The theme of this Conference is 'The Future of Mining in New Zealand' to be addressed at a time of deepening economic concern. To ensure the assessment and development of our mineral resources in a competitive, safe and environmentally acceptable way a modest supply of a rare commodity û the professional mining engineer û must be assured. This paper briefly' reviews the history of mining education in New Zealand, discusses relevant overseas academic concerns and actions and discusses recent local trends which have led to a most serious recruitment position in the Department of Mining Engineering at the University of Auckland. Conclusions are drawn and proposals made which may remedy this situation which could have serious economic and sociological consequences for New Zealand.

During the response to the Moura No 4 disaster, use was made of the New South Wales Mines Rescue Service’s ‘Mineshield’ inertisation equipment. The equipment had to be transported from Newcastle, approximately 1400 kms, and the liquid nitrogen a similar distance. The time taken, and therefore availability of the liquid nitrogen, became a significant problem. Operational issues were also experienced during use. Typically the liquid nitrogen is converted to a gas (vaporised) before being injected into the mine. However, as the propane gas tanker used for the vapourising unit was delayed, an attempt was made to inject the liquid nitrogen directly down uncased boreholes. This proved unsuccessful.Following the Moura No 4 disaster and the Moura No 2 disaster, recommendations were made relating to having inertisation capacity for the Queensland coal mining industry. Today the Queensland industry has multiple options available for inertisation, including the high-volume GAG and smaller volume units such as boilers and membrane separation units. Although it ultimately aided re-entry into Moura No 4, most likely due to the issues associated with supply to Central Queensland, liquid nitrogen has not found favour within the Queensland industry as an inertisation tool.Coregas has commissioned an air separation plant in Mackay, improving the availability of liquid nitrogen to Central Queensland. Based on the availability of this nitrogen, recent sealing operations at Kestrel have trialled using liquid nitrogen and associated vapourising units. As we look back through the Proceedings of our Institute, we find few papers dealing directly with education and recruitment. Apart from papers prepared in the earlier decades of this century, there was little written discussion on the subject until the 1950s, and mostly this was by the professionals, the professors and lecturers who staff the various mining schools of Australia and New Zealand.I use the term "mining school" in its fullest and widest meaning, to cover all aspects from ore to metal, and not in the narrow meaning that the word might imply. At the same time, in restricting the parameters of this address to "ore to metal" I recognize that I am excluding the very important fields of physical metallurgy and materials science; this I do because there is a limit to the quantum of any paper, and in fact these subjects are more closely allied to the use rather than the production of metals.However, the lack of education papers does not mean that education has been regarded lightly by The Institute. Sir Maurice Mawby in his presidential address in 1968, reminded us of the original objectives of The Institute, one 'of which was, "To promote the arts and sciences connected with the economical production of the useful minerals and metals ...". Our present Royal Charter is more specific when it says that one of the objects of The Institute is, ". . . to encourage the study of engineering with special reference to mining and metallurgy ...". If we recognize that in itself membership of our Institute is one means of continuing our education, it is true that education has been a concern of The Institute since it was first founded.Occasionally in recent years, an intrepid president has ventured to tell the academics what the industry needs, and he generally does this in a "no-question" situation! However it is encouraging that those entrusted with mineral education have always accepted this; they keep coming back for more and ask us to tell them what we want, and they will provide it.In 1948 a considerable dialogue on education was initiated when a standing committee was established by the Council of The Institute. Updraft sintering of lead concentrates was introduced at Port Pirie in 1955 and since that time a considerable amount of investigational work has been carried out in the laboratory and on the plant with the objective of improving both the understanding of the process and its practical application.From this work it is now possible to predict trends in design and operation, which should result in capital savings and increased efficiency of future updraught plants.INTRODUCTIONOver the last 70 years a remarkable advance has been made in the method of preparing lead concentrates for smelting in the Port Pide blast furnaces of The Broken Hill Associated Smelters Pty. Ltd. (RH.A.S.). Beginning in 1889 with heap roasting, the process progressed to Ropp roasters and Huntington-Heberlein pots in various combinations, then to multiple small Dwight Lloyd (D.L.) downdraught machines. In 1940 two large 10 ft by 50 ft D.L. downdraught machines were installed, and finally in 1955 updraught sintering was ,introduced with the installation of the present 10 ft by 99 ft sinter machine.At the time this last machine was built it was the first unit of its type and thus, of necessity, an experimental machine. During the eight years it has been operating a considerable amount of investigational work on sintering has been carried out both on the plant and in the laboratory.It is now felt that sufficient information is on hand to predict at least tentatively, some of the future developments in lead sintering, whereby both the quality of the sinter and the rate of production may be improved. This will result in a considerable reduction in smelting costs.

There are many technologies available today in terms of fire and life safety in road tunnels. So many in fact that it is becoming more and more difficult for clients and contractors alike to determine what they want and what they need. From a clientÆs perspective, fire and life safety is about protection to its infrastructure and to the public at large. Conversely, the contractor is looking to meet its æfit for purposeÆ or ædeem to complyÆ requirements in the most economic and practicable way. Practices regarding fire and life safety in road tunnels have undergone a degree of transformation during the last decade or more throughout the world. This transformation has largely been driven by a series of catastrophic accidents such as the major fires in Europe including the Mont Blanc Tunnel, Tauern Tunnel, Saint-Gothard Tunnel, and now most recently in the CityLink Tunnels in Melbourne. International guidelines produced by organisations such as the Permanent International Association of Road Congresses (PIARC), the European Union, the International Tunnelling Association (ITA) and the US National Fire Protection Authority (NFPA) now provide clients, owners and designers with the tools required to define and specify the required fire and life safety systems in road tunnels. The majority of these tools are based on risk assessment and risk management. Recent road tunnel projects within Australia, however, have not referred solely to such guidelines. Clients have opted to prescribe different or additional fire and life safety requirements within the projectÆs technical specification documentation (project requirements), leaving designers and contractors with little room to implement alternatives or substitutions. Further, these project requirements are largely dictated by practice established on previous road tunnel projects within Australia. This paper looks at the current international guidelines and practices and undertakes a comparison with the EastLink tunnels in Melbourne and other road tunnels within Australia and makes assessment on whether Australian methods are the most appropriate for clients and contractors alike. Focus is directed to the key elements of fire and life safety such as:traffic envelope, barrier arrangements and emergency walkway provisions;deluge systems;drainage systems;fire rating requirements;tunnel ventilation systems;cross passage provisions;fire safety assessment;critical intelligence systems including help phones, CCTV, incident detection, tunnel signage, etc; andexternal tunnel control systems.

As the mining landscape continues to transform, the challenge of accessing deeper orebodies quickly and safely is becoming a frequent topic of conversation amongst those in the mining industry. The rapid development of underground mine entries to gain earlier access to deeper orebodies is an ever-present challenge to mine owners and contractors. Overcoming this and providing economical solutions to unlock the value in these deeper deposits is a challenge that should be confronted.In 2013, Redpath Australia Pty Ltd (Redpath) commenced construction of what would be the first of two drifts excavated through the use of a tunnel boring machine (TBM) in Queensland’s Bowen Basin.The excavation and development of the two drifts (declines) was completed as part of a contract for underground mining services between Redpath and Anglo American at the Grosvenor Coal Mine Project in Central Queensland, located approximately 5 km north of the town of Moranbah. Having recently completed the drift development, this paper will extend on the early writings of Donnelly, Ramage and Donghi (2014) and provide detail on the operational achievements, advance rates, threats, opportunities and learnings during the excavation of the two declines: the conveyor (CV) drift and the transport (M&M) drift.CITATION:Ramage, G, Donghi, M and Barnes, A, 2016. In the course of the last twenty eight years the copper lodes of New Caledonia have been periodically worked or abandoned, until quite recently, probably attracted by the higher price of the metal, British capital has again been induced to embark upon the further development of several copper properties, which at present give reasonable promise of becoming regular producers. Owing to its proximity to Australia (only a three day's journey by mail steamer from Sydney) New Caledonia becomes of additional interest to Australian commerce in general, and it is to be hoped that the French Government may see their way before long to make the best of this natural position, to the mutual benefit of both countries concerned.Op till now all copper ores and concentrates which have been shipped from New Caledonia, were treated in Australian smelting works furthermore, Australian mine managers and miners have from time to time been connected with New Caledonian mining ventures, but, unfortunately, it must be said that nearly everyone of them returned to Australia thoroughly disgusted with his experience over there. Even to the casual observer, it is not so very difficult to find a proper explanation for these shortcomings in the peculiar economic conditions of the 'French colony, as many of the objections which have hitherto existed in connection with mining operations, were the direct consequences of a system of colonisation which could not possibly have been productive of better results.

Interest in those physical properties of minerals which might be used to good effect in prospecting is not new. Early in the nineteenth century attempts were made in th'e Cornish mines to measure the natural electric potentials set up by chemical changes proceeding in the lodes. The distortion of the earth's magnetic field by bodies of strongly magnetic iron ore received early recognition in Sweden. Treasure-finders, working on the principle of electrical induction, appear to have been invented about eighty years ago, though were probably not then applied to mineral exploration. By the end of the nineteenth century Eotvos, a Hungarian physicist, had constructed a highly sensitive type of torsion balance capable of measuring the minute distortions in the earth's field of gravitation resulting from variations in the density of the materials composing the crust. During the first decade of this century he demonstrated its value in tracing rock-salt deposits in virtue of their low density compared with the surrounding rocks. Geophysical prospecting began to be recognised as having a very definite value and its development gathered momentum. Its great expansion took place after the 1914-18 war, when its value in oil exploration was amply demonstrated, and this expansion has continued to the present time and shows no signs of abating.Divisions of Applied Geophysics.The four main divisions of applied geophysics are electrical, magnetic gravitational and seismic. With the importance of ores of radio-active metals, one might add to these a radio-active division. The first two are more important to the field of mining, but techniques based on gravitational attraction have their uses in particular cases. Seismic methods are not generally suited to the exploration of metallic ores, but have proved of enormous value in the search for petroleum. With vast quantities of oil as the prize, more money has been lavished on the deve10pment and practice of these methods than on all the others put together.Geophysical Prospecting Methods.Geophysical prospecting methods may be used to detect a mineral deposit directly in virtue of differences in the intensity of some physical attribute common to it and the enclosing country rock. Examples of this are the detection of rock-salt by gravity measurements, or of iron ore by magnetic methods. Of much wider application, however, is the indireot approach in which the aim is to determine, by geophysical means, the geological structures controlling the disposition of mineral deposits. These structures may be partly known from geological work, in which case geophysical methods are useful adjuncts. Where, because of an 'unbroken cover of overburden, no useful geological information presents itself, scout drilling or geophysical prospecting are the only alternatives. Overburden is here intended to mean any covering material not, involved in the structures controlling the mineral deposits. Prospecting for petroleum amounts to the detecting of favourable reservoir structures, and as the chief types of such are the same the world over...

The effect of polyelectrolyte flocculants on the de-watering of a tailing suspension of very fine clay was investigated.Sedimentation and filtration experiments were carried out in the labqratory to characterise the de-watering properties of the tailing. The results were used to calculate the effect of flocculant additions on the drainage and vaporation components of the de-watering of a clay suspension ponded on to a sand drainage bed.A flocculant increased the drainage rate, but decreased the volume of water that could be removed by drainage leaving more water to be lost by evaporation.The sorptivity values measured in the laboratory were used in the de-watering equation previously established for the tailing to estimate the effect of flocculant additions on the time required to de-water the suspension from 18.2 to 60 per cent solids w/w. The calculated de-watering times were found to increase or decrease depending on the volume of water removed by drainage and the prevailing evaporation rate.

The mining industry is generally regarded as a high risk industry, mainly because of the difficulties in estimating the tonnage and grade of mineral resources, the fluctuations in metal prices, mining problems and other problems which occur with mining in offshore and remote locations, such as appropriation or disruption to supply. As a consequence, finance providers require a high reward from mining projects. In the past two decades, the development of "mega" projects has led to the packaging of the finance becoming more sophisticated. Some would see this move as a measure of the evolution of banking rather than an intrinsic facet of mining finance itself. Project financial managers now require a thorough knowledge of all the financial tools which are available and have to be aware of the funding options so that they can put together a finance package which minimises the cost of the financing with the risk spread adequately between the partners of the financing. The different sources and types of finance for mining projects are described herein along with the factors which determine their costs. To understand the ramifications of financing mining projects, it is essential to appreciate the fundamental difference between debt and equity, which illustrates the importance of gearing. Costs of finance are determined by the interaction of supply and demand forces. Bankers and other financiers have become more adept at isolating a wide selection of risk elements and have devised a formidable range of insurance mechanisms. There is still a lot of money looking for good project risks and if a good project is properly presented and structured, financing can be obtained in today's market.

Mount Isa Mines Limited first installed electronic data processing equipment in 1959. The decision to replace this equipment with a computer was motivated by the need for greater processing power and the availability of new and less expensive computers. Consideration of hardware software and delivery features of available equipment, resulted in the selectIon of an ICT 1900 series computer which was installed in March 1966. Special air-conditioning and power stabilization equipment was also required.Systems design and programming was carried out by personnel recruited from within the Company and trained by the computer manufacturer. Early work was hindered by the problems of remote location.Initial applications were basically accounting functions whIch were taken over from the EDP installation. Subsequently computer applIcatIOns of a more complex technical nature have been undertaken. Future work will include both "scientific" and data processing applications.

Three stages are involved in the complete design and evaluation of an open cut mine. These are:1. design of the optimu,m ultimate pit, and selectionof the optimum mill capacity,2. development of production schedules, with intermediate pit designs, and3. evaluation of the project, based on factors from stages 1 and 2, by means of discounted cash flow analysis.Stage 1 requires relatively complete information on metal distribution, metallurgical performance, and cost factors, which is used to design a series of pits, corresponding to a range of milling rates.For each milling rate considered there is a unique pit design which maximizes operating profitability. The computer outlines this design (in terms of size, shape, and location; tons and grade of ore; and tons of waste), by considering the effect on profitability of mining each block in the mineralized inventory in relation to every other block which would be affected by its removal.The computer selects only those blocks for mining which result in an overall increase in profitability, maintaining pre-determined wall slope conditions throughout.Both operating profitabilities and capital costs increase with throughput, and the two curves will combine to produce a flat peak in net profitabilities at a certain rate, with its associated pit design.Stage 2 can maximize head grades early in the life of the operation. This increases the projected present value, but there are good arguments for maintaining steady head grades throughout the life of the mine.A modification of the programme used in Stage 1 is used here.Stage 3 is a conventional discounted cash flow analysis, using factors obtained in stages 1 and 2. It can be computerised, but a manual treatment is probably just as fast overall.

Experimental investigations were made into the decoppering of lead, tin, and bismuth using a technique which approximates on the small scale to industrial practice.Decoppering lead with sulphur alone in the absence of tin and silver did not proceed to low copper values. With a minimum of 0·02 per cent Ag or 0·10 per cent Sn, lead was decoppered to less than 0·01 per cent Cuby stirring with 0·2 per cent S over 10 min. Decoppering of tin or bismuth proceeded rapidly to very low levels in the absence of any "catalytic" impurities, at any rate in excess of those concentrations normally encountered in commercially pure tin or bismuth.

Sheeted vein gold deposits are characterised by multiple subparallel veins and often free milling gold. Variability in gold grade and recovery parameters are enhanced by poorly designed sampling and test work protocols. Poor quality samples generally equate to an enhanced nugget effect. A sample can be described as being representative when it results in acceptable levels of bias and precision. Total sampling variability can be quantified by the relative sampling variance, which measures the total empirical sampling variance influenced by the heterogeneity of the lot being sampled under the current sampling / test work protocol. Effort should be made to minimise the relative sampling variance through Theory of Sampling (TOS) and quality assurance / quality control (QA/QC) application. This contribution reports on a case study that exemplifies how high-quality grade and recovery data can be gained from a well-designed and planned drilling, sampling and test work program, followed by bulk sampling. Results across historical resource drilling, geometallurgical drilling, laboratory assay / test work, geometallurgical modelling and a bulk sampling/pilot processing study are reconciled. Sluice box operating practices in Papua New Guinea (PNG), and published work on sluice boxes are briefly reviewed. Some recent work on sediment entrainment mechanisms occurring in sluice boxes have also been described. In the light of this information, some drawbacks in the commonly adopted sluice box operating practices in PNG, and ways of overcoming them, are also highlighted.

This part of the paper is intended for people who have limited knowledge of the New Zealand coal scene. The second part of the paper focuses on developments underway in New Zealand and discusses planned or possible changes and opportunities. This paper was first presented at the Coaltrans Asia Conference in June 2000.
