INTRODUCTION The UN-General Assembly adopted an Agreement on 28 July 1994 entitled ‘Agreement relating to the implementation of Part XI of the United Nations Convention on the Law of the Sea ((UNCLOS) of 10 December 1982’. The Agreement came into force on 16 November 1994, and consequently, the inauguration of the International Seabed Authority (ISA, or the Authority), located in Kingston, Jamaica. The Authority is the organization through which States Parties to the Convention (168, as of 25 July 2017) shall, in accordance with the regime for the seabed and ocean floor and subsoil thereof beyond the limits of national jurisdiction (the Area) established in Part XI and the Agreement, organize and control activities in the Area, particularly with a view to administering the mineral resources of the Area. The legal regime for the administration and development of the mineral resources of the Area as it now exists are available in Part XI of the Convention1 which contains the legal framework governing “activities in the Area” and in Annex III to the Convention which contains the “Basic Conditions of Prospecting, Exploration and Exploitation” with respect to the resources of the Area2. The 1994 Agreement relating to the Implementation of Part XI of the UNCLOS is the so- called ‘parallel system’; as elaborated in article 153 of the Convention. The essential elements of the ‘parallel system’ include assured access for States parties and their nationals to seabed mineral resources along with a system of site-banking, whereby ‘reserved areas’ are set aside for the conduct of activities by the Authority through the ‘Enterprise’ itself or in association with developing States or in joint venture with the contractor who provided the particular reserved site2.

The Marine Minerals Technology Center has taken advantage of recent price and performance .improvements in PC hardware and software to upgrade its seismic acquisition system. In the past, single channel, high resolution, seismic data was displayed on an analog plotter and stored on tape. Associated navigation data was logged by hand or on a chart plotter. The navigation and seismic data were synchronized with time so that they could be cross referenced. The Center's new system uses PC's for the acquisition of both seismic and navigation data. Off the shelf software products were purchased for each task. Elics Delphl performs the seismic acquisition and processing, and GeoResearch, Inc. Geolink provides the navigation interface. A navigation string is sent from the navigation PC to the seismic PC via an RS232 line. This string consists of a time and location fix, as well as speed and heading data. The navigation string is then imbedded in the header of the seismic record. The Geolink software is capable of monitoring other devices in addition to the GPS used for positioning. Device inputs are attributed to the location data to provide easy construction of a navigation GIs. Currently the Center is logging fathometer data along with the navigation. As a result, a map of bathymetry along the tracklines can be available shortly after completion of the cruise.

Several metallogenic zones including Sakmara, Magnitogorsk, and East-Ural zones were revealed in the Ural fold belt (Fig. 1). These zones are considered to be the paleogeodinamic sectors corresponding to marginal sea, island arc system, and uplift respectively. Ferruginous-manganiferous sediments in the Southern Urals are hosted by the basalt-rich volcano-sedimentary series of the Magnitogorsk paleoisland arc system with West- and East Magnitogorsk island arcs and Sibai inter-arc basin. The manganiferous mineralization occurs in association with the Middle Devonian stratabound hematite-quartz rocks and bedded red jaspers localized on the foot or handing walls of massive sulfide deposits. Fe-Mn nodules are widespread in jasper horizons on the flanks of manganese deposits. We have studied Fe-Mn nodules from the Faizulino and Yanzigitovo Mn-deposits formed in the Sibai inter-arc basin and compared them with well known Fe-Mn nodules from modern oceans.

The discovery of chemosynthetic-based ecosystems at hydrothermal vents in the deep ocean was arguably one of the most important findings in biological science in the latter half of the 20th century. More than 100 vent fields have been documented along the 60,000 km global mid-ocean ridge system. Over 500 new animal species, over 80% of which are endemic to the vents, have been described from this environment. Unusual, highly evolved symbioses between invertebrates and chemolithautotrophic bacteria are common at vents, producing concentrations of biomass that rival the most productive ecosystems on Earth. Hydrothermal vents ecosystems, because of their very limited area and the presence of endemic species, are highly vulnerable to human disturbance. Mining for polymetallic sulphide deposits poses the greatest future physical threat to hydrothermal vents and their biological communities. However, there is more immediate concern about the impact of concentrated scientific research activities. Some sites have been revisited by several research expeditions per year for more than a decade. As vent sites become the focus of intensive, long-term research, oversight organizations are discussing mitigative measures to avoid significant loss of habitat or oversampling of populations. Canada recently became the first national jurisdiction to set aside a hydrothermal vent site as a Marine Protected Area.

An unusual combination of ten new, deep (-100 m) coreholes and an extensive high-resolution seismic reflection network enables us to produce a detailed study of the phosphorite resources in the Tertiary strata of the Georgia continental shelf. These strata are mixtures of a terrigenous facies, notably quartz and clay along with minor amounts of other aluminosilicate minerals, and of a marine facies, notably phosphorite and carbonate. Phosphatic sediments occur throughout the cores, however the richest phosphorite beds are in the middle Miocene (Serravallian) sediment, where they constitute up to 70 percent of the sediment mass. Major zones of phosphate enrichment occur chiefly at major unconformity boundaries (tops of Oligocene, lower and middle Miocene, upper Miocene, and lower and upper Pliocene) and at prominent intrastratal reflectors representing minor unconformities within units. Phosphorite co-occurs with the clay minerals, especially palygorskite, but correlates inversely with carbonate and detrital quartz, indicating a low-energy depositional environment. The clay minerals present in these strata, which have an environmental consequence on recovery of the phosphorite, are varying concentrations of smectite, kaolinite, mica, palygorskite, and sepiolite. Phosphatic resources have been determined within only the Miocene strata. Sediment volume for this unit to the 100 m isobath on the continental shelf has been established using the high-resolution seismic reflection network that has been calibrated using the deep coreholes. Phosphorite grains larger than 0.1 mm average about 40% of the sediment. In turn, most of the remainder of the sediment in this size range is quartz, which is separable from phosphate grains using conventional flotation techniques. Our estimate is that 300 Gt of phosphorite lie within the Miocene strata of the Georgia continental shelf.

Are hydrothermal emissions from subduction-related volcanic arcs important to the total hydrothermal burden of the oceans? While historical observations of hydrothermal venting of fluids at mid-ocean ridgecrests, intra-plate hotspots, and backarc spreading centers are numerous, we remain poorly informed regarding the contributions from hydrothermal systems associated with oceanic submarine arcs. Here we report the chemical results from the first systematic assessment for hydrothermal activity at an intra-oceanic arc front. We discovered that 7 of the 13 submarine volcanoes that define a 260-km-long segment of the southern Kermadec arc north of New Zealand are hydrothermally active. Most significant here is that the chemical compositions of the various hydrothermal systems, inferred from back-extrapolation of observations of hydrothermal plumes, are diverse, and in many instances enriched in the concentrations of gases (e.g., CO2 and H2S) and metals (e.g., Fe and Mn) compared to effluents commonly discharged from mid-ocean ridges. If our results are generally representative of submarine arcs, whose global extent may equal one-third that of ridgecrests, the answer to our leading question could be a resounding yes in terms of both volume and chemical composition.

In October-November 1993, the Centre for Cold Ocean Resources Engineering, Memorial University of Newfoundland and University of Victoria jointly carried out reconnaissance surveys at Pine Cove, Baie Verte, Newfoundland. Pine Cove is the site of a multi-year study examining the environmental impact of a shallow water small-scale marine placer gold mining operation. The reconnaissance survey data collected will be used to develop a multi-year environmental effects monitoring (EEM) program for Pine Cove, Baie Verte, but more generally an EEM protocol for shallow water small-scale marine placer mining, which meets the requirements of Canadian government regula¬tors such as Environment Canada and the Department of Fisheries and Oceans. The Pine Cove mining operation is currently scheduled for the summer of 1995, and will use two mining methods: a hydraulic suction dredge in shallow water (<10 meters) operated by a scuba diver, and a hydraulically actuated clamshell dredge in deeper water (-30 m). A centrifugal concentrator will be used to extract the heavy minerals from the mined marine sediments, and the tailings will be returned to the sea floor via a suspended discharge pipe. The reconnaissance work at Pine Cove included geophysical, geochemical, oceanographic and biologi¬cal surveys, providing data which will enable prediction of the potential environmental impacts of the proposed mining operation. The first, profitable, marine placer mining started with tin 100 years ago but no major industry developed until the mid-20th. Century. Dredging at sea yielded cassiterite in both South Thailand and Indonesia, and remains an important state-run industry in the latter country. Malaysia and Russia have also contributed production, and the coastal waters of Tasmania and England have been explored. Marine placer deposits of gold have been examined in New Zealand, Chile, Argentina, Russia and West Africa. Philippino deposits were dredged during the 1930s. Fifty years later, at Nome in Alaska, gold was recovered by dredging from the offshore, and the technical/economic benefits of a seabed-deployed crawler were first demonstrated. Off the coast of Namibia placer diamonds were recovered by airlift mining during the 1960’s, but De Beers effectively started the existing marine diamond industry in 1989. The Wirth drill and a crawler continue to be used by the company, and plans recently have been announced for operations in South African waters. Other commodities such as mineral sands, platinum group minerals, and chromite have been investigated offshore in several worldwide localities.

A new hydrothermal field with massive sulfide deposits was discovered in 2004 at 16º 38.4?N, 46º 28.5?W on the Mid-Atlantic Ridge. Hydrothermal signals had already been recorded from bottom waters and sediments in this area during cruise 19 of R/V Professor Logatchev in 2000. This site was revisited during the 24th cruise of R/V Professor Logatchev in February 2004 when samples of massive sulfides were recovered and video records of the deposits made. The basalt hosted hydrothermal field is situated at a depth of 3700-3750 m, 600 m above the inner floor on the eastern slope of the rift valley. Structurally, the new field is located at the intersection of a deep along-axis marginal fault and a transverse sub-latitudinal dislocation. Six sulfide mounds as well as associated metalliferous sediments were mapped (sampled and/or recorded by video profiling) within the hydrothermal site. The largest ore body, 500 x 225 m, in the southern part of the field consists of small blocky talus and relics of sulfide chimneys partly covered by iron oxyhydroxides. The chimneys are 1-5 m high. The southern and western boundaries of the massive sulfide deposit have not yet been delineated. More than 1,100 kg of massive sulfides and stockwork mineralization were sampled at 7 sites by dredge and TV-grab. Everywhere, iron sulfides were the principal minerals present. Pyrite in association with lesser amounts of chalcopyrite occurs in both massive sulfides and stockwork mineralization. Of particular interest is the chalcopyrite-siliceous stockwork where silicified and chalcopyritized basalts are intruded by a network of chalcopyrite veinlets. These zones could be fairly thick and enriched in base metals. Sphalerite was very rare.

For the past twenty years or so the oceans of the world have been transformed in the minds of most Americans from the ultimate and nearly infinite receptacles for sewage and other wastes to an almost sacrosanct and threatened last refuge of Mother Nature from man on Earth. While this general movement has helped somewhat to moderate the flows of pollutants into the oceans, it has had severe and sometimes devastating impacts upon various attempts to develop seabed mineral resources. Marine mining proposals have been easy targets for attack. In most cases, they have short or no histories and involve prototype or first-generation methods. They commonly lack major financial backing, and do not command significant public support. Their constituents are limited. Opposition movements to such proposals have been able to evoke strong support by appealing to this "last refuge" image and depicting mining operations as the final assault. In mounting these public appeals, the movements obtain visibility and support. Because of the small and sometimes tentative status of the constituencies which support particular proposal s, the potential liabilities for opposition movements are minimal.

The development of marine mining in the offshore areas adjacent to most of the insular and continental European States is limited by the complex and evolving nature of its legal regime on the basis of the relevant applicable international, European and domestic rules. As the development of marine mining requires investments in capital-intensive technologies, the bankable feasibility of marine mining projects is very much dependent on the legal security of mining rights, assets and operations in offshore areas. This is quite difficult to assess due to the constant accumulation of applicable and potentially conflicting international and domestic laws in these areas, in particular the coastal zone, the territorial sea, and the Exclusive Economic Zone (EEZ). The often conflicting interaction of international treaties, laws and regulations in offshore areas raises specific and major issues in terms of permitting processes, access rights, ownership rights over the mineral resources explored and mined, flag vs. coastal State jurisdiction over mining vessels and marine mining equipment, international environmental liabilities, and unitisation and multi-forum disputes. In addition, the determination of jurisdiction and the legal regime under which marine mining could take place is becoming even more complex with the development of EU Law and the recent revision of the International Law of the Sea, particularly the new extension regime of the EEZ and jurisdiction over the continental shelf.

The International Marine Minerals Society has now come of age! Previously known as the International Marine Mining Society, it was an informal group without officers, by-laws or official status. Despite the lack of formal structure, the Society has cosponsored symposia both in Europe and in North America including the 16th Annual Underwater Mining Institute in Halifax, Nova Scotia, last year. The roster of members is now sufficient to emerge as a fledgling professional society. To this end an ad hoc committee was appointed to prepare by-laws stating the objectives of the Society, provide the procedures for the election of officers and other guidelines essential for the operation of the organization. This paper briefly summarizes the history of the group, the by-laws, together with membership requirements.

In November 2004, Australia lodged with the United Nations Commission on the Limits of the Continental Shelf possible new maritime boundaries in relation to Australia’s continental shelf extending beyond 200 nautical miles from the Territorial Sea Baseline (Colwell and Symonds, 2005). If agreed by the commission, just over half of Australia’s land mass will lie below the sea, and Australia will have one of the largest marine jurisdictions in the world (14.41 million km2). With this jurisdiction comes a responsibility to manage and sustain the marine environment (McConachy, 2006). Knowledge of minerals and their resource potential is part of this responsibility but is generally poorly known (McConachy, 2005).

With the world’s growing demand for metals, seafloor massive sulfides (SMS) deposits are now seen as a possible mineral resource that could contributes to secure metal supply for human needs. SMS deposits are characterized by high concentrations of base metals and at some place high contents of precious and rare metals. Since 1977 and the discovery of the first high temperature (HT) hydrothermal vent and its sulfide mineralization and high biodiversity, more than 300 sites are known today. If the exploration strategy for detection of active hydrothermal sites is now robust, their associated mineralization will not (and must not) constitute a potential target for deep-sea mining due to environmental concerns and technical limitations. Recent studies on SMS deposits are rather focused on extinct and buried mineralized sites characterized by a lower biomass. Several geophysical techniques to explore and detect extinct SMS (eSMS) and buried SMS (bSMS) have been developed (e.g. Kawada and Kasaya, 2017; Szitkar et al., 2017, 2014) using different approaches (e.g. regional or local scale; ship-based or using underwater vehicles) with several degrees of success or limitation. Here we present results from acoustic surveys performed on the TAG hydrothermal district during the BICOSE (2014) and LEVE-SMF (2016) cruises and direct observation provided by HOV (Nautile) dives carried out during HERMINE cruise (2017). Acoustic data were acquired using two different multibeam echosounders (MBES): the hull-mounted Kongsberg EM122 (12 kHz, R/V L’Atalante) and the ROV-mounted RESON SeaBat 7125 (400 kHz, ROV Victor) (Figure 1). After processing, acoustic seafloor backscatter data from both MBES provides complementary qualitative results in relation to the seafloor composition. The analysis of the seafloor backscatter data obtained by near-seafloor surveys with the high-resolution 400 kHz MBES shows a clear relationship between low backscatter strength values and areas covered with pelagic and hydrothermal sediments whereas high backscatter strength values are associated to pillow lavas and basaltic scree. Intermediate backscatter strength values are rather related to old and younger eSMS as well as to mineralization on TAG active mound.

KIGAM (Korea Institute of Geoscience and Mineral Resources) has been doing various kinds of research works in marine minerals and energy resources exploration and utilization since early 1990s in Korea. In the presentation, the authors will introduce the recent research and development activities mainly focusing on the rare earth metals of the Pacific deep seabed Mn-nodules and gas hydrates which occur from Korean deep waters. KIGAM has been participating in the polymetallic manganese nodule exploration, mining and metal-extraction project, which is modulated by KIOST (Korea Institute of Ocean Sciences and Technology, formerly KORDI). Now KIGAM puts more focus on extracting precious and rare earth metals from the Mn-nodule as well as underlying sediments. The rare earth elements (REE) from seabed mineral deposits also draw attention to those countries including Korea which are lack in natural resources. KIGAM is doing several kinds of leaching experiments using various kinds of reagents under the different experimental parameters. Extraction of rare earth metals from deep sea nodule using H2SO4 and HCl solution showed good leaching effect. As the gas hydrates are to be evaluated as a new future energy resource globally, Korean government has initiated national R/D program covering fundamental exploration survey for resources assessment in Korean deep waters and production technology development. Within New Zealand?s extended EEZ there exists a vast submarine hydrothermal mineral resource associated with the Kermadec intra-oceanic arc. Along this arc more than thirty submarine volcanoes have been explored by GNS-lead researchers and, of these, c. 60% are known to be hydrothermally active and a site of active seafloor mineralisation. Assessment of whether this mineralisation is economically viable in terms of grade and tonnage is now underway. A key aspect of these investigations is determining the age of the mineralization which will have a direct bearing on its mode of formation, the time elapsed to amass an economic deposit and, ultimately, its capacity for sustainable extraction. Intact barite-rich ?black-smoker? chimneys similar to that depicted here (86 cm long) have been recovered from Brothers volcano in the southern part of the arc. These and other hydrothermal deposits provide evidence of active volcanic massive sulphide (VMS) mineralisation along the arc, the age of which can be determined from the disequilibrium between isotopes within the thorium or uranium decay chains. A chimney from Mariana arc has also been dated using these radiometric methods. The principle dating technique for chimneys up to 15,000 years old uses the decrease in 226Ra/Ba due to radioactive decay after the VMS was deposited. An initial ratio is obtained from chimneys that are proven to be less than 100 years old and this involves dating with 210Pb, 228Ra and 228Th that have short half-lives compared with 226Ra.

The Early Norian Windy Craggy massive sulfide deposit is within the allochthonous Alexander terrane of the Insular tectonic belt in extreme northwestern British Columbia (Figure 1). Host rocks are the Middle Tats Volcanics, part of an informally-named volcano-sedimentary succession of mixed graphitic argillites and mafic pillowed and massive volcanic flows and sills of Upper Triassic age (Figure 2) that have suffered only lower greeschist-facies metamorphism. The volcanic rocks are light rare earth element (LREE)-enriched and display a variably developed back-arc subduction signature. Major and trace element compositions of the host argillite show that it contains an appreciable hydrothermal component, as evidenced by low high Fe and Mn contents. These sediments therefore record steady, continuous hydrothermal activity punctuated by intermittent turbidity currents sweeping into the basin. The deposit consists of at least two discrete sulfide lenses (the North and South Sulfide Bodies), as shown in Figure 3, a level plan at the elevation of the exploration workings. Published reserves at 0.5% copper cut-off are 297.4 million tonnes grading 1.38% Cu, 0.08% Co, 0.21 g/t Au and 3.9 g/t Ag (as of December 1991). However, the deposit is larger than this and further drilling is required to delineate it completely. Mineralization comprises massive sulfide, stringer/stockwork, and finely bedded to laminated sulfides and exhalites. Stockwork mineralization consists of sulfide-quartz-chlorite veins with attendant chlorite and silica alteration. Mineralization consists predominantly of massive pyrrhotite andlor pyrite with lesser chalcopyrite and magnetite. Figure 4 is an oblique section through the North Sulfide Body, the most northerly sulfide mass shown in Figure 3, which shows the distribution of the pyrite and pynhotite-rich massive mineralization and the stringer zone. The North Sulfide Body contains appreciable sphalerite, whereas the South Sulfide Body contains only trace amounts. In October 2004 Placer Dome entered into an exploration farm-in agreement with Nautilus Minerals, to explore for Submarine Massive Sulphide (SMS) deposits on Nautilus? PNG exploration tenements. Placer/Nautilus currently holds approximately 15,000 km2 of tenements in PNG waters, either granted or under application, covering all reported seafloor hydrothermal vent occurrences.
