In designing a pocket instrumeut whereby any giver1 horizontal or vertical angle may be closely approximated, the following points should be kept in view, if general utility is aimed at : 1. The instrnment should be light and compact, so that it can be carried in the pocket, or in a sling. 2. It should be capable of observing any angle whatever, horizontal or vertical. 3. Since time is often an important consideration in making a preliminary survey, it should be capable of giving the horizontal and vertical angle at one observation. I do not know of any instrunlent that will fulfill these requirements, except the one here described. Where the depression- or elevation-angle of the distant object, whose bearing is required, exceeds 50 or 60 degrees, it becomes difficult or impossible with a prismatic compass, for instance, to obtain accurate results; and since it frequently happens, particularly in mining, that much work requires to be done beyond that limit, it is obvious that an instrument which can be used to observe a high angle just as easily as a low one, if not absolutely a necessity, will at least be a great convenience. How this a pocket transit" attains to the required degree of universality will be understood from the diagram, Fig. 1, in which B is a beveled, graduated circle, attached to and freely revolving about the center of the magnet A. Light falling on B is reflected through a window in F (the compass-box), along the line AC, and is again reflected back to the eye at D by the prism C. H. Leslie Bullock (Engineering Consultant, Oak Park, 111.) — In reading over the paper, I find that I have no quarrel with the thoroughness of investigation of the points studied, but I am forced to question the selection of oxides from oxides as the subject of the investigation, the inclusion of silica gel as an example, and to question the validity of some of the conclusions. Separation of oxides from oxide, in minerals where the liberation of values is possible by grinding, are comparatively rare. Most oxides are only slightly soluble and the action of carbon dioxide or other acid forming ingredient in the air must be added to humidity to produce surface action. Silica gel is a very special synthetic substance in which the adsorption is determined by total surface, pore dimensions and temperature. Quartz is our most prevalent oxide and its action in electrostatic separation is far more sensitive to its three thermal transition points than to humidity.

IN VIEW of the enormous wastes of natural resources, of labor and of capital, due primarily to the economic environment, established by legislation, the general neglect of this phase of the problem of the elimination of waste is difficult to understand. In such a study, the engineering method of attacking a problem should be employed. The engineer does not try to solve his problem by disregarding natural laws, but by utilizing them. The successful engineer establishes an environ-ment in which forces, acting in harmony with natural laws upon an object or objects, will produce the desired results. The engineer who notices that the water level in a vessel, into which a gallon of water per minute is flowing, is two feet higher than the level in an adjacent vessel, connected therewith by a 6-in. pipe, does not assume that the law of gravity has ceased to work, or that water no longer seeks its level; he examines the connecting pipe for obstacles which prevent the free flow of water. Some editors, many reformers and most politicians tell us that the law of supply and demand no longer works; hence governmental control of commerce is necessary. Governmental control may temporarily-that is, until trial proves its futility- "insure domestic tranquility" and "promote the general welfare;" but it cannot "secure the blessings of liberty" which it cur-tails, nor can it "establish justice" which it violates.

Powers (Mellon Institute of lndustrial Research, University of Pittsburgh, Pittsburgh)—Several of the processing methods at the Josephtown smelter might well be considered by plants producing iron blast furnace sinter. In making blast furnace sinter the objectives are much the same as at Josephtown: To produce a strong yet porous agglomerate which has a size consist in a preferred range. The emphasis however is on production rate rather than on the size or other quality characteristics of the sinter. Therefore the technique is entirely different. Blast furnace sinter plants attempt to make their product in one pass with a minimum recirculating load and without sizing treatment after the sinter leaves the machines. Many plants are beginning to feel that more attention paid to quality characteristics would make the product a more desirable blast furnace material. The pelletizing of very fine material before placing it on the bed is not deliberately done at iron sinter plants, although the installed equipment sometimes gives a simila; action. Such pelletizing seems to be a promising way of accommodating the down-draft sintering Drocess to very fine materials. he recirculating load at Josephtown is extremely high. Two plants' producing blast furnace sinter from raw material of comparable size have a recirculating load of about 100 pct of production. At Josephtown it is notable that the size and the rate of feeding of return fines are under control. This is not the case in most blast furnace sinter plants. The sinter slicer appears to be a worthwhile aid in effecting such control. It is similar in action to rakes and plows used at a number of plants, but it has the advantage that the sinter dislodged is positively removed and not left to the inefficient action of a stationary grizzly screen. Blast furnace size specifications for sinter are not at present so rigid as the Josephtown specifications. If the sizing of blast furnace sinter does become important, then the Josephtown crushing practice, in which a large recirculating load is maintained on the crusher in order that minimum fines be produced, may be of interest. H. K. Najarian (authors' reply)—We note that Mr. Powers appreciates some points that we tried to emphasize in our paper as being of importance in making zinc sinter of good quality and which may well be applied to iron blast furnace sinter. Fig. 2 shows the pelletized nature of the feed going on to a Dwight-Lloyd type sintering machine in our plant. Practically, the entire feed consists of more ,or less rounded particles which permit more uniform air passage through the charge, while the larger particles in the charge roll on to the surface of the grate, which helps to keep the grate openings from being clogged by excessive fines. An agglomerated charge of this character may preferably be made by rolling action while being mixed in a rotating drum and wetted by water sprays to bind the fine particles together and give the charge the desired moisture content. From our observations of several iron ore and blast furnace flue dust sintering operations, we believe that if the fines from the sinter discharged from the machines were to be recirculated and agqlomerated with the new feed, not only sinter of better quality but larger capacity from the machines may be realized.

VRD started producing pellets in 1969 with one 2-million-t straight grate plant. In the beginning of April 1973, the second unit came on stream with an additional capacity of 3 million t/a of pellets. In January 1977, the third unit started, bringing the annual capacity to 8 million t/a. In the coming year (1978-79), three more units, 3 million t each, are expected to begin production. CVRD's experience with different binders and additives is described. Over the years several kinds of pellets have been produced to satisfy market requirements. General quality information is given for each.

In May 1975 the U.S. Bureau of Mines contracted with the University of Missouri-Rolla, Rock Mechanics and Explosives Research Center to develop a Hydrominer modification to a longwall shearer unit, wherein the rotating pick-laced drums and connecting gear drives are replaced by a water jet cutting ahead.1 The concept of the water jet cutting head is based on using the high localized energy of the water jets to isolate a slice of coal by cutting a slot under, at the back of, and at the top of the web. The plow blade of the head then advances into the cut and wedges the coal cantilever over onto the conveyor (Fig. 1).

COPPER containing a small amount of arsenic has been used extensively abroad, and a number of reports, particularly those by English workers, have indicated that such copper is better suited for certain uses than high-conductivity copper. Inasmuch as a large percentage of the copper fabricated is used for nonelectrical purposes where high conductivity is not at all essential, it has been suggested that arsenical copper might be at least as suitable as high-conductivity copper for many purposes. An investigation spon-sored by the Calumet & Hecla Consolidated Copper Co. at Battelle Memorial Institute was therefore undertaken with the object of determin-ing the effect of small amounts of arsenic (up to 0.75 per cent) on the properties of copper. In this work the effect of arsenic on the basic properties of tough-pitch and of phosphorized copper have been critically studied and many data collected from laboratory experiments which have been supplemented by mill-scale tests. The results of these tests, with coppers of the type referred to, in the annealed condition and after various degrees of reduction, show that the basic properties of copper are not greatly affected by small amounts of arsenic, an increase in strength being observed with increasing arsenic with no corresponding decrease in ductility. It is well known that the evaluation of material for plastic deforma-tion, on the basis of laboratory tests, may not be directly comparable with its performance in commercial operations. In order, therefore, to substantiate the data obtained at the Institute, the cooperation of the Wolverine Tube Co. was obtained for a series of production tests on the fabrication characteristics of phosphorized arsenical copper in the manu-facture of seamless copper tubing. In these tests the behavior of the arsenical coppers was carefully observed in comparison with that of representative types of phosphorized arsenic-free copper, which were fabricated under the same conditions.

R. T. Hukki (Finland Institute of Technology, Helsinki, Finland)—In the analysis of mill products containing minerals of appreciable difference in specific gravity the well-known principle of the method described by Stanley is applied in a number of ways for a variety of problems. The use of Le Chatelier bottle as explained in the paper may be a dependable and sufficiently accurate way, although no information is given as to the reproducibility of the specific gravity determinations. In the case of MacIntyre ore the method is applied for three separate products produced apparently without reagents and relatively free of fine slimes. Should it be applied for flotation products carrying a substantial amount of slimes, difficulties should be anticipated in the process of eliminating air inclusions from the sample. The difficulties mentioned above may be overcome by the use of a volumeter, an instrument designed for specific gravity determinations of finely divided solids in dry state. This instrument, see Fig. 4, is manufactured by F. Süffert-Bürner A. G. in Basel, Switzerland. Its operation is based on the law of Boyle and Mariotte. With the use of the volumeter, the specific gravities of test samples having a total volume of about 30 cm are easily reproducible within ±2 units in the second decimal of the specific gravity figure, and even better than that with utmost care. This accuracy is sufficient for ordinary operational control. How closely the specific gravity determinations follow the respective chemical assays depends primarily on the nature of the sample itself. In this respect no specific gravity instrument can give better results than those justified by the consistency of mineral distribution in samples analyzed.

Because of U.S. Forest Service regulations and the consequent cost of leaving several diamond drill holes open at the same time, it was necessary to develop an electrical method that could be used in one hole at a time to extend known mineralization. This was achieved by balancing the surface current electrodes so that the two potential electrodes in the hole being surveyed were in the same equipotential surface. This condition eliminated stratigraphic response but enhanced any asymmetry due to ore between the hole and either current electrode. This method was successfully used in mineralized holes at West Fork, Reynolds County, Mo., to show the direction in which to extend the drilling into areas of better mineralization.

THE Oaxaca coal fields, shown in Fig. 1, are located in the Alta Mixteca region in the states of Oaxaca, Puebla, and Guerrero. Known outcrops are scattered over 3125 square miles. It is probable that further exploration will reveal a more extensive area of deposits. The region is of great importance to Mexico, as at present the only sources of coal are the fields near the U. S. border. Steel mills are also located in the North, and finished products must travel 600 to 800 miles to the area of consumption in central Mexico. A continuous survey of radon gas was made in two interconnecting stopes in a southwestern U. S. uranium mine to determine how the various phases of the mining cycle affected the radon concentration. The radon was monitored continuously with five detectors. One detector monitored the intake air, one the exhaust air, and three the stope air. The radon concentrations present during slushing, blasting, and exhaust fan shutoff were compared with concentrations on a nonwork day as a base level. Inside the stope, the radon concentration increased about 40% during slushing and 425% after blasting. Intake air radon increased 1600% and the stope air increased 550% while the surface exhaust fan was off.

The hydrogen-water vapor ratio at which Fe-Cr alloy, chromium oxide, andiron chromite coexist in equilibrium was determined between 900" and 1200°C. A thermogravimetric method was used to determine equilibrium conditions. The results fit a straight-line relationship in the temperature region studied, and are given by Reduction experiments were also performed to confirm the results of the equilibrium investigation. ThE oxygen pressures at which Fe-Cr alloy, chromium oxide, and iron chromite coexist in equilibrium have been previously determined by Boericke and angert,' Morozov and Novokharski,' and Katsura and uan. Only one determination (at 1300°C) was made by Katsura and Muan, but it agrees with the results of orozov and Novokharski. The results of Boericke and Bangert, however, differ appreciably from the results of these investigators. Previous studies have assumed that the equilibrium metallic phase is pure iron, but Dahl and Van vlack have shown that the iron contains from about 1 wt pct Cr at 1000°C to over 2 wt pct above 1300°C. The chromium oxide also contains a small amount of iron in solid solution. In the present study, hydrogen-water vapor mixtures were equilibrated with the condensed phases, using a therrnogravimetric method to determine equilibrium conditions. The reaction can be written EXPERIMENTAL General Procedure. The starting material was a sintered pellet of Fe2O3-Cr2O3 solid solution with a hole in the center, and was placed on a fused silica hook. This assembly was raised into the preheated hot zone of the furnace in a helium atmosphere, hooked onto a fused silica hangdown suspended from one arm of an Ainsworth Model RV-AU-1 recording balance, and the starting weight determined. A flowing hydrogen-water vapor atmosphere was then exchanged for the helium by evacuation, and the sample reduced until the weight loss indicated the sample composition to be in the alloy-Cr2O3-chromite field. The tem- perature was adjusted incrementally until constant sample weight was achieved for several hours, to within 0.02 mg. A hydrogen-water vapor atmosphere of different composition was then admitted, and the same procedure carried out. At the end of a series of determinations, the sample was examined by X-ray diffraction to verify the presence of the desired phases. Microscopic examination of the silica hook showed no interaction with the sample, nor did it lose any weight. Several criteria were used to insure equilibrium besides constancy of weight. For a given hydrogen-water vapor composition, equilibrium was approached from both oxidizing and reducing sides by varying the furnace temperature slightly. The resulting slow weight loss or gain was observed for several hours. Constant weight could be re-established by returning to the original furnace temperature. The last criterion used was varying the relative amounts of the phases by further reduction or oxidation, and observing any changes in temperature required for constant weight for a given hydrogen-water vapor atmosphere. None were observed. This procedure was essentially the same as approaching the equilibrium from oxidizing and reducing sides, but larger weight excursions were carried out. Sample Preparation. Reagent-grade Fe2O3 and Cr83 powders were mixed in the desired proportions and heated in air at 1250°C for 2 hr. The mixture was re-ground and heated in air overnight at 1250°C. X-ray diffraction showed complete solid-solution formation as a result of this procedure. The solid solution was then pressed into l/2-in.-diam pellets using Carbowax 4000 as a binder. The hole was drilled in the center, and the pellets were sintered 24 hr at 1250°C in air on a bed of Fe2O3-Cr2O3 of the same composition, contained in an alundum boat. After cooling, the pellet surfaces were abraded with 310 paper to remove any surface compositional differences, such as loss of Cr2O3. Chemical analysis of the sintered pellets was 67.16 wt pct CrP3 and 33.02 wt pct Fe203. Atmosphere Generation and Control. The hydrogen-water vapor atmospheres were generated by passing Matheson ultrahigh-purity hydrogen, with no further purification, through two water bubblers contained in a constant-temperature water bath. Since the water-vapor dew points required in this study were below room temperature, the bath was insulated, and was cooled by thermoelectric-immersion devices. The bath temperature was controlled to 0.0l0C. Since rather high flow rates of about 900 ml per min were used through the furnace tube, an independent check of the dew point was made to insure saturation of the hydrogen by the water vapor. WILLIAM GRIFFITH, Scranton, Pa.-I notice in the discussions and literature that emphasis is placed on rock dust, shale dust, and limestone dust, and I infer that these different. sorts of rock are ground up to produce this dust. -Is that right? MR. RICE.-That is correct, but we do not have to grind the limestone dust we are using in the experimental mine, as that is obtained from a quarry, and is used just as it comes; we can get it very cheaply, as it is a by-product of the quarries. MR. GRIFFITH.-Have any experiments been made with ordinary dirt out of the fields; could not that be used as ground dust? MR. RICE.-If you dry it and powder it enough so it will float in a, strong air current it might be all right for the barriers, but if it is damp there will be a tendency for it to mat together; then it would be quite useless for making a dust cloud. There might also be another disadvantage if used through the whole mine, if it had very much free silica in it, which is bad for the lungs. Limestone and selected shale dust would not affect the health of miners. MR. GRIFFITH.-In order to do very much good with any of those barriers, they ought to be rather extensively used throughout the mines, and there are few mines that have facilities for grinding up this rock into such a fine dust. If the ordinary earth from a plowed field could be used, even if it were not quite so good, it is more accessible and very much cheaper; therefore, in using it, with the universality of the supply through-out the country, it would tend to stop explosions. MR. RICE (communication to the Secretary*).-In closing, it is well to again emphasize that I do not advocate barriers being a "cure-all" for explosions. It will be generally agreed that prevention is best, not only by means of improved methods of using explosives, and ventilation to prevent accumulations of firedamp, but also by either thoroughly wetting the dust throughout the mine, or else so treating it with rock dust or other inert dust that an explosion cannot start. From my observations I believe that rock dusting. is a practicable method, and has the merit of visibility, and remaining effective for considerable periods, whereas the watering method has to be daily followed up, and if neglected for a short period the mine may become in a dangerous condition. H. S. COE, St. Louis, MO. (written discussion *)-I feel much gratified that Mr. Mishler has confirmed those principles of slime settlement expressed by Mr. Clevenger and myself. I wish to state that, when we wrote the article referred to by. Mr. Mishler we had not seen his earlier article in which he gave a formula to be applied to the settling rate off feed pulp for determining thickener area required at El Tigre. It has been my experience that in cyanide work the settling area required is determined by the settling rate of the feed pulp for perhaps 20 per cent. of all of the ores to be encountered. For the other ores, the area required is greater than that indicated by the settling rate of the feed and corre-sponds to the settlement of a somewhat thicker free-settling pulp. Mr. Mishler, in his paper, has thoroughly outlined a set of tests for determining thickener capacity, which, if carefully carried out, should be entirely reliable, provided allowance is made for changes in the mill feed from time to time. Two features of his paper, I, believe; need comment. In speaking of the time required for slime to flocculate after being fed, Mr. Mishler quite properly states that the actual settling rate for the feed pulp can-not be that of completely flocculated pulp because of this time lost in flocculation. It seems to me, however, that this feature cannot be of very great importance, for the following reason: The upper zones of pulp in a thickener may be, and often are, as thin as the feed pulp. If, therefore, the feed be introduced at sufficient depth below the pulp surface to prevent agitation at the surface, there will be ample time for it to become flocculated before it becomes the surface layer, and it, will

I herewith send to the Institute a sample of Pancake coal. It is rather early yet to make any estimate of the future value of the discovery; but it is certainly the most promising vein of coal yet discovered in the State of Nevada, and, I believe, the first true coal found west of the Rocky Mountains, or perhaps west of the Missouri River, unless some of the Utah coals belong to the coal measures of the Carboniferous age.
