Suggestions have been made that the appraisal of mining assets using discounted cash flow techniques should be based solely on proven and probable reserves in reliance upon the widespread international recognition of uniform resource definitions. Following a review of generally accepted valuation principles, a survey of the literature and, most importantly, a review of real transactions in the open market, it is clear that valuators should not be constrained by the growing acceptance of modern mineral resource codes. On the contrary, valuation practitioners should be encouraged to examine all classes of mineralization and, after making due allowance for risk, to utilize all mineral resources as a basis for determining fair market value.

INTRODUCTION The widespread use of desktop computers by an ever increasing number of people, both for personal and for business and government uses, has brought public attention to surprising stories about computer abuse. Before the advent of microcomputers in the information processing environment, hundreds of amazing misdeeds involving large computers had already been reported, most of them perpetrated by highly skilled professionals. The undreamed enlarging of microcomputer potential has steadily posed a major threat to complex mainframe computing systems, as joyful teenagers become familiar with the habit of hacking around someone else's large processing system, by means of makeshift phone communication networks, based on their intended homework for personal computers -- for the sheer fun of it. Now, the never ending capacity and speed improvement of commercially available micros has given rise to a brand new concern for society: the hazards of processing sensitive information in the powerful, but still unsafe microcomputer itself, whether or not linked to other micros or mainframe networks. This paper deals with some aspects of the problems and presents some practical hints as to enhance protection and minimize risks to sensitive and secretive information when processed on microcomputers. The physical considerations of computer security and pertinent safety precautions will not be discussed, because while essentially relevant to information protection, recommendations are well defined by processing resources suppliers and their importance is more widely recognized by users in general. Definitions and Classifications. The following definitions and classifications will be considered in this report: Information Assets: Any knowledge or information processing, storing or conveying device displayed in one's environment. It consists of two main categories: INFORMATION RESOURCES: End user's application data wherever recorded. PROCESSING RESOURCES: EDP skilled user's hardware, software, peripherals, magnetic media, communication devices, auxiliary equipment, supplies and related operational procedures. Information Protection: In a broad sense this is the set of necessary procedures to assure to the legitimate user the effective control of the operation and allow modifications of information assets, so that their physical or cognitive integrity be preserved or any unexpected loss minimized inspite of accidental occurrences or intentional actions. Classification Processes: Commonly two classification processes are used to define key terms in information protection: SENSITIVE CLASSIFICATION: Pre-defined standards for assessing the vulnerability to losses due to lack of proper processing continuity if information is destroyed, disclosed, secluded, or misused. SECRECY CLASSIFICATION: A spectrum of degrees as to the expectancy of holding exclusiveness of unique information whose destruction, disclosure, seclusion or misuse will cause a negative impact on the legitimate holder environment. Sensitive Information: Any knowledge whose destruction. disclosure. seclusion or misuse - - - implies losses to its legitimate holder. Within the national and international strategy of the German based construction company HOCHTIEF, the majority of its business units is equipped with the comprehensive software package ARISTOTELES. This software is a powerful business information system for all accounting and controlling related processes in medium-sized and large construction and other related companies. Due to the complexity of the software, time constraints, and limited financial resources an implementation of this software package requires thorough project management. In this paper the relevant elements of project management are outlined based on practical experiences gained during this international IT - implementation project. Special emphasis is directed to the identification and management of potential risks. In this case particular acknowledgement was given to the multinational nature of the project and modernization of the business. This includes thorough reorganization of the company, significant changes of job requirements, and substantial trainings for its employees. At the same time key success factors like knowledge transfer, adoption of Czech legal requirements, commitment of management, networked thinking, and integrated project planning come into play. The costs for implementation had to be carefully evaluated because the software was implemented in a country with a considerably low cost I price level. All these impacts to the business had to be managed within the scope of transformation of business and political environment from socialist to market driven economy.

Vancouver-based War Eagle Mining Co. is an advanced-stage Canadian junior mining company that is focused on becoming one of the world?s leading germanium producers. War Eagle?s primary focus is on the Tres Marias high-grade germanium mine near Chihuahua, Mexico. The Tres Marias Mine has high-grade zinc mineralization as well. War Eagle acquired the 28-km2 (17.4-sq mile) property in 2001 from Tombstone Exploration and is currently working to put the mine into production. Current exploration is focused on supporting a resource report and prefeasibility study that is expected to be completed in early 2008. War Eagle expects to have completed an estimated 80 underground diamond drill holes, 40 surface diamond drillholes, 31 percussion holes and 1,296 1.5-m (5-ft) channel samples. Eighty-seven additional exploration targets have been identified within the mining concession. Recent drill results have significantly expanded the known mineralized body at the Tres Marias Mine. The exploration and development program is expected to be completed during 2008. War Eagle owns both the drills currently in operation at Tres Marias. An advanced exploration and development program has confirmed historical grades and is producing encouraging new results from diamond and percussion drilling, channel sampling and high-resolution resistivity geophysics. Glenn R. O?Gorman, an independent geologist and consultant to War Eagle, conducted a study on the reporter. He stated that the Tres Marias concession area has the potential to host 5 to 10 Mt (5.5 to 11 million st) of minable ore.

"Within the framework of the European project NeTTUN, the Laboratory of Civil Engineering and Building Sciences of ENTPE in Lyon (France) is in charge of a large experimental campaign to investigate the impact of tunneling on neighbouring piled structures. For this study, an original reduced-scale (around 1:10) physical model of EPBS is used. This ""1g"" laboratory model is able to reproduce the main features of the excavation method. For this new experimental program, the miniature EPBS advances inside a large tank filled with a model soil (dry sand), in which instrumented piles were pre-installed. In this paper, the authors describe briefly the original 3D device and present results concerning the impact of tunneling on a single pile located above the tunnel. Different tunneling face pressure are studied in connection with the practice. Machine parameters, pile solicitations and stress-strain behavior of the soil mass monitored under real time conditions are discussed. INTRODUCTION When tunnels are constructed in urban areas, they often come close to pre-existing structures, such as pile foundations. Perturbations of tunnel construction on these neighbouring structures must be considered during design and construction of the tunnel. Ground movements due to tunnelling may induce bending moments, lateral and vertical loads, settlements and lateral deflections in the piles, which may lead to structural damage or failure of the piles or the supported structure. The interaction between piles and a tunnel in construction is a complex three dimensional problem. To date, several experimental approaches have been carried out to analyse the effects of tunnelling on piled foundations (Bezuijen et al., 1994, Loganathan et al., 2000, Jacobsz et al. 2004, Lee and Basset, 2006, Marshall and Mair, 2011, ). These different studies carried out in the laboratory on 1 g or centrifuged models aim at a better understanding of tunnel - piles interaction and a quantification of the influence of each dominating parameter on the structural responses. Parameters like foundation type (single pile, group of piles) and geometry, relative tunnel – pile position, volume loss induced by tunnelling, ground characteristics, pile loading history were considered. However, most of these experiments were carried out under plane strain conditions by modelling the volume loss due to tunnel excavation by decreasing the tunnel diameter or the radial support pressure. As a result, these models do not adequately account for the variations of settlements both in the longitudinal and the transverse direction, which can induce significant flexional and torsional effects on the structures. These effects are particularly critical and detrimental in the case of historical monuments."

The recent recession has severely impacted the performance and results of virtually all of our natural resource companies. The depressing climate continues to linger and recovery maybe sometime away. Problems remain for resource companies in the steel and petroleum industries as well as the mining business. In February, at the AIME Annual Meeting in New York, an All-Institute session presented a variety of views on the situation. A. T. Yu, chairman of ORBA Corp., Mountain Lakes, NJ, organized presentations by top management personnel of four natural resource companies. This well attended session heard management strategems for the present and views for the future. A compilation and synthesis of these presentations, gathered by Dr. Yu, are presented here for ME readers. Leading off will be William A. Griffith, president and chief executive officer of Hecla Mining Co., Wallace, ID. Other speakers presented here include Wilfred P. Schmoe, executive vice president of Du Pont Co., Wilmington, DE; Frank W. Luerssen, chairman and chief executive officer of Inland Steel Co., Chicago, IL; and Adam H. Zimmerman, president and chief operating officer of Noranda Mines Ltd., Toronto, Ontario. First, then Griffith's remarks. Introduction The key to successfully managing a natural resource company in austere times is good management in good times. In other words, position the company during prosperous times to survive the times when the well dries up. Although we know how to manage properly, for various reasons we sometimes do not do it. We forget the lessons of history. We allow ourselves to be carried away by our egos. We fail to position our companies properly in good times. As a result, in bad times we find ourselves in deep trouble. We need constant reeducation in the things we already know. In the natural resource industries, proper positioning in good times involves becoming a low-cost producer, retaining the flexibility to pull in our horns, developing a lean and effective organization, and maintaining a healthy balance sheet. Nothing improves the chance of survival during austere times as much as being able to produce at a lower cost than your competitors. In our business, that means having low-cost mines - low cost because the ore bodies are high grade or favorably located, and because they are efficiently operated. It also means recognizing the competition. The key numbers are the cost to produce an ounce of silver or gold. Nothing else really counts. And our competition is every other precious metal mine in the world. Flexibility is important when one gets stuck with a high-cost operation, often because things do not work out as we expect. It is important to be able to shut down an operation quickly and easily, without high holding costs, and without disrupting the corporate organization. A lean and mean, effective organization of competent people is vital during bad times. A company will not have that if it is not developed and maintained during good times. INTRODUCTION "Mujeres Roca" is a program developed by OMA in association with the Chamber of Commerce Canada Peru inspired in “Women who Rock”, a Canadian initiative to promote a greater participation of women in the mining industry. The program includes a coaching workshop called “Kallpa Warmi”, that means “Woman Strength”, to reinforce basic skills and values and 8 mentoring sessions with top executives of the mining industry who share their experiences and knowledge with a group of 10 selected young professional women from around the country. HISTORY OMA is a nonprofit association founded in 2014 dedicated to contributing to the education of low-income university students with high academic performance in careers related to mining and earth sciences. Our mission is to empower the future professionals by strengthening their soft skills and enhancing their capacity to become leaders and agents of change in their own regions. The Chamber of Commerce Canada Peru has a long-standing commitment to gender equality and promotes women participation in male dominated industries. As it is well known, the mining sector is and has always been key to Peru’s economy, representing about 10% of the country’s GDP. Thus, mining can contribute significantly to our economic development and we believe that women can make a positive difference. A study prepared by PwC and "Women in Mining” provided indicators on the advantages that mining companies have when including women in their executive’s positions. These indicators sustain that when a mining company includes women in its management staff, its net profit increases by 6%. This information clearly shows that women participation is not only a matter of human rights and gender equality, but of productivity and profitability. Nevertheless, the mining sector has the fewer number of women on boards of any industry group in the world. Having this in mind, OMA decided to expand its activities and create together with the Chamber of Commerce Canada Peru, the program “Mujeres Roca”, in order to inspire and attract young women to the mining sector, a traditionally masculine industry. The program also aims to encourage mining companies to more actively recruit and keep women in their boards. The program was launched in 2016 within the framework of EXPOMINA PERU, the largest international mining exhibition that take place in Lima every two years.

Nothing in Turkey is simple. Its his¬tory is long and convoluted, its culture fascinating, its metallogeny diverse, and its geology very complex. This article will focus on the geology of western Anatolia and the precious metals poten¬tial of this third of Turkey. Any gold produced by mines in Tur¬key since the early 1900s has been a by-product of the mining for other met¬als, such as copper from the massive sulfide deposits of the Pontics. Archaeological records, however, prove that gold was mined from the Pactolus (present day Gediz) River and refined by Croesus at Sardis in about 550 BC. Other records and legends make it possible that gold was mined before 1200 BC for the Homeric City of Troy (Priams treasure?) about 25 km (15 miles) east of Canakkale at Mad¬endag and Kartaldag. A final legend of antiquity suggesting gold in what is now Turkey relates to King Midas. And, indeed, the city-state belonging to a king of that name has been recognized near the city of Eskise¬hir. More recently, precious metals have been mined at Madendag-Kartaldag in the late 1800s. Arapdag, near Izmir, remains the only "authenticated" epith¬ermal precious metal deposit in Turkey (Mosier et al., 1985). With this spotty record, why the sud¬den interest shown by at least five Euro¬pean-based, three or four US-based, and several other international mining firms and their Turkish subsidiaries? Like other aspects of Turkey, the complete answer is not simple but, reduced to its basics, has three parts. Turkey, relative to many developing nations, has a stable, democratic form of government (although it also has a for¬midable bureaucracy) whose currency exchange rate is premised on the US dollar. New laws promulgated since 1983 have opened the country and welcomed foreign investment. Some have even provided investment incentives. The Mining Law of August 1985 made sweeping reforms of the old land tenure system. This law made it possible for a foreign-based company to have a wholly-owned Turkish subsidiary en¬gaged in mining. Equally important is the belated recognition that western Anatolia, while geologically compli¬cated, is today basically a province Neogene extensional tectonics having many of the geologic attributes of the leading gold producing province of the US - the Basin and the Range. Geologic rationale for precious metals exploration Tectonic/lithologic framework: Alle¬gorically and simplistically, Anatolia during early Neogene (middle Miocene) can be likened to a tube of toothpaste with the cap off. It is squeezed in the vise formed by the Arabian plate mi¬grating north toward the southwest end of a stable Asian platform. The "tube" was compressed. It could not expand to the east because it was sealed by what is now southern Russia and Iran. The filling of the tube escaped to the west, in the direction in which the cap was miss¬ing (Fig. 1). So developed during the middle to late Miocene the western-most struc¬tural province of Anatolia. This was done by a process aptly termed tectonic "escape" by Sengor et al (1985). This province is dominated by exten¬sional tectonics much like the Basin and Range of the western US and has an estimated extension of between 30% and 50%. The most striking manifesta¬tion of this extension is the 10 to 11 major east-west trending grabens (Ge¬diz, Buyuk Mendares, Kocuk Mendares, etc.) and intervening horsts, although a much greater number of smaller, gener¬ally northeast-striking grabens and half

Introduction Many gold and silver ores are refractory to conventional processing technologies. Thus, precious metals recovery is uneconomic. These resources can consist of ores, flotation concentrates, mill tailings, and other reserves. The refractory nature of these materials can be ascribed to such components as iron sulfide minerals, silica minerals, tellurides, organic compounds, and sulfosalts. Precious metals locked within iron sulfide minerals account for a large number of refractory gold ores. These minerals consist principally of pyrite or arsenopyrite. They must be oxidized to liberate the encapsulated precious metal and allow its contact with the leaching agent. Carbonaceous gold ores represent a unique class of refractory precious metal ores in general. Not only does gold encapsulation by iron sulfide minerals occur (Hausen, 1985), but these ores also contain organic matter that interferes with gold recovery by cyanidation. Direct interference can be attributed to either occlusion of gold within organic matter or formation of a stable gold-carbon complex. The magnitude of this problem is debatable. Wells and Mullens (1973) examined two carbonaceous gold ores and found no association between the gold and carbonaceous material. A more common problem is indirect interference, whereby the aurocyanide complex formed during cyanidation is sorbed by the native organic matter and is not available for recovery. This phenomenon is referred to as "preg robbing" (Osseo-Asare et al., 1984; Hausen and Bucknam, 1984). Guay (1981) summarized various methods that can reduce preg robbing during processing of carbonaceous gold ores. However, some are not applicable to carbonaceous ores that have significant amounts of gold locked in iron sulfide minerals. Several methods exist for oxidizing iron sulfide minerals and rendering refractory precious metal ore amenable to conventional recovery processes. These include various embodiments of roasting (Jha and Kramer, 1984; Brown, 1984; Arriagada and Os-seo-Asare, 1984; Smith, 1986), pressure oxidation (Muir et al., 1984; Beattie et al., 1985; Thompson, 1986; Weir et al., 1986; Argall, 1986), and chemical oxidation (Scheiner, 1971; Jackson, 1983; Van Weert et al., 1986). Each process has been successfully used for refractory precious metal ores. In many instances, however, their use is precluded by capital and operating costs relative to the value of the ore. An alternative to these methods is microbial pretreatment - a biological process whereby iron sulfide minerals are degraded and the liberated precious metal values can be recovered by conventional technologies. Bioleaching refractory precious metal ores is a relatively new concept compared to roasting and chemical oxidation. It is rapidly becoming established as a viable pretreatment alternative. Numerous studies have been conducted in the laboratory and on a pilot scale (Yudina et al., 1979; Lawrence and Bruynesteyn, 1983; Pol 'kin et al., 1985; Marchant, 1985; Livesey-Goldblatt, 1985; Gibbs et al., 1986). Comparative tests have demonstrated that bioleaching can be equal to or better than roasting or pressure oxidation in terms of product recovery and process economics (Fridman and Savari, 1983; Livesy-Goldblatt et al., 1983; Karavaiko et al., 1985; Gilbert et al., 1986; Hackl et al., 1986). Bioleaching's main drawback is that pretreatment requires days rather than hours. This can lead to excessive operating costs for difficult-to-treat ores. Introduction Computer-based haul truck dispatching has been operational at Tyrone since May, 1980. The system, known as Dispatch, has accomplished significant productivity gains compared with the former method of manual radio dispatching. These gains translate into a reduction in equipment requirements or an increase in production. An operational mine may choose to increase production or reduce the number of equipment shifts operated, resulting in substantial operating savings. Dispatch Description The core of Dispatch is a VAX 11/780 computer. Originally purchased with 512 kbytes of memory, the system is now upgraded to 3.75 Mbytes to accommodate users from all areas of the operation. Dispatch alone requires 200 kbytes of locked-in memory, with an additional 300 kbytes of memory available on a top priority basis. The computer, located in the Tyrone Branch general office building, is connected by under-ground cables to the dispatch tower, 3.2 km (2 miles) from the general office. Four two-paired lines are used to drive two cathode ray tubes, a printer, and the Dispatch master panel. One CRT continuously displays pertinent pit information for the dispatcher's use. Routinely displayed transactions include truck assignments, changes in shovel material type, truck and shovel breakdowns and delays, and changes in truck, shovel, or dump status. Er¬ror detection capabilities include late arrival and improper input from the field panels. The second display terminal is used for utility reporting and input functions. Status reports are displayed for availability, position, and material type being handled by any given truck or shovel. Fuel reports are available indicating the time last fueled, quantity of fuel delivered, and the time spent fueling. A truck factor utility reports relative performance to other trucks and a shovel utility reports efficiencies in tons per shovel shift. Instantaneous shift reports and mine status reports are available. Inputs such as lineups, operator changes, new travel times, shovel bias, tie down times, and lunch times are all handled with the utility display terminal. The printer records a hard copy of operating truck locations and production from the beginning of each shift. If there is a system malfunction, the printer copy is readily available to the foreman for radio dispatching. The Dispatch master panel is a microprocessor-based panel that allows the dispatcher to override any computer-assigned transaction. Classification of "bad order" conditions and acceptance of certain field messages is entered through the master panel. This panel communicates with all truck and shovel field panels via UH radio frequency through a repeater tower located on a high ridge contiguous to the mining area. Each truck and shovel field panel unit transmits a coded signal that is identified by the computer. A typical communication sequence between field panels and the computer for one complete truck cycle is: • The truck panel LED display indicates the shovel number to which it is assigned. The truck arrives at its assigned shovel and the operator presses the "Arrive" button on the truck panel. As the computer receives the "Arrive" message, it concludes the return (empty) travel time and begins accumulating idle time before loading. • When the first dipper of muck is placed into the bed of the truck, the operator presses the "Load" button. The computer concludes the truck idle time accumulation and begins the loading time calculation. • When the truck is loaded, the shovel operator presses the "OK"

INTRODUCTION In exploration for rock tunnels, the geology should not only be described, but its effect on excavation and support assessed. It is not an easy task to correlate exploration results with support and excavation requirements, even when the exploration program is detailed and geologic conditions are relatively well known. Many of the significant geologic features are subtle and their effect is difficult to interpret from exploration results. However, in similar geologic settings, there are specific geologic features which will cause recurring support problems. Such features should be actively sought out when exploring in a given geologic setting. In blocky and seamy rock, the primary features controlling performance are the joints, shears, and shear zones. This paper describes the effect of such features on the formation and movement of rock wedges in tunnels driven in foliated metamorphic rocks in Washington, D. C. and New York City. In both areas the foliation commonly forms a N-S striking plane of weakness along which major shear zones, shears, and joints have formed. In addition, the structural history of the two areas has been similar, so that there are similarities in the orientation and character of the other major joint sets and shear zones in the rock mass. The observations were made in tunnels ranging from 10 to 70 ft in width and excavated at depths ranging from 80 to 800 ft. Most of the tunnels described were deep enough to be located in unweathered rock, or in rock only slightly weathered along joints and shears. The Santa Fe Mine, located in west central Nevada, began leaching ore in 1988 and completed ore processing in 1995. Homestake Mining Company has completed final reclamation of the site, including remediation of bare surface soils resulting from the oxidation of sulfide minerals and migration of acidity in the mine waste repositories. The need to remediate oxidized sulfides and mitigate resultant acidity at the Santa Fe Mine emphasizes the economic, reclamation, and environmental advantages for understanding and pre-planning for management of potential sulfide wastes during mine planning phases. The lack of pre-planning by mining companies for sulfide waste management was common in the 1980's due primarily to mining of reserves characterized largely as oxide deposits and to the common opinion that low moisture regimes in arid or semi- arid climates would not allow for significant acid generation. Since the 1980's, operational experience has shown that sulfide wastes, deposited randomly in waste dumps and without adequate planning for final reclamation success, can create final reclamation problems that are very costly to remediate. While mine waste characterization, waste management plan compilation, and in-pit selective waste handling procedures add operational costs, the reclamation experiences at the Santa Fe Mine are indicative that pre-planning and management is worthwhile both in actual overall cost efficiency and in successful reclamation of the mine site. The reclamation program at the Santa Fe Mine shows Homestake's continued commitment to the successful management and reclamation of their mine sites.

Luminex is a new method of prospecting for mineral deposits based on time-resolved mineral luminescence created by an ultra-violet light source. Developed by Scintrex Ltd., Luminex detects and resolves a group of key minerals - either ore minerals themselves or, more often, accessory or pathfinder minerals for certain types of economic ore deposits. These minerals are commonly found on the earth's surface, even in areas of considerable weathering. The method extends the range of mineral deposits that are remotely detectable from the air. Tungsten, tin, molybdenum, gold, and bedded lead-zinc deposits are included. Therefore, Luminex is a natural supplement to the three classical methods of airborne geophysics. The luminescence of minerals has been known and used qualitatively in mineral exploration for many years. But there are more than 500 minerals known to be at least sometimes luminescent. Luminescence of most is unpredictable and the colors they emit may vary from locale to locale. It is, perhaps, this apparent complexity of the field that has discouraged its proper scientific scale until now. There are two basic types of luminescent minerals - intrinsic and impurity activated. In the first type, luminescence is an inherent property of the mineral in its purest form. In the latter, luminescence is due to the introduction of foreign trace elements, often in very modest amounts (ppm), into the crystal lattice. These trace elements are known as activators. There are very few intrinsic luminescent minerals commonly found in nature. Chief among these are the calcium tungstatemolybdate family, more commonly known as the scheelite-powellite family, and the uranyl minerals such as autunite and saleeite. The vast majority of other known fluorescent minerals such as fluorite, hydrozincite, and many calcites, are impurity activated - that is, they will not fluoresce in purest form. In addition to the many minerals likely to luminesce at the earth's surface under ultraviolet excitation, any prospector who has ventured out at night with a mercury lamp will know that much organic matter luminesces - for example lichens and even scorpions. Just as the eye finds difficulty in resolving the luminescence of minerals from that of organic materials, it also has its limitations at sorting out minerals from one another by their luminescent colors. Figure 1 shows, in part, the photoluminescent emission spectra of scheelite, hydrozincite, and autunite. It is clear that there is a considerable similarity in spectrum between scheelite and hydrozincite and a great deal of overlap. In fact, a small amount of molybdenum in the scheelite lattice can almost bring these two spectra into coincidence. On the other hand, the autunite emission spectrum is clearly resolved from the other two. Basis of the Method The right-hand side of Fig. 1 shows the time waveforms of decay of the photoluminescence of the same three minerals. It is apparent that the lifetimes of photoluminescence of scheelite and hydrozincite are radically different and that these two minerals, therefore, may be readily resolved through their emission lifetime characteristics. It is in the realm of time-resolved measurements (lifetime characteristics) that Scintrex has made its major advance in the Luminex method. With the exception of some work by Exxon confined to uranyl minerals, to the best of our knowledge, no systematic scientific investigation has been carried out in the field of time-resolved mineral luminescence studies other than the work of Scintrex. Scintrex's findings are that all organic materials and most commonly activated luminescent minerals have lifetimes shorter than one microsecond. In addition, only a relatively small number of minerals - among them those called key minerals, or certain ore and pathfinder minerals - have lifetimes greater than one micro-second. Scintrex is able to characterize these minerals primarily by their emission lifetimes and secondarily by their emission spectral characteristics. By a combination of these factors a mineral index is arrived at. From that, photoluminescent minerals can be resolved from one another with a high degree of probability. At least two spectral channels and two time channels - of which one can be common - are required to apply this mineral index. Ground System A portable hand-held Luminex analyzer based on a modulated mercury lamp has been used to date in Canada, the US, and Australia. The current production model of this device is the LG-2. It has two spectral channels and two time channels for each spectral channel. Figure 2 shows a ground Luminex traverse over the Texas-Arizona zinc prospect in Arizona. The instrument was set so the channel read was hydrozincite-specific insofar as possible. The mineralization in this prospect is known to be hydrozincite and other zinc secondary minerals in limestone. Figure 3 shows a ground Luminex traverse over the AAA uranium prospect in Nevada. The instrument was set to optimize the uranyl response. For comparative purposes, broadband scintillation counter readings were made on the same stations (also shown in Fig. 3). It is apparent that both the Luminex and the scintillation counter results reflect a near-surface distribution of uranyl minerals. It is interesting that no visible uranyl secondary minerals

To meet the growing need for CO2 capture and storage technology, Michigan Technological University is researching CO2 capture and storage using alkali solutions1. Without implementing emission controls, world energy emissions will rise from 29.7 billion t in 2007 to 42.4 billion t in 2035. The first objective of the project was to determine the optimal amount of alkali in solution for CO2 absorption. This was accomplished using theoretical equilibrium calculations and experimental absorption data for alkali solutions of 1, 2, 3, 4 and 5 weight %. As the % alkali in solution increased, so, too, did the ionic strength of the solution. Theoretical calculations took into account the effect increasing ionic strength will have on the solubility of gaseous CO2. The calculations assumed negligible formation of H2CO3, constant temperature and constant pressure. In the experimental setup, a 16% CO2 /balance air gas mixture was bubbled through an Erlenmeyer flask filled with an alkali solution. The gas exiting the flask was fed to a gas analyzer to record the % CO2 in the exhaust gas stream. The % CO2 absorbed was taken as the % CO2 in the exhaust gas minus the % CO2 in the feed. Theoretical calculations found that as the % alkali in solution increases, the solubility of CO2 decreases. This was verified by experimental data, which found that a 2% alkali solution, by weight, was the ideal solution for CO2 absorption. Current research is focused on using the 2% alkali solution for permanent storage of CO2 via mineral carbonation to produce a value-added product.

It is often stated that innovation is central to the economic survival of mining and mineral processing in the face of global competition, and yet technology is often far from a core strategy in our industry - hence the concerns that are often voiced about the apparent slow rate at which new technology is applied. Much of the discussion stems from a lack of understanding of the role of technology in innovation, and of the role of R&D within the innovation process. To a large extent this has all been said, however, the messages are clear and deserve repetition. This paper expresses the personal views of the authors, based on experience in government-funded (CSIRO and universities) research, and in CRA Ltd, a large mining and mineral processing company. Further than this, it explains how our own development unit within the CRA Group has come to see its key roles as including the transfer of technology, and the training of technologists to move into the operating business units. We conclude that these critical tasks are the keys to creating the environment that will allow us to maximise the contribution of technology.

One of the key elements of change in the mining industry has been the ever-increasing integration and coordination of previously highly segregated business disciplines, the extent to which the marketing and finance functions have evolved and merged within the mining industry. If one listens to the language of mine product marketers today, one hears terms like contango, backwardation, forwards, options, min/max, synthetics, swaptions, caps, collars, FRA's, spot deferreds, double bottom, head and shoulders. The list is endless and a glossary may be out-of-date even before the ink is dry. No longer can a marketer of mine products get through the day and, more importantly, keep his or her job merely by reciting statistics on supply, demand, prices and the jargon of quotational periods, delivery and payment terms. Walk into the office of any marketing department today, and computer terminals spewing on-line market prices and instantaneous news retrieval command the attention of all who enter. Traditionally, mining companies, particularly those in North America, took a passive view toward marketing their products and an even more passive view toward management of price risk. The typical, albeit simplified, gold producer of the 1970s and early 1980s spent all of its energy exploring, delineating, developing and producing a product that was placed by the mine gate. Like magic, anonymous buyers took it away and left piles of dollars in its place. No fuss, no muss and nothing to get in the way of more exploring, delineating, producing etc. The typical copper producer, meanwhile, was slightly more creative. Copper producers still spent most of their energy exploring, producing etc., but they at least acknowledged the identity of their customers. Many even went so far as to fabricate finished mine products into shapes and sizes that their ultimate customer needed. Wire, cable, sheet and extrusions were all in forms ready to be purchased by power companies, motor manufacturers and telephone companies. But, while production and costs steadily increased, research and development into new expanding markets was funded by little more than lip service. Competitors and competitive products steadily eroded market share and realized prices. The now-famous Business Week magazine cover that proclaimed "The Death of Mining" was an imminent reality.

Mining companies have been very interested in the presence of a number of small but high-grade ore bodies of base metals in northern Wisconsin and the west/central section of the Upper Peninsula (UP) of Michigan. The region is rural with outdoor recreation/tourism and lumbering being the key industries. The economy of the region is based on the use of its natural resources, and mining is not a new activity to the region, especially the UP. The western UP was historically a key mining district for copper and iron, and today the central UP has a significant iron-mining district. However, all efforts to develop the base metal ore bodies have been met with a storm of controversy involving the local community, regional activists, Native Americans, and the state government, and only one mine has gone into operation. There is concern by some stakeholders about the sustainability of mining in communities that depend on the environment for tourism, recreation, and other commercial activities. There have been four attempts to get the necessary approvals to mine in this region: the successful Flambeau Mine effort (Wisconsin), the failed Crandon project (Wisconsin) and Lynne project (Wisconsin) efforts, and the continuing effort to get the Eagle Project (UP of Michigan) approved. The cases are presented to illustrate the project situation, the history of the permitting effort, and the opposing parties and their concerns. The case of the Eagle Project is looked at in detail by using the method of discourse communities and discourse analysis. Results of the analysis provide insight into the communication efforts to address community concerns about sustainability and what more can be done to improve this dialogue.

At the risk of detracting from the simplicity of the method, I would like to suggest a slight refinement to the equation as presented. As the authors noted, the Jacob-Lohman equation (1952) assumes confined-aquifer conditions. To use confined-aquifer equations in water-table aquifers, Jacob (1963) presented a correction to convert water-table aquifer drawdowns [Ahw] to equivalent confined aquifer drawdowns [Ah,: 2] [Ah Ah = Ah - w(1) Cw 2H where: Ah, = Drawdown in confined aquifer: Ahw = Drawdown in water-table aquifer and H = Original saturated thickness of aquifer] Substituting the above in equation ( I) of Hanna. Azrag and Atkinson [4nT Ah - 2H ) Qj2.25 T t(2) 1 nr2 S W] Since the above expression predicts lower pump rates, it causes the Jacob-Lohman equation to agree more closely with appropriate analytical and numerical models. INTRODUCTION Coal flotation is a fine cleaning process usually present in all but the older preparation plants. It is typically used to clean either the -28 mesh (-500 pm) or - 100 mesh (- 150 pm) raw coal fines, and it is the only commonly used preparation method that can effectively recover coal particles finer than, say, -200 mesh (74 pm). To place coal flotation into its proper context, it should be noted that the bulk of the raw coal sent to preparation plants is treated by gravity concentration. On a worldwide basis, from 0 to 40% of the raw feed to a preparation plant is treated by flotation, while in the US only about 10% of the raw coal feed is floated. Roughly, 50% of US preparation plants use flotation to process at least a portion of the raw coal feed, although most of the newer plants incorporate flotation into their flowsheet. Historically, the process has only been used to treat the raw coal fines naturally occurring after mining and a minimal amount of crushing at the preparation plant. This is in sharp contrast to ore flotation where, typically, the entire tonnage is first ground and then floated. As a consequence, of the approximately 500 Mt of raw coal treated by preparation in the US yearly, it is estimated that only about 40 Mt are sent to the flotation circuits (producing -30 Mt of clean product).'O1 This small tonnage compares with about 400 Mt of ores treated annually in the US by flotation. By analogy to ore flotation, where it is an effective, large tonnage, low cost, easy to operate process, its potential in coal preparation should be great. Reasons why it has not achieved a greater potential in coal preparation have been attributed by Aplan 102 to: 1. Indifferent results in removing sulfur and ash. 2. Difficulty in floating low rank and oxidized coals. 3. Inability to make clean separations with the finer sizes. 4.Inability to clean slurries with a high percentage of clay. 5. Problems with water chemistry. 6. Competition with effective, gravity coarse-cleaning methods. 7. Low value of coal historically. 8. Dewatering problems. 9. Transportation and storage problems with coal fines. 10. Marketing problems with coal fines. 11. Inadequate attention to the process in the plant. 12. Inefficient use of capital and operating monies. Inadequate attention to procedures, machines, and processes.

Early Models In 1906, Daniel Jackling demonstrated that relatively low-grade disseminated copper deposits could be mined profitably using mass mining technology. The ensuing years saw a gradual increase in activity aimed at defining ore targets for large reserves of disseminated supergene enriched copper ores. Prominent organizations, such as Calumet and Hecla, Phelps Dodge, and Asarco, established teams of geologists. They focused on interpreting oxidized and leached outcrops over supergene chalcocite ore bodies. Techniques to evaluate oxidized cappings and predict the presence of underlying supergene chalcocite enrichment ores were developed and put to practical use by the late 1920s and early 1930s (Locke, 1926; Blanchard 1939, 1968). Oxidized capping evaluation centered on recognizing oxidation products derived from the various sulfide minerals found in disseminated deposits. Chalcopyrite, for example, oxidizes to a characteristic reddish pitch limonite that exhibits characteristic boxworks. Chalcocite is recognized by earthy, powdery, indigenous, hematite-rich limonite. Pyrite weathers to characteristic cavities and yellowish jarositic limonites. Evaluation of cappings is a systematic effort of noting and estimating the preoxidation sulfide mineral content and copper grade in an oxidized outcrop using mineral composition and morphology of oxidation products. Several complications were noted early in this technology's development. For example, the associated pyrite content of protore greatly influences mobility of copper and iron during oxidation. High-pyrite disseminated sulfide assemblages, upon oxidation, mobilize iron as well as copper. This results in oxidized rock with many leached cavities, poorly developed boxworks, and poorly developed indigenous limonites. This effect was noted and used in a general way to identify possible development of supergene chalcocite. Indeed, strongly leached outcrops could be present over enriched ore. A second complication is the manner in which associated gangue minerals influence the products of sulfide oxidation. Reactive gangue minerals, such as carbonates, neutralize acids formed by sulfide oxidation. Thus, copper cannot be moved from oxidized outcrops. Relatively nonreactive gangue, such as quartz-sericite-altered schist or porphyry, neutralizes supergene acid very slowly. This allows copper to move out of the oxidized outcrop. Recognizing these features was closely allied to an early understanding of the processes involved in oxidation supergene enrichment of disseminated ores. Field observations and mineralogic mapping of oxidized cappings were important in discovering many important porphyry copper ore bodies during the 1920s. These include Silver Bell, Miami-Inspiration, and Morenci in Arizona; Tyrone, NM; and Ely, NV. Capping interpretation like-wise led to discoveries at Mineral Park and Esperanza in Arizona during the exploration surge that accompanied high copper prices in the 1950s. In the 1960s, Kennecott research geologists refined and quantified some aspects of oxide capping appraisal (Anderson, 1982). The ratio of jarosite plus hematite to the total limonite assemblage was shown to be proportional to amount of copper leached from the oxidized outcrop. Thus, if the limonite assemblege in an oxidized capping consists of 40% goethite, 20% jarosite, and 40% hematite, 60% of the original copper is leached. The amount of copper remaining in the capping, together with the limonite mineralogy, can then be used to estimate original copper grade in the outcrop, amount of leaching, and chalcocite enrichment grade (in feet/% copper) in the underlying supergene chalcocite zone (Anderson, 1982). Evaluation of oxidized cappings and prediction of chalcocite blanket ore targets were successfully used in the western US and South America through the 1950s. Discovery of new porphyry copper provinces in other regions during the 1950s and 1960s, however, underscored some limitations of capping evaluation technology. Porphyry copper systems in Australia generally oxidize and weather to hematitic cappings. Presumably, the semiarid monsoon environment and the long time that the sulfide systems have been exposed to oxidation on that continent lead to development of relatively stable hematite. It is now recognized that jarosite and goethite persist metastably in the limonite assemblage in all areas once sulfide oxidation is complete and acid generation ceases (Brown, 1971). The assemblage eventually converts to hematite. But, climatic conditions in arid southwest US allows metastable limonites to persist for a long time, thus providing information on former sulfide assemblages.
