Within the last year, the Nation has been shocked by two major tunneling disasters. Almost exactly a year ago 17 men died in the San Fernando Tunnel in an explosion attributed to gas. A few months later another 21 men died in an explosion laid to the same cause at Port Huron, Michigan. The analysis of the causes of these accidents is still continuing. While it appears that they differ substantially from each other in their specifics, they share the common trait that, like most industrial accidents, they might well have been prevented. Gas explosions in tunneling are neither new nor particularly unusual. Forty years ago, Assistant Director Jarrett was hired as a safety engineer on the Hetch Hetchy Aqueduct in California after an explosion that killed 12 men. Prior to 1946, in California alone, the Bureau of Mines had recorded 27 gas explosions incidental to hard rock mining and tunneling. The purpose of this paper is to review the status of the principal regulations affecting tunneling and to indicate some ways in which safer and more healthful conditions can be obtained. The Bureau of Mines was established by an Act of Congress of May 16, 1910. Since that time the Bureau has been making investigations and compiling and publishing health and safety data relating to mining and to tunneling. If any benefit is to come from an anaylsis of tunneling accidents, it must be the knowledge needed to prevent their repetition. The Bureau of Mines has also had informal discussions with the Department of Labor regarding the possibility of the Bureau's assuming that agency's responsibility for tunnel inspections.

The purpose of this paper is to translate a mining company's "Corporate Objectives" into usable and practical guidelines for long term mine design and production scheduling. These guidelines are required to ensure that both operating and development properties are designed and economically ranked on the same basis, and with the "current" Corporate Objectives in mind. Secondly, if both management and mining engineers have a better understanding of the cause and effect of corporate policies, then penalties and risks associated with various Corporate Objectives can be put into better perspective for management. Corporate Objectives, relative to usable guidelines for either short and/or long term mine planning, could be defined as one or more of the following four objectives: 1) Maximize the recovery of the economic portion of the defined geologic resources, and hence, maximize total non-discounted project cash flows and profits (most common approach in mine design), 2) Maximize the Net Present Value (NPV) of the after-tax cash flows from each existing or proposed project, either on an individual basis or in concert with other projects, including downstream processing facilities (primary method used to judge relative investment merit of a proposed development or operating concept), 3) Limit short and long term capital expenditures to a defined ceiling, 4) Maximize product output for the existing facilities in the short term, or conversely, keep commodity production at a constant level for a series of years.

At the RETC 1979 in Atlanta/Georgia it was reported about the beginnings of the Hydroshield system and the first site experiences. Since that time over 10 miles of tunnels in various diameters have been built with that system, and the discussion of the two most interesting projects will be the main topics of this paper. AURELIA TUNNEL, ROME In Rome, the railway system is going to be completed and modernized. Therefore, it is necessary to tunnel through the Roman hills. Part of the new railway system is the Aurelia Tunnel, located some 100 feet below the famous Via Aurelia Antigua, close to the Vatican. The double track railway tunnel has an internal diameter of 9.44 m and a length of 2.410 m. It runs through completely differing soil conditions. The McKinley Mine is located in the northwest New Mexico, in McKinley County, approximately 25 miles from Gallup. The mine is operated by The Pittsburg & Midway Coal Mining Co. (P&M), a wholly owned subsidiary of the Chevron Corporation. P&M is headquartered in Englewood, Colorado. Since the McKinley Mine began operations in 1962 a total of 83,391,000 metric tons of coal have been sold through 1990. The 1991 production was approximately 5.000.000 metric tons. The mine operations are contained on a 109.000 square kilometers lease area of which 44.000 square kilometers are on the Navajo Nation. The present customer base consists of four utilities and one industrial account, all of which are located in Arizona. The utility customers are the Arizona Public Service Co. Cholla Station at Joseph City, The Salt River Project. Coronado Generating Station near Joseph City, and The Tucson Electric Company, Irvington Generating Station in Tucson. The industrial customer is the Stone Container Corporation, Snowflake Paper Mill.

An understanding of the Florida Phosphate Industry, the mining practices and extraction processes and the historical development of the Industry, is essential to any consideration of reclamation. In the earliest days of the Industry, phosphate rock was produced by screening the phosphate pebble from the matrix. The waste, which consisted of overburden, clay, sand and fine phosphate, and was called "debris", was disposed of onto, either the adjacent surface area, or into mined-out pits. Since the Central Florida area was sparsely settled in those early days, there was no complaint from residents about contamination of streams or the resulting spoil piles - environmental concerns were non-existent. The development of the flotation process in the 1930's and the implementation of the flotation process in the early 1940's was a significant technological breakthrough in the Industry. This technique made possible the extraction of fine phosphate particles, and doubled the recovery of phosphate values from the matrix. However, the implementation of the flotation process produced a new waste disposal problem.

Efficient filtration of fine kaolin particles plays a crucial role in the processing of raw kaolin to a marketable product. Filtration can often be the rate-controlling step of the whole process. Consequently, plant production depends on the rates being achieved in filtration. To alleviate the bottleneck in production, Nalco Chemical Co. initiated a reagent development program to chemically enhance the performance of the filtration units. Filter aids of different classes were assembled and evaluated in bench simulations. These included reagents whose primary mode of functionality were coagulation, flocculation, thickening and combinations of each. This article discusses the development and application of a new reagent that improves the filter production rate with minimal impact on filter cake percent solids. Plant data indicate that this reagent can increase production rates by as much as 35% on clays of varying particle size, as well as clays that are calcined. The reagent's impact on solids content, re-slurrying characteristics, Brookfield and Hercules viscosity and drying is within the standards set by plants that evaluated and now use this product.

A new super-large 100 m3 (3500 ft3) pneumatic mechanical flotation cell is now available to meet today's mineral processing challenges. Several innovative design concepts represent a marked departure from conventional flotation cell designs. The radial discharge from the pump action rotor and the overhung vane type stator is contained in a conical bottom round tank with no dead comers. Peripheral launders collect froth overflowing the entire circumference of the tank and these launders are of a hexagonal design permitting cells to be nested together in a honeycomb fashion. The mechanism drive is either a customized right angle gear reducer or a conventional Vee belt drive. Both drive systems are available with an optional variable frequency control system that permits infinite speed adjustment of the rotor in each flotation cell or group of cells. Results of side-by-side comparative testing between three major manufacturers of super-large pneumatic mechanical flotation cells are discussed. These results were obtained at a large copper concentrator in Chile during several weeks of commercial scale testing.

The New Austrian Tunneling Method was, as is well known, developed from conventional rock tunnelling. In Germany about 10 years ago the NATM began to be applied to partially stable soils by incorporated excavation and support methods to allow its use with these soils. The advantages of this tunnelling technique - adaptability, ecomomy, and quality have resulted in its widespread usage. Today, about 85 % of all mined tunnels in Germany are produced with this technology. This rapid development has resulted in about 40 companies operating within a geographical area about the same size as the state of Illinois that are capable of utilizing the NATM. In most cases German contract/award procedures allow the contractor to develop alternate design and plans. As a result of this flexibility and intense competition, safety factors have been gradually reduced to the lower limit of what could be regarded as demonstrably safe, and the utilization of the NATM has expanded to include higher risk conditions, namely * excavating larger cross sections. * working with less overburden. * work undertaken under less stable soil conditions.

The Ertsberg East discovery was announced by Freeport in 1979 with proven geological reserves of 45 Mt (49.6 million tons) with a grade of 2.65% copper and recoverable gold values. This recently discovered deposit is one of a cluster of skarn-type copper occurrences found within the limits of Freeport Indonesia's mining con- cession at an elevation of about 3600 m (12,000 ft) in the extremely rugged Jaya Wijaya Mountains of Irian Jaya, the Indonesian half of the island of New Guinea. The Ertsberg East lies about 1.5 km (0.9 miles) east of the Ertsberg ore body, which is also known by the Indonesian name "Gunung Bijih" or "ore mountain." For general background, the original Ertsberg ore body was first discovered by the Dutch geologist Jacques Dozy in 1938 while on a mountain climbing expedition. It was mapped and sampled by Forbes Wilson and Del Flint after a two-week harrowing trek into the mountains from the coastal swamps. A drilling program in 1967- 1968 established that the Ertsberg was a viable mining venture, containing approximately 33 Mt (36.4 million tons) of skarn-type copper ore. The deposit averaged 2.5% copper, with significant values in gold and silver. The first shipment of copper concentrates was made in December 1972, following a capital investment of $200 million. Following the routine production of ore from this deposit, it became necessary to consider additional sources of ore to extend the life of the mining operation. An exploration program was thus started with the initial objective of finding shallow or surface ores which could be blended with the material being mined at Ertsberg. Project geologist Frank Nelson was transferred from Freeport Exploration Co. to the Freeport Indonesia organization at the Ertsberg mine. However, the exploration work was the functional responsibility of Freeport Exploration. Del Flint had overall responsibility for the program from the Reno headquarters office and provided liaison with management in the USA and Indonesia.

There is a markedly increasing tendency to design deeper and deeper mines, to use larger amounts of explosive per round, to increase the advance rate of the excavations and so the natural ventilation tends to be more intense in the new mines. For this reason, the mines that make use of powerful mechanical ventilation should also take into account such factors as natural ventilation pressures, especially in the case of mines excavated in high-temperature rocks for which natural ventilation is particularly intense. The results of the studies reported here refer to a very hot mine excavated in an area with a high geothermal flow (the Boccheggiano - Campiano mine, southern Tuscany). At various external temperatures, experimental measurements and analyses have been made of the trend of the thermodynamic characteristics of the ventilation air and of the trends of the air/rock heat exchange along the downcast shaft and along the upcast shaft. These data were then used to work out approximate values of the corresponding natural ventilation pressures. After having identified the most conspicuous variations of the thermodynamic parameters of the ventilation air and the factors causing them, an assessment was made of the repercussions they have on the air flow rates and, above all, on the climatic conditions of the underground excavation sites. The natural ventilation pressures were found not to be constant in time; indeed they change continously and it is difficult to predict the changes. Moreover, it was found that their influence on the ventilation of a section of the mine network is greater if the effect of mechanical ventilation on that section is weaker. In the mine section where the measurements were carried out, some portions were found where the ventilation could become insufficient as a result of the effects of natural ventilation pressures. Finally, some guidelines to be followed in designing hot mines have been put forward which ensure efficient ventilation throughout the network at times with the aid of the natural ventilation pressures, which in certain circumstances may reach very high values in mines of this type.

In the Gold-Cyanide Process (GCP) the cyanide anions act to solubilize the gold and silver present in the ore, and mercury as well. The resulting mercury and cyanide rich effluent are serious health and environmental problems. Currently, there is no mercury treatment from the ore leach solution since there are no precipitating agents or other technologies which can be used effectively in the pH ~ 10solutions. Recently, however, we have developed a new chelate ligand that is impervious to this level of pH and it can be used to precipitate Hg from NaCN solutions. On an actual sample taken from an active gold mine the chelate selectively reduced the mercury level from 34.5 ppm to 0.008 ppm within 15 minutes. Importantly, the gold and silver levels remained unchanged throughout this process. Thus, the environmental impact of Hg released in the GCP can be drastically reduced. Moreover, with a mercury treatment technology now available it may be possible to change, or reinvent, the entire GCP process.

In 1990, the former Soviet Union ranked first worldwide in the production of asbestos, chromium, iron ore, iron and steel, lime, manganese, mercury, nickel, peat, potash, and titanium. Since the middle of this century, that nation had maintained one of the world's most valuable mineral industries, ranking number two in 1950 and number one in 1990. It is clearly an enormous mining industry, with more than 1300 enterprises and an estimated employment base of 1.2 million persons (Table 1). Despite its size and historical achievements, however, the mining industry of the 1990s in the former Soviet republics is encountering problems in performance, efficiency, transportation and utilization. The industry operates below full capacity and is plagued by outdated technology and equipment, rising production costs, capital shortages and labor strikes, in addition to general economic deterioration and civil unrest. Attempts to boost domestic minerals supply in the republics so far have failed because of economic difficulties. And the republics lack the financing required to initiate new, large-scale development projects.

Industrial-scale test results indicate superior metallurgical performance of column flotation compared to conventional cell flotation for copper cleaning. A technical comparison of bubble generation systems for column flotation is made. Two types of bubble generation systems are considered: the filter-cloth type spargers and the Turbo-Air® sparger, which utilizes an air-water mixture fed to the column through injection tubes. Examples of the improved technical performance available with an external sparger system are presented using data from plant tests conducted for specific applications with several different mineral ores. INTRODUCTION Column flotation is now a valuable unit operation which mineral processing engineers employ in the design and operation of flotation circuits in nearly all mineral applications. The acceptance of columns in the mid- 1980s by the minerals industry was paralleled by a rigorous approach to developing a scientific understanding of the design, scale- up, and operation of column flotation units (Finch and Dobby, 1990). Since then, column flotation has become a standard unit of the cleaning stage in many new mineral concentrator projects and has replaced older mechanical cells to improve process efficiency. The size of column cells has continued to grow from the initial 0.9- to 2.1 -meter diameter range, and it is not uncommon to find column cells today being 2.7- to 3.6-meters in diameter. With the success of the smaller units, the scale-up to larger cells has been proven and demonstrated by the performance of the large-diameter cells (Murdock and Wyslouzil. 1991). The use of columns in flotation circuits has also been accompanied by developments in modelling. control, and optimization of column performance (Lee et al, 1991). The bubble generation system is the heart of the operation of column flotation cells. The most common methods for generating bubbles can be divided into two types: the internal and external spargers. Internal spargers are typically a porous material, such as sintered glass, porous rubber or filter-cloth, or maybe a single- or multi-nozzle sparger. External spargers implies that a gas and a liquid (either water or slurry) are brought into contact outside the column and that mixture is then introduced into the column. Several types of external spargers are available today, and innovative designs for externally mounted air sparging systems have been a significant factor in the successful application of columns. She was young, beautiful, intelligent, virgin. Her name was Barbara and she captured the attention of many men, especially those in dangerous occupations. Her rich and doting father was hopeful of making an advantageous marriage for his daughter. Instead, she defied him, became a Christian, and refused to marry. Traumatized, he killed her and was himself struck dead by lightning. That is not the plot of a new soap opera. It is the melodramatic story of a Turkish teenager who was martyred in the third century but lives still as patron saint of mining. The story begins with a 20th century fact. Santa Barbara is a figment of imagination - perhaps based on an early oriental folk heroine, embroidered by a seventh century storyteller, and reworked by a ninth century Greek martyrologist. The authoritative Lives of the Saints reports: "There is ... Considerable doubt about the existence of a virgin martyr called Barbara and it is quite certain that her legend is spurious. There is no mention of her in the earlier martyrologies, her legend is not older than the seventh century, and her cult did not spread until the ninth." The Catholic Dictionary adds that the Barbara story is probably "a pious legend." Widely revered Santa Barbara was one of the most widely venerated saints of the Middle Ages. She became the patron, not only to miners, but also to artillerymen, engineers, architects, builders, stonemasons, gravediggers, and sailors. Mines, mountains, churches, and places bear her name. Barbara's feast day, Dec. 4, appears on the most ancient holy day calendars. And a Barbara festival is still celebrated throughout central Europe, in Spain, and in mining areas of Latin America on that date. The Pacific coast channel, the city, and the mission of California are named for Santa Barbara. An expedition, sailing that coast under Viscaino in 1602, was saved from shipwreck on Dec. 4 after the sailors prayed for Barbara's intervention. Franciscans gave her name to the modern Franciscan Province of Santa Barbara, which embraces six western states and the Philippine Islands. Barbara is intimately entwined with mining. In a recent speech in Pittsburgh, Dr. George Keyworth, the President's Science Advisor, made a statement which I believe deserves our very careful consideration. Dr. Keyworth said that there is no energy crisis. The crisis, he explained, is simply that people refuse to accept the solution. The solution which Dr. Keyworth has in mind is increased utilization of our abundant supplies of solid fuels and, in particular, uranium. I share his view concerning the solution to our energy needs. The use of uranium fuel is a safe, clean, and dependable means to generate our electric power. It is time that we addressed the real energy crisis: the refusal to accept the nuclear solution. The reason for the refusal is not difficult to find. It is nihilistic thinking about risk. Under this thinking, we assume the worst possible case and act accordingly, simply because we cannot prove to a total certainty that nuclear energy is perfectly safe. If this absolutist approach were generally applied throughout our society, there is no doubt all of us would soon be sitting around our campfires fearfully holding the wild animals at bay with our trusty spears. Today I am here to enlist your support in reversing the regulatory trend that threatens the very extistence of the nuclear power industry. As distinguished scientists, engineers and businessmen, you can use your influence to help bring rational regulation to the industry. Our industry supports strong safety and environmental protection programs. We understand the need for and do not object to reasonable regulation. Many anti-pollution measures can be practical to implement, cost effective and highly successful in minimizing environmental impacts. However, it is a fact of life that in the field of health and safety regulation, the law of diminishing returns operates with a vengeance. Absolute or near-absolute safety is impossible and any attempt to achieve it is intolerably costly. Fixation on absolute safety is particularly acute in the regulation of the nuclear power industry. Government Agencies, overly anxious to allay the irrational fears of those opposed to nuclear power, are literally regulating the industry to death - exactly the result sought by the anti-nuclear groups. Dr. Robert L. DuPont wrote in a recent issue of [Business Week]: "The nuclear power industry has been virtually stopped in the U.S. [because of fear]. This is true despite the fact that for more than 20 years the commercial nuclear industry has operated under unprecedented public health scrutiny and that to date there have been no radiation-related injuries, let alone deaths, suffered by any member of the public."1 I believe a useful way to convey the nature of the problem faced by the nuclear industry is to review an example of [unreasonable] regulation. While the example relates to our domestic industry, I am certain there are similar situations in other countries. For the example I will use the Nuclear Regulatory Commission's recently issued regulations governing the stabilization of uranium mill tailings.2 These regulations, known as the Uranium Mill Licensing Requirements, specify, among other things, that radon emanation from uranium mill tailings be limited to no more than 2 pCi/m2-sec. First, one must understand that this standard will have virtually no impact on the total amount of radon to which the public is exposed. Radon emitted from even completely unstabilized tailings piles is a tiny fraction--much less than 1%--of the amount of radon released from natural soils in the United States.3 In fact, it is far outweighed by natural variations in the background flux. For example, changes in the level of the Great Salt Lake in recent years have had [eight times] as much effect on the amount of radon released into the Salt Lake City regional air than the annual release from the Vitro Mill tailings pile located in that city.4 Nevertheless, NRC claims that the standard is required to protect the public. The Commission admits, however, that there are no studies which establish that exposure to radon at the low levels associated with uranium mill tailings will result in any adverse health effects.5 In the absence of actual evidence, the Commission assumes that some such effects will occur on the basis of the linear, non-threshold model.6 Employing this model, NRC calculates that the maximum hypothetical risk for the average member of the population is only about 1 in 70,000,000 from the radon that would be emitted from [three times] the number of mills now in existence, even if the tailings produced through the year 2000 are left unstabilized.7 NRC has elsewhere explained that this level of risk would be equivalent to the risk posed by "a few puffs on a cigarette, a few sips of wine, driving the family car about 6 blocks, flying about 2 miles, canoeing for 3 seconds, or being a man age 60 for 11 seconds." This level of risk is [de minimis] in comparison to other risks commonly and readily incurred in our society.9 Moreover, even this remote risk is overstated. A group of prominent health physicists, including experts from the Department of Energy, The Environmental Protection Agency, Britain, Canada and Germany recently published a study indicating that the risk to the public per unit exposure to radon can be no greater than one-third that suggested by the Commission, and [may in fact be zero].l0 Regulators routinely rationalize the need for their regulations. For example, NRC attempts to justify the radon flux standard because it is necessary to reduce the risk to someone who builds a house on top of a tailings pile. Although gold's market price dropped considerably from 1980's all time high, exploration for the precious metal remained a particularly bright spot last year, especially in the western US. For example, in Nevada-the nation's largest gold producer-further exploratory drilling at Louisiana Land & Explorations Co.'s deposit at Round Mountain and Newmont Mining Corp.'s find near Carlin resulted in sharp boosts in estimated reserves at both sites. Louisiana Land said its deposit is well on the way to being one of the largest gold reserves in the US. Based on further drilling, Newmont said its Gold Quarry property near Carlin could now produce 4.7-6.2 t/a (150,000-200,000 oz/ year). Reserves at Newmont's two properties near Carlin and a third property in southeast California are reportedly at least 218 t (7 million oz), up from the previously announced 128 t (4.1 million oz). Gold exploration activities were brisk in many other states, including a noticeable effort to explore and reopen dormant properties. Although the return on investments didn't appear as favorable last year as they did in 1980, the gold price was apparently sufficient to spur healthy exploration activity. Outside precious metals, market conditions, and subsequent exploration activity, appeared much more bleak. In the molybdenum market, for example, prices continued to slide, and Amax Inc. tightened its exploration budget. (Amax supplies 60% of the domestic market and 45% of the world demand for molybdenum.) The company spent 16% less on exploration during the first six months in 1981, compared to the same period in 1980. Copper and many other base metal producers appeared in similar straits throughout the year. Uranium exploration activities continued to suffer last year also due to depressed market conditions. Among others, Gulf Minerals Resources and Amoco Minerals Co. suspended uranium exploration activities in the West. Despite current unfavorable conditions, some companies continue uranium searches, confident that market conditions will rebound. On a brighter note, interest in exploring for some industrial and strategic minerals appeared on the upswing last year. Minerals used for oil and gas drilling, such as barite and special sands, were especially noteworthy. In geophysical activity, significant developments were achieved for electromagnetic techniques in both frequency-domain and time-domain systems. Geophysical logging activity declined due to decreased uranium exploration, and computer hardware continued to impact the way mining geophysical data are being acquired. Many presentations and papers were given last year to help exploration geochemists develop new techniques to locate concealed ore bodies. Among techniques described were statistical and computer modeling for enhancing anomalies over blind deposits.

On behalf of my agency, the Mine Safety and Health Administration, I would like to add my appreciation that all of you could be here today. Previous dust symposia over the years have proved the value of close cooperation among universities, government agencies, and professional societies in advancing knowledge of dust research and development in the interest of miners and the industry. I'll just comment briefly on MSHA's part of the overall effort by all parties to control miners' exposure to respirable coal dust and other airborne dusts. As you know, our agency's congressional mandate is to do what is necessary to assure that miners will have safe and healthful workplaces. In the area of coal mine health, this has meant joining with the mining community in a continuous campaign to keep respirable dust and quartz levels below applicable standards to prevent or reduce disabling coal workers' pneumoconiosis and silicosis arising from excessive exposure to respirable quartz. Currently, our agency is processing about 120,000 coal dust samples taken by MSHA and company people during the year and about 8,000 samples taken from metal and nonmetal mining operations. Our dust program, like other MSHA programs, has benefited from increased computerization of records. The attack on CWP has had the highest priority of government and industry. The goal has been to sharply reduce social costs of suffering victims and their families as well as the associated future payments under the black lung benefits program. During the 1989 fiscal year, about 104,000 former miners received about one and a half billion dollars in benefits. Since the program began, nearly 25 billion dollars have been paid out. Much progress has been made in lowering dust levels in coal mines since the standard of two milligrams per meter of air was established in 1972. Before that time, there was a 4-to-10-percent probability of a miner developing coal workers' pneumoconiosis at typical pre-1972 exposure levels. However, under the maximum respirable dust levels allowed today, this probability has been reduced to about 1 percent. Since average dust levels are lower today, we can expect fewer miners to develop CWP in the future. Out goal continues to be elimination of both coal workers' pneumoconiosis and silicosis in both coal and nonmetal mining. In 1985, MSHA revised its coal mine quartz policy to allow mine operators to submit dust samples used in setting the quartz standard. Previously, only single MSHA samples were used. Even though less than half of the mine operators have taken advantage of this change, it has provided a larger population of samples for analysis then before. Also the policy allows operations that are on a reduced quartz standard to have the standard reviewed every six months. In underground coal mining, the job of roof bolter typically has higher than normal exposures to quartz. About 45 percent of respirable dust samples from roof bolting operations contain more than 5 percent quartz and therefore are put on a reduced quartz standard. One objective of the policy revision was to improve miners' health by follow-up monitoring, and this is being done with roof bolting jobs. MSHA studies of surface coal mining operations have provided data showing that bulldozer operators and highwall rotary drill operators often have high exposure to quartz dust, and our agency is directing enforcement efforts to reducing this hazard. "The deposits of the east end of the Mesabi Range cover very large areas, and consist of the same taconite that produces the hematite of the central and western Mesabi. It is not deeply covered with drift, but outcrops boldly in large masses. It is not concentrated locally into enriched bodies separated by leaner areas, but is all a fairly uniform, hard, banded, unaltered chert, carrying about 25 to 30 per cent iron as magnetite.The Mesabi Iron Company, organized by Hayden, Stone & Co., and under the direction of D. C. Jackling, has taken over these deposits and is building a Concentrating plant at the new town of Babbitt, about fourteen miles east of Mesaba, Minn. This plant is to have a capacity of 2,000 to 3,000 tons per day, and is based on the application to this low grade material of the methods which have made the so-called porphyry copper properties so successful.In 1916, an experimental mill was built in Duluth; containing full sized machinery and capable of handling from 100 to 200 tons daily. A considerable tonnage of material was concentrated here during 1916, 1917 and 1918. The work showed that the resulting product could be varied, almost at will, between 60 per cent and 70 per cent iron and .006 per cent to .030 per' cent phosphorus, and that this could be made on a large scale well within the limits of cost set by iron trade conditions. A small special cargo was sent down the lakes, late in 1918, assaying 63.27 per cent iron (natural and dry) and .008 per cent phosphorus; but it is assumed that large scale shipments will normally be of a Bessemer' grade carrying about 63 per cent iron and .020 per cent to .030 per cent phosphorus. This material is a sinter, carrying only traces of sulphur and titanium, with silica between 6 per cent and 10 , per cent, and alumina, lime, magnesia, and manganese, each below 1 per cent. Some of the iron in this sinter is hematite and some is magnetite, the percentages varying according to the treatment given on the sintering machine. Like the analyses, this hematite percentage is within reasonable control. Sinter made from finely ground magnetite has much the structure of coke, being firm yet porous, and gives good account of itself in the blast furnace."

Introduction Diesel-powered vehicles are used extensively in underground mines throughout North America. The bulk of the diesel vehicles found in underground mining operations are used for loading and ore haulage, as well as for transportation of personnel and supplies. Along with the advantages of using diesels underground is the disadvantage associated with diesel-tailpipe particulate-matter emissions (DPM). The concentration of DPM in the ambient air of US underground metal mines is not now regulated by the Federal Mine Safety and Health Administration (MSHA). However, recent studies have shown DPM to be mutagenic (National Institute of Occupational Safety and Health, 1988), and the American Conference of Governmental Industrial Hygienists (ACGIH) has recommended that the exposures of per¬sonnel to DPM be limited to an 8-hr time-weighted average concentration (threshold limit value or TLV) of 0.15 mg/m3 (Anon., 1995). The authors, while making measurements in a number of US underground mines that use diesel haulage equipment, found mine air DPM concentrations ranging from 0.2 to 2.36 Mg/M3 (McCawley and Cocalis, 1986; Watts et al., 1989; Cantrell et al., 1991; Haney, 1992; US Bureau of Mines, 1992; Watts, 1992; Watts et al., 1995). If the proposed DPM TLV were to be adopted as a permissible exposure limit (PEL) for US underground mines, the proposed limit of 0.15 mg/m3 PEL would be lower than any of the concentrations measured in the earlier studies and would represent more than a 15-fold reduction from the maximum 2.36 mg/m3 concentration. A 0.15 mg/m3 PEL would also represent a 4.5-fold reduction from the average 0.68 mg/m3 measured mine ambient air DPM concentration reported in this paper. Other diesel tailpipe emissions that are now regulated underground include carbon monoxide (CO), with a PEL of 50 ppm; nitrogen dioxide (NO,), with a PEL of 5 ppm; nitric oxide (NO), with a PEL of 25 ppm; and sulfur dioxide (SO,) with a PEL of 5 ppm. Because the concentrations of these gaseous pollutants and DPM are affected by the state-of-maintenance (Waytulonis,1992), it is important that a means be developed to measure emissions from engines that are now in service to determine when maintenance is needed. The current study was the result of an inquiry by mine¬maintenance personnel who had been receiving complaints about high concentrations of diesel soot (DPM) in mine headings from load-haul-dump (LHD) vehicle operators. Mine-maintenance personnel were searching for an objective test to determine if the diesel tailpipe particulate emitted was excessive. The mine was also evaluating electronically controlled, two-cycle, naturally aspirated, direct-injection diesel engines on some of their JCI (John-Clark Inc.) load-haul-dump (LHD) vehicles. These LHD vehicles were used to haul freshly blasted ore from mine headings to a feeder breaker. The feeder breaker breaks down the larger chunks and feeds the broken ore onto a conveyor. Michigan Technological University, in past studies, developed an emissions-measurement apparatus (EMA) ca¬pable of measuring diesel vehicle tailpipe pollutant concentrations (Chan et al., 1992; Chan et al., 1993; Carlson et al., 1994). At the time of the study reported here, most of the mine's LHD vehicles used a 12-cylinder, four-cycle, naturally aspirated prechamber diesel engine. The study was undertaken in cooperation with mine maintenance supervisors from late 1992 through July 1993. The objectives were to compare diesel exhaust emissions between the 6-cylinder, two-cycle, electronically controlled, direct-injected diesel engine and the 12-cylinder, four-cycle, prechamber diesel engine and to, then, use the data collected, in conjunction with mine ambient air measurements, to demonstrate the application of the "deterioration factor" (Chan et al., 1992), which is a measure of the state-of-maintenance of mine-vehicle engines that are now in service. The information would be used to identify vehicles that need maintenance to reduce emissions. INTRODUCTION Phosphatic resources may be quantified in terms of ore tons and phosphate analyses; however, to quantify phosphate reserves it is necessary to estimate the tons and quality of phosphate rock that can be extracted from the ore. The yield and grade of phosphate rock that can recovered from sedimentary phosphate deposits are usually difficult to estimate because of variations in stratigraphy and/or mineralogy. Prospecting phosphorite ores for purposes of estimating reserves and preparing mine plans requires considerably more effort than defining ore thickness and P205 content. In Florida, for example, it is standard practice to prospect by core drilling and to subject each strata (split) to beneficiation testing, and to perform detailed chemical analyses on the beneficiated products from each strata. For a completed drilling pattern the area of influence of each hole is 2.5 acres. The number of strata per drill hole typically varies from two to five, and thus complete prospecting of a 40acre tract requires drilling 16 core holes and beneficiation testing of about 48 ore samples. Florida practice is not appropriate for all phosphorite deposits. Functional drill rigs and trained drillers may not be readily available. Water for core drilling may be unavailable and the characteristics of either the overburden or ore may require careful attention and excessive cost to obtain representative core samples. Alternate ore sampling methods include auger drilling, rotary drilling to obtain cuttings, and the excavation of trenches, pits, and shafts. Drill cuttings samples are generally the least expensive to obtain, but they are usually unsuitable for beneficiation testing because of particle size reduction during drilling. Ore samples from surface trenches and pits are expensive and may not be representative of deeper ore. Ore samples from shafts are the most expensive to obtain, but if taken properly they are reliable for use in laboratory and pilot plant testing. Regardless of the prospecting technique used, reliable estimates of the yield and grade of phosphate rock that can be extracted from an ore deposit are required: • to justify capital expenditures for a new mine • for mine design and mine planning • for beneficiation plant design • for production forecasts, quality control, and marketing. This paper describes models that predict the beneficiation response of ores from three phosphate ore deposits. The purpose of these models is to obtain maximum utilization of available prospect data with the least cost. ORE DEPOSITS Simple beneficiation models have been developed for ores from three sedimentary phosphate deposits around the Mediterranean area. The first deposit, herein described as "A" ore, is located north of the Mediterranean Sea. The second deposit, designated as "B" ore, is located east of the Mediterranean Sea, while the third deposit, "C" ore, is located south of the Mediterranean Sea. Ore "C" is from the Sra Ouertane deposit in northwestern Tunisia.
