Sulfur has attractive features as a base material for coating systems. It melts at 246ºF and can be applied as a liquid above this temperature. Its melting point is just above the environmental stress level, 180°F, for most coatings and yet it is low enough to be easy to work with in comparison to many hot melt systems. The viscosity characteristics are such that sulfur lends itself to spray applications. The oxidation rate of sulfur in the atmosphere is very low and sulfur has outstanding chemical resistance characteristics, particularly in acid environments. One of the greatest potentials for these coatings appears to be in the protection of other materials. At one time, most acid tanks and pits were constructed with acid- proof brick and sulfur based mortars. This type of construction is much more expensive than sulfur based spray coatings. An attractive sulfur based coating composed of sulfur, talc, milled glass fibers and dicyclopentadiene,1 developed by the Institute for the Bureau of Mines has excellent acid assistance and can be used to protect concrete from acid attack.

When the United States Government started buying gold at varying prices per ounce, set by the President and the Treasury Department, the gold miner found himself facing new conditions, as gold became a commodity with a fluctuating market price. While it was self-evident that the miner was to receive more for his gold than the old established price of $20.67 per ounce, there was an element of uncertainty, which made it difficult, and perhaps dangerous, to decide to invest his time and money to produce gold, especially if the profit would represent only the difference between $20.67 an ounce and the new price as set from day to day by the Government. When, however, on Jan. 30, 1934, the United States went off the gold standard, the price of newly mined gold being rather definitely set at $35 per ounce, with some assurance that the price would be maintained at or near this figure for a long time to come, the gold miner was justified in revaluing his property on the basis of the new price, and the prospector was offered inducement to spend his time and energies hunting for new mines, or going back to old locations previously abandoned as of doubtful value. It is interesting to see what this new price means to the producer of newly mined gold, and how much of the increase is passed on to the producer. It will be found that, as with the base metals, the nearer he can get to producing a finished product himself the greater his reward will be; the net returns for bullion being necessarily higher than for the same amount of gold shipped in concentrates to the smelter. Bullion can be shipped to the United States mints or Government assay offices under the following terms and conditions. An affidavit must accompany the shipment, stating, among other things: 1. The source of the gold; whether ore, tailings or placer. 2. The tons of ore, tailings or cubic yards of gravel from which the shipment was recovered.

When annealed carbon, or low-alloy, steels are suitably heated the ferrite (alpha iron solid solution) and the carbide, of which they are composed, react together to form a single solid solution of carbon (and other elements) in gamma iron (austenite). This reaction may begin only at a certain minimum temperature called the eutectoid temperature. The first ferrite and carbide thus to react together do so in definite proportions known as the eutectoid composition. With further heating the original constituent that is present in excess is dissolved in the austenite until exhausted. Whether the excess constituent be ferrite (hypoeutectoid steels) or carbide (hypereutectoid steels) the procedure is much the same, and upon slow cooling the homogeneous austenite expels the excess of either (proeutectoid ferrite or carbide) until the eutectoid composition is reached. Thus the reaction upon heating is strictly reversed upon cooling and accordingly an equilibrium diagram of this process may be constructed. Such an equilibrium diagram concerns itself only with the temperatures involved and with the proportions and compositions of the phases developed under conditions that suffice to permit equilibrium. Specifically it has no concern for the type or mode of distribution of these constituents nor with any extra-equilibrium conditions such as undercooling, which is almost universally encountered in metals. Actually, however, of great importance is the sluggishness toward equilibration caused by the not inconsiderable time involved in diffusion. Thus instead of the theoretical transformation point AF, we find for a certain rate of heating or cooling the use of the designations Ar and Ac (transformation temperature found on cooling and upon heating). These figures obviously have no particular meaning except as measured and expressed for a definite heating or cooling rate, and represent the apparent temperature displacement caused by an inadequate time allowance. This paper reports on the results of a fundamental investigation of the behavior of rock under impact of a chisel-shaped bit. Drop-tester studies were conducted with strain gauges attached to the rock and striking bit-edge. It was established that rock behaves viscoelastically. Little correlation was found to exist between the strain waveforms detected on the rock surface and in the bit; thus, strain-time curves obtained with transducers mounted on the bit cannot be used to explain the sequence of events in rock breakage. It is estimated that nearly 1 per cent of the total energy of the blow is expended in permanent deformation of the rock. The strain- energy distribution on a rock surface as a result of chisel impact, which follows a simple law, is presented graphically. Experiments also were conducted with gauges embedded in the rock vertically below the line of impact and at an angle of approximately 45' to the vertical. No essential difference was observed in the type of wave obtained with embedded gauges and with gauges on the surface, as may have been anticipated from theory. INTRODUCTION Through the ages great strides have been taken towards improvement of the various techniques applied in the breakage of rock. Indeed, numerous applications of the rock-failure process are an integral part of present-day industry, including oil well drilling. Yet, astonishingly, little is known regarding the behavior of rock under dynamic loading or the mechanism of rock failure. The value of impact loading studies from the point of view of drilling is evident, however, and requires little elaboration because impact of a chisel edge on rock forms the basic action constituting most common methods of drilling. RELATED STUDIES Impact studies of communition and fragmentation conducted by Fahrenwald, et a1,8 Poncelet,l7 Axelson, et a1,2 Piret,16 Hartman and pfleider,ll Charles and deBruyn,5 and others have been of considerable help in understanding rock-breakage phenomena. Further insight into the basic action of drilling and penetration has been obtained by the work of Irving,13 Cherkasov and Shlyapin,6 BOrcherdt,3 Shepherd,19 Shreiner and Pavlova,20 Drilling Research Inc.7 Hartman,10 Appl and Gatley1 and several other investigators. However, knowledge concerning the stresses and strains induced in the rock and bit during impact remains scant. Recent photoelastic studies by Tandanand and Hartman (1961. 1962)22, 23 have shed light on stress distributions and Fracturing produced in plastics by chisel-shaped bits. In the field of transient strain Pulses and their role in rock drilling, the only extensive work has been performed by Drilling Research Inc. (DRI). They attached strain gauges to the shank of a bit and conducted drop-tester studies, using a die-shaped bit to obtain force-time diagrams. Their work led to the conclusion that, for a given rock type, the first peak of force occurs at a fixed level regardless of the total energy in the system, provided it exceeds a certain minimum threshold level. Further, on this basis an explanation was offered for the sequence of events in crater formation as the result of a single blow on rock. PURPOSE OF PRESENT STUDY The investigations reported in this paper were conducted in a manner similar to the DRI approach, but with the objective of determining the strain distribution in the rock around the area of bit impact and, to a limited extent, the strain in the chisel-shaped bit itself. THIS paper will outline briefly the practices commonly followed in this country for the melting and refining of magnesium and its alloys. The processes used for the various forms of primary magnesium, as jar as there are differences in the physical shape or behavior, will be discussed. The refining of general fine scrap or secondary magnesium was presented in an earlier paper and will be discussed briefly.1 Inasmuch as the use of fluxes is an essential part of all the melting and refining processes, this paper will deal with these in sufficient detail to point out their unique characteristics, in order to make their use more effective. The outline of this discussion will closely follow that of an earlier paper,2 with such changes and additions as seem necessary to bring it up to date. TYPES OF MELTING PRACTICE All melting and refining processes for magnesium and its alloys require the use of fluxes. These fluxes have a magnesium chloride base and other halide salts or oxides are added to give a density or behavior exactly suited to the particular melting practice. The successful handling of magnesium depends upon the proper use of the correct fluxes. There are four general methods of melting, summarized in the following paragraphs and treated in more detail in the section on Melting and Refining. Open-pot Method The open-pot method makes use of No. 230 flux, which provides protection during melting and a molten pool of flux into which the solid magnesium melts. The flux is stirred through the molten metal bath and agglomerates oxide or similar foreign bodies;, on quiet standing, it separates away, leaving the refined metal ball floating in an encircling layer of molten flux. It forms only a thin fluid film over the surface of the molten metal, which may be parted for hand-ladling processes and tends to cover the metal again after the ladle is removed. A very light dusting of the pot surface with fresh flux immediately after the ladle is removed is desirable. The open-pot method is used generally in the following processes: (I) alloying and remelting in the production of ingot, (2) in sand foundries for premelting and to a smaller extent for the production of small castings, (3) in permanent-mold founding for premelting and also direct ladling to castings, (4) for continuous methods of preparing metal in the production of billets or ingots from which wrought products are fabricated, (5) in general scrap recovery. Crucible Process The crucible process makes use of No. 310 flux, which has the property of being thinly fluid at the start, to provide protection and refining qualities, and then drys out or thickens after a time, leaving a protecting crust on the pot surface until the time of casting. The actice slip plane in InSb is found to be of the {111} type by using the method of two-tmce anulysis. Measurements of the rotation of the tensile axis with increasing plastic shear strain indicate that the tnacroscopic slip direction is a <110>. Recrystal-lization is first observed at a sheav strain of about 70 pct for a crystal deformed at a temperatzcre of 473° C and at a shear strain rate of 2.90 times 10- %ecc-I; the dislocation density corresponding to this value of the strain is 1 x 108 em-&apos;. At a shear strain of about 170 pct, the recrystallization process is complete. This appears to be the fimt time re-crystallization has heen observed in a semiconductor. V HE operation of the {Hi} glide plane in Ge was first noted by Gallagher.&apos; This finding was confirmed by Treuting who also extended the result to Si. Using X-ray techniques, Treuting3 demonstrated that the macroscopic slip direction in Ge was of the <110> type. The choice of the (111) <110> slip system in Ge is exected since in the diamond-type structure the {Ill7 plane is the plane of highest density and the <110> direction is the direction of closest packing.4 There is little reason to expect that the glide elements of InSb are different from those of Ge, since the zinc-blende structure characteristic of InSb is quite similar to the structure of Ge. With regard to InSb, Allen5 has indicated that the glide plane is the {111} type. There appears to be no quantitative determination of the glide direction, however. The present work was undertaken to establish both the glide plane and glide direction in InSb and also to see if recrystallization occurs at large shear strains. EXPERIMENTAL PROCEDURE Mechanical Deformation. The single crystals of InSb used in this investigation were deformed in uni-axial tension. The tensile axis of the specimens was [145] and the periphery was bounded by (111) and (321) planes as shown in Fig. 1. The metallographi-cally polished specimens were deformed in a dynamic atmosphere of He, using an Instron machine. The tensile tests were performed at temperatures in the range of 300°C to the melting point (525OC) and at shear strain-rates varying between 1.94 X 104 sec-&apos; to 1.94 x 103 sec-&apos;. Additional details concerning the preparation and deformation of the specimens have been presented previously.&apos; Analysis of the Glide Elements. The traces of the active slip plane in both (111) and (321) planes were analyzed according to the usual method of two-trace analysis." The macroscopic slip direction was determined by measuring the rotation of the tensile axis as a function of plastic strain,8 These measurements were made from Laue back-reflection X-ray photographs. The X-ray beam was perpendicular to the (111) plane. A given crystal was used for only one measurement of the rotation of the tensile axis after it had been strained to a predetermined value. Therefore, care was taken at all times to insure that the X-ray beam was parallel to the [Ill ] direction of all the samples. RESULTS AND DISCUSSION Glide Plane. After 3.4 pct plastic shear-strain, at a temperature of 369°C and a shear strain-rate of 1.94 x 104 sec-&apos;, the slip traces on the (111) and (3.21) planes appear as in Figs. 2(a) and 2(b), respectively. The results of an analysis of these glide markings demonstrate that the slip plane is (111). This growth rate exceeds any value previol~sly reported for the vapor phase growth of Gap. In pure material, mObilities ns high as 175 sq cm per U-sec at room tenzperature and 1450 sq cm per v-sec at 77°K have been obtained. These values are anLong the highest that have been attai)led for this material. For the first time, Gap possesses a number of important properties which make it well-suited for use in electro-optic modulators. First, the transverse electro-optic effect is operable in this material, which makes it possible to increase the path length of the modulated iron doping of Gap has been achieved; this results i?z resistivities of approximately 10" ohm-cm. The problelrls of residual strain and isolated shorting paths in these crystals have been partially solved. Electro-optic modulation of visible radiation has been demonstrated with this material. It is anticipated that further improvement with regard to the probleins of strain and shorting paths will result in a practical Gap electro-optic modulator. radiation without increasing the applied voltage. In addition, this permits the use of thin crystals so that relatively small voltages are needed to provide the requisite high electric fields. THE ore of the Southeast Missouri lead district consists essentially of galena in dolomitic limestone. The galena usually is in a very finely disseminated condition. The experience of recent years in the concentrating plants of the St. Joseph Lead Co. has shown that dry crushing carried to a point where about 90 per cent of the ore passes a 14-mesh screen liberates the larger portion of the galena, and minimizes further necessary reduction in rod or ball mills. Concentration practice has attempted to carry size reduction to a point where economic unlocking of the galena is obtained, without causing undue sliming of the very friable galena. While 60 per cent of the tonnage of the district is treated by the flotation process, only 40 per cent of the total concentrates is produced by that means, as efforts have always been made to keep the grade and tonnage of flotation feed as low as possible. The milling practice of the district for some years has recognized the generally accepted idea of better selective grinding in rod mills as compared with ball mills, with the attendant decrease in production of fines. The function of rod and ball mills in the various concentrating plants is the grinding of table middlings and coarse tailings that carry lead values too high to be discarded. The simplified flowsheet in Fig. I illustrates the place of grinding mills in the circuit. The arrangement of classifiers, tables and mills constitutes a closed circuit within somewhat flexible limits. In 1937 experiments were conducted in replacing the ball charge in a 6 by 4-ft. ball mill with rods 2 in. in diameter and 51 in. long. This step was taken with some hesitancy, as it was easy to picture a mass of tangled and crossed rods. However, no difficulties developed, and after a short trial period, six more ball mills were converted to rod mills. These mills are of the spur gear and pinion, belt-driven type, using in most cases a 75-hp. motor and having a 9 1/2 -in. open trunnion discharge. As ball mills, they carried a charge of 16,000 to 20,000 lb. of balls, 2 in. in original size. The feed to the mills was dewatered by dewatering wheels and introduced at 70 to 75 per cent solids, with a single scoop feeder. One change in mill design was found advisable when rods were introduced. The existing end liners had an outward flare of 3 ½ in. in 12 in. These were replaced by linings having vertical interior faces, in order to prevent undue end travel of the rods. This change gave an effective working length of 5 2 ¾ in. inside the mill. No alterations were made in the shell liners, which are of the smooth type, made of manganese steel 2 in. in original thickness. The rods at present in use are 51 in. long and 1 3/4in. in diameter. The composition has been varied at times; at present they contain 0.70 per cent carbon and 0.70 per cent manganese. Some breakage and etching occurs as the rods become small, but this is considered preferable to using softer rods, which may kink and cause tangling of the charge. In an earlier paper, Ehrenburg and Watson1 published the develop ment for a potential function by which it is possible to obtain the electric potential at points on the surface of the ground when a current I passes between two electrodes and the subsoil is composed of parallel, homogeneous layers. In view of the continued interest in the resistivity method of electrical prospecting, the author has considered it desirable to publish the results of a number of theoretical studies making use of this potential function, and also the results of a considerable number of tests with models designed to show the soundness of the mathematical theory. It is hoped that these results will prove how erroneous the various empirical rules for depth determination may be. It has always seemed puzzling to the author that one can find, in papers published comparatively recently, statements upholding empirical rules for depth determination, and attributing most of the irregularities of resistivity curves to vertical discontinuities in resistivity in the subsoil. It would indeed be fortunate for the geophysical investigator if such a simple rule held. However, numerous investigators have proved both theoretically and by the success of their field work that such a rule does not hold, even by a "rough approximation" in many cases. On the other hand, as is shown in the development to follow, if the underground conditions are favorable it is possible for such empirical rules to give a satisfactory depth determination. Authors should be more careful about making such sweeping statements about the accuracy of these empirical rules because the relative simplicity of the field work places the method in the hands of any interested experimenter, and he is likely to become completely disgusted with the method after he has made several obviously wrong interpretations by empirical rules. Some aspects of the policies developed by Saskatchewan with respect to the provincial potash industry are discussed. The provincial potash policy was developed initially to deal with problems associated with an excess supply and consisted of output restrictions and floor prices. Changing market conditions led to a situation of rapidly increasing prices and revenues for the potash producers, and the nature of the policy problem switched from one of stabilizing the industry to one of levying increased taxes to enable the government to capture a portion of the revenues. The first part of the paper explains why a provincial potash policy was developed, the problems it attempted to deal with and how. The second part is an attempt to examine, from a public policy point of view, the impact of these policies on the potash industry.

AfteR several years study, the Universal Atlas Cement Co. decided to rebuild its plant at Leeds, Alabama. The entire old plant, which was to operate during the new construction, was then to be scrapped with the exception of two kilns. The quarry was to be mechanized, new and larger kilns installed, with the most modern type of equipment all through the plant. Raw grinding operations at all of the Universal Atlas plants were dry. However, the dust hazard of this operation and the growing emphasis on occupational diseases made wet grinding attractive. Coal at Leeds is cheap, so that a slightly higher coal practice was unimportant. Power was cheap, so that waste-heat boilers were not desirable. Since new kilns were to be installed, these could be made long enough to make filters unnecessary. Wet raw grinding could be either the old practice of open-circuit compartment mills or closed-circuit grinding in accordance with metal-lurgical practice. The latter saved power and steel wear and saved initial investment. This had been demonstrated in cement plants. Also, the elimination of tramp oversize was a most important advantage. Ease of chemical control was another factor. Blending in the thickener, with elimination of slurry mixers had been found practicable. Therefore, if wet raw grinding were used at all, the advantages were clearly in favor of closed-circuit grinding. Detailed layouts of the most modern possible closed-circuit dry-grinding plant and of a closed-circuit wet-grinding plant were prepared, and careful estimates were made of initial investment and operating costs. Full consideration of all the factors involved resulted in a decision to install wet closed-circuit grinding. The capacity of the new kilns was established at 4000 bbl. per day. Two new kilns were installed, each with a capacity of 80 bbl. per hour. Since 625 lb. of raw material is required to make a barrel of finished cement, the capacity of the grinding plant for the new kilns had to average only 1250 tons per day. Sufficient additional grinding capacity had to be provided for the two remaining old kilns, or their possible replacement by a third new kiln. The grinding rate, therefore, was set at 90 tons per

The extent to which sizing by sieves should be carried, as a preliminary to the separation, by jigging, of minerals of different specific gravities, has been a matter of controversy for many years. The subject has been investigated by several authorities, yet the ground does not seem to have been completely covered, nor are the questions involved entirely settled. For my present purpose I shall refer to but three investigators—Rittinger, Munroe, and Hoppe. In seeking additional light, I have gone over part of the old ground which has been considered satisfactorily settled; and since these preliminary tests have thrown light on some points, they have been included in this paper. In the investigations here described, I have confined myself, for several reasons, wholly to small sizes—grains of 0.1 inch in diameter and less. Rittinger&apos;s work was mainly done upon larger sizes, and there is much need among millmen of information concerning the smaller sizes. Moreover, these sizes brought the investigation within the means at my disposal. The laws that have been claimed as the laws of jigging by the several authorities are: 1. The law of equal-settling particles. 2. The lam of interstitial currents. 3. The law of acceleration. 4. The law of suction. The first of these has been considered by investigators, generally, to be the most important of all, and the larger part of the work of jigging is thought to be governed by it. But that it does not cover the whole of jigging is clear to all; and to account for the increased efficiency which we may call the extra jigging-catch, the other three laws have been advanced. CONDITIONS at the properties of the Consolidated Coal Co. had reached a point where improvements were almost impractical. The mines, sunk years ago, had shafts and entries so small as to preclude the use of large mine cars. A radical change was necessary in the type of mining and also in the type of mine to accommodate such haulage units. After due consideration, the company decided to enter the field of trackless mining, utilizing belt conveyors and chain-flight conveyors, the belt conveyors to take the long haul, and the chain-flight conveyors to be used for gathering. It was decided not to sink a shaft, but to drive a slope on an inclination of 17 1/2°, which the company believes to be about the limit on which coal can be carried on a belt without rolling back unduly.

Some specific observations might be appropriate concerning the reporting of Research and Development results. Each report is usually directed towards a particular group, such as technical, operational financial, or marketing. The requirements and background of the group receiving the report must be considered, and the emphasis and coverage geared to the training of people concerned. For reports that might have large and varied distribution, it is often feasible to group, either as sections or appendixes, the special details and information of interest only to certain functions within the organization. (A check list prepared in conjunction with the various users of the report is sometimes useful to prevent omissions.) Typical points listed might be: Financial- (1) capital requirements, (2) timing of capital expenditures, (3) tax implications, including depreciation, depletion and investment credits, (4) changes in working capital.

Those who for the first time see, at a mine, a great hole caused by subsidence; or, going underground, see an extensive fall of roof or hanging wall are apt to regard such an occurrence as an accident and not a normal condition of exhaustive mining. Moreover, the public is inclined to believe that a cave or subsidence of the surface is the result of carelcssness in mining or the rapacity of the mine operators in "robbing pillars," a tern too loosely used in descriptions of coal mining. This belief is fostered by the common-law requirement that an owner of the surface or of surface improvements is entitled to full support of the surface. Court decisions have upheld this law even when that owner has sold or leased the underlying mineral, unless a clause in the sale or lease contract exempts the mining company from paying the owner of the surface for damages that may result from mining. Another reason for this belief is the earlier practice (which is still extensively followed in this country) of leaving all coal pillars unmined, except as they have been thinned by so-called robbing; by not extracting the pillars, the surface may be supported by them for years, perhaps for generations. Inasmuch as the practice of leaving permanently in the mines from one-third to one-half of the mineral is wrong, with respect to conservation of a national resource, it behooves the mining engineers to assemble data and disseminate information on the subject, pointing out that subsidence must follow complete extraction, unless expensive methods of back-filling are employed, such as are used in Germany and France. These methods inevitably increase the cost of mining and the price of the mineral produced. It is popular to speak of "waste in mining" without a realization that much so-called wasting is unavoidable unless subsidence is accepted and provision made therefor where the surface is valuable, or else the only present known alternative of hydraulically placing sand or crushed stone filling in the excavations, at an increased cost of the mineral product to the consumer.

One of the greatest factors in our industrial development is cheap and convenient power. Long-distance electrical transmission has now reached such a stage that it is feasible, and practicable, to utilize the water-power of the country which was heretofore too remote for consideration. In all of the changes of energy from its various sources to its electrical applications, water-power stands pre-eminent in point of economy. Power-users the world over have endeavored to utilize this force in preference to any other, and until long-distance transmission was found practicable it seemed that every available water-power in this section of the country was doing its full share for the benefit of mankind. The success of each great industrial development has been clue in a greater part to some one man one who is just a step in advance of the rest in his particular field; one who is able to grasp a situation and foresee possibilities; and, above all, one who has that indomitable pluck and perseverance which sees in each obstacle one more step toward success. Such a mail is Eugene L. Ashley, for it was through his efforts that the development of the greatest power on the Hudson river was made possible. For several years prior to 1897 the various properties along the river between Glens Falls and Palmer Falls were in the hands of speculators. These men knew the value of waterrights, but they had not the ability to assemble the properties and finance such an undertaking. In 1897 Mr. Ashley began buying these water-rights, and, after two years of litigation, title mas secured to all of the properties along each side of the river, and the Hudson River Water-Power Company was organized to construct a dam and transmit power to the surrounding cities and villages.
