A test on Taylor's rule of mine life using published data on open pit porphyry copper mines confirmed that mine life is, on average proportional to the fourth root of reserve tonnage. Deviations from this rule-of-thumb occur to a large extent as variations between regions that are qualitatively explained in terms of differences in grade, infrastructural needs or special taxation effects.

Earthen covers are now widely used in the mining industry to control the generation rate and/or release rate of low quality drainage from piles of sulfidic minewastes. Covers are usually designed to reduce the water infiltration rate and in some cases may also reduce the oxygen flux to the underlying sulfides. Engineered covers have only been used since the 1980s, however, and there is very little field data on their performance in the longer term. This lack of information has implications for the degree of confidence that can be placed on the predictions of the environmental impacts of sulfidic minewastes, for the acceptance of close-out criteria by regulatory authorities and for the financial liability of the mining industry. Covers were placed on sulfidic waste rock dumps at the abandoned Rum Jungle uranium mine during 1984 - 1985. These covers were designed to reduce the water infiltration to less than five per cent of incident rainfall by both water shedding and storage-release mechanisms. Regular monitoring by the Australian Nuclear Science and Technology Organisation (ANSTO) demonstrated that the covers performed better than the design criterion for around ten years, but infiltration rates have subsequently increased. There is a 66 per cent probability that the infiltration rate now exceeds five per cent of incident rainfall. The cover on the largest pile, WhiteÆs heap, was sampled in pits dug at eight locations. Sampling was carried out at the end of the monsoonal wet season and again at the end of the ædryÆ season. This, together with laboratory testing, enabled cover performance to be assessed against five criteria: design, construction, cover material characteristics, physico-chemical characteristics and biological characteristics. We are of the opinion that the design of the cover was suitable to achieve the objectives of stability, water shedding, storage-release, and provision of a substrate for vegetation growth. Over most of the surface of the heap, the construction of the covers, drains and erosion prevention structures was in accordance with design specifications. However, several small and localised bare patches on the upper surface of WhiteÆs heap coincide with a reduced cover thickness, which is likely to have been due to poor construction in those patches. The construction of covers on minewastes is dependent on an adequate source of material meeting design specifications. From our limited examination, it appears that there was shortage of material for each of the three zones û a lower impervious clay layer, the moisture storage-release layer and the upper erosion-resistant layer for vegetative growth. An indication of this was that the upper layers in some areas were observed to be thinner than specified. We are of the opinion that this shortage of suitable material has been responsible for some of the changes observed ten years after emplacement. Physical and geotechnical testing indicated that the cover materials no longer meet the original specifications. In particular, the permeability at the 8 locations was found to be greater than specified, by up to several orders of magnitude. The higher permeability may explain the higher observed rainfall infiltration and moisture content of the waste rock. This increased permeability appears to be due to a combination of biological and physical processes û galleries formed by termites and ants and an extensive system of shrinkage/desiccation cracks formed by the development of a polygonal blocky structure involving the entire lower clay layer. The desiccation cracks may fill with coarser illuviated materials and form a conduit through which roots access the underlying waste rock. Measurements were made of oxygen flux into the heap as cover layers were excavated in the pits. They indicated that the full cover currently reduces the oxygen flux to 20 - 23 per cent of that into bare waste and that this reduction seems to be proportional to the cover thickness. It was also found that the oxygen flux into the cover is about four times higher at the end of the dry season than at the end of the wet season and that the difference is due primarily to the difference in moisture content of the cover. Recommendations are made for the design and construction of covers.

To ensure that this investment is effective, the Owner or Manager must have a clear understanding of the information required from the Project controls systems. If appointing a single Managing Contractor, the Owner or Manager must stipulate what is and what is not required from the Project Controls Systems. There are numerous computer programs available for scheduling and cost control and it is important to select systems which best serve the Owner's needs.

The Mary Kathleen tailings storage facility (TSF) contains 7.1 Mt of uranium mill tailings. This waste repository was rehabilitated in the mid-1980s using a multibarrier dry cover. At the time of mine closure, it was predicted that acid mine drainage (AMD) generation would not eventuate and that uranium, heavy metals and radionuclides would be adsorbed within the tailings and not seep from the TSF into the environment. This study reports on the environmental status of the TSF. Gamma-ray measurements indicate an intact dry cover of the waste repository. However, seepage (~0.5 L s-1) of acid (pH 5.71), saline (0.31 per cent), high conductivity (8.8 mS cm-1), slightly oxygenated (DO 2.6 mg L-1), radioactive waters occurs from the toe of the tailings dam into the former evaporation ponds and local drainage system. Seepage waters are calcium-magnesium-sulfate rich with elevated Fe, Mn, Ni, U and Zn values. Oxygenation of tailings seepages causes the precipitation of Fe and coprecipitation and adsorption of other metals (Pb, U, Y), metalloids (As), rare earth elements (Ce, La) and radionuclides (U-235, U-238, Th-227). In contrast, Ba, Ni, Sr, Mn, P, S, Ca, Mg, Na and K as well as Ra nuclides (Ra-226 and Ra-228) remain in solution until pH neutralisation and evaporation lead to their precipitation in efflorescences and sulfate-rich evaporative sediments further downstream. Dry capping of Mary Kathleen uranium mill tailings has resulted in physical containment of the wastes. The dry cover shows no signs of erosion and radiation levels are within acceptable limits. However, the flow rate of surface seepage from the TSF occurs at a much higher rate than predicted. Also, the neutralising potential and adsorption capacity of the tailings and underlying aquifer were overestimated at the time of mine closure. AMD has developed mobilising metals, metalloids, rare earth elements, alkalis, radionuclides and sulfate from the waste repository into surface water seepages.

The Mogalakwena North Concentrator of Anglo Platinum Operations was built with the capability to allow for future projected expansion. Several research groups, currently working with Anglo American on collaborative research over a range of projects, were brought in to review the existing operation, with a view to releasing some specific bottlenecks and providing specialist design input to the potential plant expansion.Based on a thorough review of the high pressure grinding rolls (HPGR) and crushing circuit, a wide range of de-bottlenecking opportunities were identified. This was followed by a series of surveys to provide performance measurements and to model the circuit in detail. From this effort a full simulation of the plant has been developed, including updated models of the HPGR, crusher, bins and screens. These models have been implemented in the researchersÆ Model Development Kit (MDK) version of JKSimMet, and in a prototype dynamic simulator based on the Matlab Simulink software.The observations, measurements and simulations have provided guidance and quantified the benefits of some proposed circuit modifications. Based on these findings a number of upgrades are being planned, with the aim of ensuring full utilisation of the installed equipment. The Sally Malay Project is located 120 km north of Halls Creek in the eastern Kimberley region. Since commissioning, ongoing improvements on the plant have resulted in recoveries now greatly exceeding the initial design targets. The continual optimisation endeavours of the Sally Malay metallurgy department included an automation project that was done in close collaboration with Mintek. In this team effort, several problem areas were addressed and the FloatStar advance control system was successfully commissioned to stabilise and optimise the flotation circuit. The remote location of the Kimberley Nickel Mines operation, fly-in, fly-out roster and the current mining boom makes the acquisition of experienced flotation staff difficult. The implementation of an automated flotation control system reduces this burden and contributes to the training of inexperienced staff. This paper illustrates not only the process control improvements achieved as a result of the installation of the FloatStarÖ advanced control system, but also how it has assisted operational personnel with their understanding of the process.

The Kwademen Au deposit was discovered in 1977- 1978 following a regional geochemical survey carried out as part of a UNDP (United Nations Development Programme) and BUMIGEB (Bureau des Mines et de la Geologie du Burkina) mineral exploration programme. The climate in Burkina Faso is rather dry, with markedly seasonal rainfall averaging 800 mm pa in the Kwademen project area. The relief is low and the drainage poorly developed, so that soil sampling was preferred to stream sediment sampling. Rocks have been subjected to deep lateritic weathering, so that they are transformed into a mixture of Fe-oxides and kaolinite over depths varying between 30 and 40 m. At the regional stage, soil samples (30-40 cm depth) were collected a a 300 x 500 m grid. The Kwademen deposit was indicated by Cu, Zn, Mo and Au anomalies. Subsequently, an area of 9.2 km2 was covered by a detailed geochemical survey by soil (100 x 50 m) and auger sampling. The regional anomaly was fully confirmed, and subsequent drilling intersected mineralized ore shoots, justifying the establishment of an evaluation project led by the U.N.R.F. (United Nations Revolving Fund) in 1983- 1985.

Diamonds occur in N.S.W., Victoria and north west Tasmania. Diamonds from different areas appear to have their own characteristics, lending weight to the suggestion that three or four different sources (different in location and age) have produced the diamonds found in alluvials at quite a number of locations in Eastern Australia. Explorers for kimberlites in Victoria must overcome a number of field difficulties. The writer's approach attempted to find exploration targets by literature search, noting unusual garnet occurrences, and by relating records of diamond occurrences to described mining activity. While the records are biased towards gold, the study did lead to a pipe, located well away from known diamond-bearing alluvials. Core from one test hole has shown this intrusive to include an alkaline ultramafic breccia with many kimberlitic affinities - a breccia containing mantle-derived minerals, but not a true kimberlite. (A detailed rock description is appended to this paper, but is not the purpose of the paper.) This result enhances the possibility that kimberlites may occur in Victoria, on or near large scale faults or grabens. The depth of fracture penetration may have been different

The mines of the future can be envisioned as complex, large-scale technological systems being operated remotely from few centrally located (major cities) operating centres and skeletal crew stationed at the site. These systems will require remotely located human operators to constantly adapt to new and unforeseen system and environmental demands. In addition, the remote operators will need to match system properties to the changing demands and operational conditions, ie must be able to handle the ‘non-design’ emergencies, because the system designers would not have been able to foresee all possible scenarios of failures and provide automatic safety devices for every contingency. Therefore, it is highly important that the operators’ job, which involves problem solving and decision making at the workstation level, is facilitated by the proper interface designs. This paper argues that decision support systems and thus human-system interfaces for the mines of the future should be developed based on the principles of human-system integration that take into account human information processing and cognitive abilities. The information presented to the operator must support the operator in taking appropriate action through a human-system interface designed according to scientific principles of User Centred Design. A case study is presented where an iterative design process was used by CSIRO researchers as an evaluation method involving users (control room operators) at several stages of the user interface design in order to correct any design inadequacies as they emerged. This process allowed the designers to identify any usability issues before the user interface was fully implemented, which subsequently enabled the control room operators to easily adapt to the new interface and carry out all designated tasks in a timely and effective manner.

Gold has been known and mined in Australia for over 150 years. It occurs and is mined in all States and the Northern Territory. In the past 30 years approximately 8300 t of gold has been mined and gold exports have contributed over $106 billion to the Australian economy. In the first three quarters of the Australian financial year 2006 - 07 (ending 30 June 2007) gold exports were valued at $7.3 billion, which was 13 per cent of the value of all minerals exported and five per cent of AustraliaÆs total goods and services exports over the period. Clearly gold has been and remains a very important component of the Australian economy.

Gunnedah, in north-western New South Wales (NSW), including the town, the surrounding Liverpool Plains and the Pilliga forests to the west, are currently the subject of intense mining interest for coal and coal seam gas. Achieving positive outcomes for koala conservation on mined landscapes will require a sound grasp of koala ecology; and local knowledge of koala movements, tree choice and associated threats to the continued survival of koalas, particularly roadkill from increased mining infrastructure. This requires a research-oriented approach to testing ideas applicable to the long-term survival of koala populations. Our recent koala research in NSW has shown that, in 2006, Gunnedah had the largest koala population west of the Great Dividing Range, and the only population in NSW that was expanding. That prompted us to instigate a detailed study in 2008 - 2011 to determine, inter alia, whether the koalas were using trees that were planted in the 1990s to cope with rising soil salinity. Our GPS-tracking has shown that regrowth trees as young as ten years old can attract koalas. In 2009, the demise of about a quarter of the local koala population from an intense heatwave gave us a foretaste of how habitat and climate change interrelate at the landscape scale. We are now examining the optimal combinations of tree choice, and patch size and shape, for habitat restoration. This will be relevant to local coal seam gas and coal mine proposals, and ongoing mitigation actions. The Senate enquiry of September 2011 on the koala and demonstrated the intense public interest in the survival of this iconic species. Its subsequent listing for Queensland and NSW under the Commonwealth Environmental Protection and Biodiversity Conservation Act 1999 further raises its profile and obligations for management of koalas and their habitat. It will take considerable effort to manage the Liverpool Plains koala population for the next 50 years in the face of extensive land-use changes from mining, and the attendant threats from road kill, compounded by the new threat of climate change manifesting itself as an increased frequency of heatwaves and more severe droughts. This paper describes the research that underpins these conclusions, identifies some of the research approaches needed, argues for working strategically now, rather than try to patch up matters after the event, and presents a set of guides for environmental plantings. The preamble to the mining Act sets out that such Act is to provide for the encouragement and regulation of mining within the State of Queensland. This paper will attempt to follow the legislative path of such aim and in particular to show what part Mining Wardens play in the administration of the Mining Act.The Mining Act empowers the Governor in Council to constitute Mining Districts and Mining Fields and to appoint any duly qualified officer of the Public Service of Queensland to be a Warden or a Mining Registrar. As a matter of practice Stipendiary Magistrates who hold office in the major centre within a Mining District are appointed Wardens and Clerks of the Court are appointed Mining Registrars. In some districts where there is no Stipendiary Magistrate the Clerk of the Court is appointed an Acting Warden with all the powers of a Warden. Every Warden so appointed is a Warden for the whole State.To achieve impartiality Section 74 of the Mining Act provides that a Warden shall not hold or be entitled (directly or indirectly) to the benefits of any share or interest in a mining tenement or mining venture and provides a penalty of $1000 or imprisonment for six months or both, for contravention of such section.

In the past various systems have been used to plan the extraction of ore from block cave operations. These systems have varied from rather sophisticated models with empirical ægravity flowÆ rules applied to the very rudimentary models where only the recorded mined tonnageÆs have been accounted for against the available resource. The normal requirement of these models has been to only plan the movement of ground through the drawpoints. Little cognisance has been taken of the other parameters that affect the total mining operations. The intended purpose of the linear program planning system is to not only include the management, resource availability and geotechnical constraints, but to also include the mining rules. The paper will discuss the various constraints that have been considered, and attempt to illustrate where the system better serves the production system than previous ones. A brief technical discussion on the linear programming system is included.

Recovery of gold by smelting zinc dust concentrate has been carried on at Lake View and Star, Ltd., since July, 1930, when the Merrill-Crowe precipitation plant was first put into operation.Part I describes the development of current gold-room practice, commencing with the clean-up of the MerrillCrowe plant, a procedure that has not materially changed since its inception, and then shows how modifications to straight roasting and smelting became necessary, following a gradual increase in the copper content of the ore treated by the mill.Present smelting practice converts most of the copper into a mixed copper-lead matte, thE sulphur being supplied by the addition of flotation concentrates containing about 35% sulphur as pyrite. The process yields gold bullion of a sufficiently high grade to send to the Royal Mint, but until 1943, suffered from the disadvantage of giving matte and slag by-products high in gold and silver, that were not recovered directly but had to be sent to a smelter.Part Il gives details, of experimental work cnrried out since 1943 which led .to a process for the satisfactory and economic recovery of not only the gold and silver, but also the copper from these, hitherto, troublesome by-products. Nevertheless, incidence of matte in a smelt has always been considered undesirable, and it is hoped that eventually it will be obviated by removing most of the copper from the zinc slime before smelting.Part III indicates the methods by which this might be achieved, and outlines the experimental work that has been done up to the present.

The main tectonic elements in Myanmar are a late Mesozoic and Cenozoic magmatic arc system in the west, repeated in northern Myanmar by more than 300 km of dextral movement on the Sagaing Fault, and the back-arc continental region affected by early and late Mesozoic orogenies, in the east. Historically most lode gold production has been from latest Cretaceous high-grade mesothermal veins and derived placers in the Wuntho and Tagaung-Myitkyina segments of the magmatic arc. Placer deposits in the Ayerwaddy River north of Myitkyina are currently worked by more than 100-bucket dredges. South of Wuntho, the magmatic arc and Pegu Yoma fold belt host epithermal gold with associated As, Sb and Zn in mid-Tertiary marine sediments. MyanmarÆs most productive lode gold deposit, the Kyaukpahto mine, lies within a north-trending district east of the magmatic arc and north of Mandalay. Here mineralisation and associated jasperoidal silica occur in Eocene sandstones and Permian and Triassic carbonates. Possibly this district continues southeastwards, across the Sagaing Fault, as sediment-hosted Sb Au and locally skarn Au mineralisation within a 1100 km long fold-thrust belt. Also present in the back-arc region are sandstone-hosted Au Cu in a Palaeozoic slate belt, and gold and stratabound gold-base metal mineralisation in the medial metamorphic belt. While untested targets remain in the magmatic arc, particularly for high sulphidation Au, the best potential is clearly within the back-arc slate and fold-thrust belts in the western part of the Shan Plateau and in northeastern-most Myanmar.

Almost a quarter of a century since Bridges (1993) documented techniques for the assessment of ground conditions in a seminal paper in the Proceedings Second International Mining Geology Conference, the necessary role of the geologist in recording geotechnical data on exploration properties and in mines remains. Typically, the geologist is the first professional on the exploration property. Of course, most exploration properties don’t become mines. However, when a property does start to come together and form a coherent mineral deposit and professionals from across the minerals industry spectrum, including specialist geotechnical engineers, become increasingly involved, it remains the geologist who has the most intimate knowledge of the deposit. By association, that knowledge extends to the character of the rock mass.Throughout the various phases of prefeasibility, feasibility, construction and production, culminating in the mature mine, the knowledge of the rock mass held by the geologists continues to grow. In the current era of minimising cost and optimising profit, meeting the requirements and expectations of stakeholders ranging from fellow employees to investors, industry and financial regulators and the broader public, in a social environment where occupational health and safety concerns are of uppermost concern in every endeavour, the value of the geologists’ observations cannot be understated. Mines nowadays employ more geotechnical engineers than they did in the early 1990s when Bridges (1993) wrote his paper. More funds are available for specific geotechnical investigations of exploration properties and mines; none-the-less, those programs remain limited in their extent and there is a wealth of additional data available for collection with the appropriate training, at little additional effort. Fundamentally it is all about the numbers. Any hole not geotechnically logged is a hole that will need to be drilled again if the data is required. Any face, surface or underground, not geotechnically mapped is one that may need to be mapped a second time. That doesn’t mean every hole or every face. However, it is the proposition of this paper that the opportunity for additional geotechnical data to be gathered during traditional geological investigations is an opportunity that cannot be ignored. Occupational health and safety requirements demand that the geotechnical risks associated with mining are appropriately managed. Mining regulations in most Australian and overseas jurisdictions requires the consideration of geotechnical risk through formalised management plans. The Joint Ore Reserves Committee (JORC) Code requires the consideration of modifying factors more than ever before. The benefit to be realised through improved geotechnical understanding by geologists on the ground leads to improved occupational health and safety, optimised reporting compliance, and improved financial and social outcomes for the exploration property and ultimately for the mine that follows.CITATION:Hills, P B, 2017. In 2014, Arrium completed an optimisation program on its magnetite concentrator, enabling a reduction in the overall cost base of producing concentrate through an increased ability to treat a wider range of ore types, previously considered waste. The development was the culmination of four years of work, conducted in house by Arrium’s mining development group. The overall intent of the plant design focused on improving the concentrator’s ability to treat a wider range of magnetite ore types. Metallurgical analysis of these feed ore groups outlined a need for more grinding power if production quality was to be maintained and throughput increased. As such, a tertiary grinding circuit was designed which, alongside the rectification of key operational bottlenecks, would allow the plant to continue to produce concentrate at the required specification and rate. The technology chosen for the tertiary grinding application was the XT IsaMillTM, which is known for efficient fine grinding when compared to conventional ball milling. The transfer sizes between the existing comminution circuits were coarsened, allowed for the treatment of different ores at the required rates. The optimisation project was successfully completed in February 2014 after a three month commissioning phase. The Australian Corporations Law generally requires Independent Expert Reports to be presented in support of capital raising or in defence of mergers and takeovers. The introduction of the VALMIN Code in 1995 (and its recent revision issued as the VALMIN Code, 1998) made Assessment and Valuation Reports in these circumstances much more comprehensible than before because of its key requirements for transparency and materiality. By forcing the Independent Valuer to provide an explanation of the reasoning behind the estimation of a particular resource asset, VALMIN allows the reader to clearly see any error or illogicality in the valuation methodology used and to seriously question or even reject the resulting value. Even though many elements of resource asset valuation practice are undeniably subjective, there must be some basis of objective rationality to it. Independent resource asset Valuers are the essential link between mineral explorers/miners on the one hand and brokers/analysts/fund managers/investors on the other. The minerals and financial industries both expect them to not use inappropriate or invalid valuation methods and illogical steps within these methods. This paper examines some of the less sensible ways in which some of the main techniques that Valuers commonly use to assess the fair market value of mineral properties have been applied in recent instances. The authors hope to discourage the adoption or perpetration of the æWhat-number-did-you-have-in-mind?' approach. It is MINVALÆs view that as many methods as possible should be used in any resource asset valuation. If any of the resulting estimates are in approximate agreement (particularly if they were derived using the less subjective of the available methods), ie if they cluster, they are probably more persuasive as being the Preferred Value of the asset than outlier values within the Valuation Range.

Emphasis is placed on the development of resource circulatory system for the minimisation of various wastes and emissions of green house gases (GHG), toxic gases and polluting particulates. The minimisation includes:Rationalisation of iron and steelmaking processes; Implementation of available relevant measures/technologies; Life cycle assessment in designing steel from semis to assembled products; Reduction, reuse and recycling of materials and energies; and Utilisation of core competence technologies to process domestic and industrial wastes. In view of global nature of the above wastes- and emission-issues, inter-industrial linkage and international cooperation across the borders in the Asian countries have become more important. Inter-industrial linkage definitely serves to cut back the wastes and emissions. Examples of such linkage and factors influencing the sustainability of the linkage are described with expectation for further development of the linkage. Importance of international cooperation cannot be overstressed under the circumstances where steel production in China exceeded 220 Mt and world production exceeded 945 Mt in 2003 and is still increasing. Practical measures are discussed to enhance the linkage and cooperation for effectively promoting the reduction, reuse and recycling, including implications for the nonferrous industry.
