It is generally known that Charters Towers was discovered by Mosman, Clarke and Fraser in 1871. However, the time was ripe, and these three were barely in front of others. There is one account that prospectors from Ravenswood visited the area months before but decided it was too far from water, and that one of them had told Mosman and party of the find. There is another account that Joe Larkins found the discoverers before they had registered any ground - this may explain Mosman's quick departure for Ravenswood.When the news spread, the rush was rapid, and there was soon a sizeable population: probably too many, as within twelve months the infant settlement was under considerable stress. First, the presiding Gold Commissioners had adopted "unusual and arbitary" interpretations of the Regulations, and many of the miners were aggrieved; Charters, the senior Commissioner, was accused of favouring moneyed interests, and of retiring ill whenever a brawl or confrontation occured. As a result, the law of the field soon became "the survival of the strong". Second, the settlers were, divided on where the main town should be: Millchester, near the water, or Charters Towers near the mines. Third, the discovery of gold at the Millchester Deep Lead in August, 1872 was followed by highly exaggerated accoants in_' the southern papers, apparently fabricated by local business speculators. The resulting rush resulted in hundreds of unlucky prospectors having to return or seek other fields. In that period two men were killed in squabbles over ground. To make matters worse, by October 1872 a drought had set in, water cost three pence a bucket, fodder was scarce, cartage expensive, and the price of crushing ore rose to thirty shillings per ton.

This paper provides an overview of methods for measuring tunnel deflection and construction’s effects on the surrounding environment during and post construction. It will also review illustrative case studies from within Australia and overseas that are most relevant to local construction conditions. Systems illustrated include; vibrating wire and fibre optic strain gauges, extensometers, load cells and piezometers. A novel system using radar interferometry which requires no contact to the structure will also be investigated.In Australia, the majority of tunnelling activity occurs in urban areas (or in the case of mining in rural area) with limited seismic risk. However, the unexpected movement of tunnels is an important factor for structural engineers to monitor. During construction, monitoring is focused on the performance of the tunnelling lining, the supports under real conditions and the effects on surrounding infrastructure. After construction, monitoring will determine the effect of live traffic loads and can also evaluate the durability and any degradation of the tunnel. The aging of some tunnels or the forces subjected by nearby major construction can directly lead to a decrease in structural stability and deformation.The conventional way of inspecting and monitoring those tunnel movements is to have engineers physically enter the tunnel and carry out the measurement work. Manual techniques include tunnel wall convergence checks or total station measurement. However the associated costs are high and measurement process is difficult as some tunnel areas are inaccessible and the data collection interval is limited by the speed of the operator.Automated sensor networks utilising extensometers, fibre optics sensors or strain gauges can be used on tunnel segments or surrounding buildings. Material characterisation, ore sequencing and process capability are commonly regarded as the key parameters to consider in designing and operating an effective pit to plant supply chain. Therefore, an understanding of rock mass properties is the starting point for controlling the presentation of problematic material to the ore handling plant and optimising process utilisation. There are different methodologies for characterising problematic material and ore handleability which exist across a spectrum of sophistication. At one end of this spectrum are simple indices built using first principles geology and at the other are complex algorithms developed using advanced analytical methods, machine learning and ore traceability. Regardless of the method, without an integrated process for careful management of problematic ore, material handling delays (ie blocked, bridged, blinded and buried events) will interrupt the stable flow of production. The ability of the ore control geologist to mitigate these delays is central to the ore handleability challenge. This paper describes a quick and easy solution that links the presentation of ore to the operating window at the crusher. This operating window is based on material characterisation, using the physical, textural and mechanical properties of the rock mass, and crusher performance. It also describes how a basic problematic ore index (POI) can be developed using ore tracking to the production face, petrographic studies of ore texture and mineralogy, and existing variables in the geological model. Finally, this paper will demonstrate that by coding the POI into the geological model for mine planning, together with performance monitoring through compliance to plan routines, material handling delays at the crusher can be reduced, unlocking significant resource value.

The earliest discovery and mining of coal in the northern area of the Greta Coal Measures at Anvil Creek in 1862 was by William Farthing, however, some official records attribute the discovery to Thomas Frost in 1864. Frost's discovery was examined by William Keen, government examiner of coalfields, and further prospecting was carried out. This was followed by the pioneering work of C S Wilkinson, government geologist in 1884. Subsequently in 1886 C S Wilkinson entrusted a detailed survey of the coalfield to the then geological surveyor, T W Edgeworth David.The outcrop of the Greta Coal Measures around the Lochinvar dome was mapped by Edgeworth David and as soon as he reported his discovery, the Department of Mines reserved in the interests of coal mining an area of 23700 acres, which extended between what became the South Greta and Abermain No I Collieries.

Rio Tinto’s Hunter Valley Operations is a large open pit coalmine situated in the heart of the Hunter Valley in Australia. The Riverview West Pit has faced increasing production challenges in recent times due to decreasing dragline strike lengths and increasing environmental constraints on vibration, overpressure and fume generation. Conventional mining techniques would involve five to six production blasts per strip to recover multiple coal seams. Each blast event carries the risk of exceeding the strict environmental requirements. By working collaboratively with Orica, it was realised that the blasting method known as Stratablast™, in conjunction with advanced computer modelling techniques, could provide productivity gains whilst simultaneously providing more control over the environmental effects and the impact on nearby infrastructure.As a result of this change, the number of blasts per strip was reduced to one, with the implication that a great deal of care and forethought was needed to manage the increased challenge posed by multiple constraints in the proposed mining area. This innovative approach of combining throw and stand-up blasts allowed the extraction of all major coal seams in a single pass blast event. The blasts were initially designed with a large factor of safety to stay within environmental limits as they were over 1.1 km in strike length, with more than 800 holes and with a total charge weight of about 1000 t of bulk explosives. Furthermore, there were conflicting priorities around the desired blast outcomes. So far, 11 such blasts have been designed and successfully fired. After each blast, innovative design changes have been iteratively implemented to provide further control over environmental impacts, whilst continuing to improve productivity. As a result of these changes, blasts have progressively increased in complexity with the inclusion of features such as damage zones, mid-splitting, time gaps and different directions of firing. The consequence of this complexity is that the blast duration can be as long as 28 seconds to accommodate all components of the blast.This project has increased the productivity of the Riverview West Pit through blast design improvements and allowed the environmental impacts to be managed with far more control and predictability than would have been possible under a conventional blasting regime. An alternative leaching system for rare earth element recovery from monazite is under development. The initial stage utilises oxalic acid to convert the rare earth phosphate into an oxalate salt through dissolution and reprecipitation and it is the efficiency of this stage that governs the overall recovery achieved. It has previously been proposed that lixiviant consumption is the primary limitation in this process. This work further investigates a range of conditions in an attempt to further elucidate the factors influencing the achievable conversion in this stage. It has been shown that the pH may be governed by multiple reactions both consuming and producing acid (thus the mild change over time). The importance of proper mixing and potential to operate at lower temperature with only moderate impact on kinetics has also been demonstrated. Staged/sequential leaching is more effective in fresh solution as opposed to restoring the lixiviant concentration with subsequent reagent addition, suggesting some impact of solution composition. However, contrary to previous findings, subjecting the leach residue to fresh solution resulted in significant decline in leach rate and overall dissolution. This may be because a greater proportion of conversion was achieved in stage 1 in this work than in previous investigation. This may indicate that eventual passivation or the presence of some more refractory REE minerals limits dissolution. Iron dissolution was relatively consistent upon exposure to fresh solution, displaying the ability of the solution to continue to leach the goethite component of the concentrate.

Many Southern African mining operations produce mine water which is beneficially and productively utilised on the mine sites and to support other water uses. Mine water treatment typically takes place within the context of integrated mine water management involving pollution prevention, waste minimisation, recycling and reuse as well as river discharges. Development of new and improved mine water treatment has focused on the neutralisation of metals removal, desalination of high sulfate waters and passive treatment. Mine water neutralisation processes now incorporate a combination of natural limestone and lime treatment, as well as features to maximise gypsum precipitation. The South African CSIR developed a suite of limestone-based neutralisation processes, which include reuse of CO2 and CaCO3 generated in the process. Desalination of high sulfate mine water is typically done using one of the following technologies:biological sulfate removal with different approaches to the handling of the sulfide generated in the process, and ultrafiltration (UF)/reverse osmosis (RO) treatment with different approaches to the handling and disposal of the brine. The current research and development focus is the separation and recovery of saleable products from the treatment residues and brine streams.

Tracking plant and personnel in underground environments provides multiple potential benefits for a mine including increasing safety, better monitoring of production, traffic control, and in the future monitoring and control of autonomous vehicles. The main techniques for wireless tracking are to use radio frequency identification (RFID), signal strength based techniques, and time of arrival (TOA) based techniques. RFID does not provide continuous tracking and signal strength techniques have poor accuracy in the complex radio propagation environment present in mines. TOA based techniques are potentially the most accurate, but most current equipment does not realise the potential of the technique. CSIRO has been developing the wireless ad-hoc system for positioning (WASP) system for wireless tracking in a range of challenging environments including underground mines. WASP has been licensed for sporting applications and has delivered encouraging results in early trials for a surface and an underground mining application. The system utilises a number of ‘anchor nodes’ that are placed at surveyed fixed locations within the mine, and tags attached to plant or personnel to be tracked. The system provides an ad hoc data communication network, thus wired data connections are not required to the anchor nodes. WASP uses transmissions in the 5.8 GHz ISM (instrumentation, scientific and medical) frequency spectrum to perform highly accurate ranging between nodes, hence tracking of tags. The localisation performance of the system depends upon the radio propagation environment, ranging from 0.1 m in low multipath conditions. In this paper we describe the WASP system and provide results of initial testing in an underground mine that shows that the system achieves high ranging accuracy, hence localisation accuracy.

Titanium feedstocks are the building blocks of the titanium value chain. They can be mined directly, as is the case for ilmenite, leucoxene and rutile, or manufactured from ilmenite by extracting various quantities of non-TiO2 components from the ore by chemical and/or thermal processes.While feedstocks can be grouped into categories of materials with similar characteristics, they are essentially unique products from very different mining locations around the world. In fact, no two feedstocks are exactly the same. As such, the variations between the available feedstocks, in combination with the permutations in processing technologies to turn the feedstocks into titanium pigment or metal, mean that choices between feedstocks are specific to the location in which they are utilised.In this paper, the authors examine the key requirements of titanium feedstocks to the TiO2 pigment and metal sectors. Apart from the well known differences between feedstock choices for the sulfate and chloride process, the more opaque considerations in feedstock sourcing are examined.

The Dugald River lead-zinc-silver deposit is located approximately 60 km north-west of Cloncurry and 87 km north-east of Mount Isa. The development project is expected to turn operational in 2018. The resource is estimated to contain 61.1 Mt at 12.6 per cent zinc, 1.9 per cent lead and 34 g/t silver, with a projected mine life of 25 years. The evolution from exploration project to development project has presented multiple challenges for the technical team. Understanding and modelling the structural complexity of the deposit has been one of these challenges.Historically fault zones were logged as a lithology, with structural measurements recorded in a separate database table. When underground drill programs and development commenced in late 2012, it was recognised the deposit was more structurally complex than had been modelled. The extensive number of fault zone lithologies in core logging, made it difficult to identify fault trends and model faults in 3D software packages.In 2014, a structural project was conducted to produce a fault model for the deposit. The project highlighted that by logging the faults as a lithology, a shortage of fault characteristics was being recorded. Additionally, structural information could not be filtered to identify different fault sets due to the lack of information available to filter on. One of the major outcomes of the study was to change the methodology for the structural logging of drill core.Faults are now logged in a separate structural log. The structural log collects two types of information: interval data and point data. The interval data represents the damage zone of the fault in the surrounding rock and the point data the plane of movement for the fault. The faults are further characterised by their intensity on a scale of one to five, the type of fault structure (fault breccia, fault vein etc), the minerals present on the fault surface and structural measurements when available.The new data set allows fault data to be filtered based on fault characteristics, making implicit and explicit modelling of the faults more timely and accurate. The data set can be used to produce fault wireframes as single surfaces from the point data or hanging wall and footwall surfaces from the interval data. This paper presents a geographic information system (GIS) based method for the prediction of ground movement and the associated impact on existing buildings and structures due to tunnelling in the North West Rail Link (NWRL) project. The NWRL is a priority rail infrastructure project for the New South Wales (NSW) Government and includes 15 km of twin tunnels between Bella Vista and Epping, which will be Australia’s longest rail tunnels. The NWRL tunnels will be constructed in an urban environment where the prediction of ground movements induced by tunnelling and the associated impacts to existing structures must be assessed in the early design stages of the project. An assessment process was developed using GIS able to respond to design changes.An iterative GIS analysis methodology was developed to generate ground settlement contours and identify impacted buildings and structures in response to multiple changes in tunnel alignment during design development stages. The GIS analysis undertook to rapidly provide detailed and accurate parameter information including tunnel depth from surface, tunnel separation, diameter and sample point proximity to the tunnel and assess ground movement contours along the project alignment. Determination of the ground surface settlements were based on empirical methods proposed by Peck (1969) and Mair (1993). The control parameters and the relationship between damage categories and risk classifications for impact assessment were based on Burland, Broms and de Mello (1977), Rankin (1988) and Boscardin and Cording (1989) methods.The GIS-based ground movement impact assessment approach adopted for the NWRL project demonstrates an efficient, iterative and robust approach and could provide an initial framework for other similar tunnelling projects where rapid design changes and early understanding of tunnelling impacts are required to bring greatest benefit to all stakeholders.CITATION:Mirlatifi, S, Cain, L, Ashley, J and Every, C, 2014. As the global mining industry continues to grapple with ‘black swans’ (high consequence / low frequency events) for health, safety and environmental losses, the focus is shifting from risk assessment of these events to risk management using selected purposeful controls that reduce the risk.Fundamental to critical control management (CCM) is a soundly based rationale for selecting the right controls for each and every risk. The approach should be based on a thorough understanding of the dynamics of the event: What causes it? How frequently will it occur? How likely is the consequence to be realised? This is typically done through a bowtie and methodical numerical risk analysis. Core to this step, then, is the structure and content of the bowtie; specifically, the analytic architecture that is used to construct the bowtie. Different architectures yield different constructions, and bowties are no different.Although bowties for operational health and safety (OHS) hazards appear to have a common architecture, they are not generic. It is important to stress that they contain site specific information, are prepared by site based operational teams, and vary from site to site to reflect each site’s operational conditions. They are often a product of the knowledge and understanding of the operational teams involved, may be prone to human error, and potentially miss latent hazards that may have been embedded early in the planning, design or construction phase of a mine or facility, or within the mining equipment. Overcoming these deficiencies through constant re-evaluation of the risks, and challenging the content on the bowtie will help to minimise the chance that something will be missed.This paper will cover key themes in bowtie architecture, introduce the concept of barrier models for high consequence event (HCE) bowties and present a relevant case study to illustrate the issues that determine quality in bowtie construction and critical control (barrier) selection and management.CITATION:Mills, R, Andrew, M and Reynolds, H, 2016. A rotary type separator has been developed which separates particles on the basis of their shape. This separator was applied to a particle size range of about 50 - 120 ¦m, and to our present knowledge may be the smallest size range ever to be separated. A theory of the separation is given based on the difference of an adhesive force of the particles: the adhesive force between spherical particles and plate is more powerful than that of irregular shaped particles for the same particle size. These facts have been ascertained by the measurement of an adhesive force by a centrifugal method. US and Japanese patents have been obtained on this separator, which consists of a borosilicate glass cylinder of 150 mm outside diameter, 120 mm in width, and an AC electromagnet. The samples used in this study were mixtures of spherical glass particles and non-spherical shaped glass particles. The results are summarised as follows. In the case of mixtures of spherical particles and irregular shaped particles in the weight ratio of 1:1, the spherical content of the spherical product became 70 per cent - 75 per cent, and in the case of 3:1, the content became 87 per cent - 90 per cent, as the result of one separating operation. However, for a mixture of somewhat rounded particles and irregular shaped particles of weight ratio 1:1, the rounded content varied between 58 per cent - 73 per cent. The feed rate of the particles mixtures was about 0.3 g/min. Newton's Efficiency was 20 per cent - 60 per cent. The separator may find application in shape separation of ceramic powder, metal powder or industrial diamond powder.

The Nena high sulphidation deposit, located in the Sandaun Province, PNG, contains a measured and indicated resource of 51 Mt of copper ore grading 0.5% Cu and 0.6 g/t Au at a 0.5% Cu cut-off. The copper orebody is overlain by an 18Mt oxide gold resource grading 0.1 % Cu and 1.4 g/t Au at a 0.6 g/t Au cut-off. The deposit is hosted in advanced argillic altered pyroclastics interstratified with lavas, volcanoclastics, epiclastics and sediments of the Debom Volcanics within the Frieda River Intrusive Complex. Foraminiferal sediments indicate the Debom Volcanics to be Early-Middle Miocene in age. Alteration is elongated along, and concentric about a northwest trending structure (Nena Structural Corridor) which is about 7km in length. The inner two alteration types, residual and massive silica-alunite are strongly brecciated and host the bulk of later hypogene Cu-Au mineralisation. Weakly mineralised weak silica- alunite and barren peripherally zoned clay alteration surround the inner mineralised alterations. The hypogene sulphide deposition was polyphasal, episodic and is zoned from north to south from covellite-enargite ¦ chalcocite (5600N to 5200N) to a mixed enargite-luzonite (5200N to 4700N) to luzonite-stibioluzonite (4700N to 4400N) in the south within a 1200m long by 300m diameter sub horizontal pipe like body. Paragenesis studies indicate that pyrite ¦ marcasite were introduced early with barite and black native sulphur before deposition of banded pyrite (melnicovite) with barite during a period of brecciation. Continued brecciation allowed bladed covellite ¦ chalcocite followed by enargite-luzonite-stibioluzonite ¦ pyrite (brassy) and minor acicular covellite deposition. Yellow native sulphur and trace amounts of galena were deposited in remaining pores. Pre-acid alteration intrusives domed the mainly volcanic stratigraphy in the southwest and post-mineralisation porphyries in the northeast truncate mineralisation. Supergene processes and erosion have modified the top of the deposit, creating a 45m thick goethitic-scoroditic-haematitic gold cap above a 40m thick (on average) chalcocite rich supergene blanket. Lesser amounts of digenite, covellite native copper and rarely seen malachite occur in the supergene copper zone.

Good morning and thank you for the opportunity to address this yearÆs New Zealand Minerals Conference.   As you have already heard from the Associate Minister of Energy, the Government believes that the minerals industry is an important part of our economy. In particular, our coal and lignite resources have the potential to play an important role in New ZealandÆs energy sector as both a primary fuel and as a means to produce electricity.   The Government has taken a keen interest in the primary fuel sector given the declining reserves of natural gas sector. The energy sector is a key driver of economic growth and it is therefore critical that we have a reliable supply of primary fuel as part of the energy mix.   In a global sense, New Zealand is like many other countries regarding the need to secure energy for the future. Natural gas will be a key bridging fuel in the transition from an energy market based on fossil fuels to one based on renewables over the next century.   However, natural gas as a solution to this energy transition has some pragmatic limitations for New Zealand. There is uncertainty as to when new domestic reserves of gas can be discovered and developed. And the alternative of imported LNG poses a number of costs and risks to the economy.   New ZealandÆs coal resources are vast-estimated to be enough to last hundreds of years at the current rate of extraction. The main question is can extraction be increased and sustained to meet the demand of domestic power producers and at the same time meet commitments to lucrative international markets?   At this point it is appropriate for me to place coal into context with Governments overarching policy objectives for energy. The Government has stated objectives for the energy sector emphasising energy efficiency and an increased focus of renewable energy, while still ensuring security of supply and certainty as to energy costs and risk. Coal certainly can make a contribution to these objectives going forward.

The spatial modelling of geometallurgical domains is an important step in the characterisation of an ore deposit allowing for the quantification of various rock types, their differing rock properties and the overall value of a project. The traditional approach to modelling such features is through the use of deterministic models, where a single estimate of the extents and structure of the ore deposit is mapped out by geologists based on available data and their interpretation of the geological processes. Any uncertainty in the layout of different domains is not accounted for and heterogeneities of chemical and physical properties of the orebody are likely underestimated. Spatial machine learning techniques can be used to derive geometallurgical categories, or classes, from multiscale, multiresolution and high dimensional measured rock properties. Subsequently, geostatistical simulations of these classes can be applied to obtain multiple equiprobable realisations that define the layout of the geometallurgical classes at unknown locations between boreholes, or domains. In-turn these realisations can be used quantify the uncertainties in the location of boundaries between different domains. The development of a workflow for defining geometallurgical domains and later geostatistically simulating them across the Orebody H; a complex stratabound Bedded Iron Ore deposit located in Western Australia’s Pilbara region is demonstrated. This could be used to identify zones of high uncertainty where collection of additional data might help mitigate or minimise risks and in turn improve forecast production performances.

COPING WITH COMPLEXITY In every industry, and mining is no exception, plant and processes increase in complexity over time and managers and operators need correspondingly more knowledge. The mine manager has to delegate details to operators, engineers, metallurgists, accountants, safety specialists, personnel officers and the rest. Is it reasonable then, to expect the Mines Inspector to be competent to judge the conduct of all these operations against the criterion of the regulations? Obviously not, but what are the alternatives? One is a superficial inspection where the inspector goes on a hazard hunt for broken steps and missing handrails. Another is one in which an army of specialist inspectors marches on a mine, sometimes outnumbering the staff. Each is competent to assess some part of the operation and if he or she can find an opposite number among the mine staff, they can discuss details. But what good does it achieve? The system acts to remedy present defects and to make recommendations which, if only they were followed, would prevent the same things happening again. Given that this process has been going on since the first Factory Act of about 1840, how is it that there are any more defects left to put right? The answer of course is that defects keep appearing, and new defects arise as fast as the old ones are found and corrected. Further progress can only be made by preventing defects at their source.

In the search for significant new economic base-metal resources within Australia during the early 1970s BHP's Exploration Department had observed that the majority of lead and zinc con- centrate production in Europe and the USA came from carbonate- hosted Mississippi-Valley-type (MVT) zinc-lead deposits, but Aus- tralia had no history of production from this class of deposit despite several very favourable geological environments, par- ticularly in the large Palaeozoic sedimentary basins. An exploration-research team was established in 1975 and the Lennard Shelf region, near Fitzroy Crossing, was selected as a most promising geological environment. Previous exploration for this class of deposit by other companies in Australia had largely used conventional exploration philosophies (geological mapping, geophysics and geochemistry to identify specific drill targets) but BHP sought specialist advice from a North American expert and adopted a grid-drilling philosophy, which involved wide spaced relatively deep diamond drill holes on a regular grid pattern, and statistical evaluation of the results. This technique resulted in the discovery of the Blendevale Deposit in 1978 in an area which had previously been explored by other companies using conventional methodologies. The deposit was delineated and a pre-feasibility study carried out in 1985 indicated that the resource of 20 Mt @ 8.3% Zn, 2.5% Pb was a marginal proposition.
