Sludges produced by lime treatment of acid mine drainage (AMD) can contain significant quantities of base metals which represent both a potential hazard and a loss of values. A new technique for metal recovery from sludge is proposed by combining selective acid leaching and adsorption of metal ions by activated silica sol. The process is demonstrated on two AMD sludges, one containing primarily nickel and the second zinc. They were first treated with sulphuric acid (pH 3.5) to selectively leach the target metals and then activated silica sol was added to the leach solution to adsorb the nickel and zinc. Thickening and centrifuging gave about 90 percent rejection of the input volume to effluent. The adsorbed metals were redissolved by strong acid into a concentrated solution relative to the feed and the silica sol was recycled.

In the operation of today's large scale ore-processing mills, it is extremely important to have some way of making an objective evalu¬ation of the performance of the available flotation reagents. Attempts to do this may often result in inconclusive findings since the magnitude of the difference in the mill results for any two reagents is apt to be quite small compared to the variability introduced by the process and 'the analytical procedures used to measure them. In cases where two reagents give vastly; different mill results, evaluation becomes a simple matter and as such deserves no further attention here. A question of primary concern, however, is how a mill can go about evaluating the performance of two reagents which may, for example, give a difference of only 0.001% copper in the-tailings or of 0.2% in copper recovery. The casual observer may feel that such small differences may be of little importance, but in a mill-whose daily tonnage is between 30 and 40 thousand, these differences could mean a substantial savings. Before the presentation of an actual example of a reagent testing scheme designed for just this-purpose, perhaps a few minutes should be devoted to a review of some statistical methodology to be used later in the discussion.

Vince Lombardi once said, "Practice doesn't make perfect, perfect practice makes perfect." When it comes to building a mine that will operate at the optimum level for the set of geologic conditions from which it was developed, Lombardi's remark might be paraphrased to describe the problem: planning won't guarantee the best possible mine operation unless it is the best possible mine planning. Any sacrifice in the best possible mine planning introduces the risk that the end results may not reach the optimum mine operation desired. This section addresses many of the factors to be considered in the initial phase of mine planning. These factors have the determining influence on the mining method, the size of the operation, the size of the mine openings, the mine productivity, the mine cost, and, eventually, the economic parameters used to determine whether or not the mineral reserve even should be developed. A little-known fact, even within the metal-mining community, is that room-and-pillar mining accounts for most of the underground mining in the united States. According to a 1973 study on noncoal mining (Anon., 1974), more than 76% of the producing mines [of over 1089 t/d (1200 stpd) capacity] produced approximately 70 000 000 t (77,000,000 st) or 60% of the nation's underground tonnage of material by room-and-pillar mining. That same year, 96.8% of the nation's under- ground coal mines produced 262 950 000 t (289,911,000 st) of coal extracted from room-and-pillar mines (Anon., 1976). Thus, nearly 333 000 000 t (367,000,000 st) of the United States' raw material is produced from mines using some form of the room-and-pillar mining system. Because approximately 90% of all mining in the United States is done by some variation of room-and- pillar mining, it is appropriate to give special emphasis to the effects of the various elements of mine planning on room-and-pillar mining. The relationship of these elements to other mining methods will become apparent as the elements are described in later sections herein. TECHNICAL INFORMATION NEEDED FOR PRELIMINARY MINE PLANNING Assuming that the reserve to be mined has been delineated with diamond-drill holes, the items listed in the following paragraphs need to be established with respect to mine planning for the mineralized material. Geologic and Mineralogic Information The geologic and mineralogic information needed includes the following: 1) The size (length, width, and thickness) of the areas to be mined within the overall area to be considered, including multiple areas, zones, or seams. 2) The dip or plunge of each mineralized zone, area, or seam, noting the maximum depth to be mined. 3) The continuity or discontinuity within each of the mineralized zones. 4) Any swelling or narrowing of each mineralized zone. 5) The sharpness between the grades of mineralized zones within the material considered economically minable. 6) The sharpness between the ore and waste cutoff, including whether this cutoff can be determined by observation or must be determined by assay or some special tool; whether this cutoff also serves as a natural parting resulting in little or no dilution, or whether the break between ore and waste must be induced entirely by the mining method; and whether or not the mineralized zone beyond (above or below) the existing cutoff represents submarginal economic value that may be- come economical at a later time. *7) The distribution of various valuable minerals making up each of the minable areas. 8) The distribution of the various deleterious minerals that may be harmful in processing the valuable mineral. 9) Whether or not the identified valuable minerals are interlocked with other fine-grained mineral or waste material. 10) The presence of alteration zones in both the mineralized and the waste zones. Structural Information (Physical and Chemical) The needed structural information includes the following: * 1 ) The depth of cover. 2) A detailed description of the cover including: the type of cover; * the structural features in relation to the mineralized zone; * the structural features in relation to the proposed mine development; and * the presence of and information about water, gas, or oil that may be encountered. 3) The structure of the host rock (back, floor, hanging wall, footwall, etc.), including: * the type of rock; * the approximate strength or range of strengths; * any noted weakening structures; * any noted zones of inherent high stress; noted zones of alteration; the porosity and permeability; * the presence of any swelling- clay or shale interbedding; the rock quality designation (RQD) throughout the various zones in and around all of the mineralized area to be mined out; the temperature of the zones proposed for mining; and the acid generating nature of the host rock. 4) The structure of the mineralized material, including all of the factors in item 3 plus: * the tendency of the mineral to change character after being broken, i.e., oxidizing, degenerating to all fines, recompacting into a solid mass, becoming fluid, etc.; * the siliceous content of the ore; the fibrous content of the ore; and the acid generating nature of the ore. Almost nine years after the assertion of enormous and pervasive federal control over coal mines by means of the Federal Coal Mine Safety and Health Act of 1969, 30 USC Section 801 et seq, as amended by the Federal Mine Safety and Health Act of 1977 (which basically increases the punitive powers of government) a brief assessment of some of the underlying causes, present status, and possible alternatives to governmental control is appropriate. In a governmental system based upon the principles of democracy and the protection of individual freedoms and constitutional rights the ultimate mechanism for abrogation of these rights is the creation and exploitation of fear. Machiavelli in rendering advice concerning the power over men provided by fear stated, "... it is much safer to be feared than loved .. fear preserves (the government) by a dread of punishment which never fails." The Prince. Within the context of the assumption of control by the government over industries or segments of our population - popular fear provides a convenient and almost necessary mechanism for the avoidance by law or regulation of democratic principles. The popular fear of coal mines has been successfully exploited by various goal oriented groups in the past and most recently by a Congressional constituency with a vested interest in controlling the mines through regulation.

An integrated steel company is an industrial complex ranging from raw materials mining, through pyrometallurgical smelting and refining, and hot shaping, to product finishing and coating. Within this complex is a great variety of operations which use vast quantities of water, and a variety of water uses which can result in pollution of many different types. The industry has recognized most of its problems for some time, and has spent a great deal of money and effort in reducing and eliminating pollution. A recent survey by AISI showed that the industry has spent, within the last 15 years, two hundred forty millions of dollars on water pollution control, and has authorized spending eighty-seven millions more on this type of non¬productive facilities. While much still remains to be done, I think the record to date is one we can be proud of. In this presentation, we will attempt to outline a number of the water pollution problems encountered in an integrated steel company and to show what types of corrective action have been and are being taken, using Jones & Laughlin Steel Corporation as an example.

The mining of taconite, to provide feed for a processing plant, requires that the flow of material continue uninterrupted. This means first, that the crude must be of a size acceptable to the primary crusher in order to reduce the delays caused by plugging the crusher with chunks. Secondly, elimination of oversize in the pit will reduce costs of all wear parts used in the mining and processing of taconite. Savings in wear parts is readily recognized in dipper teeth, bases, buckets, truck boxes, and crusher parts, both primary and secondary. During the early days of taconite mining, it was soon recognized at reserve mining company's Babbitt operations that experience in mining other ores was not always (or ?necessarily??) Applicable to excavating taconite. This was especially true in drilling and blasting. Blasting of small tonnages in single or double rows simply filled the pit with scattered chunks and provided very shallow banks for shovel loading. It also created problems for the jet piercers, since all drilling had to be performed in fractured areas. Drilling efficiency suffered and costs were extremely high. Shovel and truck efficiencies were also low and again costs were high. A high percentage of secondary breakage was required. This necessitated the use of numerous man hours to jackhammer holes in chunks, preparatory to loading and blasting. After the chunks were reduced, bull- dozer and grader hours were needed to pile the taconite for acceptable shovel loading.

Recent US Bureau of Mines research on scrubbers is reviewed, with emphasis on development of a new type of water-powered scrubber that can be retrofitted to existing miners; comparison of scrubber effectiveness with blowing and exhaust line ventilation; and improving the quartz dust collection of flooded-bed panels.

Coal cleaning can be effected by the bacterium Sulfolobus acidocaldarius, which in oxidizing sulfur and dissolving mineral matter requires carbon dioxide and oxygen; carbon dioxide as a carbon source and oxygen as an electron acceptor. The desulfurization of coal by thermophilic bacteria under elevated partial pressures of carbon dioxide and oxygen was studied at a total pressure of 1 atm. The partial pressure of carbon dioxide was varied over the range 0.00032 to 0.33 atm (0.00032, 0.007, 0.10, 0.33 atm), and the partial pressure of oxygen was varied over the range 0.14 to 0.40 atm (0.14, 0.21, 0.30, 0.40 atm). The maximum rate of coal desulfurization increased by 32%, from 9.0 to 11.9 mg S/1 hr, as air was enriched in carbon dioxide from its atmospheric level of 0.00032 atm to 0.10 atm. Enrichment with carbon dioxide up to 0.10 atm, at constant oxygen partial pressures, increased the desulfurization rate, but enrichment to 0.33 atm caused the rate to decrease. At constant carbon dioxide partial pressures, the desulfurization rate was maximum at oxygen partial pressures of 0.21 and 0.30 atm. At higher (0.40 atm) and lower (0.14 atm) oxygen partial pressures the rate decreaed by 9 to 20%. The desulfurization rate decreased by 58X, from 9.0 to 3.8 mg S/1 hr, when the air pressure was increased from 1 atm to 3 atm. The effects justify an economic analysis during design and operation of a commercial air feed in a process to desulfurize coal by microbial action.

In-mine Continuous Wave (CH) Radio Imaging method (RIM) instrumentation has the capability of measuring EM wave propagation constants in layered formations. The RIM method is based upon the fact that seams of coal, trona, potash, quartzite, gilsonite and oil bearing sands form natural waveguides for low loss transmission of electromagnetic (EM) waves. The waveguide forms whenever the seam is bounded by more conducting claystone, mudstone, shale or in the case of oil/gas traps, by a floor of saline water. Disturbances caused by faults, shear zones, paleochannels, sills and dikes significantly alter the propagation constant. The analytical values of the EM wave propagation constants depend on the physical and electrical parameters of the seam. The values are presented in this paper in a graphical form to assist in the interpretation of RIM tomographic images. This paper compares in-mine geologic mapping obtained during mining to tomographic images of the geologic disturbance zones in a Central Utah coal mine.

Tripoli is a naturally occurring, finely divided form of silica found chiefly in midwestern and southeastern states and used commercially in fillers and abrasives. The name comes from the location of a silica deposit in North Africa and was applied in the latter part of the 19th century to similar material near Seneca, Missouri. Subsequently, the North African material was found to be diatomite, composed of siliceous skeletons of microscopic marine plants called diatoms, and the material's name was changed to tripolite. The name, tripoli, remained with the Missouri silica, which is inorganic in origin, and tripoli is now used to designate all naturally occurring silica that is similar in characteristics and origin to the Missouri material. Just to confuse things further, in commercial trade tripoli usually designates silica from the Missouri-Oklahoma field, whereas silica from southern Illinois, the other major producing area, is called amorphous silica. Each term, however, may be used commercially for any material, regardless of place of origin that has the characteristics or uses ascribed to material from either major producing area. For example, Engineering and Mining Journal routinely lists under "tripoli," prices "f.o.b. Elco, I11." and "f.o.b. Seneca, Mo. and Rogers, Ark.", and under "silica, amorphous," prices "f.o.b. I11 and "f.o.b. Dierks, Ark." "Soft silica" is another term that has been applied to tripoli from Illinois, west central Arkansas, and Tennessee, presumably to distinguish it from the more compact Missouri material. It has also been used in the ceramic trade to distinguish tripoli from "hard" silica, or silica flour, which is produced by pulverizing silica sand. Tripoli is produced mainly in extreme southwestern Illinois, in the Missouri-Oklahoma district in Newton County, Missouri, and Ottawa County, Oklahoma; and in the novaculite belt of west central Arkansas. Some tripoli is produced for local and specialized uses near Austin, Texas.

A comprehensive strategic-planning model was developed for the phosphate strip-mining and chemical operations at White Springs, FL. The computerized model covers orebody modeling, production simulation and financial analysis. The model has several innovative features, including the use of NPV techniques in orebody block economics, the adaptation of the floating-cone method to a floating template for generating dragline mining units automatically, the use of interactive graphics for designing mining units, and the use of a dragline move economics algorithm for the automatic scheduling of mining-unit assignments and moves. The simulation of chemical-plant production uses linear programming and concentrate inventory levels to control mine-operating schedules.

Paper and paperboard manufacturers need to quantify the carbon footprint and environmental impact of their products to satisfy market, social and government demands. Coated paper products contain minerals, such as kaolin and calcium carbonate, at significant levels; some coated paper grades have mineral contents as high as 45% by weight. Some uncoated paper has no mineral content, but most uncoated paper contains some mineral to improve appearance, process efficiency and cost. Super-calendared paper grades can contain levels of mineral up to 35% by weight. This paper describes how to calculate the carbon footprint of kaolin and calcium carbonate minerals used for white pigments. The carbon footprint of these minerals strongly correlates to the primary energy sources, final product form and energy used to calcine kaolin and lime. Kaolin and calcium carbonate pigments have a favorable impact on the carbon footprint of paper and paperboard products by directly substituting for fiber and by reducing the energy needed for paper making. Introduction A study was completed that investigated the enrollment in mining engineering programs in 24 universities and colleges. All programs considered in the study award four-year bachelor of science degrees in mining engineering. They also provide all the engineers for the mining industry and a large portion of the geotechnical engineers working on environmental problems, storage of hazardous waste, civic, and Federal government underground projects. The numbers used as the base for the study are those reported by each program to SME-AIME and published yearly (SME, 1986). Data for the study came from the period 1975-1985. Also, since some programs include students in related disciplines and special categories, such as cooperative students, a few inaccuracies were unavoidable. A 23-page document has been prepared that reports on the overall picture of current enrollment, the trends, and discusses the results, perceived effects, and what can, or should, be done. There has been an obvious, and dramatic decrease in total undergraduate enrollment since the late 1970s. In 1978, 3117 students were enrolled. In the 1985 fall semester, enrollment was 1022, less than one-third. There were 485 seniors, 265 juniors, 147 sophomores, and 125 freshmen. The downward trend in total enrollment is likely to continue for at least another two years. Class size The catastrophic drop in enrollment is shared by all programs across the country. It does not discriminate between types of programs, coal or hard rock mining, or location. In general, 1985's enrollment is about 30% of whatever the maximum enrollment was in any program, though this varies from the teens to 50%. The latter percentage occurs only for some programs with special circumstances, particularly new programs not well established in the late 1970s. The beginning of the decline in enrollment has occurred at slightly different times as affected by the demise of each program's local industry. The numbers in each class produced from a specific freshmen year (Fig. 1) are worthy of comment. The dramatic drop in enrollment for all classes after 1982 is clearly demonstrated. The timing coincides with the general downturn in the mining industry, when many employed engineers were laid off and new graduates could not find jobs. Also, significantly fewer students are being attracted to mining programs as freshmen. The number of seniors shown seems inappropriate. Where did so many seniors come from and why are so few graduates produced? There is an increasing trend for students to take four-and-a-half or five years to graduate. Therefore, they are counted twice, once when they are first classed as seniors and again the following year. Some students purposely delay graduation to obtain more summer work experience and take additional courses. They believe that this gives them a better

Application of Tunnel Boring Machines (TBMs) is one of the main solutions to achieve a safe and high-performance method of construction in hard rock and soft ground tunneling. In order to adequately assess the progress and potential impacts of the tunneling operations with the TBM, it is required to record a series of data during the tunneling and process of the data to evaluate the TBM performance. Applying the right machine parameters during the excavation not only delivers an optimum penetration rate, but also prevents extra downtime due to over excavation or wear of cutting tools. In this paper, the effect of machine and operational parameters on TBM downtimes has been studied and supported with the real examples of TBM operation data.

This paper outlines the chance constrained binary integer program developed by the author in his doctoral dissertation at Columbia University, New York, 1973. The optimum planning of a mining program involves the determination of a production schedule which maximizes the net present value of the mining property. The actual mining process has an inherent stochastic and discrete nature. In particular, the demand for the mined product and the grade of the mineralized material in the ore are the two most important stochastic mining variables. The decision to mine or not to mine any block of a mining property is a binary integer variable. This paper outlines the formulation of pit production scheduling problem as a chance constrained binary integer program. The deterministic equivalents of these chance constraints are nonlinear in binary variables which have subsequently been linearized. The planned objective is to meet with a stipulated high degree of reliability, all the random demands as they materialize with a random supply of the commodity being marketed as determined by the eventuating random grade values of the exposed ore blocks and the mining system's production constraints such that the discounted total production costs over the entire planning horizon are minimized or the profits maximized. The emerging surface of the mine in each scheduling period is determined by the values taken by the binary decision variable associated with each block of material in each scheduling period.

In 1976, the Resources Conservation and Recovery Act (RCRA) aroused concern in the mining community about the regulation of mine waste streams under RCRA. In response, the Bureau of Mines initiated research in the late 1970's that addressed mine and minerals processing waste. Research included investigating improved environmental technology for metal, coal, non-metal, and emerging industries such as oil shale, tar sands, peat, and lignite. Environmental issues escalated in the 1980's. Proposed regulations addressing control technology for mining and mineral processing wastes prompted the Bureau of Mines to become involved in 1985 in an advisory capacity to the regulatory agency, the Environmental Protection Agency. In Fiscal Year 1988, the Bureau of Mines initiated a research program designed to provide the minerals industries with cost-effective solutions for ameliorating environmental effects of mining. Bureau research has led to advances in the areas of acid mine drainage control and mitigation, subsidence prediction and control, and control and treatment of solid wastes resulting from mining and mineral beneficiation. The Bureau also conducts research seeking new methods to remediate abandoned mine lands. A discussion of the mine waste issues is presented, followed by a summary of past and present research conducted by the Bureau of Mines.

Non-ferrous smelting industry in Japan often had the severe problems about the over production of sulfuric acid. There has been such a closed relation between amount of sulfuric acid from non-ferrous smelting industry and the products of copper, zinc and lead metals that the production of one ton of copper accompanies three tons of H2S04. When the proper balance exists in both markets this situation certainly brings bigger profits. In Xining and Metallurgical Institute of Japan the research commitee concerned with the fixation process of sulfur in non-ferrous smelting industry was established in 1977 and continued the activity for four years untill 1981. This paper will introduce some of the activities involved in the report published by the committee.

Conventional methods of drillhole site selection are reviewed briefly. Two approaches using geostatistics are then discussed, both of which have been shown to yield improved results. Finally, a branch and bound algorithm is described which will select the best locations for drilling from a user specified number of possible drill sites. Two options are discussed. First, the user can specify a maximum drilling investment or a maximum number of drillholes and the program will select the locations yielding the minimum estimation variance. This amounts to getting the most for a given investment. Alternatively, a maximum tolerable estimation variance can be specified and the program will select the number and location of the drillholes to obtain the desired information at a minimum cost. Another benefit of the approach is the quantification of the tradeoffs between investment and information obtained.

"Construction of underground structures in urban areas is a very challenging work. There are generally two methods of construction, an open cut-and-cover and underground method. To eliminate the subsurface and surface disturbance and street traffic problems, underground method is preferred. The stress redistribution caused by underground excavation induces movements and deformation in the earth mass and ultimately at the ground surface. This is more pronounced in large space excavations. Generally pre-supporting system is used to control ground deformation and thus enhance its stability. In this paper an innovative pre-supporting system is presented. Concrete Arch Pre-supporting System (CAPS) is introduced in Tehran Metro in 2002. This method has roots in construction method of an Old Iranian small water tunnels, called Quanat. CAPS is an efficient method for stabilizing large span underground spaces constructed in shallow and soft ground. In this technique underground reinforced concrete elements are constructed around the proposed underground space prior to main excavation. This method is used successfully in over 50 large span underground structures in Tehran Metro stations and road tunnel intersections. CAPS has potential to be used to pre-support the large span underground spaces at any weak ground condition in an urban area.1. INTRODUCTION Underground subway stations can be constructed either by open cut-and-cover or underground construction. Due to the presence of subsurface utilities and street traffics in urban areas, underground construction is preferred to eliminate relocation of the subsurface utilities, and other urban disturbance. Underground construction in an urban area is a very challenging effort. The complexity of the work is more pronounced in a weak and shallow ground. The stress redistribution caused by underground excavation induces deformations in the earth mass and ultimately at the ground surface causing damage to adjacent structures. The need to control ground surface settlements in urban area is widely recognized and new construction methods are continuously developed. Settlements induced by underground excavation may cause serious damages to nearby structures and subsurface underground utilities, (Sekimoto et. al. 2001). In order to improve stability of underground excavation and reduce settlements, various ground treatment techniques are presented, Johnson, et.al., (1983), Carrieri, et.al. (2002), and Ocak (2008)."

"The East Side Access (ESA) CM005 Contract - Manhattan South Structures - consists of the installation of the waterproofing and final concrete lining for railroad tunnels, 3-Level Wye track turnout structures, segments of the Main Cavern Station, and a series of Ventilation Structures excavated beneath the existing Metro North Railroad (MNR) Grand Central Terminal. Several key team decisions made collectively by the Construction Manager (CM), Designer, and the Contractor has allowed the scheduled construction duration of 29 months to be maintained. These strategies include the use of alternate design and construction methods, including the use of pneumatically applied concrete lining and precast lining. This paper discusses these strategies, and illustrates how successful teamwork and cooperation during the execution of a large-scale construction project can lead to lowering costs, improving quality, and maintaining the overall project schedule. INTRODUCTION The East Side Access Project The Long Island Railroad (LIRR) currently transports commuters from Long Island into Manhattan, terminating at the already over congested Penn Station on the west side of Manhattan. Once completed, the ESA Project will provide LIRR commuters direct access to the east side of Manhattan underneath Grand Central Terminal. The ESA Project will help alleviate the congestion at Penn Station, which currently accommodate the NJ Transit, Amtrak, and LIRR lines; reduce travel time for LIRR passengers traveling to the east side of Manhattan and facilitate connections to the NYCT Subway System and Metro North Rail Road. The ESA Project includes building new tunnels and facilities under Manhattan and Queens. (See Figure 1).The Manhattan Alignment In the Manhattan segment of the ESA Project the excavation in hard rock of tunnels, cross passages, caverns and shafts has been completed by tunnel boring machines, drill and blast, and road header. The construction of the structural concrete final lining, interior structures and fit-out of the previously excavated caverns and tunnels are currently being performed under Contract CM005 Manhattan South Structures awarded to Michels Corporation and Contract CM006 Manhattan North Structures awarded to Frontier Kemper Constructors Inc.
