This paper presents the excavation of the Roosevelt Island Valve Chamber, the final of three chambers in Stage One of New York City's Third Water Tunnel. The valve chamber and passageways 13 379.7 cu m (17 500 cu yd) are drilled and blasted. The rock is stabilized by grouted rock anchors. The 6.1 m (20 ft) diameter shaft is drilled, blasted, rock bolted and wire meshed for a depth of 70.7 m (232 ft). Then shaft excavation proceeds with immediate concrete lining for another 120.7 m (396 ft). Two 6.1m (20 ft) diameter manifolds are excavated using heading and bench. The raise drilling of eight 3.7 m (12 ft) diameter laterals occurs during lower shaft sinking.

Safety training requirements differ from mine to mine due to changes in the demographic characteristics of the workers or changes in job and organizational characteristics. Accordingly, a microcomputer-based procedure has been developed to assist mine trainers is determining if undesired worksite performances result from lack of knowledge or skill, which are trainable categories, or from categories that are considered to be non-trainable (such as equipment limitations or management procedures). A special effort was made to understand the psychology of worker behavior by analyzing worker reactions to various organizational and job characteristics.

Acid rock drainage (ARD) represents one of the most intractable problems faced by the non-ferrous metal and coal mining sectors, and the creation in the recent past of a number of high-level national and international initiatives reflects the growing concerns of industry, government and other stakeholder groups. ARD is certainly considered one of the most serious environmental impacts caused by mining and the industry's greatest environment-related technical challenge. Additionally, the global depletion of non-acid generating oxide ore deposits and the increasing dominance of sulphide ores means that the potential for ARD incidents will continue to increase. Once initiated, the cycle of chemically and biologically mediated and catalysed reactions leading to ARD generation is difficult to stop. While there is evidence to suggest that the degree of contamination of ARD will decrease rapidly within a relatively short timeframe (Wood et al., 1999), experience in historic mining regions of the world indicates that the problem may persist for centuries at certain sites. Current best practice in dealing with ARD puts the emphasis on prediction and prevention, planned from the outset of the operation and integrated with each phase of the mine site life cycle. The elements that constitute best practice are becoming more clearly defined and as this process of clarification continues industry will undoubtedly accelerate the process of best practice implementation, burying at last the image of mining as a despoiler and polluter of landscapes, an image based on past, rather than current, practices. However, it is equally clear that despite the best efforts of industry and regulators, many sites will continue to generate ARD during operation and following closure - in many cases, a legacy of ARD has been derived from operational and strategic decisions made decades ago, before the risks and impacts of the self-sustaining cycle of ARD generation were properly understood. Add to this ARD generation from poorly managed operations and from historic and abandoned sites, and it becomes clear that the treatment of ARD will be required for the foreseeable future to protect water quality, and ecosystem and human health.

Research shows that continuous mining sections can normally produce around 950 tons per shift in a seam 5 or 6 ft. thick. The shuttle cars as well as the continuous haulage systems are able to match with the continuous miners in capacity. However, in practice both of the two systems seem to be averaging at around 450 to 500 tons per shift in production. Continuous haulage systems are preferred in thin seams particularly where the floor is soft.

Nine western states contain significant barite deposits, but most deposits are in Nevada, which has been the principal western producer for more than three decades. Nevada produces about 85% of the total United States production, but about one-half of the barite consumed in the country is imported. Approximately 95% of the barite is used in drilling muds. Sharply decreased oil and gas drilling, starting in early 1982, severely depressed the domestic barite industry. Other problems for western barite include long distances to the areas of major drilling, high railroad-freight rates, and increased barite imports. Bedded deposits, formed by submarine exhalative processes, account for almost all western production, and reserves are large.

The vibrations generated by a tricone drill bit are caused by the successive impacts of the bit teeth on the rock, and peaks in the vibration spectrum can be associated with impacts coming from particular rows of teeth on one or other of the bit cones. Wear of the bit teeth causes a shift of these peaks to higher frequencies at constant bit rotary speed, whereas changes in rock type generally produce changes in peak height. Bit bearing failure or poor hole-bottom cleaning both cause loss of definition in the spectrum, the latter often associated with spurious high-amplitude signals at low frequency. The vibration signals may also be analysed in the time domain, where, for example, cone locking can be identified by characteristic features in the signal of torsional acceleration.

Under the United Nations Convention on the Law of the Sea (UNCLOS), the international seabed area (Area) and its resources are the common heritage of humanity (CHH). Patent rights can be incompatible with the CHH doctrine and its underlying principles because patent holders might charge unjustifiably high prices to license patented technology for exploring and exploiting the Area’s resources (creating a "patent holdup" situation), might choose not to license, or might license exclusively when doing so would contravene CHH principles. However, a reasonable patent licensing regime can contribute to sharing the benefits derived from the Area and promote environmental sustainability. Provisions of the UNCLOS that stipulated compulsory technology and financial transfers were removed in the 1994 Agreement relating to the Implementation of Part XI of the UNCLOS (1994 Agreement), but to promote equity and sustainability I propose a voluntary licensing regime modeled on the concept of reasonable and non-discriminatory patent licensing (RAND) that has been used in other contexts. The International Seabed Authority (ISA) or another entity will need to coordinate and promote this licensing regime through governance of intellectual property (IP) derived from the Area. This proposed approach can better effectuate the CHH doctrine and its underlying principles.

Of the 15 million tons of glass discarded in municipal wastes annually, about 2 million tons pass through incinerators and can be recovered by ore processing techniques. Although the primary use for this recovered waste glass would be as cullet in the manufacture of new glass containers, this approach is not always practical because of long shipping distances, high freight costs, and high purity requirements. Alternatives to the use of waste glass as cullet would be either as landfill or in secondary products. Although glass is considered a good landfill material, it is still wasteful of potentially valuable raw materials. Secondary products that can be made from waste glass1 include a variety of industrial and construction items. As part of the Bureau of Mines' program in secondary materials recovery, the Tuscaloosa Metallurgy Research Laboratory has conducted research concerned with the development of ceramic building products from waste glass. Materials employed in this research were obtained from municipal incinerator residues fractionated in the Bureau's continuous residue processing plant, College Park Metallurgy Research center.' The studies reported herein3,4 present research results using waste glass in the formulation and production of clay bricks, not only to produce improved products, but to reduce production costs, conserve natural raw materials, and most important, to reduce manufacturing energy requirements.

This report refers to the Chicago Deep Tunnel Contract 13A, which was the first contract let in the City of Chicago requiring the construction of deep drop shafts for the transportation of high level sewage to the deep tunnel system. The basic contract required the contractor to construct certain drop shafts designed to deliver surface and high level sewage to the deep tunnel system approximately two hundred feet below. The design of the drop shafts was in a degree affected by their proximity to the existing deep tunnel. The tunnel, approximately three and one-half miles long, was to have five shafts dropping sewage at five locations. Four of the drops were approximately one-half mile apart and spaced from the dead end of the tunnel. One shaft divided the remaining two miles from the existing work shaft at the southeast end of the tunnel wherein a 220' deep pumping station was to be built. The existing tunnel had been built some time previously and all dewatering had stopped, allowing the tunnel and main shaft to fill with water. According to the plans, the drop shafts were all between fifty and ninety feet north or south of tunnel center line, and located in heavily built-up residential and industrial property. This then defines the problems: How do we control the water. If we excavate from the top down, how do we handle the slurry and the muck from five locations. Assessing the occurrence of natural ground-water recharge at mine and mill waste disposal sites may be crucial to addressing regulatory agency concerns regarding the potential impact of waste seepage on ground-water resources. Recharge has been shown to occur even in semi-arid areas where annual lake evaporation exceeds precipitation. Permanent storage of waste seepage in the unsaturated zone is not to be expected if recharge occurs under natural conditions. Establishing the direction and rate of fluid movement in the vadose zone by field measurements is an important element that should be included in the site selection process.

Marino Engineering Associates, Inc. (MEA) was asked to determine the effects of mining beneath a proposed roadway structure. In order to determine the subsidence potential and the magnitude of the mine stabilization costs it is important to know whether underground mining is present, and if so, to what a real extent. The site investigated had the potential to have mining in three different coal seams. To determine where mining was present MEAÕs borehole radar system was used. In summary, the borehole radar subsurface investigation validated that the available mine map in the most shallow coal seam was fairly accurate despite its age (1888), found no mining in the underlying coal seam and detected an area of unknown mining at a depth of about 300 ft in the lowest coal seam which was verified by subsequent drilling.

The precious metal refinery process is divided into the five process stages: 1 .copper/nickel leaching in autoclave 2. selenium roasting furnace 3. doré metal smelting furnace 4. silver electrolysis 5. gold recovery system. The process has been developed during the years in Outokumpu Harjavalta Metals, which treats about 600000 kg /year copper anode slime. The slime treatment process route in Outokumpu Pori plant has been developed from year 1941. During this period the process has been improved radically. The major changes has been the atmosphere leaching into the autoclave leaching, the sulfuric acid roasting furnace was changed into sulfuric dioxide / oxygen roasting. The old doré smelting furnace has changed into the TROF converter and the gold electrolysis / aqua regia process has changed into the quick hydrochloric acid leaching process. The current production in Pori plant is 30000 kg of silver, 1000 kg gold, 30000 kg of selenium and some hundred kg of platinum- palladium concentrate.

The Bureau of Mines is concerned with all the approximately 60 industrial minerals, although its research program currently is focused on 10 of them--bauxite, chromite, clay, manganese, phosphate, potash, refractories, sulfur, titanium, and zirconium. To alleviate reliance on imported materials, particular attention is directed to those minerals having a potential for production from domestic resources. Another important consideration is environmental problems associated with the production of industrial minerals, principally in mining and mineral processing operations, The Bureau also is looking at the opportunities to substitute more abundant minerals for scarce raw materials such as rutile, fluorspar, and bauxite. In its overall minerals surveillance, the Bureau's mining and metallurgical research and development are coordinated with its minerals information activities from which reviews, projections, and forecasts identify the potential for critical disruptions and short supply situations.

The economic value of calcium carbonate when used as an extender or filler basically falls into two categories: 1. Lessening the cost of the final product to which it is added. 2. Contributing desirable physicals to the final product. In most instances, a combination of these two may be achieved. The mineral limestone which is found in abundant quantities in many areas of the world is the source of 99% (+) of the calcium carbonate used as fillers and extenders. Precipitated, or chemically formed, calcium carbonate is also available, but by comparison, in very limited quantities.

The introduction of biotechnological principles in hydrometallurgy has created new opportunities and challenges for the industry of mineral processing. During the 1950's and 608s, the mining wastes and unused complex mineral resources have been successfully treated in bacterial assisted heap and dump leaching processes, especially for the production of copper and uranium. The economic viability of bio- leaching technology lead to its world-wide acceptance by the mining industries. During the 1970's this technology grew into a more structured discipline which is called "biohydrometallurgy". Currently, bioleaching techniques are ready to be used, in addition to copper and uranium, for the extraction of cobalt, nickel, zinc, gold and silver from diverse mineral resources and for the desulfurization of certain coals. However, in a foreseeable future the biohydrometallurgical processes may be applied also for the treatment of high- grade ores and mineral concentrates using native and/or genetically engineered microorganisms.

A sample of thorium-contaminated soil from Kirtland Air Force Base (AFB) was subjected to froth flotation for removing thorium contaminants. A series of flotation tests were conducted to screen and evaluate the reagents. Among the collectors used, sodium oleate exhibited to show the promising results. Preliminary tests showed that a concentrate having activity as high as 5300 pCi/g can be obtained from the contaminated feed soil having activity 800 pCi/g. The volume reduction obtained was 89% and the activity recovery in the concentrate was 68%. The paper discusses the physico-chemical characterization data and the potential physical separation decontamination schemes for the thorium contaminated soils.

The removal of oxyanions of arsenic present in mine process water and drinking water to a regulatory level (i.e. below 50 ppb) is a challenging problem. Conventional water treatment methods presently used for controlling arsenic have several drawbacks and limited success. A new adsorbent (LS™) developed at the University of Nevada, Reno, has strong specificity for both arsenate and arsenite species present in process waters. The adsorbent in very selective to oxyanions of arsenic and competition of other indifferent ions is minimum. Water samples from different sources were tested and arsenic was successfully removed to below 50 ppb. This paper describes both batch and packed column tests conducted in the laboratory as well as at the plant sites using LS™.

Experts, like many of the speakers at the SME Annual Conference, are frequently called upon by lawyers to assist them in litigation. Due to the technical nature of many cases, the testimony of an expert with knowledge and experience in a particular field is necessary to help a judge or jury understand and decide certain issues. Environmental litigation is no exception. Experts routinely are called upon to offer testimony to establish the existence of contamination and its source, as well as the potential health and environmental risks associated with the contaminants. This article will briefly discuss the factors courts apply to determine whether to admit expert testimony after the recent Supreme Court decision in Daubert v. Memell Dow Pharm., Inc., 509 U.S. 579 (1993). The Court's decision in Daubert overruled a long-standing test that had based the admissibility of scientific evidence on its "general acceptance" in the field in issue. Next, the article will discuss in general terms what a party must do to "link a particular defendant's conduct to the contamination involved in order to recover from that defendant. This link, known as causation, varies depending upon the type of claim being asserted. Expert witnesses are used extensively to help establish causation. JUNK SCIENCE OR GOOD SCIENCE- HOW DOES A COURT DETERMINE WHAT TO LET IN A frequent complaint in litigation involving technical or scientific issues is that one party or another is trying to use so-called "junk science" to prove its case. While some expert testimony might be so clearly lacking in support or so "off the wall" that a court can easily determine to exclude it, other testimony, especially testimony on the "cutting edge," is much more problematic. In 1923, the District of Columbia Circuit Court of Appeals decided the case of Frye v. United States, 293 E 1013 (1923). A risk analysis on mine fires for all U.S. underground coal mines from 2000–2012 was completed to identify locations that have a high risk for fire incidents. The data for this analysis was extracted from the Mine Safety and Health Administration’s (MSHA) mine fire accident reports database. After identifying fire incidents from this database, a risk matrix was developed for underground locations that showed a significant propensity for fire incidents. This matrix associates the hazards and risks with the severity and frequency of their consequences at each location. These significant mine areas will be the concentration of future studies in fire behavior, suppression techniques, and simulation methodologies. INTRODUCTION Fires in underground mines pose significant hazards to personnel because of inherent restrictions to movement and limitations to egress routes. Despite improvements, mine fires remain serious hazards in underground coal mine. In order to better mitigate the risks from fire hazards in the modern underground mining environment, a better understanding of where fire events occur must be gained. The following paper presents an investigation on the number of fatal and non-fatal incidents in underground coal mines fires from 2000 to 2012. Three phases of risk assessment (i.e., risk identification, estimation, and evaluation) were applied to the recorded fire events from the MSHA incident database that occurred during this time period. Using this process, a fire hazard was first defined. This definition was then used to identify any incidents that had occurred as a result of the defined hazards. The seriousness of the injuries and damages were finally quantified for each incident though an estimate of severity and frequency and then aggregated according to underground location (ISO, 1999; Van Duijne, 2008). Using this approach, locations prone to incidents resulting from fire hazards were first identified. The risk for the occurrence a fire incident in general was then estimated for each of the identified locations. The results of this assessment will be used to improve fire simulation techniques for the identified, high risk underground locations. RISK IDENTIFICATION A risk for this assessment was defined as any single occurrence of a fire initiated by the ignition of gas, dust, or electricity. Each recorded occurrence of such an event in the MSHA incident database was counted as a single fire incident. Both non-fatal incidents that were reportable but did not result in a fatality and fatal incidents that fell into the aforementioned criteria were counted. Incidents in the MSHA database that were already classified as “generic” were not considered. The remaining incidents were then totaled and aggregated according to the underground location in which they occurred. In previous studies, a number of locations, which are listed in Table 1, were highlighted as high fire hazard areas (McDonald et al, 1980; Pomroy et al, 1995; De Rosa, 2004). These locations were used to group the fire incidents extracted from the MSHA incident database. The compiled numbers of non-fatal and fatal underground coal fire incidents from 2000 to 2012 are displayed in Table 1.

A wide variety of materials have satisfactory to superior insulating properties and can be used to control the flow of heat, provide energy savings, improve personal comfort and contribute to personal safety. Such materials range from completely organic products--both of natural origin and synthetics--to completely inorganic. In many cases, thermal protective systems are actually combinations of both. Obviously, those insulating materials which are principally inorganic have the inherent advantages of low to minimal combustibility as well as utility at vastly elevated temperatures. Both of these properties are highly desirable in providing not only thermal energy conservation, but also personal safety in residential and commercial applications. As the thermal insulation needs of man and industry have developed, there has been an ever-increasing demand on the minerals industry to provide the resources required to fill these needs. On a global scale, industrial minerals have become the fundamental base upon which today's thermal insulation industry has been built. The use of minerals to control heat flow range from the most unsophisticated applications to those requiring the ultimate in scientific technology. In many cases the minerals are themselves converted in- to the major insulating media; for example, fiber glass, rock wool or refractory fiber. In other cases, minerals are used as the chemical reactants to form the binder matrix which in turn provides the product strength required for adequate handling and installation; for example, calcium silicate bonded products wherein the binder is the reaction product of lime and silica. In still other cases, low density mineral products are added to a high density binder System to provide lower weight and better insulating properties; for example, the use of expanded perlite in concrete.
