The Buick concentrator represents state-of-the-art technology in automated digital process control operation utilizing a centralized computer. The process control strategies implemented at Buick are no longer new to the industry, but the successful application of these developments is still rather unique in North America. Productivity improvements, determined to be a direct result of the process control developments, are the primary topics of this paper. Emphasis is placed on metallurgical benefits including both lead and zinc recoveries; lead concentrate grade; and reductions realized in reagent consumptions, operating costs, and personnel. A detailed description of the concentrator, along with a history of the process control development and a more in-depth discussion of the control strategies implemented at Buick can be found in the references. (The Buick flowsheet is depicted in Fig. 1).

Since 1986, we have developed a series of electromagnetic (EM) sounding systems at the Laboratory for Advanced Subsurface Imaging (LASI). These may be categorized by their frequency ranges: low frequency (LF, 30 Hz to 30 kHz), medium frequency (MF, 1 kHz to 1 MHz), and high frequency (HF, 30 kHz to 30 MHz). We have applied these EM systems to a variety of targets, including: mapping of plumes of contaminated groundwater, tracing leachate for an in-situ leaching operation, locating buried hazardous waste, identifying subsidence-prone zones and detecting buried voids. These systems are also applicable to exploration for ore bodies. Currently, our sounding system uses a vertical magnetic field vector. Previous systems of this type required a slow and relatively inaccurate manual rotation of the sensing coils. The systems also used occasional calibrations of the measuring system. We have developed a 3-dimensional mathematical rotation procedure for the data, as well as a simultaneous, high-accuracy, calibration method. These new developments have greatly increased the speed of the measurements, as well as improving the accuracy of the ellipticity data. We use stepped-frequency measurements along with narrow-band filtering to allow accurate measurements, even in high-noise areas. We typically obtain ellipticity measurements at eleven frequencies and along densely sampled profile lines. We use neural networks to help interpret the measured ellipticity patterns. Neural networks can be trained to relate the measured ellipticity patterns to earth resistivities or to discrete targets buried in the earth. The neural network training may use theoretical EM responses calculated from computer codes for relatively simple structures. The theoretical EM response for many complex targets that are of interest cannot currently be reliably calculated, even with the largest supercomputers available. We have therefore chosen to do some of the training using theoretical EM responses generated in a full-scale modeling tank located at our Avra Valley Geophysical Test Site. We have also developed data-visualization software to help interpret the large data sets produced by this system.

This paper describes a two-stage reverse flotation method developed at the Mineral Resources Institute (MRII, University of Alabama, for Kerr-McGee Corporation (KMC), to separate the trona (Na2CO3 ? NaHCO3 ? 2H2O) from a saline deposit containing halite, borax, minor salts, and water insoluble materials. In the first stage, trona is depressed with Quebracho, and the insoluble gangue is floated with fatty acid. In the second stage, trona is floated with cresylic acid. The flotation concentrates contained better than 90% trona with insolubles ranging between 1 and 2%. Although the trona recoveries were low, optimization and middlings recycled in a continuous circuit could substantially increase the value.

The Sacaton mine is a relatively new open¬pit copper mine owned by Asarco, Inc., which has been in production only a few years. The mineral deposits consist of two ore zones; a western, near-surface zone minable by open-pit methods, and a deeper eastern zone which will have to be mined underground, probably by block caving. The copper deposits are related to small quartz monzonite intrusives implaced into Precambrian granites. Both rock types act as hosts for the copper mineralization, which has been secondarily enriched sufficiently to constitute ore. In the western zone the enriched supergene chalcocite has been subjected to postenrichment oxidation processes with partial destruction of the chalcocite blanket. The deeper eastern chalcocite zone has not been as severely affected by later supergene processes. Several mineralogical populations are represented in the total copper deposit. Leached capping overlies the chalcocite enriched zone, and in the western ore body there is a very irregular interface between the leached and enriched zone, which is complicated by oxide copper minerals irregularly distributed. Primary lower-grade chalcopyrite mineralization occurs below the enriched zone. When mining commenced near the top of the enriched zone, considerable difficulty was encountered in correlating the actual grade of ore in place with the estimated grade of the mining blocks. The mineralogical complexity and fairly wide spacing of diamond drilling made reliable grade estimation of individual ore blocks a difficult procedure.

Although there was a significant improvement in the world economy, recovery in the iron and steel industry followed its traditional pattern and lagged the general economic recovery in 1983. World crude steel production increased from 645 Mt (711 million st) in 1982 to 664 Mt (732 million st) in 1983, an increase of less than 3%. Domestic iron and steel production showed a modest increase over 1982. Weekly raw steel pro¬duction levels ranged between 1.5 and 1.75 Mt (1.6 and 1.9 million st) for the last 10 months of 1983, compared with less than 1.25 Mt (1.4 million st) for the last half of 1982. The peak was 2.5 Mt (2.7 million per st) per week in 1978-79. This how level of steel operations kept most pelletizing and sintering operations at curtailed production levels. Extended shut-downs of pellet plants were also common. Pressure by management to reduce operating costs has continued with an increasing emphasis on maintaining quality and efficient unit productivity. With the extended decline, there have been significant personnel reductions in both operating and headquarters staffs. Many companies are anticipating a long-term how growth period in the iron and steel sector. Pelletizing Domestic pellet production showed a slight increase last year to about 34 Mt (38 million st), less than 50% of total capacity. What is indicative of the inevitable is the announced intention to chose down facilities, such as US Steel Corp.'s Atlantic City ore operations pellet plant at Lander, WY, and the recent aborted move by US Steel to purchase National Steel with the apparent intent to chose the National pellet plant in Keewatin, MN. There is excess domestic pellet capacity that will not be needed. The question is what form attrition will take. South American pellets can be brought into the Chicago area at a cost competitive with Great Lakes plants. This raises the possibility that imported pellets can, in fact, displace domestic pellets at almost any US steel plant. The need to re duce total production costs at domestic pelletizing plants is crucial. Efforts to reduce fuel costs for pelletizing have focused on re placing natural gas or fuel oil with coal. More recently, petroleum coke has become available at an attractive cost, but systems must cope with its higher sulfur con tent, which limits its potential The direct firing of grate-kiln systems with pulverized coal hay been fully proven. The use of solic fuel in the straight-grate process however, is still being developer and no straight-grate system i running on solid fuel alone. The further development o coal-water slurry systems may provide a suitable fuel for both systems. It would appear, how ever, that the same ash quality restriction would hold for coal water systems as for direct-firin systems. So, the choice is based of the relative cost and convenience of a wet-grinding system with additives, compared with a dry-grind direct-fired unit. The high-temperature (two stage) heat recuperation system installed at US Steel's Minnta plant (Step III) has provided the fuel savings anticipated, any modification of additional in durating lines is planned. Other operators are hooking at similar heat recuperation improvement. Another area of potential cost savings has been in the reduction of bentonite requirements. A CCI's Tihden plant, major improvements have been made in this area. Progressive bentonit reductions were achieved over several years from the 8- to 9-kg (16- to 18-lb per st) range to the 5-k (12-1b) level by progressive moisture reductions and chose attention to operating practice. Nearly 30 estimates of the minimum earth stress were obtained from hydraulic stimulation tests in 5 boreholes at depths varying from 0.6 to 4.3 km in jointed granitic rock near the Valles Caldera in New Mexico. This site is located within the transition between the Colorado Plateau and Basin and Range provinces. Stresses were determined from open hole hydraulic fracturing experiments conducted with water at pressures up to 48.3 MPa (surface). The virgin bottomhol e temperatures ranged up to 327°C. Pressure records show no evidence of rock breakdown, indicating injection into pre-existing joints. A typical pressure response consists of an early wellbore storage period followed by linear fracture flow, which then evolves into a steady pressure, fracture extension mode. Shut-in behavior is characterized by a sharp pressure drop followed by a more gradual decay. The minimum earth stress shows a general linear trend with depth, increasing with a gradient of 19 MPa/km. A low stress anomaly occurs from 2490 to 3100 m where the minimum stresses are as much as 28 MPa lower.

Newmont has been on a focused path of improving operations for many years. After the merger of Newmont and Santa Fe Pacific Gold, Newmont created significant synergies of over $50million per year in Nevada, primarily through optimal ore movements and consolidation of various functions. During the current period of low gold and copper prices, Newmont has refocused its efforts on efficient operations worldwide. This paper will describe the methods and programs that continue to be implemented at Newmont's many mine facilities in Nevada. Newmont has used a combination of computer technology, optimal use of infrastructures, procurement strategies, functional consolidation, enhanced mine planning and a variety of available metallurgical processing options to decrease the cost of operations and increase profitability.

INTRODUCTION Today more tunnels are being bored by mechanical means in igneuus and metemorphic rocks (i.e. "hard" rocks) than ever before, and there is reason to believe that this trend will continue in the future. Because of this, there is an increasing demand fur stronger, more powerful machines and fur cutters that are capable of handling the high loads and abrasive rock conditions that often accompany hard rock tunneling. Tunnel boring machines ("TM's") built today, therefure, generally have higher thrust and torque capabilities than those built in the past, and they are equipped with the largest cutters and rings now available. The recent experience in hard rock tunneling has demunstrated that TBMs can be both efficient and ecunumical under such conditions, and that acceptable performance rates can be achieved in all but the hardest rock. In spite of this success, it is believed that improvements in buth the cost of boring and in performance rates can still be made through mudificatiuns in the existing kerf cutting system. Some impruvements in TBM performance under hard rock conditions, fur example, have already been made thruugh the development of constant section rings that maintain a constant edge width and, therefore, a constant level of performance as they wear. Heap leaching of ore with cyanide is a common and economical means of extracting precious metals (gold and silver) from mined ore. The use of cyanide, and the heap leach process, can seriously impact the environment. In the worst case, catastrophic failure of containment structures can release toxic levels of cyanide into receiving bodies of water, resulting in toxicity to ecological communities and contamination of public water supplies. Furthermore, cyanide degradation products such as nitrates can also impact local streams, lakes, and aquifers. Even if cyanide can be removed, the crushed residual ore may generate acid solutions that can release toxic heavy metals into the environment. Pintail Systems, Inc. (Pintail) of Aurora, CO, in conjunction with technology partners Science Applications International Corporation (SAIC) and Fairmile Gold Corporation (Fairmile), have developed a microbially-based precious metal lixiviant that can be used as an alternative to cyanide. The microbial process, called BioLix, is Pintail's second-generation biotechnology product for the recovery of precious metals from ore. The BioLix process is based on the enzymatic induction of organic lixiviant compounds using proprietary inducing agents and microorganisms. The process operates at near neutral pH and ambient temperatures using non-pathogenic microorganisms and food-grade chemicals. Precious metal extraction is also enhanced through the employment of microorganisms that facilitate mineral-solution reactions such as surfactant generation (improved wettability), and oxidation of gangue minerals that expose mineral surfaces to leaching. In order to demonstrate the effectiveness of the BioLix process, results from laboratory bench-scale experiments and a column study are presented. In addition, new applications for this enabling technology are discussed and include re-leaching of spent ore heaps, in situ leaching, and cyanide replacement for heap leaching.

During the latter part of the twentieth century exploitation of mineral resources, and gold mining in particular, experienced a resurgence in Europe, with major mining houses and many junior companies involved in exploration and subsequent mine development. Gold projects in particular were actively encouraged and exploration programmes and permitting studies initiated in more than 15 countries, both within the European Union (EU) and the former eastern bloc. During the initial period, governments in many countries provided active support. Following a series of negative environmental mining incidents in the latter part of the century public opinion, often ill-informed, led to political pressure to withdraw governmental assistance. This in turn resulted in the revocation of exploration licenses, and ultimately to the failure to develop a number of potentially world-class mines within the region. Despite these setbacks, gold production in Europe continues, and is probably higher now than 20 years ago. The mining industry is currently coming to terms with both changing attitudes of governments, and the increase in scope and prescriptive nature of legislation. Recent experiences, particularly in Greece and Turkey, exemplify the problems faced by the industry in the region, which are causing major mining companies to reconsider future activities in Europe. The paper presents an overview of European gold mining and its environmental performance in the context of international practice, new legislation, and public perception of mining generally. The rationale of governments in withdrawing support for the industry is questioned, and the feasibility of achieving sustainability where there is no level playing field globally is reviewed. The question is posed to governments, regulators and mining companies alike as to whether there is a future, not only for gold mining, but for the minerals industry in general, within the EU.

Good afternoon, fellow members of the international mining community. I appreciate the opportunity to participate in this special three-day, international gathering, and to join with you in honoring one of my very good friends, Doug Fuerstenau. It couldn't be more fitting to have this kind of event to mark Doug's 60th birthday. You know, in addition to his faculty position at the University of California in Berkeley, Doug is a member of the Board of Directors of our Homestake Mining Company. So it is a double pleasure for me to help pay tribute to one of the outstanding academicians of the mining industry as well as a man with whom I work closely in running Homestake. I have been asked to talk about "The Future of Precious Metals," but I will concentrate my remarks on gold. Since the theme of this Symposium is "Challenges in Mineral Processing," what I'm going to talk about is a challenge that relates especially to a major problem faced by those of us who process ores to recover gold. I noted that in the Scope of this Symposium, it stated: "the mineral industry is currently facing many challenges to improve the economics, operating efficiencies and environmental concerns of the mineral processing system." I couldn't agree more with that statement. I think that a need exists for us to address this situation as it involves gold. And who better to consider this than the worldwide leaders of mineral processing research here assembled. I start with the premise that we need a new method for cyanide use or a chemical to replace sodium cyanide entirely. As a step in the endeavor to reduce future tunneling costs in New York City, the Environmental Protection Administration, Dept. of Water Resources, instituted a program in 1972 to monitor the performance of the lining of one of its tunnels. A monitoring program was included as part of the contract specifications for the East Branch Interceptor Sewer tunnel for the Port Richmond Water Pollution Control Project in the hope that measured data would indicate possible future cost effective design or construction improvements. The monitoring program involved measuring ground deformations, circumferential liner stresses, longitudinal liner stresses, and jacking pressures. This paper presents some of the findings from these measurements, with emphasis on liner stresses. PROJECT DESCRIPTION The 3.05m (10 ft) diameter steel lined tunnel was constructed under two separate contracts. The easterly portion, Contract 3A, was approximately 3109m (10,200 ft) in length and constructed by Peter Kiewit Sons Co.1 The westerly portion, Contract 3B, was approximately 2160m (7100 ft) in length, and constructed by Richmond Constructors, a joint venture of Grow Tunneling Corp., MacLean Grove & Company, Inc., Grove, Shepherd. Wilson & Kruge, Inc., Morrison-Knudsen Company, Inc., and Andrew Catapano Co., Inc. Each contract included three test stations, hence a total of six along the tunnel route. Excavated material along the tunnel route consisted primarily of dense fine to coarse sand with varying percentages of gravel and silt with occasional boulders. Pockets of organic silt were encountered on Contract 3B and a large portion of Contract 3A ran through slightly weathered serpentine and schist. Overlying material and the groundwater level varied considerably along the route as did the height of overburden. Figures 1 and 2 show the generalized soil profiles for Contracts 3A (PK stations) and 3B (RC stations) respectively.

Resume Guidelines There are some things to remember when preparing a resume. These include: • Limit your resume to one page, unless you have a lot of experience. Then it should be a maximum of two pages. • Use 8.5 x 11 plain bond paper, white or off-white. Stay away from colored paper, odd size paper, and cute resumes. They are counter-productive. • Make certain your resume is typed professionally. Be sure to check for spelling, grammar, and typographical errors. • Have your resume reproduced by copier or printing shop. Do not use carbon copies. • Keep your sentences and remarks short and punchy. Use action verbs. • Have a good layout that is easy to read, brief, and uncluttered. Many factors must be considered when performing engineering and construction work for a major minerals project. Dravo's Afton copper smelter in British Columbia illustrates some of the E&C factors considered when setting up this new operation. In March 1978, Afton Mines Ltd., a Tech Corp. subsidiary, began blister copper production at the world's first integrated copper ore mining, milling, and smelting operation to use Top Blow Rotary Converter (TBRC) process smelting technology. This key TBRC smelting element is licensed by INCO Ltd. to Dravo Corp. The TBRC process uses a single vessel of modular design. It rotates for mixing and provides complete processing capability, from concentrate through blister copper. The Afton facility is about 16 km west of Kamloops, a town in south-central British Columbia. To make its operation as economic as possible, Afton officials considered several options for the copper smelter, the first in modern times in the province. Inability to extract precious metals-primarily gold-from the concentrates ruled out hydro-metallurgical processes. The final choice was between a conventional electric furnace/ Peirce-Smith converter combination and the TBRC process. The TBRC process was chosen for its versatility in processing the various Afton concentrates and grades and its 40% lower capital cost compared to the electric furnace converter system. The TBRC smelter -including concentrate slurry receiving, drying, storage, smelting, off-gas cleaning, and copper casting-had an installed cost of about $25 million. In December 1974, a pilot program was conducted by Teck, Dravo, and INCO at INCO's Port Colborne, Ontario, research facility. The pilot program demonstrated the TBRC's ability to smelt, convert, and clean copper slags. After the successful pilot effort, Dravo performed additional research to find an effective fixation system for high grade, intermittent SO2 gases. Once the go-ahead was given, design and procurement for the Afton copper smelter was provided by the Denver Division, Dravo Engineers and Constructors. Commonwealth Construction, Vancouver, constructed all Afton facilities. Afton's single furnace smelter is designed to produce 25-kt/a blister copper in 363-408 kg cake form. The product is sold to England for electrolytic refining. The TBRC process is only one of several innovations proposed by Dravo and chosen by Afton to insure the most modern smelter in North America and meet all British Columbia's environmental restrictions. Conventional smelting methods use a separate furnace for each process step. The TBRC process employs but one furnace. The Afton TBRC vessel measures 6.4 m in length and 4.3 m in diameter. The furnace is supported on a set of motor-driven rollers. These permit the vessel to rotate at variable speeds to 40 rpm. Rotation provides good mixing, high reaction rates, and effective heat transfer from the refractory sides to the molten bath resulting in a low thermal gradient. The furnace can tilt through a full 360° for charging, firing, and pouring. Smelting at Afton is accomplished in sequential fashion. Flotation concentrate and limestone flux are initially charged to the hot, empty vessel. Using the water-cooled, oxy-fuel lance, the initial charge is smelted. Once sufficient molten bath is obtained and slagging completed, the metallic concentrate is charged. Unlike previous gold mining booms in Nevada's Great Basin, the current boom includes a serious commitment to mine reclamation. Many of the smaller mines began reclaiming in the late 1980s but met with limited success due in part to poor soil characteristics. Public land managers and the mining industry began looking for ways to improve reclamation success. One promising technique is suggested by an ongoing research project using sludge biosolids, the solid residue of municipal waste water treatment. During the 1980s, limited space in landfills led municipal governments to search for alternate ways to dispose of their biosolids. The cities of Reno and Sparks, NR and the US Bureau of Land Management (BLM) searched for ways to combine these needs to everyone's mutual benefit. Yet barriers remained. The federal government had major concerns about potential bioaccumulation of metals and contamination of drinking water from the land application of municipal biosolids. The barriers were lifted late in 1991 when an interagency task force led by the Environmental Protection Agency (EPA) issued a new federal policy on the use of biosolids on federal land. The policy encouraged biosolids as a soil amendment to reclaim degraded minelands and invited federal agencies to develop biosolid pilot projects. In response, BLM enlisted the help of American Resources Corp. (ARC) and the University of Nevada, Las Vegas for a pilot study at ARC'S' Butcher Boy Mine near Wadsworth, NR. Although biosolids have been used in mine land reclamation in the eastern United States for 20 years, before this pilot study, none had been used on public lands in the arid Great Basin. Land application of biosolids improves soil conditions by improving nutrient uptake, increasing water retention, permitting easier root penetration and enhancing soil fertility. Biosolids increase ecosystem productivity and can lead to significant improvements in the structure and diversity of plant and animal communities. Thus, land application of biosolids promotes biodiversity.

Introduction On June 20, 1986, the Occupational Safety and Health Administration (OSHA) published revised asbestos exposure standards for general industry and construction. The standards reflect OSHA's attempt to adequately control workplace exposures to minerals it considers carcinogenic - minerals capable of causing or contributing to cancer. These standards specifically identify asbestos as: chrysotile, an asbestiform serpentine mineral; and the amphibole minerals amosite, crocidolite, tremolite asbestos, actinolite asbestos, and anthophyllite asbestos. Each of these has a more common nonasbestos mineral analog that exists in nature in a crystalline, blocky shape rather than the hair-like or fibrous shape of asbestos. The mineralogical names for three of these nonasbestos minerals are unique: antigorite for chrysotile, cummingtonite-grunerite for amosite, and riebeckite for crocidolite. The other three nonasbestos analogs do not have unique mineralogical names. They are simply designated as actinolite, tremolite, and anthophyllite without the word asbestos following their names. The 1986 OSHA standards not only cover exposure to the six asbestos minerals, they also cover specifically the nonasbestos forms of actinolite, tremolite, and anthophyllite (AT&A). The new standards regulate these minerals exactly like asbestos (OSHA, 1986). The construction aggregate industry views this as a major problem because these nonasbestos minerals are common amphibole rock-forming minerals in the earth's crust. They exist in small quantities over large areas of the United States (Kuryvial et al., 1974). These minerals, unlike asbestos, are not mined for a specific commercial purpose. They are unavoidable components in much of the aggregate used for construction throughout the US. They are also common in the gangue material of metallic ores. There are areas of the US where amphibole-bearing bed¬rock is common. Not every rock mass in these areas contain amphiboles, however. It does mean, though, that amphiboles are physically compatible with many of the rocks in those areas. And given the correct geochemical conditions, they will be present primarily in the nonasbestiform variety. In addition, these amphiboles will probably exist in the natural drainage system, sand and gravel deposits, stream sediments, lake shores, valley basins, or ordinary beach sand within these areas. There has been little quantification of nonasbestiform AT&A in dusts and soils in the US. This is not surprising since these nonasbestiform minerals are not commercially valuable. However, an example of the pervasive nature of these minerals can be found in a 1981 Geological Society of America publication where about 0.7% tremolite-actinolite was found in the desert dust in and around Tempe, AZ (Pewe, 1981). Since OSHA standards treat these common nonasbestos minerals as carcinogens in the same way as asbestos, large natural areas in the US are implicitly being labeled as hazardous by OSHA. When a substance is identified as a carcinogen, another OSHA standard comes into play, the Hazard Communication standard. There are also right-to-know laws in 9 states that essentially duplicate this federal standard. These standards require that a product containing 0.1% or more of an OSHA-designated carcinogen be labeled as such (OSHA, 1983). This means that much of the stone and sand gravel products occurring naturally and mined in the US could be labeled a carcinogen when, in fact, they are not. The National Stone Association (NSA) and the domestic construction and mining industries believe that OSHA has seriously erred. The NSA has studied the health, mineralogical, technical, economic, and legal basis for OSHA's action. These studies concluded that there is no justification for the agency regulating nonasbestos minerals as if they were asbestos. Health issues The preamble to OSHA's 1986 asbestos standard states that evidence for asbestos-like health effects from exposure to nonasbestiform varieties of AT&A is inconclusive (OSHA, 1986). The fact is, not only are the data inconclusive, they are nonexistent. During 1986-1987, NSA's occupational health and epidemiology consultant, Environmental Health Associates (EHA), reviewed all available health studies related to AT&A. EHA found evidence that malignancies in both experimental animals and humans are associated with the asbestos forms of these minerals. No experimental or epidemiological evidence was found that indicated such pathogenic effects occur from exposure to nonasbestiform varieties of these minerals. There are relatively few scientific studies of the health effects of exposure to nonasbestiform varieties of AT&A. The rate of beryllium dissolution from a low-grade ore was studied in sulfuric acid solutions. The effect of stirring speed, sulfuric acid concentration, particle size and temperature on the rate of dissolution of beryllium was established. The results of the study showed that the dissolution rate is independent of stirring speed within the range of 250-1000 rpm but depends on 1/2 power of the sulfuric acid concentration. The dissolution rate increases exponentially with decrease in particle size and the maximum attainable rate of extraction with respect to particle size is 6.6 x 10 mol dm min. The apparent activation energy (^E) for the dissolution reaction is 54.4 kJ/mol (13.0 kcal/mol). Based on this magnitude of the activation energy, it is concluded that a surface chemical reaction is the rate limiting step for the temperature range (70° -100°C) investigated.

For most geologists and miners the term asbestos refers to a group of highly fibrous silicate minerals that readily separate into long, thin, strong fibers of sufficient flexibility to be woven; these fibers are heat resistant and chemically inert, and possess a high electric insulation and therefore are suitable for uses where incombustible, nonconductive or chemically resistant material is required. The US Mining Safety and Health Administration (MSHA) specifically refers to the naturally occurring minerals chrysotile, amosite, crocidolite, termolite asbestos, anthophyllite asbestos, and actinolite asbestos as asbestos if the individual crystal fragments have the following dimensions: length-greater than 5 µm; maximum diameter-less than 5 µm; and a length to diameter ratio of 3 or greater. Since asbestos has been identified as one of the ten most carcinogenic substances (a cancer-causing agent), it has become, for many government regulatory agencies, a major issue concerning banning emissions to the environment. Very few recent issues have caused as much concern for the crushed stone industry as asbestos. Complicating the problem is the fact that several federal and state bureaus have greatly compounded the confusion because each has become involved in the asbestos dilemma. Simple solutions to a very complex problem have been proposed by these various governmental groups. In addition to governmental bungling is the fact that public interest groups have been able to use federal and state laws that have been enacted with a strong environmental bias to foment even greater complexities. Such is now the state of the asbestos problem. No con- firmed health risk has been associated with low-level exposure, namely crushed stone in an unbound form; a methodology for sampling and analyzing for asbestos has not been developed; a precise definition of what is asbestos does not exist, nor does a concensus among the various government groups as to what course of action to pursue. Pure asbestos as it is mined for commercial purposes does not exist in the properties mined by the crushed stone industry. Where the six asbestiform minerals do appear (to date we've been referring mainly to chrysotile in serpentinite formations in Maryland) the amount of the asbestiform mineral present is generally quite small. They generally appear in scattered, miniscule amounts. In the case of Rockville Crushed Stone in Montgomery county, Mary- land, the chrysotile is less than 1/2 of 1% of the rock deposit. No health risk has been identified with such minute quantities of asbestos minerals. MSHA standards for the occupational health and safety of quarry workers are being met; and there is every indication that normal background levels of asbestos, throughout the surrounding countryside, are as high or higher than levels measured on roads where the rock is used in pavement or base. The problem and the controversy lie with improper terminology on the part of so-called public interest environmental groups, aided and abetted by some governmental agencies who, to be charitable, we can best describe as uninformed. The news media frequently has fanned the issue, unintentionally we'd like to think, by quoting these misinformed authorities and not bothering to question the facts or adequately report balancing information handed to them. It is much better copy to talk about an asbestos cancer scare, than to deal with rather mundane measurements and descriptions that are hard to understand. At the heart of the issue is the improper use of the word asbestos. Instead of being confined to the geological description of the six asbestiform minerals-chrysotile, amosite, crocidolite, termolite asbestos, anthophyllite asbestos, and actinolite asbestos-the word asbestos is also wrongly used, but too-frequently to identify many other minerals that happen to have elon-

Most tailings storage facility (TSF) failures occur in active, upstream-type TSFs, often due to extreme and unexpected weather conditions—specifically, heavy rainfall and strong winds. This case study of a TSF in southern Arizona examines the use of the optimum safe beach distance (Doptimal, the optimum distance between the crest and decant pond) as a tool for monitoring geotechnical stability and reducing catastrophic failures. A digital model of the TSF was used to determine the critical beach distance (Dcritical) under normal weather conditions, and Doptimal was then determined by adding incremental distances to account for the effects of heavy rainfall (Drainfall) and strong winds (Dwind). To overcome accessibility issues, a drone was used to map the TSF geometry and create a digital model. This model served as the basis for conducting a coupled stress-seepage, finite-element (FEM) analysis with a safety factor of 2.0 to assess geotechnical stability (Dcritical). The safe beach distance increments were determined using the PMP (probable maximum precipitation) and possible maximum wind speed. Based on this analysis, the optimal safe beach distance at the study site was identified as 202.2 m. Since the current beach distance (371 m) exceeds this value, the TSF was considered to be stable and satisfied the design safety factor of 2.0. However, this distance should be reassessed periodically to account for changes in the TSF geometry and other conditions. Furthermore, it applies only TSFs that are well-managed and feature a smooth, non-undulating beach surface with a consistent slope.

For a number of years in office bull sessions, I have not so jokingly discussed the engineering or management fiasco of the year or decade. Usually, governmental projects are in the vanguard, such as tanks that won't tank, or heavy water plants that don't produce heavy water, etc., etc., all to the flutter of the taxpayers' hundreds of millions, or billions of dollars. The mining industry has also brought forth a share of this type of fiasco. Ordinarily, due to lack of funds, not opportunity, the stockholders only stand losses of a few tens of millions. Little knowledge of these major errors gets to the outside world, for the ordinary stockholder is usually not very alert, and managements are extraordinarily adept at discreet midnight internments in the fine print of the footnotes of annual reports.
