This paper examines the practical and economic benefits of using bulk emulsion explosives in underground development mining; compared to ANFO, ANFO derivatives and packaged explosives. The key economic benefit of bulk emulsion is the replacement of relatively high cost packaged explosives with a bulk product. Key practical benefits include water resistance, improved coupling of explosive, reduced toxic gas production, increased shock energy and improved manual handling through the use of bulk products. Each of the benefits is proven using a variety of measurements and field results in order to quantify them. Where possible, dollar values are determined so that the benefits can be shown to translate into savings for the mine operator. The results show that, despite the difference in price between ANFO and bulk emulsions, bulk emulsions are most capable of delivering the lowest total cost of blasting. The savings potential of the introduction of bulk emulsion systems can result in an improvement in drill and blast costs for a mine operator, or a significant increase in profit margin for a contract mining company.

The economic future of the Palmer Goldfield lies with both the gold mining and the tourist industries. An equitable solution to the competition between the two involves putting a dollar value on the historical evidence there for our Australian heritage.On 23 October 1986 the Queensland Government gazetted the Palmer River Reserves R16 of 16 200 hectares, in recognition of the competing land uses emerging in the region. The intention is that historically significant gold mining sites and relics will be preserved in situ with provision for continued gold exploration and mining.This paper explores and explains the administrative process of achieving a set of Management Guidelines for Rl6 within the Queensland political milieu. The result of that process is the achievement of some of the highest preservation standards in Australia, prohibiting surface disturbance of defined Category 1 sites, and no mining proposal has yet been refused approval.The Palmer Goldfield R16 experience is a major step in achieving a co-ordinated approach to both current mining and preservation of Queensland's mining heritage.

Exploration requires a lot of skill, technical knowhow, and money; the money is usually less painfully available when provided by a profitable cash flow of an existing organisation that has income against which exploration cost is deductible. Planning the financing for development of a proven resource should begin at the earliest stages even while the mining plan is being formed up. The character of the participants has a bearing on the nature of the financing "package" and the structure that is to be selected for the venture. The security for borrowers in a remote mining resource is no better than the capacity of the participants to bring that resource to profitability in line with the findings of a thorough feasibility study. Taxation considerations related to the structure selected and the timing of the cash flow are of vital importance. Sales contracts have generally been a basic requirement of institutions financing mineral mining projects. Clauses relating to price, price escalation, and currency var- iations, are key factors in those contracts. Initial contracts have generally been required to cover initial overall costs.

Since 1865 when Congress moved to create a Federal Mining Bureau, successive legislations have given rise to the current '!Federal Coal Mine Health and Safety Act, 1969. Coal beds from 22 feet to 20 feet thick are mined under covers from 50 to 2800 feet with full and partial pillar recovery equally popular and accounting for a total of 54% of the mines. Pillar recovery and roof support practices vary, and each operator must submit an overall roof control plan (within specific guidelines) for approval before undertaking any development. The guidelines relate to dimensions of openings, details of support, sequence of extraction, limits of extraction and caving details. Experienced and professional staff of M.E.S.A. provide roof control plans and make inspections and grant-approvals of principles of support and minimum support in pillar extraction, with provision for modifications with time. Guidance is given with training programmes and standards of supervision. All of these aspects are approached in the spirit of the Congress declaration that the first priority and concern must be the health and safety of the miner.

There are numerous detrital diamond deposits worldwide with uncertain or disputed links to known primary kimberlite/lamproite sources. In this study, we utilise 40Ar/39Ar dating of clinopyroxene inclusions in diamonds as a provenance tool applied to the mega-placer deposits along the West Coast of southern Africa. These data demonstrate that most West Coast diamonds originated known Cretaceous kimberlites on the Kaapvaal craton with negligible input from proximal Permian glacial deposits. When it comes to sampling theory, a bad sampler is a bad sampler, no matter what, and a sampler is either bad or good. It also is of critical economic importance to tell and understand the difference, especially in a metallurgical plant. In this paper, the grand principles of Sampling Theory are first recalled, then the most popular types of sample cutters for plants are critically reviewed. It is concluded that the industry has a lot of progress to make in that direction, although improvements usually pay for themselves very quickly.

In the 1890s, The Goldfields Water Supply Department in Western Australia commissioned the diamond drilling of two deep artesian exploratory water bores near Coolgardie (Blatchford, 1899). At the time, in spite of strongly-worded advice to the contrary from the Government geologists, there was a wide popular belief that you could obtain artesian groundwater virtually anywhere providing you drilled deep enough. The first Coolgardie hole was drilled to over 900 m, despite the fact that the bore penetrated granite from a depth of 5 m below the surface. Drilling proceeded for more than 16 months, between July 1896 and November 1897. A small quantity of salt water was struck at a depth of 36 m. The second bore was mercifully terminated at a depth of 50 m, also in granite, with again only a small inflow of salt water. Such were the desperate lengths that were pursued to obtain a reliable water supply for the influx of people in the Eastern Goldfields gold rush. The WA Goldfields continued to rely on huge condensers for water supply until that great engineering feat, the construction of a water pipeline from Mundaring Weir to Coolgardie, was completed in 1903. An enormous network of rail tracks penetrated outwards from Kalgoorlie and Coolgardie for the collection of timber, principally to feed the condensers. Remnants of the rail network are still visible today. The acute shortage of fresh water led to great deprivation, disease and death among the early miners. Today, the water problems faced by the mining industry are thankfully not as severe, but they are nevertheless no less challenging. The southern part of the WA Goldfields is a notoriously difficult area for finding potable quality groundwater. Even as recently as the 1990s, there were occasional serious efforts to find potable groundwater in that area, some very imaginative and innovative. One mining company, working south of Southern Cross, spent many months experimenting with recovery of potable quality water from a shallow freshwater lens overlying hypersaline water in a low permeability weathered granite aquifer. They used very low capacity pumps manufactured from car windscreen washer pumps powered by solar panels.

I have been asked to speak today on the topic of Project Finance in the Mining Industry. Through this presentation, I hope to give you a broad outline of the concept of project finance. The first half of the presentation covers the principles involved in project finance and the second half moves to aspects more specific to the mining industry. I have worked for 3 years at Rothschild Australia. Rothschild provide finance for projects in the mining industry, world wide. We finance both large and small projects, with facilities varying from $2m to $100m.

As an older member of The AusIMM, I received my 30 year æPearl AwardÆ in June and had my 50th birthday two weeks ago, I am honoured to be here today. I thank those responsible for their confidence in me and in my ability to hopefully hold captive a broad group of individuals who are here as equals, sharing an interest, no a passion in blasting technology and associated works à over the two days you will hear some excellent operational and technical presentations I am sure. But today I will digress; I want to talk about the importance of leadership and how it indeed can be the catalyst for success, improvement and change. There has been much written about leadership, its principals, the charismatic leaders, the doÆs and donÆts and so on à and I for one am not about to give you the Holy Grail; there are many experts with greater wisdom than I on this subject matter. What I do want to do is explore the application of this passion to examples within the world stage and some examples drawn from my experience in mining.

The Coastal Cordillera of northern Chile hosts the youngest and possibly best preserved iron oxide copper gold (IOCG) belt yet discovered and includes important deposits such as Candelaria and Mantoverde. The spatial and temporal relationships of hydrothermal alteration and mineralisation (Fe and Cu-Au) related to structural and lithologic features were investigated through geologic mapping and petrographic and geochronological studies along two W-E-transects crossing the Coastal Cordillera to the north of Vallenar. The project aimed to determine vectors for district-scale and regional exploration. Along with magnetite-apatite deposits (Central Iron Belt) and manto-type copper deposits, the IOCG deposits are hosted in a N-trending volcano-sedimentary sequence formed in a Jurassic to Early Cretaceous arc/back-arc setting (Sillitoe, 2003; Ramos and Alemßn, 2000). Calc-alkaline plutonic rocks intrude and metamorphose the volcano-sedimentary sequence, and become progressively younger from west to east reflecting a shift of arc magmatism (to Paleocene in the far east). From west to east along the Agua Grande-Chehueque profile, four domains of different economic potential are recognised. An EXTENDED ABSTRACT is available for download. Historical investigations of mineral flotation have highlighted the many factors which affect flotation. Some of these are related to the mineral, its degree of liberation (however defined), solution chemistry and flotation reagents. The complexity of the interactions between these factors often leads to uncertainty over whether the final grade/recovery results obtained in either laboratory or pilot scale tests are in fact the maximum recovery at a specific grade. The reason for this is that there has not previously been a general technique for establishing the floatability of an ore. This study describes the further development of the 'tree' flotation technique for minerals other than coal, and in particular its application to iron ores. Oxides have been chosen as a system of intermediate complexity between the simple coal system and sulphide minerals to illustrate the principles and develop the concepts. The 'tree' flotation procedure consists of the progressive flotation to completion of successive froth products, followed by reflotation to remove entrained material. It therefore represents an 'equilibrium' approach to floatability rather than a kinetic approach. By ordering the various products and tails in order of increasing grade, a cumulative curve of grade and recovery can be constructed against which an isolated batch or plant result on the same ore can be compared. In this investigation, a Jaspilitic iron ore was tested at various grind sizes to determine the 'best' flotation grade-recovery that could be obtained with a given set of reagent conditions. The separation characteristics of a process are best measured on a system which contains particles which behave as 'middlings' with respect to the process in question. For this reason a natural ore was chosen in preference to model systems in order to relate more readily to plant situations.

The face of project evaluation is changing continuously, making it ever more critical to get a clear understanding upfront of the objectives, decision-making processes and criteria of the project proponents. Requirements are usually significantly different for emerging æjuniorsÆ compared with long established major mining houses and companies in developing countries compared with western companies. Requirements are also different for different types of evaluations, such as due diligence studies compared with feasibility studies of æownedÆ projects and there are often key misunderstandings around the use of the term æbankableÆ. Further, it has become increasingly important with increasingly remote and lower quality resources to understand risk relativities such as infrastructure compared with the core processing facilities. This has also driven the need for more trade-off studies to determine the best balance between critical issues, such as optimisation of the interface between mine and processing plant, capital versus operating cost and automation versus labour. In every project evaluation, it is also critical to consider emerging trends and changing requirements and standards such as sustainability and community interface. Finally, the inescapable drive to reduce time to market has driven changes such as increased use of more standardised designs and innovative approaches to the transition from project development to execution. This paper begins with a brief review of the different objectives and risks of each project development stage to establish a framework for subsequent discussion of the different requirements of different types of companies in different locations, different types of evaluations and different types of projects and project components. This is followed by a review of changing requirements and standards and some innovative developments in sustainability and community interface are presented. Finally, the paper outlines a number of developments in the area of operational readiness planning that focus on minimising the time to achieve maximum return on investment.

Since the 1970s we have seen a marked corporate response in terms of the environment. In part this has come from regulation but it has largely come from stakeholders and the community. We now see a similar trend towards sustainability. The Brundtland (1987) definition of sustainable development provides a direction for advocates: the advance of human prosperity in a way that does not compromise the potential prosperity and quality of life for future generations. In my view its three essential components are: economic, environmental and community. The Global Mining Initiative and the contributions to the Rio World Summit and the Johannesburg World Summit on Sustainable Development indicate that sustainability is being taken very seriously by the mining industry. But does the minerals industry really embrace sustainability as they claim? There is a view that in reality sustainability is a non-event and that the triple-bottom line approach is only a convenient catch-cry for companies who are actually focussed very strongly on the economics part of the equation. Chemical engineers are showing a strong trend to more sustainable practices and the chemical industry has shown real commitment to research into developing sustainable processing systems. This requires a framework for thinking and design and the chemical industry is demonstrating true innovation as it moves towards æno wasteÆ technologies. Whilst there are limits to the rates of change that can occur the minerals industry should also be moving in a much more determined manner towards the notion of processing of products designed for whole-of-life cycle û with minimum/no waste. But is the minerals industry just paying lip service to the importance of research to sustainability?Several common themes influence the science and innovation agenda in Australia, which will affect the development and adoption of innovations by AustraliaÆs minerals sector. First is the well-proven link between peer-reviewed scientific excellence and commercial application. Second is the rise of multi-disciplinary Mode 2 research, which has developed in response to the complexity of problems faced by contemporary researchers, which are best analysed by combining expertise from two or more disciplines. Successful innovation outcomes, in any field, including minerals processing, is promoted by Mode 2 research which benefits from greater levels of networking and collaboration. Kofi Annan in his Message to the World Social Forum puts it very succinctly æThe way forward lies in finding constructive solutions togetherÆ.

The Joint Committee of The Australasian Institute of Mining and Metallurgy (AusIMM) and the Australian Mining Industry Council (AMIC) have published a Code for the Reporting of Identified Mineral Resources and Ore Reserves. The Code is the result of an initiative begun in 1971 to achieve industry self regulation of Resources and Ore Reserves reporting which resulted first in guidelines for reporting standards but which have now been incorporated in ASX Listing Rules as a Code with significant sanctions ensuring compliance. This paper describes the background to the Code, its key provisions, and comments on practical aspects of working with the Code and compliance issues.

The operation of a one tonne submerged combustion pilot plant for the recovery of copper from anode furnace and converter slags is described and the effects of variables discussed. Using coal as reductant, copper levels of anode furnace slag were lowered to 1% or less, with batch times of approximately 120 minutes. Fluxing with limestone was required to produce a fluid slag at temperatures of 1200 - 1300¦C. For converter slags, reduction to 0.5% Cu or less was achieved in batch times of 35 minutes. A process control strategy has been developed for the lead circuit of the lead- zinc concentrator at The Zinc Corporation, Limited (ZC), Broken Hill, Australia. The general aims of the control system were to produce a final concentrate with a zinc content below a certain limit and, at the same time, obtain the highest lead recovery possible. As presently arranged the system involves control of the cleaner feed mass flaw by cleaner diverter tray manipulation and control of xanthate addition based on per cent lead in feed. Generally this approach works well but for abnormal conditions such as very high or law pH the system requires further improvement.

Someone once said "Leadership is the ability to inflict pain and get away with it." The same can be said about successful management of equipment suppliers. Improved performance will not be achieved without some pain, but it should be evenly spread between both parties. In practically all mining situations there is a great deal of scope for improving performance and reducing maintenance costs on an extremely wide range of plant, but it requires co-operative effort. Most mine maintenance engineers attribute the main problems to the equipment suppliers, unsuitable designs, lack of spares, untrained servicemen, lack of standardisation, poor maintenance manuals, and so on. Conversely the suppliers' engineers are usually convinced that problems with their product are exclusively due to poor maintenance management, after all they never have the same problem elsewhere. Of course both are correct to some degree. My aim in this paper is to explore the opportunities for substituting collaboration for confrontation between the engineers of the mining and supplying companies. I will also propose that contrary to common belief, the mines rather than the suppliers, should be taking the management initiative needed to achieve a closer and more effective relationship, Many would argue that this initiative should remain solely with the supplier; after

In another paper the author described the electrolytic preparation of highly-purified lead. One of the most difficult parts, yet perhaps the most essential part, of that research was to ensure, firstly, that the purification process should be effective; secondly, that it should remain effective; thirdly, that the lead should not be contaminated during the tests that were done on it. All this necessitated periodic analyses of the lead.The purpose of this paper is to describe the work done by the author to check the accuracy of some known rapid methods for the estimation of impurities in highly-purified lead, with the intention of applying them to the control of the electrolytic process above-mentioned.METHODS ALREADY IN USEThe literature sets out accurate methods for the estimation of impurities in lead, but these methods are both lengthy and expensive. For example, the method described by Hemingway is used in the Port Pirie laboratory of the Broken Hill Associated Smelters Pty. Ltd., but it requires a sample as large as 1000 grm., and the time required to analyse a sample extends over days, and is too long to allow of quick control over a running process. This method was used by the Associated Smelters to obtain the analyses quoted in another paper by the author.

This paper describes the characteristics of blasting which set it apart from other methods of breaking rock. The mechanism of rock breakage and the influence of rock proper- ties are then discussed. The strain and fragmentation produced by a cylindrical charge does not change once the charge is longer than 16 blasthole diameters. The influence of bench geometry, charge length and drill diameter are then examined. It is shown that spherical charges have advantages over long slender cylindrical charges. By selection of the appropriate drill diameter, explosive and charge configuration the optimum blasting practice for a given rock to give suitable fragmentation and muckpile profile for sub- sequent handling can be found. The fragmentat- ion depends not only on rock and explosive properties but also on the pattern which dictates how effectively the cracking is utilised. The size distribution of the fragments is given by the Rosin - Rammler equation. Undesirable cracking of the rock in the final wall can be controlled by the careful design of blasts as they approach the final wall. Finally, it is concluded that because of the distance to which blasting can fracture and then displace rock it is suited for the breakage of large volumes of rock.
