The early development patterns of both Australia and New Zealand were substantially in parallel and both were heavily indebted to gold mining for, providing the stimulus to growth. However, since the mining boom, of 1895 - 1899, the mining sector in New Zealand has progressively declined, while in Australia it has assumed an increasing importance in the economy. The continued dominance of minerals in Australian trade, and the fact that eight out of the top ten companies in Australia are directly involved in mineral exploration and production, has strongly influenced government and public attitude's to the minerals sector. Although the legal framework of mining and exploration Acts and Regulations are similar it is in, the method of administration, particularly in regard to exploration and prospecting licences, that the gulf across, the Tasman is apparent. Despite the relative ease of application and granting of licences in Australia, in the more settled south eastern part of the continent we are finding more and more land is being zoned unavailable for exploration. In the remote areas, the Aboriginals now control nearly ten per cent of the land area of Australia, virtually with drawing that portion from exploration. The concept of 'Australianisation' has softened a hardening attitude against foreign investment in mining on the part of the bureaucracy. This anti-mining attitude is fortunately, not shared by the public, and we can but hope that the will of the Australian people can filter through to our masters in Canberra, and ease the rapid increase in the number of regulatory bodies which does so much to inhibit the normal conduct of business. The delays caused by interminable hearings and committee investigations all cost money. This cost can only rebound back on the end consumer, who after all is a voter.

The key to the successful debt funding of a new mining project, whether in economically established or developing nations, is the submission of a comprehensive feasibility study. The feasibility study forms the basis from which the resource banker can construct financial models which govern the amount of available funds, the conditions which control the supply of such funds and the time period over which the loan may be repaid. The bank will wish to ensure that the feasibility study is the best representation and confirmation of reality possible because this model is the basis of the loan security package. Thus the study will be vigorously interrogated by independent experts in all its elements including the ore reserve, mineability, metallurgy, operating and capital cost profile, environmental factors and management. A well constructed feasibility study, undertaken by well recognised and respected independent consultants can save the client company a great deal of real and opportunity costs especially in relation to project timing. Once constructed and operating, the mining project may face one or more completion tests in relation to the loans provided. The genetics of such tests often relate to either the ability of the operating company to become solely responsible for the repayment of the loan or to be rewarded by lower interest rates or some other mechanism. Strong professionalism, accessible records, good checking procedures and high quality, competent site management will greatly assist the client company passing these tests. A record of well established technical competence with its bankers may well assist a company in the establishment of a mezzanine loan for the early development of its next project, thus allowing an earlier return of dividends to shareholders.

Platinum-group minerals (PGM) are recorded from a number of localities along theWaiau River, western Southland, and the south coast of the South Island, New Zealand. At each locality, small amounts of PGMs were recovered as by-products of historical gold mining operations. During the period 1890-1950 an estimated 1000-2000 oz. of æplatinumÆ were recovered from the region, the only area within New Zealand where PGM have been commercially exploited. The PGM suite of southern New Zealand consists of Pt-Fe alloys, IPGE (iridium subgroup, platinum-group elements) alloys, sperrylite (PtAs2), cooperite (PtS) and braggite ((Pt,Pd)S). The composition of Pt-Fe alloy exhibits considerable variation and two compositional populations are recognised. Some Pt-Fe alloy grains are chemically zoned. Iridium is the most abundant IPGE alloy phase and often contains considerable Pt, in contrast to osmium and ruthenium alloys. Cooperite and braggite grains are characterised by extremely low concentrations of Ni.   Exsolution of osmium and iridium from Pt-Fe alloy and Pt-Fe alloy from iridium is observed Several PGM host mineral inclusions which vary from single to poly-phase, display rounded to equant outlines and range in diameter from greater than 100 ¦m to less than 5 ¦m. Olivine and Ni-sulphide inclusions are only present within IPGE alloys. Pt-Fe alloy, cooperite, braggite and sperrylite host Cu-Fe sulphides, a wide variety of PGM, clinopyroxene, amphibole, magnetite and plagioclase within inclusions. Sperrylite also hosts Pd bismuthiotellurides, gold and several potassium-rich silicate phases. Similarities in inclusion phases and mineral chemistry from several localities suggest that the PGM are derived from a single (as yet unidentified), probably calc-alkaline magmatic source. This source is situated somewhere along the margins of the western Southland sedimentary basin where PGM liberated by erosion are transported down the Waiau River and dispersed eastwards along the coast by strong longshore currents.

The West Coast region of the South Island is situated astride the Pacific û Australian plate boundary zone. The most significant component of this zone is the Alpine Fault. A variety of reconstructions of the pre-Alpine Fault plate tectonic configuration of the New Zealand continental area have been attempted over the past 25 years or so. Most of these have not been closely constrained by a regional compilation of field data related to the age and horizontal displacement history of the Alpine Fault. A model in which the Alpine Fault was initiated no earlier than the interval 18 - 16.5 Ma (B.P.) is proposed, a significantly younger age of inception than has been widely accepted as the onset of dextral displacement along the plate boundary through the South Island. A subsequent history of displacement is presented consistent with the West Coast basin stratigraphy. The alluvial gold content of some parts of the Miocene to Pleistocene conglomerate sequences is also discussed.

GPS based systems are demonstrably finding common acceptance and adding commercial value to many machine applications in industry. This has been the first step in the evolution of the information age that is now reforming mining practices. Adding the technologies of wireless data communication, modem computer databases, and networked PC's mining is on the verge of a new era in overall process management. This paper is a general discussion of what the information age means to miners and a general description of new mining operation technologies available to day from the Caterpillar technology alliance.

The Government of Canada recently passed a new regulation to control the liquid discharges from metal mines in Canada. The Metal Mining Effluent Regulation of the Federal Fisheries Act will come into force within the next six months. As a result the Ontario Regional Office of Environment Canada has developed a compliance promotion program to accompany the new regulation. How the mines implement the regulation will be key to its success. This paper will briefly outline the components of this regulation, including the reporting structure, the discharge parameters and limits, as well as the requirement for the mines to conduct long-term environmental effects monitoring on their effluent discharge. The presentation will give a brief account of the compliance promotion program, and then focus on the spill trends from Ontario mining operations. The province of Ontario has the largest concentration of metal mining operations in the country with approximately 40 active mines.

It has been thought in the past that New Zealand had ample coal reserves, able to provide fossil fuel supplies well into the future. Such is not the case and every effort must be made to achieve the highest possible extraction rate in all new coal mining ventures. While the relative cost and availability of completion or fuels has been largely responsible for the slow growth of coal production in the past, a world shortage of fuels has given coal a new importance and required better utilisation of coal reserves. New mining ventures in thick-seam coal deposits cannot be planned and designed without geotechnical investigations designed to provide information required by the mining engineer and analyst. Finite element analysis of mine workings may provide essential information on the optimisation of mining techniques and the design of underground support and roadway shapes.

Well designed and maintained haul roads are the key to minimising truck haulage on-road hazards and costs, as well as increasing productivity. However, practically designing and managing a haul road for optimal performance is often diff cult to achieve. Poorly designed and built roads exhibit high rolling resistance - a one per cent increase in road rolling resistance can typically reduce speed on ramp by as much as ten per cent - and on the f at by up to 26 per cent. In the current economic climates, investment and operating decisions come under scrutiny. In the long run, this scrutiny returns improved efficiencies and leaner, healthier operations. The focus of this evolving evaluation process should and will certainly fall on haulage operations - simply by virtue of their contribution to overall cost of operations - often in excess of 50 per cent of total costs for deep open-pit mines. Whilst the end result - improved efficiency and reduced cost per ton hauled - is not in itself problematic, it is the route, or process followed to achieve these savings that needs to be carefully managed. We can be guided on this journey by our understanding of how a road is designed, and, critically, the interplay between a good design and safe, cost efficient haulage.This paper brief y summarises the evolution of mine haul road design, from the seminal USBM work of Kaufman and Ault in 1977, through to current geometric, structural, functional and maintenance management design components. These augmented design and management guidelines have been developed over the past decade, both in response to the requirements of mine operators for more safe and efficient haulage systems, and the truck manufacturers' requirements for a more predictable and controlled operating environment. These developments have been paralleled by the need to minimise haulage hazards, both from a health and safety perspective. Generally, both objectives have been achieved, but with some specific areas of design and operation still presenting ongoing potential health and safety hazards.The paper then summarises current design guidelines for these safety-critical issues, both from a road-design 'best-practice' and road management perspectives. Implementation of the approach is seen as a basis for reducing the potential of an under-designed mine road to lead to health and safety defects and secondly as a means of giving haul road safety and performance issues greater prominence in the minds of the road-user, operator, mine planner and designer alike.

A summary of a proposal to develop a 20 000 tpa underground gold operation in a Forest Park. The environmental constraints are severe and affected the mine development planning and choice of mining method. The mine will use trackless methods to access the narrow 1.5 m ore shoots, and to mine ore by cut and fill methods. The use of Microscoop and CT 1700 HE electric LHDs for mucking, together with special drilling attachments for drilling, is central to efficiency and small Kubota diesel haulers will be used for carrying ore to surface.

Rehabilitation approaches, methods and outcomes have changed markedly over the last 100 years, and especially over the last 20 years. Alluvial gold dredges have moved from creating a legacy of boulder fields and ponds to radiata pine plantations and highly productive dairy pastures. The rehabilitated farmland has reduced flood risk, improved drainage and efficient paddock design. The next challenge is to include areas of environmental diversity in these projects, for example, shelter belts, patches of native trees, and wetlands that were part of the original landscape.   West Coast coal mines have also come from a legacy of leaving it to nature to rehabilitate damage by mining to establishing native ecosystems or plantation forests. Developments in techniques at Stockton Mine are used to illustrate the changes in approach to rehabilitation of native forest and tussock heathland ecosystems. The proposed Cypress Mine will adopt a full range of avoidance, remediation through rehabilitation, and off-site mitigation techniques in a æthree-prongedÆ approach.   We propose a coordinated extractive industry approach to mitigate for the impacts of mining on native ecosystems and achieve nationally important conservation benefits that individual projects cannot afford. This approach is particularly beneficial in New Zealand, as our native ecosystems must be actively managed to conserve native plants and animals. Currently, some important species and ecosystems are not being actively managed for conservation.

Not only do epithermal gold deposits provide many challenges in estimating mineral resources, the complexities of these deposits also provide technical challenges in assessing appropriate mining and processing strategies, as well as social and environmental planning and management. The characteristics of epithermal gold deposits include being highly variable with respect to geometry and gold grade distribution, the presence of other economic contributors, mineralogy, texture, rock strength, weathering and alteration overprint. These characteristics influence the economic value of mining projects in an interlinked manner. Consequently, successful exploitation of epithermal deposits requires a holistic approach, coupled with the effective integration of geological data to meet all aspects of mine development decision-making. This paper presents examples of the key technical challenges encountered in estimating and mining epithermal deposits. "The estimate and control of sampling errors is essential for all mining operations, especially when dealing with strategic materials, such as niobium. This paper is based on a traditional quality assurance and quality control technique used to confirm mineralised intersection zones, and proposes the validation of sampling data using diamond drill twin holes, in order to evaluate and improve the quality of the current data set. The geological model of the niobium mine – located in Araxá, Minas Gerais, Brazil – was built including 77 diamond drill holes of a sampling campaign carried out during the 1970s. There are few records about the collection and preparation procedures of these past samples, making it difficult to estimate the errors associated with their analytical results. Therefore, 11 twin drill holes were drilled to compare their samples against the samples from the 1970s drilling campaign. The new hole locations were chosen as near as possible to the old holes location. The JORC Code, 2012 edition, relates the use of twin holes as a good sampling technique to assess sampling and assay data. Three parameters were considered to validate the 1970s drill hole campaign by the twin drill hole campaign: the difference of the coordinates between the paired holes the difference among the positions of the geological contacts to validate the geologic description the difference between the paired samples grades was calculated to validate the analytical results.The analysis of the grade range variation between sample pairs was based on three techniques: geostatistical interpretation of vertical semivariogram to obtain the nugget effect calculation of the relative difference between duplicates calculation of the error associated with the sampling protocol established according to Pierre Gy’s Theory of Sampling.The results were satisfactory for hole coordinates; however, the ore content showed a high deviation, although this divergence can be explained by the nugget effect. For the lithological intervals, the new results contributed to an effective identification of variations among lithologies, ie brown weathered ore and saprolite. This paper discusses the prediction of subsidence over partial extraction systems in thick coal seams. A model based on empirical techniques using influence functions is developed to calculate the surface ground settlements above extraction panels. Independent of the influence function, two field parameters, the subsidence factor and the angle of draw (limit angle) are required to define the model. Both these parameters are best observed from critical or super critical subsidence areas. However in thick seams, extraction widths are typically sub critical and therefore it was necessary to refine an estimation process for sub critical conditions. Partial extraction systems in NZ are characterised by variability with respect to extraction thickness and depth. As extraction proceeds along a panel, conditions deteriorate once the critical span width is exceeded and therefore percentage extraction decreases. A further variable was introduced to the modelling which allows for varying extraction sequences. Two comparisons with field observations, one over a partial extraction panel, the other over abandoned workings, showed the method gave good agreement to measured subsidence values.

The gold province of Otago occupies an area of upwarped basement, the Otago Schist, comprising predominantly quartzofeldspathic and volcanogenic metasediments. This assemblage is the product of collisional tectonic deformation and associated metamorphism, mainly to lower greenschist facies, during the Rangitata Orogeny (200-100 Ma). Historically this region has produced 240 tonnes of gold, 4% (10 t.) of which was from the mining of Cretaceous goldquartz mineralised vein systems. Auriferous vein systems in the Otago Schist are mainly hosted within NW trending normal fault-fracture arrays, however NW trending reverse fault-hosted vein systems also occur. We propose that the Late Cretaceous-mid Tertiary Otago Schist structure represents a regional anticlinorium containing flexural folds of at least two wavelengths. The anticlinorium structure has been quantified by determining variations in angular discordance between schistosity and the Otago Peneplain, a Late Cretaceous-mid Tertiary erosion surface covering most of the Otago district. A structural model for the evolution of the post-collisional anticlinorium requires the cooling surficial zone (carapace) of a retrograding metamorphic belt to behave as an elastic lid. Erosion of topographic load on the carapace drove isostatic uplift, which was greatest in the tectonically thickened core of the orogen. In this way differential uplift produced flexural deformation in the elastic carapace, expressed as a large scale arching of the orogenic belt. Flexure created tangential longitudinal strains in the outer-arc, leading to extension and the formation of mineralised normal faults. These structures are separated by a neutral surface from shortening and associated mineralised reverse faults in the inner-arc. Our structural model predicts that the distribution of auriferous lodes should be localised about zones of maximum flexural curvature, where the tangential longitudinal strains are highest. As a result, NW-SE hinge regions separating schistosity dip domains in the Otago gold province may have new found significance as potential exploration targets.

Cross-belt samplers are designed to sample particulate material in processing plants, usually when there is no space to install a conventional linear falling stream sampler. Most of the available cross-belt samplers are mounted on the top of conveyor belts, and remove each increment from a loaded moving conveyor with a 360° rotation of an open faced cutter, in a plane perpendicular to the material flow. Despite the practicality of this equipment and the fact that it occupies very little space in the plant, cross-belt samplers are well known for collecting biased samples, especially due to the increment extraction error. Sampling consultants around the world tend to condemn this sampling equipment, claiming that it is incapable of collecting the fine material from the bottom part of the load, and, since the sampling probability is not uniform for all fragments and depends on its position in the stream, this kind of sampler generates biased samples and its use should be avoided. Furthermore, the greater the segregation effect between particles, the larger the bias. However, some plants, whose initial design did not plan for the installation of a falling stream sampler, must rely on cross-belt samples for process control and reconciliation. For the past years, sampling equipment manufacturers have been putting effort in modifying the cross-belt sampler design in order to comply with the principles of correct sampling. Changes to the cutter material, shape, position, speed and movement in relation to the material flow have been made, and are continually being tested for different types of ore with various chemical and physical characteristics. The growth of "Unit Load-cargo handling technology in world cargo lin- er trades over the last decade has cre- ated a situation in which special pur- pose-vessels (cellular container ships, roll-on/roll-off vehicle deck ships and Lash type vessels) are rapidly replac- ing conventional cargo ships, the principal means previously available for transporting heavy lifts. Consequently heavy lift traffic has tended to accumulate awaiting ship- ment, especially where discharge is required in "off beat" locations. A partial solution to this problem will be provided by new and small but exceptionally versatile ocean going heavy lift carriers now finding their way into world trade routes. These new ships combine extremely high lifting capacity, high manoeuvreability and exceptionally shallow draft with bow and stern Ro/Ro capability. They can handle rolling loads of exceptional size and weighing up to 1,000 tons Each. But the problem is a far larger and more serious but essentially a domestic one. Major industrial pro- jects in Australia will require pro- gressively heavier and larger plant and construction sites are becoming much more inaccessible. Whereas these new ocean going heavy lift carriers have ample capacity to satisfy part of the total transport requirement, there is clear evidence to show that domestic transport resources have little if any potential for increase in capability at the same rate as demand or at the same rate as sea transport facilities. Resolution of the larger problem is within reach but only through a pro- perly co-ordinated approach to future planning for the overall needs of large scale projects on a national basis. This co-ordinated approach must involve Federal and State government transport administrators, railway and highway authorities, shipping and road haulage interests and finally the planners of the projects which require these improved heavy haulage services.
