The Bureau of Mines conducted laboratory tests to determine the slur- ry transport and deposition properties of coal waste. A 188.5-ft pipe test loop was constructed with instruments to measure density, flow, and power and discharge, suction, and differential pressures. A 20-ton sample of Western coal waste was crushed and screened to 100 pct minus 1/2 in. Eight loop tests using this graded waste were run at slurry densities ranging from 1.15 (25 wt-pct solids) to 1.46 (60 wt-pct sol- ids). The resultant friction-pressure gradients ranged from 0.06 to 0.24 ft of water per foot of 4-in standard steel pipe. Particle-size degradation was significant. In a typical loop test lasting 25 min, the minus 200-mesh fraction increased from 19 pct to 34 pct. Deposi- tion tests showed that without the use of a flocculant, the slurries would not dewater when left to stand for 1 week. With flocculant, ad- ditional water was released; however, the settled slurries remained thixotropic. Further testing is necessary to determine their suitabil- ity for use as backfill material in active mines.

Analytical procedures are described for the quantitative determination of 16 elements (As, Ba, Be, Cd, Co, Cr, Cu, Fe, Mn, Mo, Ni, Pb, Sb, Se, TI, and Zn) and 7 ionic species (NH4, C032-, CI-, F-, NO3-, P043-, SO42-), identification of major and minor mineral components, and measurement of physical properties associated with manganese nodules and nodule processing reject waste materials. Compound identification methods discussed include X-ray diffraction, infrared spectroscopy, scanning and transmission electron microscopy, selective area electron diffraction, and optical and reflected light microscopy. Methods for elemental analysis include atomic absorption spectrophotometry, inductively coupled plasma emission spectroscopy, neutron activation analysis, fluorescent X-ray spectrography, and ion chromatography. Thermal gravimetric analysis, ultraviolet-visible spectrophotometry, ion specific electrodes, and standard wet chemical procedures are briefly discussed. Physical properties determined in manganese nodule materials include grain size distribution, specific gravity, triaxial shear, permeability, maximum density, Atterberg limits, and slurry density. The results of a round-robin analysis of an ammonia process waste material and manganese nodule standards demonstrate the applicability of the discussed methods. Tests discussed for the evaluation of the waste materials for disposal options include the Environmental Protection Agency (EPA) EP toxicity test, the ASTM shake extraction test, and the U.S. Army Corps of Engineers EPA seawater elutriant test.

Many mines rely on toxic gas sensors to help maintain a safe and healthy work environment. This report describes a prototype monitoring system developed by the U.S. Bureau of Mines (USBM) that uses light to power and communicate with several remote toxic gas sensors. The design is based on state-of-the-art optical-to-electrical power converters, solid-state diode lasers, and fiber optics. This design overcomes several problems associated with conventional wire-based systems by providing complete electrical isolation between the remote sensors and the central monitor. The prototype performed well during a 2-week field trial in the USBM Pittsburgh Research Center Safety Research Coal Mine.

Shales from 14 locations in Indiana were sampled , tested , and evaluated to determine feasibility of producing lightweight aggregates by rotary - kiln and sintering methods . Sampling procedures and the geology of the significant shale units are discussed . Preliminary testing was conducted in a muffle furnace , and continuous tests were made in a 16 - inch by 14 - foot rotary kiln . The aggregate weighed 37.0 to 47.2 pounds per cubic foot . Concrete cubes employing the aggregate were tested to determine the qualities of the concrete . Compressive strength of the concrete using seven bags of cement per cubic yard , after autoclave curing for 6 hours , ranged from 3,600 to 5,850 pounds per square inch . Four samples made suitable lightweight aggregate in the laboratory rotary kiln . Four samples tested by sintering methods made unsatisfactory aggregate .

The record of fatalities from mine explosions in the United States during the fiscal years 1934 to 1937 wars the best in the history of the mining industry; that for the fiscal year 1939, however, is not so favorable, since nearly as many men (170) were killed by explosions in 1938 as were killed during all of the previous 4 years (182). In spite of the large increase in fatalities from explosions during 1938, the average for the past 5 year period (70.4) is less than one-half the average (13) of the preceding 5 year period. The reasons for the large increase in the number of explosion fatalities during the 7 past year as compared with the previous 4 year are not entirely clear; it is: evident, however, that in some instances there has been laxity in the enforcement of State minim laws, and also that come of our coal-mining people, including workers and operating officials, have failed to carry out tine known precautionary measures to prevent explosions.

A modified percolation - rate test is proposed for use in determining flow rates through hydraulic backfill ; in contrast to the conventional test , a percolation- rate versus void - ratio relationship is established . requirements and a detailed test procedure are described . Equipment Results of a conventional test are compared with those of the proposed modified test . The proposed modified test method yields more accurate , realistic , and usable percolation- rate ( permeability ) data . The significance of obtaining accurate percolation rates for use in analyzing waterflow through hydraulic backfill is discussed .

The Salt River range vanadium deposits are situated 3 to 6 miles east and southeast of Afton, Lincoln County, Wyo. The vanadium occurs in a continuous bedded shale zone of the Phosphoria formation extending from the vicinity of Afton into southeastern Idaho. The Bureau of Mines explored several of these vanadiferous-shale deposits between December 1942 and December 1943 and conducted metallurgical tests on the ores. The areas investigated were west Swift Creek, the Dry Creek, and the Cottonwood Creek. The vanadiferous-shale beds have been folded sharply into a series of tightly compressed, eroded anticlines and synclines, which form the Salt River range. The vanadium occurs in a series of narrow shale or mudstone beds contained within the phosphatic-shale member of the Phosphoria formation. Exploration by the Bureau of Mines consisted of surface trenching and underground work over 18 miles of outcrop of vanadiferous shale with an average assay value of 0.866 percent V2O5.

The purpose of this investigation was to evaluate the corrosion properties of certain alloys of titanium and to compare them with those of unalloyed titanium. Such information should make it possible to determine the desirability of substituting these alloys for commercially pure titanium in certain applications. Titanium-manganese, titanium-chromium-iron, and titanium-vanadium-iron alloys, with 2 types of unalloyed titanium, I consolidated by arc melting and the other by powder-metallurgy techniques, were included in the study. Tests were carried out in sulfuric, hydrochloric, phosphoric, nitric, and mixed acids and in chloride solutions. All solutions were saturated with air.

In recent years many mining companies have recognized that their chance for continued economic survival depends on the adaptation of technological advances in their operations. Increased productivity through new developments in mining methods and improvements in equipment has made mining and processing of lower grade ores possible. Cost analysis has produced accurate data on the costs for development, production, and processing of ore. All of these changes and cost studies have shown the necessity for increased accuracy in determining the grade of ore. Methods of estimating grade in a mineral deposit have not kept pace with the technological advances in the other areas. The same methods are in use today as in the past. Experience and judgment are major criteria of accuracy and the results are highly subjective. In 1953, as part of its research program to develop a better understanding of fundamentals of mining technology, the Federal Bureau of Mines began a sampling method research project at its Denver Mining Research Center. The basic objective of the project is to investigate sampling methods and to study the adaptation of the techniques of statistical analysis to mine sampling.

This is one of a series of papers describing mining and crushing methods and costs at cement plant quarries throughout the United States and deals directly with the methods employed and costs obtained at the Reliance quarry of the Giant Portland Cement Co. at Egypt, Pa., although it is more or less descriptive of the methods used throughout the Lehigh Valley cement district. Systems of transportation vary according to local conditions, such as proximity to the mill, depth of quarry floor with relation to the mill level, etc. Methods of prospecting differ mainly in the type f drills used. Systems of storage, crushing, and grinding vary chiefly in the types of units. ACKNOWLEDGMENTS Most of the information regarding the early history of the Lehigh cement district was obtained from the History f the Portland Cement Industry of the United States, by Robert W. Lesley, the first president of the Portland Cement Association. "It has long been recognized that coke is a more desirable fuel than bituminous coal in water-gas apparatus of present design, but still considerable headway has been made in the use of the latter fuel as a substiaute for coke. This is particularly true in the Central States where the supply of high-grade coke has been very limited and uncertain during the past few years, and where coking coals of low sulphur content were available in quan¬tities. In fact, with, the present difference in price of coal and coke, it is possible to realize a marked saving when using a coking bituminous coal as generator fuel.Difficulties have been encountered in the use of such fuel, but they have, to a large extent, been overcome. One of the chief obstacles in the use of the more general utilization of bituminous coal for water-gas manufacture, is the fact that, with normal operation, the capacity per unit of time is reduced. This of course is a serious problem for plants operat¬ing at capacity with coke fuel. However, this difficulty can, to a large extent, be remedied by a changed method of operating, and can be entirely remedied by a combination of the latter with a change in the design (or proportions) of a water-gas set. The preceding statement, the reader will understand, refers more particularly to a carburetted water-gas set.In the manufacture of water gas from coke, present practice requires that for continuous 24-hour service the heat of combustion of all the carbon monoxide (CO) generated during the air blow be utilized in addition to the sensible heat of the gas coming from the generator. This is doubly true when making carburetted water gas from bituminous coking coal. The reasons why this is so are apparent when the following factors are considered."

This paper is one of a series being prepared for the United States Bureau of Mines to disseminate technical information retarding the methods used in mining nonmetallic minerals. The cost tabulations represent operating expenditures only and not total costs. It is recognized that publication of total costs might in many instances cause embarrassment to individual operators as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue. This paper deals particularly with methods and costs of dredging, classifying materials, and transportation at the plant of the Ross Island Sand & Gravel Co. of Portland, Ore. The Bureau of Mines has devised and demonstrated an ammoniacal sulfate leach process for recovering nickel and cobalt from low-grade domestic laterites. Solvent extraction of cobalt, one of the process steps, requires the reduction of hexammine complexes of C03+ to C02+ in an ammo-niacal leach solution. Previously, reduction was accomplished using cobalt metal shot in a column. This report presents experimental results and an economic evaluation comparing two alternate techniques with the shot column: (1) an electrolytic reduction cell with an extended surface area cathode and (2) direct electrowinning from purified leach solution using a cell with a fluid bed cathode. The second alternative eliminates the conventional solvent extraction-electrowinning steps. The costs of the three methods, based on the requirements of a pro-posed commercial-sized plant, including all unit operations, were deter-mined by the Bureau's process evaluation group. The operating costs for the shot column, $1.19/kg Co, and for electrolytic reduction, $1.20/kg, are essentially the same, but the cost of direct electrowinning, $3.77/ kg Co, would eliminate this method as a practical alternative. The cap-ital cost of approximately $14.4 million for reduction in a shot column is much higher than the approximately $4.4 million for electroreduction.

Scale inhibitors and slow-release polymers were tested by the Bureau of Mines at mine drainage treatment facilities. The scale inhibitors were investigated to determine their effectiveness in controlling gypsum (CaSO4) scale; the polymers were investigated to determine their effectiveness for increasing settling rates of suspended iron hydroxide. Two types of scale inhibitors were tested at a site having a severe CaSO4 scaling problem. Both proved to be effective in controlling scale formation; in addition, one caused the dissolution of CaSO4 deposits. Slow-release polymers were tested at three mine drainage treatment facilities. These gelatinous polymeric flocculants were found to be convenient and easy to use, but only effective when pH could be controlled.

The objective of this program was the development, design, and fabrication of six personal-sized completely self-contained dust monitors capable of real-time as well as time-averaged monitoring of the concentration of respirable particles in coal mines, in the range of 0.1 to 100 mg/m3. The operation of these monitors is based on light scattering and passive air sampling. The design stressed overall miniaturization, ruggedness, simplicity and versatility. These instruments incorporate a single-chip CMOS microprocessor to perform all signal processing, data display and storage, and timing functions. The overall dimensions of these devices are, approximately, 10 by 10 by 5 cm.

Researchers at the U.S. Bureau of Mines monitored rock mass response to mining of an experimental underhand longwall stope in Hecla Mining Co.'s LUCKY Friday Mine, Mullan, ID. This stope design, the Lucky Friday underhand longwall (LFUL), was proposed as a means of controlling rock bursting while also allowing increased mechanization of mining operations. Instruments were specifically manufactured to monitor three geomechanical factors (backfill performance, ramp stability, and rock mass response) that directly affect the success of stope design. Despite considerable difficulties with instrument installation and survival in the harsh mine environment, especially within the stope fill, sufficient information was collected to suggest that the LFUL method was successful in achieving project goals. This conclusion, in addition to favorable economic and operational evidence, led the mine to adopt the method throughout the mine. Indeed, this study and mining experience suggest that underhand longwall mining could be considered a feasible mining method for rock-burst-prone ground throughout the Coeur d'Alene District. Further Reports of Investigations (RI) in this series present in-depth analyses of the effects of backfill on rock bursting and calibration of a stope numerical model.

"Electron spin resonance (ESR) spin trapping experiments have been carried out to investigate the mechanism of sulfite oxidation em¬ploying 5,5-dimethyl-l-pyrroline-1-oxide (DMPO) as a spin trap. The results show that sulfite autoxidation, catalyzed by Mn(II), involves not only the SO-3 radicals but also the •OH radicals. An addition of H2 02 to the sulfite aqueous medium significantly increases the •OH radical formation. This result provides new clues to the chemical mechanism of the sulfite oxidation and the sulfite toxicity.INTRODUCTIONStudies of the oxidation of the sulfite (SO 2-/3) ions under various conditions are of high current interest because excessive exposure to sulfite is toxic and the origin of this toxicity seems to involve sulfite oxidative pathways [1]. An important fact is that human exposure to sulfite is on the increase [1,2]. Some of the increase in the sulfite exposure is linked to the fact that SO2 is a major air pollutant [2] and in aqueous media SO2 exists in equilibrium with SO2-/3. In addition, beverages and foods are common sources of sulfite intake. For example, sulfite is used extensively in the wine industry as an inhibitor of yeasts and bacteria and is present in finished wines in concentrations up to 6 mM [1]. Sulfite is also often added to dehydrated fruits, vegetables and soups, as well as fruit juices and beer [1,3,4]. Because of these, the mean daily intake of sulfite from diet (in the United States) has been estimated to be between 0.0014 and 0.14 mM/kg body weight [1]. At such high levels, sulfite exposure can have toxic effects, such as the induction of an acute asthmatic state [5,6]. Sulfite also appears to have adverse genetic effects [7] and can act as a mutagen or comutagen [8] and a cocarcinogen [5,7-9]."

Various aspects of judgment and decision-making are key themes in this book. The model presented here serves as a loose structure for the chapters that follow this one. The notion of a model is introduced because growing research interest in the subjective aspects of group and individual behavior has led to a debate over whether judgment is a skill that can be understood scientifically. A related point of contention is whether such an understanding could lead to the development of methods for estimating people's ability to make good decisions during an emergency. There is some literature that supports the potential usefulness of this approach. However, little agreement seems to have been reached on how to define and operationalize even those basic concepts necessary to assess the soundness of decisions from within their environmental and group contexts [Jensen and Benel 1977; Godden and Baddeley 1979; Baumann and Bourbonnais 1982; Brecke 1982; Stone et al. 1985]. A look at the real-world process is clearly needed. The need to attempt a better understanding of judgment and decision-making properties stems from those occasions in the existence of an organization when there is a lot at stake. The process of decision-making (which is part of the exercise of judgment) has been analyzed in situations such as corporate takeovers [Janis and Mann1977], military combat [Begland1979], clinical emergencies [Baumann and Bourbonnais 1982], and aviation events [Billings and Reynard1984]. The fundamental assumption of these analyses is that, while there are untold successes, there are also notable numbers of failures resulting from decisions that can be ascribed to one or more errors in judgment. From a cognitive perspective, any person engaged in decision-making (either alone or in a group) is actively involved in a process characterized by certain elements. These were mentioned in chapter 1, but are reiterated briefly at this point: (1) detection of a problem, (2) definition or diagnosis, (3) consideration of available options, (4) choice of what is perceived as the best option given recognized needs, and (5) execution of the choice based on what has transpired [Flathers et al. 1982; Baumann and Bourbonnais 1982]. At any moment in this process, there are factors at play that have a large impact on one's ability to solve complex problems in a limited time: (1) an internal state [Hedge and Lawson 1979] is the sum of a person's psychomotor skills, knowledge, attitudes, etc.; (2) uncertainty [Brecke 1982] is caused by faulty or incomplete information received from the external environment; (3) stress [Biggs 1968; Jensen and Benel 1977] is generated both by the problem at hand and any background problem that may exist; and (4) complexity, as it is used here, refers to the number of elements involved that must be attended to. These variables are depicted in figure 5.1, and their relationship to each other and to an outcome is indicated. This schema is designed to suggest interaction, because while the judgment and decision-making process may be conceptualized as discrete stages, experience tells us that this is not the way people function in real-world situations.

THE VISUAL-ARC spectroscopic method of rapid qualitative analysis of complex inorganic compounds has been popularized in the past few years and is being employed by an increasing number of laboratories. The mineralogy and chemistry departments of several universities recently have added visual spectroscopy to their laboratory curricula. This revival of interest in a somewhat dormant analytical method has been stimulated through the publication of three papers 4 by members of the College Park staff of the Bureau of Mines. These virtually are the only recent sources of information on visual-arc spectroscopic analysis. They include data on the spectroscopic assembly, the analytical procedure, and the practical application of the method to determinative mineralogy and related fields. Requests for reprints of these papers continue to be received; at present only a limited number of copies are available for distribution. In order that these requests may be adequately answered, material from the three papers has been combined and, with some additional data, is presented in this bulletin. Numerous specific inquiries have been received regarding types of equipment available, problems in instrumentation, and information on the approximate sensitivity limits of the elements that can be detected by this method. Some of this material was not included in the original papers. Accordingly, the table of wavelengths has been revised to include the approximate visual-arc spectroscopic sensitivities, and a section on commercially available equipment has been added.
