The Western Australian gold industry has approximately 100 operating plahts, mainly CIP/CIL. The nature of the State's rapidly expanding gold industry gave rise to concerns over management of the  cyanide hazard, in that most plants are remote from major population centres, have a workforce with a high tum over and use highly saline process water. Approximately 4500 workers in the industry have the potential to be exposed to cyanide in the course of their normal work.   This paper outlines the risk management strategy developed by Government and industry to monitor atmospheric HCN gas in the work environment and the role of continuing education and training along with regular site inspections by Department of Mines Inspectors.

The Australian Coal Combustion Testing and Research Facility has been operating commercially for one year and during that period coal product evaluations have been conducted on behalf of four coal companies and one electricity commission. The facility is equipped to assess the behaviour of steaming coal in milling, combustion (including flame stability, burnout and heat transfer), ash deposition and erosion, fly ash collection and gaseous emissions. The relevance of the results of the pilot testing to industrial practice was demonstrated during the calibration of the facility using four coals burnt in Australian power stations. The calibration coals were from the Tarong and Gladstone Power Stations in Queensland, tluja Power Station in Western Australia and Bayswater Power Station in New South Wales. Also an opportunity arose to visit an overseas power station to observe a full scale test burn using one of the early coals tested on a commercial basis in the combustion test facility. The calibration trials showed excellent agreement with industrial coal performance in t:orms of flame stability, turndown, carbon burnout and gaseous emissions. Encouraging correlations were also found in the case of furnace radiation, boiler deposits (slagging and fouling) and electrostatic precipitation. In the case of the last group the only real reservations about the correlations are due to the non-availability or qualitative nature of results collected around the power stations. In all cases there is a high degree of confidence in the facility's ability to predict the relative performance of different coals and in some cases direct numerical predictions can be Made.

I was delighted to be invited to be patron of this Joint Conference, but the challenging task you have set yourselves, and your speakers' depth of expertise, deny anyone, even the patron, the opportunity to be patronizing. Australia's history has been inextricably link- ed with the fortunes of our great mining industry. That link will remain. Just as the gold rushes of the last century, and the discoveries at Kalgoorlie and Broken Hill changed the lives of generations, so the more recent development activity in iron ore, bauxite, nickel, coal, and uranium are having a significant impact on the lives of Australians today. The minerals industry has contributed to Aust- ralia's jobs and prosperity. Mining is not free of problems, but so long as safeguards are strong and appropriate the net benefits the mining in- dustry brings Australia will continue to be enor- mous. We rely on our mining industry to find, prove, develop and sell our minerals profitably, and my Government is committed to maintaining a healthy mining industry.

ignitions caused by cutting tools have occurred at a rate of some 14 per year in UK coal mines since 1965, mostly on the coalface. The rate has held steady despite reducing output and number of collieries. Investigations were carried out over this period into factors affecting both the concentration of firedamp in the cutting zone and the igniting source. A study into detecting and suppressing ignitions on shearers has been undertaken and it is feasible to prevent certain ignitions from spreading outside the cutting zone. Practical measures have been adopted by British Coal to identify frictional ignition sites and to lay down working procedures to minimise risk.

In a modern economy there is a compelling case why governments should not own property rights to mineral deposits. Assuming they do, however, governments will use these constitutional rights to raise revenue. They have two basic instruments to achieve this; a royalty charge on price or a rent tax on income/profits. On the one hand, a royalty charge creates a 'deadweight loss' to society by increasing cut-off grades and decreasing the life-of-mine. They are also regressive. However, they are easy to administer. On the other hand, a rent tax avoids the problem of 'deadweight loss'; it does not impact on the life-of-mine because the tax structure is neutral. But, they are difficult to administer correctly, particularly in the determination of rents and the definition of mining per se. If rents are incorrectly determined capital markets are distorted. And, if mining activities are incorrectly defined, downstream activities could be adversely affected.

Knowledge of fuel qualities is of ultimate importance for the efficiency of chemical plants or power stations. Although most blending yards are equipped with automatic samplers and the derived samples are processed in the laboratory, the quality variation of the blended product may still be strong. This is caused by several reasons. First of all the process of sampling, crushing, dividing and analysis is time consuming. Results are available only with a delay of two to 24 hours. During this time blending is operated without knowledge of the main parameters. Conveyors with high throughput require expensive sampling systems capable of handling samples which are representative. The frequency of sampling needs also to be high in order to be representative. This results in high maintenance costs and also downtime of the sampling system.Online analysis of bulk materials has matured over time and today it can supplement but not replace laboratory analysis. As an example, J&C Bachmann has realised a coal quality monitoring system on the coal supply of a South African coal processing plant. The plant consumes ~42 Mt of coal per annum. The blending yard consists of two sets of three heaps where coal of six different mines is blended according to the factory’s requirement. From there, the blended coal is fed to the factory on two different belts.In 2010 the plant installed a TEXAS X-ray fluorescence analyser as a trial. It was tested under different conditions on several belts before the customer decided to install six TEXAS analysers on the feed belts to the stackers and two more analysers on the reclaimer belts. All analysers are installed directly on the belt and not on a substream.During the test period blending strategies were developed in close cooperation between the customer and J&C Bachmann. The use of the analysers in conjunction with the blending model has proven that the variation of the reclaimed coal quality was decreased significantly, which results in increased process performance and significant cost savings.CITATION:Bachmann, C C, Bachmann, J F, Cipold, M P and Ha, J, 2017. Reasons are given for the seemingly excessive public concern with taxation of the mineral industry. Optimality of mineral extraction is a concept that requires careful definition in terms of one or more objectives. Once defined, the impact of taxation upon optimal mineral extraction may be studied; findings from earlier work on this topic are presented for two basically different cases. In conclusion it is observed that the pursuit of optimality requires the availability of highly skilled engineers; in the event of a large-scale mineral development it is this resource that is probably scarcest of all.

The increasing depth, mechanisation and distance of working areas from surface connections places an ever greater contaminant burden on ventilation airflows. Some British Coal mines are already experiencing significant problems in providing adequate climatic conditions in the working areas and have had to introduce air conditioning. Previous work has shown that in mines of low to moderate virgin strata temperature the application of controlled district recirculation could serve to improve climatic conditions at the working area.

Laboratory scale flotation tests were done on mineral hematite and aspecular hematite ore using oleic acid and sodium oleate as collectors. The mineral hematite floated strongly in the neutral pH region, with an increased pH range of flotation at higher oleate additions. Concentrates with sufficient hematite grade to meet the paint pigment specification were produced using oleic acid and sodium oleate as hematite collectors on the specular hematite ore. Hematite recoveries of 70 per cent at 60 per cent Fe grade were obtained using stagewise roughing. The interaction between hematite and oleate was confirmed as chemisorption but the exact mechanism could not be determined, as two independent phenomena can be used to explain the fact that the pH of maximum grade increased with increasing oleate addition.

The eastern third of Australia contains an unrivalled Phanerozoic rock record generated by the regional interaction of Gondwanaland with the Pacific and by the global effect of the 400 m.y. Pangaea - Panthalassa cycle. Between the latest Proterozoic (600 Ma) breakup of Proto-Pangaea and the mid-Carboniferous coalescence of the dispersed continents in Pangaea, the Lachlan and Thomson Foldbelts accreted to the craton by Mariana-type (backarc basin) and Chilean-type (continental margin) subduction from eastward jumps of the Palaeo- Pacific rim. Further jumps of the rim of the Permian and Mesozoic Pacific, now expanded to Panthalassa, accreted the New England Foldbelt to the craton. An Early Permian rift basin was succeeded by a Late Permian to mid-Triassic foreland basin which extended between the craton and the foldbelt behind the 10000 km Panthalassan rim, from the Bowen Basin of Queensland to South America, and was host to the productive coal measures of eastern Australia, as the succeeding Jurassic and Early Cretaceous foreland and epicratonic basins included the coal measures, hydrocarbon reservoirs, and aquifers of the Great Artesian Basin. The magmatic arc on the Australian margin ended after the mid-Cretaceous uplift along the Queensland coast that initiated southwestward drainage from the high Pacific rim. The Chilean-type subduction that had prevailed since the Devonian was superseded shortly afterwards by Mariana-type subduction with the successive generation of the back-arc basins of the Tasman Sea, Coral Sea, and other southwest Pacific basins by the migration of the island arc to its present position 2500 km eastward of Australia.

Early-Archaean (3.26 Ga) volcanogenic massive sulphide (VMS) deposits located within the low strain and sub-prehnite-pumpellyite metamorphic-grade Strelley greenstone belt, East Pilbara, Western Australia, contain exceptionally well preserved sulphide textures which are directly analogous to those of sulphide chimneys formed by black smokers at present day submarine hydrothermal vents. The VMS deposits are associated with seafloor alteration zones in and below silica-carbonate laminites, at the top of tholeiitic to calc-alkaline intermediate and felsic rocks. VMS mineralisation comprises stratabound Zn-rich sulphide lenses with significant Cu and barite, and variable Pb and Ag, above Cu-rich stringer zones, all of which are similar to Phanerozoic polymetallic or Kuroko VMS deposits. Sulphide-sulphate mineralisation implicates hydrothermal discharge into sulphate-bearing ocean waters, ruling out a globally anoxic Archaean hydrosphere. The volcanic rocks and co-magmatic sub-volcanic intrusion hosting the VMS deposits are characterised by the conjunction of LILE>LREE>HREE, and Phanerozoic La/Yb with negative normalised anomalies of Nb, P and Ti, consistent with derivation via subduction zone hydrous metasomatism fusing the mantle lithosphere.

X-ray diffraction (XRD) is a well-recognised, invaluable tool to provide detailed mineralogical analysis on a wide range of applications. However, despite the wide use of XRD in many industries, there are currently few recognised standard methods for quantitative XRD analysis and none for the analysis of iron ore materials. An initial step towards preparing a standard method for XRD analysis of iron ores was to assess the current level of precision achievable by practitioners of the technique by organising an international round robin. Six Australian chemically certified iron ore reference materials were distributed to over 100 international participants. A summary of over 120 data sets from more than 80 participants is presented. Results show that a bewildering array of techniques for sample preparation, data collection, phase identification and quantification were used. The reported values for the main components (ie hematite, goethite, quartz and amorphous content) show not only extensive variability between participants but also within participants’ results for those who submitted multiple data sets. The disappointing low level of precision exhibited for a relatively simple mineral phase system indicates a strong requirement for development of a standardised procedure.CITATION:Raven, M D and Birch, S L, 2017. Development of the Boleo Process Flow Sheet and the Direct Solvent Extraction (DSX) Circuit for Cobalt and Zinc Recovery The metallurgical process designed to treat the El Boleo Cu-Co-Zn-Mn ore involves a sulphuric acid leach in seawater under oxidative and then reductive conditions to maximise metal extraction. Copper and cobalt are recovered as cathodes by electrowinning, zinc and manganese as zinc sulphate monohydrate and high quality manganese carbonate, respectively, by precipitation after a number of separation and purification stages. One of the key purification stages of the Boleo metallurgical process is the CSIRO DSX circuit. The DSX circuit was developed using the synergistic solvent extraction (SSX) technology. Initially, a synthetic solution was studied, and by adding 0.4 M LIX63 to 0.5 M Versatic 10 in Shellsol D70, large synergistic shifts were obtained for cobalt (?pH50 4.24) and zinc (?pH50 1.62). After a single contact, the separation factor of metals over manganese reached over 6,000 for cobalt and over 380 for zinc, indicating excellent separation of cobalt and good separation of zinc from manganese, magnesium and calcium. The SSX system was further optimised with the modified synthetic pilot plant solution. The extraction of cobalt and Zn after a single contact was 93 per cent and 70 per cent, respectively, while the Mn concentration in the loaded organic solution was only 0.28 g/L. A proof of principle pilot plant operation was conducted in 2004 and a demonstration pilot plant for final engineering design in 2006 with outstanding performance of the DSX circuit. For the demonstration pilot plant, the overall recovery of cobalt and zinc exceeded 99 per cent with a raffinate containing only 4 mg/L Zn and 1 mg/L Co. The DSX organic system showed no sign of degradation during the pilot plant operation, indicating good chemical stability under the anticipated commercial operating conditions. The DSX circuit will be implemented in the future Boleo processing plant.

"Since the commencement of mining operations at the Cowal Gold Operations (CGO) in 2005, reverse circulation (RC) drilling has been the preferred method for grade control (GC) sample collection. This method was selected because it allowed:for multibench drilling (20 m hole depths for two benches of mining) to aid mine planning increased data density for comparison against the wide spaced ore reserve model angled drill holes to intersect perpendicular to the strike and dip of the shallow dipping mineralisation ability to take two metre sample intervals to enhance the understanding of the mineralisation’s short-scale variability and provide the ability to flitch mine.From June 2008 to December 2013, RC GC was performed using a UDR rotary cone splitter. The field duplicate data over the period displayed strong precision, with a correlation coefficient of 0.94 and an average relative per cent difference (RPD) of 21 per cent for gold. Up to 66.1 per cent of field duplicate data greater than 0.1 g/t fell within ±20 per cent RPD. This is within limits of industry best practice. The Mine to Mill reconciliations over the same period showed the estimated GC grade was 7.7 per cent lower than the calculated head grade (CHG).In December 2013, the Progradex sampling system (PGX) was introduced at CGO due to its advertised ability to capture 100 per cent of the drill cuttings for the complete sample interval, inclusive of fines. Analysis of field duplicate data indicates that since the introduction of the PGX, the sample precision has drifted. From January 2014 to February 2016, the correlation coefficient was 0.92 and up to 51.2 per cent of field duplicate data, greater than 0.1 g/t fell within the ±20 per cent RPD. Over the same 26 month period, the Mine to Mill reconciliation improved to one per cent lower than the CHG. Granulometric analysis of the RC samples collected from the PGX indicated the fines material(<212 µm) averaged up to 22 per cent of the samples mass and following assay determination, the fines material represented a weighted average of 31 per cent of the total gold content within the sample.This paper highlights the:importance of the complete capture of all drill cuttings during an RC drill programinfluence of fines material on the sample quality and accuracyimpact sampling of the fines material has on the Mine to Mill reconciliation performancechallenges experienced in commissioning a PGX system.Citation:Reid, B, 2016. Industrial process water for the Commodore Coal Mine and the adjoining Millmerran Power Station is provided by pumping secondary treated sewage effluent 100 km from the Wetalla Sewage Treatment Plant near Toowoomba. (A separate source is used for potable water.) The effluent is not of sufficient quality for discharge to a watercourse, but it is suitable, with further treatment, for the mine and power station. In designing and constructing the pipeline, special emphasis was placed on preventing accidental spills or planned releases to the environment. The pipeline and associated works can transfer 1000 ML/annum for reuse in the coal mine and power station.
