Investigations show that injuries and fatalities in mining workplaces in developing countries are increasing. In Turkey, the number of workers killed in occupational accidents in the Zonguldak Hard Coal production region per 100,000 tons of coal production is 2.83 in the private sector and 2.03 in the public sector. For this reason, it is important to conduct risk analyses in terms of occupational health and safety and to implement measures quickly. Risks are evaluated with reactive and proactive approaches. Because hazards and events are often unpredictable in high-risk areas such as coal mining, it is not practical or meaningful to plan proactively in advance for every possible situation underground, especially psychosocial risks. However, it is important to develop protective strategies and measures for unexpected events or to take a reactive approach to prevent future incidents or accidents and to identify psychosocial risks. Therefore, reactive risk assessments based on the tactics and strategies of criminology can be conducted and spatiotemporal geographic information system (GIS) techniques can be utilized, enabling managers in mining workplaces to correct assessments.

Metallurgists are trained to seek synergisms and to optimize trade-offs in the selection of processes and flowsheets. The subject of my paper and the focus of this entire conference is on synergisms involving more than just metallurgical recovery, but encompassing mining and environmental management too. Operators have always known that by recycling tailings water they could recover some cyanide and lime values or reduce the amount of new flotation reagent additions. The trade-offs have changed at many US mines today where concern about avian mortality necessitates that water in the tailings pond be detoxified. This is just one example of how selection of processes and technology today requires integration of environmental management. MUDDER & GOLDSTONE (1989) showed how cyanide can be recovered from tailings slurries by an acidification­volatilization-reabsorption (A VR) process which was installed in New Zealand, and which in 1992 is being commissioned also at Nerco DeLamar Silver Mine as described by OMOFOMA & HAMPDEN (1992). FRICKER (1990) and FRICKER & OWERS (1992) show how using A VR to recover cyanide from pregnant pulps ahead of gold recovery improves the yield of recoverable cyanide while improving the performance of the gold recovery step and detoxifying the tailings. This is an excellent example of the synergisms that can be achieved ,y applying a "systems approach."

Improving the state-of-the-art of tunneling is a continuing challenge to those involved in underground construction. New methods and procedures are usually evolved over a relatively long period of time as compared to advancements in other types of construction. To a large extent this is probably due to the fact that tunneling deals with a material or medium - the rock structure - whose physical properties are not only extremely varied, but in many instances virtually unknown until time of penetration. This hovering of the unknown tends to make "non believers" of many and at best leads to a general reluctancy of accepting new ideas or procedures. The situation is further complicated by: 1) discrepancies in terminology and respective meanings as used by different disciplines to describe, define or evaluate pertinent factors and their relative effect on the tunneling process and 2) the fact that no two tunneling situations are identical with respect to either geological conditions or construction and contractual requirements. In spite of the above there have been many successfully completed tunnels which make it apparent that both the technical and practical expertise needed to develop or project improvements is available within the industry. For conventional applications, there is limited demand for rare earth elements as well as yttrium and scandium. But the emergence of new high technology applications such as supermagnets, lasers, and superconductors should result in significant demand for some of these elements. This article examines the anticipated applications and demands for rare earth elements over the next decade. It also looks at the implications on the use of available resources. In the context of a growing demand, process methods are reviewed for the recovery of rare earth elements from conventional and unconventional resources. And the article also discusses the challenges facing the mining industry in meeting this opportunity. Reserves and reserve base The rare earths (RE) are a homogeneous group of metallic elements occupying the area from lanthanum to lutetium in group IIIB of the periodic table. Yttrium and scandium are also included with the rare earths because of their chemical similarities and common existence in nature. These 17 elements and their atomic numbers are shown in Table 1. The rare earths are widely distributed in low concentrations throughout the earth's crust (Hedrick, 1985). They occur in many rock formations including basalts, granites, shales, and silicate rocks at concentrations of 10 - 300 ug/g. They also occur in more than 160 discrete minerals. Most of these are rare, but may contain as much as 60% rare earth oxides (REO). More than 95% of the REO occurs in three minerals: monazite and bastnasite for the light rare earths and xenotime for yttrium and the heavy rare earths. Apatite and multiple-oxide minerals, such as euxenite and loparite, are also commercial sources of the lanthanides and yt-trium. Rare earths do not occur in nature in the elemental state. And, except for scandium, they do not occur in minerals as individual compounds. Bastnasite and monazite are the two major minerals used commercially to supply most of the rare earths (Hedrick, 1985). Bastnasite is a key raw material source for the cerium subgroup elements. The largest known bastnasite deposit occurs with iron ore minerals in China. The second largest deposit is situated in California. Typical rock analyses of the fluorocarbonate mineral bastnasite deposit in California show about 15% bastnasite. The REO content of that is about 50%. Gentlemen, the title of my paper is Surface Mining An Interim Land Use. Surface mining has become one of the major controversies of our time. This has happened in spite of the fact that all surface mining to date has involved only 6 million acres out of a total of 2300 million or approximately one-fourth of one percent of the total land area in the United States. I'm not going to dwell on whether peoples' perspectives are out of focus in light of the area involved, the energy crisis, national security, or the international balance of payments problem. While these things are all critically important, it is not the function of this paper to relate to them. Maybe the amount of attention attracted to surface mining is out of proportion to a lot of other things, but I don't feel that we should use that as a basis for procrastination. However, let me categorically state that anything that affects the surface of the earth is a form of land use --- be it an interstate highway, a power plant site, a golf course, a corn field, a strip mine, or the plot of ground on which your house is located.

The Zn-Ag-Pb mineralization zone near Molai (Greece) was explored by more, than 60 drillholes. Promising results led to the decision of additional drillholes in order to confirm the expected spatial extension of the deposit. A multiobjective approach is described which optimizes the location of a set of 5 additional drillholes. The decision is based on estimation errors for grade, thickness and depth of the main ore bearing layer, with respect to cut-off values for grade and thickness. The linear combination of these variables defines a favorability index which is used for mapping optimal drillhole locations. The map shows several clusters of favorable cells. A declustrering algorithm is used to select a representative cell for drilling in each cluster.

Results obtained from conditional simulations and multiple indicator kriging were compared in the assessment of two different mining methods proposed for the extraction of the down-dip extension of a nickel-sulfide ore body located in the Thompson mining camp, Canada. An enhanced turning band simulation algorithm, supplemented with an unfolding technique, was used. A floating stope optimization process was used to effectively compare tonnage and grade figures. A calibration exercise was also conducted in the upper portion of the ore body. This study demonstrates that conditional simulations provide better spatial models for conceptual mine design and capital budgeting decisions.

The use of diesel-powered equipment in underground coal mines has increased substantially during the last ten years in an effort to enhance mine safety and productivity. Pennsylvania and West Virginia are two of a number of states with regulations governing the use of such equipment. These states both developed and promulgated regulations before permitting diesel equipment in their underground coal mines because of concern for miners’ safety and health, especially with regard to the contamination of mine ventilation air with diesel exhaust emissions. The major components of diesel exhaust emissions are combustion gases and diesel particulate matter. The gaseous emissions consist of carbon monoxide, carbon dioxide, oxides of nitrogen, sulfur oxides and unburned hydrocarbons. The diesel particulate matter (DPM) is comprised of solid carbon particles, liquid and solid hydrocarbons, sulfates and moisture. The Federal Mine Safety and Health Administration (MSHA) also promulgated regulations in an effort to control diesel emissions in underground coal mines. MSHA has adopted threshold limit values (TLVs) for all gaseous components of diesel exhaust, which were established by the American Conference of Governmental Industrial Hygienists (ACGIH). MSHA (30 CFR Part 72 Subpart D) has established a tailpipe DPM emissions limit of 2.5 g/hr for diesel engines used in permissible equipment, heavy-duty non-permissible equipment, generators and compressors used in underground coal mines. A tailpipe DPM limit of 5.0 g/hr has been established for light-duty outby diesel-powered equipment. The rationale for the tailpipe emissions limit was that an ambient measurement of DPM in a coal mine was not feasible because there is no established sampling method able to distinguish between coal mine dust and DPM. The stringent tailpipe emissions limit mandates the use of exhaust aftertreatment devices for most diesel engines used in underground coal mines today. One method by which tailpipe DPM can be reduced to MSHA limits involves using an exhaust cooling device in conjunction with a high-temperature, disposable diesel particulate filter.

Lead ions that originate from galena during the processing of complex sulfide ores migrate onto the surfaces of sphalerite and iron sulfide minerals. This results in poor selectivity during differential flotation. Generally, in sulfide ore processing, the lead-activated minerals float in the Cu/Pb rougher circuit. The surface lead complicates the zinc flotation circuit by lowering the concentrate grade. The effect of lead in the differential flotation of sphalerite from Cu-Pb-Zu and Pb-Zu ores is discussed. Plant and laboratory-test data are interpreted by determining the surface compositions of individual grains of sphalerite and iron sulfide particles. For the first time, surface compositions were determined by using laser-ionization mass spectrometry (LIMS) and time-of-flight secondary ion mass spectrometry (TOF-SIMS). Cationic and cationic species on the surface were analyzed to elucidate the phenomena. It was proven that these new techniques are very useful in understanding the basic mechanisms of a sulfide mineral-flotation system.

The use of a woven wire-mesh screen as part of a flooded-bed dust-scrubbing system is very popular in the underground coal mining industry. It is used in combination with a demister (mist eliminator) to remove dust from the dust-laden air. A study was conducted to measure the pressure drop across a flooded-bed wire-mesh screen at different airflow rates in onephase (dry) and two-phase (wet) conditions. Two empirical relationships between pressure drop and air velocity were developed for dry and wet conditions, respectively. In both cases, the form of the empirical relationships was found to be similar to relationships given by Sabri Ergun for high velocity non-Darcy single and multi-phase flow through porous media. The experiments were repeated on a reduced-scale model of the wire-mesh screen, and the pressure-velocity relationships obtained from the full-scale prototype experiments were tested. The test results show validation of the full-scale empirical formulas on the small-scale model with an insignificant variation. This paper presents the empirical equations for pressure drop across the wire-mesh screen in dry and wet conditions. Researchers can use these equations as a tool to predict total pressure drops for wire-mesh screens of different scale sizes.

This paper presents an outline of several models that have been developed to aid surface mine planners evaluate alternative mining methods and dragline sizes. The models presented belong to a larger group of models that are incorporated in the SEAMPLAN computerized mine and reclamation planning system. SEAMPLAN was developed in the College of Engineering at Montana State University. Initial funding for the development was derived from the USDA Forest Ser- vice and EPA. Enhancements to SEAMPLAN are currently being funded by DOE (Contract DE-AC22-80ET-14173). SEAMPLAN is a comprehensive surface mine and reclamation planning tool that contains a number of major modules: Data Entry and Review, Production Analysis, Reclamation Analysis, and Impact Analysis. The Production Analysis Module contains programs that enable the user to evaluate alternative methods of removing overburden in a surface coal mine and then to assess auxiliary activities required to support the overburden removal operation. A set of these programs addresses the use of draglines for removing overburden. Six basic dragline mining techniques have been modeled. For one-pass dragline operations four methods can be analyzed: (i) simple side cast, (ii) side bench, (iii) extended bench, and (iv) extended bench with side bench. Two methods of two-pass operations are modeled: (i) single dragline, and (ii) tandem draglines.

The incidence of heat stroke in the South African gold mining industry is today small (less than 1 in 10 6 shifts worked). Acclimatization and selection procedures have been developed and applied throughout the industry, underground working conditions have, and are being improved, and personnel are to-day made more aware of heat stress and its consequences than ever before. Although these actions have, over the years, brought about a steady reduction in the incidence of heat stroke (see Figure 1) the small incidence of heat stroke which persists indicates that heat stress is still a problem. This realization provides the stimulus for the work presented in this paper, which has as its primary objective the development of reliable heat stress limits for men working in South African gold mines. [ ] In keeping with recent trends3I4 the approach followed in this paper is based on the physical principles of heat transfer. Sampling data from large mined out areas of, existing Witwatersrand mines is split into areas accepted as 'mines' and used to provide for each mine the equivalent of a number of sets of borehole values as well as the follow-up 'actual' value. This data is used to establish the spatial structures on a macro scale between 'mines' for grade as well as variance and the suitability of the three-parameter lognormal model Is tested for the borehole and 'mine' frequency distributions. A comprehensive range of borehole valuation techniques is then applied to a large number of borehole sets on an individual mine basis. The results for each technique are then compared with the corresponding follow-up 'actual' values for these mines. After normalisation via the three- parameter lognormal model the estimates are also correlated with the 'actuals' to define any conditional biasses and to establish the observed error distributions and error variances of the estimates. On this basis the various techniques are rated for their relative efficiencies and the significance of the advantages gained.

The mining, beneficiation, and processing of phosphate rock in the Florida phosphate district constitutes a large portion of the southeastern mining industry. For example, 1973 production is reported to have been approximately 35 million tons of phosphate rock (Guimond and Windham, August 1975) and production has increased to over 45 million tons in recent years. The 1973 activity involved the movement of approximately 127 mil lion tons of material. From the hydrologic standpoint, this mining and beneficiation requires the dewatering of ore horizons, pumpage of large quanitites of water for mining and processing operations, and the entrainment of immense quantities of water in waste slurries. Also of significance is the fact that the cited 1973 production involved the disruption of approximately 3200 curies of radium and over 6000 curies of uranium. Much of this material reported with waste products, with the potential for contamination of area ground waters. However, natural removal mechanisms active within the area have generally been effective in preventing significant contamination of the ground-water resource.

Newmont Gold has advantageously used the capabilities of mineral oxidizing bacteria to develop a process for the pretreatment of low-grade sulfidic and carbonaceous-sulfidic refractory gold ores. The biooxidation process results in the oxidation of the sulfidic minerals with increased exposure of gold for subsequent gold recovery. The biooxidized carbonaceous-sulfidic ores cannot be heap leached with cyanide because of the preg-robbing characteristics of the carbonaceous matter in the ores. Therefore, an alternative heapleach process using ammonium thiosulfate was developed to extract gold from these preg-robbing bioaxidized ores. The ammonium thiosulfate leach process was successfully applied in both laboratory and pilot plant tests. Satisfactory test results were achieved, encouraging the continuation of process development.

The objective of this study was to produce coal dusts for laboratory research that are similar to mine airborne dusts in chemical, mineral, and physical characteristics. In this investigation, dusts produced in laboratory comminution equipment were compared with continuous-miner-generated dust for similarity in physical characteristics. Mining-generated dust (MGD) and bulk coal samples were first collected from an underground mining operation. The bulk samples were then processed in the laboratory for size reduction in various comminution devices. These laboratory-generated dust (LGD) samples were subjected to size and microscopic analyses. Physical properties of the dust particles were studied on a scanning electron microscope (SEM). A numerical shape coordinate system (SCS) was also developed and applied to 300 particles from each sample. Statistical analysis was then performed on the collected data and characteristics of the MGD and LGD samples were compared.

The Bureau of Mines conducted research to measure the improvement provided by fine bubbles on the flotation of fine-sized particles (minus 20-um size) in an effort to improve flotation efficiency in our domestic minerals industry. The turbulent velocity distributions of the fluid within the flotation cell were measured as a function of time and position and used to increase the precision of a fine particle, turbulent flotation model. For the mineral system investigated, improved flotation response was obtained under laboratory conditions by using small bubbles and intense agitation. These results matched the model's predicted response.

With productivty increment. it becomes very important to monitor the underground production environment. This paper presents a multi-level computer monitoring and managing system, which was specially developed for the mine. In this system, TF-200, Industrial Standard Buses (STD) and 32 bytes Super micro-computer were integrated into one body as hardware; Data Base was designed by means of software engineering method in the software development; on maitenance of the system, the parameters are managed concentratedly and data are classified to process; therefore, the ystem gets to the advanced level in China. The system is composed of four sub-stations: Signal Transmission. Data Collection, Data Processing and Image Display Sub-system. Signal Transmission Sub-system(STSS) A frequency-division transmission method is used. Data Collect ion Sub-system (DCSS) Industrial Standard Buses (STD) is used. It can change data from STSS into suitable form for DCSS, Calculate average value every minute, decide alarm and transmit data to DPSS. Data Processing Sub-system (DPSS) The host is a S/120. With UNIX Operation System. the data from DCSS can be classified. stored, displayed. printed, by means of real-time and time-division processing. Additionally the functions of the historic data search and data analysis are provide. Image Display Sub-system (IDSS) The real-time and historic data was displayed for curves and diageams on screens. This system has been in operation.

We have studied the possibility to use electrical phenomena in order to selectively separate minerals with various densities and dielectric constants in non-homogeneous electric fields. This technique is based on levitation forces acting on a solid particle immersed in dielectric fluid. When the gradient of the electric field is directed downwards, the levitation force in the dielectric fluid (pure liquid or electric colloids) will be in an upward direction to float sinking minerals by counterbalancing their density mismatch with the liquid medium. The separation process can be made by using two possible modes: either by direct application of electrical forces or by change in the density and dielectric constant of a liquid medium in which the mineral particles are placed. We have investigated several electrode configurations in order to produce electrical fields which are strongly non homogeneous. Further more, investigation on the dielectric properties of liquids have been performed.

The Rio Tinto-Zinc Corporation Limited (RTZ), through it exploration company Riofinex, commenced exploration for bauxite in the Amazonia region of Brazil during 1970. Following' encouraging indications, exploration licences were taken out and an exploration programme was initiated In February 1975, a preliminary 'feasibility report indicated that a project, based on the Miltonia plateau located close to the town of Paragominas in the State of Para, was viable and that barging might offer an economic solution to getting the product to an ocean-going port. A, decision was taken in April 1975 to proceed with a full feasibility study. In the latter stages of the study, an engineering consortium of Mendes Junior and Bechtel do Brasil was employed to review, and modify if necessary, the concepts that RTZ had developed for the project's operation. With these concepts agreed, the consortium was requested to make capital and operating cost estimates, and these became available during February 1978. The deposit is being developed by a Brazilian company Mineracao Vera Cruz S.A. (MVC) in which the present share-holding is owned 64 percent by RTZ and 36 percent by Companhia Vale do Rio Doce (CVRD). RTZ is a British based international group of mining and industrial companies with interests in almost every major metal and fuel. CVRD is a Brazilian mining company, 85 percent owned by the Brazilian Government, with a major interest in iron ore and also other non-ferrous metals. It is intended, in due course, that the company will become majority owned by Brazilian interests.
