Accidents in open pit mining have a high cost in lost time of person- nel, damage to equipment and installations, and lost production. The realities of export competition require that Mine Management sig- nificantly reduce the costs associated with accidents and workplace ill-health. Newer management approaches are proving effective in reducing the Total Cost of Risk through a strucured Occupational Health and Safety Programme exhibiting the following features: ò Formal Company Policy ò Accountability for OH&S performance clearly designated to each level of management and supervision ò Effective utilisation of a Mine Occupational Health and Safety Co- Ordinator and a Mine Occupational Health and Safety Adviser ò Development of realistic OH&S Objectives ò Training of Management, Supervision and Workforce in Occupa- tional Health and Safety ò Development and adoption of Safe Work Practices and Procedures ò Effective employee selection procedures, control of Contractors ò Monitoring of the health of the workforce ò Collection, recording and distributing information on all Mine inci- dents, accidents, injuries and damage ò Ensuring that the Mine environment is healthy and safe ò Effective Emergency Procedures to deal with injury, fire, rescue and other situations of risk ò Controlling those Mine hazards which cannot be removed ò Adopting a high standard of Occupational Rehabilitation ò On-going visible Management participation in the programme to ensure that momentum is developed and maintained. This approach requires that Occupational Health and Safety be given equal status with product quality, maintenance of plant and output per- formance; its implementation is rewarded with improved morale and major cost reductions.

The cost of capital is the rate at which a project's cash flow should be discounted to obtain the Net Present Value. The cost of capital is a weighted average of both debt and equity funds of a company, on an after tax basis. Two methods are described for calculating a company's cost of equity, the Dividend Valu- ation Model and, more importantly, the Capital Asset Pricing Model. A worked example is presented where the cost of capital was obtain- ed for two resource companies. The application of the cost of capital was illustrated by way of a mining equipment replacement problem. The paper outlines refinements and problems that may be encountered with the use of the cost of capital, and concludes that it is an integral part of any project evaluation.

These properties are carefully analysed in the context of cooling mines and a comparison is drawn among Ammonia (R717), Monochlorodifluoromethane' (R22), Dichlorodifluoromethane (R12) and Water (R718). Acceptable post-closure performance of decommissioned mining operations is a critical factor in persuading todayÆs environmentally conscious public that the mining industry will not continue to burden future generations with the legacy of environmental tragedies. Post-closure impacts must be identified and managed through robust engineering design if the post-closure environment is to be environmentally sustainable. To manage potential post-closure risks (environmental, health, safety, social and economic) within acceptable limits, WMC incorporates a risk-based approach to closure planning and engineering design. WMCÆs risk-based closure engineering design process provides a simple methodology for developing robust closure plans û the process æengineers outÆ unacceptable risks and æengineers inÆ a sustainable post-closure environment. Benefits of the risk-based process include stakeholder endorsed closure criteria for an agreed post-closure land-use, focusing of resources on major risks, and a realistic and accurate estimate of the required closure provision. The outcome is an increased likelihood of satisfying the three pillar goals of sustainable development û a financially sound solution that poses a low risk to the environment and future generations.

The incentive to control coal flotation circuits arises because of disturbances, from plant operating practices and variations in feed coal characteristics, which result in large amounts of fine coal being lost in circuit tailings streams and lower grade concentrates being produced. Additionally, the flowrates and compositions of con-centrates and tailings streams can have significant effects on dewater-ing brocesses. A universal control strategy for these circuits cannot be developed. Rather, three major groups of variables must be con-sidered during strategy development: coal characteristics; circuit design and operating practice; and the variables selected to control the process. The second. and third groups-are discussed in this paper and examples from studies in operating plants are presented.

This paper aims to highlight the global exploration opportunities that exist in connection with Ural-Alaskan (UA)-type intrusions. The key economic importance of UA intrusions is the existence of metallic platinum (mainly iron-platinum alloys) associated generally with chromite mineralisation and located within a dunite core, especially its coarse-grained part. Being very dense and resistant to erosion, platinum can form rich placers as the intrusion erodes. Big multimillion ounce placer platinum deposits of this type have historically been successfully mined for many years (eg Russia, Colombia and Alaska).However, large-scale exploration and mining of platinum placers currently occurs only in the Russian Far East. Outside of Russia, there is now little or no understanding of this type of deposit and its economic importance. Using successful operations in Russia as examples, it is demonstrated that there are many opportunities for similar discoveries all around the world, especially around the Pacific Rim, where such intrusions tend to be concentrated. Examples of highly prospective areas in eastern Australia and New Zealand are given. During the past three years there have been several parties prospecting for oil in the Stat6 of Queensland, and It was: gratifying to read the newspaper headlines last Christmasabout the discovery of oil in the Moohie Nol Well. This discovery was not only a welcome Christmas present for Australia but marked up another success for the seismicmethod in exploration for oil.The purpose of this paper is to discuss the operationaI aspects of seismic work in Queensland with-emphasis on shot-haledrilling. The paper is based upon the experience of one particular seismic survey which began in December of - 1959 and is still inoperation. This survey is being conducted by the Petty Geophysical Engineering - Company of San Antonios, Texas, and the Queensland area involved is in the general vicinity of Quilpie, Dlackall and Charleville.

PISCES - the Planning and Information System for Coal Export Services has been developed by Port Waratah Coal Services (PWCS) to ensure the efficient and economic operation of the Hunter Valley Coal Chain. PISCES is a computer based integrated information and management system to coordinate operations commencing at minesites through the coal chain to shiploading at the Port. The PISCES system comprises a central database around which a number of planning modules interact. These include interactive programs for train planning and timetabling, stockpile management, berthing analysis and a coal shippers enquiry system. PWCS has previously developed - number of computer based systems for planning, controlling and monitoring complex coal handling operations and the extension of the PISCES system to the Hunter Valley Coal Chain is another initiative to assist the Hunter Valley Coal Export Industry in looking confidently towards the Future.

Magnetite has been used in coal processing for many years and it is likely that its use will continue well into the twenty first Century. While magnetite is only a minor cost component in coal processing, the use of processed magnetite in dense medium separation is essential to provide the split of quality coal products which the markets of today demand. The occurrence of magnetite in Australia is relatively abundant, but a combination of its iron content, magnetic properties, quality and proximity to the coal processing plants is essential to provide a low cost product for use in the Coal Industry. The demand for more splitting of coal in coal processing may require more grades of magnetite, particularly as a finer grade lower specific gravity medium to separate the finer quality low ash coals.

The emphasis in Australia, until recently, has been on large scale mining methods with drive sizes in excess of 4.5 metres square and the acceptance of high dilution ratios, even when working in relatively narrow orebodies. The rising cost of extracting and treating the recovered ore and the lower prices available in the world markets has seen a growing trend to narrow mining methods.Traditionally narrow orebody mining has been carried out using hand held drilling methods and rail mounted boggers. Recent advances in mobile equipment now offers the operator of narrow method mines the opportunity to completely mechanise the mine from the drilling, through bogging to haulage, while maintaining minimal dilution in drive sizes to two metres wide or less.

The ongoing need for improved fuel economy, longer engine life, reduced emissions and greater power output has driven the need for lower charge air temperatures. Cuamins will introduce a split loop, single water pump approach to low temperature aftercooling (LTA) in 1987 with the introduction of its 1492 kW (2000 BP) 16 cylinder K Series engine. The LTA system selection process considered performance, durability, fuel economy, and total engine installed cost. The split loop system selected takes full advantage of the engine cooling characteristics to provide optimum charge air temperatures at all speeds, loads and ambient temperatures. Computer simulations and engine tests were used to determine performance for each charge air cooling alternative. The split loop system chosen offers many advantages compared to the other alternative systems studied which included air-to-air and dual loop (two radiator, two water pump) systems.

Iron ore is now one of AustraliaÆs main commodity exports and is likely to remain so well into the future. The annual price negotiations are the focus of widespread comment and speculation by financial analysts, journalists and mining professionals. Much is written on the subject, but how much is understood? What is the process all about and what can mine managers learn from understanding the pricing mechanism? Every one of the major regional iron ore markets has its own characteristics. The focus here is Australian supply specifically to Asia, far and away the biggest and fastest-growing of these regional markets. The core of the paper reviews and explains the key elements and procedures that contribute to pricing iron ore in Asia, a market that has long been dominated by the Japanese steel mills (JSMs) and that is now feeling the full force generated by the rapid industrialisation of China. First, however, it is important to understand how this market has evolved over the past 40 years, and the key relationships that have shaped and continue to shape the iron ore price. A description of the essential technical and commercial factors follows. Projections of metal requirements for Japan and the United States indicate growing competit- ion for Australia's mineral output and a critical need for continuing discovery of new reserves. These projections may be modified by economic, social and political controls - the most import- ant factor probably being a shortage and the high cost of risk and development capital. Changing ownership patterns toward joint ventures and increased state participation are anticipated. New developments in global tectonics and metallogeny delineate favourable zones for ex- ploration and permit establishment of priority search areas even in regions of poorly known geology. Declining ore grades and special character- istics to meet technological requirements may modify identification and evaluation criteria. A broad approach considering all environments of concentration within the geochemical cycle is re- quired within any metallogenic province. The exploration geologist must be able to integrate geological theory, mining technology and financial analysis to establish well defined exploration objectives, in terms of economic and geologic models, in concept-oriented programmes.

This paper is intended to help design engineers, operating staff and plant managers understand the principles of metallurgical gas handling systems design. It also explains operating, safety and energy savings issues that the designer should take into consideration in the design of process off-gas systems for sulfide smelters. Primary smelting reactors, converters, and other off-gas sources impose challenging duty requirements on the various components of the gas handling systems. This paper reviews the design of common system components including the hood for gas capture at the system inlet, gas conditioning, gas cleaning, ductwork, dampers, hot gas fans, and the appropriate use of instrumentation and controls. The engineer must also be aware of how ductwork system effects and heat losses influence system performance. Also, the analysis of a recently-designed gas handling system will be reviewed, which includes high-strength SO2 gas from a smelting reactor, asymmetrically located Peirce-Smith converters, and a gas mixing chamber to mix the gases before they are sent to two acid plants of different sizes.

Process control computers are finding ever increasing applications within the chemi-cal and mineral processing industries.To purchase a system which fulfils both the immediate and future needs of operating, technical and management groups, requires an appreciation of the capabilities of the system software and the constraints which apply to user development of application software. Early decisions are then required as to who will develop and maintain the software. Rules and conventions must be determined and adhered to if the end result is to be an orderly, well structured and properly documented system. Software development and maintenance represents a substantial, and often hidden, cost. Getting it right the first time will avoid either a major re-work, or having to live with a system which is extremely diffi-cult (at the worst, impossible) to trouble-shoot or modify.

The implementation of mass mining methods for large metalliferous deposits has led to the development and application of increasingly sophisticated automation and condition monitoring technologies in these mines. This technology aims to increase safety, equipment utilisation and monitoring of critical aspects of the underground ambient and geological environments. The communications networks required to support these aims and their associated technologies have evolved accordingly, and have done so in a demanding underground environment. The evolution of communication infrastructure for large underground mines has developed from basic analogue telephony to high-bandwidth optic fibre based systems. The latter is now the media of choice. More recently the developments in wireless broadband equipment designed specifically for underground environments have emerged to satisfy the needs of automation for mobile equipment and shaft conveyance communications. The use of internet protocols for industrial control and monitoring has led to the application of ethernet-based backbone networks as a standardised approach. There may also be a need for the integration of range of communications platforms in a mining operation to realise the full advantages offered by automation and condition monitoring technologies. As a result the design of the communications backbone networks for underground mines has started to become the domain of information technology professionals. Without these networks, the analysis of equipment utilisation is often not possible. The improvements that can be brought about by æsweating the assetsÆ and the transmission of business critical information are the most significant benefits of an integrated communications system. These benefits far outweigh the costs of strategic planning, subsequent specification and implementation of communication networks themselves. Future developments in mining systems and communications technology will continue to drive the demands placed upon communications networks as an essential mass mining infrastructure item. This paper outlines the benefits of secure high bandwidth backbone communications networks for mass mining operations and the need for a high degree of strategic thought and demand forecasting in the planning stages for these operations.

Power supply for remote mining developments is compared with supply to the general public with the conclusion that the private power plant operator has many opportunities to minimise his costs which are not open to public utilities. The main features of diesel, gas turbine and steam power plant and the limitation upon their application which may be imposed by the fuels available and the local conditions at remote sites are outlined. Reference is made to the value of joint examination by the mining engineer, metallurgist and power engineer to decide how to make best overall use of capital, labour and energy in co-ordinating the design of power and process plant and in setting no more than adequate standards of reliability and efficiency. Fluctuations in world markets make it difficult to plan mining operations to a firm time base. Suggestions are made to minimise the financial risk in forward expenditure upon power plant which in large sizes due to longer construction time may have to be ordered before a final decision is taken upon the mining development it is to serve.
