one drop of AEROFROTH 65 were added and the pulp was reconditioned for 2 min. After conditioning, the viscous pulp was transfered to the flotation cell. It was then diluted with warm water to about 15% solids and floated to separate silica from alumina particles. A rougher froth product that was cleaned and recleaned was obtained from the flotation tests.

The role of oxygen in cyanide leaching ia well understood in the gold industry. Oxygen enrichment has taken on a real, practical meaning to operators with the were to evaluate the effect of oxygen enrichment on the kinetics of heap leaching gold ores, to examine methods of oxygen application in the heap, and to develop preliminary economics for the process. Several series of column tests were completed increasing preaeration, applications. use of pure oxygen for leaching, and in CIL in the test program. Oxygen enrichment may have a significant place in heap leaching as well. In preliminary column tests sponsored by Kamyr at Hazen Research, Inc. , oxygen-purged columns showed an increase in both the leaching rate and maximum recovery of gold and a reduction in cyanide consumption compared to columns run with air. Potential benefits of using oxygen in heap leaching include faster leaching kinetics, shorter cycle time, higher recoveries, and more efficient use of permanent or reusable pad space. The concept requires confirmation of technical and economic feasibility on a commercial scale.

The current trend in gold ore processing is the development of lower grade or highly refractory deposits. The perplexity of treating low grade oxidized ores has been adequately addressed by heap leach technology. However, refractory gold ores are very difficult to positively characterize the gold association within the mineral matrix. Gold accompanied with refractory sulfitlc or carbonaceous mineralization can often be sub­micron In size and occur interstitially. Mineralogical examination of these ores Is difficult, expensive, and occasionally Inconclusive. Hence, the metallurgist Is given little information for the selection of processing alternatives. The purpose of this paper Is to demonstrate the use of diagnostic leach procedures to assist the metallurgist' s decision-making process to solve some of these problems. By sequentially liberating and/or leaching gold associated with specific minerals, the amount of recoverable gold in each stage can be determined. Through careful interpretation of the results obtained by diagnostic leaching, the metallurgist can devise a flowsheet for treating the ore or solve a problem at an existing plant

Ion flotatir,n of gold is a process being developed to selectively float extremely dilute aurocyanide liquors using a novel surface active complexing agent. The principle of ion flotation is also applicable to a wide range of other metal-containing solutions. The market potential of the gold flotation process would be enhanced by the possible combination of the gold recovery capabilities with both cyanide recovery and metal removal. For example, recovery of copper cyanides from a return liquid strean1 would be a useful means of reducing operating costs and satisfying environmental pressures to treat tailings dams. Experimental work is described where samples of tailings solution from a far north Queensland gold mine were subjected to ion flotation to remove copper cyanide species from a clear recycle solution. The form in which these products was removed was of secondary importance compared to the need to produce a clean solution for use in the plant. Recovery of the anionic copper cyanide species was accomplished using a quaternary ammonium surfactant.

Methods used for assay of gold values in resource estimation, grade control or downstream processing are based almost entire­ly on Fire assay or Aqua Regia techniques. Both these tech­niques frequently produce spurious results. The mechanism of error is explained. Major decisions are made based on this often flawed data. This is what our operating budgets and projected cash flows are based on. Project economics demands metallur­gical accountability for performance predicted. Accountants and more astute members of the board are often not sympathetic to gold out-tum from plant production which is occasionally or consistently less than that predicted. Equally importantly, better than budgeted gold out-tum, resulting from under assaying will produce reconciliation or accounting problems (surplus cash flow) often denying correct timing of expansion or acquisition. Both these scenarios can be avoided if 'real world' extractable gold values are presented to financial managers at all stages. Such extractable gold results are now possible, and compared to fire assay and aqua regia, the assays are faster, cheaper, simpler and more accurate.

Refractory gold ores or concentrates are pretreated in general by physical, chemical and biological oxidative pretreatment processes prior to cyanidation for the economic recovery of gold. The thermal treatment processes generally include fluid bed pro­cessing(!>, chemical with pressure<') or atmospheric (Caro's< ·'>, 3 Nitrox1')) pretreatment leaching and physical with ultrafine grinding!"). Roasting and aqueous pressure oxidation pretreat­ment methods have several commercial applications (Homestake, Barrick) and biological oxidation methods have recently found industrial applications in Africa. The roast pretreatment methods to treat refractory sulphide ores or concentrates transform iron sulphides generally to a porous iron oxide matrix assisting the lixiviant cyanide to effectively diffuse the calcine for cyanidation and hence with improved gold recovery. Jha and Kramer<') made an extensive review of roasting chemistty and practice to tt·eat refract01y gold ores. Industrially two stage pretreatment roasting is generally employed. During the first stage roasting is carried out under oxygen deficiency conditions to provide a low arsenic calcine, mainly magnetite and in the second stage magnetite is trans­formed to haematite under oxidizing conditions.

The treatment of refractory gold ores, in particular the "competing" technologies and their relative advantages and economics, has become a major segment of most mineral technology oriented conferences in recent years. A common theme is the increasing refractory nature of gold ores being treated. This is despite ores such as those at Kalgoorlie having required roasting for liberation since the last century. Papers on refractory gold treatment have examined the characteristics of refractory ores and the causes of reduced recovery (eg La Brooy 1994), the available technologies and their relative economics eg Litz 1990), and the selection of a suitable process route (eg Nicholson 1993, Weston 1994). The most comprehensive collation of data on such processes is provided in the different editions of Randol. A variety of classifications and definitions of "refractory ore" have been published. Due to the many factors which can impact on the recovery of gold it is perhaps not feasible to develop a universal characterisation that can be applied to all gold bearing rocks. La Brooy et al have provided the framework for characterisation shown in figure 1.

The Kori Kollo operation is owned by Empresa Minera Inti Raymi S.A., a Bolivian mining company. Inti Raymi is an eighty-five percent owned subsidiary of Battle Mountain Gold Company (BMGC). The remainder of Inti Raymi is held by Zeland Mines S.A., a Bolivian mining company. The project is located near the village of La Joya, approximately 220 km south of La Paz, and 40 km north west of Oruro on the Bolivian altiplano. Inti Raymi started a heap leach operation in 1985. By 1988, following several expansions, 4,000 tonnes per day of oxide ore were being treated. At this time drilling was started to delineate the larger sulfide orebody. A feasibility study for the development of this deposit was completed in 1990, and following project approval, the engineering design was started later that year. During this period orders were placed for the major items of mechanical equipment. In July 1991, Minproc Engineers Inc. was awarded a firm price contract to design and construct the 14,000 tonne per day sulfide ore process facility.

Mining economics courses have been taught in Europe for more than two centuries and in the United States for most of this century. They are the mineral industry&apos;s version of engineering economics offered by industrial engineering departments. In the 1930s, mineral economics first appeared in American mining schools. This subject goes beyond the deposit and the mine. It examines the economic aspects of mineral resources in general and the individual mineral industries in particular. In 1947, the first degrees in mineral economics were granted in the United States. There are mining and geological engineers who specialize in mining economics. But it has rarely become a separate degree program. Rather, in this country and several others, a graduate student in a mining department or school will include economics in his course work. Then the person writes a thesis or dissertation on a mining economics topic. One exception is found in Moscow at the Department of Geoeconomics of the Moscow Geological and Prospecting Institute (MGPI). To place this program in perspective, some background is needed on education in the Soviet Union.

Through the early 1980s, surveying at Bingham Canyon required a great deal of repetitive and manual work. The advent of total station surveying equipment provided an opportunity to improve the speed and accuracy of surveying work while reducing manpower needs. An evaluation was made of total station systems and their ability to meet the surveying requirements of Bingham Canyon. This culminated in the purchase of a total station system as the mine reopened in 1986. The surveying department at Bingham Canyon during the early 1980s consisted of three, four-man crews using theodolites and self-leveling levels to perform the majority of the field work. Office work involved data reduction and hand plotting. Although hand-held programmable calculators were used, a great deal of time was spent manually transferring field notes to final calculations. After shutting down in early 1985, plans for start-up of mining operations in 1986 included a review of all aspects of the operation for cost and productivity improvement. Applying total station survey capabilities offered the potential to improve surveying accuracy and speed while reducing manpower needs.

The first cement plant of TITAN Cement Co was founded in Elefsis in 1902. It was the first cement industrial facility to operate in the Balkans and in the Eastern Mediterranean region. Currently have four cement plants in Greece producing 5.4 million tons per annum, and 25 ready-mixed concrete sites producing 1.4 million m3 annually. It has a total of 20 quarries, 14 of which are producing materials used in the making of cement while the remaining six produce aggregates used in the production of ready-mixed concrete. All plants in Greece are accredited for ISO 14001. The restoration of quarries began in 1976 at the company?s limestone quarry of the Patras plant, and was soon extended to all quarries. At that time, a department responsible for all environmental issues was established. To date, over 700.000 shrubs and trees have been planted and maintained at quarries, plants and ready-mixed concrete facilities, while over 100,000 trees have been donated to municipalities, communities, customers and to the Greek state.

Loading shovels are at the heart of most surface mine production. As truck sizes have increased, shovel manufacturers have matched them with larger shovels (see table, page 343). Further increases in shovel size may be in order if trucks in the 270-t (300-st) range find acceptance at the largest surface mines. However, larger shovels are not currently the primary focus of shovel design engineers. Competition and user pressure are combining to keep their work directed toward improved shovel productivity and efficiency. Computer design technology and advanced electronics play an increasingly prominent role in this work. "Improved diagnostic capability, system monitoring, vibration analysis and above all increased user friendliness in machine control systems are being pursued by most manufacturers working in our industry today," observes Stuart R. Cotterill, director of marketing for Harnischfeger Corp. The use of computer-aided design (CAD) systems in shovel design has been in place for many years. However, recent advances in computer capability and improved software programs and graphics are making computers even more useful.

A copper heap leach model, employing leading edge computational fluid dynamics (CFD) technology, is applied to the Zaldivar heap leach operation in Chile in order to explore and analyze the possible impact of operational changes. The effect of changes to the heap operation on copper recovery has been previously investigated and reported by the Zaldivar operation. This paper examines the extent to which a comprehensive heap leach model supports the analysis and conclusions of the published work. The heap is a complex multi-phase process, consisting of a solid static porous media with complex fluid flow, gas and liquid phases, competing solid-liquid reactions, dissolution of minerals and transport through the heap. The model accounts for the physical and chemical features of the heap, including transport and reactions kinetics for the important copper and iron sulfide minerals, ferrous oxidation, bacterial effects, thermal energy, acid and sulfate balances. The model was calibrated to published data on the ore body and employed to analyze the impact of a number of operational changes, including solution flow rate, acidity, lift height, crush size and head grade.
