Some segments of the mining industry, especially underground coal, have seen a large influx of inexperienced miners in recent years. It is anticipated that this trend will reach other mining segments over the next 10 years. This paper discusses the training needs of the younger generation of inexperienced workers who have just entered or are soon to enter the mines. Currently, many trainers are of the so-called Baby Boom generation. Can these different age groups learn to communicate across the generation gap? Even trainers who have been highly effective in the past should reassess their training styles and their classroom materials to determine if they are prepared to meet the needs of these new trainees.

The mineral industry of Benin continued to be confined to the production of cement, crude oil, salt, and sand and gravel. Only crude oil and cement were exported, with the value of crude oil exports and cement exports constituting about 20% and 2% of export revenue, respectively. The value of crude oil exports was less than the cost of imports of refined petroleum products. Production of crude oil was unchanged from 1986, averaging 5,500 barrels per day (bbl/d). The Government managed the facilities at the Semé Oilfield while actively seeking a new manager to replace Pan Ocean Oil Co. of Switzerland, whose contract was canceled in 1986. Recoverable reserves of crude oil were estimated to be between 18 and 30 million barrels.

This report deals with the processing and marketing of iron and steal scrap in the intermountain States of Arizona, Colorado, New Mexico, Utah, and Wyoming and the northwestern Plains States of Nebraska, North Dakota, and South Dakota. The quantity and quality of iron and steel scrap consumed in both the steel mills and iron foundries in these States in 1964 were decided by (1) the type of facilities used to produce an end product; (2) the availability of a dependable source of iron and steel scrap at competitive prices; and (3) the, ratio of the cost of iron in iron ore to iron in scrap. In recent years the quantity of scrap used per ton of steel ingot produced has decreased. The major individual. consumers of iron and steel scrap were the steel mills in Arizona, Colorado, and Utah, foundries in Utah and Arizona, and copper leaching, operations in Arizona, New Mexico, and Utah. About 2 million tons of iron and steel scrap was used by the iron and steel industry in 1964. Although there has been a decline in the amount of scrap used per ton of steel ingot produced because of changes in steelmaking methods, there has been a slight increase in the overall quantity of scrap used because of the increase in ingot production. It is estimated that the scrap consumption in the steel industry will increase by 19 percent by 1980. In addition to the scrap consumed by the steel industry, 273,000 tons of ferrous scrap were used by copper-leaching operations. Thirty-one percent of the ferrous scrap used by the steel industry in 1964 was purchased from dealers and other sources. The CF&I Steel Corp. (formerly The Colorado Fuel and Iron Corp.) at Pueblo, Colo., complemented its blast- and open-hearth-furnace operations with basic-oxygen converters in 1962. The basic-oxygen and open-hearth furnaces were charged with 30 and 90 percent scrap, respectively. Future use of the open-hearths would probably be used to supplement ingot production requirements. Because it was more economical to use less scrap and a high molten-metal charge, the United States Steel Corp. at Geneva, Utah, which uses the open-hearth process to make steel, charges the furnaces with 25 to 35 percent scrap. The Allison Steel Manufacturing Co. at Tempe, Ariz., uses a 100 percent scrap charge in its electric furnace. Although it was estimated that there were 327,000 tons of various grades of motor vehicle scrap generated in 1963, no estimates were made concerning the total quantity and grade of scrap available in the area. Most of the scrap used in the steelmaking industry originated within the area. It was advantageous to sell scrap generated in eastern Nebraska, North Dakota, and South Dakota to markets in the Midwest because of freight costs.

Design a high-production coal mining machine with inherent low dust generation and low frictional ignition potential. Approach Constant depth linear cutting (CDLC) provides a longterm solution to excessive dust generation from shearers and continuous mining machines through new design of the rotary drum culling system. Problems with rotary drum systems, which must be eliminated to control the dust generation at the source, include the effect of a con¬stantly varying depth of cut using fixed bit spacing, secondary fragmentation of already broken coal and, frictional heating of bits and entrainment of dust by fanning action due to high drum rotational speed, Each bit on a rotary drum enters the coal face at zero depth of cut, goes to some maximum depth at the horizontal centerline during sump, and exits at zero depth.

This report (Independent Functional Safety Assessment Guidance 7.0) is the last in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and after-market suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. An analytical procedure developed by the Bureau of Mines was applied to the separation and characterization of a 370° to 535° C distillate from Swan Hills (south field), Alberta, Canada, crude oil. Investigators determined the general characteristics of the crude oil by the Bureau&apos;s routine method for crude oil analysis. Suitable fractions were prepared for instrumental analyses by utilizing such techniques as isothermal and molecular distillations, chemical treatment, silica-alumina gel chromatography, and gel permeation chromatography (GK). A detailed characterization of the 370° to 535° C distillate was possible by the application of GPC-mass spectrometry correlations and nuclear magnetic resonance spectrometry. Semiquantitative data based on mass Z series distributions were determined and are shown. The data will be valuable in developing future processing techniques and in calculating yields for converting high-boiling distillates into more useful energy forms.

This report gives general expressions for evaluating various thermo-dynamic properties applicable to a two-component system, including liquid-vapor equilibria. In addition, expressions are developed for some of the quantities useful in making thermodynamic consistency checks on phase equilibria data. These formulas were developed from the general principles of thermodynamics and are expressed in terms of the compressibility factor, which is assumed to be an explicit function of the molal density, the absolute thermodynamic temperature, and the composition.

This publication comprises tables listing friction loss for a flexible, spiral-reinforced circular ventilation tubing system. The tables were constructed with the following parameters: a friction factor of 62 X 10-10, 10-foot sections of tubing ranging in total length from 100 to 550 feet, air quantities ranging from 1,000 to 15,000 cfm, and one to four 90° bends in the tubing. The aim of this publication is to improve ventilation tubing analysis and to provide a method of proper fan selection.

"The Anhydrite ProblemThe Nonmetallic Minerals Experiment station of the Bureau of Mines at Rutgers University, New Brunswick, N. J. has recently undertaken a study of the chemical and physical properties of anhydrite having in view its wider utilization anhydrite (CaSO4) in contact with water at ordinary temperature and pressure rehydrates, slowly forming gypsum (CaSO4.2H42O). In nature this is an extremely slow process, and laboratory experiments are being conducted to determine methods of accelerating the rehydration. The tests recorded herein cover one this study, and while they are negative in character in so far as the major problem is concerned, certain facts established by the tests, bearing on the stability relations of gypsum and anhydrite seem sufficiently important to be placed on record.Early Researches on Gypsum and Anhydrite.It is to Lavoisiar that we are the first scientific study of the calculation and hardening of plaster of Paris. He sums up his experiments in the following passage: ""If gypsum, which has been deprived of its water of by means of heat, is again treated with water (to make what is commonly called mortar) it takes it up with avidity, rapid and irregular crystallization occurs, and the small crystals which are formed are so entangled in each other that a very hard mass results."" Later, he observed that the dehydration of gypsum occurs in two stages: three-fourths of the combined water is much more easily driven out than the last fourth. LeChatalier first determined the temperature decomposition accurately, his method was as follows: Pulverized gypsum was placed in a glass tube in the middle of a paraffin bath, the temperature of which was raised in a progressive and regular manner. A thermometer gave at each instant the temperature the salt, and the passage of the mercury column past each division of —co. was cared by a registering chronograph. The rise in temperature was except at 128°C. and 168°C. where breaks occurred."

Recently 30 men wore viewing the demonstration of a now portable electric arc-welding outfit. A few hours later 17 of the 30 men reported to the doctor for treatment. They were suffering from traumatic conjunctivitis. In two cases the gain was very severe and the symptoms were similar to those of iritis. orphine had to be administered to afford relief from pain. Only two men of the 30 wera not affected in some way from this exposure. These two men were thick-lensed orange-colored glasses. Several of the men wore orange-colored glasses with thin lenses, but the latter were not heavy enough to afford protection.against an exposure as long as took place. The distance of the eye from the are also in- fluences the possibility of injury. Conjunctivitis is an inflammation of the con- junctiva; the conjunctiva is the mucous membrane covering the inside of the eye- lids and part of the eyeball. Traumatic conjunctivitis is caused by foreign bodies in the eye, exposure of the eyes to high winds, dust, smoke, intense light from electric arc lamps, and from electric welding apparatus. In the instance mentioned above, the inflammation was due to the ultra-violet rays. The ultra-violet rays lie beyond the violet rays in the spectrum and are invisible to the eye. In some cases the effect is so severe that, in addition to conjunctivitis, an inflammation of the skin similar to sunburn is produced. The symptons of conjunctivitis caused by intense light or by the ultra- violet rays are marked photophobia (abnormal intolerance to light), excessive secretion of tears, intense starting of the lid, contraction of the pupil, some- times swelling of the lid, and small ulcers developing on the eyeball or cornea. Unless properly treated by a physician immediately, chronic inflammation of the conjunctiva, cornea, iris, or retina, and possibly blindness, may result. Under proper treatment most cases get wall in a few days. All treatments should be under the direction of a physician. That usually advised is to place ice packs on the patient's eyes three or four times daily. The pack should be left on from 15 minutes to an hour. The eyes should be irrigated with normal salt solution (a teaspoonful to a quart of sterile vater) or a saturated solution of boric acid several times daily. If there is a discharge of pus, a few drops of a 25 per cent solution of argyrol or a 5 per cent solution of protargol should bo placed in the eyes three to six times daily. The patient should be confined to a darkened room until his condition improves in order to avoid complications. These treatments will reduce the swelling, give the patient confort, and prevent the development of chronic conjunctivitis. In severe cases it may be necessary to administer morphine to relieve the pain.

Studies on coal mine drainage sludge densification have led to the following conclusions: 1. Coal mine waters containing iron principally in the ferrous (Fea+) state can be treated by a modification of the commonly practiced lime neutralization process to yield a ferromagnetic sludge. The sludge, presumably composed in large part of a hydrated ferrosoferric oxide (Fe304.xH20), is much denser and faster settling than the ordinary "yellowboy" sludge obtained by lime neutralization and aeration at ambient temperatures. 2. The magnetic sludge preparation technique involves (quantitative) precipitation of iron (largely as Fe(OH)2) by the addition of hydrated lime to a pH of 8.5, separation of the resulting sludge from the aqueous phase, and heating of the sludge concentrate to at least 80 C (176 F), preferably higher, followed by mild aeration. 3. Magnesium, present as Mg2 in most coal mine drainage waters, inhibits the formation of the magnetic sludge. This inhibition can be adequately minimized by keeping the pH below 9.6 during lime addition (thus avoiding the coprecipitation of Mg(OH)2) and by separating the sludge from the bulk of the aqueous phase before the heating step, as indicated in (2) above. 4. Aluminum, commonly present in coal mine drainage waters, also inhibits the formation of the magnetic sludge. This inhibition is of practical significance when the molar ratio of aluminum/total iron is greater than 0.18. Below this value, sludges are still appreciably magnetic, but are bulkier and slower settling than those obtained when aluminum is absent. Unlike magnesium inhibition, aluminum inhibition cannot be minimized by the scheme indicated above, since aluminum precipitates as Al(OH)3 near pH 4 and remains dispersed within the sludge. 5. The limitation on aluminum content is probably the most serious restriction affecting the feasibility of the magnetic sludge process as presently conceived. Nevertheless, a limited review of available water quality data has indicated that, in terms of relative acid and iron loadings, a significant number of major coal mine discharges in the eastern Ohio River basin may be amenable to treatment by a magnetic sludge process. 6. Data from tests on the use of magnetic seeding materials indicate that seeding did not enhance the formation of a magnetic sludge under the experimental conditions employed.

"Eicosanoids and cylokines produced by the pulmonary alveolar macrophage (PAM) are key mediators for the defensive role this cell plays in neutralizing the inhalation of particulate dusts and foreign microbes. However, these factors are also mediators of inflammation and their uncontrolled release may cause the lung injury and liorotic changes observed in individuals exposed occupationally to mineral dust. In vitro studies have suggested a link between the production of certain eicosanoids and cylokines released from the activated PAM. To this end, we have studied the release of eicosanoids (PGE2, TXB2 and LTB4) and cylokines (IL-1 and TNF) by cultured PAM, obtained from healthy human volunteers by bronchoalveolar lavage under basal culture conditions and following acute exposure to provocative agents such as the endotoxin lipopolysaccharide (LPS) and mineral dusts including silica. Studies were also carried out in the presence of specific cyclooxygenase inhibitors. The addition of LPS (10 µg/ml) to the culture medium produced a significant increase in PAM release of the eicosanoids: PGE2 (3.5 fold over baseline), TXB2 (2.8 fold over baseline) and LTB4 (4 fold over baseline). LPS also elicited a 2.5 fold elevation in IL-1 from these cells and a 9 fold increase in TNF release. The cyclooxygenase inhibitor, ibuprofen, significantly inhibited the LPS-induced rise in PGE2, TXB2 and TNF but had only a modest suppressive effect on IL-1 release. Exposure of these cells to silica dust elicited a similar augmentation in eicosanoid and cylokine release which was neutralized by prior exposure of the cells to ibuprofen. These results suggest that the enhanced production of eicosanoids and cytokines by PAM exposed to endotoxins and/or mineral dusts may be linked and that inhibition of eicosanoid release is linked to the production of TNF. IL-1 release however is not effectively neutralized by cyclooxygenase inhibition.INTRODUCTIONThe initial pulmonary cellular response to inhaled mineral dust involves the elaboration of potent inflammatory mediators from the pulmonary alveolar macrophage (1). These mediators include the eicosanoids (oxygenated metabolites of arachidonic acid) and cytokines (intercellular peptides) which are released into the alveolar space by the interaction of mineral dust with the PAM surface membrane. The eicosanoids and cytokines promote local nonvascular and vascular smooth muscle contractility changes, elicit the recruitment of additional mononuclear cells into the alveolar space, and enhance the activation, growth and differentiation of lung fibroblasts (2). In this study we sought to examine whether eicosanoid release and metabolism are linked to cytokine release when PAM are activated upon exposure to endotoxin or mineral dusts. Modulation of these pathways through inhibitory pharmaceutical agents may help attenuate the Injurious effects caused by a sustained release of these proinftammatory intercellular factors (3). To that end, we have studied the in vitro effects of endotoxin and silica on eicosanoid and cytokine release from cultured PAM obtained from healthy human volunteers."

To cool hot working environments in deep mines more efficiently, while substantially reducing the maintenance required by presently used cooling coil heat exchangers. Approach A mine&apos;s chilled water supply cools fresh air enroute to hot working areas, in an improved, direct-mixing heat exchanger. How It Works Warm, fresh ventilation air traveling through the mine&apos;s ventilation tubing enters the lower portion of the cooler heat exchanger through a large round opening designed to accept the ventilation duct. This air flow is turned upward and evenly distributed by egg-crate lattice and pair guide vans at the bottom of the cooler. On the diagram, warm air enters at the bottom left. As the air moves upward through the cooler, it passes through a plastic or wire mesh pad which is arranged so that it offers the most resistance to upward airflow immediately above the cooler inlet: this more or less equalizes the upward air flow along the length of the cooler. The air next moves through the cold water sprays, and then through a wire-mesh demister pad before exiting from the cooler at the top right. Cooling of the air is accomplished in several stages. As the incoming air passes through the lower plastic or wire mesh pad, it is exposed to water flowing downward through the pad to the water sump. This is water that has fallen from the sprays or dripped from the upper wire-mesh mist eliminator. This water is slightly warmer than the spray water since it has already done some cooling,

Louisiana&apos;s coal reserves, located in the north-western part of the state, consist entirely of lignite, with estimated recoverable reserves of about a billion tons. Although lignite deposits were discovered in the early 1800s, the first documented use of lignite occurred at the federal arsenal near Shreveport during the Civil War. By the late 1800s, lignite use was common by blacksmiths, railroads, and steamboats. Lignite production ceased, however, from the early 1900s until 1985. A new lignite mine permitted September 1, 1985, produced 0.2 million tons in its first year. The operation uses a seven-mile-long conveyor to transport lignite to the associated mine-mouth power plant. The surface coal mining reclamation and enforcement program in Louisiana was approved October 10,1980. Louisiana&apos;s Abandoned Mine Reclamation Plan was approved December 10, 1986

Increase the safety of operators of front-end loaders by providing a means of monitoring the machine&apos;s stability. Approach Through a research contract, the Bureau of Mines developed a front-end loader stability indicator which provides the machine operator with a reliable, easily interpreted display assessing the stability of the machine. How It Works Statistics show that front-end loader accidents are the largest single category of machinery-related accidents in the surface mining industry. Many of the fatalities resulting from these accidents occur when front-end loaders rollover and either crush the operator who is trapped within the cab or strike the operator who is trying to jump to safety. Although rollover protective structures (ROPS) are required by law on front-end loaders to protect operators in the case of a rollover, these do not prevent the actual rollover from occurring. In fact, the operator has no way of evaluating the stability of the machine except by using personal judgment. The Bureau of Mines responded to this problem by developing a front-end loader stability indicator whose primary function is to Indicate to the operator when the machine is approaching an unstable situation which may trigger a rollover. The device bases Its interpretation on measurement of the normal loads on the machine&apos;s wheels. Strain gage instrumentation located on the machine is used to monitor the magnitude and change of forces acting normal to the front-end loader&apos;s wheels. These forces are direct indicators of the machine&apos;s center of gravity relative to its position on the ground. The strain gages are connected to electronic circuitry which amplifies and processes the signals. Stability or instability of the loader is relayed to the operator through a display of green, amber and red lights.

"The American Consul at Guatemala City reports that the Guatemala Marble Mining Company is preparing to operate a marble quarry about 13 miles from the railroad station of Zacapa, which station is a little over 100 miles from Puerto Barrios, the nearest port from which the product may be shipped. The deposit is extensive, and though somewhat broken up in places, great quantities of sound marble are available. It is claimed that the marble is equal in quality to the best product of the Italian Carrara quarries.Access to the quarry by rail is obtained by a spur track of the International Railways of Central America (Ferrocarril Internacional de Centro America) from Marmol, 3 miles south of Zacapa. This spur is about 5 miles long and terminates at the foot of the mountains. A double-track incline cable-way 2000 feet in length has been constructed to bring the marble down the mountain. From the top of the incline to the quarry there is a railway six miles in length over which the rock will be hauled by two side-geared Shay locomotives."

By the time you complete this chapter, you should know what candle-power, foot-candle, and foot-lambert refer to, and you will also be able to tell why the helmet that the new miner wears appears orange to human eyes. Light that you "see" is really radiant energy that hits the retina of the eye. Radiant energy moves out from a light source much like a series of bullets from a number of machine guns being fired at the same time in all directions.

Investigations have shown interesting relationships between primary-tar and light-oil yields and chemical analyses of coals. These studies have been based largely upon results published by the Bureau of Mines in connection with its survey of the gas-, coke-, and byproduct-making properties of American coals. This paper gives the results of a similar correlation in which the range in rank and type has been extended to include nearly all classes of coal, the object being to determine relationships that are significant in predicting tar and light-oil yields from chemical analyses of coals. The yields of primary tar and light oil are important in two fields of coal utilization, namely, combustion and carbonization. It is generally recognized that the principal cause of smoke produced upon burning coal is incomplete combustion of tar and light-oil vapor released during burning. The greater the tar and light-oil yields of a coal, the greater is its potential smoke-producing property. During the present war, development of new sources of fuel oil has been emphasized, especially where the supply of petroleum products is limited. One possible source of a substitute fuel is the tar and light oil that can be obtained by low-temperature carbonization of coal. In both England and Germany large quantities of low-temperature tar and oil are being processed as a source of liquid fuels. It is obvious that primary-tar and light-oil yields are of paramount importance in the selection of coals for such use.

INTRODUCTION It&apos;s a pleasure to be with you and to share in this opening session for the 27th Annual Institute on Mining Health, Safety, and Research. As we come together today, I would like to reflect for just a moment on the past Institutes. Much of the progress in Mine Health and Safety has been the subject of presentations and discussions at the previous Institutes, either by identifying the issues, proposing techniques to overcome the problems, or presenting new findings to address important issues for the mining industry. May I extend our thanks and congratulations to VPI and to the planners and organizers of all of these Institutes for their important contributions to our mutual goals of improving mine health and safety. In the time available today, I would like to accomplish two objectives: 1. Provide my assessment of the current status of the Mining Health and Safety Research Program; and 2. Share with you the continuing need and direction for the Mining Health and Safety Research. MINE HEALTH AND SAFETY RESEARCH TODAY Mine Health and Safety Research was conducted formerly at four geographical locations within the USBM, specifically: Pittsburgh, Spokane, Twin Cities, and Denver. Although the Twin Cities and Denver Centers were closed, we have been successful in relocatingfmaintaining much of the core competencies to conduct a responsive, multidisciplinary Mine Health and Safety Research Program. The current staff at Pittsburgh and Spokane directed toward Health and Safety Research totals 397. This includes Lake Lynn Laboratory, about 60 miles southeast of Pittsburgh, where large-scale mine fire and explosion research is conducted. With the closures and transition we have worked to maintain the core competencies necessary to address Health and Safety issues. In some cases we have made arrangements to provide the requisite core competencies through external organizations. An example is the reassignment of the diesel particulate instrumentation capability from Twin Cities to Pittsburgh. In the case of diesel emission control, due to the cost of relocating laboratories and the lack of the appropriate skills at Pittsburgh or Spokane, the emission control laboratory is now being operated in Minneapolis through a contractual arrangement with the University of Minnesota.

1.1 Bituminous-Coal and Lignite Dust. - Carboniferous material having a volatile ratio of 12 percent or more by weight and a fineness such that the material passes through a No. 20 sieve. 1.2 Active Underground Workings. - Underground places in which men are required to be or to pass through in the performance of normal mining operations for the production of coal. 1.3 Working Areas. - Underground areas where bituminous coal and lignite are mined, specifically: (a) Face. - The solid surface of the unbroken portion of the coalbed at the advancing end of the working place. (b) Face Area. - The working area inby the last open crosscut in an entry or a room, including the pillar being extracted or longwall being mined. (c) Room. - A place abutting an entry or airway where coal has been mined and extending from the entry or airway to a face. (d) Crosscut (Breakthrough). - Passageways or openings cut through a pillar to connect adjacent entries or rooms. 1.4 Entry. - Underground haulageways, travelways, and airways, except working areas as defined in section 1.3. (a) Active Entry. - An entry in which coal is being mined from a portion thereof or from connected sections. (b) Parallel Entry. - Usually an intake airway parallel to the haulageway. (c) Back Entry. - Usually a return airway parallel to the haulageway.
