Education and training research is a major component of the Bureau of Mines human factors research program. The goal of human factors research is to enhance human performance for the purpose of improving both safety and the profitability of the minerals industries. This is achieved through the design of mining equipment, work tasks, management procedures, and development of human resources. This proceedings volume presents several new developments that are helping to improve the quality and efficiency of health, safety, and occupational skills training in the mining community. Several papers address the issue of how to teach and assess miner abilities to deal with underground mine emergencies. Other papers examine practical procedures for defining and cost justifying the integration of structured training and other performance improvement strategies to enhance the proficiency of the work system.

The effectiveness of an industry?s safety activities can be gaged best by the accident records of that industry. In an effort to gage conditions in the petroleum industry, and with the objective of helping to reduce the number of accidents in it, the Bureau of Mines from time to time has tabulated, analyzed, and published pertinent statistical information3/. These reports have dealt with distribution, causes, and costs and related phases of accidents for various and collective divisions of the petroleum industry in several sections of the country. This type of study aids the personnel of the Bureau in planning the course of its activities in accident-prevention work and gives useful data to persons engaged or interested in the promotion of safety in the petroleum industry, which will aid them in their efforts to reduce the number and severity of accidents. A majority of petroleum operators and ?service" contractors have acknowledged their responsibility to provide their employees with safe working conditions and to their stockholders for greater economic value of invested capital by establishing safety divisions within their respective organizations. Such divisions have a primary duty, namely, to see that properly designed and guarded machinery and working equipment are furnished the employees and that they are trained in the safest practical methods of performing their work. This bulletin is a revision of Bulletin 63 and is published by the Bureau of Mines in order that purchasers of coal for Government, State, municipal, or private use may be informed regarding advances or refinements in sampling coal deliveries and preparing specifications for the purchase of coal. The purchase of coal by the Government under specifications depending on the heating value of the coal, its content of ash and of moisture, and other considerations, rather than upon the reputation or trade name of the coal, was based on the fuel investigations begun by the Technologic Branch of the United States Geological Survey in 1904. The plan was first adopted by the Treasury Department in 1906. Since then the plan, variously modified in form, but the same in principle, has been gradually adopted by other departments until, at present, of the coal used by the Government, the total value of which approximates $8,000,000 annually, more than half is purchased under specifications. The Government publications dealing with the adoption by the Government of the specification plan, the number of contracts awarded on that basis, and the quality of the coal delivered under such contracts in the several fiscal years covered by the reports are given in publioations a listed at the end of this bulletin. Under the authority of acts of Congress making appropriations for analyzing and testing fuels belonging to or for the use of the United States Government, a laboratory is maintained at the headquarters of the Bureau of Mines, Washington, D. C., where samples representing deliveries of coal purchased under specifications for Government use are analyzed and tested. At this laboratory more than 1,200 samples have been analyzed and tested in one month. With the complete equipment and the efficient force employed, the analytical work has been so perfected that the analyses and heating-value tests of the samples received are as accurate as may be reasonably expected in laboratory work of this nature. One of the serious drawbacks to the general adoption of the specification method for the purchase of coal is the difficulty of obtaining at reasonable cost samples of coal that can be considered fairly representative of the commercial product delivered in wagons, railroad cars, or ships. Therefore the method of taking and preparing samples for shipment to the laboratory has been given fully as much care as the making of the analyses and tests, and a general plan of collecting samples fairly representative of the delivered coal has been evolved through various modifications and improvements based on experience and increased knowledge of the physical and chemical characteristics of the various coals that are purchased by the Government. The method that is in general use by the Government is described in the following pages. In connection with studies of the coal deposits of the country, of the best methods of preventing waste in mining, and of increasing efficiency in the utilization of coal belonging to or for the use of the Government, geologists and engineers of the United States Geological Survey and of the Bureau of Mines have visited more than 2,500 coal mines scattered through all of the coal-producing States and Territories. From each mine 2 to 8 or more samples were taken, the number depending upon the size of the mine and its output. The analyses and descriptions of the samples collected up to the end of the fiscal year 1913 are published in Bureau of Mines bulletins 22 a and 85,b and those of samples collected in the fiscal years 1914 and 1915 are presented in a bulletin that will soon be published by the bureau. A study of the analyses of these samples and of the samples taken from cars shipped from a number of the same mines shows that the mine samples are as a rule of higher grade than the average commercial shipments, particularly with respect to containing a lower percentage of ash and having a correspondingly higher heating value. This difference is due to the fact that the Government inspector, proceeding on the basis of what can be done by a good miner, usually removes more of the partings of bone, slate, and other extraneous matter from his mine samples than the average miner does in ordinary practice, the aim of the miner being to get the maximum number of tons past the tipple inspection, as his earnings are based on his output. The average miner, therefore, does not always take as much care as he might in rejecting the impurities. "INTRODUCTION This paper is the seventh of a series of yearly reviews started in 1921 and pre¬sents information gathered in a cooperative investigation undertaken by the United States Bureau of Mines and the University of Utah. It is the purpose of this report to make available flotation—reagent consumption data and other milling information in such a manner as to be of value to the milling industry and to the manufacturer of flotation reagents.These data have been compiled from a survey of about 300 concentration plants in the United States. Much additional information has been obtained from the various offices of the United States Bureau of Mines. Many of the plants covered in the survey made complete reports of their operations, but others were apparently unable to supply this information in sufficient detail to meet the requirements of this report. As a result, some sections of the report are more complete than others. In general, however, the mill reports were much more complete than in previous years, and for the first time it has been possible to calculate average mill recoveries in the treatment of certain classes of ores. The applications of optical spectrochemical methods of analysis for determining trace impurities in metals are described, and the need for developing analytical procedures capable of accurately determining fractional parts per million of impurity elements in metals is stressed. Factors which determine sensitivity of detection and means to extend sensitivity levels in spectrochemical methods are discussed. Examples from the current literature illustrate the diversity of spectrochemical techniques that have been applied to the analyses of varied sample types, Many of the methods use preconcentration procedures to increase sensitivity limits. A bibliography containing abstracts of recent methods in included. Optical spectrochemical analysis is based upon the measurement of radiant energy emitted by atoms of the elements to be determined when a sample is subjected to a suitable source of excitation. The behavior of the valence electrons during excitation, usually by an arc, spark, or flame, produces radiant energy of specific wavelengths. This is recorded as spectral line images on a photographic film or plate by the spectrograph; for direct-reading instruments, the spectral lines are detected with photomultiplier tubes. The spectral lines result from the excitation of atoms in the sample. Each variety of atom produces its own characteristic set of lines, thus serving to identify the elements in the sample. Increased concentrations of elements in the excited sample results in increased blackening of the spectral line images.

Objective To develop safety training tools for mine health and safety trainers that fill gaps in currently available materials and help capture the wisdom and knowledge of “expert miners.” Background NIOSH began a series of stakeholder meetings in 1998 to determine what research was needed to improve miner health and safety. One of the more common concerns among stakeholders was a critical lack of appropriate training materials applicable to metal/nonmetal mining. Participants provided many insights into what effective training materials should include and how materials could best reach both new and experienced miners. The most important factors were that any materials be realistic and interesting and that some way must be found to capture the wisdom of expert miners before they retired. Approach NIOSH researchers chose videos as the best means of achieving these training goals. Over the past 3 years, NIOSH has produced three training videos that present information on safe work practices in underground mines: handling explosives, recognizing roof hazards and using proper scaling techniques, and installing ground supports. The last two videos, “Rock Falls—Preventing Rock Fall Injuries in Underground Mines” and “Miner Mike Saves the Day—or—Ground Support…It’s Important,” have won Alice Hamilton awards, NIOSH’s highest recognition of Excellence in Occupational Safety and Health, in the Educational Materials category. Two new videos are now being released. Both of these videos were shot completely in operating underground hard-rock mines and used expert miners to tell the story. Hazards In Motion The first, “Hazards in Motion,” deals with the dangers of working around mobile equipment in an underground mine. Ben, a new trainee, refuses to pay attention in his 40-hour New Miner Training class, and when the class takes its first trip underground, he wanders off and finds himself in many dangerous situations. He encounters many experienced miners who both chew him out for his unsafe attitude and give him advice and information on how to survive around mobile equipment. Many common pieces of equipment are shown, including haulage trucks, LHD=s, tracks and trains, slushers, skips and hoists, and air doors. The dangers of ignoring signals and of horseplay are also included. After nearly losing his life numerous times, Ben learns his lesson with the help of the Safety Angel, an experienced miner who looks suspiciously like his safety trainer. Ben’s Safety Angel saves his life repeatedly, teaches him how to work safely around these common conveyances, and introduces him to experts who have specific safety tips. Ben learns the error of his ways and vows to be the safest miner in the mine. “Hazards in Motion” is approximately 30 minutes long. Hidden Scars The second video is the first in the NIOSH “Expert Miner” series. “Hidden Scars” is a narrative interview with Don Capparelli, a miner and supervisor at the Sunshine Mine in north Idaho. This video captures the story of a fatal rock burst in May 1994, when Don was seriously injured and his long-time partner, Jimmy Findley, was killed. “Hidden Scars” is a very powerful story. Don Capparelli shares the physical and emotional pain he lives with daily as he relates the events leading up to the rock burst that took the life of his best friend and partner. This video is an excellent reminder of the human cost of uncontrolled accidents and the hidden scars that survivors must deal with for the rest of their lives. It runs approximately 25 minutes.

The general nature of the special constructional features that are required to provide safety from explosion hazards on machines approved as permissible by the Bureau of Mines is fairly well known to mining men who are at all interested in safety. These requirements are outlined in the schedules under the provisions of which the investigations of such machines are conducted. Also, the method of conducting inspections and tests of such machines has been described in Bureau of Mines Bulletin 305, Inspection and Testing of Mine Type Electrical Equipment for Permissibility, published in 1929. A more detailed knowledge of the special safety features of a particular machine is often useful and sometimes essential for inspectors, safety engineers, maintenance men, and engineers in selecting machines for a particular application. Three bulletins that give information of this nature have been-published by the bureau, viz., Bulletin 313, Permissible Storage-Battery Locomotives and Power Trucks. Bulletin 343, Permissible Coal-Handling Equipment. Bulletin 382, Permissible Coal-Cutting Equipment. Report of Investigations 3309, Permissible Electrically Operated Air Compressors, which contains similar information, was issued in August 1936, and a Report of Investigations 3326, Permissible Electrically Operated Room Hoists, was issued in January 1937. Thus, the present paper is the third to give detailed information concerning permissible machines of types not included in bulletins, and covers all the rock-dust distributors approved prior to October 1, 1936.

Important quantities of gold, silver, platinum-group metals, selenium, tellurium, and arsenic are recovered in the processing of copper concentrates. The objective of this Bureau of Mines study was to determine the occurrence of these elements in copper ores and to trace their distribution during subsequent processing steps. The study describes the important areas supplying concentrates, precipitates, and unrefined copper to the copper smelting and refining industry in a composite of the years 1971-74. The relative importance of these areas as a source of the respective byproducts is assessed. The lack of certain quantitative and assay data, recycling of dusts and slags, and the addition of scrap to the feed often complicates calculations and estimations of the byproducts in the smelter-refinery throughputs. Such volatile or low-boiling point elements as arsenic, selenium, and tellurium may be lost in gaseous and other emissions in various processing stages, or they may be concentrated in slags and residues for which samples were not available. The effects of antipollution legislation to improve control of sulfurous and other emissions that may affect recovery of certain byproducts was noted. A section on newer technology illustrating hydro-metallurgical techniques that may affect the recovery of minor metals is included.

Methane-air mixtures can ignite as a result of sparking or rubbing of materials, particularly by impact involving light alloys and rusted steel where an exothermic thermite reaction can occur. This report reviews the published literature and describes a new method utilized by the Bureau of Mines for studying the processes occurring during collisions of light metals with rusted steels. The method involves measuring the spectra of sparks and explosions in methane-air mixtures using a photodiode array. Initial results obtained using magnesium and aluminum alloy 6061-T651 projectiles striking rusted steel are reported. These results indicate that the continuous parts of the spectra show a larger intensity for incendive sparks compared with nonincendive sparks, with the largest relative change in the higher energy, ultraviolet region. An unexpected shift of the intensity maximum for the continuous parts of the spectra towards the infrared region was observed for the more incendive sparks. Evaluation of rusted steel samples with electron microscopy, energy-dispersive X-ray spectrography, and Auger electron spectroscopy after they had been impacted by aluminum alloys indicated that aluminum was transferred to the steel in the form of islands that became larger as a function of increasing projectile velocity.

INTRODUCTION The classification system for German coal mining is the result of approximately 100 years of experience in roadway development and longwall mining. It is also based on different research projects covered by national and European research programs. Over the past 30 years, more then 600,000 m of road-ways have been driven and employed for mining activities. To properly describe the German rock mass classification system, therefore, it is useful to take a look at the main geomechanical preferences and common support systems. The decision about the most effective development technique and support system is based on a synthesis of rock mass classification and geomechanical analysis. The properties of surrounding rock, the in situ stress, and the influence of mining activities in several seams at each German mine must be considered for the evaluation of the expected deformation of the roadway. The mine layout, the requirements of ventilation and fire prevention, as well as the need to maintain emergency escape routes for the miners, require that the gate roads remain usable after the passage of the longwall face in most cases. Moreover, the gate roads must be maintained despite the high stresses that are applied during longwall retreat mining. Therefore, gate road design must address a broad spectrum of potential deformation environments. In the past, when gate roads were supported solely with yielding steel arches, lithologic descriptions of the surrounding strata conditions were adequate for the dimensioning of support and the prediction of the roadway deformation. The current conditions of multiple-seam mining at depths of up to 1,700 m require combined support systems, including pattern bolting and backfilled steel arches. Rock bolt support is used for development, after which (typically 50–100 m outby the face) the steel arches are installed and backfilled with building material (concrete) in order to achieve an optimized development rate. The rock mass classification system described below was developed especially for the conditions of German hard-coal mining. It includes the stress distribution caused by multiseam workings (including crossing goaf edges of former longwalls), as well as in situ stresses due to greatdepth and the presence of tectonic faults. It is based on the evaluation of four parameters: • Geotechnical analysis of drill cores • Geotechnical observation of the development face • Geotechnical classification of tectonic structures (faults) • Standard classification derived from geotechnical assessment and evaluation of stress conditions (using numerical modeling for stress calculation) ROCK STRENGTH One of the most important input parameters for describing strata conditions is the strength of the rock. The German classification system is based on a description of lithotypes. This method has been used successfully since the 1950s and is based mainly on the uniaxial compressive strength (UCS) of the material. An evaluation of the rock strength observed in a survey of approximately 82,500 samples of rock core yielded the results shown in Figure 1. The three most common coal measure rock types are mudstone, siltstone, and sandstone. Each shows a specific mean UCS level and a different spread between the minimum and maximum values. Sandstones, in particular, have a wide spectrum of compressive strength, ranging from approximately 40 MPa to greater than 130 MPa, with an average of 85 MPa. The causes of this wide range include different sedimento-logical preconditions, facies, and digenetic processes. [ ]

The Bureau of Mines has conducted research on the ignition of methane-air mixtures by sparks caused by frictional impact of aluminum alloys on rusted steel at typical coal mine fan speeds. The objectives were to establish the incendivity of aluminum alloys under these conditions, to investigate differences between aluminum alloys, and to evaluate substitute materials for the aluminum-steel combination. With a specially designed apparatus, three commercial aluminum casting alloys and a number of experimental aluminum alloys were tested for incendivity of the frictional impact against rusted steel in flammable methane-air mixtures. All aluminum alloys tested produced some ignitions. Of the experimental alloys, the harder alloys and those containing silicon tended to be more incendive than the others. With the normal experimental conditions, constructional steel, stainless steel, brass, and plastic did not cause ignition of methane-air mixtures in frictional impact against rusted steel. Some ignitions occurred with constructional steel at high speed in more flammable gas mixtures enriched with oxygen. From these findings, it is suggested that constructional material combinations other than the aluminum-steel combustion would minimize this inc endive hazard. A detailed description is given of previous research, and comparison is made with present results where appropriate.

This evaluation of the sulfurous acid process for the production of metallurgical-grade alumina is the first of a series concerning various known methods of extracting alumina from low-grade aluminous materials and was undertaken to permit comparison with other processes. In the process with which this Bureau of Mines report is concerned, calcined clay is leached under pressure with 20 percent sulfurous acid and then filtered to remove a siliceous residue. The aluminum sulfite remaining in the filtrate is precipitated as a monobasic sulfite which, together with iron sulfite, is then decomposed under pressure to form a crude alumina hydrate and iron oxide. This intermediate product is purified in a modified Bayer process to yield alumina suitable for electrolytic reduction to aluminum. A study estimate (16)3 is used for these evaluations. The capital cost, not including land, is estimated at $95,701,600 on a Marshall and Stevens index basis of 240.0 for a plant producing 1,000 tons a day of alumina or 350,000 tons a year. The annual operating cost for this size plant is estimated at $22,831,100 or $65.23 per ton of alumina using clay at $1 per ton. Depreciation and local taxes are included in the estimate, but profit and Federal taxes are not considered.

The human body is remarkably adaptable and capable of performance in a wide variety of environments and circumstances. It cannot be said, however, that the body is capable of performing equally well under all conditions. In fact, when faced with certain types of tasks or environmental demands, the body may have to adapt using methods that result in substantial performance limitations. Such a phenomenon is evident when workers must adopt unusual or restricted postures during performance of physically demanding work tasks. For the purposes of this discussion, the term "unusual posture" will be considered as any working posture other than typical standing or sitting positions. The term "restricted posture" designates postures that are forced upon workers due to restrictions in workspace. The vast majority of ergonomics research has focused on establishing design criteria for work involving standing (e.g., Snook and Ciriello, 1991; Waters et al., 1993) or seated postures (e.g., Grandjean, 1988), and understandably so. However, it must be recognized that there are numerous jobs (e.g., underground miners, aircraft baggage handlers, plumbers, agricultural workers, mechanics, etc.) where workers must perform in less desirable postures such as kneeling, stooping, squatting, and lying down (Haselgrave et al., 1997). This Bureau of Mines report is a background study of the International Tin Agreement. Attempts at stabilizing the tin market prior to the agreement are detailed, as well as the conditions and negotiations that set up the agreement. Details of the five consecutive 5-year agreements beginning in 1956 are presented, with emphasis on membership and the agreements' primary tools: the buffer stock and export controls, Attention is focused throughout on the United States activities during the period, especially with regard to its strategic stockpile, and its involvement with the agreement culminating in its membership, for the first time, in the fifth agreement beginning in 1976. Considerations leading to the U.S. decision to join are detailed, and U.S. activities in the negotiations for the sixth agreement are presented. The status and outlook for the agreement are discussed, and evaluations of the effectiveness of the agreement and its components are reviewed.

BCR National Laboratory (formerly Bituminous Coal Research, Inc.), under a USBM con­tract (originally with the Department of Energy), monitored the installation and operation of a computer-based belt-monitoring and control system at the Barnes & Tucker Coal Co. Mine No. 20, Ebensburg, PA. The system installed was the National Coal Board's Mine Operating System (MINOS) coal transport monitoring and control system. The program objec­tive was to document (1) the installation requirements for a conveyor control system, (2) the operating experience with the system, and (3) the impact of monitoring and control on mine operation. Analysis of the system operation indicates that monitoring and control did improve belt availability significantly, and reduced downtime associated with belt delays. Economic analysis showed the increased belt availability would potentially result in significant production increase, and, therefore, excellent payback on the initial investment. The system performed satisfactorily, was well accepted by the work force, and did not increase the maintenance workload.

The first section of this U.S. Bureau of Mines report includes a discussion of the navigational tasks performed by operators of mobile mining equipment, with the focus on the navigational information and guidance techniques required by continuous mining machine operators. Some previous research and attempts in remote and autonomous navigation of continuous mining machines are mentioned. Issues of research in autonomous navigation of various other mobile robots are presented, with attention focused on their applicability to a continuous mining machine navigating in the mining environment. Conclusions are stated on methods of automating the navigational tasks of a continuous mining machine, and a decision to concentrate initial attempts on the tasks of autonomous face navigation is defended. The second section of this report includes a presentation of the Bureau's proposed solution for autonomous face navigation of a continuous mining machine, which includes the employment of a mobile roof support as a reference for guidance in the face area, and a navigational guidance system for the continuous mining machine.

A study was made of scrap iron and steel in the South Central States in order to determine trends in processing, shipment, and consumption of this important commodity. These data were derived in part from statistical sources and in part by visits to scrap yards and steel mills. Trends in the industry were reviewed. Dealers in 1963 supplied 1.8 million tons of iron and steel scrap to steel mills and foundries in the south-central area, compared with 2.1 million tons in 1955. Most of the scrap was processed and shipped within 200 to 300 miles of consuming centers. Exports provide a principal outlet for dealers along the gulf coast. Most of the scrap that fills these orders is loaded onto freight cars at yards in Texas and Louisiana and -is shipped to ports for direct transfer from railroad car to ship. The tonnage exported varies greatly from year to year. The largest scrap operations are in or near large cities which are heavy scrap generating areas, steel mill sites, or port cities for export of scrap. A tentative analysis indicates that the short-run supply of prepared scrap is inelastic to price changes; therefore, buyers probably arc in a strong bargaining position at times of declining demand. One technological development in the iron and steel scrap industry is the use of large presses which can take complete automobiles with frames, wheels, springs, and other heavy parts still intact and reduce them to bundles. At Houston, Tex., and Kansas City, Mo., shredding plants are in operation that reduce car bodies and other light scrap into flat pieces 4 to 6 inches in size.

Injury experience at coal mines and mechanical-cleaning plants (excluding officeworkers ) in 1967 was 222 fatal and 10,115 nonfatal disabling work injuries during an exposure time of 241.8 million man-hours. These injuries occurred at a frequency rate of 42-75 per million man-hours worked; the severity rate was 7,699 days lost or charged per million man-hours. Each of these general measures of injury experience was lower than similar data recorded for 1966. Coal production totaled 560.8 million short tons, at rates of 2.32 tons per man-hour and 18.32 tons per man-day. A total of 2,779 onsite officeworkers at coal mines and mechanical- cleaning plants worked 5.2 million man-hours in 1967 without a disabling work injury.
