Optimal cut-off grade is one of the most critical parameters in open-pit mine design because it defines the ore and waste and thus determines the maximum net present value possible from the mining operation. Although the algorithm presented by Lane (Choosing the optimum cut-off grade. Colorado school of Mines Quarterly, vol. 59, no. 4, 1964. pp. 811-829) is the most common one in the literature, it does assume constant capacities of the mine, processing, and refinery. In this paper, Lane's original algorithm has been modified to consider variable processing capacities in order to determine the optimal cut-off grade in open-pit mines. The new algorithm proposed here is compared to both Lane's original algorithm and to a previous modification that incorporated rehabilitation costs into the cut-off grade estimation. The algorithm proposed here that permits variable processing capacities is shown to be superior for the determination of optimal cut-off grade to both these previous versions. In addition, a computer-based program was developed in Microsoft Office Excel© to calculate the optimal cut-off grade as proposed here.

SYNOPSIS This paper is based on a thesis dealing with the problem of basing the current rate at which money is collected from mine owners to pay compensation for pneumoconiosis in the future, on the current dust hazard on mines. The certification of pneumoconiotics and the incidence of pneumoconiosis are discussed against the background of existing legal provision for collecting funds for compensation. The various pneumoconiosis indices are considered. In the data analyzed, the only pneumoconiosis index common to a number of classes of mines is the time it takes to develop pneumoconiosis. Sets of dust indices and pneumoconiosis indices are computed. Expressions are derived for the time it takes to develop pneumoconiosis as a function of the dust hazard, and for the collection of funds as a function of the time available for collection. From these two expressions follows an expression for the rate of collecting funds as a function of the dust hazard.

The environmental repercussions following large-scale disturbance of the land surface, and the secondary effects of the disposal of waste products and effluents from mining, have not yet become apparent.

It argues that if the six identified threats of insufficient spending on research and development, general standard of education, nationalization, inadequate infrastructure, Aids prevalence and labour inefficiency are not acted upon as a matter of urgency, the future of the mining industry, along with its important contribution to the economy, is at risk.

The design and efficient operation of density-based mineral processing units requires regular densimetric analysis to be carried out on the various associated process streams. The results obtained from such analyses can have wide application, including the generation of washability and partition curves, which are critical for process design, control, and simulation. This paper describes some of the collaborative efforts that Kumba Iron Ore, in partnership with Springer New Technology and Anglo Technical Solutions Research, is pursuing in developing a novel density determination technique exploiting X-ray transmission (XRT) and optical imaging. This technique is being developed with the aim to determine sample density distributions that apply to washability characterisation of ores. This technique is aimed to be an alternative to the traditional sink and float method. For certain applications sink and float has required the use of tetrabromoethane (TBE) solution?a chemical that has been classified as harmful and environmentally unfriendly. This paper therefore presents some achievements in developing this novel technique which seems to be very promising.

A. Continuous miners, and their operation at Bosjesspruit Colliery J. D. INCH*, B.Sc. (Min.), M. I. Min. E. (Visitor) A brief description is given of the main types of continuous miner and their incidence of application in South Africa. Definitions and descriptions of the design parameters and components of the main cutting head are given. together with an outline of the modifications carried out to improve machine cutting performance. An account is given of experience with the application of water infusion to suppress airborne dust during continuous-miner operations. B. The selection and performance of continuous miners at Matla Coal by J. D. STONE, B.Sc. Eng. (Min.,) M.B.L. (Graduate) The reasons for the choice of continuous miners for the development of accesses and the winning of coal in a modern underground coal mine are discussed. It is shown that, at relatively low depths, the extraction rate as well as the costs are more favourable than those of proved total extraction methods. The selection of a continuous miner is largely dictated by factors such as production rate, capital and running costs, imported content and the extent to which local content and manufacturing are to be increased, manpower requirements, seam thickness, expected floor and roof conditions, and maximum cutting height. The present inherent shortcomings of continuous miners, such as inefficient continuous transportation of coal away from the miner and the lack of an infinitely variable traction to match the sumping speed with the feasible penetration speed, are pointed out. Specific problems encountered and the methods of solving them, as well as a planned trial with a heavy-duty continuous miner, are discussed. C. Continuous mining within the Tavistock Group of collieries I. D. BRUMBY.Dip. Min. (Visitor) The Tavistock Group of collieries is situated some 25 km south of Witbank. The three collieries comprising the Group are Tavistock Colliery, Phoenix Colliery, and South Witbank Coal Mines. Continuous mining is practised to some degree at all three collieries. This system of mining was introduced at Phoenix during 1976, South Witbank during 1978, and Tavistock during 1979. For the twelve months ended June 1979, continuous mining accounted for 1,7 Mt of the 4,5 Mt hauled from underground. All the continuous miners introduced to date have been of the rotary-drum type. D. Pillar extraction at Usutu Collieries using continuous miners by c. J. BEUKES(Visitor) In 1969 Usutu Collieries began pillar extraction with conventional mechanized equipment. This was very successful, but certain disadvantages could be eliminated if continuous miners were used instead. In 1976 the first continuous miner was introduced for this purpose; this proved so successful that a second unit was introduced in 1977, and pillar extraction by conventional equipment was discontinued. By the end of 1978, 1,3 Mt had been mined from pillar extraction by continuous miners. This paper describes the method in some detail, and indicates that the operational costs are lower than for conventional bord-and-pillar mining. After bench-scale and pilot-plant tests in which it was shown that wet high-intensity magnetic separation (WHIMS) can achieve good recoveries of gold and uranium from Witwatersrand residues, a production size machine was installed at a gold mine. The mechanical and metallurgical performance of this machine have been satisfactory, and the economics of the process are attractive. WHIMS can be combined with other unit operations like flotation for the optimization of overall gold and uranium recoveries. This concept is shown to be relevant, not only to operations for the retreatment of tailings, but to processes for the treatment of coarser material. In the latter, there is a saving in energy consumption compared with the energy required for the fine grinding of the total feed, and a material suitable for underground backfill can be produced. Improved. more cost-effective WHIMS machines currently under development are also described.

The President: We are very fortunate tonight to have with us Professor Franz Pawlek, Head of the Institute of Extractive Metallurgy for Non-Ferrous Metals of the Technical University, Berlin. In him we have a representative from one of the few mining and metallurgical universities in Western Germany, since I understand there are only three such universities, Berlin, Aachen and Kassel. The latter is represented by Mr Schmelling who has accompanied Professor Pawlek here tonight. The famous Freiberg University is on the other side of the Iron Curtain, and so is Breslau. Professor Pawlek was born in Vienna many, many years ago, and he obtained his diploma and then later his Doctor's Degree in metallurgy, in Vienna. For four years he worked for an Austrian company, and then moved to Berlin and joined the A.E.G. Company. After the war, he joined the Institute, which had been very heavily damaged, and he was closely associated with the rebuilding and re-equipping of the faculty of mining and metallurgy. He has written numerous papers, and I am sure we are going to have a most entertaining and interesting evening's talk. The President: Gentlemen, I am sure you would like me to thank Professor Pawlek for his talk tonight. My knowledge of pressure leaching is particularly small, limited to a friendship with Professor Frank Forward, to whose original work at Fort Saskatchewan reference has been made by Professor Pawlek. I enjoyed Professor Pawlek's talk, and as a mining engineer I managed to follow most of the argument, mainly because it was so lucidly presented, aided by these informative slides; but I never realised how complicated a problem this process can be. I am taking the liberty of asking Professor Howat to express our thanks from a more technical point of view. After Professor Howat has spoken, and possibly posed a few questions, I shall throw the meeting open in the hope that various people here will be prepared to ask questions. I see one or two gentlemen who have been over in Canada studying pressure leaching lately, and I hope they will ask questions, informally if they so wish. We will not record the full proceedings of this meeting tonight, in the hope that there will be more questions of a general nature. Thank you. Professor Howat: Mr President, Professor Pawlek, I am afraid I am up here under false pretences, because the matter that I thought I was asked to do was to propose a word of thanks, and I usually thought that a word of thanks was taken at the end,-however. It is always very intriguing to think that for all these thousands of years that have passed, pyrometallurgical processes have provided the main methods of extracting metals from their ores. Within the last 100 years, hydro metallurgical processes have become of increasing importance, and it is quite interesting to speculate that the largest single hydrometallurgical process is the one that we operate in this country,-which was devised by two distinguished countrymen of mine,-namely, McArthur and Forrest.

In this paper we present The Ultimate Flotation Cell, a newly developed flotation cell that is proving very popular in the industry. All flotation cells have only one purpose and that is the recovery of the required product, the patented impeller and disperser system of the Ultimate Flotation Cell allows total flexibility in order to achieve the optimal recovery. This ability to tune the cell performance provides the optimization of the ?capture? (collection) stage, all existing models address the need for a wide bubble size distribution (100µm-2 mm) to obtain a better flotation size-by-size, Yoon, 1999,Yoon 2000, Franzidis and Manlapig, 1999. The Ultimate Flotation Cell provides flexible performance optimization. This ability to optimize the flotation regime particular to a specific ore is achieved by the following factors: ? The impeller allows vastly improved air induction rates compared to conventional and sparged cells. This ability to induce and disperse large quantities of air, in a controlled manner, allows the cells to be tuned to give the optimal Sb by varying the rotational speed via a VSD which every cell is fitted with. ? The patented impeller gives a very constant and stable air induction rate, which ensures that the cell?s circulation pattern is constant, giving a very stable surface, allowing optimal froth depth. ? Although conventional dart valve, level control can be offered, great success has been achieved with a simple draft tube/sand relief device. ? The cells have a inlet design similar to the old Denver ?Cell-to-Cell? design, which guarantees the at lease one pass through the mixing zone in each cell. Actual plant performance data will be presented from two plants, one in Zambia and the other in the DRC.

Outotec?s direct leaching process is an atmospheric leaching process for sulphidic zinc concentrates. The direct leaching process, based on special leaching reactors developed by Outokumpu, is the most economical way to produce electrolytic zinc. The production scale applications of the process realized so far are in use at Boliden?s Kokkola and Odda zinc plants. A new full-scale application of Outotec?s direct leaching process will be started in 2008 in China. The process is integrated into the existing production plant, replacing part of the old production facilities by modern technology. Besides high zinc extraction the plant expansion and modernization offers also indium recovery, iron precipitation and solution purification processes. The process equipment includes tailor-made reactors designed on the basis of the work and experience of Outotec research centre. I. R. M. Chaston* As a gravity concentration man in the midst of so many eminent flotation experts I feel like Daniel. However, I would respectifully disagree with the opening remarks by Mr Viljoen. First, he suggested that gravity concentration of cassiterite was not effective in sizes below 30 microns. In a paper to the Institution of Mining and Metallurgy in 19621, I gave some figures for gravity concentration of deslimed material both for cassiterite and for wolfram which indicated that careful shaking table concentration of fine deslimed material could give recoveries of 75 to 90 percent in the size ranges above 13 micron. These were figures obtained from normal plant operation. It would be interesting to know if any tests were carried out on gravity concentration of the efficiently deslimed feed to this flotation plant to see what the recovery would be. Secondly, Mr Viljoen suggested that gravity concentration plants were expensive. He gives the cost of a flotation plant at R300 000 to treat a feed of 400 t.p.d. to the desliming section or 160 t.p.d. to the flotation cells. From his operating cost figures it would appear that the flotation cost is approximately R2 to R4 per ton of feed to flotation and the total operating cost about R2 per ton of feed. A table plant to treat this tonnage of deslimed feed would consist of about 30 tables and should cost considerably less to install and very much less to operate than the flotation plant. Third, Mr. Viljoen suggests that the concentrate grade from a gravity concentration operation would be unacceptably low. The paper quoted abovel showed that once a primary fine concentrate had been made, giving a suitably deslimed material, further gravity concentration could give concentrates of over 40 per cent Sn with high recoveries. Tailing from this dressing stage was naturally returned to the feed. To give these high grades, sulphides had been removed by flotation but this necessary flotation step is simple and cheap to operate and could be restricted to the final stage when the quantities involved are small. I would agree that flotation has a part to play in fine tin recovery but this role would only seem to become fully effective at sizes below 10 micron and would seem to require, as Mr. Viljoen has suggested, a mechanism for sizing which is effective down to, say, 1 micron. In the meantime it would be interesting to try tabling the flotation tailing to see if it was possible to recover the plus 20 micron cassiterite which is not recovered well by flotation. One point which has been made during discussion is the suggestion that cassiterite particles have a fully hydrated surface at normal pH. I wonder if this layer could materially affect the overall specific gravity of a very small cassiterite particle and, if so, whether gravity concentration of the very fine cassiterite would be improved if carried out in acid conditions, which would inhibit the formation of this hydrated surface. King Mr Viljoen has drawn attention to the difficulties associated with the presence of very fine particles in the flotation pulp and he has indicated that, on the Union Tin plant, they must sacrifice 30 percent of the cassiterite in the minus 7 /Lm material which they separate and lose. He has also indicated that the rate of flotation of cassiterite remained high at these small sizes. The problem arises because the very small particles stabilize the froth making it impossible to handle. These stable froths cannot be easily broken and therefore cannot be pumped and processed. It seems that further fundamental research work on the properties of stabilized froths is urgently required. We have found another difficulty associated with the presence of very fine particles in phoscorite slurries; these particles can be easily floated but with very poor selectivity. We believe that it is possible that a purely physical mechanism such as entrainment is responsible for the collection of fine particles in the froth. We have also demonstrated that the presence of fine particles in the pulp adversely affects the rate of flotation of the larger particles. For esample, we have found an increase in recovery of + 100 um material from 2 percent to 17 percent in a standard laboratory batch flotation test on phoscorite when the - 37 um was removed from the feed. Such interactions between particles are not universally recognised as an important aspect of the complex flotation mechanism. They should appear in any quantitative formulation of the flotation rate process.

The optimal design of production phases and ultimate pit limit for an open pit mining operation may be generated using conventional or stochastic approaches. Unlike the conventional approach, the stochastic framework accounts for expected variability and uncertainty in metal content by considering a set of equally probable realizations (models) of the orebody. This paper evaluates the performance of a new stochastic network flow approach for the development of optimal phase design and ultimate pit limit using a gold deposit as the case study. The stochastic and conventional frameworks as considered here utilize the maximum flow and Lerchs-Grossman (LG) algorithms, respectively. The LG algorithm is restricted to considering an estimated (average-type) orebody model, while the stochastic maximum flow algorithm is developed to simultaneously use a set of simulated orebody realizations as an input. The case study demonstrates that, when compared to the conventional LG algorithm as used in the industry, the stochastic approach generates a 30 per cent increase in discounted cash flow, a21 per cent larger ultimate pit limit, and about 7 per cent more metal, while it maintains a consistency in phase size.

Harris Womanpower In 1981 the Publicity Committee of the Federation of Societies of Professional Engineers (FSPE) decided that one way in which the engineering manpower pool could be increased would be by the introduction of womanpower to the profession. Since then, Std 9 and 10 girls have been invited to attend the engineering winterschools held annually at the various universities under the auspices of SAFUES. Coal-mining wastes The 2nd International Symposium on the Reclamation, Treatment and Utilization of Coal Mining Wastes will be held in Nottingham (England) from 7th to 11th September, 1987.

The prediction of the mechanical behaviour of South African coal on the basis of current proximate and other chemical parameters gives rise to problems, and the use of ultimate analyses and inferred maceral and rank analyses, although it has improved the situation to some extent, is still not satisfactory. In an attempt to reach a new level of understanding, this paper gives an in-depth review of the fundamental petrographic characteristics of coal and compares these parameters with the main types of mechanical performance. A two-tiered system of primary and secondary parameters is proposed for the prediction of coal behaviour. The primary or inherent parameters include rank and organic composition. The secondary or extraneous factors include such parameters as mineral mater, cracks or cleats, degree of oxidation, and size. In addition, an explanation is offered of several anomalous behavioural conditions in some South African coals.

After the presentation of the paper (published in the March Journal) the Vice-President said: "This paper is a very important addition to the considerable volume of work applications on this subject of pneumoconiosis. The disease, in all its various forms, has received attention from many, many great men, both in the medical world, and engineers. The fact that there is this big volume of publications of literature on it still doesn't mean that we can get anywhere beyond the old, simple injunction, that the prevention of pneumoconiosis does not depend on compensation, levies or anything else. It simply depends on allaying dust as quickly as possible. "This paper, however, is another scientific landmark and I think, in a cold and dispassionate way, it sets out some important points in this whole subject of the relationship of the levy - the money of compensation to the dust which causes it. "I have, personally, very little to criticise in this paper but when I listened to Dr du Toit's final conclusions, I wondered whether the words, 'Within the data available', aren't the key to this whole situation. I agree that he has demonstrated a workable relationship between the current industries for levy and dustiness, but among the factors which he lists as being important, I know that there is one which is missing. This is extremely difficult to evaluate. It's a factor which has destroyed, on so many occasions, the work which has been done by so many genuine, intent, honest people working in this field, and this is this unknown factor, this hidden factor of political opportunism, which has so often played a very important part in pneumoconiosis compensation. "How many of us have seen the grubby, grasping fingers of power-mad demagogues, and I can name them for you - but I won't - and also the blatant vote-catching of certain politicians interfering in this field. How, at the end of all that, the poor scientist, the poor dedicated man in the Mines' Department, who has to write the law of compensation, can operate, I do not know. "From this picture the ordinary layman recoils in horror. Among the casualties in this particular war, which has been fought over so many years, I am perfectly certain, are some of the criteria of certification, especially in '56/,57, when that extraordinary condition, known as 'pulmonary disability' was introduced. Groups of up to twelve new recruits to the industry were subjected to climatic room acclimatization for either five, seven, eight or nine days prior to being tested for the degree to which they had been acclimatized. These tests were done at 32,2 0C (wet bulb) at a wind velocity of about 0,4 m/sec and the men worked for four hours at a rate of 215,6 kg m/min on one day and at a rate of 431,2 kg m/min on the second day. The results indicated that there is no significant difference between the degrees of acclimatization obtained by the eight- and nineday procedures which confirms the conculsions drawn in a previous report1. The eight-day procedure can thus be claimed to be perfectly adequate and safe. Decreasing the period of exposure to five or seven days would however, not be justified because of the significant differences in physiological responses that were observed on both test days between men acclimatized for these periods and those acclimatized for nine days. It is concluded that it would be unsafe to employ these shorter periods of acclimatization when underground environmental temperatures at which the men are to work, exceed 31 0C (wet bulb).

Reviewer: P.R. Janisch The progress of mining and metallurgy in Australia and their contribution to that nation's economy closely parallel those of South Africa. Australia's was the second of the three great gold rushes of the nineteenth century. It was centred on Bendigo and Ballarat in Victoria, and occurred in the 1850's, a few years after California's forty-niners. The California goldfield also gave birth to the now common term for a tabular gold bearing deposit-a 'reef'. Amongst the fortune-seekers were sailors who had jumped ship on hearing of the riches to be found on land. When the gold ran out, and with it the money, the sailors found themselves stuck on a reef'. But others, more canny, had accumulated the means to move on, and some came to the Transvaal on the news of the Barberton discoveries. One of them was George Harrison.

Rand (Member) Recent studies have shown that the overall extraction of gold from Witwatersrand ores is increased as the proportion of gold reporting to the amalgamation circuit is increased. Testwork has therefore been carried out with a view to improving recovery by gravity concentration. In this paper, the history of gold recovery by gravity concentration is reviewed, and methods and machines at present in use are briefly described. The results of plant and laboratory tests are presented, and the limitation of existing concentrators is discussed. A pilot plant is being built for the testing of improvements to the existing concentrators and of several new devices, particularly the Reichert-cone concentrator.

INTRODUCTION Most presidential addresses are in the nature of a review of some specific topic and this will be no different. In thinking about the subjects which might be suitable for this address I decided that as next month will see my retirement from the gold mining industry I might review the four decades since I started in the industry in 1929. These four decades have been more than usually in',~resting and exciting. They have covered a period when the price of gold increased from the old figure of 84/- an ounce to the price of $35 an ounce today, taking in on the way at least two periods of premium sales from which the producer benefitted. The industry in these four decades has survived the most totally destructive war in history and has seen fundamental changes in the political, economic and governmental life of South Africa. There have been great technological changes and improvements, some of which I shall refer to later, and in addition there have been profound changes in the relations between employer and employee in the industry which have affected not only the economy of the industry but the traditional thinking of both management and labour. I believe that the address presented to this Institute on the occasion of its 75th Anniversary by Mr Goode covered more than adequately the history of the Institute and the part it has played in the mining industry of South Africa. It would be merely repetitive, therefore, to discuss the affairs of the Institute of Mining and Metallurgy. Having said this, however, it is also necessary to point out that the history of the Institute is, and always will be, an important record of the history of mining in South Africa. There are many facets, however, on which we ought to look back and to re-examine. One of the most rewarding, but at the same time one of the dullest, places to look for historical facts is in the annual reports of the Chamber of Mines. I suppose that some of the dullest of these have been the reports for which paragraphs have been prepared by me personally. The notes which follow do not claim to be anything like a full record of this exciting period. RISE AND FALL OF THE GOLD MINING INDUSTRY In talking about the mining industry of South Africa it is inevitable that one talks, particularly in the historical sense, about the gold mining industry - an industry of fundamental importance which has made South Africa what it is and which has been dying since the early part of this century. In Table I is shown the progress of the gold mining industry measured by its output of ounces of fine gold from the beginning of operations until the end of 1969, and if you are interested in the productivity of the men who work this industry the table, composed entirely from figures set out in the Chamber's annual reports, also shows the production of gold expressed as fine ounces per European and fine ounces per Bantu worker over a long period. If you are still minded to think of this industry as dying then the last column in the table shows how uranium has played such a vital part in the prosperity of the country.
