The pilot plant has been designed to provide answers to a number of the questions posed by this technology.

It appears that the competition for increasingly scarce international mining investment capital will continue among developing countries. Indeed, there is growing evidence this competition may be on the verge of becoming destructive and cutthroat in nature. While this may be viewed as good news by short-term, speculative investors, it could have dangerous repercussions for international minerals producers over the long-term. It seems there has been a continuous parade of traveling foreign delegations touting the virtues of mineral investment in one country or another. These pitches all contain the politically correct key words, such as macro-economic reform, political reform, privatization, liberalization of laws governing mining and related investment incentives, reconciliation of ownership and right-to mine issues, and tax reform specially tailored for the minerals sector. Unfortunately, some of the information being trumpeted is based on plans, concepts or hopes for change rather than actual reforms approved by all necessary governmental entities. In yet other situations, the information provided consists of half-truths at best. Too often, potential minerals investors, faced with metals and minerals prices hovering near their recession lows and the need to offset old, high-cost operations, desperately want to believe all they hear about investment alternatives cast in a near-utopian setting. However, the virtues being proffered for mining investment abroad do not eliminate the need for careful scrutiny of subtle variations of traditional risks associated with foreign investment that can drastically affect the economic viability of mining projects.

My charge is to review briefly "Coal In The Electric Utility Industry - Present and Future." Thus, I will not dwell on the overall energy picture, other than to express what most others involved in the energy picture know - we're in trouble! Several years ago, speaking to another engineering society, I said, "Much has been and yet will be said and written about the energy situation in our Country." What an understatement! The energy question has reached crisis proportions and is a top priority item at the highest level of government, Unfortunately, it will be in that situation for some time to come. Many factors created this complex problem, and we all share some of the blame. But I am perplexed when I read in the popular press that environmental factors are unrelated to the energy crisis when I know this to be untrue. In the recent past all forms of energy have been cast in the role of villain, particularly coal with its problems of surface mining, mine safety, acid water drainage, sulfur content, and a multitude of other adverse factors relating to the environment in one way or another. As you know, the sulfur situation has led to the closing of numerous mines, resulting in the lessening of our mining capacity. Today, along the Eastern Seaboard, 60 to 70 million tons of coal are displaced by imported oil, primarily to meet air standards. Even in the Midwest, utilities sitting on enormous coal reserves are converting to other fuels or hauling low sulfur coal thousands of miles from the western Mountain States. [We will hear more about this coal from another speaker on the program this morning.]

A Norbridge review of 25 top mining companies highlighted financial problems for many firms. To better understand these results, Norbridge benchmarked 17 mining companies to understand the problems that companies face, the methods being used to improve performance, and the results that have been achieved. The study indicates that many mining companies in three sectors-coal metals, and non- metallic minerals-have implemented new strategies to improve performance. Many of these strategies supplement traditional initiatives with two types of process improvement efforts, facility-specific and company-wide, to help generate performance gains. The study compares the results of these strategies in each sector. INTRODUCTION imes are tough in the mining industry. Norbridge reviewed financial results of 25 top mining companies for the past 2 years-seven coal companies, twelve metals companies, and six non-metallic minerals firms.*The study found that 40% lost money in 2002, and * Coal companies include Alliance Resource Partners, Arch Coal, Consol Energy, Massey Energy, North American Coal, Peabody Energy and Westmoreland. Measurable physical characteristics of placer deposits include geological, geomorphological, sedimentological and mineralogical features which produce the complimentary ingredients with which one can formulate an economic evaluation of these complicated deposits within the confines of a well established geological model. Heavy mineral suite composition and character will change downstream from the provenance area and will compliment the related depositional environment. Careful attention to gold particle characterization during the exploration phase can indicate new source additions, enhance deposit evaluation methods and greatly assist in maximizing metallurgical efficiencies. Failure to recognize and measure these important features very frequently leads to frustrated and unrewarding placer evaluation goals. Increased general acceptance of sedimentology in the gological appraisal of ore bodies has progressed into the science of clastic sedimentalogy using measurable parameters to evaluate minable units. This branch of geology has developed as a tool in locating, defining, and mining alluvial concentrations of valuable heavy minerals. The repeatedly successful application of this valuable tool in conjunction with other classical geological methods can be directly related to the development of a geological model which formulates the distribution of detrital gold. This use of multiple geological techniques permits the transfer of routinely derived data to management. Standardized nomenclature permits the transmission of uniform information thereby promoting credible property evaluation. This approach enables organizations to critically assess large numbers of potential mining targets for definitive feasibility studies. Sedimentology must play an integral role in the evaluation of any alluvial deposit. Ninety percent of manganese is used as an alloying element in steel. Smaller amounts are used in dry-cell batteries, in aluminum and bronze alloys, and many other uses. The element has several oxidation states, and oxidation-reduction reactions control its chemical behavior. Manganese, in primary minerals such as rhodochrosite, rhodonite, and braunite, is in a divalent oxidation state, and manganese in secondary minerals, such as pyrolusite and cryptomelane, is in a quadrivalent state. Virtually all manganese ore production comes from three types of sedimentary manganese deposits. First, lenticular beds of manganese carbonate or carbonate-silicate rock in Early Precambrian volcano-sedimentary complexes in South America and Africa have been major sources of manganese ore. Second, laterally extensive beds of mangano-silicate and manganiferous carbonate minerals in certain banded iron formations are major sources of commercial ore and constitute the largest resource of manganese. Finally, manganese accumulations deposited in marginal to epicontinental basins are the largest source of current manganese ore production. Residual deposits resulting from the destructive weathering of rocks with a low manganese content have been, but are no longer, important sources of manganese ore. Most deposits have been altered to some extent by super- gene oxidative processes, and are economic because of that alteration. Outcrops of manganese ores are invariably oxidized and can be very deceiving as to the character of the underlying material. Nearshore facies of epicontinental basins, and nearshore age-equivalents of metalliferous black shales are among the targets for new manganese exploration. Very high-grade manganese occurs in sedimentary deposits altered by metamorphic and metasomatic processes.

For many years, the Machinery Division of Dravo Corporation has been designing and constructing bins and hunkers as part of overall plant facilities. We have designed bins to handle a variety of materials including coal, coke, iron ores and concentrates, sintered and pelletized ores, calcined and raw limestone, bentonite, alloys for BOF shops, and even cast iron chips from machining operations. We, along with everyone else in this business, have had our bin problems. The bins either plug, rathole, segregate, wear out, flood the discharge device, or overload it. Surprisingly, sometimes they have worked. As engineers, it has long concerned us that something as important as bin design should be so imprecise and that it has been so conspicuously avoided in research and in literature. In past years, rule-of-thumb design criteria had been to keep the sides of the bins as steep as possible and the outlets of the bin as large as possible. This criteria led to the design of bins with 600 to 700 side slopes and table feeders which were very large. Unfortunately, this meant trying to fit tall, skinny bins into a layout where minimum building height was required for obvious economic reasons. Like everyone else in the industry, we found that this design procedure was expensive and ineffective.

"Western China has many shallow coal seams. Mining of these shallow seams contributes to environmental deterioration in part due to disruption of groundwater sources. The lowering of the phreatic surface is attributed to the instability of the impermeable rock groups as a result of mining leading to an increase in permeability and drop in phreatic surface. Underground mining with partial backfilling is one of the fundamental methods of controlling the lowering of the water table in sensitive cases. At present, although significant research has been done in shallow seam mining, there has been no research on the laws governing the movement of impermeable rock groups in partial backfill mining using backfill materials of lower strength. this research, conducted in the Yu Shen-fu region of Western China, developed similar material of sand-based paste filling materials, tested the mechanical parameters of similar material of sand-based paste filling materials, researched on long wall partial backfill mining through similar simulation experiments, obtained the development of “upward fractures” and “downward fracture” under different gap-filling widths and body-filling widths and the movement law of impermeable rock groups under different gap-filling widths and body-filling widths. INTRODUCTION Jurassic coalfield is in the North of Shaanxi province in China, located in border areas of the Maowusu Desert and the Loess Plateau, water resources of Jurassic coalfield in the North of Shaanxi province is meager, ecological environment is fragile (Wang, 2010). With the large-scale development of the mining area, permeable fracture zone will directly affect and spread to the aquifer, causing direct damage to water sources, and lead to the dried up of reservoir, river, wellspring which is recharged by the aquifer(Qian, 2003). There are many researches on aquiclude or impermeable rock groups of shallow coal seam in china, but researches are mainly based on the key strata theory characterized by hard rock as skeleton, without considering the flexibility of impermeable rock groups which is important to reduce the cost of control (Huang, 2010). There are some researches on the stability of impermeable rock groups, but the researches are mainly on permeable fracture zone, which is also called the ""upward crack"" (Wang, 2010), ignoring the influence of the ""downward crack"" on the edge of subsidence basin of impermeable rock groups (Huang, 2010). Previous researches showed that pillar-and-room mining can control the rock crack and surface subsidence (Qiu, 2013), but with the loss of coal resources, and existing disaster a threat of a large scale roof falling. Partial backfill mining mainly by eolian sand bring hope to water-preserved-mining (Fan, 2000), successful practice of paste material backfill mining under buildings and water(Song, 2010)showed its feasibility. Through useing the filling materials with low strength, flexibility and small ratio of height to width, eliminated the threat of a large scale of roof falling, the quantity of partial backfill materials relative to full backfilling are little, the price of sand paste backfilling material is low(Huang, 2011), through designing rational parameters of partial backfill mining, we can achieve the purpose of protecting the phreatic. In this paper, based on the similar simulation experiments, researched on development of the ""upward crack"" , ""downward crack"" and subsidence of impermeable rock groups, researching results can provides the rational parameters to partial backfill mining, and can reduce the cost of filling mining."

Inflation and increasingly complex tax laws in the United States combined with rising national ism overseas have made the structuring of viable financing plans which meet the requirements of the various parties involved equally important in determining project success as the design of an efficient mining plan or selection of the optimal size equipment. Whereas the use of computerized analysis to design and evaluate the technical parameters of resource ventures is well accepted, computerized evaluation of the investment criteria (qualitative and quantitative) of the various parties to the project (mining firm, financial institution, product buyer, host government, etc.) is a more recent application which can make a material impact in strengthening project economics. By identifying the objectives of the parties and critically evaluating and testing them with the technical and economic/financial constraints on the project the sponsors can design a financial structure tailored to the attributes of the deposit. A myriad of new financial techniques have evolved for financing natural resource ventures, from "Commodity-backed bonds" to tax based limited partner- ships, but in every case the structure of the financing mechanism depends on carefully matching the parameters of the financial structure with the economic characteristics of the project and the objectives of its sponsors. This presentation outlines a methodlogy for computer based project evaluation in the design and structuring of stronger financial plans for natural resource ventures.

The redesign and reinforcement of a highwall located adjacent to a $10,000,000 shopping center, destabilized by active subsidence, was conducted after an extensive geotechnical investigation. The highwall was excavated in a hillside where a coal seam had been retreat mined and augered. Engineering geological mapping, determination of the properties and behavior of the intact rock, fractured rock, and urethane grout material, and soil were required to characterize the highwall and conduct a stability analysis. Remedial measures included re-excavating portions of the highwall to reduce the slope angle, and pressure grouting of the immediate roof.

Between 2010 and 2018, Houston added more than 1 Million residents; the third largest rate of growth in the nation. With growth, the region faces new challenges with water supply, capacity of its wastewater system, and regional drainage. While tunnel construction has been limited in Houston since the Clean Water Program of 1990s, it is about to see a resurgence to improve water supply reliability and to reduce flood risks and sanitary sewer overflows. This paper examines the challenges with “going deep” below the built urban environment and related to high ground water; stiff, fissured clays; flowing silts and sands; faults; hazardous materials; and abandoned well fields.

The term "rare earths" is used to designate a group of elements, Numbers 57-71 which are closely related chemically. They were called "earths" because their oxides resemble those of the alkaline earths, and the designation "rare" was originally applied because of their scarcity. Now many of these elements are known to exist in considerable quantities, and the term "Lanthanide" is applied to this group of elements, because of their similarities to lanthanum, the first element in the group. Many authorities insist on including yttrium, element Number 39, because of its extremely close association with the members of the group in nature and because of its similarity in chemical properties. It has been estimated that the combined rare earth group makes up about five-thousandth. of one percent of the Earth's crust, a higher percent than the common elements, lead, tin, zinc, arsenic, mercury, silver and gold. Cerium is by far the most abundant member comprising about half of the total amount. Yttrium, neodymium, and lanthanum are next in order; samarium, gadolinium, praseodymium, dysprosium, erbium, holmium, and ytterbium are increasingly scarce; while the elements lutetium, thulium, terbium, and europium are extremely rare. The rare earths as a group are metals, usually trivalent, forming basic oxides, and insoluble oxalates in dilute mineral acids. Their fluorides are also difficultly soluble; hence the rare earths or lanthanides may be separated, in general, from other elements by adding oxalic or hydrofluoric acid to a dilute mineral acid solution containing them. The most striking fact which characterizes these elements is the remarkable .similarity in both the physical and chemical properties of their compounds. Their main differences are in the solubilities of their salts and the basicity of their oxides, which vary between that of the alkaline earths and that of aluminum.

One of the most critical skills developed by underground coal miners is the ability to interpret natural warning signals in terms of impending roof failure. A miner receives a variety of signals which can be called warning and which can be classed broadly by sense: aural, visual, and tactile. This paper concentrates on those signals which are airborne and audible. These signals are creaks, cracks, pops, groans, snaps, booms, tears, rips, and other assorted pulses which emanate from the roof strata, coal pillars, and artificial support in response to the stresses induced by the mine opening. These pulses are sometimes referred to as "talk". Although it is clear that miners rely on roof talk to assess the roof's stability, it is not clear of what roof talk is composed. It has been described in a variety of figurative ways, but has not been scientifically characterized. As will be shown shortly, the purpose of this research is very specific. The ramifications, however, are very broad, and are, indeed, still being followed.

INTRODUCTION The impact of modern mining and ore processing on the environment is readily minimised. Our improving knowledge of how pollutants are released to and move through the environment has been accompanied by better expertise in controlling these emissions. For example, when the new mines and smelters were developed in the Viburnum Trend of Missouri a sulfur dioxide pollution problem was quickly recognized and soon controlled. (Wixson 1974) But older operations were not efficiently organized and, despite their smaller scale, they often caused major pollution problems. The British mining fields are among the world's oldest and during the heyday of their operation (approximately 1750-1900) they were worked with- out regard to their environmental impact. The Rivers Pollution Commissioners in the mid-nineteenth century were led to remark that ore dressing was carried on in a slovenly and wasteful manner and the complaints by farmers, that river borne mine wastes were poisoning both their crops and stock, were justified. (Frankland and Mortan, 1984). The Comissioners report led to the 1876 River Pollution Act of Parliament, the first modern environment protection legislation. The development of mining since the last century is characterized by improved regulation of the pollution potential of ore dressing, smelting and refining. The collective memory is unfortunately long and pessimistic. A serious problem arises when old mines are reopened especially if the mine has not been worked for several years since local action groups may soon blame the new owners for causing problems which, in reality, are longstanding and were caused by the use of earlier state of the art technology. It is therefore essential that during the early development stages prior to reopening that comprehensive studies be carried out to identify and quantify local contamination problems. These baseline studies should include surveys on the nature and composition of old tailings disposal areas and other wastes on the mine properties. The composition of air and water should be monitored. Soils are long term sinks for all heavy metals and particular attention should be paid to soils within any city areas near the mine since there are sources of heavy metals in urban areas which are not connected with mining and ore processing. This paper describes some of the results of such a study around a prospective cobalt mine in Southeastern Missouri. It is restricted to the soil survey of forest and agricultural land which took place in and around Fredericktown, Missouri. The city is located at approximately 37° 30' North and 90° 20' West and lies 143 kilometers south of St. Louis. There are several metal mines near Fredericktown, including Mine La Motte, which is the oldest and was first opened in 1720. [Figure 1] is a location map of the area. The survey described here was in connection to the reopening of the Madison Cobalt Mine which was first worked in 1947.

In recent years a great number of papers have been presented at symposiums and have appeared in the literature relative to geologic prediction for rapid excavation and tunneling. Many of these papers describe research projects now underway to investigate tunnel site selection by remote sensing techniques, seismic holography, electro¬magnetic pulse sounding, optical scanning for structural features, and many other exotic geophysical techniques. While it is possible that this research will produce techniques that may prove to be very useful, it appears for the present at least, and perhaps for another decade, that there still will be no substitute for conventional exploration methods such as coring boring, geologic mapping, studies of existing wells, and proven geophysical techniques. Nevertheless, there is still room for tremendous improvement in the conventional techniques for geologic prediction in tunneling. These include: more rapid and accurately aligned coring borings drilled parallel to the tunnel alignment; improved geophysical surveys both prior and during construction; improved methods for predicting ground¬water inflows and water pressures, both of which can greatly influence the cost of driving tunnels. Geophysical techniques can also be ap¬plied to locate deeply incised glacial troughs or ancient buried stream channels that might cross the tunnel alignment. In the meantime, while some researchers continue their efforts to¬ward a breakthrough in new techniques for geologic prediction, it is recommended that other researchers direct their efforts toward sol¬ving specific problems such as accurately predicting ground-water conditions, determining locations of high geostatic stresses, and locations of major fault and shear zones.

Introduction For many major mining projects the time frame from initial planning to production can be measured in decades. Hecla's Silver Shaft project, scheduled to go into production by the end of this year, includes a complete surface facility, shaft with an ultimate depth of 2.4 km (7,700 ft), complete ore pass and loading pocket system, and 610 m (2,000 ft) of development drifting and stope preparation. The project was conceived in the fall of 1979, and the duration of a mere four years from conceptual engineering to production is testimony to what can be accomplished when a mining company and a contractor work as a team rather than developing into two warring camps, as often happens. This paper discusses the influence of frother type and dosage on recovery/selectivity in coal/sulfide mineral flotation as a function of particle size. It is shown that different frother structures exhibit quite different but consistent performance characteristics depending on the underlying particle size ranges involved as well as the dosage levels of both the frother and collector. The data presented on existing commercial frothers and some new special purpose experimental frothers is used to illustrate some general operator guidelines on proper frother selection and use.

The availability of computer resources and data management technology, together with the prudent use of scientific management concepts, has made it possible to achieve important improvements in the control of maintenance and materials activities in the mining and minerals processing organization. The introduction of minicomputers and. the greatly improved efficiency of computer systems in general have put the use of computer technology within the reach of even the smaller mining companies which probably could not have afforded them just five to ten years ago. A number of progressive companies have implemented computer-based maintenance, purchasing, and supply inventory control systems. Using modern safety stock, demand forecasting, parts reliability analysis, and other control concepts, these new systems have helped minimize production losses by reducing the frequency and severity of supply shortages and unplanned repairs. At the same time, these systems are helping to conserve scarce capital resources by better utilization of supply inventory investments, reduced expenditures for maintenance, less frequent equipment replacements due to improved maintenance reliability, and greater capacity utilization of existing facilities.

From time to time, major technological innovations arise that alter the time-honored ways of doing things. Such innovations can dramatically benefit society in terms of new products, increased outputs, reduced costs and general modernizations. However, the advent of these types of technologies is likely to be resisted because of their uncertain potentials, and because they disrupt established routines and industry patterns. This paper reviews the case history of water jet coal cutting, and assesses its potential to become a major innovation within the next decade.
