SINCE 1900, five underground fires of consequence have beenrecorded in the Broken Hill mines. These occurred at the Junction(1906), Proprietary (1906 and 1916), Block 14 (1906), and Centralmines (1923). All have been extinguished, but at an enormouscost; e.g., in the eleven months following on the 1923 Central mine fire the sum of £187,123 was expended in fire-fighting operations.To this series may be added others, as the South (1925) and British mine (1918) fires, which were extinguished before serious damage had resulted. All, however, have occurred within a period of 28 years, and in a district where spontaneous combustion, a prolific source of fire in the U.S.A., has been practically nonexistent. Therefore, definite fire risks exist in the underground workings of the Broken Hill mines, and, as a consequence, an active fire prevention policy is a necessity...

A major factor in the economic development of New South Wales has been the ready availability of coal for the major industrial and urban centres of Sydney, Newcastle and Wollongong. Historically, the presence of high quality coal near these areas has acted as a catalyst to urban and industrial growth. This easy access to low cost coal resources over the past 200 years has given rise to a commonly held belief that New South Wales contains vast coal resources sufficient to meet any foreseeable demand. However, a recent study undertaken by the Coal Resources Development Committee has found that New South Wales is likely to face a serious shortage of economically mineable coal in the future. Forecasts predict that demand for New South Wales coal will increase by about 40 per cent, and then remain at about that level for at least a further ten years. To meet such demands, the coal industry will require access to economic high quality coal resources.

The curbing of expansion in tertiary level education in Australia and the question- ing of its objectives which are now occurring are likely to have important effects on mining and metallurgical education. Student enrol- ments are low but the serious shortage of specialised minerals industry graduates pre- dicted during the boom of the late 60's has not eventuated. Other manning problems of a less quantitative but possibly equally import- ant kind have been identified. They point to a need for a full and deep review of the education and training programmes available to Australian graduates planning to enter product- ion areas of the minerals industry. An alter- native educational structure providing greater flexibility is suggested.

Small scale trials of the smelting of a copper concentrate in the Sirosmelt submerged lance reactor are described. Pellets of concentrate were dropped into the reactor while injecting air-rich mixtures of oil and air through a lance into a bath of matte overlain by slag. This produced a discardable slag and a matte which was converted in sequential stages in the same reactor to white metal and blister copper. Difficulties were encountered in determining the end points of the converting stages but control techniques were developed to allow successful operations producing blister copper. Deportments of minor constituents of the concentrate to slag, matte,metal and fume for the three stages are reported and possible applications are Discussed.

Declining from surface provides access, haulageway, ventilation and provision for ser- vices for stoping and development. Three boom jumbos and 3.8 m3 capacity diesel loaders are used in decline development, the majority of which is driven at a gradient of 1 in 9. Primary ventilation is drawn from the mine through raisebored airways and high pressure contra rotating fans provide secondary ventil- ation. To meet schedules a special decline crew was formed on similar lines to a mining con- tractor. The basis of payment for the mining party was changed and the net effect was to accelerate development. Ground conditions demand constant support and this is achieved with chemical anchor rock bolts, multistrand grouted bolts and shotcrete. Major local shear zones are encountered and when they are to be driven through, a combina- tion of the above methods, involving a spiling technique, is used.

The requirement for economic operation of unit trains carrying bulk materials has dictated that rapid and accurate bulk loading methods be provided. The train loading station at Phosphate Hill, built for Queensland Phosphate Ltd. to load rock phosphate, provides this facility and whilst the concept used is not unique, it contains a number of novel features that are considered to advance the "state of the art'' in this field. This paper briefly reviews some alternative concepts evaluated, and describes the design and operation of the scheme ultimately selected as being most appropriate to the project requirements. it is one which utilises a variable speed belt feeder whose speed is controlled in proportion to the weight rate of material moving on the belt as measured against a set point

In mining industries, materials handling costs represent a significant component of the operational cost. A variety of methods have been applied in surface mine equipment selection in order to select the suitable loading system with the lowest loading operation cost. These are queuing theory, bunching theory, linear programming and genetic algorithm. Among them, genetic algorithm is a simple method and applied for preliminary selection of the loading system. In this study, gathering information from anomaly No 2 of Gol-e-Gohar iron mine of Iran, loading system (number and its capacity) has been optimised by genetic algorithm. The study results showed that two shovels 8.25 m3 are required for the removal of 60 million tonnes of overburden. After removal overburden, these two shovels contribute to the extraction of 42 million tonnes of ore with a stripping ratio of 1:1.

Record quantities of slag were produced in 1974. Slag usage in this year amounted to 8.5 mega tonnes for granulated blast furnace slag and 7.7 mega tonnes for crushed blast furnace and L.D. slags. Granulated blast furnace slag is mainly used as a hydraulic bonding material in the manufacture of cement and in road construction. These applications give a fuel saving and reduce processing costs. Crushed blast furnace and L.D. slags find application as a substitute for natural aggregates in road construction and in the production of concrete. There is no doubt of ttie interest to utilise to the maximum all the slag produced by the steelmaking industry, thus preventing the build up of slag heaps detrimental to the environment and favouring the disposal of the heaps formed in the past. World wide efforts are being made to achieve this objective.

OxianaÆs Sepon Copper Operation (part of the combined Sepon Gold and Copper Operation) is located in Savannaket Province, in southern central Lao PDR. The site is relatively remote, being some five hours inland from the Laos/Thailand border crossing on the Mekong River. The copper processing plant was designed to treat 1.3 Mtpa ROM ore to produce 60 000 tpa of copper cathode. Commissioning of the processing plant was completed in mid March 2005 with ramp up completed in January 2006 with 5260 tonnes of cathode harvested in this month. The focus of this paper is on SeponÆs unique grinding circuit. The entire grinding circuit is operated at highly acidic conditions, adding a number of different operational issues over and above those normally associated with grinding circuits. It became evident early in the ramp up, that reaching design mill throughput of 170 dry tonnes per hour with the original design would be challenging, coupled with the realisation that ceramic grinding media consumption had been underestimated. In order to lift the overall throughput of the processing plant, a significant continuous improvement process has been implemented within the grinding circuit to lift this key unitÆs production capacity. This presentation will focus on the key areas that have been addressed in the 12 month ramp up period and highlight areas for future work. Results to date have shown this improvement process to be very successful, with throughput rates in excess of 200 tph regularly achieved.

To those who have been engaged in the construction of mining and metallurgical plants during the war and post-war periods, it is quite unnecessary to point out the large increases and violent fluctuations in prices of basic commodities and the steady and persistent rise in labour costs. It may, however, be of interest to present these facts in graphic form, and survey the relative heights of the various maxima and the lead and lag of individual waves. Since Descartes demonstrated for us moderns the analogy between geometric form and algebraic statements, the two-dimensional graph has found widespread application. Mathematicians have developed for our information, if not for our confusion, the triangular diagram and the solid three-dimensional figures, which have proved so useful, at least in the hands of the metallurgists at Port Pirie. The model (Plate 1.) which is exhibited here does not pretend however, to indicate the connection between any three inter-related variables, and it is not proposed to burden members with any abstruse mathematical expression for the irregular surface of the blocks. While time is an ordinate common to all sections of the model, each illustrates separately the variation in cost of some particular quantity between the years 1914 and 1922. It is an easy matter to record such individual variations, but it would be an impossible task to state any equation describing accurately the dependence ot the prices, say, of hardwood or of galvanized iron upon that of labour at any particular point of time. The cost of living curve, which has attained such prominence, if not notoriety, in the last few years, is the result of an attempt to show the mass-effect of the components. It is the difficulty found in "assigning the correct weight to the separate items which makes the aggregate curve somewhat misleading at times.Turning to the model, it will be noticed that each section consists of half a dozen pegs.. An intensely sheared and mineralisedIzone occurs in the Quartz Dolerite Greenstone (or Younger Greenstone) mass on, the western limb of the Kalgoorlie Syncline. This zone comprises the western part of the Golden Mile and has produced the greater part of the 33,000,000 ounces of gold produced to date from the main mining belts. A study of.th e general geological and structural features gives rise to the expectation that the lode shear system,will continue southward on a pitch similar to that of the maln syncline whose axial plane may be referred to as the "Boulder Dyke". Although payable ore has recently been found further south than previously, the expectation of large quantities extending southward from the present mining areas is Problematical.'

The effects of detonation of downlines and downline-booster systems on lodse-poured charges of 94% porous prilled ammonium nitrate/6% fuel oil (AN/FO) were determined. Detonation stability was indicated by the initiation-failure pattern of detonating fuse witness lines located at intervals along the charge. Steel tubing was used as the confining medium. Charge diameters (d) varied between 2-21/32 and 8.1/8 in. and specific charge weights (w) of downlines between 4.0 and 93.2gr/ft. The axes of charge and downline were colinear. The minimum value of w required to cause initiation of AN/FO increased with d. When initiated by a downline only, the charge'underwentlowòorder detonation. When downline-booster systems are used, the detonation wave in the downline cuts all equatorial planes in the charge before the detonation wave in the surrounding AN/FO. If the downline itself does not cause initiation, therefore, the explosive ahead of the main detonation wave is crushed, and hence desensitised, by the radially-expanding compression wave and gases generated by the downline. In a given equatorial plane, the fraction gftharge undergoing detonation decreases with an increase in the booster-plane distance. DeBeers Canada Mining Inc (DeBeers) recently submitted an Environmental Assessment (EA) for its proposed Snap Lake Diamond Mine located in Northwest Territories, Canada. As part of the EA process, a site water quality management plan must be developed. Plan development requires an integrated approach such that the key factors influencing water quality can be identified and managed to minimise potential impact. A system model was therefore developed to simulate the site-wide water quality conditions and mass loadings to the principal environmental receptor of concern, Snap Lake, during operations and post-closure. Requirements of the simulation included integrating hydrology, geochemistry, hydrogeology and site management practices in a dynamic way. A unique feature of the site was the need to accommodate a complex flow system that included a feedback loop between lake water and mine water. A system model was constructed using the GoldSim software package that integrated on-site water quality and flow measurements, as well as results from independent groundwater flow and geochemical modelling efforts. The GoldSim model simulated concurrently the movement of 39 solutes through the subsurface mine and surface facilities. Solute sources considered included four different waste rock and tailings types, explosives use in the mine, treatment plant discharge, and recycled process water for dust suppression. Separate solubility constraints were identified for different regions of the flow system (eg underground mine; treatment facility; surface water bodies). Kinetic test data were used to derive temperature-dependent rate constants for use in calculating mass inputs from surface sources such as waste rock piles. The model generated water quality estimates over time for a variety of management scenarios at several potential discharge locations. The integrated approach used by the model was effective in identifying the significance of key factors influencing overall water quality such as explosives use, mine water inflow rates, waste rock reaction rates, site/mine management options, and effectiveness of treatment. The model provides an example of an effective tool for comprehensive, integrated system evaluation and management.

Deep mining in the Collie Basin has suffered with high levels of water flow and sediment in-rushes throughout its 90 year history. Current day experience in working conventional bord and pillar by mainly mechanised means is that advance to the dip is impeded at about the 150m depth of cover by excessive water flow and pressure bursts. Extensive analysis of exploration borehole data and reconstruction of depositional environments helped define important hydrogeological characteristics of roof and floor aquifers, aquitards and aquicludes. Hydraulic parameters were estimated with some accuracy using indirect methods, and later confirmed by pump testing. Groundwater flow modelling showed that mine scheduling would have to be a balance between down dip and lateral development if aquifer pressure heads were to be decreased to suitable levels. Since pressure reduction in aquifers immediately above and below the mine opening was. identified as the key aim in groundwater control, a series of trial in-pit dewatering holes were installed, and demonstrated pressure heads could be reduced at rates compatible with a mine extraction sequence which, in turn, controlled the rate of down dip mine advance. A case history of the successful application of in-pit dewatering systems within difficult hydrological conditions for mining is described, with emphasis on the close collaboration required between hydrologists, mine planners and operations personnel.

TasmaniaÆs mineral endowment has resulted in 600 abandoned mines. Commonly occurring sulfide minerals such as pyrite and pyrrhotite can generate acid drainage and also mobilise heavy metals. Due to the StateÆs steep topography and high rainfall the risk to water quality in the receiving environments is significant. Surface waters impacted by abandoned mine sites typically showed high sulfate and metal distribution at pH range of 2.0 to 5.0. The impacted waters generally showed metal distribution in the high acid/extreme metal to low acid/low metal range. A similar trend was shown by sulfate distribution. Elevated levels of metals and sulfate downstream from several abandoned mine sites indicated that active sulfide oxidation is occurring and these sites may be potential point sources of metal pollution in the receiving environment. High correlation between metal and sulfate distribution suggests that sulfate distribution in surface waters may be used as a cost-effective investigation tool for preliminary assessment of acid drainage.

It is always difficult to sum up an open forum adequately and instantaneously, so, with the privilege of hindsight, and also with some time to reflect, I am exercising the Chairman's prerogative to put together my view of the overall conclusions. Hopefully, these may provide a focus for each Institute to formulate its own programme with respect to mineral industry education. First, in answer to the question, "Should there be Schools of Mines?", there was a very clear 'yes'. However, I reiterate what I said in the introduction to this forum, specific professional education for the mineral industry exists only because the mineral industry sees a need and wants it. If the mineral industry should decide that it does not need professionals with specific mineral industry training, then such training will cease to exist. As alluded by Dr Hackett, if such training ceases to exist, one must then question the need for Institutes of Mining and Metallurgy. Now, there's some food for thought! Specialist schools of mines (metallurgy and geology) can only exist in an environment of genuine interaction with, and support by, industry. For their part, schools of mines, used here in a generic sense, require leadership that is strong but responsive to industry needs. It is the leader that puts his stamp on a school, and, to a large extent, determines whether that school is 'good' or only 'mediocre'.

There is an established need for an inflow of foreign capital if New Zealand is to meet projected growth rates. The Government recognises this and encourages capital inflows especially where there are allied economic benefits such as the access to specialised know-how or export markets. The Government has promulgated certain Regulations which are administered by the Reserve Bank. Under the Capital Issues (Overseas) Regulations 1965, consent is required before any company incorporated overseas can commence business in New Zealand or before an overseas person can borrow or raise any money in New Zealand. A New Zealand company is deemed to be an overseas person if more than 25% of the voting power is held by non-residents. In terms of current policy, overseas companies are permitted to borrow in New Zealand only a limited amount of working capital and some longer term capital calculated on the ratio that their New Zealand owned equity capital bears to their overseas owned equity capital. Wholly owned overseas companies are expected to bring all of their Fixed term capital from overseas.

Many of the discrepancies that appear when comparing the results of reducing machinery are due to the nature of the materials reduced and the conditions under which they have been treated. It is therefore necessary that manufacturers should employ standard materials in their tests that sufficiently approximate the substances to be ultimately treated if the information is to be of any value to the purchaser. Another advantage to be gained by employing universal standard materials is that by their means one is enabled to compare the relative values of different types of machines. At present much of the data meted out to the public is insufficient to enable them to judge fairly. Of course the best test would be to send some of the stone tor which the machine is required, to be treated by the various crushers in the market that are likely to be suitable for the purpose, but this is not always possible. It would not take long to become accustomed to judge of the value of a machine for a specific purpose if it was guaranteed to work a certain quantity of some standard rock, even if that standard were not identical with the material to be treated.There are many points to be considered before selecting a machine, such as the size of the rough stone it will take, the size to which it will reduce it the proportions of various grades made when crushing to pass through a given mesh the form of the delivered particles the time taken to treat a+ certain quantity the horse-power required to drive the machine, both when loaded and unloaded whether constructed to crush wet or dry the wear and tear of the machine its total weight and weight of the heaviest part the cost of machine what attention it required whether the wearing parts are readily replaced, and several other points common to all machinery. 'When considering these varying quantities, we can tell at a glance certain machines that are suitable for a particular sort of work, and can then compare those belonging to the same class, thus avoiding errors made purposely or through ignotance by persons interested in different machines, who frequently compare machines originally constructed for.

About 60 persons are admitted to the graduate course every year after passing the entrance examinations. The entire course of studies is free of charge and the universities provide accommodation for the students who need it. The five years of studies are divided into 10 semesters. One semester lasts 15 weeks. Automatics can be studied at three separate faculties. At the University of Mining and Metallurgy, it is offered by the Faculty of Electrical Engineering, Automatics and Electronics as well as the Faculty of Mining and Metallurgical Machines (metrology can also be studied there); at the Silesian Technical University in Gliwice, the Faculty of Mining offers the course. The educational plans and programmes comprise 3 groups of subjects: common for a given course of studies (foreign languages, political science and the basic technical knowledge) common for the speciality and subjects of diploma courses. The whole time of studies covers about 4400 hours excluding 3 periods of professional training and the physical training. The classes, laboratory classes, seminars and design classes are obligatory and the attendance is strictly checked. Students may extend their knowledge by participating and working in the Science Clubs. The students' work is checked not only during the classes but also by the examinations held at'the end of respective semesters. Those who fail the exams can repeat them only if very important reasons are presented. At the very end of the studies there is a diploma examination together with a discussion on the diploma thesis, written by the student. The successful result entitles the student to recieve the title of "magister inzynier",M.Sc. of his speciality. The graduates, after working for 2 years, can attend another course of studies lasting 2 semesters and called "Postgraduate Course", or start "Doctoral Studies" finished by the defence of a doctor's thesis. In'these cases the expenses are usually covered by the graduates' employers.
