This Bureau of Mines study was conducted to determine the sulfur reduction potential attainable when washing fine-size coal on a spiral concentrator. Crushed samples of Middle Kittanning and Bakerstown bed coals washed on the spiral provided pyritic sulfur reductions of up to 90 percent for the plus 200-mesh material. Pyritic sulfur reductions on the minus 200-mesh material seldom exceeded 30 percent; consequently, this material would require further treatment. The capacity of the spiral was 2 tph per unit when washing l4-mesh by 0 coal. The ability to remove pyrite combined with the higher-than-expected capacity makes the spiral worthy of consideration as a rougher-cleaner in new fine-coal desulfurization circuits.

Table 1 and figure 1 show the number of fires and fire injuries that occurred in underground metal/nonmetal and stone mines by state during 1990-2001. Table 1 also shows the injury risk rates, employees' working hours, and lost workdays. Overall, 65 fires occurred in 20 states; these include 2 fires and no injuries for contractors. Six of the fires caused nine injuries. The yearly average was 5.4 fires and 0.75 injury. Forty-one fires with 2 injuries occurred in metal mines, 14 fires with 7 injuries occurred in nonmetal mines, and 10 fires with no injuries occurred in stone mines. The underground mine fires required 25 mine rescue team interventions and 30 mine/section evacuations. The Ewhr value was 260 x 10° hr (Irr = 0.007), and the LWD value was 83. Idaho had the most fires (eight fires and no injuries), followed by Louisiana (seven fires and two injuries), Michigan (six fires and six injuries), and Missouri (six fires and no injuries). Of these states, Michigan had the highest injury risk rate value (Irr = 0.146). Table 2, partly illustrated in figure 2, shows the number of fires, fire injuries, risk rates, employees' working hours, and lost workdays by time period. The number of fires during the six time periods show an increase during the fourth period followed by a sharp decrease during the fifth period and a sharp increase in the last period. The number of fire injuries show an increase followed by a decrease during most of the periods, accompanied by a decline in employees' working hours during most of the periods; an increase is seen during the third and fourth periods. The In values follow patterns similar to those shown by the injury values. Tables 3-8 show the number of fires by ignition source, method of detection and suppression, equipment involved, location, and burning material by time period. Figure 3 shows the major variables related to fires for 1990-2001. Table 9 shows the number of fire injuries per number of fires causing injuries and total fires by year, ignition source, equipment involved, and location.

Develop a metal substitute which is more plentiful and less expensive than the metals currently being used in high performance, permanent magnets, while maintaining the quality of the magnet. The New Alloy The rare-earth metal used in most high performance magnets is samarium, an expensive metal of limited availability. Cobalt is also used in high performance magnets, but supplies of this metal also are limited because it is not domestically mined and must be imported. The Bureau of Mines embarked on research to find a less costly domestic: metal source for use in industrial magnets. The alloy found most promising consists of mischmetal, a relatively abundant, naturally occurring mixture of rare-earths, which can be used as a replacement for samarium. Additives of copper, magnesium and iron used in combination with mischmetal aid in replacing some of the cobalt needed for the magnets.

The Bureau of Mines investigated coal-mine-type short-delay electric detonators marketed by three domestic manufacturers to determine the accuracy of delays and the probability of overlap between adjacent de- lay periods. The Winzer index was computed and compared with the probability of overlap. A close agreement between the Winzer criterion and overlap probability was demonstrated. A permissible blasting unit capable of delivering a maximum firing energy of 4.0 J and a digital oscilloscope were used to measure the delay time with an accuracy of 20.25 ms. Another oscilloscope and a pulse transformer were used to record firing current. Experimental data indicated negligible overlap probability in detonators of shorter delay periods: periods 1 to 4, which correspond to 25 to 250 ms. However, a significant probability of overlap was detected in some detonators of longer delay periods: periods 5 to 9, which cor- respond to 300 to 500 ms.

PURPOSE: Evaluate practical technological advances in hearing protective devices for use in different mining environments. RESEARCH SUMMARY: Previous NIOSH research shows that miners develop hearing loss much more quickly than nonoccupationally noise-exposed individuals. Also, miners experience a greater severity of hearing loss than would be expected for nonoccupational noise-exposed persons of the same age and sex. As described in the National Occupational Research Agenda, problems created by occupational hearing loss include (1) the reduced quality of life due to social isolation and unrelenting tinnitus, (2) impaired communication with family members, the public, and coworkers,(3) a diminished ability to monitor the work environment (e.g., warning signals, equipment sounds, etc.), (4) lost productivity and increased accidents resulting from impaired communication and isolation, and (5) expenses for workers’ compensation and hearing aids. Although the elimination of hazardous noise is the ideal long-term solution to the noise problem, miners will likely need to rely on personal hearing protection in certain situations for quite some time. However, it is well known that noise attenuation provided by hearing protectors as they are worn during everyday use in the workplace is usually worse than when tested under laboratory conditions. Additionally, workers may refuse to wear their hearing protection for any number of reasons. Therefore, this project was initiated to evaluate practical technological advances in hearing protectors, with an emphasis toward optimizing the balance between effectiveness, comfort, overprotection, and communication ability. Currently, the necessary in-house laboratory facilities and research techniques are being finalized. Individual experiments are planned that involve analysis of new hearing protector technology under both laboratory and field conditions. The laboratory components are to consist of con-trolled studies using human subjects and/or an anthropometrically correct artificial test fixture to evaluate the adequacy/effectiveness of various hearing protective devices. Field studies are planned to determine the actual usefulness and practicality of the hearing protectors as used in diferent mining environments. Recommendations can then be offered to the mining community regarding correct earplug/earmuff usage that maximizes recognition of hazard/warning sounds while adequately protecting the miners’ hearing.

Legislation and Government Programs.-On February 4, 1977, the Occupational Safety and Health Administration (OSHA) issued its final environmental impact statement on the occupational use of inorganic arsenic.2 The statement examined the ramifications of the original proposed standard published in the Draft Environmental Impact Statement (DEIS).3 The DEIS proposed to limit the exposure of employees to no more than 4 micrograms of arsenic per cubic meter of air as determined on an 8-hour-time-weighted average basis; or a ceiling limit of 10 micrograms of arsenic per cubic meter of air based on a 15 minute sampling period. The purpose of the proposed regulation is to reduce the risk of smelter workers developing lung and skin cancer as a result of exposure. A comprehensive study compiled by the Committee on Medical and Biologic Effects of Environmental Pollutants concluded that "there is strong epidemiologic evidence that inorganic arsenic is a skin and lung carcinogen in man."' In April 1977, the Environmental Protection Agency (EPA) served notice to ASARCO Incorporated that its Tacoma copper smelter and associated arsenic-producing facilities were in violation of State laws which limit sulfur dioxide and particulate matter emissions. This notice followed the Washington State Pollution Control Hearing Board overturning a prior ruling by the Puget Sound Air Pollution Control Agency (PSAPCA) which had permitted a 5-year variance from the State of Washington air quality standards. In December 1977, ASARCO appealed in court the decision of the Hearing Board.

Mining and reclamation procedures that meet the requirements of SMCRA are illustrated on pages 8 and 9 for each of the three major surface coal mining methods -- area mining, contour mining, and mountaintop removal mining. The three methods involve the same basic steps: clearing the land of trees and other vegetation, removing topsoil and overburden, mining the coal, and reclaiming the land. Although all three methods would not usually occur on any single site, the illustration facilitates comparison of mining and reclamation methods and aids basic understanding of the reclamation processes that take place under SMCRA. Area Mining The area mining method is commonly used to mine coal in the flat to moderately rolling terrain found principally in the western and midwestern states. After the overburden is excavated down to a coal seam, the mining area is enlarged horizontally to expose more coal for removal. In the West, where coal seams are commonly 10 to 20 feet thick (and range up to 100 feet thick in the Powder River Basin of Wyoming), the life of some mines maybe more than 50 years. In the Midwest, coal seams are typically 3 to 7 feet thick and 75 to 100 feet below the surface. Because of the large expanse of area mines and their relatively unrestricted sites, enormous equipment is used to remove overburden and reconstruct the land. The area mining operation in the illustration is on land that was formerly used for farming. The drawing shows that the agricultural use is being reestablished immediately following reclamation. Mining is proceeding across the land toward the left side of the site. The initial excavation was made far enough away from the stream along the right edge of the site to prevent damage to the water supply. The coal under most of the site has been removed, and reclamation has been completed on some of the land. For example, some of the cattle in the foreground and those in the feedlot behind the silo are grazing on reclaimed land that has been mined. At the far left of the illustration, topsoil from the unmined area is being removed by scrapers, transported across the area of active mining, and immediately spread on the land on the right, which is being reclaimed. "The presence of respirable quartz-bearing mineral par-ticles has been well documented in many coal mines, and the Mine Safety and Health Administration regulations address the quartz content of mine dusts. Unfortunately, the correlation between the quantity of respirable quartz-bearing mineral particles and the pathogenicity of the dust is not strong. Work is currently underway by the National Institute for Occupational Safety and Health/U.S. Bureau of Mines and work is being included in the Respirable Dust Center Program by Dr. Seehra to determine the surface availability of quartz in mixed composition mine dusts. However, this paper propose a possible source of surface quartz or a spe¬cial region in the coal that may contribute to the pathogenicity of selected particles in the respirable dust.Assumed in this model is the hypothesis that either the cleat surface is coated with quartz or some cytotoxic sub-stance that in the body is capable of destroying macrophage and thus inducing a fibrotic response (1) that during the frag¬mentation a reasonable proportion of the respirable size coal particles contain some of the original cleat surface and that these particles have the same order of in vivo cytotoxicity as do the quartz particles. It may be that these cleat surfaced respirable size particles are only contributory to the overall pathogenicity of the coal dust, nevertheless, there are enough of these particles to to considered as a potential source of the cytotoxic dust particles.This paper demonstrates that if the cleat surfaces are mineralized with quartz or have a pathogenic coating, then in many mines there will be enough respirable coal dust particles containing some cleat surface to cause a fibrotic reaction. To understand why some of the dust particles contain as part of their surface some of the cleat surface, consider what happens when a beer bottle is broken. While there are a large number of beer bottle fragments, many of the fragments, particularly the larger fragment sizes, will have as a fraction of their surface part of the original beer bottle surface. The model and mathematics of this problem have been worked out by Meloy.(2-4)In the homogeneous IAC model, (2-5) a fragment or par-ticle resulting from comminution is equally likely to occur anywhere in the material being broken. Therefore the probability of a particle of size x having part of the cleat surface in it, p(x), is proportional to x. Thus:"

"The Berkeley safety station of the U. S. Bureau of Mines was recently informed that a geologist was killed through entering an abandoned 90-foot exploratory shaft without making a preliminary test of the shaft atmosphere. He was one of a geological party which was investigating coal lands in California. The only light that he carried into the shaft was an electric flash light. After he had descended a short distance, one of his associates on the surface heard him exclaim, ""This place is full of gas, I am coming up"", He had no more than finished the remark when he was seen to lose his grip on the ladder and fall down the shaft. He was apparently weakened from impure air in the shaft, and could no longer suppers himself on the ladder. When his body was recovered, it was found that his neck had been broken by the fall.This is the ;second recent accident that has been called to the writer's attention where a life has been lost in abandoned exploratory workings; the other fatality being in Minnesota where a mining engineer was overcome while sampling a shallow pit in iron-ore formations. This engineer was on the bottom of the shallow pit and died before help could reach him. It was generally supposed that each of these deaths were due to poisonous gases, but the writer believes, after reviewing the information available, that death in both instances may have been directly caused by deficiency in oxygen.Frequently in the daily press there are items relative to lives being lost through cleaning out old wells, and as a general rule such accidents are also caused by impure atmospheres.In every abandoned shaft or pit, or in fact, any old working where the air has been stagnant for a considerable time, there is always danger of oxygen deficiency, as the oxygen which originally comprised one-fifth of the atmosphere may be appreciably replaced by gases that do not support life, usually by carbon dioxide (black damp) or methane (fire damp). Much valuable information on the subject of mine atmospheres, mine gases, and the effect of oxygen deficiency onthe human system is contained in Miners' Circular 14, ""Gases Found in Coal Mines"" by G.F. Burrell and F. M. Seibert; Technical Paper 122, ""Effects of Oxygen Deficincy on Small Animals and Men"", by G. A. Burrell and G. G. Oberfell; and ''Chit of Properties of Mine Gees"" by G. A. The United States National Institute for Occupational Safety and Health, through an informal partnership with industry, labor, and the United States Mine Safety and Health Administration, has developed and tested a new instrument known as the Personal Dust Monitor (PDM). The new dust monitor is an integral part of the cap lamp that coal miners normally carry to work and provides continuous information about the concentration of respirable coal mine dust within the breathing zone of that individual. Previous laboratory testing demonstrated that there is a 95% con?dence that greater than 95% of individual PDM measurements fall within ±25% of reference measurements. The work presented in this paper focuses on the relationship between the PDM and respirable dust concentrations currently measured by a coal mine dust personal sampler unit utilizing a 10 mm Dorr Oliver nylon cyclone. The United Kingdom Mining Research Establishment instrument, used as the basis for coal mine respirable dust standards, had been designed speci?cally to match the United Kingdom British Medical Research Council (BMRC) criterion. The personal sampler is used with a 1.38 multiplier to convert readings to the BMRC criterion. A strati?ed random sampling design incorporating a proportionate allocation strategy was used to select a sample of mechanized mining units representative of all US underground coal mines. A sample of 180 mechanized mining units was chosen, representing approximately 20% of the mechanized mining units in production at the time the sample was selected. A total of 129 valid PDM/personal sampler dust sample sets were obtained. A weighted linear regression analysis of this data base shows that, in comparison with the personal sampler, the PDM requires a mass equivalency conversion multiplier of 1.05 [95% C.I. (1.03, 1.08)] when the small intercept term is removed from the analysis. Removal of the intercept term results in a personal sampler equivalent concentration increase of 2.9% at a PDM measurement of 2.0 mg m-3.

"INTRODUCTION A layer of soot on the heating surface of a boiler decreases efficiency because it increases resistance to the flow of heat, with the result that the heat transfer to the water is lower and the temperature of the flue higher than they would be if the surface remained clean. The percentage of reduction in heat transfer depends on the position and area of the sooted. The percentage of reduction in heat transfer depends on the position and area of the sooted surfaces, the thickness of the most, until the percentage of the total heat absorbed by those surfaces when clean; thus it will vary with the type of boiler and in particular with the ratio of the area of the convection heating surface to the total area. Medium-size and large boilers usually are equipped with soot blowers, and tests have been published giving the increase in efficiency resulting from removal of the soot. Fuel savings up to,8 percent have been reported, but 4 to 5 percent is probably more conservatives. However, these savings may not be due wholly to a reduction the thermal resistance of the surfaces but may be due partly to improvement in the combustion because of better draft or more uniform flow of the gases. In addition, the deposits on the surface of boilers include as a clinker, and as the size of the boiler and the rate of burning increase very little or none will be soot.There are no corresponding test data on small boilers operated at low rates of burning. In stall boilers, deposits are much thicker, and it might be expected that the reduction in efficiency would be greater; in fact, statements have appeared suggesting that the decrease may be as high as 50 percent. This investigation was undertaken because the Bureau frequently receives requests for authoritative information on the effect of soot in small and other heating boilers."

Helium production and shipment reached new peaks in 1.361. The Bureau of Mines produced 727 million cubic feet, 13 percent more than the 1960 record, and shipped 552 million cubic feet, 16 percent more than the 1960 record. Production exceeded demand for the third successive year, enabling the Bureau of Mines to add 174 million cubic feet to the volume stored underground for future use. At the end of 1961, the total volume of helium in underground storage in the Clifside gasfield was 44-7 million cubic feet. Contracts to implement a long-range helium conservation program were completed with four companies, obligating all the contracting authority of $47.5 million a year made available by the Congress. The four companies will finance, build, and operate helium extraction plants to recover from natural gas an annual average of 3.1 billion cubic feet of helium that would ordinarily be wasted when the helium-bearing natural gas is used for fuel.

SPURRED by demands of a buoyant economy for mineral products, output from mines in the United States established a new record. Removal of waste material, necessary for the extraction of economic minerals, kept pace with mine production. Earth moving by these two activities exceeded 3 billion tons, an increase of 5 percent over that of 1963. Crude materials from which metal or nonmetal products were derived accounted for 75 percent of the total. The remainder, mostly worthless, was classified as waste. Changes in the minerals industry result from many causes. Technological trends and labor productivity are among several significant and interrelated indexes that assist in the analysis of the changes. Therefore, a. study of productivity is helpful in measuring technological growth in mining. Concepts of productivity tend to vary with the purpose for which the term is used; frequently, productivity is expressed in terms of units of output per unit of labor, such as tons of ore per man-hour or man-shift. Comparisons of levels of productivity for a group of products are usually made using composites of output. Data for all metal and nonmetal mines except gold, silver, mercury, platinum metals group, and sand and grave were used to compile the composite for determining productivity for 1960-64. Copper ore, iron ore, and phosphate rock are mined mainly by surface methods, but characteristics of the deposits and differences in processing the crude material affect production of the commodities. Therefore, productivity data for these selected segments of the minerals industry reflect the influence of physical conditions on the exploitation of them.

This chapter includes tables from 1984 that were not available in time for publication of the 1984 Minerals Yearbook, but does not include corresponding tables for 1985. The value of raw nonfuel minerals produced in the United States during 1985 was estimated at $23.2 billion, an increase of $0.07 billion over the value for 1984. This is the third consecutive year that the value has increased, and except for a decrease in 1982, the value for each year has increased since 1971, or 13 out of 14 years. However. while the value of industrial minerals production continued to grow, reflecting the growth of the domestic economy, the value of metal mine production decreased in 1985 by 6%. This drop was more than offset by a 3% increase in the value of industrial minerals production because the value of industrial minerals produced was more than three times larger than the value of metals. The decrease makes 1986 the third year in the past 5 years in which a drop in the value of metal mining production occurred in the United States where production continued to lag behind growing world production. Domestic production of such major commodities 88 aluminum, copper, iron ore, phosphate rock, and zinc continued to decline owing to a number of international and domestic factors. Gold continued to be the most active commodity in the domestic metal mining industry. Despite lower prices, gold output increased to 2.5 million troy ounces, a 19% increase over that of 1984. The estimated annual production capacity of new gold mines beginning production exceeded 1 million ounces.

Communication problems are not new. Research in this area goes back as far as 7922 when the US Bureau of Mines performed experiments to detect radio signals from inside their experimental mine in Bruceton, Pennsylvania. Many improvements to mine communications have been made over the years but for any number of reasons the underground coal mining industry has been behind in implementing advances. Present communications systems far underground mines can be hard-wired or wireless. Both types of systems can fail when faced with fires, roof falls, explosions, and power or battery failure. Currently installed wireless communications systems usually employ a special antenna cable called a "leaky feeder" Fiber optic cables are also used in some applications to form a "backbone" for wireless transceivers. Through-the-earth (TTE) and wireless radio systems are less common. Except for TTE systems, most wireless systems require some wire-bound components, which are susceptible to failure during disasters as cable breakage interrupts communications.

Material and energy balances for stockpiled lignite were calculated by computer simulation techniques to determine the occurrence of spontaneous heating. Data on properties of lignite which affect spontaneous heating were required. In some cases, best values from reported data were utilized; in other cases, new data were developed. These include specific studies on the rate and conditions that influence oxidation, heat of oxidation, heat of wetting, specific heat, thermal conductivity, and permeability of stockpiles to air. These data are presented and discussed in detail for possible application to other studies. Results of computer simulations confirm past field experience on the storage of lignite containing as-mined moisture, and predict a greater risk of heat occurrence in stockpiles of dried lignite where experience is lacking. Successful storage was predicted for dried lignite of 20 pct moisture content, if it were cooled after drying and compacted to an interparticle void fraction of 9 pct (bulk density of 67 lb/cu ft) compared to 10 pet void fraction (72 lb/cu ft) for as-mined lignite.

The Bureau of Mines, in its investigations of respiratory apparatus for use in mines and allied industries; tests equipment that is voluntarily submitted by manufacturers in accordance with published schedules of tests. These tests are designed to insure that the equipment has the minimum requirements for safety in use. Approval certificates are issued for apperatus that meets the bureau's specifications, and the manufacturer is permitted to mark his equiment with a seal showing that it has been approved as "Permissible." A complete list of per- missible self-contained oxygen breathing apparatus, gas masks, and hose masks tested prior to January 1, 1930, was published in Bureau of Mines Information Circular 62309. The present list includes all equipment tested and approved prior to July 1, 1930.

This Bureau of Mines report presents the initial development of a two-dimensional method of analysis for inclusions in plates in which the deformed shape of an open hole and the separate structural behavior of inclusion and plate with hole are used to obtain the stresses and strains in the inclusion only. In this report the solution for a circular inclusion is presented because a direct verification of the results with previous solutions was possible. The numerical results were in exact agreement with those obtained with the equations of Sezawa and Donnell. The equations developed are less complex than those of Sezawa and more general, for a circular inclusion, than those of Donnell. Stresses and strains in the inclusion are in terms of the elastic constants of the inclusion and the plate and the biaxial stress field applied far away. The elastic constants can be all different. An important conclusion from this work is that a difference in Poisson's ratios between inclusion and plate may be as important as a difference in Young's moduli between inclusion and plate in producing the inclusion effect. Many problems in mining and rock mechanics can be treated as inclusion problems. The understanding of inclusion behavior on a physical basis should provide the solutions to some of these problems.

Briefly, a permissible schedule of the Bureau of Mines establishes certain minimum standards for safety; it gives details of test methods adopted to determine whether these standards have been met, and a list of charges for such tests. Any manufacturer has the privilege of submitting his product for test in accordance with the conditions outlined in the schedules. His action is wholly voluntary, for the Federal Government has no jurisdiction as to what equipment shall be used in mines, this authority being left to the various States. When the product of a manufacturer has met the schedule requirements, he is permit¬ted to advertise this fact and to attach an approval plate with the bureau's seal to each machine he makes that is identical in every way with the equipment tested, inspected, and approved by the bureau. This work of approval has grown by the addition of new schedules until at present a great many mines are using one or more classes of permissible equipment, and there is still a demand for other approved apparatus in the ever-widening field of electrically operated machinery. The safety of electrical equipment of this type depends on four fundamentals, namely, (1) correct principles of design; (2) proper assembly of parts at the factory; (3) proper assembly and installation of equipment at the mine; (4) and proper operation and maintenance after installation. The first two factors are within the province of the manufacturer. The bureau either inspects and tests several models of one product, such as electric cap lamps, or one model, such as an electric motor. If this series of tests proves satisfactory, the manufacturer is given the privilege of making other appliances, and assembling them in the same way; the approval plate he attaches is his guaranty that the equipment is identical with the one tested and inspected by the bureau. The third and fourth factors concern those who use such permissible equipment, and it is to them that this paper is mainly addressed, in an effort
