Mining provides a large part of the energy and raw materials that feed this Nation's economy. Copper pipe, concrete, and window glass serve as well known examples of the reliance on minerals in modern society. Less appreciated, but as important, are the hundreds of mined commodities that are an integral and necessary part of everyday products, ranging from medicines and computers to carpet and paper. Coal is a major portion of the country's energy mix today, as it will likely continue to be in a future hydrogen-based economy. The domestic mining industry also provides strategic minerals that are important for the Nation's security. The processes to recover these mineral commodities are among the most demanding and complex in an industrial society, and this inherently dangerous industry has historically had the highest risks of fatality and injury. The mining industry has been undergoing some trying and challenging times because of the recent mine disasters in the coal fields. These events have been alarming in light of the strong and encouraging safety record that has characterized mining in the United States for most of the past decade. While mining communities deal with their grief, mine operators, government regulators, and other safety personnel, set about trying to determine why these fatalities occurred. Subsequently, the mining industry is currently experiencing changes in legislation at an unusually rapid pace. The most recent regulatory changes are the Mine Improvement and New Emergency Response Act of 2006 (MINER Act) and the temporary emergency standard for mine seals. The new mine safety laws call on the nation's mines to adopt certain procedures and safety technologies immediately, or as soon as they become commercially available. Putting all the provisions in place from these new laws is a major undertaking, and will necessitate strong collaborations and partnerships among mine operators, manufacturers, regulatory and research agencies, labor unions, and community groups. It is against this background that Prevention through Design (PtD) components for the Mining Sector are recommended.

Improve the dust control effectiveness of dry collection systems on surface coal mine drills. Approach Use a dust pelletizer to convert the respirable dust particles discharged by the dry collector into dust pellets that present no health hazard. Background Blasthole drills are well-known sources of respirable dust that can contain significant amounts of quartz. The drills frequently use a dry cyclone-filter type collector that can obtain dust reductions theoretically greater than 95 pct. However, surface mine drills using dry collectors typically have three major dust sources that significantly reduce the overall effectiveness of the collection system: (1) the dust collector dump cycle, (2) drill shroud leakage, and (3) leakage around the drill stem seal in the drill table.

Provide an inexpensive, simple means of supporting highly yielding ground In underground mines. Approach The Bureau of Mines developed a high capacity support post made from standard steel pipe which, when using a 60-inch post configuration, has a 45-ton capacity and a yield length of 24 inches. How It Works The post mechanism is a three-piece unit consisting of a top and bottom leg (made from standard steel pipe) and a separate foot bracket. During installation in the mine, the bottom leg is placed on a relatively flat surface on the mine floor and the top leg is placed over it until its flared end contacts an expansion ring attached to the bottom leg. As the roof and floor converge, the flared end of the top leg is forced into the expansion ring, causing the walls of the top leg to be deformed radially and along the axis. The mechanism will yield until the unit bottoms out after about 24 inches of yield.

Although haulage truck collisions account for only a small percentage of haulage accidents, the likelihood of severe injury, or even death is very high when such a collision does occur. Most rear-end collisions also result in considerable equipment damage, creating a need for expensive repairs. To improve collision protection, some southwestern surface mines have, for several years, been fabricating and using extended bumpers. In cooperation with these mines, the Bureau of Mines has worked to improve this technology by evaluating the structural requiremnts of extended bumpers. How Extended Bumpers Help The Bureau found that when one large rear-dump haulage truck collides with the rear of another an extended bumper protects the driver of the vehicle that is struck by dissipating the impact energy into the rear tires and pushing the whole vehicle forward. An extended bumper also prevents the box on the truck that is hit from penetrating the cab of the other truck-a typical and serious collision hazard. A further advantage derives from the wide design of the extended bumper which helps prevent damage to truck ladders, thereby minimizing any entry or exit problems. Extended bumpers also provide safe work platforms at the front of large haulage vehicles.

Enhance hydraulic fragmentation technology by developing alternative grout sealing methods. Traditional grout scaling methods rely on chemical adhesion and require large contact areas to restrict high-pressure fluids. Fluid injection into rock requires economical and effective seals. With economical and effective seals, rock is easily fractured in tension by high-pressure fluid injection (fig. 1). Approach An innovative grouting technique was developed and tested by the Bureau. Slowly hydrating expanding chemicals are placed within a borehole and around a section of high-pressure tubing. Testing was conducted using 9/16-inch-OD smooth-walled injection tubes in 1.5-inch-ID holes. Seal lengths weir less than 10 inches and curing times were less than 24 hours.

This paper discusses the fact that US coal mining organisations are losing the knowledge they need in order to be able to respond to emergencies. The authors note that knowledge management provides a useful perspective from which to view the problem, but that the debate about what constitutes knowledge should be broadened to include a debate about what constitutes management. It is argued here that knowledge is actually shared knowing distributed across group members; that such knowledge can be managed by cultivating it; and that narrative is the medium through which this may be done. The paper then examines NIOSH research that has attempted to use such an alternative knowledge management approach to help potential mine emergency responders better deal with the predicaments they are likely to encounter on-site.

"Introduction.The third annual mine-rescue maneuvers of the Globe-Miami District First Aid and Mine Rescue Association were held at Globe, Ariz., on November 5 and 6, 1923. The first demonstration was held in October 1922, and the results** from that experiment, both in the practical training and the interest aroused in the apparatus men, were so much more satisfactory than those from the ordinary smoke-chamber training, that Orr Woodburn, director of the Association, decided to hold similar maneuvers at frequent intervals. The second test was held on March 21-22, 1923, in connection with the meeting of the Southwest Mining Section of the National Safety Council at Globe.Place and Organization.The recent maneuvers were held in the same mine and conducted in the same general manner as the first, and the points of interest not brought out previously are described below. By studying the accompanying map the movement of the teams can be better understood.Thirty-three apparatus men were out on the first day and thirty-two on the second day, a total of forty-three men being trained.Mr. Woodburn was aided in directing the work by his two assistants from the mine-rescue station, two local safety engineers, and an engineer from the Bureau of Mines. Local mine superintendents and the State deputy mine inspector were interested spectators."

"A copper-palladium-gold-silver ore is being mined at Salt Chuck, Prince of Wales Island, Alaska, from which a concentrate is produced that contains 40 to 50 per cent copper, and considerable amounts of palladium, gold and silver. There has been much difficulty in obtaining assays for palladium, gold and silver from the mine, smelter, sampler, and umpire that check within reasonable limits. While the results for copper content have not been unusual, the results for palladium have varied as much as 0c8 oz. on 3 oz. material, results for gold differed by 0.1 oz. on 1.6 oz. materials, and for a silver content of 7 oz., results differed by as much as 4.0 oz.The Bureau of Mines was requested to determine the causes of variation in the results of the different assayers, and to develop a satisfactory procedure for analyzing such ore.Three samples of concentrate were received for analysis, two small lots that had previously been assayed by the various laboratories, and one large sample. The large sample was dried and ground in a ball mill, put through a 150-mesh screen, and then returned to the ball mill for thorough mixing. The small samples were ground to pass a 150-mesh screen and then mixed on a mixing wheel.The large sample (No. 1) was analyzed by five different procedures, one of the small samples (No.2) by three procedures, and the other (No. 3) by two procedures (the two small samples being too small for further tests). The different procedures tried and the results obtained arc presented below. The samples of concentrate were from ore mimed and milled by the Alaska palladium Co. at Salt Chuck."

As a part of ongoing research into the sulfidation partitioning of selected complex minerals, the U.S. Bureau of Mines conducted research designed to selectively recover Cu from sulfidized chalcopyrite (CuFeS2). Ferric chloride (FeCI3) solutions leached >90 pct of the Cu and <20 pct (sometimes < 10 pct) of the Fe in the sulfidized concentrates. Cupric chloride (CuCI2) leaches were even more selective, solubilizing essentially 100 pct of the Cu and < 5 pct of the Fe. In contrast, leaching non-sulfidized CuFeS2 with either FeCl3 or CuCl2 showed that somewhat more Fe than Cu dissolved. These studies demonstrate that Cu is substantially more leachable from sulfidized CuFeS2 than from nonsulfidized CuFeS2? The Cu-and Fe-bearing constituents generated as sulfidation products, CuS (covellite) and FeS2 (pyrite), respectively, are differentially dissolved. The solubility of Fe from pyrite in sulfidized CuFeS2 is much lower than the solubility of Fe from complex nonsulfidized sulfide where Fe and Cu are bound in the same crystal lattice. Thus, the Cu dissolves selectively, producing a high-Cu filtrate from which Cu can be recovered by cementation or by electrolysis. Flotation of CuS-FeS2 mixtures indicates partitioned phases can be physically separated if effective liberation can be achieved. Magnetic separation tests yielded less promising results.

To inexpensively monitor the ventilating airflow anywhere in underground working places. The Approach: The Bureau has developed a small self-contained monitor which sounds an audible alarm and energizes a flashing lamp if air velocity decreases below normal. How It Works: The sensing element of this inexpensive monitor is a thermistor, which is self-heated by a constant-current electrical source. Airflow over the thermistor increases heat removal and lowers the thermistor temperature. Since the electrical resistance of a thermistor is a function of temperature change, the voltage across it varies with temperature, and, therefore, the air velocity. Changes in the voltage across the thermistor are amplified, and can be used to trigger the alarms.

"Filter samplers are one of the simplest methods and, in some instances, one of the only methods that can be use to obtain samples of particulate matter suspended in a gaseous medium. Once collected, particles are normally analyzed directly on the filter by gravimetric, chemical or microscopic techniques. However, it is sometimes desirable to resuspend the particles in an airstream for analysis. This would be the case if the size distribution of the particles were to be measured using one of many particle sizing techniques such as inertial classifiers, optical particle counters or the TSI Aerodynamic Particle Sizer CAPS).A ·technique has been recently developed whereby one can resuspend particles from filter samples in an airstream. The technique has been used for the resuspension of coal dust from filters. The resuspended particles were then introduced into the APS. This development was necessary since an APS can not be taken directly into an underground coal mine. For this application, particle samples are collected on membrane filters in the underground mines. The mass concentration of the particles determined through gravimetric analysis. The particle size distribution was tl1en determined by resuspending the particles and passing them through a TSI Aerodynamic Particle Sizer (APS). Excellent agreement has been obtained between the size distribution directly measured underground with a cascade impactor and that measured from the resuspended particles. For this experiment, an open-faced filter sampler was placed adjacent to the cascade impactor in the n1ine. The particles collected on the filter were resuspended in the laboratory and Measured with the APS.A venturi aspirator is used in the apparatus developed for resuspending the particles. The venturi has a small diameter capillary tube placed in the venturi throat. High velocity air flow is passed through the venturi, thereby, creating a low pressure region at the exit of the capillary tube. The low pressure draws air through the tube. The filter with deposited particles is located at the inlet to the capillary tube where the air flow into the capillary resuspend the particles. Once airborne, the particles are deagglomerated as they pass through the high velocity air flow in the venturi throat."

The current rulemaking on mine illumination makes it necessary for mine personnel to have an understanding of the behavior of light. They must be able to understand many terms that are new to the industry and must be familiar with the use of various types of photometers. With this knowledge, the enforcement criteria for mines can be understood and compliance can be maintained.

An important part of initiating a site-wide ergonomics evaluation process is prioritizing jobs to be analyzed. While injury data is important, other factors such as worker discomfort and physical exertion requirements, should be considered. This paper describes the use of four sources of data (injury records, the Nordic Standardized Musculoskeletal Questionnaire, supervisor interviews, and management concerns) to prioritize jobs for ergonomic analysis. The approach described integrates the four sources using a decision matrix to prioritize jobs for ergonomics analysis.

The Beckley mine is one of five new mines in a heretofore unmined portion of the Beckley coalbed. The remoteness of these new mines from prior mining and their greater overburden preclude applying methane emission experience obtained in the old mines. Four sections of the Beckley mine were monitored. The data gathered show that variations in methane emission cannot be explained by variations in coal production. Although overburdens varied by as much as 30 pct, no correlation with methane emissions could be determined. The rib emissions increase with increased length of rib from a section advancing into virgin coal and do not decline over a prolonged idle period (32 days) whereas some decline has been measured for a section not mining into virgin coal. The indication is that degasification prior to mining will reduce the hazard of methane emissions in this area of the Beckley coalbed.

In the context of the following report, an hazardous location can be described as any industrial area in/which flammable or explosive gases, vapors, and dusts can be encountered. When electrical apparatus is used in such hazardous atmospheres, the chance of a dust or gas ignition is ever present. Consequently, in an effort to reduce the ignition hazard, several protection systems have been devised. Such systems are termed electrical hazard reduction techniques. The most widely accepted and used of these, the explosion-proof enclosure, is the principal subject of this report. However, other techniques are briefly mentioned. Hazard reduction techniques used in coal mine atmospheres (which can contain methane, coal dust, and air mixtures) are classified as Group I. The explosion-proof enclosure commonly used in mines is defined by the USBM Schedule 2G as a device that can contain internal explosions of methane-air mixtures without undergoing damage or excessive distortion and without an ignition of a surrounding methane-air mixture or discharge of flame. (100) Internationally, the definition remains the same except the words "discharge of flame" are not present. (4,5,31,42,52,76,102) The latter description often refers to flame-roof enclosure construction, but the terms "flameproof: and "explosion-proof" commonly have the same connotation. These enclosures which may not be vapor tight, are distinguished by heavy-wall cast or welded construction and bolted or threaded close fitting flanges. Table 28 and figure 10 show the number of fires and fire injuries for surface sand and gravel mines by state during 1990-2001. Table 28 also shows the injury risk rates, employees&apos; working hours, and lost workdays. At surface sand and gravel mines, a total of 70 fires with 60 injuries occurred in 29 states during 1990-2001. Fifty-nine of the fires caused 60 injuries (none of the fires involved contractors). The yearly average was 5.8 fires and five injuries. The Ewhr value was 741 x 106 hr (Irr = 0.016), and the LWD value was 6,921. California had the most fires (nine fires and five injuries), followed by Michigan (six fires and six injuries) and Pennsylvania (five fires and five injuries). Of these states, Pennsylvania had the highest injury risk rate value (Irr = 0.052). Table 29, partly illustrated in figure 11, shows the number of fires, fire injuries, risk rates, employees&apos; working hours, and lost workdays by time period. The number of fires and fire injuries show an increase during the second period followed by a decrease during the fourth period followed by a small increase during the fifth period and a sharp decrease during the last period. Employees&apos; working hours increased during most of the periods. The Irr values follow patterns similar to those shown by the injury values.

"INTRODUCTION The Big Four fault and the Sandy Creek fault, with several cross faults, traverse the Stalion-Curnel fluorspar prospect in a northeasterly direction. The Big Four mine, about three-quarters of a mile northeast of the prospect, is the only active mine in the immediate area.A resistivity survey was made of a portion of the prospect by the Division of Geophysical Exploration, Bureau of Mines, in May and June 1946. As a result of this survey, five holes were drilled by the Bureau of Mines during the period from October 8 to December 16, 1946. Two Longyear No. 12 Junior Straitline diamond drills were used for the work.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. The Bureau of Mines determined the kinetics of the reaction of titanium-iron alloys with titanium trichloride dissolved in sodium chloride to provide a basis for understanding the reactions occurring in metallurgical processes involving reduction of the metal halides or alloy refining in fused salts. The rate of the heterogeneous reaction was determined between titanium-iron alloys and titanium trichloride to elucidate the effects of alloy composition on the rate. Measurements were made in an inert atmosphere with a high-temperature thermobalance using high-purity reactants. The rates of the reactions were about 1 x 10-5 g Ti/cm2-sec, and the reaction was phase-boundary controlled. Titanium alloys of the body-centered cubic beta structure reacted faster than those with the hexagonal close-packed alpha structure. The inter-metallic compound, TiFe, reacted very slowly, whereas TiFe2 was inert. Alloys containing above 89 atomic percent iron gained weight by reacting with titanium species in the salt solution and depositing titanium in the alloy. The effect of TiCl3 concentration on the reaction rate was determined from 2 to 12 weight-percent TiC13 and at various alloy compositions. At high iron contents, above 50 atomic percent, the TiC13 concentration effect was small. At lower iron contents, the TiC13 concentration effect was greater for beta-crystalline alloys than for alpha-crystalline alloys. The temperature dependence of the reaction between titanium alloy containing 8.7 atomic percent iron and titanium trichloride was measured over the temperature range 1,062° to 1,220° K, and the energy of activation was 7.7 kilocalories for the reaction.
