This study analyzed laboratory comminution techniques for respirable mine dust generation and the properties of the resulting dusts. It was the objective of the study to determine the suitability of the resulting dusts in reflecting the properties of natural airborne dust. This paper deals specifically with the amount of contamination introduced into the generated dust as a result of abrasion when using nine different grinding methods. The analysis was made by comparing the content of 25 chemical elements in the lab-generated dusts with the same elements in the airborne coal mine dusts. It was found that all the lab-generated dusts possessed contamination but that several methods produced smaller percentages of contamination and that the residence time in the grinding device was an important factor in the contamination levels.

Mineral processing activities in general reflected the economic ills of 1981 and early 1982, but in some areas the depressed state of the industry resulted in increased activity. As were all aspects of the minerals industry, processing plant operations were severely affected by the recession-prone economy, by sagging prices for primary metal products-copper, molybdenum, nickel, iron, manganese, and especially uranium-and numerous shutdowns and layoffs. Copper production by major producers in Arizona and Utah was severely curtailed; Amax, the major US molybdenum, producer did considerable belt-tightening; and the uranium industry was in a state of disaster. Even the precious metal superstars-gold and silver-were affected, with a steady decline throughout the year in world market prices. Perhaps hardest hit have been newly developed properties, particularly in the uranium industry, and old-line properties where historical development impacts today. No longer can such properties afford the luxuries, for example, of a long haul distance between mine and plant or continued use of antiquated facilities. Surprisingly enough, the very state of the economy has caused increased activity in some sectors of the mineral processing industry. In mill design, although large projects have been tabled, smaller projects have gone on, with innovations in design, often for cost-saving reasons, that will affect future designing approaches. Economic restrictions are impacting on mill flowsheets as researchers look for improvements and better, less expensive techniques. Other unit processes-hydrometallurgy, pyrometallurgy, concentration, materials handling-are impacted by the need for a better, less costly product. Although at the end of the first quarter of 1982, no major environmental legislation had been enacted, rumors persist that there will be a loosening of some of the stricter standards, both in the requirements themselves and in the time allowance for implementation. The year had seen some relaxation in how current legislation and standards are administered. For example, in OSHA (Occupational Safety and Health Administration) operations, there has been a shift toward voluntary checking of industry compliance with work rules, rather than emphasis on agency inspections. However, the industry continues to view environmental factors as having major influence on future operations and efforts to design for environmental safety are becoming almost as important as the processes themselves. Throughout the industry there has been a further focussing on project management, recognizing the necessity for tight control of budgets and schedules-and the systems used to effect them. Many modern export terminals are now in construction while others have either been held up or cancelled. Economics and environmental permits have been some of the major problems. Currently under construction are terminals in Newport News, VA; Charleston, SC; and Baltimore, MD. Expansion of existing facilities at Mobile, AL, and New Orleans, LA, is also well under way. A wide variety of systems and components are being used. They include traveling shiploaders, tunnel and bucket wheel reclaim¬ers, stackers and high line trippers, and bottom and side dump-type car dumpers. INTRODUCTION For any identified mineral resource to qualify as a minable reserve, it must contain legally and economically extractable mineral at the time of determination. As competition for land has increased, the legal complexities have more than kept pace, frequently becoming the most important determinant in mineral exploration and development projects. Rarely will developers of a project avoid having to obtain numerous federal, state, and/or local permits while acquiring the necessary legal permission to begin mining. Each site must be selected carefully, not only for economic feasibility, but also for legal feasibility. Although it is impossible to present site-specific solutions for all potential underground developments, certain generalizations may be applied to specific land categories, particularly federally owned land. Such federally owned land includes more than 33% of the land area of the United States and many of the areas potentially attractive for future development. State and local restrictions affect a large portion of the nonfederal land, and those restrictions are equally important even though their diversity and current status require more regional study than can be provided herein (the list of references include sources of additional information). Each potential mining site requires a title search of the land status to determine the land ownership and the conditions affecting development. In addition, appropriate data concerning the mineralogic and economic potentials of an area must be collected. As listed in Table 1, many sources of public information are avail- able to aid potential developers. Fig. 1 illustrates a typical federal master title plat. HISTORICAL PERSPECTIVE The settlement of the United States reflects a fascinating history of public-land laws and subsequent mineral-disposal laws. Most of the statutes of the eighteenth and nineteenth centuries sought to dispose of land for the purpose of generating revenue to the federal government. The underlying need for general revenue contributed directly to numerous and often conflicting land policies. More recently, diverse federal programs such as environmental legislation have transcended the need for revenue in forming the framework that determines who has power over mineral developments and where those developments can take place. In 1812, the General Land Office was established under the Treasury Dept. At that time, English common law prevailed, entitling the owner of the surface to whatever was contained within the surface boundaries from the surface to the center of the earth. Unless a distinct title separated the mineral estate, it was included in the surface-land ownership. However, gold and silver were the property of the crown and were controlled by sovereign prerogative. Early state legislation on the subject of mines and minerals may be classified as legislation providing for the sale of state lands with a reservation of the minerals and legislation recognizing or asserting the sovereign prerogative for precious metals. In 1781, a Pennsylvania statute reserved 20% of all gold and silver ore for the use of the commonwealth. Thomas Jefferson suggested that a portion of all gold and silver be retained by the federal government. These early rules affecting land in the eastern states, now privately held, have been re- pealed, declared obsolete, or largely ignored. Federal legislation prior to 1848 and affecting mining may be classified as legislation reserving the minerals to the United States and legislation authorizing the disposition of reserved minerals by sale, lease, or grant. With many modifications, these basic policies remain in effect at the present time. A 1796 act provided for the sale of the Northwest Territory and for the establishment of the present system of rectangular survey for public lands. The Lake Superior copper region was the scene of "wild and baseless excitement in 1837" when the attorney general concluded that the president had the power to lease lands in Wisconsin; this opinion soon was overturned by another attorney general. By 1846, Congress had passed legislation authorizing the president to sell reserved lead mines "as soon as practicable" since the system of granting Leases had proved to be unprofitable to both the government and the lessees, many of whom refused to pay the rent. The general practice of early federal Legislation was to make a distinction between mineral lands and other lands, deal with them separately, and generally withhold mineral lands from disposal except through special legislation dealing with particular land. In 1848, following the treaty of Guadalupe Hidalgo, a vast land area was ceded to the United States by Mexico. This area included the present states of California, Nevada, and Utah, as well as portions of Arizona. Colorado, New Mexico, and Wyoming. This abolished the Mexican laws and customs relating to mining and preceded the adoption of the miners' own rules and customs. The adoption of those rules and customs followed a hard-fought battle between western congressmen and the eastern establishment. The western congressmen advocated adopting local customs through a location patent system, while the eastern establishment, particularly in Ohio and Indiana, favored an all- leasing system to pay off Civil War debts. The first mining law was passed in 1869 as an amendment to an act granting right-of-way to ditch land owners, and it was followed by the 1872 Mining Law. Precedent was established for the first categories of protected lands in the opening words of this act, which included the phrase "all unreserved" lands. Reserved lands subsequently defined included military and Indian reservations and were excluded from location since they were determined to be reserved lands. Researchers in flotation chemistry have long sought to describe collector adsorption phenomena in greater detail including kinetics, orientation and interactions between adsorbed species. Now a quantitative description can be made in-situ using FTIR internal reflection spectroscopy. Details of the adsorption process at the surface of mineral crystals, machined into internal reflection elements, can be described from first principles, provided the refractive indices, incident angle, and wavelength of light are known. Collector orientation can be established based on spectral characteristics of plane polarized and perpendicular polarized light. Examples of the use of in-situ FTIR internal reflection spectroscopy are given for the sapphire-sodium dodecyl sulfate system and for the fluorite-sodium oleate system. It is expected that quantitative in-situ analysis of collector adsorption reactions by FTIR internal reflection spectro-scopy will continue to grow in importance and will provide an important new dimension in our understanding of flotation chemistry.

Since 1984, nitrogen-species catalyzed pressure leaching has been utilized at the Sunshine Mining and Refining Company for the recovery of precious metals from a refractory sulfide concentrate, The process operates without the use of cyanide. The plant is now the only industrial-scale commercial application of this technology. Since the inception of the process, changes have been implemented to improve efficiencies and throughputs. Two of these changes, the replacement of nitric acid by sodium nitrite and a concentrate regrind, have recently been implemented. This paper will discuss the outcomes of these recently patented plant-process changes. In particular, a comparison between the previously used method and the new leach method is made. Also discussed is the potential applicability of the process to other materials. A companion publication (Anderson, Harrison and Keys, 1996) indicates possible mechanisms responsible for the success of these process changes.

The problem of setting the proper control objectives and/or having several objectives to be met in the implementation of grinding control strategies can be resolved. The design and implementation of a distributed control system for safe operation of a grinding circuit while maximizing profit is presented. An optimal recovery through- put target for a desired grind is accomplished by advanced control strategies at the DCS level. A mill load constraint control technique provides stable operation with a substantial increase in throughput, while the desired grind index is maintained by an inferential grind control technique without using a particle size analyzer. The integration of crushing/grinding and flotation in the overall design was the key to the success of the project. This synergistic effect was obtained by implementing a computer plant management system in the concentrator. The overall/philosophy was to keep the implementation simple while using new technology creatively.

The results of using a simple analytical solution and a relatively complex numerical model to estimate ground water inflow to an open pit mine are compared. The analytical solution assumes lateral, radial flow to a fully penetrating pit in an idealized confined aquifer, whereas the numerical model simulates fully three-dimensional flow to a partially penetrating pit from a water table aquifer. The latter is a more realistic simulation of the problem, but the former method is significantly easier to use. Comparison of the results obtained with the two methods for some typical hydrogeologic conditions encountered in mining yields ratios between them in the range of 0.2 to 0.6. These values can be used as a coefficient in the Pit Flow analytical solution to produce reasonable estimates of in-flow even when there are significant differences from the idealized conditions implicit in its application.

Somebody sure gave me the wrong title. I can talk much more freely about the impact of the anti-nuclear movement on the DRILLING industry in New Mexico. In a word, it is being "clobbered." It doesn't seem like very long ago that my brothers and I were busy trying to find enough new equipment (and trying to talk bankers into lending us enough money) to keep up with drilling work we could get. Seemed like no matter how hard we worked, and how much money we borrowed, we were always one step behind where we wanted to be. We had so many holes to drill that all our crews were working three shifts a day, and over several states. The nation needed energy, and we were ready to help supply it. Exploration and development drilling jobs were all going full-blast. We had trouble keeping up with them. With luck, we figured we'd be able to get all our equipment out of hock before all the necessary uranium mines were developed.

Traditionally, the practical evaluation of a mining project for a potential investment has been made considering mainly technical aspects. But the concept of sustainable development has introduced significant changes in the factors analyzed to make the final decision. This paper proposes an empirical evaluation of a project considering not only technical, economic and financial parameters, but also associated risks and other intangible aspects, such as political considerations, stability in the legal frame, social factors and environmental issues. The proposed methodology is practical and easy to apply for project management. Among its main advantages, the following could be quoted: using this evaluation two different projects or locations of a same project can be compared, future behaviors could be predicted, the index incorporates a new approach to specific mining projects and this perspective could also be applied to other projects with environmental and social impact, such as civil works or industrial projects.

"The process of coal mining, as indeed of the mining of any stratified mineral, is inevitably followed by some degree of sinking of the superjacent strata and consequently of the surface." Royal Commission on Mining Subsidence, Second and Final Report, London, 1927. INTRODUCTION The above statement was used to describe mining subsidence in the classic report of the "Royal Commission on Mining Subsidence," published in 1927. In fact, this phenomenon has been recognized in Britain since the early fifteenth century, as revealed from court records of disputes and litigations related to property damage above mine workings (Shadbolt, 1978). The first attempts to investigate and analyze the mechanisms associated with mining subsidence, however, date back to the 1800's and were pursued by Belgian Engineers. This research effort was initiated as a result of the widespread movements and subsequent structural damage suffered by the City of Liege in the 1820's. The most notable achievement of the Belgian school of that era was he publication of Gonot's treatise "Loie de la Normal" in 1871 (Gongt, 1871).

Although mineral commodities used to play and still play a very crucial role in the development of civilization over the centuries, their extraction, transportation, transformation and use are at present sources of great concern in terms of sustainability. Some of the most discussed environmental problems are in fact closely related to the utilization of minerals as materials and fossil fuels. The paper analyses the origins of sustain-ability weakness of mineral supply through Environmental Economics models, which have interpreted the phenomena of pollution and non-renewable resource depletion as a market failure. Conventional market tools have proved to be unable to perform an optimal allocation of those resources that are priceless or have open access. An external intervention is needed in order to reduce the excessive exploitation of environmental and natural resources. Some of the solutions proposed by policymakers and subsequently implemented by governments are briefly considered and the achieved results are discussed. In several cases the public intervention, where the attempt was to restore the sustainability conditions, has failed. Restrictive environmental protection regulations have resulted in severe limitations to the mining activity, without, on the other hand, achieving the expected results in terms of sustainability. Some of these regulations instigate unfair international competition practices among those producers who do care about the environment, but who have high production costs, and those who supply cheap raw material but whose low costs hide heavy environmental impacts. Nowadays, most of the world?s supply of minerals is being produced in developing countries, with severe global environmental impacts. As effective tools for monitoring the problem, sustainable development indicators could be used by policymakers to duly associate the comprehensive environmental impacts for each mining product, depending on its origin and extraction history.

Up to the middle of 19 14, when I had reached what seemed like the advanced age of 30, I had enjoyed far more than my share of success and a lot of minor adventure. But the exciting experiences in distant lands that Soldiers of Fortune had made me long for had not yet materialized. And I had not accomplished the two goals that Mrs. Hughes' geography class at Belmont had set up for me. They were to see In its tropical home the enormous yellow bill of the toucan bird and to ride on a straw "bolsa" on Lake Titicaca. These aims were gratified In the next five years that were the epitome of "romance" in its German connotation of facts seen through the rosy glasses of imagination. Dr. Louis Ricketts was to a large extent responsible for my opportunity. I had been lucky enough to do a lot of work for and with the Doctor, as he was affectionately called by the mining men of the southwest. My association was in connection with his work with John Greenway on the complex metallurgical problems at Ajo. Soon after the Ajo investigation Ricketts had been made chief consultant for the Anaconda Copper Co. When Anaconda decided to undertake a cam- paign of exploration of the west coast of South America Dr. Ricketts thought of me and arranged with Greenway to give me a leave of absence from my Calumet and Arizona job. It took three days in New York in June 1914 to arrange the expedition. Ben Thayer, executive vice president of Anaconda, did most of the planning and I was to report to him. T.H. France, a 45-year-old mining engineer who had been driven out of Mexico by the Madera Revolution, was to accompany and help me. He spoke excellent Spanish and his years of Mexican experience had taught him how to get along with Latin Americans. He went ahead to Bolivia, our first target, to get an idea of the country and the problems. This was lucky as I hardly knew where Bolivia was.

At the East Sullivan site, pore-waters underlying a wood waste cover that prevents sulfide oxidation are characterized by an anoxic environment, abundance of dissolved organic substrates, and near neutral pHs. Such conditions favor sulfate reduction and base metals precipitation as sulfides, as well as carbonate-metal precipitation. Pore-water composition from 1992 to 1998 shows a significant Fe2+ decrease. Therefore, the restoration strategy of that site capitalizes on these alkaline and reductive properties. Since 1998, a novel treatment of acid effluents, based on the recirculation of water discharged around the impoundment through the organic cover, is tested on the site. Available data gathered in 1998 and 1999 shows that the pH of recirculated water flowing within the wood waste cover increases by 2 to 4 units and that Fe,, concentrations decrease by a factor greater than 6.

Kelsey Lake kimberlites are a cluster of eight diamondiferous pipes that occur in the northern State Line kimber lite district of the Colorado-Wyo¬ming diamond province (Coopersmith 1991, 1993) (Fig. 1). This is located at the southern margin of the Wyoming Archean province. Two relatively large pipes and a few smaller bodies define the cluster (Fig. 2). The Kelsey Lake kimberlite cluster has been developed as the first diamond mine in the United States. The cluster was discovered in 1987. Full-scale production began in the spring of 1996. Mining has produced gem-quality diamonds up to 28.3 carats in size. The 30 State Line kimberlites, intruded about 390 million years ago into Proterozoic crystalline rocks, were presumed to be underlain by Archean basement of the Wyoming Province. Nearly all the kimberlite pipes contain diamond but only the Kelsey Lake pipes are economic. The Kelsey Lake kimberlites contain predominately diatreme facies kimberlite, with minor hypabyssal and crater facies rocks locally occurring. Alteration and weathering of the kimberlites is extensive. Petrologic studies indicated an underlying lithosphere that has a largely Proterozoic signature and shows evidence of deep melt and metasomatic events. Current development has concentrated on the two largest pipes. These have been bulk-sampled after geological study (1987) identified the presence of small diamonds and mineral chemistry indicating favorable diamond conditions. A 10-t/hr (11-stph) rotary pan plant was established in 1992 to process thousands of tons of bulk-sample material. Grades and gem-quality diamonds to 14.2 carats in size were recovered. Early in 1995, it was decided to move from evaluation to commercial mining. Production began in early 1996. A 195-t/hr (215-stph) rotary pan plant was built. A water supply system and tailings disposal have also been incorporated. The project straddles the Colorado/Wyoming border. Existing mining permits were amended to incorporate the increased scale and new plant facility. The permits for this project included the following: Colorado mining permit, Wyoming dozing permit, Corps of Engineers Section 404, Colorado NPDES, Wyoming NPDES, Storm water Management Plan, Air Pollution Emission Notice, various Colorado and Wyoming State Engineer and well permits, Substitute Water Sup¬ply Plan, Larimer County Special Use Review, and US Forest Service road use permits. The temporary destruction of a wetlands area was a sensitive issue. It has been addressed through the Clean Water Act Section 404 permit administered by the US Corps of Engineers. This use will be mitigated by creating new, self-sustaining wetlands in the immediate drainage system. A comprehensive and bonded reclamation plan is incorporated in the permits. Diamond mining and ore processing is environmentally benign. No chemicals are used in processing the diamonds. The plant is a water wash facility. The kimberlite ore is inert, as is the granite wall rock. The exposure of the ore body and the subsequent ore processing and waste rock and tailings containments pose no threat of release, leaching or dispersion of any detrimental elements. There is no acid-forming waste. Even a prolonged acid rain environment will not produce a harmful leachate. Slimes containment and clarification ponds will prevent unacceptable levels of suspended solids in water discharge. The algorithm presented in this study determines the combination of fans that provide all working districts of a mine with predefined airflows at the minimum operating cost. It is based on an existing ventilation simulator, VNETPC, and a set of linear equations associating fan pressures and the added resistance of regulators. Two assumptions are undertaken: (1) fan locations are predetermined and (2) the number of working districts is equal to or greater than the number of fans. By means of this algorithm, the optimal solution to an n fan ventilation system may be found after n + 1 simulation runs.

Geological and hydrological conditions in the strata overlying the Salado Formation vary considerably in the Carlsbad, NM, area. The first four shafts sunk at International Minerals and Chemical Corp. (IMC) property have been located in competent and essentially dry conditions, while other shafts on adjacent properties have had such adverse conditions that ground freezing has been chosen as the water and ground control technique for shaft sinking. At the location of the IMC No. 5 shaft there has been extensive erosion and salt dissolution in the Rustler Formation, leading to collapse of some zones of the strata. Both ground freezing and pregrouting were considered as alternative methods of stabilizing the extremely poor ground conditions and controlling the potentially very heavy water inflows. It was decided that pregrouting the shaft was feasible and would offer substantial cost and time saving over a ground freezing technique. This paper describes the pregrouting techniques used and illustrates the requirement for flexibility in a grouting program so that it can be modified to reflect any new or additional information obtained during the progress of the grouting.

Copper price rebounds A worldwide scramble for diminishing supplies of copper has pushed the red metal's price to more than $2.20/kg ($1 per lb), the highest level since 1980. The first nine months of 1987, world copper production was down 1% from a year ago, while consumption rose 7%. Demand has been fueled by economic strength in several countries, particularly Japan, South Korea, and Taiwan. The price has also been helped by interest rate declines that have prompted manufacturers to build up inventories. In addition, China is expected to be a major buyer in 1988 as it stocks up for its five-year industrialization plan. There appears to be no sign of any significant increase in copper supplies until later 1988 or early 1989. This means supplies probably will remain tight for some time even if world economic activity slows. Strikes and other production problems slowed world output of copper in 1987. As a result, copper supplies are the lowest they have been in 14 years. World inventories currently total 625 kt (690,000 st). That is not much above the 585 kt (645,000 st) level reached in 1974 when the price of copper rose to a record $3.84/kg ($1.74 per lb). This makes all the more interesting what Chile, the world's largest copper producer, has been doing lately. Chile has been the world's largest copper producer since 1982, when it overtook the United States. Table 1 shows Chile's copper grades, reserves, and production at its mines. Chile contains roughly one-fifth of the world's copper reserves. At present production rates, these reserves would last for more than 100 years. In 1986, Chile produced 1.4 Mt (1.5 million st) of fine copper, up 3%. Chile accounted for 17% of the world's copper output.

The need to modernise and increase the safety provision of older road tunnels raises challenges in maintaining the operation of the tunnel during such improvement works. The Mersey Kingsway twin road tunnels located in Liverpool UK, constructed in the late 1960s, have had three new cross passages constructed to allow emergency evacuation from one tunnel to the other tunnel and provide safer access for emergency services. The 3200m long road tunnels are lined with an unusual reinforced concrete steel-faced segmental lining with a paint finish. Construction of the cross passages occurred during night possessions with the tunnels returned to normal operation during the daytime. Constructed through water bearing sandstone and lined with precast concrete segments, the passages required advance ground treatment and support works. This paper presents the historical background to the Mersey Tunnels and describes the procurement strategy, design and construction approach adopted for these important safety improvements.

The authors present laboratory and plant results illustrating the benefits to be gained by using chemical additives, namely flocculants and surfactant dewatering aids, in the Bayer process. Advantages of synthetic flocculants over starch are illustrated in terms of more efficient solid/liquid separation in both the initial settling of blow-down slurries and in the CCD wash train. In addition, it is shown that the use of synthetic flocculants considerably reduce the levels of organic contaminants present in the process liquor.
