The Great Plains Coal Gasification Project is the first commercial scale grass roots synthetic fuels (SNG) plant to be built in the United States. The plant will be constructed in two phases, with each phase producing 125 million cubic feet per day of pipeline quality (970 BTU per cubic foot) substitute natural gas from lignite coal. The plant is located north of Beulah in Mercer County, North Dakota. The first phase complex, when completed, will cost about 1.2 billion dollars and will include all necessary process units, oxygen production, steam generation, coal handling and preparation, utilities and infrastructure. The plant will be owned and operated by, the Great Plains Coal Gasification Associates, a partnership consisting of the following companies: ANG Coal Gasification Company, Mid Con Corporation, Tenneco, Inc., Transco Energy Company and Pacific Lighting Co. The Project began in late 1973 with a Phase I feasibility study and site selection study. The feasibility study was completed in 1975, at which time Kaiser Engineers and C. E. Lummus, the two engineering contractors, proceeded with a Phase II conceptual engineering design for the project. The culmination of the Phase II work was the publication of a detailed scope definition and control estimate, which was to become the cost guideline for procurement and plant construction. Following an engineering slowdown period in 1979, due to continuing delays in regulatory procedures, detailed engineering effort was reinstituted in early 1980 and by mid-1981 was approximately 35 percent complete. The total home office engineering effort amounts to approximately 3.5 million man hours of work split between Kaiser Engineers and Lummus. These totals exclude the engineering effort expended by Lurgi of Germany in the process design. The gasification plant shares the site and certain other facilities with the Basin Electric Power Station. Among these facilities are the plant access railroad, peripheral drainage ditch and raw water supply system. In addition, the gasification plant will draw its power directly from the Basin main substation, and Basin will receive coal from the gasification plant, consisting of the coal fines which cannot be gasified in the Lurgi units. The overall construction program covers a period of approximately 44 months with mechanical completion and initial gas production slated for late 1984. Craft labor requirements amount to approximately 11.5 million man hours and the work force peaked in excess of 4,500 people. In anticipation of an early resolution of both Federal Energy Regulatory Commission ruling and Department of Energy loan guarantee commitments, certain work on the site was commenced during 1980. This work consisted of site rough grading, driving of piles, and erection of three of the plant auxilliary buildings. Orders and subcontracts were placed for compressors, pumps, electrical equipment, material handling equipment, piping, structural steel, boilers, oxygen plant and cooling towers. Over 40 major Federal, State and local permits were required. Among these were such diverse permits as: ? Soil conservation ?Railroad and pipeline rights of way ? Certificates of site compatibility ? Permits for structures in areas controlled by the ? U.S. Army Corps of Engineers ? Environmental permits required by the North ? Dakota Department of Public Health. The preparation of an Environmental Impact Report began in September of 1973. FPC (now FERC) guidelines and North Dakota special requirements were followed except that, at the time, the highly structured form of environmental impact statements we know today was not in use. We were required to develop a number of new sampling and evaluation techniques and reporting procedures at a time when the requirements were vague and often contradictory. In March 1975, field studies were completed and submitted to the Bureau of Recla¬mation, which then began to prepare its own EIS. Two years later, in May 1977, public hearings began on the Project. The hearings and public review of the report drew over 400 comments or questions. Responses o the comments were in¬corporated in a Final Environmental Impact Statement issued in January 1978. In March 1975, the original filing was made for an FPC Certificate of Public Convenience and Necessity which included: ? A technical feasibility study ? An Environmental Impact Assessment ? An Economic and financial feasibility assessment. An amended filing was submitted in 1976 to build the plant in two phases because studies then indicated that the cost of the plant had increased substantially. A second amended filing was submitted in 1977 to reflect the involvement of Peoples Gas (now Mid-Con Corporation) in the Project. At the time, it was believed that an FPC Certificate could be issued by December 1977. However, approval would be contingent on the U.S. Bureau of Reclamation having a complete Final Environmental Impact Statement for the Project. At nearly all of the copper smelters in the Southwest, at some time, calculations have been made having in view the economy of replacing fuel oil with pulverized coal as a heat-producing medium for smelting operations This matter has been, and is more so now than at any time heretofore, of very great importance. Due to the intensive development of oil-producing areas of the world and the tremendous use of fuel oil for many purposes, it seems that before many years the supply of oil will become so small as to prohibit its use for such operations as smelting. This may be caused by prohibitive prices, or even by government decree as a conservation measure. In the event that the use of fuel oil becomes out of the question, the copper companies have just two alternatives: the use of pulverized coal or electricity. The copper companies of the Southwest produced an average of 808,400,000 pounds of copper per year for the war years of 1916, 1917 and 1918. This figure is, of course, a higher one than has prevailed since the war, but at the present time nearly all of the mines and smelters are getting back to capacity. There is no doubt whatever that the consumption of copper is going to increase, perhaps for the next ten years. This means that more copper mines will be discovered and developed, and that the mines which are now producing will be called upon for a greater production. This all tends to show that the mine manager who is looking ahead must develop some substitute for fuel oil in the event of its use becoming prohibitive, and all indications seem to point in that direction. The only coal which is commercially available to the smelters in the district under discussion must come from Colorado and New Mexico. These coals are high in ash and volatile matter and comparatively low in calorific value. The proximity of the smelter to the coal mines is a large factor in determining which fuel is more economical. Most of the smelters within two or three hundred miles of the coal mines find it more profitable to burn coal, while those at greater distance find that the higher freight charges on the coal make the use of oil more economical.

MR. STOUT: The picture shows the plan of the "V"-system as worked at Berwind mine, in a small strip of coal adjacent to the 4th right entry. The dotted line (indicating) show the position of the break rows as set for each of the three consecutive breaks. In two cases the break rows failed to function properly and as a result, the roof caved along the points of the "V's" as well as back along the faces a short distance. This affected the ventilation to a certain extent, but was remedied immediately by cutting through the points near the cave and setting additional timbers. At the present time we are putting in the break row of heavy red spruce props, making the row straight instead of curved as is shown in the picture; in this way we believe we can better control the breaks. The three "V" entries were driven up 14 feet wide, for a distance of 260 feet without cross-cuts. A very neat and substantial line brattice was carried up each entry as the places advanced. The principal factors in determining the success of this system are ventilation, roof control, and transportation. We are well pleased with the results from these three "V" places and now have four other places, about 500 feet to the west of these, driving at the present time in which we hope to get still better results. A MEMBER: What centers did you use there? MR. STOUT: We used 70 feet. This may be increased or decreased according to local conditions. MR. F. W. WHITESIDE (Chief Engineer, Victor-American Fuel Co.) Will you please describe roughly how your cars are handled? MR. STOUT: Cars are brought from the parting and pushed up along the faces by a storage battery locomotive. The faces are about 70 feet long and we found that five or six cars can be loaded and transported very conveniently. It is important to get a quick exchange of cars, and in this way we were able to keep the shovelers busy at all times. A MEMBER: What is the grade in your "V" entries? MR. STOUT: Five per cent in favor of the loaded trip. A MEMBER: What is the angle of your "V" faces? MR. STOUT: The angle at the throat is 45 degrees. MR. SAMUEL ANDREWS: In what direction does the air travel? MR. STOUT: The air travels down the dip entries and is deflected up the first "V" entry, and travels along the points, and returns down the last entry. There is no more difficulty in ventilating "V" faces than in ventilating rooms, providing the points are kept open. A MEMBER: What amount of air do you have in that section? MR. KAISER (Superintendent, Berwind Mine): Eighteen thousand cubic feet per minute. MR. ANDREWS: It is necessary, Mr. Stout, to brattice these places?

The nineteenth regular meeting of the Rocky Mountain Coal Mining Institute at Rock Springs, Wyoming, was called to order in conjunction with the Wyoming State Safety and First Aid Meet, at 2 p. m., Thursday, August 7, 1924, by President William Littlejohn of Castlegate, Utah. Meeting opened by invocation by Father Welsh. Address of Welcome by Mayor P. C. Bunning and key to city presented to President Littlejohn. Response to address, of welcome made by President Littlejohn. Minutes of the last regular meeting read and approved. Report of officers: Financial statement by Secretary-Treasurer Shubart, who stated that there was $1,225.68 in the treasury and requested that the report be referred to an auditing committee for examination and approval. Motion by Mr. Pryde that the report be referred to an auditing committee. Seconded by Mr. Robinson. Carried. A committee of three, consisting of Messrs. Murphy, McKeehan and Gibson, were appointed by President Littlejohn to examine the report, and approve it. As no time was found during the meeting, the Committee was instructed to report later by mail. Report of Standing Committees: Mr. Pryde stated that the report of the Safety Committee would he presented at the morning session, August 8th. Report of Special Committees: None. Unfinished business: President Littlejohn stated that some action should he taken on the interchanging of certificates in the four states of New Mexico, Colorado, Utah and Wyoming. A committee should probably be appointed from each of the states, and the matter left in their hands to try if possible to get their legislators to put some law into effect which will make the certificates in all these four states interchangeable. President Littlejohn also stated that the subject had been brought up, through correspondence, of changing the emblem of the Rocky Mountain Coal Mining Institute, which is the old oil lamp, and that he had had a letter from Mr. C. M. Schloss, who stated that inasmuch as the old oil pit lamp was symbolic of mining it should be retained so that unless someone had any

T. T. READ, BUREAU OF MINES: Mr. McAuliffe has asked a very practical question. Expressed in another way, the question is: If we have decided to use rock dust to prevent coal dust from exploding, have we got to take rock, that is, solid material,, break it up and finally grind it into dust (and fine grinding is very expensive), or can we take material that is already in a pretty fine state of subdivision and thereby save the expense of pulverizing it? Most of the preceding discussion has been from the view-point of practical experience, and I should like to suggest that we have not had enough practical experience in rock dusting to be able to answer this question, from the viewpoint of experience, with the degree of definiteness that Mr. McAuliffe desires. With your permission I will discuss the matter briefly from the theoretical standpoint, because after all the theoretical considerations, insofar as we understand them correctly, will apply to every' case, whereas in coming to a decision on this matter it will be necessary to take into consideration local conditions, which will necessarily vary in every case. Considering the matter in a rather elementary way, the first point is: What makes coal dust explode? The air of this room is full of dust at the present moment, even though we do not notice it. If you were to close up the room for a week, enough dust would settle on the floor so you could write your name on it. Of course, the dust which is in the air of this room is not coal dust but even if it were coal dust and you were to bring an open light in' here we all know that the dust would not explode. The reason for that is that the dust particles are not close enough together for the flame to propagate itself from one to the next. You will probably be able to see in the demonstration in the gallery on Saturday that the coal dust explosion is practically a very rapid burning of the dust. When you light one piece of dust it burns and gives out heat and if there is another piece of dust close enough to it so that the heat from the first piece is able to bring a second piece up to the burning temperature, then the flame will propagate itself through the mixture. But, if the particles are so far apart in the air that the' heat from one particle is dissipated before it reaches an adjoining one, and is therefore not able to bring the second particle up to the burning temperature, then the flame will not propagate. To get a coal dust explosion, it is not sufficient to have coal dust suspended in the air. The coal dust particles must be close enough together in the air so that the heat from one burning particle is able to heat the adjoining particles up to the point at which they will burn. There has been some discussion of the size of dust particles that will cause an explosion to propagate, and it has been pointed out that the minus 200-mesh dust is the most dangerous, and that particles coarser than 20-mesh will not propagate an explosion. There are two reasons for that. A large particle has very much smaller surface in proportion to its weight than a small particle has. You know the old story about the Indian who when asked how he could go around in cold weather without any clothes on said that an Indian was all face. A 200-mesh particle is almost all surface and there= fore is able to burn almost instantaneously, which means that it gives out its heat almost instantaneously, whereas a large particle with less surface in proportion to its weight burns more slowly, gives out its heat more slowly, and the heat has more time to be dissipated. The second reason why coarse dust does not easily propagate a flame is because it is so hard to make it
