During the author’s 25+ year career in mine management in various parts of the world (mostly in Australia), the author has been privileged to live and work in mining towns (not FIFO) for more than 20 years. And has personally observed other people from the mining industry carrying out work at home in an unsafe manner, eg pushing lawn mowers whilst wearing thongs or performing electrical jobs whilst standing on aluminium ladders, as well as many others. It is common that injuries sustained at home whilst on break are not reported upon arrival back on a mine site. A large number of compensation claims for injuries at work, which in fact had been sustained at home, come at substantial extra costs to mining companies.

In the late-1990s, and into the 2000s, many industries, including the mining industry, have seen significant transaction activity by way of acquisitions, floats, joint ventures and major capital projects. The fundamental financial trends are two-fold. First and foremost, a high level of transaction activity within the industry and secondly, the recently introduced requirement for corporate governance standards, have placed increasing pressure on the directors of mining companies. This paper will deal with specifically corporate governance implications of any large capital investment transaction and the associated impact on the mining industry. To provide the framework for this paper, I have looked at a number of recent transactions as well as corporate governance recommendations from the ASX and the HIH Royal Commission.

The Cooperative Research Centres (CRC) Program was established and is supported by the Australian Government at a total cost of $140 million per year. Six of these centres have been established to help Australia's mineral industry: three in exploration, one in mining and mineral processing and two in extractive metallurgy. Since the CRC Program has now been in operation for five years, it is a good time to ask whether the minerals industry is being served adequately by these centres. In this paper, the performance of one CRC, namely the A J Parker Cooperative Research Centre for Hydrometallurgy, will be discussed in terms of the objectives of the CRC Program. As will be shown, the Parker Centre has made considerable progress since its establishment in 1992.

The eastern part of the Yangtze craton (eastern China ) is marked by a number of medium to small size porphyry Cu-(Au-Mo) deposits. A detailed geochronological study and existing data suggest that these deposits were emplaced in the 144 - 136 Ma interval. They are spatially and temporally related to voluminous mafic and alkaline magmatic rocks ranging in composition from gabbros, syenites, A-type granites and their volcanic counterparts. This indicates that the porphyry Cu-(Au-Mo) deposits in the eastern Yangtze craton were generated in an intra-craton extensional tectonic setting, which is distinctly different from the compressive environment of oceanic or continental arcs of the Pacific Rim where numerous giant porphyry Cu deposits were formed. The Red Dome deposit is located about 15 kilometres by road west of Chillagoe in far north Queensland. The deposit is within a well known band of mineralisation which is adjacent to the Chillagoe - Mungana railway line. Earlier this century several mines were operating in this area, some of which were supplying feed-stock to the copper smelters which were operating in Chillagoe at that time.The area around Chillagoe has long been an interesting geological region with numerous locations exhibiting significant gold and base metal mineralisation.The Red Dome area of some time, however it was not became involved that the apparent. The Palmarejo, Guadalupe and La Patria Silver-Gold epithermal vein deposits occur in south-westernChihuahua state, Mexico. The veins are hosted in a volcano-sedimentary sequence that comprises andesitic to basaltic resedimented volcaniclastic rocks, together with less abundant coherent and pyroclastic facies and minor red-beds. The host sequence is part of the Lower Volcanic Series, and formed in a magmatic arc environment during the Late Cretaceous to Early Tertiary Laramide Orogeny. The Lower Volcanic Series is overlain unconformably by an extensive sequence of Miocene rhyolitic ignimbrites, known as the Upper Volcanic Series. At this time, it is uncertain whether epithermal mineralisation was related to andesitic intrusions (85 Ma) and/or Oligocene rhyolitic dykes (25 Ma). An EXTENDED ABSTRACT is available for download. This paper addresses the unique environ- mental programmes which prevail at Ranger and their importance in the future profitability, of Ranger Uranium Mines Pty Ltd. (RUM) Industrial relations, general safety, and occupational health have long been regarded as part and parcel of the concept to 'manage for profits'. More recently, the need for environmental protection has also become an important management consideration. This is particularly so at the Ranger Uranium Mine where environmental protection is very closely and continuously regulated. Since the commencement of operations at Ranger some three years ago the company has operated within these regulations and demonstrated clearly that yellowcake can be produced efficiently, economically and safely. The company also recognises that in order to ensure continuity of production, it will have to continue to operate within these strictly supervised Regulations.

Australia is well endowed with both tin and tungsten resources, and is currently a significant producer of both commodities for the international market. The intensity of exploration activity for both metals has been rather sporadic, reflecting the changing market situation. Thus tin has experienced three major boom periods around 1880, 1907 and 1983, while tungsten prices peaked around 1917, 1953, 1970 and 1977. During the earlier periods, the major discoveries were located utilising simple prospecting techniques involving creek travers- ing and stream sediment panning. The resulting location of tin alluvials quickly led to the discovery of adjacent primary deposits. The major tungsten deposits were composed of quartz- wolframite, which was readily visible as mineralised float both within the drainage systems and on scree slopes. Thus by the early 1900s most of the currently significant deposits had been located. More recent exploration approaches have combined these tradi- tional methods with the development of exploration models based on evolving genetic concepts. Within tin systems the emergence of province styles of clas- sification combined with enhanced perceptions of tonnage-grade characteristics and improved geological models has enabled more effective exploration strategies. Province classification at the inter- national scale demonstrated a clear relationship between deposit type and geological environment and thus considerable attention was given to the range of provinces present within Australia. Tonnage-grade diagrams enabled the refinement of economic per- spectives, while detailed models provided the basis for localised search parameters.

The gold industry has been revolutionized in the last decade by market forces and technological changes. The latter are discussed in this paper, with particular emphasis on carbon-in-pulp (CIP) and heap leaching. The nature and scope of the process development aspects of a gold project are considered, and factors which determine process decisions are outlined, including the choice of CIP versus carbon-in-leach (CIL), agitated leaching versus heap leaching and treatment of ores containing copper and silver. Likely directions for development of gold processing in general are discussed, and metallurgical process options for treatment of ores of platinum group metals (PGM) are outlined.Metallurgical process development for gold and platinum group metals proceeds through a number of well defined stages, with input from various disciplines and information sources. The orientation phase will include preparation of a general project overview; careful consideration of the issue of sampling and sample preparation; characterisation of the resource in terms of ore types, mineralogy, chemical composition; development of appropriate methodology; and development of an understanding of the potential metallurgical unit operations.The process definition phase will be-'directed to development and definition of a notional process flowsheet, and will include identification and appraisal of process options; development of, notional process flowsheets; testing of flowsheets against ore types; ranking of flowsheets; initial engineering, including preliminary mass balances, equipment selection and plant layout; and broad-brush economic appraisal.

Australia's gold mining industry has seen a resurgence in the past seven years - a resurgence the likes of which has been seen in very few, if any of this nation's other mineral industries. Industry experts are predicting that Australia could become one of the world's largest gold producers as the future of the South African gold industry looks increasingly tenuous under the present political crisis in that country. Therefore, it is utterly ludicrous for the Federal Government to introduce a tax which will see the Australian gold industry "wither on the vine."The Queensland State Government is utterly opposed to a tax on gold. Anyone in their right mind, who has seen the statistics could only agree with our stance. In 1984/85, activity in the gold mining industry is estimated to have accounted for over $750 million in national income, over$1,200 million in national output, and tax revenue of at least $115 million as well as providing more than 16,000 jobs. Chartered accountants Coopers and Lybrand's survey on the gold industry last year showed an increase in exploration expenditure by gold producers and explorers by up to 36% in 1986 from 1985 levels. That level is expected to be maintained in real terms for most of the remainder of the decade under the present tax arrangements. This is in contrast with the mining sector as a whole, where a recent Australian Mining Industry Council survey forecasted a 14% FALL in production.

The past decade has seen the widespread implementation of computerised real-time operational management systems in open pit mines. While these systems have made a significant impact on operational efficiency at a process level, surprisingly little work has gone into integrating these systems with other IT systems, including those used for tactical planning and enterprise resource planning. As a result of this gap in the information hierarchy, the goal of optimising an entire operation, or multiple operations, remains elusive. Implementation of computerised operational management systems in underground mines has been much slower. This is a significant, though often overlooked, reason why the productivity for underground mining is generally so much lower than for open pits. The historical reluctance to implement computerised operational management systems underground can in part be attributed to the underground environment, particularly the difficulty in establishing effective communications. Another factor retarding the implementation of systems underground has been the perception that the nature and scale of underground mining does not lend itself to computerised operational management. This perception can be challenged, not only by a process level examination of the underground mining, but also by a holistic examination of the entire industry. In recent years, the mining industry as a whole has destroyed rather than created wealth and underground mines are major culprits. The degree of value destruct has been more pronounced with underground mines, as the usual problem û low commodity prices û has been exacerbated by the harsh environment, low productivity and a æfog of warÆ no longer generally found in open pits. Faced with these realities, underground mines will have to adopt modern management tools or suffer extinction at the hands of an unsympathetic investment community. All is not gloom and doom, however. Technological advances have largely overcome the difficulties associated with the underground environment. As a result, there is a small, but growing, number of underground mines using computerised operational management systems to directly improve the bottom line. Much greater improvements can be realised if the industry takes advantage of the recent convergence in technology, to integrate process information with tactical and enterprise resource planning systems in order to provide a solid platform for all decision-making. This would result in the æeÆ mine. Given that the underground fraternity is essentially starting with a blank sheet, they have the opportunity to æsteal a marchÆ on open pit mines, who may be constrained by legacy systems. The benefits of the æeÆ mine are presented through a hypothetical case study that examines the shortfalls of the non-æeÆ mine. The paper ends by presenting a future vision for the æeÆ mine.

It is indeed a pleasure to be here this morning to open the 4th Mill Operators' Conference. It is no mean feat to organise such an event and I would like to congratulate the committee for the work that they have done. I am sure that the Conference will be an outstanding success. I welcome overseas visitors and hope that they gain and share in the openness of this Conference. There is personal satisfaction for me to speak to you as a mining engineer addressing a large group of metallurgists and mill operators. I would have thought that it would be impossible for a mere mining engineer to inform a metallurgist of anything. I will desist from using such derogatory terms as "xanthate munchers", "bubble makers" and "glorified mathematicians". Terms of endearment as these may not be seen with much equanimity. Such is the warm association that the two professions have enjoyed over the years. The economic climate that we at present face is a major problem to all of us. I wonder how many people here come from mining operations that are in trouble financially or that are cutting back in one form or another. This is the recession that we needed to have. When the world's greatest treasurer can tell us that then we truly have a lot to fear. The present downturn can be seen as a normal adjustment in the cycle of our business. Yet the world does not experience such severe adjustments as frequently as we experience ours. The root cause for the regular adjustments can be placed at the feet of inflation. Until the politicians of this country of ours can come to grips with inflation, we will continue to experience downturns on a 5 to 7 year cycle. This, in my opinion, is the basic reason why we appear to experience more downturns than the rest of the world. We simply price ourselves out of the market. This takes about 5 to 7 years to be highlighted and then we need to make adjustments. However, this recession is worldwide. The adjustments usually take the form of redundancies, retrenchments and early retirements. What is the solution?

It is a commonplace of our industry that prices of most minerals have been historically weak during the 1980s. The International Monetary Fund's index of prices of metals fell 25 per cent between 1980 and 1982, rose slightly in 1983, and has since fallen further. In December last year it was 37 per cent below its 1980 average. The few temporary exceptions to the mineral industry's malaise highlight the excess capacity, which largely explains the weakness of prices. The industry has painfully come to recognise that more satisfactory prices will not be restored until supply capability and demand move back into better balance. Mine capacity was installed in the expectation of much faster growth of demand than has occurred. For a variety of reasons mine and plant closures have been insufficient to restore equilibrium to the market-place. The industry may, therefore, have to resign itself to continued weak prices for some years more, at least by the yardstick of the 1970s. Growth rates of demand have slackened off in line with economic activity, and in response to continuing substitution and technological improvements. To the extent that the recent weakness of oil prices stimulates the industrial countries' activity, demand for non-fuel minerals may grow faster than most forecasters now predict. It is, however, much too early to say how long the weaker oil prices will persist, and even more difficult to estimate their probable effects. In typical post-war business cycles the usual response to recession was to batten down the hatches, and ride out the storm. Sooner or later, and probably sooner, demand resumed its previous trend path, and prices recovered. The market, in effect, bailed mines out of trouble; the more efficient could make attractive pre-tax profits whilst even the poor to mediocre could earn a satisfactory living. Prices rose at least as fast as general inflation, and in the early 1970s much faster. In retrospect those price rises of the early 1970s were historically abnormal but they did not appear so in the prevailing inflationary climate of the time. When the market failed in the early 1980s many of the hardest hit companies looked for scapegoats.

In 1939 at the annual meeting of the Australasian Association for the Advancement of Science, held at Canberra, a paper was contributed by E. de C: Clarke and H. A. Ellist in which a plea was made for more "facts" concerning metasomatism near ore-bodies in Western Australia. From time to time writers here, and in other parts of the world, have discussed the alterations in wall rocks of various reefs and lodes, but little has yet been attempted in the matter of accumulation of quantitative data, both chemical and mineralogical, and in the correlation and comparative study of this data. Such a detailed comparative study is needed to determine the economic value of a practical application of our accumulated knowledge of the phenomena of metasomatism.When in 1939 the opportunity offered for an examination of the core from 4 bores recently put down by the Big Bell Mines Ltd., to explore the ore-body of the Corinthian G.M. 10 miles N.W. of Southern Cross, Western Australia it was hoped that some small beginnings might be made of an accumulation of comparative and quantitative data regarding the metasomatism of the wall rock immediately adjacent to this ore-body.By the courtesy of the Big Bell Mines Ltd., the core from the 4 bores was delivered to Survey Headquarters, Perth;in the middle of June, 1939 and copies of assay plans of part of the underground workings at Corinthian, and of the results of assays of the bore cores, were also supplied by the management of the above company.It was not, however, until March, 1940, that it was 'found possible to investigate the core. At that time the writer's colleague, Mr. R. S. Matheson, conducted a: megascopic examination of all the bores and selected material from two of these for possible future chemical analyses. Late in 1940 the writer commenced a microscopic petrological examination of this material.AIM OF THE INVESTIGATIONThe object of the petrological part of this investigation was to determine whether from a megascopic and microscopic examination of the core, any evidence could be obtained indicating changes, in mineralogical composition...

Partnering has come to prominence in the Australian construction industry in a formal sense this decade. The high level of disputation in the building and civil construction industries in the 1980s drove its development in both Australia and North America. PartneringÆs use has been most prominent in the construction industry, particularly in the civil and construction sectors of the industry. It has found favour in some mining development projects, one of the most notable being BHP MineralÆs Cannington project in NW Queensland. This paper examines the requirements of successful partnering agreements and describes in detail the mine development partnering agreement at Cannington. In particular, the paper discusses the authorÆs experience and recommendations for partnering to avoid contractual problems and achieve win û win project outcomes for all parties to major mining projects.

This paper will examine some of the significant developments in the training field in Australia in the past decade and the application of these changes to the mining industry generally, and the coal sector specifically. Three major aspects will be examined:1. Competency - the use of Industry Competency Standards and how these can be used for achieving enterprise performance requirements2. Assessment - making judgements about an individual's competence, and using a rigorous assessment system as the basis for the "authorisation" system at a mine3. Evaluation - ways to evaluate the return on investment in training, and convincing CEO's/shareholders that your training dollar is being spent wisely.Before examining these issues, it is important to understand the drivers of change in the training systems in Australia, and the functions that Industry Training Advisory Bodies (ITABs) perform.

In both exploration and mining, the laboratory is often seen as a cost rather than a profit centre. The aim in most mining companies is to increase profits by reducing costs, so the budget for the laboratory is under constant pressure.There is another option; to see the laboratory as the brain of the operation. By lifting the status of the laboratory and treating it as a profit centre, mine costs may be reduced in other ways, e.g. reduction in milling costs. This change of status will require investing more capital in better equipment, more training for employees and more employees to carry out project research.There are many examples of major costs being incurred because of inadequate laboratory work. Conversely, by spending more money on laboratories and their activities, overall costs can be reduced or profits enhanced.

In submitting the accompanying sketch and description, the writer mentions that he has found this "gadget" a useful assay office adjunct.He believes that some millmen and assayers have been confronted, from time to time, with large samples of mill pulp for assay purposes and that although the commonly used method of coning and quartering dry sample is simple and effective, provided the samples are of reasonable proportion, the operator is frequently confronted with samples of pulp, sometimes up to 50 gallons. The writer stresses the advantage of being able to handle these samples. This fact inspired the design of the "gadget,"which was developed at the Kalgoorlie State Battery and has been found to give very reliable results. It has considerably eased the work of the assay office.Description. - A cone of suitable dimensions according to requirements (this one is about six gallons' capacity) is mounted on a light angle-iron frame and has a small hand-operated agitator paddle let into it far mixing purposes. The agitator and head frame are removable to facilitate cleaning. Four outlet pipes at the bottom at right angles to each other are controlled with one common plug, externally operated for discharging the pulp.Each operation of the machine delivers four equal parts; one or more of these can be used for further division as conditions require. Samples can thus be reduced to suitable assay room size in a few minutes.The dotted lines, enclosing the shaded portion, represent the four-bladed paddle.Each paddle is slotted with three parallel slots. Sampling systems are never perfect. They all have some bias and give variable sampling errors. The ways of thinking about bias and precision should be different before and after construction (or reconstruction) of a sampling system. Before a sampling system is constructed, the fundamental error variance can be estimated using GyÆs formula or by doing test work on the material to be sampled. The component of sampling variance which varies with the number of sample increments can be computed for the expected patterns of grade variation. The smallness of the bias can be checked using discrete element modelling, by checking that the proposed design complies with clauses in standards, or by copying an existing sampling system that performs well for similar material. After a system has been constructed, sampling precision can and should be monitored directly. Anyone claiming to take responsibility for a sampling system should know its precision. Bias could be checked by comparison to a more accurate sampling system, such as stopped-belt sampling, under conditions where bias seems most likely. However, it is more practical to conduct regular checks that the system is still operating as designed, that the design is still appropriate despite any changes to material flows, and that sample masses are consistent with the correct operation of the sampling system. If precision is not regularly assessed then it should be assumed to be very poor. If a sampling system is not regularly inspected then it should be assumed to be biased.

Traditional methods for monitoring, and hence controlling, pyrometallurgical processes rely heavily upon the skill and experience of operators. A skilled operator will usually achieve consistent, though often conservative, results, whilst an un-skilled operator will require considerable time and training to achieve the same results. Semtech Metallurgy AB have demonstrated that continuous and precise control of pyrometallurgical processes can be achieved through on-line analysis of pyrometallurgical flame off-gas using optical spectroscopy. The feasibility of the technology has been demonstrated on a large number of full-scale tests at production plants and by several commercial installations. Evidence suggests that installation of this technology, called Semtech Optical Production Control (OPC), has resulted in considerable economic benefits to the plant efficiency and asset life. These economic benefits are believed to be a direct result of improved objective on-line control. Technically the following benefits have been demonstrated: improved metal grade control, reduced metal losses, reduced processing time, and improved personnel safety. SemtechÆs OPC is a non-intrusive technology which relies on the fact that the composition of the vapour phase above a high temperature melt is closely related to the instantaneous status of the melt. This enables on-line real-time analysis of the furnace melt to accurately determine melt status and in particular reaction endpoints. Originally developed for on-line monitoring of copper converting in a Pierce-Smith vessel the field of applications for the technology is steadily growing. This paper introduces the Semtech OPC technology; discusses various applications and outlines the demonstrated benefits.
